Welcome to the city of Pickering Provincial government approves request PICKERING — It's official. Pickering has received word from the Province it will be allowed to call itself a city as of Jan. I. 2000. Town council voted in April to ask Queen's Park for city status. The change was proposed by Ward 2 local Councillor Mark Holland, who was also instru- mental in the Town obtaining the trademark right to call itself the `Millennium City', and in its adoption of the motto 'Canada's Only Millennium City'. The good news from the Province came this week, said Coun. Holland, and a letter con- firming the decision is expected any day. He said Pickering is scheduled to acquire city status "at the stroke of midnight" this coming New Year's Eve. Durham Regional Police said two men were stopped by the officer as they were leaving Payless Drug Emporium, on Kingston Road, at about 7:40 p.m. The guard was choked by one sus- pect while the second ran to an awaiting car. He was joined by the first man and the pair drove away,'police said. A short time later, a detective in an unmarked vehicle spotted the suspect car and called for back-up, police said. The car was stopped and two occupants were arrested, one after a brief foot chase. An officer was slightly hurt. There will be a minimum charge of $2 per vehicle for all materials delivered for disposal, except for dedicated loads of Blue Box materials and Household Hazardous wastes. These special materials must be delivered as a separate load in order to be exempt from the $2 minimum charge. The $2 minimum charge will apply to all vehicles, including cars. "We want to be able to re- port to the public that we know what's in the ground- water," said project manager Jamie Lawrie at a demonstra- tion of the $2 -million system Thursday. He noted that in addition to detecting contam- inants such as radioactive tri- tium in the groundwater, the monitoring system will also provide information about which way and how fast it's flowing on the plant site. Ontario Power Generation is installing the system in re- sponse to community con- cern about groundwater cont- amination from the nuclear facility, as well as to deal with issues raised by the provincial Environment Min- istry and as part of the envi- ronmental action plan it has undertaken for the Atomic Energy Control Board. Tritium contamination of groundwater has been dis- covered at several locations on the plant site in recent years. Those have included a leak from the heavy water upgrading facility (UPP -Up- grading Plant Pickering) that resulted in nearby groundwa- ter tritium levels reaching 1.3 million becquerels per litre (Bq/L); a leak in a bay hold- ing irradiated used fuel which resulted in groundwater read- ings as high as 2.4 million Bq/L; and groundwater tri- tium readings of 250 million Bq/L found last fall near a broken sewer pipe. There is no legal limit for tritium in groundwater. A new $2 -million system is being installed to monitor areas in and around the plant_ 7,000 Bq/L. It's expected up to 225 monitoring wells will be in- stalled on the Pickering sta- tion site by the end of the year. About 175 arc already in place, including some in- stalled following discovery of the UPP and fuel bay leaks. '"Tice big benefit of the program is we'll have early detection by the wells," noted Mr. Lawrie. "We're going to have a permanent network. It's going to be here forever around the site." The wells will be spread broadly across the plant prop- erty, as well as being concen- trated in areas of known con- tamination, geologically -im- portant locations, and around the station perimeter. Station officials and the consultant hired by OPG for the project maintained even the known, existing ptxkets of tritium contamination in the groundwater pose no threat to the community. They said the contaminated water from under the UPP. for example, will take atxlut six -and -a -half years to arrive at the lake and will contain only 1009) to 20,([x) Bq/L ,f tritium by the time it gets there. That amount is considered "insignificant" compared to the amount of tritium re- leased into the lake by nor- mal station operations. Under AECB regulations, the plant is permitted to re- lease 70.000 terabecquerels (a terabecquerel equals one trillion becquerels) of tritium into the environment per month. Station officials also note the level of tritium in drink- ing water taken from the lake at the nearby Ajax water plant is only an average of about 14 Bq/L, well below the provincial limit. The other incidents cited by the AEC13 were: • failure to perform post -maintenance testing on the