AJAX - An Ajax gas station
clerk has been gassed for poking
fun at higher fuel prices.
Mark Cybulski was fired at the
end of his shift Wednesday morn-
ing by the owner of the Petro
Canada station at the corner of
Hwy. 2 and Westney Road.
"I was trying to lighten the
mood for customers. I would see
it as a joke if I walked into the
station;' says Mr. Cybulski, of
Oshawa.
He was just joking when he
changed the message on the digi-
tal scrolling display in the station
from 'Get free stuff with Petro
Points' to 'Gas prices too high,
give transit a try.' He also
changed a message on sales re-
ceipts to read 'Gas prices too
high, try public transit.'

Ms. AI-wazani refused to com-
ment when the News Advertiser
called and suggested we contact
Petro Canada's public relations
department. It hadn't returned a
phone call at press time.
Ms. AI-wazani writes in her
termination letter to Mr. Cybuls-
ki, '"this kind of behaviour is ob-
viously unacceptable and highly
irresponsible and flies in the face
of the basic principles of the
grievance procedure in the collec-
tive agreement.

Anew `rooming in' pol-
icy for new mothers and
their babies has recently
been introduced at the Ajax
and Pickering Health Cen-
tre. It gives new moms and
their little ones a better op-
portunity to bond through-
out their hospital stay.
In the past, babies
would be returned to the
nursery at night and
brought out to mothers for
feeding. APHC's new ap-
proach helps give mothers
a greater sense of confi-
dence in caring for their
babies and they have re-
ported greater success with
breast-feeding and other
aspects of baby care, ex-
plains a media release from
the hospital.
Studies have shown that
babies who stay with their
mothers sleep more quietly
than those who are separat-
ed, breast-feed more fre-
quently and gain weight
more rapidly.
As part of this enhanced
program at APHC, dads or
coaches are welcomed and
encouraged to participate
in caring for the new in-
fant.
Nurses will continue to
care for mothers and babies
but will also have more op-
portunities to teach and
support the new family.
"We will always be flex-
ible with our approach to
rooming in when a mother
needs extra support in car-
ing for herself or her baby,"
says Julie Goldstein, nurs-
ing director for the hospi-
tal's maternal and newborn
services department. "Our
nurses are known for their
commitment to patient care
and they will continue to
do everything they can to
support that transition from
hospital to home."

PICKERING - Town council is
considering major changes to the devel-
opment charges imposed on new con-
struction in Pickering.
The Town is required to review and
revise its development charges bylaw
under the new provincial Development
Charges Act (DCA) which came into ef-
fect in March of 1998. The purpose of
the act is to ensure the cost of municipal
infrastructure such as roads and libraries
required for new development is paid
for by those who build or buy new
homes or industrial/commercial facili-
ties. With the new DCA, the Province
has attempted to tighten up the rules on
how the charges are imposed.
" Ibey tried to be more specific in
what services are covered, what costs
are covered, and 'now you do the calcu-
lation to determine the development
charge," explains Gil Paterson, Picker-
ing's director of finance. One problem
with the old act• he notes, is that some
municipalities were using development
charges to upgrade services throughout
their town instead of just to cover the
cost of growth.
Major changes made by the Province
include:
• stricter formulas for calculating the
charge;
• eliminating culrural or entertainment
facilities, tourism facilities, hospitals,
waste management services and admin-
istrativc headquarters from the list of in-
frastructure items that can be paid for
through development charges;
• limiting the service standard used for
calculating the charge to a 10 -year -aver-
age of previously existing service lev-
els;
• and an exemption for industrial expan-
sions up to 50 per cent of the floor area
of an existing building.
Changes in its own policy being con-
sidered by Pickering include charging a
different, higher rate in the northern part
of the town where it's more expensive to
put in new infrastructure, and imposing
a charge on commercial and industrial
development.
"In the past the Town did not have a
commercial/industrial development
charge;' says Mr. Paterson, explaining
the infrastructure costs related to non-
residential development were instead
paid for through regular property taxes.
The intention was to use the exemption
to encourage commercial/industrial
growth.
With changes in the provincial legis-
lation and the recent downloading of in-
frastructure costs by the Province,
Durham Region and area municipalities
that have not had them in the past have
recently imposed new commercial
and/or industrial development charges.

