It appears the new no -frills -

struck fear into the heart- of
some.
A few dozen residents called

However, some people, like
Irene Kock of Durham Nuclear

new bare -bones stvlc of the
brochure, which simply tells
people how they would find out

Brothers reunite after 30 years
PICKERING - Treats at
grandma's hoose and annual va-
cations to the beach as children
tare just some of the stories being
swapped at a Pickering horse
this summer as two brothers
who haven't seen each other in
almost 30 years enjoy a long-
awaited reunion.
Ray Witts of Pickering has
opened his home - and his arms
- to his brother Ken, who is vis-
iting from England for three
weeks. (Another brother also
lives in England.)
Though thetwo bear a strik-
ing resemblance to one another,
it wasn't Ray who first recog-
nized his brother. Instead, it was
his wife Elaine, who has never
laid eyes on her brother-in-law.
"We have so much to talk
about," says Ken, 74. "We've
been remembering the chocolate
us every
mime we visited tr grandma nthee bright:
yellow cakes she always made."
Ray, 72, agrees. "Inose were
the days. The whole family
would sit around the table and
play cards all night- On Christ -
tris Day, we would eat and eat
and eat all day long:'
Though Ken and Ray haven't
seen each other since 1970, they
always kept in touch though
regular phone calls, birthday and
Christmas raids, and letters.
But it's just not the same as
bang together.

cause people tend to lose them or
even throw them out as junk

He notes DEMO would like
to see changes that would make
the brochure a little less alarming
to people.
"We need something that
talks about nuclear safety;' he
says, adding the matter was dis-
cussed with the provincial au-
thorities but nothing could be in-
cluded in time to get the
brochure out.
Ms. Kock suggests that if
DEMO and EMO want to reas-
sure people, the brochures could
include a statement explaining
the% are sent out because provin-
cial emergency measures policy
requires it.
Mr. Smye notes DEMO does
consider the new brochure to he
an improvement over the last
one, because of its new and
clearer format. Otherwise, the in-
formation in it is only a little dif-
ferent from that in the previous
version.
Some changes have been
made in response to population
growth and there are revisions in
the traffic plan for possible evac-
uation. There have been alter-

People to evacuate to if necessary have

people near the Pickering station, and
Sir Sanford Fleming College. Seneca
College and York University for some
near the Darlington plant. The new re-

the growing population in the two
zones.
Mr. Smyc hopes people will read
and put away their brochure in a place
they'll be able to find it.
"Lox* at it- discuss it with family
members and make sure they know;'
he suggests, adding that discussion
also provides families a good opportu-
nity to talk about what they'd do in
various kinds of emergercies. not just
a nuclear disaster.
People within the zones who didn't
receive brochures can get them
though DEMO 143(12792). and also
by contacting their local municipal of-
fices or fire departments.
The brochures arc based on a new
nuclear emergency plan being drawn
up for Durham to EMO- Sonic issues
related to the new plan have not yet
been sorted out. One is the size of
the 'pri nary zone' within which a sys-
tem has to be in place that would alert
all residents of a nuclear crnagency
within 15 minutes, whether they were
indoors or outside. The daft EMO
plan designates a three -kilometre pn-
mary none, while Durham Region and
its member municipalities are de-
manding a 10 -km tone. Negotiations
on the matter reached an'lmpassc" in
December, reports Mr. Smye, and it's
expected the Province will respond on
the matter within a month or so.
As well, a new alerting system has
yet to be chosen to replace the old tele-
phone auto -dialing system, which
can't meet the new standard. Possibil-
ities include providing lungs such as
special phone or radio equipment to
residents that would alert them to an
emergency, or installing some kind of
siren system within the alerting zones.
Local municipalities will be consulted
as to what solution they would like to
see. notes Mr. Smye.