secondary fast shutdown system for Unit 7 (June 8); • accidental addition of gadolinium (a chemical used to keep a reactor in a guaranteed shutdown state) to the moderator water that controls the fis- sion process during the restart of Unit 5, forcing an unexpected shutdown (June 4); • a near spill into Lake Ontario of fire - retardant fluid used in the station gen- erator (May 31); • incorrect calibration of detectors for the secondary fast shutdown system for Unit 5, resulting in an impairment of that system. (June 20). The incident involving failure to trip the reactor during the loss of power was "kind of like the last straw" that led the AECB to demand an ex- planation of the recent errors at the plant, according to Ulo Nurmsoo, a site inspector for the AECB at Picker- ing. "We are concerned about the fact the procedure called for tripping the reactor and they did not follow the pro- cedurc" AECB staff are worried, he ex- plains, that OPG may be backsliding into the kind of poor performance the station began demonstrating in the mid-1990s and has been striving to correct. "We saw this cluster of events and thought 'what's going on here?'," says Mr. Nurmsoo. "It kind of brought a dcja vu thing back. We wanted to make sure things were still on the right track " He notes the five incidents cited in the letter weren't the only ones which have contributed to AECB concern. "There were other events too we could have mentioned as examples" The AECB received a response to its June 24 letter from Mr. Stricken on July 26. Mr. Stricken notes there has been "significant improvement" in areas such as reducing non-compliance to operating procedures; reducing events that affect public safety; and reducing spills and reported fires. The recent events, he writes, "simply underline that more needs to be done" He says a number of other safety-related initia- tives are in the process of being imple- mented. According to Mr. Stricken's letter, the Pickering plant's performance as- surance department has been instruct- ed to conduct a 'common cause analy- sis' of the recent events cited by the AECB, and will provide a report on the matter to the regulator by Sept. 17. NEWSEditori I & ADVERTISER EDITORIAL The force us with us when police join forces PINIONS Celebrate the Futures x DURHAM AUG. 13 1999 74 4 Police services agree all for one--=-�=� and one for all is best for public As seven GTA police forces embark on a joint communication initiative, local citizens can take comfort that their communities will be better served. The Common Information Manage- ment System (CIMS) contract an- nounced Tuesday will help reduce costs and strengthen the effectiveness of each force through sharing of information. The move addresses recommenda- tions borne from the Paul Bernardo and Guy Paul Morin inquiries which showed exactly what problems can arise when there are gaps in information sharing. When there's talk of better policing of late it usually means a tax increase, so it's refreshing to find an initiative which promises to eventually save money and better serve police officers and the pub- lic they protect. CIMS will help reduce the time front-line officers spend on filling out reports and preparing and searching for court documents. The public wants offi- cer out on the str cL_% not sitting behind desks. Yet savvy defence lawyers are ready to pounce on any clerical mistakes which might get their clients off the hook. If this system can help officers handle their paperwork in a more effi- cient and timely manner it means better use of human services for each force. In light of recent police shootings in southern Ontario, that's good news for the men and women who serve and pro- tect our communities. Police will also be able to create, store and deliver data such as criminals' pictures and fingerprints as well as full video and audio directly to officers. Criminals don't usually wait for police officers to wade through red tape. Durham will share this system with Halton, Hamilto n- Wentworth, Niagara, Peel, Waterloo, and York regional police forces. Sharing information with our fel- low southern Ontario communities helps fill in any cracks in which crimi- nals may elude capture. The obvious missing piece of the puzzle — Toronto Police —opted out of the pact early in the game. Although Peel Police Superintendent Bernie Swain said Toronto's decision won't have a negative impact on this deal it certainly doesn't enhance it. A lot of criminals travel between the city and its 905 neighbouring communities so hav- ing Toronto police on a separate system doesn't make sense. The fact