year one, $6 in year two and $9 in year
three. Mr. Paterson explains that's still
below the maximum Pickering would
be allowed to charge under the new leg-
islation - $20.24 per square metre.
The uniform residential charge being
proposed - $6,307 per house - is the
maximum allowable under the legisla-
tion and a 13.7 -per cent increase over
the current rate of $5,547. For apartment
projects, the charge would be $3,504 per
two -or -more -bedroom unit and $2,628
per bachelor or one -bedroom unit.
Under the two -rate system suggested
by staff and a consultant, the charge on
a house would go down to $5,283 in the
existing south urban area and increase to
$7,485 in the north, roughly north of
Third Concession Road. it would also
decrease the charge for apartment units
in the south and increase it for the north.
Victor Fiume of the Durham Home -
builders Association told councillors at
a public meeting on the new bylaw held
Tuesday his association is "reluctantly
pleased" with Pickering's study on the
issue, and praised the Town for its con-
sultation process with the development
industry.
"We've never shied away from the

told council the association prefers a
bylaw that would impose different resi-
dential charges in the south and north,
because that would mean the fewest fi-
nancing problems for existing develop-
ment projects. Mr. Fiume also asked the
Town to phase in any increase over one
year, exempt plans of subdivision al-
ready approved and exempt seniors'
housing.
Councillors indicated they're inter-
ested in having a non-uniform charge.
However, Mayor Wayne Arthurs sug-
gested staff's proposal be revised to
group more of the northern section of
Pickering in the area of Brock Road
(owned by the Town and private inter-
ests) with the south. That would limit
the northern area for which a separate
rate would be charged mostly to the
Seaton lands owned by the Province.
Staff were instructed to calculate how
such a change would affect the charge,
as well as to look into levying lower
fees to encourage the construction of se-
niors' housing and infill development in
areas such as Kingston Road.
Council must pass a new develop-
ment charges bylaw by the end of Au-
gust, and may hold a special meeting to
do so near the end of next month.

Mr. Cybulski is now turning to his
union for help to win back the job
he's had since January.
He contacted the Communica-
tions, Energy and Paper Workers
Union of Canada Thursday about ap-
pealing his dismissal.
"They said I have a very good
chance of getting my job back," Mr.
Cybulski says. "I put in a grievance
and the station manager -owner has
seven days to reply to the grievance."
He tries to explain his actions by
saying he'd been on the receiving end
of complaints from customers about
the recent increases in gas prices.
"Just about anybody who came in
was complaining. (The price) isn't
something I could change. A cus-
tomer suggested I put something on
(the display scroll) saying the high
prices weren't my fault."
While the message was on display,
Mr. Cybulski says he received no
complaints about it from customers.
That could be because they're so
fed up with the jacked -up gas prices.
Mr. Cybulski can empathize. with
them. "As soon as I leave the station,
I'm one of the customers. You've got
to buy gas if you use a car to get to
where you're going." .
He reports a fellow employee at
the station gave him the termination
letter. "They said 'Mark, I'm sorry I
have to do this' and then handed me
the letter. There was no argument and
no nothing."
Since his dismissal, Mr. Cybulski
has had time to reflect on the situa-
tion. "I don't regret it. It wasn't
something I did knowing I shouldn't
do it."
But, he "wouldn't do it (again con-
sidering) the hassle it caused. My in-
tention wasn't to tick people off."

AJAX - Two Ajax youths were ar-
rested shortly after a Patterson Cres-
cent residence was burglarized Thurs-
day.
Witnesses provided Durham Re-
gional Police with descriptions of two
people seen fleeing from the home fol-
lowing the break-in just prior to I p.m.
A pair of suspects were then arrest -
cd after being spotted in the area of
Hwy. 2 and Chapman Drive.
Shaun Emerson, 18, of Blackburn
Crescent, is charged with attempted
break -and -enter, theft under $5.000
and possession of stolen property
under $5,000.
A 16 -year boy has also been
charged with theft, possession of
stolen property, possession of burglary
tools, break -and -enter with intent,
possession of a controlled substance
and breach of probation.