ed to go to the provincial cabinet for

E. A. Lovell public schools.
He notes senior students will be
housed on site in September while
younger pupils will be housed at South
Simcoe Public School until the mmova-
tions are completed in the new year.
The board's Adult and Continuing Ed-
ucation program will move into E.A.
Lovell Public School this fall.
The board "had some difficulty" N
Lakewoods and Quaker Village (in
Uxbridge) public schools because one
of the companies involved declared
bankruptcy, causing a two-week delay.
However, he reports the Quaker
Village project "is not too far off the
mark" while the renovation schedule at
Lakewoods Public School has been re-
vised. He notes the goal was to com-
plete the entire Lakewoods project in
January, but says "I kind of suspect it's
going to drag on into February."
All of the other projects "are doing
very well:' he says.
Earlier this spring superintendent of
plant services Jack Massie reported the
board was behind schedule on most of
the current projects that are under way.
But, given the good weather this sum-
mer, Mr. Evans says most are now not
far off the original target dates.

development.
"A non-residential DC is clearly
counterproductive to growth. We're
putting a burden on growth."
But. Ajax Mayor Steve Parish said
eliminating the commercial DC would
be, "compromising the financial needs
of the Region."
Having adequate infrastructure, in-
cluding good roads, is more important
to business when deciding where to lo-
cate than having to pay a commercial
DC, Mayor Parish added.
Expanding Taunton Road and Hwy.
401, and installing interchanges in
Ajax and Oshawa are "big ticket items
and cannot be afforded unless the Re-
gion has the money.
."there's no free lunch and every-
one has to pay their way. This is a fair
compromise."
Greater Oshawa Chamber of Com-
merce executive director Bob Mal-
colmson told Regional council the
staff recommendation to reduce the
amount of the commercial DC is "a
good start."
But, he added. "We stand by our
statement that significant increases or
the introduction of economic develop-
ment charges will further erode the Re-
gion's economic competitiveness, and
discourage employment -generating
land uses. The chamber feels strongly
that non-residential development
charges should not be charged.
"Business perceives this as a new
tax and our chamber members are
dead set against tax increases."
Darryl Sherman, chairman of the
Downtown Oshawa Board of Manage-
ment. pointed out there are properties
in Oshawa that have been vacant for a
long time.
Any development charge will be
taken into consideration when a new
development is planned. We have
enough problems and challenges in
our downtown without a development
charge;' Mr Sherman said.
If Durham was going to impose a
DC, the Region should consider not
imposing it In 'renaissance' or older
areas, he added.
Bob Owen, president of Roy
Nichols Motors in Clarington, said, "I
object to any charge or tax that puts us
at a competitive disadvantage in the
GTA. You should be looking at ways
to attract and not discourage invest-
ment."
Oshawa Mayor Nancy Diamond
sided with Coun. Nicholson in oppos-
ing the commercial DC. She said the
Region would collect more in property
taxes from a business locating in
Durham than in DCs.
"That's far titter for us than them
paying a development charge," Mayor
Diamond said. A commercial DC is
"very much accelerating us being a
bedroom community for Toronto."
Claringlon Mayor Diane Hamre in-
dicatcd other regions that have a non-
residential DC haven't suffered.
"Me communities that had it far
outgrew us. It's not a factor there and
it's not a factor here," she said.
Not charging a commercial DC
would he "detrimental to the Region as
a whole and particularly to our taxpay-
ers."
Scugog Mayor Dong Moffatt said,
"You can't run a business In Durham
Region unless you have a good road
system. You can't make the argument
this is a job -killer. It's a job -maker. It
improves the road system."
Also on Tuesday, the Region ap-
proved a residential DC of $8,545 for
a single detached home. effective Aug.
31 of this year.
The current DC for a single de.
tached tome is $7,308.
There will be no DC for industrial
or institutional development.
The Region had to have a new DC
bylaw in place by Aug. 31 or it would -

