The Durham District School Board has long been recognized as a leader in the area of anti -racist ed- ucation, boasting programs such as the STAR (Students Together Against Racism) Camp and the an- nual Best Practices in Anti -Racism Fair as evidence of its commitment to promoting ethnocultural equity in schools. And, as the board moves to in- clude a prayer or inspirational mes- sage during the morning exercises in schools here, some view that de- cision as another step toward elimi- nating discrimination and promot- ing respect for others. " lt's a great idea;' says Hindu Priest Ravi Prasad Sharma of the Satya Sanatan Dharma Cultural Sabha in Pickering. He believes the initiative will he "beneficial" to all pupils and will provide students "a chance to learn about religions". But, given the diverse religious makeup of Durham Region, there are those who believe prayer has no place in the public school system and view the board's decision as a move that could alienate students because of their beliefs. " I just think that including prayer in public schools is a terrible thing really," says Alex Hopley, an Oshawa resident and member of the Humanist Association of Canada. He maintains students will be em- barrassed if they are forced to opt out of daily prayer. Still, others warn trustees must take great care to ensure the read- ings selected for use in schools ac- curately reflect the multicultural makeup of Durham's population. It's all she can think of to do after her eight-year-old grand- daughter, visiting from Belleville, was injured as a result of some ob- viously malicious vandalism in Mitchel Park behind Bayview Heights Public S,--h(x)i. "She was playing on the mon- key bars and somebody had glued broken glass to the bar," says Mrs. Giroux. The girl, Jody Norman, suffered only relatively minor cuts but had to be taken to the doctor to get bits of glass removed from her hand. There will be a minimum charge of $2 per vehicle for all materials delivered for disposal, except for dedicated loads of Blue Box materiais and Household Hazardous wastes. These special materials must be delivered as a separate load in order to be exempt from the $2 minimum charge. The $2 minimum charge will apply to all vehicles, including cars. Man busted after photo lab exposes childporn p BY STEPHEN SHAW Staff Writer An unemployed 36 -year-old man AJAX - An Ajax man is charged with sexual assault and making child pornography after semi-nude young girls were filmed and photographed while they were asleep. Acting on a tip from an Oshawa photo lab, Durham Regional Police sex- ual assault unit detectives obtained a warrant to search a home Wednesday. They seized a camera and "a number of photographs depicting partially clothed girls between 1 I and 18 years of age," said Sergeant Jim Grimley. Police also confiscated from the resi- dence approximately 200 videotapes, a camcorder, cassettes and several articles of girls' underwear, Sgt. Grimley said. He said the lab alerted detectives June 30 after developing photos of girls that appeared to have been taken while the subjects were asleep or unconscious. "It looked like the females were being posed for the photographs so the lab employees became concerned." Sgt. Grimley said. Chlorine gas leak forces Petticoat Creek pool closure PICKERIING — There's one less place in the community to cool down during the current heat wave following .the closure of the pool at Petticoat Creek Conservation Area Wednesday morning as the result of a chlorine gas leak. Bathers had to be evacuated from the swimming facility around 11 am. after the leak was discovered by stats in a line taking chlorine from a chlorinator to a filter tank, explains John Swick, zone superintendent for the Toronto and Region Conservation Authority, which operates the park and pool. 'lice chlorine gas dissipated within an hour and there were no illnesses or injuries from it, but the chlorinator was sent to a lab and the pool had to be closed. The park was also evacuated and closed for the rest of the day. "For public safety we want to get this equipment tested to find out exact- ly what went wrong," said Mr. Swick. While the park reopened Thursday, it's expected the pool will be still closed Friday and may be reopened Saturday. And looking back at the 1998-99 school year, there are clearly many rea- sons to celebrate the young people in Durham. Take, for example, Nicole Gerroir and Jason Alexander. The two pupils, who graduated this year from St. Mary Catholic Secondary School in Picker- ing and R. S. McLaughlin Collegiate and Vocational Institute in Oshawa, were recently named as recipients of the 1999 Terry Fox Humanitarian Award. The fact that two Durham students were included in the group of 20 na- tionwide winners, out of more than 650 applicants, is quite a feat in itself. But, it's the humanitarian worst dis- played by both students and their com- mitment to their communities that's truly inspirational. The region's four student trustees also left their mark this year. Leanne Morrison of Pickering and Gavin Stan- ley of Port Perry set the standard for those who'll follow as student repre- sentatives on the Durham District School Board, while Julie Ann Wonna- cott of Oshawa and Serena Schwab of Pickering were a valuable asset on the Durham Catholic District School Board. Student leader Deb Thompson, a 1999 graduate of Oshawa's R. S. McLaughlin CVI, worked hard to rep- resent area pupils as the president of the central east region of the Ontario Secondary School Students' Associa- tion last year. And, she wa; influential in bringing about a student senate that will serve to improve the lines of com- munication between public high schools throughout Durham and be- tween the students and the board itself. In Ajax, Archbishop Denis O'Con- nor Catholic High School students Jamie Smrke and Candace Liburd also demonstrated a commitment to their school and to the larger community. With the support of his family and friends, Jamie, a Grade 11 student, launched a new school newspaper to inform pupils of the ongoing education reforms. Candace, who is currently spending a month working with chil- dren in Guyana, continues to promote anti -racism and ethnoculttual equity in her school and her town. And, there's Sheri Parker, a Grade 10 Pickering High School student who's in Philadelphia this week