One in seven children In Durham Region lives in poverty when the basic needs of children are not met, the numbers of poor children continue to climb. In 1998 there were more than twice as many Ontario children living in poverty as there were in 1989. One in seven children in Durham Region lives in poverty. Low-paying jobs and fewer government supports impact on the nutrition, health and school per- formance of our impoverished children today. From 1995 to 1998, the Ontario gov- ernment has reduced social assistance rates by 21.6 per cent, decreased fund- ing to community services that include: Counselling, child welfare and protec- tion, integration of pre-school children with special needs and family resource programs. And although Ontario's child poverty rate is the highest in Canada, the current provincial government can- celled 17,(X)) social housing units upon taking office four years ago, transferring the responsibility for social housing to municipalities. The consequences of child poverty - beyond the morality and ethics of know- ing children in our midst are going to sleep hungry, above the outrage and compassion felt by those in society who care enough to act - are indeed costly. Child poverty leads to twice the rate of psychiatric disorders. It is responsible for twice the rate of inferior school per- formance and three times the rate of criminal behaviours. Chronic health problems are douhled by the scourge that is child poverty. "There is nothing put in place to sup- port kids (living in poverty) and to help families that ane raising kids," he says. "But if we don't pay now, we will pay later." David Foot agrees. In his best-selling book, 'Boom Bust and Echo 2000,' the University of Toronto economics pro- fessor and demographer writes about the close link between health and the economy, for example. "In 1996, 18 per cent of Canadians, some 5.3 million people, were living below the poverty line," Mr. Foot points out. That is not a prescription for a healthy society. A mountain of evidence exists to prove unemployment and poverty are the prime causes of poor health, yet this fact is rarely discussed in the context of our health care system. Canada's high international ranking in such population health indicators as life expectancy is often misleadingly cited as proof of the excellence of our health care system. But the healthiest Canadi- ans never go near the health care sys- tem. They are healthy because they have well-paid jobs, happy lives, are well- nourished, don't smoke and get plenty of exercise." What constitutes poverty? According to the Soc'al Development Council of `There is an image out there that poverty makes a child stronger, that it builds character. Well if poverty is character building, there would be a lot of rich people who would want their children to be poor.' -- Ron Dancey Ajax/Pickering's 1998 figures, the fol- lowing example was given: "Two peo- ple with full-time jobs (40 hours per week) earning a minimum wage ($6.85 per hour) will have a combined annual gross salary of $28,496, but only $20,938.32 net wages. "if there were more than two chil- dren, this family would be living in poverty," stated the council. "In this day and age we are tying our hands behind our backs," Mr. Dancev continues, passionately. "We've talked about having to get the deficit down for the sake of our grandchildren's futures. But poverty is a burden on our grand- children. We can't compete with 20 per cent of our population being handi- capped." The Region's family services direc- tor for I I years before he retired earlier this year, takes exception to the way government recently released decreas- ing welfare numbers. In August, the Region reported there were 9,559 welfare cases, representing 21,565 people. In June 1995, there were 18,080 cases, including general welfare and family benefits programs, repre- senting 39,108 people. "What the report doesn't say is the type of jobs those people (who left the welfare rolls) got," says Mr. Dancey of the working poor, their health benefits cut or drastically reduced. "More and more of these people find only temporary work," he continues. "There is no security or benefits. "I'm confident in saying there are more poor people working than there are on social assistance," says Mr. Dancey. "Seventy-five per cent of poor people get their money from working. It used to be that you got your Grade 8 or 10 and then you go to work at General Motors and live a middle class life. Now it's, 'Did you get your BA? Do you want fries with that?"' The five principles of the Durham Child Poverty Task Force campaign are: More child care, affordable housing, good jobs, a higher child tax benefit and better parental leave. Another objective of the one -and -a -half -year-old organiza- tion is to establish a breakfast program in every school in Durham Region. The task force will publish its 1999 figures in '.November to coincide with the 10th anniversary of Ed Broadbent's plea. The data are expected to identify even larger numbers of poor children than the 'one in seven' statistic found in the 1998 report. "We need a minimum ol,S9(X).