Local union negotiator aims for national deal with General Motors
BY 171IR117Y CHASE
Sarff ivrirrr
Mike Shields, the president of Cana-
dian Auto Workers Local 222 in os-
hawa, will lead the national union in its
contract talks with General Motors this
summer.
Mr. Shields was acclaimed as the
chairman of the CAW's negotiating
team for talks which opened Tuesday at
the Royal York in Toronto.
At a media conference following the
initial meeting with the company, Mr.
Shields said there are many issues in Os-
hawa this year, including grievances and
the Delph: battery plant operations.
"Many of our problems aren't a lot
different from the other locations," he
added.
National CAW head Buzz Hargrove
told the media he's optimistic about the
1991 round of bargaining, which opened
with Ford on Wednesday and will start
with Chrysler on 'Thursday.
"1 don't see any major issues that will
cause any of the corporations ...to dig
their heels in and say 'no way,"' he said.
"I'm optimistic we can do this without a
strike..,
He added he'll be picking the target
company atter Labour l3ay, with an an-
nouncement coming around Sept. 10.
He's currently favouring Ford but ad-
mitted that could chane by September
based on how talks gt r A ith all three cor-
porations.
The current threv year contract with
the three automakers ctpires Sept. 21.
Major issues in nt:g,mations will be
pensions for current and former employ-
ees, wages, time off Innn work and pro-
duction methods, he said.
In Oshawa, the CAW will be trying
to get a third shift in 'lie two car plants.
which, both Mr. Hargn ve and Al Green,
GM's head negotiatia noted have been
independently assessed as top quality.
highly productive planes.
Mr. Green, GM Canada's vice -press
dent and general director of personnel,
reiterated the important issues and
added the company is committed to im-
proving its relationship with the union.
Mr. Hargrove has consistently said its
relationship with GM is the worst of the
Big Three but on Tuesday noted a com-
mitment from Mr. Green to change
things.
Mr. Green slid there is "a sincere
recognition" on bath sides that a posi-
tive labour -management relationship Is
needed for the company and workers to
continue to build the highest quality ve-
hicles.
"I believe we owe it to the workers
...to build that kind of relationship," he
said.
He added much of the "tension" in
GM -CAW dealings has come from the
restructunng the company had to do in
the last 10 years to remain competitive
in Canada. The company had a 31 -per-
cent market share in the first half of this
year, he added.
GM is stiff looking at restructuring
and Is committed to finding the best
sources for its operations.
More in-depth talks at the local and
national level now begin and will con-
tinue over the next few months.

More hospital funds
right prescription
Province must cough up extra
cash for full-service hospital
The latest provincial grant to our local hospitals should
serve as yet another injection to cure what's ailing the health
system designed to serve Ajax and Pickering residents.
A one-time allocation of $912,929 has been made by the
Ontario Ministry of Health to the Rouge Valley Health Sys-
tem (RVHS). which includes both the Ajax- Pickering Health
Centre and the Centenary Health Centre in Scarborough.
How the extra money will be split between the two sites has
not vet been determined by RVHS, which is one of I I ho %pi-
tals in the 905 arca sharing a total of 513.5 million in this
round of growth funding from the Province.
The special funding is the latest in a series of growth allo-
cations received individually and collectively by RVHS's two
amalgamated hospitals in recent Zear%. in recognition of the
high level of population growth in the area they serve. In the
past. these allocations have first been given as one-time
grants, and have then been incorporated by the ministry into
the hospitals' annual operaung budgets.
It's incumbent on the Health Ministry to roll this money
into the local health system's annual budget so that the two
hospitals serving Ajax and Pickering resident.% have those
funds every year It was the Province, after all, which en-
dorsed a recommendation by the Health Services Restructur-
ing Commission to close Whitby's general hospital and there-
by increase the number of patients likely to use the Ajax -Pick-
ering Health Centre.
It did so at a time when the hospital here is already under
a great Ileal of pressure to serve the health needs of an over-
expanding Population. And. terc's no sign that the growth in
Ajax and Pickering is likely to slow any time soon.
Qucen's Park is rcpon4y working on a hospital funding
formula that recognizes growths, after yours of failing to take
into account the fact that the population of some areas was in-
creasing at a greater rate than other districts. That's the reason
Durham and other high-growth regions in the Greater Toron-
to Area have fallen behind when it conies to health-care fund-
ing. The new formula will he welcome. but the Health Min-
istry must also provide GTA -905 -area hospitals such as Ajax -
Pickering with catch-up funding that will place them on an
even f'oxxing with hospitals elsewhere. It will rot be enough
to simph, apply a growth formula to a fording base that is too
low to tstgm with.
In addition to the closing of the W'hithy hospital and an in-
creasing population, the Ajax -Pickering Health Centre is also
dealing with the increased casts associated with moving in the
direction of becxrrung a full service hospital, as was also rec-
ommended by the Health Services Restructuring Commis -
Though the money needed for all these changes seems to
be coming in little dribs and drabs, it appears the Health Min-
istry is on the way to setting the situation right. Let's trope it
frrushes the job completely, and sown.
More power to merger
Hydro amalgamation a win-win
for customers, taxpayers
It's true that politics makes for strange bedfellows.
Such was the case recently when three mayors with Lon-
trawing approaches to politics and equally contrasting issues
to deal with in their communities signed off on a merger that
will create one hydro -electric utility for all three towns.
The three towns - Pickering, Ajax and Clanngton - will
now have one utility to serve custorners in their respective
areas. This deal creates the 10th largest hydro utility in On-
tano. with 60.000 customers and about 100 employees.
And this newer, larger utility will he in a position to pro-
vide more competitive rates and more efficient services to its
customers than the existing, individual utilities can.
It's an important step in the evolution of municipal struc-
ture in Ontario. Credit is due to the three town councils which
recognize the need for economies of scale, the elimination of
service duplication and more efficient delivery of, in this case,
electrical power.
Pickering Mayor Wayne Arthurs, whose fellow Town
council members have led the charge for service mergers with
Ajax, perhaps summed it up best after the deal to create the
large new utility was sighed at a ceremony at Ajax's Deer
Creek Golf Club. "It's a historic day for hydro in many ways.
It's a larger and stronger utility that will service the existing
customer base, but grow the company in many ways."
His Ajax counterpart, Steve Parish, who's resisted amalga-
mation with Pickering, was positively glowing. The merger,
he said. "maintains the utility in public control. The shares
will be owned by the municipalities and that will bring rate
stability. It's a win-win for the utilities, the ratepayers and the
users
That kind of language bodes well for Pickering - and its
citizens - as civic leaders here and in Ajax continue informal
Wks in a variety of areas regarding service mergers and the
further elimination of duplication.

