PICKERING - The Atomic
Energ) Control Board is promising
to make special provisions to con-
sult Pickering and Ajax residents on
the federal environmental assess-
ment it's requiring for the restart of
the Pickering 'A' nuclear station.
However, the federal regulator is
not planning to order the full 're-
view panel' type of assessment
some have been calling for. John
V4'addington, AECB director gener-
al for environmental and human
performance assessment, told Pick-
cring council Tuesday the AECB
will instead require a simpler
'screening' assessment for the
restart.
Mr. Waddington noted the
AECB is building into the screen-
ing process several opportunities
for public input, in response to con-
cerns residents and Town of Picker-
ing officials have expressed about
the restart.

that in.'
The screening will involve
preparation, in consultation with
other federal government depart-
ments, of a draft 'scope of assess-
ment' laying out what environmen-
tal issues need to he examined in
relation to the restart, and how they
are to be examined. Ontario Power
Generation will actually do the
screening work, as laid out in the
'scope' document.
A draft report on the screening
from OPG will then be evaluated
by the AECB and other federal
agencies. AECB staff will prepare a
final report on the screening, which
will go to the AECB board to be
considered as part of the licence
amendment application required
for the restart. Thc board could ap-
prove the restart, deny it, or refer it
for further assessment.

portables, not enough parking
spaces and insufficient washroom
facilities at St. Mary Catholic Sec-
ondary School could land
Durham's separate school board in
court, a Pickering councillor says.

Pickering zoning bylaw and the
Ontario Building Code.
And, he maintains, if the
Durham Catholic District School
Board doesn't follow the munici-
pality's recent orders to comply
posted on several portables at the
school, the Town will "exercise all
available avenues under the law.
" Fhcy may find themselves in
court very soon if this keeps up, if
they do not comply," says Coun.
Brenner, who explains an order to
comply is essentially a warning in-
forming the board "to stop what
they are doing and to apply for ap-
propriate permits".
But, school board director Grant
Andrews insist.% all of the necessary
requirements "will be met by the
time the fall arrives".
Mr. Andrews maintains the
Town has been "slow" in its ap-
provals regarding the school's
portables. But, "We certainly ap-
plied for them:'
At the end of the past school
year, there were 30 portables at St.
Mary. Another four were recently
moved onto the site and an addi-
tional four are on the way, bringing
the total to 38 portables for Sep -

Mr. Andrews concedes
there is still some paperwork

proval of` the additional facil-
ities, noting the drawings for
the tempcorary structure are
currently being completed
and are "part of our overall
application to the Town,"
which is "in process".

Pereira says the board fully
intends to "comply with the
requirements;' but says the
board has to prepare for the
fall, which means moving
new portables on site now,
even if the approval process
isn't quite complete.
"These things take time.
There is no way you can wait
until Aug. 30 to try and im-

Trustee Pereira notes the
school was built to house
classes of approximately 30
students and says when the
Province mandated that aver-
age class sizes be capped at
22 in high schools throughout
Ontario, that put a strain on
the building and the space
that's available.
However, she says the cur-
rent overcrowding is tempo-
rary as enrolment at St. Mary
will eventually decrease
when the board opens a new
Catholic high school in north
Ajax in the fall of 2(x)1.
Pickering Trustee Jim Mc-
Cafferty says he's "not happy
with the additional portables
being brought in.
"We'll have more kids in
the portables than we have in
the sch(x)I;' he says, calling
the site "portable city."
He also questions whether
the new school in Ajax will
actually provide a significant
reduction in the enrolment at
St. Mary two years from now,
noting the Ajax facility won't
satisfy local residents be-
cause it's not a Pickering
school.
"I wish we could have had
our new school built by now,"
Mr. Andrews notes.
But, Coun. Brenner says,
in the meantime, "TheTown
can't look the other way."
He maintains the board
"continues to sneak around
and do things without author-
ity. They have not brought in
any of the drawings to the
Town (on the addition of
lunchroom and washroom fa-
cilities):'
And, even if the board
docs increase the washroom
facilities to comply with the
Ontario Building Code,
Coun. Brenner maintains,
"What they're doing is still il-
legal because it doesn't com-
ply with the Town's zoning
bylaw"
Coun. Brenner reports
he's been "swamped" with
calls from concerned arca
residents and he recently sent
out a "mass mailing" to the
community explaining "The
Town of` Pickering is not the
villain. We haven't given
them permission to do what
they're doing:'
He adds only 18 of the 38
portables have been autho-
rized by the Town and reports
the board is "a long way from
(gaining) community support
or council support.
""They blame everyone but
themselves for a lack of fore-
sight to do appropriate plan-
ning,' he says.
Coun. Brenner contends
Mr. Andrews's assertion that
the board has applied for per-
mits for all of the portables
on site isn't accurate.

