Gardens at public schools across
the region are in full bloom this
year despite the hot, dry weather
that's enveloped Durham through-
out much of the summer.
The Durham District School
Board's annual Hey. We're Look-
ing Good This Summer contest is
well under way. And. after touring
each of the 70 schools entered in
the contest last week, board com-
munications manager Mary Brown
reports there are some "beautiful"
gardens in Durham.
The contest was designed more
than 10 years ago to encourage stu-
dents. staff and community mem-
hers to spruce up the property
around their schools during the
summer months.
Early each August Ms. Brown
visits all of the entrants to judge the
projects based on their overall ap-
pearance, the varieties of flowers
used. patterns in the gardens, the
condition of flowers and shrubs,
evidence of growth, absence of ht -
ter and originality and imagination.
"llis summer was particularly
dry... but once again there were
surae spectacular gardens:" says

enng and Roland Michener P.S in
Ajax are among those taking part.
Semi-finalists will be notified with-
in the next two weeks and asked to
provide background information
about the educational value of the
project, Ms. Brown says.
The contest finalists will be in-
vited to a board meeting in October
when the two winners will be an-
nounced. The winner collects $300
while the second -place finisher gets
$200 to be used for future garden-
ing projects.
Each finalist also receives a
framed photograph of their
school's project.

Two beaches closed in Durham
Pickering readings remain low
Only two of Durham Region's
16 beaches remain closed this
week.
Kinsmen Beach in Port Perry
and Elgin Pond in Uxbridge re-
main closed, due to high fecal co-
liform contamination, according
to test results.
Rotary Park in Ajax has been
re -opened after several weeks of
high readings.
The other beaches in Oshawa,
Whitby, Ajax, Pickering and
Brock remain open due to low
ft
readings.
Kinsmen has readings of 110
E. coli per 100 millilitres of
water while Elgin has 128, much
reduced from last week's high of
1000.
Beaches are posted when
readings hit 100 or more E. coli
per 100 ml.
The Region tests 16 beaches
weekly through the summer. At
one time, eight beaches through-
out Durham were closed due to
contamination.

Power Generation has proven once
again it can't be trusted after failing
to tell the Town about a letter from
the Atomic Energy Control Board
outlining safety concerns related to
the Pickering nuclear plant, ac-
cording to a Town councillor.

Mr. Brenner believes council
should have been informed of a

The sounds of silence
Durham camp for hard of hearing a sign of the times

It was a summer camp for chil-
dren like any other, filled with
swimming, sports, games, day trips,
arts and crafts. Yet the Sign Lan-
guage Summer Program at Cl.
Paul's Presbyterian Church was
unique, allowing its participants to
join in activities using their own
language.
One of four Toronto -area sum-
mer camps in the GTA run by
Toronto-based Silent Voice Canada.
a non-profit organization support-
ing the deaf, the camp at St. Paul's
was a first for deaf and hard of hear-
ing children of Durham Region.
The program also welcomed the
'hearing' brothers and sisters of the
deaf or hard of hearing siblings, and
children whose parents are deaf.
"The focus of the program was
to provide a fun and active summer
camp experience," said Bev
Pageau, executive director of Silent
Voice.
"The only difference with our
camp is that all of the staff and the
kids use sign language. A deaf child
can't just go next door to a parks
and recreation camp because no one
there will sign.
"At the Sign Language Summer
Program at Silent Voice the deaf
child feels completely at home. It's
completely accessible because
everyone signs. And the deaf child
is not in the minority."
Although S.L.S.P. has been run-
ning in Toronto for 25 years, this is
the first summer for the Oshawa
camp, which began July 5 and
ended Aug. 13.
"Oshawa is the new one,- said
Jeanette Russell, onsite co-ordinator
for the local camp. "It's the baby."
Children from Pickering
through to Bowmanville, ages six to
14. attended the camp five days per
week, for one week only or the en-
tire six weeks. The lowest number
of campers in any given week was
nine, the highest 17.
"Tire first year numbers may
seem small but it's important that
the kids are in an environment
where they can use their own lan-
guage," said Ms. Russell, who has
organized an Aug. 19 dinner at the
Ontario Regiment to raise funds for
the next camp. "For next year, the