McGuinty on the attack
Liberal leader's strategy seems to be:
The best defence is a good offence
Liberal leader Dalton McGuinty
appears to have taken one of those
courses on how to be assertive —
the son that run ads to attract stu-
dents showing a picture of a bel-
ligerent Mrs. Thatcher.
Or maybe no one has told the
Liberal leader the election is over,
because he has yet o let up on
using fighting words.
McGuinty lost to Progressive
Conservative Premier Mike Harris,
who won a second majority, and
most losing leaders say humbly
they accept the verdict of voters and
even wish the victor well in a diffi-
cult task or, if defeated badly, talk
of resigning, and virtually all hiber-
nate for a few weeks.
McGuinty has done none of
these things. He has one major dif-
ference in that he was not beaten
badly, because he increased the
Liberals' share of the vote from 31
to nearly 40 per cent and gained
five seats.
His aggression stands out also
because of its contrast o Harris,
who used to be noted for picking
fights, but claimed after the election
he is willing to talk and listen to
even those who opposed him.
Harris may merely he posing as
kinder and gentler and will need to
prove he is listening by changing
some policies, but at least his most
aggressive thrust since the vote has
been to cut a chocolate cake to
mark a tax cut.
McGuinty sound% as if he has
not left his campaign bus. He
warned Harris not to view his 45
per cent of the vote as a mandate to
bang in more right-wing policies,
although few recent governments
Eric
Dowd
ens Park
have had such high support.
McGuinty said he will lead the
fight on behalf of the 'overwhelm-
ing majority of residents who voted
against Harris.'
The Liberals leader scoffed
some are inclined to say that we
can expect to see a new Mike Har-
ris, kinder and gentler, but I don't
believe it.'
He said he knows the prettier
from sitting opposite him in the leg-
islatt.re and 'Mike Harris is Mike
Harris is Mike Harris.' m
McGuinty said he expects Has
will try to make new cuts in health-
care and education and continue
borrowing so he can cut taxes and
hew ill fight him on these.
McGuinty threatened to provide
against Harris 'the very best oppo-
sition that any opposition party has
ever put forward.'
When Harris announced a big-
ger post-election cabinet. McGuin-
ty sneered it was 'more people to
cause more damage.'
the Liberal leader marched in
to annual Gay Pride parade in
Tonnto, said this showed his On-
tan- includes gays and lesbians and
trunled Harris to join and prove his
als ,s 'truly representative and in-
chin -
ch -e.' Harris is no more likely to
miaftlt in a gay parade than he is in
a union tally.
McGuinty named Sandra Pu -
patello as deputy leader, promoting
his most consistently aggressive
MPP who once said intemperately
Harris is like Adolf Hitler in that
both profess to love referenda to
solve issues.
McGuinty also showed some
pugnacity toward 'his own party
when he warned somewhat arra
gantly he 'will not tolerate any ex-
cessive introspection, navel -gazing
and miring ourselves in the past,'
meaning how he ran his campaign.
Many parties automatically review
a leader's post after losing an elec-
tion.
McGuinty has become agg es.
sive first because he appears to
have been thoroughly cheered and
exhilarated by the support he got in
the election.
He gave Harris a closer race
than most expected. The results
showed him and others he belonged
in the same ring which many doubt-
ed, and he sounded more confident
oddly on election night after his
loss than he ever did in the cam-
paign. The results made him realize
he is a strong contender.
McGuinty also needs to look ag-
gressive to show he is leading his
party with vigor and stifle thoughts
of replacing him which usually
exist in any party after a defeat. He
recognizes the best defence is at-
tack, which means attacking Harris.