ond in the 1999 Better Newspapers
Competition Best Editorial Page cate-
gory at its annual convention in Cal-
gary, beating out dozens of other non -
daily newspapers across the country
with circulation of over 25,000 copies.
A panel of publishing luminaries
across Canada judged the competition
based on the content and appearance of
member newspapers' Editorial Page. In
the News Advertiser it's usually on
Page 6 and occasionally on Page 4.
The Editorial Page is generally con-
sidered the heart and soul of any news-
paper, as opinions expressed on it re-
flect a broad cross-section of views - of
the publication itself, of staff writers, of
guest columnists and of readers.
A big tip of the hat goes to those
readers who take the time to write to us.
We think they're among the best and
brightest people any paper could have
as readers. But, that's just our opinion.

A consortium of public, separate
and French -language boards held a
forum July 7 to gather input from
school hoards, which a smaller
group of board officials then took to
the ministry the fAlowing day.

Mr. Andrews, who did not attend
this week's meeting, says the board
was represented at the discussions.
But, "it's difficult to determine at
this point in time" whether any
progress is being made.
Yet, he maintains the govern-
ment has indicated it's open to re-
vising the special -education model
for the 2000-2001 school year.
If no changes are made, the cur-
rent funding formula "would have a
very negative effect on a number of
boards, including our own," says
Mr. Andrews.

He says the government will re-
view school boards' concerns and
then meet with board representa-
tives again in mid-August "to deter-
mine where we'll go from here.
"The process is mainly aimed at
trying to clarify the guidelines (re-
garding eligibility for funding),"
says Mr. Savage.
Manv school boards across the
province have complained the gov-
emment's guidelines governing eli-
gibility for funding to address stu-
dents' special needs are too narrow,
leaving many pupils who need extra
help and support without it.
Bev Freedman, superintendent
of programs for the Durham District
School Board, reports the two sides
are "beginning to explore what
could change and what might
change" with respect to the funding
formula. The current model doesn't
account for new growth and re-
quires students to meet "strict defin-
itions" in order to qualify for extra
support.
She adds, if any significant
changes are going to proceed for the
2000-2001 school year, recommen-
dations would have to be presented
to the government this fall.

tions, in an attempt to catch the
goose for more thari 10 days, all
with no luck.
They built an enclosure on the
north bank of the pond and scat-
tered food in the area in the hopes
of catching the goose. They pur-
chased a dinghy in an attempt to
capture the goose on the water.
They strung nets between trees in
an attempt to block off his escape
route. They tried foot chases. And
Mr. O'Byrne jumped into the pond
to try and catch the goose.
And while none of those efforts
was successful, they did serve a
purpose, Mr. O'Byrne says. He ex-
plains their observations helped
the three formalize their final plan,
which involved a net constructed
of a hula hoop and a nylon rope
hammock.
On the day of the rescue, the
trio, along with a group of approx-
imately 15 volunteers recruited by
Adele Gibson, a friend of Ms.
Parke, took mere minutes to catch
the injured goose.
Mr. O'Byrne explains the
dinghy was launched at the south
bank of the pond which moved the
gaggle to the east bank, as the
group anticipated.
The volunteers then corralled
the gaggle, with the injured goose
in the middle. Ms. Brown herded
the fowl toward her husband, who
was waiting at a nearby tree with
the net. Not five minutes after the
rescue began, the goose was suc-
cessfully captured.
"I was trembling I was so
happy we finally caught it," says
Ms. Brown. "We felt like cheer-
ing."

goose could be placed in a cage
and transported to the University
of Guelph where the Toronto
Wildlife Centre had arranged for
surgery.

"We all feel a sense of joy and
accomplishment at this very diffi-
cult rescue," Mr. O'Byrne says.
"Much time was devoted and a lot
of money (approximately $400)
was spent on the necessary capture
equipment, all of which was glad-
ly done."
"We seem to make a good
team," says Ms. Brown, noting the
trio was also recently involved in
catching a starling that was
trapped in the Pickering Town
Centre.

PICKERING - A Pickering
family is cautioning residents in
the Amberlea subdivision to
keep a close eye on their pets,
fearing their cat fell victim to a
fox that's reportedly been spot-
ted in the area.