tion that there he a full appli-
cation for re -zoning" and
notes if the board dais in-
crease the school's washroom
facilities as Mr. Andrews in-
dicates it will, the Town "will
switch legal processes and
pursue (a solution) in terms
of zoning.
"All we're saying to them
is, 'Stop going out and doing
things on your own,"' Coun.
Brenner says.
Meanwhile, Trustee

parents to realize we are
doing everything we can to
try and make (the school) as
comfiortahle as we can under
the circumstances"

process," councillors were told by Larry
Chamney, head of the AECB's program
management and review section. He
said citizens will:
• be given a chance to comment on the
draft 'scope' for the assessment;
• have access to a public registry of a%-
sessment documents;
• participate in a community consulta-
tion program which OPG will be re-
quired to establish for the assessment;
• be given the chance to comment on the
screening report before it's submitted to
the AECB board:
• and be able to submit written com-
ments to the board and appear before its
licensing hearings for the restart appli-
cation.
Irene Kock of Durham Nuclear
Awareness appeared before councillors
to urge the Town to push for a more
complete 'review panel' environmental
assessment.
A review panel process would in-
volve the appointment by the federal
Environment Minister of a panel of peo-
ple to oversee the assessment. The panel
would identify what issues were to be
addressed in the assessment, and invite
interveners to make submissions. It
would then direct OPG to conduct the
assessment in a manner specified by the
panel, hold public hearings into the re-
sults of that assessment, and make rec-
ommendations to the minister w. to
whether and how the restart should be
permitted.
Ms. Kock said DNA has been in-
volved in all three possible types of fed-
eral environmental assessment, and that
the review panel process has important
advantages.
"We would have the opportunity to
publicly question OPG officials in front
of an independent panel:' she said. As
well, OPG would be required to fund in-
dependent experts to assist interveners.
"In our view nothing but an indepen-
dent panel will do;' Ms. Kock told
council.
Councillors said they were pleased
the AECB was making an effort to con-
sult the public, but were not satisfied
with the regulator's plan to hold the final
board hearing on the restart in Ottawa.
Ward 1 local Councillor Dave Ryan
suggested it was hypocritical of the
AECB to talk about opening up the
process to public participation and then
telling people they would have to take
time off work and travel to Ottawa at
their own expense if they wanted to di-
rectly address the board making the
final decision.
"It's unacceptable to this town," said
Coun. Ryan.
Several noted they didn't feel com-
fortable endorsing either a screening or
review panel without knowing more de-
tails about what those would involve.
"I want to see the scope, the terms of
reference and particularly the opportu-
nities for public consultation," said
Ward 3 local Councillor David Pickles.
"It's the correct order of things, that we
see what we're supporting.'
Councillors decided to hold off on
taking a final position on the type of as-
sessment the Town wants. They ap-
proved a resolution calling on the
AECB to provide Pickering with details
on the scope, terms of reference and
consultation process for the screening
before starting it.
That motion, at the suggestion of
Ward 1 Regional Councillor Maurice
Brenner, included a declaration the
Town is reserving the right to ask for a
panel review process once it has the in-
formation it wants.
"We reserve the right to protect the
interests of the people of Pickering;' de-
clared Coun. Brenner.
AECB officials said that under the
Canadian Environmental Assessment
Act, a review panel assessment may still
be ordered when a screening proves in-
conclusive.