I fought the (by)law
Yes, you can fight Town hall ordinances. Sometimes, you must be very patient.
But, don't even bother taking on your neighbour's King Kong lawn ornament
BY MARIANNE TAKACS
Stuff Writer
PICKERING - Maybe you own a
home here you'd like to sell, but it's on
what's turned into a busy street over
the years and you'd like to see it re-
zoned for commercial use because oth-
erwise it will be nearly impossible to
find a buyer.
Or perhaps you live on a narrow
street that's always so clogged with
parked cars you can hardly drive to
your own home, and you'd like park-
ing prohibited on the road.
Or maybe your neighbour has a 15 -
foot plaster statue of King Kong on his
front yard and you'd like the Town to
pass lawn ornament regulations that
would compel him to get rid of the
thing.
Well, here's hoping you're a patient
soul because whatever changes you
want to Town of Pickering bylaws,
chances are it's going to take a signifi-
cant amount of time, if it happens at
all.
If it's a rezoning you need, that will
fall under the provincial Planning Act
and require a detailed application, con-
sultations, reports. notifications and
council approvals, as well as some
money.
"It should only take six to nine
months to go through, for a simple one,
when there are no objections or any-
thing," says Pickenng clerk Bruce Tay-
lor. However, he adds, if there are ob-
jections and complications such as re-
quirements for various technical stud-
ies, the rezoning process can take
years.

application fee of $800. That applica-
tion is then circulated for review and
comments from planning department
staff and relevant outside agencies
such as the Ministry of Natural Re-
sources. Toronto and Region Conser-
vation Authority and kcal school
boards. Once all the comments are in,
the department prepares an informa-
tion report on the application.
Town staff `follow the
intent and spirit' of
the Planning Act
Then a statutory public information
meeting on it is scheduled and notices
explaining the application and stating
the time and location of that meeting
are sent to everyone within 120 metres
of the property in question.
"No matter how simple or compli-
cated (the application) is," notes Mr.
Taylor, "it follows this process."
Under the Planning Act, notices of
the public information meeting are
supposed to be sent out within 30 days
of the application being received. but
that deadline is rarely met. It's difficult
to do, explains Mr. Taylor, because
Town staff have to wait for responses
from all the commenting agencies and
there's usually a lot of information to
gather and put together into a report.
The clerk sjvs the notices arc usually
sent out within close to 30 days
though.
"We follow the intent and spirit of
the act." he says, explaining the pur-
pose of the time limit is to ensure mu-
nicipalities don't delay applications
they may not like.
At the public meeting, planning de-
partment staff provide a brief presenta-
tion on the application and citizens and
the applicant are then given a chance to
comment on it.
Based on the meeting and other
comments and information they have
gathered, planning staff then prepare a
report to Town Council. usually either
recommending approval of the appli-
cation, approval with amendments or
refusal. There's no time limit on this
pan of the process and how long it
takes usually depends on staff work-
load and the complexity of the applica-
tion.
The staff report then goes to coun-
cil's executive committee, with 10
days' notice of the committee's meet-
ing to deal with the application going
to all those who have expressed an in-
lemst in it at the public meeting or an-
other point in the process. Member of
the public can comment on the applica-