Hobbes has "disappeared off the
face of the earth" since it went
missing July 6.
. And, she reports at least one
other cat and a Jack Russell ter-
rier in the neighbourhood are
also missing.
She says a fox has been spot-
ted in the area and local resi-
dents suspect the animal is prey-
ing on neighbourhood pets.
Sandy Bentley -Logue, an an-
imal control officer with Picker-
ing -Ajax -Whitby Animal Con-
trol, says she was unaware of
animals missing from that area.
.But, while foxes are general-
ly "not much bigger" than cats,
she says "it's possible" a fox
could prey on small felines.
She adds the office has re-
ceived "a lot of calls this spring"
regarding fox sightings. "That's
fairly normal."
Ms. Bentley -Logue explains
foxes have become "more accli-
matized to people" and they typ-
ically spend more time hunting
for food during the day than at
night. So, they can become "a
nuisance".
"The only foxes we really
deal with are ones that have
been hit by a car or are injured,"
she says.
Ms. Smith is hoping to warn
her neighbours so "maybe
they'll keep their animals in at
night."

Cut risk of contact
with rabid animals

"The cats seemed friendly. -
Every year, hundreds of people in
Durham Region, from babies to se-
niors, are bitten, scratched, or other-
wise come in contact with stray or
wild animals. Last year alone, 877
people were followed up by the
Health Department for animal con-
tacts that could have lead to human
rabies.
Fortunately, rabies in animals is
rare in Ontario. So far in 1999, only
one rabid animal has been reported
in Durham Region. This compares to
90 rabid animals only a few years
ago. Intensive effort by the Ministry
of Natural Resources to vaccinate
wild foxes and skunks is the reason
for this decline.
Rabies is spread by a virus found
in the saliva of an infected animal.
When a bite breaks the skin, the sali-
va with the virus can then infect the
bite victim_ Claws can become cont-
aminated with saliva so a scratch can
also infect someone when the skin is
broken. In some instances (such as
with bats), it may he difficult to sec
when the skin is broken. Animal -
specific recommendations available
from the Health Department help de-
termine the likelihood that an expo-
sure is risky.
Anyone who is bitten, scratched
or otherwise potentially exposed
should try to identify the animal. If
the animal is identified, then the
owner or local Animal Control ser-
vice can observe it for signs of ra-
bies. Animals such as dogs and cats
can usually be observed for 10 days
at home. If they remain healthy at
the end of this period, they do not
ha,,e rabies. Animals that cannot he
located pose a problem since it is un-
known whether they have rabies.
Fully vaccinated animals pose a very
low risk.
Some animal contacts are at ex-
tremely low risk for spreading ra-
bies. Bites or scratches from squir-
rels, chipmunks, rats, mice, ham-
sters, gerbils and other small rodents
are usually considered to be 'pro-
voked' and typically do not require
rabies -preventive treatment.
Rabies preventive treatment has
improved since the days of numer-
ous shots into the abdomen. While
still intensive, treatment includes in-
jections of rabies antibody into the
buttocks, and a series of five vacci-
nations into the arm over a four-
week period. By following the treat-
ment recommendations, prevention
of rabies is almost 100 per cent.
Without preventive treatment,
human rabies is considered univer-
sally fatal. Fortunately, human ra-
bies has not occurred in Ontario
since 1967.
To prevent rabies, avoid exposure
to potentially rabid animals. This
means avoid wild, sick and dead an-
imals (including bats), report sick
animals to the local Animal Control
and vaccinate pets. If you are bitten,
scratched or otherwise exposed, seek
medical attention and alert the
Health Department.

Pickering pianist wins festival's top award
PICKERING —A young Pickering
pianist has won a major scholarship as a
result of her performance at the New
Conservatory Music Festival.
Michelle Shaw, 8, earned a $500
music scholarship as one of the conser-
vatory's most promising students.
Shaw won the first -place trophy for
piano solo at the festival, which drew
1,600 participants to the University of
Toronto's Scarborough Campus and
Stephen Leacock Collegiate in Toronto.
Two other Pickering music students -
Matthew Moody and Diane Sikora -
won $200 scholarships.
Each student competed in at least two
events against peers who've studied
music for the same length of time. Their
performances were evaluated by a
judge.
Twenty-eight Ajax and Pickering stu-
dents won trophies at the festival.
First -place trophies went to Danica