Toronto chose to go on its own shows there arc still some issues to resolve regarding service amalgama- tion. ON TM. - LETTERS TO Let's commit to keep parks clean for all To the editor: It's a cool and wet morning at a local park. The weekend baseball and soccer games are over and the only sign that they took place at all is trash. Lots of trash. In the field and along the river- banks is an individual wearing latex gloves and carrying several garbage bags. She is not a criminal doing community service. She is there daily without fail, walking and picking up trash in our park. THE EDITOR When asked why she does it, she says, "I am just trying to make a difference." She receives no pay for this service, only the knowl- edge that she has made the park cleaner. When I ask her who leaves the bulk of the trash she says it is not just teenagers nor spectators at sporting events. It is not just pet owners nor seniors. It is everyone. The trash is everything from coffee cups to cigarette packages, to slur- py drinks to pet waste. + The task is enormous for one person. Municipalities try but the budget does not allow for the main- tenance of our parks in regard to trash. The task is left to us, the res- idents, to foster ownership and re- sponsibility for our parks. A slow summer isn't reserved sim- ply for community newspapers. Big - city papers, TV and radio stations also struggle to fill their pages or broad- casts with news. A Toronto tabloid re- cently carried a front-page story on someone killing cats in North York. Being a cat lover, I hope the person re- sponsible for destroying the cats is caught and skinned. However, one must question if that story got front - the way editors use pictures.) The other trick is to use very large, very long headlines. You know: `How to beat the heat! NETM Living with autis Pickering family's struggles subject of documentary BY LINDA WHITE Staff Writer Hearing her daughter call her `mommy' for the first time and feel- ing her little girl's arms squeeze tightly around her neck is more than Karen Shepherd could ever have hoped for. "It was like she lived in our house but not in our lives," Mrs. Shepherd says of her daughter, Hannah, who finally said those spe- cial words when she was five years old. And though grateful for all the gains Hannah has made, "we are al- ways hopeful for the next step;' ad- mits Mrs. Shepherd. It was that hope that has guided Hannah's parents along a difficult journey. And while that journey continues down an unknown path, Mr. and Mrs. Shepherd have no re- grets about the challenges they've faced since their fourth daughter came into the world almost eight years ago and opened their world to autism. They speak candidly about those challenges in the award-winning documentary, 'Behind the Glass Door: Hannah's Story', by producer Karen Pascal of Windbornc Produc- tions. It will be shown on Vision TV for the second time on Tuesday, Aug. 17 at 9 p.m. and will air again this fall on PBS. While it is primarily a "story of a child's struggle with the mysterious and debilitating disorder called autism, it is also the story of a moth- er determined to break the glass door that separated their two worlds;' Windborne Production says in a news release. "We wanted to bring an element of hope to people, but we wanted to be honest about how rough autism is:' Mrs. Shepherd says of the rea- sons for being featured in the docu- mentary, which was shot over sever- al years. She is quick to point out that Hannah "represents a small snap- shot of what autism can look like. Everyone with autism is so very, very different," explains Mrs. Shep- herd, who believes films like 'The Rain Man' "pain( an inaccurate pic- ture" of autism. That film features Dustin Hoffman as a savant, a dis- order which represents just two per cent of autistic people. Hannah was two years old when she was diagnosed with a 'pervasive developmental disorder', which falls under the broad umbrella of autism. She had gone through a bat- tery of tests before that as her par- ents struggled to understand why Hannah still wasn't walking at 17 months, didn't respond to sounds at all, screamed for countless hours a day and slept poorly. Learning that Hannah had an in- curable brain disorder was agoniz- ing. "I mourned her as dead until I got rid of all my expectations about what would be for Hannah;' Mrs. Shepherd admits in the documen- tary. "Only then could I start to have hope, real hope, for what would be for her, whatever that would be:' But after the diagnosis, Han- nah's parents were left with no di - A.J. Autism Spectrum Disorders is the name given to the family of disorders leading to and includ- ing autism. It occurs in 4.5 of 10,000 live births, according to American and British sullies. 