tion to the executive committee.
Whether executive committee rel
ommends approval or not, the applica-
tion is forwarded to council, though
the committee can defer it for things
like more infoxmatioo, public comment
or clarification of issues. There is no
time limit here either.
Wlxn die rezoning application gets
to council, members of the public may
speak on it again.
If council does approve the applica-
tion. notes Mr. Taylor, it usually im-
poses conditions which must be ful-
filled before the rezoning is granted,
such as requirements for certain guar-
antees or technical studies.
"Once all those conditions are ful-
filled, a bylaw will come to council to
implement the rezoning," says Mr.
Taylor. Members of the public have an-
other chance to comment when the
bylaw is passed, and it has to be circu-
lated again to everybody who ex-
pressed an interest in being notified.
Then there's a 20 -day period dunng
which the new bylaw can be appealed
to the Ontano Municipal Board. If
there's no appeal• the rezoning goes
into effect. If it is appealed, there's a
whole OMB process to be gone
through.
Bend ear of officials
for parking changes
There is a-hortcut through the re-
zoning process. however. if the change
you want is very small - for example. if
you want to build an addition to your
house that will he set back only 29 feet
from the rear lot line where a minimum
304bot setback is required by the ex-
isting zoning bylaw. You can apply to
the Town's committee of adjustment
for a -minor variance' to the bylaw.
"A minor variance is generally any-
thing considered to he within five per
cent variance of the zoning bylaw," ex-
plains Mr. Taylor.
Getting the parked cars off your
street may be a simpler process, but the
bylaw you want may be even harder to
achieve. Parking falls under the Mu-
nicipal Act and that act, according to
Mr. Taylor, doesn't provide much de-
tail about how bylaws relating to it
should be changed.
"There are no rules governing how
they to be considered by council:'
he says.
You can't make a formal application
for a non -zoning bylaw change. What
you can do is try to persuade Town
,gaff or a member of council to propose
the change you want. Mr. Taylor notes
o lot of parking bylaw changes are gen-
erated by residents sending a letter to
gaff.
Whether the proposed change
_ omes from staff or a councillor, it usu-
i ly goes first to executive committee
x consideration - where it can be re-
ccied, deferred. referred. tabled and
therwise delayed, or recommended to
.ouncil with or without changes. If
-Mere are no delays. it usually goes to
.council the next week
Just leave King Kong
alone, OK?
At both council and executive com-
mittee, members of the public may. if
they have registered with the clerk or
received special dispensation by a vote
of councillors, comment on the pro-
posed bylaw change. If your neigh -
hours have small garages, short dnve-
ways and/or lots of cars, they may per-
suadc councillors to scrap the parking
ban you thought you had them con-
vinced was a great idea.
If the bylaw change you want is in
an arca such as property standards,
road closures or signs, there's a further
complication. Before making any

must provide 30 days notification to
the public of the change being consid-

local newspapers.
As fix getting nd of the King K,ng

forget it, according to Mr. Taylor. A
Town can only pass bylaws in areas
where it is granted authority by the
Province through legislation such as
the Municipal Act or Building Code
Act. There's no such legislation cover-
ing lawn ornaments, he explains, and
property standards can only be im-