children of divorced or sep-

you're sitting next to a fel-
low traveller who is inces-
santly coughing? The
smartest thing to do is get up
and move. But suppose
you're not on a bus or sub-
way? Rather, you're on an
international flight and
there's no other seat avail-
able? And you don't know
whether your fellow traveller
has 'the white death,' tuber-
culosis?
Not too many years ago
there would be little reason
to write this column. But
today this scenario does hap-
pen. On a recent flight from
Paris to New York more than
a dozen passengers were un-
wittingly infected with
MDR (a medically drug re-
sistant strain of tuberculo-
sis).
The source of the infec-
tion was a single passenger
from the Ukraine. Russia has
became one ofthe most dan-
gerous hot zones of the
world for the new drug-re-
sistant strain of T.B.
In the last two years eight
other instances have been re-
ported of airline passengers
becoming infected with T.B.
due to contact with travellers
from former Soviet Re-
publics.
The Centre of Disease
Control (CDC) in Atlanta re-
ported this problem five
years ago. In 1994, a 32 -
year -old Korean woman
travelled from Honolulu to
Chicago. A month later she
made the return trip.
But on arrival in Honolu-
lu she was found to have ad-
vanced tuberculosis and died
five days later. The CDC
contacted and tested 805
passengers on her flight. Fif-
teen people were found to be
infected with T.B. But those
sitting within two rows of
the patient were more likely
to have positive tests.
There is some reassuring
news. The CDC believes the
disease is not transmitted
through the plane's air re-
circulation system. Why?
Because passengers sitting
in more distant sections were
not infected with the disease.
That doesn't comfort me
too much. Several years ago
I reported a 12 -month-old
child had contacted T.B. But
no member of the family had
the disease.
Public health officials
eventually identified a per-
son living in the same apart-
ment building who had a
large tuberculous lesion. But
the families had never met.
The only contact could have
been in the hallway or laun-
dry room!
It's aptly said that 'what
goes around comes around.'
And there are few better ex-
amples than tuberculosis.
T.B. was once one of the
most dreaded diseases. In
1926 one in 13 North Amer-
icans died of T.B. Then in
the 1950's drugs became
available to treat and prevent
the disease.
These drugs nearly
knocked out T.B. But doc-
tors and public health offi-
cials declared an armistice
too soon. Now we have po-
tential world-wide disaster
on our hands. It's estimated
15 million Americans are in-
fected with the T.B. germ.
The World Health Orga-
nization (WHO) estimates
one-third of the world's pop-
ulation is now infected with
the T.B. bacillus. And that 30
million people will die from

Part of the problem is the
T.B. germ has become a 'mi-
crobial hitchhiker.'The num-
ber of people travelling in
airplanes has increased 17
times since 1960. Some
carry the T.B. bacillus with
them.
Today in many industrial-
ized countries at least half of
T.B. cases are among for-
eign -born people. According
to the WHO one-third of
T.B. cases in the U.S. are
foreign -born people.
A big problem is neither
physicians nor the public
think about T.B. any more.
So for your own protection
start thinking about the pos-
sibility of T.B. and learn its
symptoms.

During an exhausting con-
cert tour he suffers a bout of
coughing and suddenly
there's blood on the piano
keys.
A persistent cough, unex-
plained weight loss, low-
grade fever, night sweats,
chest pain, blood in the spu-
tum, extreme weakness and
wasting and swollen neck
glands are all associated
with T.B.
Fortunately nine out of 10
people infected with the T.B.
bacillus never develop
symptoms and cannot infect
others. Their immune sys-
tems are strong enough to
keep the germ under control.
But others, such as the in-
creasing number of home-
less people, those who inject
illegal drugs, HIV patients
and many people in urban
slums, have weakened im-
mune systems. These people
are prime candidates for de-
veloping active T.B. infec-
tion.

