Pickering nuclear
operator mum
on restart costs

PICKERING — A nuclear
watchdog i,n't buying Ontario
Power Generation's decision not
to disclose the amount of money,
it is spending on preliminary
work it hopes will allow it to
restart Pickering 'A' nuclear sta-
tion.
"It is still a publicly -owned
corporation... We are still guaran-
teeing their debt." Durham Nu-
clear Awareness spokesman Irene
Kock told the News Advertiser.
She was responding to com-
ments made at the Pickering/On-
tario Hydro Liaison Committee
Wednesday, when site vice-presi-
dent Bob Stricken reminded
members it will no longer have a
monopoly in the energy sector.
"One thing a competitive
company wouldn't do is tell peo-
ple how much money you have;'
noted Mr. Strickert.
OPG "will be very open on
safety and environmental issues"

Pickering's four older 'A' units
were among the seven reactors
across the province ordered shut
down by Ontario Hydro ( now
OPG) in August of 1997, follow-
ing a scathing consultant's review
of the utility's nuclear operations.
Hydro said it was shutting the
reactors down so it could concen-
trate on improving the perfor-
mance of its 12 newer reactors,
including four at Pickering 'B'.
The 'A' units have been off-line
since January. 1998.

Last fall Hydro autho-
rized the expenditure of
S50 million on prepara-
tions required for the possi-
ble restart of Pickering 'A'
in 2000.
This past June, OPG au-
thorized it further S18.6
million expenditure on
restart preparations.
The money OPG is now
spending is on detailed
work to determine what
must he done and how
much must be spent to
restart the Pickering 'A' re-
actors.
"It would not he prudent
to spend a lot of money
presupposing- the restart
of Pickering 'A', said Mr.
Stuckert.
The decision to restart
Pickering 'A' won't he
made until an environmen-
tal assessment ordered h}

Flapping flags, children
playing, political chal-
lenges and award-winning
singers are among the ac-
tivities the Ajax -Pickering
United Way has planned to
kick-off its 1999 fund-rais-
ing campaign.
Tuesday, Sept. 15, has
been declared United Way
Day in both Ajax and Pick-
ering. Ajax Mayor Steve
Parish and his Pickering
counterpart Wayne Arthurs
will take part in flag -rais-
ing ceremonies to show
support for the agency and
to signify the start of the
campaign.
"The flag is a vision of
what community building
is all about — people help-
ing people;' Ajax-Pickcr-

soon to measure the impact of
changes to the public board's spe-
cial education programs. students
with learning disabilities are al-
ready falling behind, some par-
cnis say.
"I think these kids are really
going to struggle." says Lydia
Temelko of Whitby. -1 don't think
they've been deidt a fair hand."
Her son Nickolas, who's in
Grade 5 at Ormiston Public
School this year, is "struggling al-
ready" to keep up with his class-
mates as a result of the Durham
District School Board's decision
to alter the delivery of its special
education programs for students
with mild and moderate learning
disabilities, she maintains.
Ms. Temelko reports Nickolas
did well last year with the help of
a learning strategies teacher, but
now that he's "been thrown into a
regular Grade 5 class ... he can't
keep up.
"He's back to feeling inade-
quate and this is only the first
week of school," Ms. Temelko
says, adding she's worried her son
will be "drastically" affected by
the change in programming.
Those programming changes
have seen the number of teachers
who work with learning disabled
students drop from 250 to 153 as
the board cut its academic re-
source and learning strategies
teachers and replaced them with
special education resource teach-
ers (SERT) this fall in an effort to
bring its special education pro-
grams in line with those across

the new model has been "fairly
smooth" to date.
She also reports the board is
planning "extensive (training) for
school teams around the change
in the SERT model" and believes
it will likely be a week or two be-
fore the new resource teachers fi-
nalize their caseloads for the year.
"It's a little premature to make
any comment about how it's play-
ing out," says Stella Dorsman, co-
president of the Durham division
of the Elementary Teachers' Fed-
eration of Ontario (ETFO). "It's
just too soon; during the first
week of school teachers arc just
getting their routines estab-
lished."
However, Ms. Dorsman notes,

