"The need for a new branch has never been more evident than it is today," Bill Boyes, a member of the Pickering Library Board, said at Tuesday's council meeting. He pointed to statistics indicat- ing 84 per cent of library users visit the central branch, which was de- signed to handle about 60 per cent of the population. "Our needs are changing rapid - ly," reminded Mr. Boyes. The Town first recognized a need for a new library in 1993, but a "couple of hiccups" have pre- vented it from becoming a reality," noted Local Ward I Councillor Dave Ryan. Most notable among those "hic- cups" was a proposal to take over Woodlands Centennial Public School on Whites Road, one of several schools identified as 'sur- plus' by the Durham District School Board. But dreams of renovating the school into a community facility were thwarted when the board de- cided to use it for several more years to house students as other schools are constructed and reno- vated. In the meantime, "costs have in- creased," noted Coun. Ryan. "It needs to be brought back," he said of plans to build the $2 -million, multi -functional community facili- ty to also include space for seniors, youth and the community. In May, council approved fund- ing for the construction of the facil- ity and asked staff to design a 10,000 -square -foot library and a 1,500 -square -foot community room. The facility will replace the Rougemont Public Library at Pickering ottersi%r% off-season hockey sessions for kids PICKERING — Kids aged four to nine years can hit the ice later this month and get ready for another hockey sea- son. The Town of Pickering will once again offer a Summer Skating and Hockey Program. The two-week program of 10 classes runs from Aug. 16 to 27 at the Pickering Recreation Complex on Valley Farm Road. Beginner Skill Develop- ment is offered to four- and five -year-olds. It aims to de- velop strength and balance using various skills and tech- niques involved in skating. It's geared to the beginner skater and helmet and face mask are mandatory. It will be offered Monday to Friday from 4:30 to 5 p.m. and again from 5 to 5:30 p.m. The cost is $48. Advanced Skill Develop- ment is open to youngsters aged four to nine years. That program is aimed at hockey and ringette players who need to further advance their skating skills. Partici- pants will concentrate on skat- ing backwards, stopping, crossovers, forwards to back- wards, and so on. Designed for the more ad- vanced skater, participants must have hockey equipment. It's offered Monday to Friday from 5:30 to 6:30 p.m. The cost is $82. Finally, Recreational Hock- ey School is open to six- to nine -year-olds. The site will eventually be sold, as the new facility is built at East Woodlands Park, now home to a heritage building known as the Palmer -Tripp House. While Heritage Pickering is not opposed to building a new branch library on the property, chairman John Sabeau made a "plea" Tues- day to retain the building. The brick cottage is believed to have been co n:tructed in the mid - to late -1830s and is in the Regency style. The Palmer family was prominent in farming, manufactur- ing, business, church, politics and social life. "To destroy the Palmer -Tripp house is to remove one more piece of Pickering's greatly -depleted her- itage," noted Mr. Sabeau. More than 60 teachers from public and Catholic schools throughout the province gave up three days of their summer vacation to take part in a training ses- sion at the Duberry Drive school from Tuesday to Thursday. The three-day course, which provided participants with an opportunity to share ideas about planning, deliv- ering and assessing the new Ontario Curriculum for stu- dents in Grades 1 to 8, is part of a series of summer lessons being offered by the Ministry of Education and the province's teachers' fed- erations for the first time this year. "Teachers really need this;" says instructor Judy Onody of the Toronto Catholic District School Board. "We don't have pro- fessional development da% s any more" Ms. Onody, who present- ed the course with fellow teacher Pat Margerm, says "teachers have had a lot to deal with, with the new cur- riculum and the new report card." And, she notes, the summer sessions provide them "with new strategies for planning so they can cope with all the changes:' According to Kelli Somers, co-ordinator of the summer courses at St. An- thony, teachers from as far away as Owen Sound and Hamilton travelled to Durham this week to take part in the course. She re- ports approximately 3,000 elementary school teachers across Ontario are taking courses this year. In total, 52 elementary courses and 17 secondary courses are being offered by the Province and the On- tario Teachers' Federation to help teachers prepare for the coming school year. All of the programs, held throughout July and Au- gust, are voluntary and are funded through the min- istry. There is no cost to teachers. Susan Larson, a Grade 2 teacher at St. Monica Catholic School in Picker- ing, says teachers "are try- ing to get more of a handle on the new curriculum and how it can be integrated into various themes:" She reports participants