PICKERING - The Town and
Region have pitched a plan to
provincial Transportation Minis-
ter David Turnbull that could see
the construction of a Brock Road
interchange on the new Hwv. 407
extension into Pickering before
it's opened by the end of 2001.
"He said he would chew on the
proposal and they were going to
get back to us;' says Ward 3 Re-
gional Councillor Rick Johnson,
who met with the minister last
week.
Under the proposal. Durham
Region would undertake the envi-
ronmental assessment (EA) re-
quired for completion of the 407
extension past Pickering out to
Hwy. 35/115, and finish it within

within hours of each other in Pickering over the weekend.
A vacant house at Altona Road and the Third Concession was
destroyed in one blare that began around 11:40 p.m. Saturday.
About two hour later, a car stolen earlier Saturday was set on fire
in a wooded area at Dixie Road and the Third Concession.
Durham Regional Police spokesman Sergeant Jim Grimley
says officers believe the two incidents are related because of their
close proximity.

time firefighters arrived on the scene.

Pickering's 2000 promo takes off
Town makes marketing efforts `plane' for all to see
PICKERING - The Town's
millennium promotional efforts
took flight yesterday at the Os-
hawa Airport with the launch of a
Pickering 2000 airplane.
It's an eight -seater Piper
Navajo Chieftan painted with the
bright turquoise, red and white
Pickering 2000 millennium logo.
The plane is owned by Air Ex-
press, an Oshawa -based commer-
cial charter service flying in
Canada and the U.S.
"Today we are going to em-
bark on one of the most exciting
marketing adventures of all
time," those assembled for the
launch were told by Ward I Re-
gional Councillor Maurice Bren-
ner.
Coun. Brenner initiated and
co-ordinated the plane project on
behalf of the Town. The idea, he
explained, is to show Pickering's
colours and promote the town in
all the places the charter compa-
ny flies. He noted the passengers
who travel on the plane, who are
often executives of major compa-
nies, will also be presented pro-
motional packages about Picker-
ing.

A taxi driver was assaulted and
robbed in Ajax early Monday after pick-
ing up a group of men in Pickering.
Durham Regional Police said the 23 -
year -old cabby for Rapid Taxi picked up
four people near Fieldlight Boulevard
and Rosefield Road at about 1:45 a.m.
After dropping off three of the fares, he
was directed by the fourth passenger to
Rollo Drive in Ajax, police said.
"The last man in the car grabbed the
driver and assaulted him;' said Sergeant
Jim Grimley, adding the suspect took
the driver's money pouch and ran off.
The victim chaed the bandit north
on Rollo D9%r but lom sight of him in
the area of Hewitt Crescent.
A police dog tracked the suspect's
scent to a nearb} backyard, but there
was no arrest, pohcr said.
The suspect is described as black.

PICKERING - While Town of-
ficials are unhappy with several as-
pects of the plan for the extension
of Hwy. 407 into Pickering, north
Pickering residents have their own
concerns about the impact it will
have on their lives.
Among them is Whitevale Res-
idents' Association (WRA) member
Tommy Thompson, who also sits
on a task force of citizens and local
officials looking into the project.
"The whole thing seems to be
rather a disaster in a lot of ways and
we don't really know how we can
change things very much because
the (provincial) government, when
they sold (the 407 to a private con-
sortium), more or less washed their
hands of the issues we would have
taken up with them," says Mr.
Thompson.
He explains area residents are
worried about heavy truck traffic to
and from the 407, particularly be-
tween the new highway and Hwy.
401; local taxpayers being saddled
with the costs of area road improve-
ments needed to cope with in-
creased traffic; the lack of side-
walks on planned area bridges over
the 407; and noise from the high-
way.
Whitevale residents are also
concerned about the possible im-
pact of the highway on their water
supply, which all comes from wells,
says WRA roads and traffic special-
ist Jim Thompson (no relation). The
source of the water is north of the
highway, he explains, and there's
fear the project will either block the
shallow groundwater flow in the
area or pollute it.
"We've asked the Ministry of
Transport to do well testing in ad-
vance of construction so we have a
baseline, but they've refused to do
this," says Mr. Thompson.
He maintains there's also a dan-
ger run-off from the highway will
get into the water supply.
The task force includes residents
from Green River, Greenwood,
Brougham and Whitevale, as well
as area Councillors Rick Johnson
and David Pickles. Coun. Pickles
says he plans to bring the recom-
mendations of the group to Town
council so it can put its support be-
hind and ask the Province for the
solutions residents want.
"We really have to get moving
on it because the plan for construc-
tion of 407 is very ambitious,"
notes Coun. Pickles.