helping hand with the new On-
tario Curriculum for Health and
Physical Education at an upcom-
ing resource and information fair
being presented by Durham
Lives!
The Resource and Information
Fair for Educators in Durham is
designed to provide teachers
with resources and classroom ac-
tivities centred on healthy living,
with handouts and information
on audio-visual resources, an op-
portunity to network with com-
munity partners and a chance to
explore volunteer opportunities
for students, a news release re-
ports.
"Educators are in a perfect po-
sition to enable their students to
make healthy choices about
physical activity, healthy eating
and smoke-free living," says
Durham Lives! project co-ordi-
nator Catherine Walker of the
event.
"When children are encour-
aged to make healthy lifestyle
choices, we are helping them to
reduce their risks for heart dis-
ease and cancer, and enhance
their quality of life."
The Sept. 29 information fair,
being held at the public board's
education centre in Whitby, is
being presented by Durham
Lives! in conjunction with the
Durham Region Health Depart-
ment, the Durham Catholic Dis-
trict School Board, the Durham
District School Board and The
Youth Centre.
Durham Lives! is a coalition
of community-based agencies fo-
cusing on the prevention of heart
disease and cancer through the
promotion of physical activity,
healthy eating and smoke-free
living.

Mike Hance, chairman of the
school community council at
Adelaide McLaughlin Public
School in Oshawa, who urged the
board to reconsider altering its
programs last spring, notes, "We
haven't heard a lot. It's still pretty
early. The parents haven't been
saying much about it." Mr. Hance
believes "the board's done a pret-
ty good job" with the funding it
received from the Province. Yet
he says, "i would have liked to
see the government do a bit more
(in terms of funding)."

However. Kathy Galluzzo of
Whitbv feared her son Marcello, a
Grade 8 pupil who reads at a
Grade 3 level, wouldn't receive
the support he needs under that
new delivery model.
So, she "fought" throughout
the summer to have Marcello
moved from Ormiston Public
School, where he participated in a
learning strategies class last year,
into it multiple exceptionalities
.:lass at Pringle Creek Public
School this fall.
"He is getting the help he
needs." Ms. Galluzzo says. "It's
not the right program for him, but
at the moment it's the only pro-
gram."
That's why she's trying to have
Marcello moved to a provincial
school for special needs students
in Belleville, she says, explaining
she wants to give him a chance at
getting his high school diploma.
"They need to do lots more for
kids like him," Ms. Galluzzo
says. "They don't understand
when children aren't doing well
at school, it tears them apart at
home."
Meanwhile, Ministry of Edu-
cation officials continue to meet

with school board representatives
from across the province in an at-
tempt to address concerns with
the special education funding for-
mula.
Many school boards across the
Province have complained the
government's guidelines govern-
ing eligibility for funding are too
narrow, leaving man pupils who
need extra help and support with-
out it.

The Town of Pickering has completed several sections of
the Lake Ontario Waterfront Trail, and is now embarking
on the implementation of a section of trail that will cross
Petticoat Creek just north of the lake. The project is
anticipated to include the design and construction of a
significant valley crossing of Petticoat Creek• consisting,
of approximately 275 metres of elevated bridge and

The intent of this pre -qualification process is to develop a
short-list of design / build bridge and boardwalk
contractors with proven experience and capabilities tu,
execute the work of this project.
The selected list of contractors must meet the
rcquircments of this Expression of Interest. A primary
consideration in the sckction will be a review of previous
projects and their level of success. The sensitive nature of
the site requires that the contractor demonstrate a
capability in working with environmentally sensitive
sites. Qualified personnel, appropriate installation
methods and strong on-site management ability must be
demonstrated.

outstanding service, and to celebrate the activities and

Marketing alliance offers
strength in numbers
Battle to attract investment a big one
It's a big world out there, but the
Greater Toronto Marketing Alliance
is doing what it can to raise the GTA's
business profile planet -wide.
The goal of the GTMA is to give
international businesses and indus-
tries a reason to locate to Greater
Toronto. Since it was formed in Octo-
ber 1997, the alliance has fielded 170
inquiries from interested businesses.
Those inquiries have apparently led
to 31 leads and prospects which will
hopefully result in bringing more top-
level business and development to the
area. Durham's two representatives
on the board of the GTMA are Pick-
ering Mayor Wayne Arthurs and the
Region's economic development
commissioner Pat Olive.
The GTMA's primary role in-
volves research and information -
gathering. It must work with vigour
to show off Greater Toronto's advan-
tages over those of other communi-
ties from across Canada and around
the world. To do this it produces mar-
keting materials, pushes international
promotion, generates leads and seeks
investors and partnership dcvelop-
ment. Its budget has been bumped
from 52.3 million for 1998-99 to $2.8
million for 1999-2000.

cent in 1997. The money's out there
but less of it, as a percentage. is com-

The Alliance should be able to
play its part in helping to increase the
foreign development mix in the Cana-
dian economy. More jobs and a
stronger economy are of benefit to us
all.
The GTMA must scour the globe
working through Canadian embassies
and consulates to touch base with in-
vestment leaders around the planet.
Currently. it works with 160 private -
sector company partners and is on the
lookout for more. As it's able to bring
in more business. more companies
will come aboard to increase the
GTMA's power and influence.
Among the private -sector partners
are Air Canada. Bell Canada, Lucent
Technology, the Toronto Stock Ex-
change. Manulife. Merrill Lynch and
Silicon Valley North. Surely their
combined efforts can only mean good
things for Greater Toronto in the fu-
ture.