'To do nothing was just not an option" and led them to try an "ex- tremely invasive" therapy that has been criticized by many. Despite that criticism, Mr. and Mrs. Shepherd felt they had to do something to help their "miserable and tormented" daughter and under- took the one-on-one therapy for 36 hours a week. "She was a child who did not know us ... a child who was incredibly unhappy," Mrs. Shepherd admits in the documentary. In the meantime, Hannah's sleeping disorder was unbearable. She awoke screaming at 2:45 a.m. each day, and continued screaming until she fell asleep again two to three hours later. But by then, her sisters would be awake. At one point, Hannah went 18 days with no more than two hours sleep a night. "I knew my husband had to work and my children had to sleep;' Mrs. Shepherd recalls in the documentary. "I would he panic- stricken at night that I wouldn't have any sleep" and would lie awake until Hannah's screaming began. One night, as Hannah screamed and kicked the walls, Mrs. Shep- herd realized she had a pillow in her hand and realized she "had lost it". She urged her husband to take over because she was afraid she was "going to hurt" their little girl. But a "big breakthrough" came that Christmas, when Hannah got a �, that sounded out six words, each ,)I which she was able to repeat by the end of the holidays. Though her parents realized she was just echo- ing what she heard, it was an im- portant step forward. Hannah also began to develop a ` love of dinosaurs, which she ex- plored through the computer, as well as toys and games. When she learned to count shortly before her fourth birthday, Mr. and Mrs. Shep- herd realized Hannah finally under- stood what she heard. There was still a long way to go, however. At five years of age. Han- nah still "didn't care when I left and didn't notice if I came home:' re- calls Mrs. Shepherd, who credits a strong marriage, family and reli- gious beliefs with helping her and her husband make it through each day. The family has struggled as Han- nah adjusted to nursery school and then kindergarten at Lincoln Alexander Public School in Ajax. When they moved to north Picker- ing, the girls began attending Mead- j owcrest Public School in Brooklin, where Hannah has continued to progress. She is looking forward to her first birthday party with friends later this month and long ago requested a dinosaur cake, presents and games. "We are doing everything we can to help pull her into our world," admits Mrs. Shepherd as she watch- es Hannah jump up and down on a trampoline with two of her sisters, convincing her father to join them with a hug and peck on the cheek. 'These guys light up when she wants a piece of their time," Mrs. Shepherd says of Hannah's sisters. The family continues to be grate- ful for the help from dedicated pro- fessionals who work with Hannah. "We have big hopes; but we have no promises either," Mr. Shepherd ad- mits in the documentary. Still, "we have more of Hannah today than we ever dreamed of," Mrs. Shepherd says happily. Elgin Pond in Uxbridge at 1000 parts E.coli per 100 ml of water, Ro- tary Park in Ajax at 576 parts E.coli per 100 ml of water and Kinsmen Beach in Scugog at 282 parts E.coli per 100 ml of water were all posted Friday by the Durham Region Health Department. Thorah Cen- tennial in Brock will continue to be monitored because its E.coli levels, at 94 parts per 100 ml, are close to the maximum allowable levels. Beaches with less than 100 E.coli per 100 ml of water are con- sidered acceptable for swimming. E. coli levels can be affected by several factors including rainfall and the number of waterfowl in the area, says Pat Robinson, manager of corporate communications for the Region of Durham. Referring to the extremely high levels in Uxbridge she says -it was- n't that there was any particular in- cident there. "This is just a spike and some- times it happens: she says. The lowest E.coli level was 10, recorded at Frenchman's Bay West in Pickering, Bowmanville Beach East in Clarington and Beaverton Beach North in Brock. The car manufacturer reported a 5.8 per cent increase in overall sales this July as compared to July 1998. The Chevrolet Corvette and the Chev S-10 pickup led the pack with increases of 126 per cent and 117 per cent over last July. N -) doubt the answer you get will depend on whom you ask. I have always said my garden is an 'English' style garden. What I really mean is that it is a hodge- podge of whatever mood