past Brock by joining Hwy. 7 just

The Province would still pay
for the EA, according to Coun.
Johnson, but Durham Region
would oversee it for completion
in the spring of 2001, in time for
construction of the interchange
before the extension is finished.
If the Province accepts the
proposal it will address just one
of the many problems which have
come up as a result of the 407 ex-
tension into Pickering. The sec-
tion here was originally to be
built with the rest of the leg of the
highway slated to go through
Durham in the future.
Most of the difficulties, says
Coun. Johnson, are the result of
the Province's failure to consult
the Town, Region or area resi-
dents before turning over the en-
tire 407 extension project to 407
ETR and SLIP Joint Venture, the
private, linked companies that
now own the toll highway and
will undertake construction of the
extension.
"The Province went and let
this contract without going to the
public first. Everything was
closed doors and closed tenders.-
Coun. Johnson notes the Town
has been put in a very "frustrat-
ing" position because Pickering
now has to deal with a private
company that has been contracted
to build the extension according
to unsatisfactory specifications
drawn up by the Ministry of
Transportation (MTO) without
consulting the Town.
Issues Pickering has been try-
ing to get addressed include:
- The at -grade intersection of 407
with Brock Road, which is ex-
pected to create a safety hazard as
cars travelling along the highway
must come to an abrupt stop;
- An influx of 407 traffic into
small communities and on to in-
adequate roads in Brougham and
Greenwood, since they will be at
the end of the line for the high-
way;
- Bridges over the 407 without
sidewalks or bicycle lanes at
North Road and Sideline 24 -
considered unsafe by the Town;

- Realignment of Hwy. 7 just
west of Green River (to make
room for a 407 interchange at
Townline Road) that would speed
the flow of traffic into the hamlet
and create a safety problem for
residents. The Town wants the
route moved to allow for a future
bypass of Green River;
- Plans for future interchanges at
North Road and Sideline 24
which could have a negative im-
pact on Whitevale and future de-
velopment in Seaton. The Town
wants them each moved cast.
Town executive co-ordinator
Tom MelNmuk, who has been
doing much of the negotiating
with 407 ETR/SLF, says the con-
sortium has agreed to look into
special safety measures for the
407/Brock intersection, but little
progress has been made on other
issues.
"When it all comes down to it,
they don't have to listen to us.
frankly, because they've got the
agreement with MTO," notes Mr.
Melymuk.
Coun. Johnson says the
Province needs to step in with di-
rection and dollars to change the
highway plan. In addition to pro-
ceeding with and paying for the
Brock interchange, he says,
Queen's Park and 407 ETR/SLF
should be chipping in to share at
least some of the costs with
Durham Region for the widening
and realignment of Brock needed
to cope with traffic to and from
the new highway; for some of the
local road improvements needed
to deal with the increased traffic
the 407 will bring; and for im-
provements to the bridges over
the highway.
The councillor notes the
widening of Brock wasn't in
Durham's capital budget for an-
other five to 10 years, and that the
project would require $15 mil-
lion, about twice what the Region

ETR/SLF is open to any propos-
als the Town and Region may
have.
"We're having discussions
with ev,.rybody involved to bring
a resolution that's to everybody's
satisfaction."