This was my summer to relax, re-
flect and remember.
This spring I found myself more
organized than usual and decided to
give myself a present for my hard
work.
I promised myself to take more
time to relax, take it easy and indulge
myself in life's simple pleasures like
reading, canoeing and taking long
walks along the Ajax waterfront with
my wife and daughter. So, I went oi.1
and purchased the book Red Blood:
One (Mostly) White Guy's Encoun-
ters with the Native World, by award-
winning Canadian author Robert
Hunter. I chose this book because I
enjoyed some of Hunter's other
books To Save a Whale and Warriors
of the Rainbow. Also, as an ecologist
and naturalist, I have to admire the
person who is the first card-carrying
member of Green Peace. I've always
enjoyed non-fiction over fiction.
The whole idea that these are real
events happening to real people gives
one a sense of wow, that could have
been me, or woo, better you than me.

Hunter, being a professional journal-
ist as well as an author, is an excep-
tional storyteller who invokes your
emotions and senses. I sat in a com-
fortable chair with my feet up and a
beverage at my side and took a jour-
ney into another person's life.
After reading this book I began to
reflect on an environmental project at
Duffins Creek Marsh that I have just
completed after three years. I'm
happy to say that one square hectare
of the marsh has been rehabilitated to
a healthy state of ecological well-
being. What bothers me is that people
don't seem to get it; the waterfront
and our natural park lands are impor-
tant to everyone, but after eight years
of organizing clean-ups the problem
never goes away. Year after year it's
the same thing, a group of concerned
citizens get together and pick up after
ignorant people because the munici-
palities don't have the will to begin
issuing fines to people for littering.
In case those bureaucrats didn't
notice, education is not working! If it
were up to me I wouldn't just fine
people I'd publish their name in this
newspaper for the community to see
the names of the people who don't
care about the community or our en-
vironment? People like Robert
Hunter in the 1960s and 1970s
helped battle the whale hunters and
end nuclear testing and here we are
entering a new millennium and we
can't even stop people from being lit-
terbugs!
Shame on us.

dictated by the formality of the
wedding and by the style and
colour of the bride's gown. The
groom, groomsmen and bride's
father should be dressed in sim-
ilar suits, although the groom
may want to add a few touches
that make him stand out from
the others; perhaps a colourful
waistcoat or tie. He may also
wear a boutonniere that's a dif-
ferent colour from those worn
by the ushers.
Formal weddings give
men a rare opportunity to dress
like the lord of the manor thev
may secretly aspire to be. The
traditional evening outfit
includes a full-dress tailcoat
with matching trousers, white
waistcoat, white bow tie and
wing -collared shirt. A black top
hat and white gloves can be
worn by the dedicated
clotheshorse. A daytime formal
wedding might call for a cut-
away coat, grey -striped
trousers, grey waistcoat, wing -
collared shirt and ascot or
striped tie. A top hat, spats and
grey gloves finish off the
ensemble for those inclined to
finery.
Not every would-
be manor lord has a cut-
away coat and waistcoat
hanging in the closet,
but not to worrv. In most
weddings the groom,
best man and even
fathers rent their formal -
wear. There is a wide
selection of tuxedos and
suits available for rental,
so shop around for the
store that offers the best
quality at a reasonable
price. If possible, rent
everything from the
same shop, and if you
can't, at least get the
same type of suit for the
groom and attendants.
Consider having the
groom's father dress in
the same attire as the
attendants, since it will
make for a more consis-
tent look in the wedding
photos. The bride's
father always dresses in
the prescribed wedding
suit.
At a less formal
wedding, the male atten-
dants can wear suits as
opposed to tuxedos, but
then must be similar to
one another in style and
colour. For evening or
winter weddings, navy,
black or dark grey is
generally worn. A white
or ivory suit can be worn
for summer afternoons.
If the groom's suit is
white or ivory, it should
match the bride's dress;
if she wears ivory, he
should not wear stark
white.

free the groom to be as
fanciful as he likes. I've
seen men stride down
the aisle in Edwardian
suits, Scottish kilts, and
jeans and cowboy boots.

myriad details that go into

Splashers diving
into new season
PICKERING — The Pickering
Master Splashers Swim Club is set to
dive into another season of fun, fit-
ness, recreation and competition.
The club's 1999-2000 season offi-
cially gets under way on Tuesday,
Sept. 21 at the Dunbarion Indoor Pool.
Registration will be held on the pool
deck at 9 p.m.
Swim times are Tuesdays and
Thursdays from 9 to 10 p.m. and Sat-
urdays from 7:30 to 8:30 p.m.
Cost for the season, which runs
from September until May, are $110
for once -a -week sessions; $200 for
twice -a -week -sessions and $290 for
all three sessions.
The Master Splashers have a pro-
gram for every level of swimmer, in-
cluding adults who want to swim for
recreational purposes, or those who
would like to pursue the competitive
aspects of the club. The Splashers
also offer coaching by a qualified
coach.