(XX) to proceed;' says Ward 2 local Councillor Mark Holland. "1'm extremely confi- dent that we're going to get there" Pickering council approved a $3.45 - million waterfront plan in May, includ- ing $2.6 million worth of boardwalks. recreation facilities, environmental im- provements and a public square on the lakefront between Alex Robertson Park and West Shore Boulevard that will comprise the Millennium Square and Trail. as well as an SS50.(XX) expendi- ture on improvements to the waterfront trail between the West Shore and the Rouge River areas. The result will be a trail that extends across tlae Pickering lakeshore from its eastern to western borders, with the exception of a few small areas where the waterfront is still in private hands. The Town's share of the cost will in- clude $1.2 million for the Millennium projects and the full S850.(XX) for the west end of the waterfront trail, for a total commitment of 5'_.05 million. The remainme $1.4 million is supposed to come from other government, commu- nity and private sources. Ah,out $595.1XX1 of the $1.4 million has already been committed by various parties, ;according to Coun. Holland. That includes $2(X),(XX) from the Toron- to and Region Conservation Authority. $2(X).(XX) from Ontario Power Genera- tion (the Pickering nuclear station), $180.000 from local service organiza- tions and $150X) so far from other cor- porate donors. Coun. Holland is also hoping provin- cial agencies will contribute up to $200.000 in grants - from the Ontario Arts Council (the Millennium Square and Trail projects include several pieces of public art by area artists), the Trillium Foundation, and Ontario 2000 (the Province's fund for millennium pro- jects). ro- jects). As well, the Town has applied for $4(X),000 from the federal Millennium Partnership Program. "This is the one we spent a lot of time working on in terms of making sure we met all their criteria," notes Coun. Holland, who reports a response from Ottawa is expected sometime in September. "We think there's a good chance" The councillor has been talking to other service clubs which may be pre- pared to commit a further $40,000, and he hopes to bring in $85,000 more from corporate donors as he gets time to turn his attention to that sector. If most of the hoped-for funds come in, that will bring the total non -Town funding to about $1.2 million. However, OPG has said it may have another con- tribution available next year. Coun. Hol- land says he'll be shooting for another S3(X)0X) from OPG, which would in- crease the non -Town funds to $1.5 mil- lion. The councillor says he's expecting to have the $9(X),000 outside funding needed to start the millennium water- front projects in place by early October when he plans to bring them before council for approval to go to tender. If everything goes as planned, construc- tion could proceed in the spring. The work has to be completed by March of 2001 under regulations which must be met to be eligible for some of the gov- ernment grants. "Basically by the fall of 2(XX) we're looking to have the project substantially completed,- says Coun. Holland. "We have a very aggressive construction schedule. By the end of next year it's going to be functional. Some of the fin- ishing touches will be put in in 2(X)1" The items that might only be- in place by 2(X)I include some of the art, signage and environmental improvement work by the conservation authority. There is an im- portant factor which seems to be overlooked, which is that new or expanded roads are simply not the answer, but that a properly expand- ed and coordinated system of mass transit is. Con- sider some of the gizmological mar- vels already being promised by the gadget -heads now in the process of taking over the universe. Computers with personality: Just what you want - a temperamental PC that will dissolve into virtual tears when you curse and insult it for trash- ing some indispensable file or crash- ing in the middle of that huge project your boss was expecting last week. Talking cars: They tell you which way to turn, tell you when you're going too fast and tell you when you're running out of gas, just in case you're one of those rare people who doesn't have a spouse or other family member to tell you. Toilets that monitor your emis- sions: These clever commodes will chemically sample your, ahem, num- bers one and two and even transmit the results to your health professional. Hypochondriacs will no doubt love them, as will life and health insurance companies ever eager to make sure your rate continues to correspond to your risk. Internet -linked lawn sprinkler systems: These will continuously monitor weather reports to determine when to start and stop watering your lawn, at least until the grass dies of thirst or drowns