Persistence pays off for home business group
BY MARIANNE TAKACS
Siqff Writer
PICKERING - Persistence is the
key to getting a Town bylaw changed,
ac. ording to Brian Spencer.
Mr. Spencer should know. The local
accountant and president of the
Durham Homeprereirs was tireless in
his efforts to persuade the Town of
Pickering to adopt a home business
bylaw that in effect reversed existing
Town bylaws under which home busi-
nesses were illegal. It took two years.
"It was two steps ahead, one step
back;" he recalls. "You'd think you had
someone agreeing with you and then
they didn't agree."
The effort to change the bylaw was
driven by the fears of Durham Home-
preneurs members that they would be
individually ordered out of business if
the Town discovered their existence.
recalls Mr. Spencer.
"We wanted to operate out of our
homes but there were bylaws existing
all over saying we couldn't."
The situation was particularly des-
perate at the time for some, he adds.
because of the recession and difficulty
in finding other employment or paying
for an outside office. Computerization
had also made home business more
practical and less intrusive to neigh-
bourhoods.
Mr. Spencer first contacted Picker-
ing's co-ordinator of economic devel-
opment, Joan Alf ev. and asked if she
could get him copies of home business
bylaws from other municipalities
across Ontario. She did and he and
other members of his group began por-
ing over them to see what they were
about and what could be borrowed
from them.
With the help of his law -student
son. Clayton Spencer, the group then
drafted a proposed bylaw for Picker-
ing. They presented it to Ms. Alfrey.
who passed it on to the planning de-
partment. Several meetings were held
with planning staff to discuss the pro-
posal, and it was also at this time the
Durham Home and Small Business As-
sociation joined the effort.
The planning department arranged
public meetings where residents got
the chance to have their say on the
issue, as well as home business opera-
tors. Problems were raised and dis-
cussed. While the planning department
fine-tuned the bylaw, Homepreneurs
and DHSBA members lobbied council-
lors.
`We had to talk to each of the coun-
cillors and go through each of those
problems."
The bvlaw made it to executive
committee and then council by lune
1997, when it was approved in princi-
ple but sent back for minor changes. It
came back to council in January 1998
but was sent back to staff again before
Finally coming back and being ap-
proved in March.
"Getting the new bylaw took a lot of
lobbying and effort;" says Mr. Spencer,
and he advises anyone trying anything
similar to talk to everyone who'll lis-
ten, be reasonable and stay the course.
"At the first -no', don't hide away.

When 1 saw my eight -week-old
grandson wearing sunglasses, my first
thought was that it was a cute, but un-
necessary novelty. However, the real-
ity is that today's young mothers now
are placing sunglasses on their babies
so they get used to them before the
age when they tear things away from
their faces. The necessity of this is to
protect children's eyes from the sun's
ultra -violet rays, which are becoming
more of a problem due to the deplet-
ing o/one layer.
The irony is that we have both the
knowledge to devise ways to protect
ourselves as well as the knowledge to
create less greenhouse gases. Smog
and traffic are pan of the problem yet
many parents often choose to drive
short distances, refuse to carpool, idle
a car to keep warm in winter or cool
n summer, and use the two-stroke
power lawnmower as well as non-es-
sential motors such as weed whackers
and leaf blowers whose motors send
out 30 times more chemicals than a
vehicle. Politicians opt to spend mil-

Nobody knows more about how to operate electrical utilities than we do.
We've been keeping the lights on in Ontario for 90 years, working with
municipal utilities across the province.
Our members are proud of the role we've played
in making Ontario's electrical system one of the
most dependable in the world. We've fought
for years to keep hydro rates low. And we're
very good at identifying ways to improve the
organizations we work with so they can be more
effective and serve their customers better.
That's why we support the introduction of
competition into Ontario's electrical market.
And that's why we support the
plan to amalgamate the utilities in
Clarington, Pickering and Ajax.
The stronger amalgamated utility
will be better able to meet the
needs of this fast-growing part of
Ontario.
That's important to the men and
women who work at the utilities