Dragons back on ice
for special hockey
The Durham Dragons special
hockey program is set to begin its fifth
season of play for challenged players
of all ages, male or female.
Last year, the Dragons grew to in-
clude more than 60 players on four
teams in two divisions. And, the junior
program was separated from the se-
nior division, to make it a more enjoy-
able experience for beginning play-
ers.
This year, the Dragons are hop-
ing to offer even more players a
chance to play hockey this season.
The Durham Dragons will reunite
their senior and junior programs at
the Ajax Community Centre. Last
year, because of ice time constraints,
the juniors were moved to Oshawa.
The Dragons will again field
teams in Special Hockey Internation-
al. Hosting the event this year are the
Colorado Golden Eagles in Colorado.
New players are welcome to play.
Being able to skate is not a require-
ment. The Dragons offer many coach-
es who encourage, praise and cele-
brate the accomplishments of the
players.

PICKERING — A promising
pre -season for the Pickering Boyer
Panthers junior hockey team ended
on a sour note in its final exhibition
game, losing to the visiting Os-
hawa Legionaires Friday night.
The Panthers were beaten 5-3 at
the Pickering Recreation Complex
in their eighth and final pre -season
contest. The loss evened the Pan-
thers' record at 4-4 in pre -season
play.
The Pickering juniors play for
real in their regular -season opener
against the Ajax Klondike Axemen
at the Ajax Community Centre
tonight, Tuesday, Sept. 14, at 8 p.m.
For 40 minutes in Friday's
game, the Panthers resembled a
team ill-prepared to start regular -
season play, with a lacklustre effort
against the Legionaires, the same
team they defeated 7-2 on Thurs-
day night in Oshawa.
"I wasn't pleased with the per-
formance in our last exhibition

the team features only seven re-
turning veterans augmented by 15
rookies who've won jobs on the
roster this season.
Most promising for the club this
season is a strong local component
to the roster, which features the
highest number of Pickering play-

Bryn Panty of Burnaby,
B.C. shot a final round 74 for
the victory in the tournament
which started Wednesday at
the north Pickering golf club.
Parry opened the tourna-
ment with rounds of 64 and
69 and took a five -shot lead
into the final round.
Parry, an assistant profes-
sional at the Burnaby Moun-
tain Golf Club, pockets
$5,400 of the $30,000 purse.
Pickering's Chris Kar-
welat finished in a tie for
21st place with a three-day
total of 221. He received
$300 for his efforts.

finished in a tie for 44th and
received a $102 share of the
purse. Craig Sealy of Picker-

The defence corps is the team's
strongest asset as it heads into the
regular season. Second -year team
captain Bill Duncan, along with
sophomore rearguards T.J. Kemp
and Doug Carr, will provide lead-
ership to the rookie -laden team. Of
the rookie rearguards. Ajax -Picker-
ing midget grad Sean Koskta en-
joyed a fine camp and pre -season
and is expected to be a solid blue
line performer.
Although the Panthers feature
speed at the forward positions, the
team lacks experience and the
scoring prowess they enjoyed a
season ago. That's something that
concerns Ross as the team enters
the regular season.
"We're fast and we have some
skill, but we're very inexperi-
enced:' notes Ross. "I'm not sure
how well we'll be able to generate
goals. Scoring goals in bantam and
midget hockey is a lot different
from scoring them at the junior
le -.el."
Ross says he'll be looking to
rookies Schofield and Buscema to
grow into top-notch snipers for the
club by mid-season.
"We don't have a lot of expecta-
tions for them to make an immedi-
ate impact. But we're hoping they
can raise their level of play by
Christmas to help us offensively;"
says Ross.
The Panthers big question mark
is in goal. After receiving assur-
ances that projected starter
Michael Andreoff would return to
the team after spending some time
at the Ontario Hockey League
Belleville Bulls training camp, he's
since returned to the Bulls and is
expected to start the season there.
"It's a bit worrisome, for sure:'
says Ross of the clouded goaltend-
ing picture for the club.