waiting for an accu- rate forecast. Portable phones that are also TVs: So people can talk on the phone AND watch television while they're driving their car. Bet 'ya can hardly wait, eh? Wouldn't it be nice if the techno-peo- ple spent their time coming up with some innovations we could really use? How about a dishwasher that doesn't require you to wash the dish- es before it does? Or any small appli- ance that lasts more than six months'? A car that doesn't need expensive re- pairs or replacements every two months'? This was mostly achieved by bus travel, but included a taxi ride from Pick- ering to Markham since there was no transit link between these two towns. Incredible, but true! I When Bob Rae's government announced the accelerated con- struction of Hwy. 407, there was great fanfare about there being par- allel roadway and transitway, with the latter taking an equal priority. It didn't take long for the transitway bit to be ignored and then forgot- ten. The current government has stated that it has absolutely no in- tention of doing anything with this, nor was it part of the sale of Hwy. 407. And yet, there is a substantial and growing cast -west flow of commuter traffic which Hwy. 407 is supposedly meant to serve. All it will do is to magnify the traffic problem since it does nothing to address the real nature of that prob- lem, which is the daily commuter. To build a vastly expensive high- I way system in order to allow a car, usually with a singie driver, the luxury of a drive one way to work, use valuable land for the parking of that car during the hour of work, and let the car drive home again, is a colossal waste of money and re- sources. What all levels of govern- ment must find, as a matter of ur- gency before total gridlock devel- ops, is the proper means to get the commuters out of their cars, by provision o" safe, fast, economical, clean and comfortable mass transit. Across the northern fringes of the Toronto megalopolis are many existing railway lines, and now the Hwy. 407 swath. It is these that must be pressed into use, as dedi- cated transit corridors, to serve the traveling public. More roads or widened roads are not the answer to this basic problem; Transit is. Father Jim Mulligan, a long- time Catholic educator in the Nia- gara Falls area and author of the book 'Catholic Education The Fu- ture is Now', told approximately 275 teachers and parents gathered at St. Catherine of Siena Catholic School in Ajax that Catholic educa- tion is at a "critical time" in the province. "We are at a crisis point, a turn- ing point," he said, explaining Catholic education faces many challenges in a "postmodern cul- ture. "The challenge for us in On- tario, a province with I1 million people, is to make a significant con- tribution to life in Ontario if we are going to be of value;' Father Mulli- gan said. He warned if members of the Catholic faith aren't advocates for a publicly -funded separate school system in the province, then it could eventually disappeara` it did in Newfoundland following a refer- endum two years ago. "If the government of Quebec can ask Ottawa to get rid of a clause in the Constitution (that gives equal funding to Catholic schools), the Ontario government could too" Father Mulligan's visit to Ajax was the highlight of the school's annual Faith Awareness Day, which St. Catherine vice-principal Michael Brick says "sets the tone" for teachers for the coming school year. "We have to he strong, we have to he committed," Mr. Brick added. "We have to be the forerunners as far as Catholic education is con- cerned" Father Mulligan also stressed the deed for teachers to exhibit strength on a daily basis. And. in likening the challenges faced by Catholic educators to those endured by cyclists in the Tour de France, Father Mulligan said what's needed for both is "strength, stamina and strategy". In an interview following his ad- dress, Father Mulligan said he hoped the teachers in attendance would benefit from what they heard and "be a little bit more enthusias- tic, especially at the beginning of the year." Those were just it few of the lessons this year's new crop of Ajax High School Grade 9 students learned dur- ing an orientation day Wednesday when the student council held its annu- al Welcome Day. "This is really an orientation to the school, a welcome to the school:' said Shirley Smith, who's beginning her first year as principal at the Bayly Street high school this month after serving as vice-principal at G. L. Roberts Collegiate and Vocational In- stitute in Oshawa last year. Ms. Smith reported the event, which attracted the majority of the 265 Grade 9 pupils registered for the fall, also al- leviates some of the fears students have about starting high school. "You can see a change in them even from the time they arrived," she noted. Student organizers Cheryl Downes and Joanna Ying agreed the activities and games planned for the day helped Grade 8 graduates become familiar