staff have tried to "stream-
line" services for pupils in
that location.
Ms. Rivers also says
there are still a lot of jobs
available for high school
students in need of some
extra cash.
The student employment
centres operate from May
until mid-August, providing
a variety of services for
young people planning to
return to school in the fall.
Ms. Rivers reports most
students "want to take a
look at what jobs we have
currently available".
The centres also "get a
lot of students wanting
some assistance with their
resume, cover letter and
what to expect in an inter-
view".
As for the job opportum-
ties available this summer,
Ms. Rivers says it's been
"quite a cross-section".
She reports there have
been a lot of opportunities
in sales and service, general
labour and culture and
recreation, including sum-
mer camps.
The Ministry of Educa-
tion is also helping students
find work this summer with
its Ontario Summer Jobs
Program. The Province esti-
mated earlier this year that
the $50.8 -million program
would help more than
53,(XN) young people across
the province find work this
summer.

April through September, is
an initiative combining pro-

grams offered by the Min-
istry of Education, the Man-
agement Board Secretariat,
the Ministry of Economic
Development, Trade and

per -hour wage subsidy
available to businesses and

Bagpipes tuned up for Durham Highlands Games this weekend

Organizers are rolling out the tartan this
weekend for the Highlands of Durham
Games.
Pipers, sheep dogs and Celtic dancers
will all be there July 23 to 25 in Uxbridge
and Port Perry, says Highlands of Durham
Games committee chairman Stewart Ben-
nett. "We feel we've got a pretty good
few days of entertainment planned with
lots of variety and a tremendous amount for
kids:' says Mr. Bennett.
Traditional favourites such as the Great
Blue Heron Tattoo and heavy events such
as the caber toss arc returning. A few new
features have also been thrown into the mix
including a Birds of Prey demonstration to
show how birds were used in the past to
hunt game, as well as an official web site
detailing each day's events.
"It's our way of trying to get communi-
cation further afield;" says Mr. Bennett,
adding the new site has been a "nice tool"
for the games, which includes information
about the event and links with similar orga-
nizations.
"Our web site is getting a lot of activity.
So is our 1-888 number. It leaves us to be-
lieve we're going to have a good turnout."

across the province by people returning
each year with their friends, says Mr. Ben-
nett, who was recently told the event will

Ontario's colleges and universities is
reaching new heights as the Province
expands a program designed to create
more educational opportunities fix post-

The Access to Opportunities Pro-
gram (ATOP), launched by the provin-
cial government in its 1998 budget to
meet the growing need for skilled work-
ers in the technology field, is being ex-
panded to accommodate 23,000 stu-
dents across Ontario.
And, according to a government
news release. that will open up 150 new
spaces in computer programs for stu-
dents at Durham College.
"The: Access to Opportunities Pro-
gram is creating exciting new opportu-
nities for Ontario students;' reports Di-
anne Cunningham, Minister of Train-
ing, Colleges and Universities. "I am de-
lighted that all our colleges and univer-
sities have responded so enthusiastically
to this program "
The Province initially committed
$150 million to the program with the
goal of doubling enrolment in universi-
ty courses such as electrical engineering
and college programs like computer en-
gineering technology and electronic en-
gineering technology.