Highway concerns critical
Province, feds must address bottlenecks
which slow traffic flow on major routes
You don't need long-term studies or
surveys to know this about Ontario's
400 -series highways: they're just not up
to snuff.
What was adequate 40 or 30 years
ago when the volume of traffic and pop-
ulation of southern Ontario was much
lower, isn't keeping pace with the
growth of the province in the 1990s and
beyond.
That's the reason behind the recent
formation of the Mavors' Alliance for
Superhighways, chaired by Oshawa's
Nancy Diamond and including mayors
from London. W]ndsor, Sarnia,
Kingston, Fort Eric, Cornwall and
Brock%ille. The mayors are lobbying the
provincial and federal ministers of trans-
portation with the goal of improving the
quality of4tlf)-series roadways through-
out Ontario -
Aside from daily commuter traffic
jams and weekend cottage snarls, the
400 -roads arc critical to the economic
success of Ontario. Trucks must be able
to deliver just -in -time shipment% if busi-
nesses are to succeed. The struggle to do
so now and well into the future has may-
ors in a sweat. Thcy fear existing bwa-
nesses will relocate to better -maintained
jurisdictions (read, the United States)
and future prospects to entice business
and indusin will tx hampered by a de-
tenorating or inadequate transportation
corridor.
The 12-laning of the 401 to Ajax is a
decent start but plans should be sped up
to extend it at least to the Harmony
Road exit in Oshawa and possibly even
to the Hwy. 35/115 interchange in Clar-
ington. And the extension of Hwv. 407
to Clanngton must be pushed along as
quickly as possible. There's even been
talk of six-laning the 401 in all areas
where it is currently four-laned.
The 400 -series highways west of
Toronto are numerous and have grown
in size and number over the past three
decades. Now that the focus of growth is
east of the megacity, the same commit-
ment to better roads must be shown by
all levels of government. The costs will
be enormous of course, but the lost op-
portunities for economic growth, job
creation and tax revenues will be much
higher if action is not taken. A special at-
tempt to divert the enormous taxes paid
by driven at the fuel pumps should be
put into highway construction to im-

mutes, a well -stocked tool shed, and Lorraine
friends of both genders who stop by

I've become friendly with some
wonderful people on my street. As we

learned that when I bought my house
"everyone wanted to know." Know
what?? I asked my new beer -filled
friend. "You know, why you're (hic-
cup) by yourself." Huh? "Yeah, like
how yer gunna (hiccup) maintain this
place?" Umm, well, it ain't easy,

and why you aren't married (hiccup).
You know, maybe you're a (hiccup)?"
WHAT!!! Just because I'm a single
homeowner! "Well, I don't think that

Funny, if I was gay, it would be a
reasonable explanation for being a
SFH (single female homeowner).
"Come here Ethel, I think I've finally
figured it out! You know, that young
lady all by herself over in that there
house?" Something must be different.
If there is any "visible minority" re-
garded with suspicion, it surely must
be the SFH!
I'm caught between a boulder and
a tree stump. I feel safe knowing my
neighbours look out for me. Dare an
intruder step within 50 meters of my
property, they'll notice. Before my
dogs. That's worth gold to a single fe-
male. I wouldn't trade it for a chain-
saw (the one my mom refused to get
me for Christmas).
Ladies, women, girls, and females
of all orientations, we have a long
way to go, baby. But buy that house.
Don't .worry about what people think,
nor how you'll manage. It's worth it.
You'll get some neat tools for Christ-
mas. You'll start watching the Home
and Garden Channel ("A Repair to
Remember", my personal favourite).
And if you aren't gay, but your neigh-
bours think you are, just think how

Highway concerns critical
Province, feds must address bottlenecks
which slow traffic flow on major routes
You don't need long-term studies or
surveys to know this about Ontario's
400 -series highways: they're just not up
to snuff.
What was adequate 40 or 30 years
ago when the volume of traffic and pop-
ulation of southern Ontario was much
lower, isn't keeping pace with the
growth of the province in the 1990s and
beyond.
That's the reason behind the recent
formation of the Mavors' Alliance for
Superhighways, chaired by Oshawa's
Nancy Diamond and including mayors
from London. W]ndsor, Sarnia,
Kingston, Fort Eric, Cornwall and
Brock%ille. The mayors are lobbying the
provincial and federal ministers of trans-
portation with the goal of improving the
quality of4tlf)-series roadways through-
out Ontario -
Aside from daily commuter traffic
jams and weekend cottage snarls, the
400 -roads arc critical to the economic
success of Ontario. Trucks must be able
to deliver just -in -time shipment% if busi-
nesses are to succeed. The struggle to do
so now and well into the future has may-
ors in a sweat. Thcy fear existing bwa-
nesses will relocate to better -maintained
jurisdictions (read, the United States)
and future prospects to entice business
and indusin will tx hampered by a de-
tenorating or inadequate transportation
corridor.
The 12-laning of the 401 to Ajax is a
decent start but plans should be sped up
to extend it at least to the Harmony
Road exit in Oshawa and possibly even
to the Hwy. 35/115 interchange in Clar-
ington. And the extension of Hwv. 407
to Clanngton must be pushed along as
quickly as possible. There's even been
talk of six-laning the 401 in all areas
where it is currently four-laned.
The 400 -series highways west of
Toronto are numerous and have grown
in size and number over the past three
decades. Now that the focus of growth is
east of the megacity, the same commit-
ment to better roads must be shown by
all levels of government. The costs will
be enormous of course, but the lost op-
portunities for economic growth, job
creation and tax revenues will be much
higher if action is not taken. A special at-
tempt to divert the enormous taxes paid
by driven at the fuel pumps should be
put into highway construction to im-
prove superhighways.