strikes me when I'm in planting mode. Maybe it is my British heritage, because whenever I do visit the t "K. I am drawn to gardens that are ,:dectic and filled with different and interesting plant materials. It >�:ems in Britain the majority of or- dinary gardeners are drawn to this .t,, le rather than our North Amcri- L:in love of order and organiTation. I have concluded it is not so much what you plant in a garden but where you locate the plants that ultimately give you that 'Eng- h,,h cottage gardening' look. An I:nglish cottage garden is one in which every space is home to a plant of some kind. You will see annuals, perennials, bulbs and ept herbs live together. Vines, perenni- al and annuals climb over fences and trellises. Climbing roses in particular help to complete the look. It is the medley of colours and textures that capture the am- biance of an English garden. While often it looks as if a gar- den like this garden is unplanned, the truth is it takes careful consid- eration to make sure plants are sit- uated so their particular needs for water and sun are met. Grouping plants together that ensure an ever- changing palette of colour throughout the season isn't easy to achieve, but is a sure sign of a mas- terful gardener. Here arc a few flowers that will help give your garden that recognizable 'Cottage Garden' feel: Larkspur is one of the best an- nuals for cut fldwers and prized for Veronica Sliva In The Garden their jewel-like tones. They are cool -weather plants that need cold weather to germinate and for seedling growth. In Durham Re- gion sow Larkspur four weeks be- fore the last spring frost. They take a while to germinate so an early planting is essential. Provide well -drained soil in sun to part shade. Make sure to thin them out so the seedlings will grow into Recede strong free blooming plants. They combine well with Shirley poppies and pansies. if you are lucky they will self sow year after year. Balsam (Impatiens balsamina) Balsam is also known by quaint names such as Lady Slipper and Touch -Me -Not. Touch -Mc -Not refers to the characteristic shooting out of the seeds when the ripe seedpods are touched. Double flowers in shades of white, apple blossom pink. red, salmon, violet and some spotted with white are displayed all the way up the fleshy stems. The dark green lustrous leaves arc toothed and lance -shaped. The whole plant makes a very nice bush when it is grown in rich soil. It will self -sow. Belts of Ireland (Molucella laevis) Like fresh green round collars, the bells surround the tiny true flowers of palest lavender and white. These bells grow in whorls around the hollow stems. Both the two -foot stems and the flowers are lightly fragrant. Bells of Ireland have been grown for centuries to use as dried flowers and will even- tually turn colour reminiscent of tea -rinsed linen. I have found this plant self sows so generously that it can be a bit of nuisance, so plant in a spot where you don't mind it taking over. We are proud of our accom- plishments and eager to tell you — our neighbours — about them. My name is Bob Strickert and I'm in charge of the Pickering Nuclear Generating Station. There are two things I'm equally proud of when I think about the station. One is how dedicated and determined my colleagues are to maintaining a safe and environmen- tally -responsible operation. The second is that our station can produce about 20 percent of the province's power supply — without emitting acid or greenhouse gases. While I'm proud of our station, I know that you have real concerns. Here are two of the most common questions you've asked. Ql We keep hearing that the Pickering Station is safe — but isn't it almost 30 years old? Is there an increased chance of accident because of its age? Al No.There's no increased chance of an accident. The Pickering A plant has been operating safely for 28 years and the B plant for 16. Safety is our number one priority, for our staff in their daily work, for the community — our neighbours and the environment- The bottom line is that if the Pickering plant weren't safe, we wouldn't operate it. Just as regular maintenance and care makes a home last many generations, regular inspections and maintenance, staff training and testing and continual plant upgrades ensure the design of the Pickering station continues to meet and exceed Atomic Energy Control Board licensing requirements. In returning the Pickering A plant to service, we'll be taking a safe plant and making it more safe by Improving the reactor shutdown systems and installing new, state -of -the art fire detection systems. We're also