Centre Friday, Aug. 27 at 7:30 p.m. i
Veteran Panther forwards Jeff
Milroy and Joel Johnston have ac-
cepted scholarship offers for the
1999-2000 hockey season. Both will
attend Potsdam State University in
New York.
The league will operate under a
new rule which officials hope will add
even more offence to the games. For
the 1999-2000 season, there will be
no centre red line which could trans-
late into longer passes and a more
wide-open brand of hockey.
Young golfers tee-riffic
Several young local golfers
turned in excellent results at the an-
nual junior league tourney recently.
The Fox Run Golf Centre in north
.Ajax hosted its annual Miidseason Ju-
nior League Tournament featuring
nine holes of golf and a putting con-
test.
The low score for golfers aged 12
was shared by Brad Smith, 11, of
Pickering and Billy Nicholson, 15, of
Pickering, who shot 31.
The low score for golfers 11 and
under went to Alex Letros, 7, of Pick-
,ering, with a score of 35. Letros also
won the closest -to -the -pin contest on
the first hole. He was also the winner
of the mystery first birdie hole by
chalking up a birdie on the fifth hole.
Jeremy Nicholson, 12, of Picker-
ing won the closest -to -the -pin contest
on the ninth hole.
The putting champion for the
tournament was Chris Gardner, 13, of
Ajax. The runner-up was Jeremy
Nicholson.
Most honest golfer was Rachel
Dawson, 11, of Ajax.

Ross may employ the

cessor McGillis, who es-
poused strong defensive
play and a solid work
ethic which paid off in an
Eastern Conference title
for the Panthers last sea-
son.
"Our philosophies on
how the game should be
played are very similar.
As far as our perspectives
on how the game should
be played, there's no dif-

both in it to win games
and develop hockey play-
ers. There won't be any
difference there. That's
why Gilly and I had a lot
of symmetry."
But, Ross admits,
"I'm probably more de-
manding and set higher
but realistic expectations.

teacher and was more
laid back and reserved
than I am:"
Ross says he's under
no pressure to duplicate
last year's Cinderella
season as the Panthers
finished first overall in
the league's 13 -team
Eastern Conference and
won the title in a four -
game sweep over the
Lindsay Muskies. The
Panthers were eventually
eliminated in the mini-
mum four games in the
league semi-finals to
eventual league champi-
on Bramalea Blues.
"Last year was last
year and I'm not going to
draw any comparisons
from last year. We had an
awful lot of junior expe-
rience coming into camp
last year;" explains Ross.
"This year, we're losing
14 or 15 starters, so
we're starting with al-
most a clean slate this
season. I hope that we
can stay in the hunt and
make the playoffs and
see what happens from
there"
The first order of busi-
ness for Ross is to assem-
ble a coaching staff. He
reports he has several
irons in the fire, but
won't have his staff in
place for the next seven
to 10 days.

Heat peewee pitchers hot
PICKERING — The Pickering
Heat peewee boys' rep fastball team
turned in a valiant effort, but fell two
runs short of capturing the title at the
Lorne Ford Memorial Tournament in
Willowdale last weekend.
The Heat dropped an 11-10 deci-
sion to Stone Mills in the champi-
onship game. Jeff Magee pitched the
game and belted his third home run of
the tournament.
Pickering beat Stone Mills 10-3 in
the tourney's first game. Magee
earned the win on the mound. Cross-
ing the plate for Pickering were Corey
Beer and Jason Carey with two runs
apiece, Chris MacLeod, Billy Keith,
Justin Over, Steven Valentini, Jeff
Magee and Bryan Gillespie with one
each.
The Heat then thumped host Wil-
lowdale 20-3. Beer was on the mound
for three innings and Magee pitched
two. Magee and Beer helped their
cause by smacking home runs. Also
crossing the plate were Carey with
three runs, MacLeod, Over, Oliver
Salmon, Valentini, Stephen Tsatskas
and Keith with two each and Gillespie
with one.
After a brief break, the Heat dou-
bled Aurora 10-5. Magee again
pitched well to lead Pickering to victo-
ry. And, he hit his second home run of
the tournament.
In the final round-robin contest, the
Heat got past Frankford 3-1.
Team members are Corey Beer,
Chris MacLeod, Billy Keith, Jason
Carey, Justin Over, Oliver Salmon,
Steven Valentini, Jeff Magee, Stephen
Tsatskas and Bryan Gillespie.
The squad is coached by Norm