in this week's course dis- cussed curriculum units fo- cusing on names, Hal- loween and the new millen- nium. And, she explains how a simple object such as a pumpkin can be a learning tool in a variety of subjects. In the math, for example, students can learn how to measure and weigh it, in English students can read literature with a Cinderella theme, and in science pupils can learn about plant growth. As for the need for sum- mer courses, Ms. Larson, who plans to take part in a math session later this month, says teachers are "hungry for information. "It's wonderful to be able to share with people from different boards in dif- ferent regions;" she says, noting it's "wonderful" that the ministry is funding training sessions for teach- ers this year. "I think teachers are real- ly very excited and they're eager to go if they're given the opportunity," she adds. The next session for ele- mentary teachers being held in Durham is running Aug. 24 to 26 at St. Matthew the Evangelist Catholic School in Whitby. When the trail was pro- posed, a landscape archi- tect had suggested veering the trail away from Lake Ontario and behind homes on Broadgreen Street. which had residents con- cerned about the impact on their neighbourhood. but Mr. Stringer said that wasn't the case. "Everybody was account- ed for," he said of the approx- imately 30 employees in the plant at the time of the inci- dent. "We immediately evacuat- ed everyone. We got our em- ployees out and then we noti- fied the fire and police," Mr. Stringer said. "The next step is to go in and completely neutralize it. We'll have con- tractors come in." The company had an evacuation plan in place and it worked," Mr. Stringer said. When it comes to our streets and es- pecially our highways, excessive speed kills. Whether it's a bunch of outlaw street drag racers or simply impatient drivers who can't stay within the legal speed limits in their halite to get from here to there, the increasing number of vehicles on our roads means speed must be con- trolled. That's why 'calming zones' estab- lished by the OPP along our 400 -series roads in the GTA are such a great idea. They simply force people to slow down. Numbers released Thursday show in the four months since the zones were created, the number of motorists driving below 120 km/h is up to 60 per cent from just -14 per cent in April. Peo- ple are getting the message. The two Durham zones, one located near Holt Road in Courtier and the other near Whites Road in Pickering, have been effective because they show clearly marked police cruisers just off the highway and become familiar to drivers who travel the route. The cruis- ers use radar guns to time drivers and aggressively ticket those who drive far above the 100 km/h posted speed limit. As Constable Julia McCuaig of the OPP says, "I think for people a lot of it is our presence, they know we are out there and are starting to realize they bet- ter start paying more attention to their speeds. Once drivers start to slow down, usually, there's less aggressive driving, leading to fewer road rage inci- dents" Of course, that's precisely the point. There's little to be gained in terms of time saved for a driver to go 10-15 km/h faster than he would normally travel. For most short-term trips, safer and slower speeds mean fewer danger- ous high-speed lane changes and less chance of cutting off a following driver. Traffic moves at a more orderly pace and the chance of accidents is greatly reduced. With forecasters predicting an in- crease of two million people in the GTA over the next 20 years, traffic safety will become even more vital in years to come. Traffic calming measures must be continuous, effective and forceful to control the growing vehicle presence. It looks like the OPP have found a win- ning formula that benefits us all. That's why 'calming zones' estab- lished by the OPP along our 400 -series roads in the GTA are such a great idea. They simply force people to slow down. Numbers released Thursday show in the four months since the zones were created, the number of motorists driving below 120 km/h is up to 60 per cent from just -14 per cent in April. Peo- ple are getting the message. The two Durham zones, one located near Holt Road in Courtier and the other near Whites Road in Pickering, have been effective because they show clearly marked police cruisers just off the highway and become familiar to drivers who travel the route. The cruis- ers use radar guns to time drivers and aggressively ticket those who drive far above the 100 km/h posted speed limit. As Constable Julia McCuaig of the OPP says, "I think for people a lot of it is our presence, they know we are out there and are starting to realize they bet- ter start paying more attention to their speeds. Once drivers start to slow down, usually, there's less aggressive driving, leading to fewer road rage inci- dents" Of course, that's precisely the point. There's little to be gained in terms of time saved for a driver to go 10-15 km/h faster than he would normally travel. For most short-term trips, safer and slower speeds mean fewer danger- ous high-speed lane changes and