with the school's atmosphere so they're not intimidated when classes begin Tuesday. "They're going and finding all of their classes so they're not shocked on the first day of school," said Miss Ying, a Grade 12 student and vice-president of the student council. "A lot of them are really shy," she added. "We're going to try to pump up their energy." Miss Downes, an OAC pupil who's currently serving as president of the student council, reported the orienta- tion day and barbecue also gives the in- coming Grade 9 class a chance to meet a lot of the senior students, approxi- mately 40 of whom volunteered to help run events Wednesday along with sev- eral parents. " I certainly remember her as a Grade 9 student. She was Mery lively ark] interested in a lot of things, curious about a lot of things, eager to learn:' says the long-time teacher u ho now works with the Canadian Teachers' Federa- tion in Ottawa ..My impression was that she was full of life:' says Mr. Solomon. And, as a young girl "Janet had a good intelli- gence. One of the things I do remember was the first par- ents' night when she was in Grade 9. Janet was quite in- terested in horses and was quite keen on getting a horse. She was always interested in looking for new experiences, not just in academics:' Mr. Solomon says. He often heard news about what his former stu- dent was up to over the years, even after she graduated from the University of West - em Ontario and began work- ing with former Ontario Pre- mier Bill Davis as an assis- tant press secretary. And, when Ms. Ecker was handed the education portfo- lio in June, Mr. Solomon wasn't totally surprised. "When I heard she was appointed (I thought) they recognized her for her ability to keep a coxal head. to assess things calmly;' he says. Yet, he does admit to being surprised upon hearing the education minister had mentioned him by name in a speech during her first public meeting with one of the province's teachers' federa- tions two weeks ago. "You never know. You teach so manv students over a long period of time. It was a bit of a surprise, but a pleas- ant one." In her speech to members of the Elementary Teachers' Federation of Ontario in Toronto Aug. 19, his. Ecker told the 5(X) teachers in atten- dance. " I remember veru vividly some of the special teachers in my life. They made a difference - Mrs. Kle- instiver, Mrs. Gerwyn, Mr. Idle, Mr. Solomon and espe- cially Mrs. Golding - people who taught me things that I still remember today. "And not just how to read, or phrase a sentence, or the history of ancient civiliza- tions, but things about think- ing, about learning how to learn, about the value of edu- cation:' Ms. Ecker noted. "She seems to be quick on her feet and seemed to han- dle her previous portfolio quite well," Mr. Solomon adds. The former Communi- ty and Social Services Minis- ter has always been "a go- getter. Only time will tell how she relates to the portfo- lio and whether she'll make a success of it:' he says. "I'm sure she'll give it a good try." Pickering and Ajax beaches OK to swim in Four Durham beaches closed to waders Four beaches in Durham Region re- main closed to swimmers because of pollution this weekend. Bowmanville Beach East, Kinsmen Beach in Port Perry, Elgin Pond in Uxbridge and Lakeside Beach on Scu- gog Island continue to have high levels of E.coli from sewage contamination. Durham Region health department tests water at 16 beaches each week in the summer, posting beaches with read- ings of 100 E.coli per 100 millilitres of water or higher. Readings at the Bowmanville beach jumped from 198 last week to 549 this week. Elgin Pond also experienced higher readings, coming in at 418 this week, compared to 126 last week. Lakeside, which was just under the 100 marls last week, went up to 108 this week. Kinsmen Beach actually registered a decrease, from 191 to 119. Other beaches in Pickering, Ajax, Whitby, Oshawa, Clarington and Brock have low readings and are fine for swimming. Pair, 13, charged after school bus taken PICKERING - Two 13 -year-old Pickering boys have been charged "ith stealing a school bus parked at an area church. Durham Regional Police said the mid -sine bus was driven off the lot at the Pentecostal Church lot on Okla- homa Drive after a window was smashed and the ignition punched out around 3:15 a.m. Friday. A witness called police and a short time later officers spotted the bus being driven on Eyer Drive. The youths quickly stopped and abandoned the vehicle and a foot chase followed, police said. Or are they just Vhi-tech version of the old Cowboys and Indians 'Bang. Bang. You're Dead: game kids played years ago'? Proponents of brutal video games claim children know what's real and what isn't, that their minds are quite capable of distinguish- ing between reality and the make-believe world of video violence. Critics, including Presi- dent Bill Clinton, argue not all young children are capa- ble of making that distinc- tion. To