Rejuvenating the old lawn
Thousands of home lawns in Canada are
anything but the envy of the neighbours! They are
spotty. rough and uneven, weedy and many have
brown patches most of the season. The spottiness
is generally caused by different types of grasses
in spots or sections that yield an appearance of
different textures. Perennial grasses such as
twitch, couch or barnyard grass are particularly
prevalent, and these patches spread every year.
The unevenness is most often caused either by
repairs in the form of seeding small areas in
previous years or by winter damage - either frost
heaving or animals burrowing. The weeds are
generally broadleaf types such as dandelions and
plantain, according to the Canadian Garden
Council, but occasionally more difficult ones
such as mouse -ear chickweed, ironweed or even
fine bentgrass and the aforementioned perennial
twitch grass can make a mess of the welcoming
carpet in front of a home or in one's back garden.
None of these problems are insoluble. The
answer to any lawn condition described, that
extends over a major portion of the lawn, is re -
sodding the entire lawn or the particular area
affected by the problem. The cost of sod over the
years has come down and is now considerably
less per square metre (or yard) than new
broadloom for the living room! Sodding today
may be carried out at any time from early spring
until late autumn, with success assured - at least
success will be assured if the sodding is carried
out following the basic simple suggestions
outlined here.
The first step in putting in a new lawn from sod
is deciding just what method will be used to get
rid of the old grass and weeds. There are at least
three choices.
The first method is to cover the entire old lawn
with 8 to 10 centimetres (that's 3 to 4 inches) of
good topsoil obtainable from your nearest garden
centre (they will arrange to have it delivered).
The second method is the use of a vegetation
killer containing glyphosate. Be sure to spray
according to directions. Within a few days, all the
vegetation sprayed will be dead, but the chemical
will not affect any nearby plants whose foliage
was not sprayed. That is, the chemical, though it
kills the roots of the grass and weeds whose
foliage is sprayed has no effect on plants in the
same soil whose foliage is left unsprayed. In a
few days you rake off the dead grass and weeds.
Sodding may be done seven days after spraying.
According to the Canadian Garden Council, this
method involves the least amount of heavy work.
The third method is to remove the old grass and
weeds using a spade or small rented sod cutter or
rototiller. You should keep in mind that if there
are perennial weed grasses such as twitch present,
any rototilling of its roots will cause it to
multiply. It is thus better to kill off this grass with
a chemical first.
Once the old grass and weeds are gone, prepare
the surface by removing all other rocks and
debris. Fill all holes with topsoil to create a level
site, carefully grading to obtain surface water
drainage, preferably away from your home. You
should eliminate hard, compacted soil by
rototilling or spading the top 5 to 10 centimetres
(2 to 4 inches) of the planting bed.
Before ordering your sod, be sure your site is
all ready for the installation. The top 4 to 5
centimetres (11/2 to 2 inches) of the soil bed
should be raked to a fine tilth and have a high
phosphate fertilizer incorporated into it. The ideal
fertilizer to use is super phosphate (0-20-0), but
any fertilizer with a higher middle number 00-
20-5) is fine. The application rate, if not
recommended on the container, should be two
kilograms per 50 square metres (10 lbs. per 1,000
sq. ft.).
Upon delivery, try to stack the sod in a
predominantly shaded area if possible. Most
importantly, begin laying the sod just as soon
after its arrival as possible. If it must remain
stacked for a day or so, be sure to sprinkle with
water to prevent the soil from drying out.
Begin laying the sod along a straight line such
as a driveway. Smooth the soil ahead of each roll
with a garden rake. Begin a parallel second row
with a half sod so that the joint between each two
rolls comes at the centre of the sod in the
previous row. Continue this basic pattern for the
entire area. The completed area should look
similar to the way in which rows of bricks are
staggered in house construction.
It is most important that all sod edges be firmly
butted up against one another. There should be
absolutely no overlapping and no gaps between
edges. If, after the laying is complete, there are a
few gaps between rows or individual sods, fill
these up with sand or clean topsoil. Failure to do
this will often cause the roots to die along the
edges of sods not abutted against others. Using a
sharp knife, sod cutter or garden spade, cut off
any uneven edges and shape sods to fit irregular
areas.
Once the sod is laid to your satisfaction, it's
time to roll it. Borrow or rent a lawn roller,
possibly from your nearest garden centre or rent -
all store. Fill the roller (to almost full) with water
and pass it over the entire sodded area. This is to
remove air pockets and press the sod roots into
close contact with your soil. If the sod and/or soil
is extremely dry, water the sod a little (15 to 20
minutes) before rolling.
Finally, the entire sodded area should be well -
watered as soon as the laying and rolling is
complete. Waste no time in getting a good,
efficient sprinkler onto the sod once the work is
complete. If it is a large area that you arc
sodding, lay the sod area by area and then roll
and water each area as it is completed. Water to
wet the soil beneath the sod to a depth of at least
10 to 15 centimetres (4 to 6 inches), which means
leaving an efficient sprinkler in one spot for at
least an hour.
The new sod should be watered frequently if
the weather is hot and dry - as often as daily,
being sure to leave the sprinkler in each spot for
at least an hour.
After a week, the grass should he cut. Be sure
to cut so that the blades are at least 5 centimetres
(2 inches) in length after the cutting. Grass cut
long will need watering less frequently and will
easily resist infestation by most weeds.
For those thousands of homeowners with lawns
that are anything but their pride and joy, a newly
sodded lawn will add considerable value to your
home. The front lawn in particular, is your real
welcome mat.
One final item not yet mentioned is the
possible infestation of the lawn's soil by insects
such as white grubs or chinch bugs. If you
suspect your old lawn has been damaged or killed
outright by such insects, you will likely discover
them when preparing the soil bed for the new
sod. If you do, you should treat the soil bed with
a chemical such as chlorpyrifos, which is sold by
all garden pesticide manufacturers. This is one of
the newer chemicals that is relatively safe to use.
It comes in either a liquid or powder form, and it
is most important that it be watered in
immediately after it is applied. One application,
according to the manufacturer's directions,
should be adequate.