redesigning critical systems and equipment to withstand the remote possibility of an earthquake. Q2 Some people say the Y2K problem is serious. Some say it isn't. Will the Pickering Station be ready for the Year 2000? A2 Ontario Power Generation has been aggressively working on this issue since 19%. We've spent more than $76 million to make sure that we will be ready. At Pickering, our safety-related systems were certified last September, well ahead of schedule. We've also met all of our Y2K related regulatory deadlines. What's more, we've taken all the steps that are necessary to ensure a smooth and safe transition to the Year 2000. When out for a walk one windy ,lay. Giant Wade decided to demon - ,trate his strength to Belle, so he [iickcd up a clod of earth and flung it a� hard as he could over his shoulder. It flew over the moors and landed in the Cleveland Hills, to become the only mountain in Yorkshire. The lo- :als tell this story with a twinkle in their eye, because Giant Wade's ..mountain" is only 1,100 feet above .ea level. They tell other tales too, of ,ancient customs, legends, robber harons and ghosts. The Swaledale hills, desolate and tileak, are haunted by wraiths as fine as the autumn mists, and banshees who scream across the moors on cold winter nights. The skeletal ruins of the ancient %obey, founded by the Benedictines .n 1078• dominates the skyline of Whitby, a pretty little town on the as Yorkshire coast. An earlier \hhey here dating back to 657 A.D. .gas founded by St. Hilda, who con - ,cried to Christianity from Paganism. Although nothing remains of it, it is here that Caedmon, England's earli- cst known bard, sang his hymns of mystical devotion. Today, curlews and seagulls wheel on the wind, their plaintive cries a lament for that old, lost simplicity of Faith. Whitby has other ghosts too. Bram Stoker is reputed to have writ- ten Dracula while staying here and this is where his vampire crawled ashore in the guise of a dog. Captain James Cook was an ap- prentice in Whitby, and departed from this harbour on his historic voy- ages. He lived in the attic of the building that now houses a museum dedicated to his life and exploits. Lewis Car- roll's spirit also lingers in Whitby, where he composed —rhe Walrus and the Carpenter", and their whimsical conversation "of cabbages and kings". Some of Yorkshire's old customs bear testimony to the hard -scrabble existence of people who lived in the remote reaches of Swaledale. In bygone times, farmers on their long journey to market towns would suspend their butter and cheese in sacks overnight in deep, cool, rocky fissures called the Buttertubs which lie along the high, stony pass between Swaledale and Wensleydale. , Most of these small villages had no consecrated churchyards in which to inter their dead. So, the body, wrapped in a sheet (coffins were too costly), would be carried in a large wicker basket along the "Corpse Way" a 15 -mile hike down to the parish of Grinton. - Smoking their clay pipes to ward The historic town of Whitby on the east Yorkshire coast was home to Captain James Cook. Local lore speaks of banshees on the moors and magical caverns. off the smell of death, the men would plunk the basket into special barns called "Dead Houses" that dotted the Corpse Way, and repair to the nearby pub to fortify themselves before con- tinuing their journey. Today an annual charity walk is held along the Corpse Way. The prize'! A little coffin -shaped lapel - pin! Richmond is a cheerful market town with craft shops, country pubs, rural cottages, stone churches, parks and gardens. The old Norman castle built in 1071 overlooks the River Swale and local lore has it that a little drummer boy was once sent into an under- ground tunnel to find a secret escape passage. Soldiers followed the drumming above ground when suddenly it ceased. The little drummer boy was never seen again. Richmond legends also include the tale of Potter Thompson who, after an argument with his wife one night, left home and crept sulkily into an opening on Castle Rock, beneath Richmond Castle. To his astonishment, he found himself in an enormous cave with none other than King Arthur and his knights, all asleep. The king lay with his hand on his sword, and when Potter Thompson touched the hilt, all the knights stirred uneasily. Terrified, Potter left hastily and, quarrel forgotten, raced home to tell his wife. But no one was able to find the magical cavern again. So some- where in the depths of Richmond's Castle Rock, King Arthur and his knights slumber on until England needs them to come to the country's rescue once again.