press home that point they state that one of the shooters in the Littleton, Colo., school tragedy was an avid fan of the video game, 'Doom.' They also contend macabre games promote vio- %?me creating a 'murder -is - fun' culture and that when you're dealing with tens of millions of kids some are on the edge, and gruesome games push them over it. Len Eron, a professor at the University of Michigan, in Ann Arbor. followed the media -watching habits of 825 subjects from 1960 to 1982. Eron reported there was a relation between the violence of the media programs kids watched at home and how aggressive they were in school. Jeffery Goldstein, who The Doctor Game i - if' Gifford -Jones AID. teaches in the School of Mass Communications at Utrecht University in the Nether- lands, challenges this casual relationship. Mr. Goldstein says his research shows peo- ple know the difference be- tween dramatization and real life. He showed subjects films of real facial operations where a young girl's face was sliced open during surgery. Mr. Goldstein claims few of them could watch it and that video games provide constant clues that they are simply dramatizations. David Grossman, a retired lieutenant colonel, taught psychology at West Point. He says, "there is a vast gulf be- tween being an average citi- zen and taking a human life:' Mr. Grossman says "the Army uses video and com- puter to combat simulations for that very reason: to pre- pare soldier to kill. That sol- diers must be- permitted to simulate the act of killing in order to give them the: skill, the confidence and the de- sire." For instance, the Army uses MACS (Military Arcade Training), and the Marine Corps uses Marine Doom. They utilize these for a rea- son. They are experts at teaching people to kill. Mr. Grossman suggests video games offer similar training. That kids can go to any arcade and play a game called 'Time Crisis.' The player feels some recoil from the gun, he's aiming at human subjects and if he hits the target, it drops. Continu- ous play develops the will and the skill to kill. Others, such as retired colonel Ron Krisak. who ran the battle labs at Fort Dix dis- agrees. He claims military simulations have nothing to do with desensitizing re- cruits. Rather, they train them to be- more effective. But Mr. Grossman con- tends a steady diet of shoot- ing games can turn a novice into a marksmen. For in- stance, records show in real life engagement%, only one in 10 bullets from police offi- cers' guns hits the criminal and the average distance for the shot is 23 feet! They're supposed to be the experts. But Michael Carnal, the 14 -year-old involved in a school shooting, to the best of our knowledge, had never fired a gun. But he stole a 22 - calibre rifle, fired a few prac- tice shots, and hit eight stu- dents with eight shots, five in the head. Who is fight'? We know repeated stimuli and rewards reinforce certain behaviours. Ring a bell and trained dogs know it's lunch time. The same technique trains rats to navigate mazes. What about children? I suspect Mr. Grossman is right that repeated violence may push some impression- able kids over the edge. But 99.9 per cent know the differ- ence between reality and the modern version of Cowboys and Indians. If not, we'd have thousands of Littleton shoot- ings. Good sense dictates re- peated violence may numb some impressionable kids. Surely there are better ways to develop skills than by video -killing games. I believe multiple factors set the stage for killing in- cluding broken and loveless homes, lack of school di%ci- pline, a dearth of parental teaching. TV violence, poverty and a pill -popping society. And probably a few children are born genetically evil. To prevent Littleton killings a major revolution in social behaviour will he re- quired. Parental and school discipline would be a good start. Napoleon was once asked "How do you train the young?" He replied, "You teach their grandmothers how to teach their daughters to he good mothers" Maybe he would add, "lite drill field and sports are better for the mind and body than three hours of TV and video games day after day:' I'd say Amen to that. The Dolphins' tykes and atoms both posted victories over the visiting Markham Raiders at Kinsmen Park in Pickering Sunday. The Ajax -Pickering peewees, however, were defeated by the Burlington Stampeders, also at Kins- men Park Sunday. The tykes blanked the Raiders 36-0. The Dolphins completely dominated Markham, especially the offensive line, ,,+htch blasted open holes for the run- ning hacks. Jordan McLaughlin kicked I( )r 12 points in the contest. The offen- sive star was'Wesley Northam, while the defensive star was Andrew Quittenton. The Dolphins tykes played a rare Fri- day night game in Scarborough against the Thunder. The result wasn't available at the News Advertiser's press deadline. Meanwhile, the Dolphins' atoms played a solid, two-way game against Markham en route to a 38-27 victory.