optimum number of campers would
be 15 but we could go as high as 30.
The other camps have 20 to 25. If
Oshawa got to that point, it would
be excellent."
The trained staff included Ms.
Russell, who is hearing and two
counsellors, one who is deaf and
one who is hearing. Catharine Mc-
Carthy, 23, is from Oshawa, and re-
called that when she was a deaf
child growing up here, she had to
travel all the way to Pansy Sound,
Ont., to attend summer camp.
With Ms. Russell acting as inter-
preter, Ms. McCarthy said, via sign
language, how important she
thought the camp experience is for
the local children attending.
"I think this is a great opportuni-
ty for the deaf and hard of hearing
children to socialize and learn from
each other," said Ms. McCarthv.
"It's good for deaf kids to have a
safe environment where their own
language is used.
"All staff are signing and kids
are signing so this leads to less frus-
tration. They can communicate
smoothly. This is a great camp be-
cause it's in the area where there is
a need."

only finger spell now use sign lan-
guage and it's faster and more effi-
cient communication, using the
beautiful language that American
sign language is."
Ms. Russell explained the gram-
mar in sign language is conveyed
through facial expressions. "It's
unique." she added. "It's a visual
language capable of discussion with
no barriers, as abstract as you want,
the same as any other language."
If facial expressions can express
what the camp and sign language is
all about, then Jessica Kinslev is
one happy camper. A hearing child.

to provide a status report on correc-
tive action it promised to address
an operating licence violation is-

Coun. Brenner notes OPG offi-
cials made no mention of the "letter
of reprimand" during their July 20
appearance before council, when
they provided an update outlining
how the performance of the station
was improving, and assured the
open and honest about all matters
relating to the nuclear plant.
"They had an opportunity to be
honest with us on July 20 and they
weren't," says Coun. Brenner.
He also says OPG only faxed
the Town a copy of the June 24 let-
ter, and a copy of a July 26 letter of
reply to the AECB from Mr. Strick-
en, on Aug. 11, after OPG found
out a story about the letter and the
AECB's concerns would appear in
the News Advertiser.
"They had no intention of com-
municating this information," says
Coun. Brenner. "We weren't sup-
posed to know."
He adds OPG's behaviour in
concern the corporation and the
station are backsliding.
"They're getting complacent in
terms of their communication
again. They've fallen back on their
old ways."
Mr. Stricken says the letter was
not mentioned at the July 20 meet-
ing because it was nothing out of
the ordinary. "We have ongoing
correspondence with the AECB;
we write back and forth on a con-
tinuing basis," he explains. "I don't
tell the Town about all the letters."
Mr. Stricken adds he gave a full
report that night on the nuclear sta-
tion, and did mention one of the in-
cidents cited by the AECB letter.

points out there has only been one
Levet-2-or-higher event at Picker-
ing in 1999, compared to I1 in
1998.
The station chief also notes
management at the Pickering plant
had already identified the cluster of
incidents cited in the AECB letter
as requiring special attention be-
fore receiving the letter, and had in-
vestigated the causes of the events
and held meetings on them.
"We were all over it," says Mr.
Stricken.

New program offers rewards for strengthening rural areas
Countryside residents of
Durham region could be awarded
for their efforts, in light of a new
provincewide program.
For the first time ever, a com-
prehensive awards program is
being launched in rural Ontario.
The Foundation for Rural Liv-
ing's Awards of Rural Excellence
will recognize outstanding efforts
that are strengthening rural com-
munities across the province. The
awards are in response to a grow-
ing number of initiatives in rural
Ontario.
"We're seeing a lot of exciting
work going on in rural Ontario.

and we want to honour the efforts
made by communities and orga-
nizations," says Eugene Lam-
merding, chairman of the Foun-
dation for Rural Living. "The
first annual Awards of Rural Ex-
cellence is a great way to show-
case successes in rural communi-
ties."

1999, in his 77th year. Beloved son of the late Alonzo
and Emily. Dear brother of Allen. Loving father of
John and generous unde of a handful of nieces and

him. Friends and family were received at the Low &
Low Funeral Home, Uxbridge on Sunday August 15,
1999 from 2-4 and 7-9 p.m. Funeral service was In
the chapel on Monday at 11 a.m. Interment Uxbridge
Cemetery. In lieu of flowers, donations were and may
be made to the Ontario Heart and Stroke Foundation
and Canadian Cancer Society.