Pickering

BY AL R1VF77
Sports Editor
PICKERING — A Pickering
golfer I% hoping for another success-
ful tournament in Barrie this week
after placing a respectable seventh at
the provincial showcase in Port
Hope last week.
Raffi Aghagulian, 17, will tee it
up today at the American Junior
Golf Association's Lucent Junior
Tournament at the Horseshoe Valley
Golf Course in Barrie. Second and
third -round action goes Thursday >/ 1 ^ ,
and Friday. / It +
Aghagulian finished Ifhh at the
same event last year and feels atop -
five finish at the Ione A1GA stop in
Ontario is within his grasp.
"I just want to play well and play
within myself. I think I have the
ability to come in the top five, deft- WOMMORM
nitcly;' says Aghagulian, who's been
golfing competitively since age 12.
As the Horseshoe Valley course
has many short holes, the ability to
play well with irons is the key to the
event, he notes. -h requires a lot of
accurate, iron shots.'
Aghagulian was extremely
plca%ed with his seventh -place
showing at the ATXcT Canada On-
tano Junior and Juvenile Champi-
onships which concluded Friday at
the Dalewood Golf and Curling
Club in Port Hope.
Representing his home Cedar
Brac Golf and Country Club, Agh-
agultan shot a 72 in the fourth and
final round to finish with a score of
260, six over par. He finished 14
strokes behind winner Matt McQuil-
lan of Kingston who completed the
tournamcnt with an eight under 276.
Aghagulian started the champi-
onships with an opening -round 69,
good for a three-way tie for the lead.
But, the second round was not as
kind as he finished with a wore of
75 and slipped to 10th place on the
leader board.
*
'There were a couple holes that I
didn't quite take advantage of;' he
says of his second -round play. -On
those occasions, 1 didn't drive the
ball well and it kind of eliminated
my chances of making a par."
However, he regrouped to shoot a
74 in the third round to move up a
notch to ninth place, then continued
to play well in the fourth round to
place seventh overall, two shots be-
hind sixth-place Tim Ash of Toron-
to.
He notes that this year's provin-
cial junior event was a very compet-
itive one on a course which featured
several long par four holes and ex-
tremely fast greens. The field also
featured the best 158 junior players
(aged 16 to 19 years) and juveniles
(14 to 16) in the province.
"Definitely, it attracted all the
best junior and juvenile golfers
around:' he says.
Last year, Aghagulian finished
19th overall in the combined junior -
juvenile field, but ended up in first
Place in the juvenile division at the
Ontario championships.

AJAX — An Ajax young-
ster has wrapped up an out-
standing season of gymnastics
in fine style by winning several
medals at the Canadian Nation-
al Rhythmic Gymnastics
Championships in Montreal.
Mary Sanders, 13, captured
three gold medals and two sil-
vers in the junior division at the
national championships July 1
to 4. She placed first in the
rhythmic gymnastics disci-
plines of clubs, hoops and balls.
She won the all-around silver
for the junior category and a
silver for her second -place ef-
fort on rope.
A member of the Ritmika
Rhythmic Gymnastics Cluh of
Toronto. Mary was pleased to
do so well at Canadians- the
third time she's competed at the
nationals out of the four years
she's been training in the sport.
"Everything went well;'
says Mary. matter-of-factly.
Her impressive performance
culminated her most successful
season in the sport. Earlier in
the year. Mary competed in the
Coupe d•Opale in Calais,
France against an international
field of rhythmic gymnasts.
There, she finished fifth overall
in the junior category and
brought home two bronze
medals in the finals of the rope
and clubs routines.
When a new season begins
in the fall, Mary is slated to
compete for Canada at the
Aeon Cup in Japan in late Oc-
tober. Again• she'll face a
strong international field of
competitors.
Even though the summer is
considered the off-season for
rhythmic gymnastics. Mary.
who'll enter Grade 9 at St. An-
drew's Junior High School in
York Mills this fall, is still
training hard, spending each
weekday at the Toronto facility
under the watchful eye of
coaches Ludmilla Dimarma
and Mimi Masleva.
Competing on the national
and international stage is a long
way from where she started as a
novice in the span four years
ago. Mary notes she has re-
ceived good coaching which
has helped bring out her 'natur-
al' talent in the sport.
"The coaches have always
said that I have a natural ability
in gymnastics:" she reports.
"But. 1 am surprised that I'm
doing so well without not so
many years of training.-
Of
raining"Of all the disciplines in
rhythmic gymnastics. Mary
says her favourite is club rou-
tines. Clubs, much like howling
pins, are a new apparatus for
her.
"When I was in novice. I
didn't get to compete with
clubs:" says Mary. • Ws new,