less chance of cutting off a following driver. Traffic moves at a more orderly pace and the chance of accidents is greatly reduced. With forecasters predicting an in- crease of two million people in the GTA over the next 20 years, traffic safety will become even more vital in years to come. Traffic calming measures must be continuous, effective and forceful to control the growing vehicle presence. It looks like the OPP have found a win- ning formula that benefits us all. In April, the force created a set of `calming zones' along the 400 series highways in Greater Toron- to as part of stage six of a region- al traffic management program. Since then, police have report- ed a dramatic drop in the number of drivers ignoring posted speed limits. "It really seems to be having a calming effect. There has been quite a noticeable reduction in speeds, especially in the month of July. It's good news for drivers;' Constable Julia McCuaig said Thursday during a media confer- ence in Whitby to announce re- sults of the program. Prior to the start of the pro- gram, police clocked about 65 per cent of highway drivers travelling at speeds over 120 km/h. Four months later, however, nearly 60 per cent are travelling at speeds lower than 120 km/h, OPP say. (The maximum highway speed limit is 100 km/h.) According to a breakdown of the numbers, success has been gradual — but substantial. In April, 34.9 per cent of mo- torists were clocked in calming zones at speeds below 120 km/h. That number has since risen 25 per cent, jumping to 40.2 in May, 42 in June and 59.9 last month. As part of the initiative, a team of officers set up at each calming zone armed with a high-tech laser radar and a zero -tolerance atti- tude toward speeders and aggres- sive drivers, said Const. But now that it has one season under its belt, the Town plans to cant' out the "successful" dog li- censing and cat registration pro- gram again next spring, councillors heard Tuesday. According to a report from Town Clerk Bruce Taylor, revenue from the sale of dog licences this year reached $28,569 — a signifi- cant jump from 1998, when it col- lected $7,367. Mr. Taylor estimated the Town was licensing about 750 dogs a year when there are "likely at least 5,000 dogs" in Pickering. Mr. Taylor held off on implementing the program in Pickering because of the shortage of staff and because of problems in Whitby and Ajax that he wanted to see resolved. The program finally got under way here in March after 24 people were hired and paid commission for each dog tag and cat identifica- tion tag sold. The program contin- ued until June 18. By then, 2,340 dog tags had been sold, bringing in $28,569. Of that, $6,144 was paid out in com- mission, netting the Town $22,425. With the exception of some areas in the west end of the munic- ipality, all areas of the Town were covered, including rural hamlets. While the `overall" feedback was "very positive", only eight cat identification tags were sold, noted Mr. Taylor. "I believe that in addi- tion to selling more dog licences for identification purposes and raising revenue, another benefit of the program was to raise the aware- ness of residents about dog con- trol." The fine for not licensing your dog is $25 for a first offence, Pick- ering -Ajax -Whitby (PAW) Animal Control reports. If an animal is found on the loose again, PAW can issue a summons to appear in court. Officials at PAW believe a li- cence is the "best insurance" for your pet, because it allows them to contact you immediately if your animal has been struck by a car or is found running loose, reports manager Sylvie Lynch. It helps ensure your pet gets im- mediate care if taken to a veterinar- ian, since owners must pay for all care. It can also save you money in the long run, as yo.t will face a pound fee to pick your dog up from the shelter and you can't leave without purchasing a tag. Beginning in January, the cost for licensing your dog or cat will be reduced by $5 if the animal has a microchip inserted by your veteri- narian with relevant information. The talented shortstop, part of a gritty, hard-working Cinderella Canadian baseball team not expected to be a contender, became the darlings for Canada at the Pan-American Games by beating the powerhouse U.S. and Cuban entries in round-robin play. But, one crack of a Cuban's bat ended any hopes of gold -medal aspirations in a 3-2 loss to Cuba in a semi-final game at Winnipeg's Can West Global Stadium. The Canadians, however, were not to be denied a medal as they thrashed the Mexicans 9-2 in the bronze -medal game to give Canada its best -ever showing in an international base- ball tournament. "It was nice to have something to show for all our efforts," says Delfino of his bronze medal. 'To come back after the disappoint- ment of losing to Cuba and win the bronze medal was great. It's definitely a stepping stone for baseball in Canada" Though genuinely pleased with the bronze, Delfino was still disappointed that, despite compiling the best record of any team during the round-robin play at the Games, the Canadians were left out of a berth for the 20W Summer Olympic Games in Australia.