RABIES CONTROL
The Ministry of Natural Resource,, will he dropping
approximately 1 I million rabies vaccine baits
throughout most of Southern Ontario from
September 20th to October 2nd. 1999, to protect
the public from the threat of the Arctic Fox strain of
rabies.
There have only been four incidents of fox rabies in
Ontario during the 1998 season. This hail will help
control the Arctic Fox strain of rabies in this
Province.
Hatts will he dropped in low altitude flights of
approximately 50() feel over the rural arca of
Pickering and ground baits will be set in the urban
arca.
These baits will contain a blister pack of rabies
vaccine. Baits are labeled as 1v1NR Batts and
include a phone number should you find a bait and
need to inquire further. The Ministry requests that
people not touch the baits.

Diamond star takes his ball
and bat to Lone Star State
Pickering teen earns scholarship to North Central Texas College
PICKERING — A
Pickering baseball plaver
will resume his career in
the Lone Star State this
fall.
Kael Racioppa has ac-
cepted a baseball scholar-
ship with North Central
Texas College this fall.
The St. Mary Catholic
Secondary School graduate
says he decided to attend
the junior college in Texas
because of the longer play-
ing season and the compet-
itive brand of ball.
-I wanted to play in the
south, where the season is
longer. North Central's
baseball program has a
good reputation, great fa-
cilities and the coach.
Kevin Darwin (brother of
ex -major league pitcher
Danny Darwin), sold me on
the place. It's also a Divi-
sion One Junior College so
I think the baseball down
there should he quite com-
petitive".
Originally. Racioppa
was planning to attend St.
Mary in his OAC year, but
during the current ball sea-
son, he was recruited by
Olivet University in Michi-
gan, Bluefield State Uni-
versity in west Virginia and
junior colleges in Michi-
San, New Mexico and
Texas.
His decision to take the
offer and major in physical
education at North Central
Texas College this year was
partly due to the fact the
Pickering high school was
not offering any extracur-
ricular sports or music and
morale was low after an un-
eventful year.
The 18 -year-old played
centre field for the Picker-
ing Red Sox for four years
before joining the GTA
Stars, a Burlington -based
team which plays in the
Ontario and Michigan divi-
sions of the Connie Mack
League.
Racioppa led his team
this summer in a number of
hitting categories (.519
slugging percentage, 27
extra -base hits, 58 RBI in
67 games) and helped it
win the Michigan District
Finals in Macomb, Michi-
gan.
In late July, all the top
Connie Mack teams from
Ontario, Michigan, Ohio,
Indiana and Illinois met in
Battle Creek. Michigan in
the North Central Regional
finals to determine who
would go to the World Se-
ries in Farmington, New
Mexico. The GTA Stars,
coached by Mike Steed,
wound up placing third in
the 16 -scam tournament.
If all goes well. Raciop-
pa hopes to transfer to a
four-year program at an
NCAA Division I school to
finish his physical educa-
tion degree.

dreds of miles for a soccer
tournament, you might as
well come back champions.
That's exactly what the
Pickering Power Rebel under -
17 girls' rep team did when it
won the Greece Buccaneers
Soccer Tournament in
Rochester, New York.
Held the Civic holiday
weekend, this year's tourney
was the eighth annual version
and attracted teams from
across Ontario and the United
States.
Pickering was up against
four other teams in the under -
17 girls' division - one from
Ontario and three from New
York State. The round-robin,
total -points format would see
the team with the most points
crowned as champion.
Pickering opened the tour-
ney with a match against the
Extreme from Hilton, New
York and, despite a slow start,
prevailed 3-0. Playing a tough
Milton Magic from the On-
tario Youth Soccer League,
the Power turned in a good ef-
fort to earn a I - I tie.
The Buccaneers from
Greece, New York then fell 3-
0 to Pickering.
The Power then downed a
second team from Hilton 3-0.
So, after four games, Pick-
ering had the best record with
three wins and a tie, while
scoring 10 goals and allowing
only one.