Lucerne in early October: a quaint little
Swiss town, against a backdrop of' snow-dus(ed
Alpine peaks. Tourists loiter along the Spreucr-
brucke bridge with its macabre Dance of Death
paintings and stand in front of the deeply mov-
ing Lion Monument.
But one of Lucerne's most impressive sights
wasn't in my guide book. I found it by chance.
While at the Lion Monument, 1 noticed an
entrance to a museum over to my left. Mildly
curious, and with an hour to kill. I decided to
stroll around the grounds to scc what they had
to offer. An hour -and -a -half later. I was still
there staring at a painting in dishd:lief: it
showed Lucerne as a semi -tropical paradise
complete with palm trees, a sandy heach tx)r-
dering a river and an orange sun blazing across
an ochre sky. Surreal? Well, yes. But also, not a
figment of artist Ernst Maass's imagination.
The scene, reconstructed from scientific ge-
ological data, goes back 20 million years. Be-
fore the Ice Age. Before the Big Melt. Back to
a time when the Alps were young and an inlet
from the sea wound through tfx area around
Lucerne. A time when mastodons (elephant
precursor%) ark] small rhinos roved ttx marsh-
es, having crossed the newly firmed land
bridges from Africa. Crocodiles sunned them-
selves on the river hanks, and flamingos
danced on the shcm s.
There were shellfish, starfish, predatory
snails and sea breams among more than a hun-
dred species of marine life. Fossilized ripple
marks on sandstone, once part of Lucerne's
sandy beach, and the perfect outline of a frond-
ed palm leaf found near the site of' the museum,
further testifies to a climate as balmy as that of
southern California. It was staggering to realize
the fossilized shells, starfish and hind track im-
prints I was looking at were millions of years
old. By contrast, and in terms of the earth's

chronology, our average human life span is a

urn's fascination is it's the actual site of a geo-
logical excavation. Originally a stable and a
ham stoxxd hen:, but in 1872 the owner, Joseph
Amain -Troller, while digging a wine -cellar,
stumbled upon a glacial pothole. Intrigued, he
asked geologist% to examine It.
To his astonishment, it was identified a% a
relic from the Ice Age. Further investigations at
the site revealed several huge glacial potholes,
the largest of which has a diameter of eight me-
tres, and a depth ol' 9.5 metres. I goggled as I
looked down into its maw. Like a gigantic
cochlea shell, the sides had been smoothed into
swirls by thousands of years of glacial moraine,
stones, gravel and melting ice.
Dribbling through swallow -holes in the sur-
face of glaciers, the debris would have been
churned under pressure and suckW into a pow-
erful down -spiralling vortex. Nestled at the hot -
tom of the pothole was a smoothly polished
'nock -none' which had resisted 200 X) vears of

quence which show -cased the formation of" the
Alps and the geological evolution of the Glaci-
er Garden area through the millennia.
On climbing to the second and third floxors.
I discovered to my delight that the museum
alu) displays memorabilia of old Lucerne -lith-
ographic prints, a model of the town as it
looked back in 1792, miniature Swiss cottages
and several rooms with antique furniture: a
Baroque bedroom with a baby's woxxden trun-
dlc-bed and a 16th century Renaissance buffet
complete with china and dining roxlm suite.
Tuckrd to one side of the Gardrns n a rusn,:
cottage which once belonged to the Swiss
Alpine Club. The spartan interior is enlivened
by a three-dimensional scene of a glacier dis-
piaved at one end of the room.

each other - which has the eflect of never-end-

Scott, and Councillor in the township of Uxbridge.