for the World Leadership Congress sponsored by the Hugh O'Brian Youth Leader- ship program.' However, such edu- cation should be as an anthropol- ogist would study it, not as a par- ticipant. Forcing an atheist to partici- pate against conscience is Offen- sive and contrary to basic human rights recognized in the Charter of Rights. Theists seem not to understand this that freedom of conscience goes to core psychol- ogy. Perhaps an analogy would help them. Sexuality also goes to core psychology. No doubt schools should expose children to homosexuality at an early age to promote understanding and tolerance. However, learning ABOUT homosexuality is one thing— forcing all boys to kiss each other for five minutes each morning is another. The former promotes freedom of con- science; the latter infringes it. Atheists are a -theist for a rea- son and the Charter is meant to protect their right to live with unviolated spiritual conscience. However, like several area minis- ters, she feels prayer may not be the answer if trustees are looking for a way to instill morals in students and lessen violence in schools. "I don't think prayer or reflection is magic," says Prof. Bowman. Soci- ety "needs to look at a way of foster- ing an atmosphere in the schools that is respectful of everyone who's there ... Is it really possible to do this? I don't know. It needs to be done careful- ly and respectfully." The public school board has formed committee to develop a resource booklet prayers and readings reflecting the mull lural makeup of the region. That comm expected to report to trustees this fall. And, committee member Roland Rutl stresses the need for "a very inclusive proach" to the issue of prayer in the schwi .Nyb- tem and says all enthnocultural, religious and linguistic groups in Durham need to be includ- ed in the process. "I think it's important students do know about other religions and have a knowledge of them," the Ajax resident says. "I think it's a very positive thing." The long-time member of the Baha'i faith is representing the Baha'i community on the school board's committee. - --- "From a Baha'i perspec- tive ... we are obviously in ap- proval of promoting different religious teachings with the school board. We don't think it should focus on Christiani- ty... Mr. Rutland notes the Baha'i community was involved in developing a similar resource ROLAND guide for use in Toronto RUTLAND schools and says the prayers selected during that exercise were universal in nature. Mary Labaj, president of the Multicultural Council of Oshawa Durham, says she would like to see the board develop one prayer that students could recite daily. She feels that approach could be more "meaningful" for pupils rather than simply lis- tening to a different prayer or reading each day that may not have much impact. However, she notes the board would have to ensure the prayer was not specific to any one re- ligion. "Durham Region has changed so much. We have so many different faiths here. The di- versity is incredible." " Iirere is tremendous opportunity in reading some spiritual or sacred readings to the children every morning," says Reverend Glen Eagle of Claremont United Church. "They do not have to be from the Bible, nor do they need to be v - 1Lnnsuan. But they need to allow the children to realize there is a spiritual side to life. "Readings from poets, authors and all reli- gions, can be a great asset when the child grows to the age where they realize there is more to life than a paycheque," he adds. Rev. Eagle says the school board has a "great responsibility" in ensuring die multicul- tural makeup of Durham is represented through the readings selected. "Ibis cannot be a time to force anyone's point of view on school chil- dren. It is a difficult task to come up with a book of suitable readings." The minister, who recently took part in a provincewide ad-hoc committee called the Ec- umenical Study Commission, reports that group spent "over three years creating such a book to be read in schools." He maintains "a time of silence would be of value". But, "A spoken prayer has a lot of red flags for me." Glenn Ronson, youth pastor at Calvary Bap- tist Church in Oshawa, also has some concerns. "You can make someone pray but it doesn't necessarily make them a believer," he says. "I'm not one who would encourage forcing people to pray. If people don't have a belief, then forcing people to pray is hypocrisy." Pastor Ronson is quick to add he's not against the idea of including prayer in schools' morning exercises, but says the concept of forc- ing students to pray does not come from "a bib- lical standpoint". He says, "A prayer that speaks of or teachers moral responsibilities that we as humans have, that could have an influence (on students)" Pastor Ronson says some people's claims that prayer will lead to less violence in the school system "seems like a simplified answer. I think the problem is a spiritual problem, but I don't think the solution is forced religion. That oo much Irke the Inquisition ... He adds if the readings and prayers reflect the multicultural makeup of the region then the messages will "cater" to all students. Mobeen Khaja, president of the Progressive Muslims of Ontario, agrees the board's initia- tive is a positive move. "We are going to support this as long as our faith is represented or included," says the Ajax resident, who has been invited to represent the Islamic community on the school board's commit- tee responsible for develop- ing the resource booklet. But, Mr. Hopley says, "Church and state should be REV. GLEN entirely divorced from one EAGLE another." He explains, "Humanists basically believe in rational things. Things that are irrational, hu- manists have no interest in. All religions are re- garded as irrational by humanists." And, although there are only about 25 mem- bers of the atheist group in the Oshawa area, he notes more than three million people across Canada have no religious affiliation. He recalls when his four adult children went through the public school system they opted out of prayer, which can be "an embarrassment to a kid ... Our kids weren't ostracized but it made them uncomfortable. I just don't think kids should be put in that position." Asked if he'd back the reading of an inspira- tional statement with no religious affiliation, Mr. Hopley says, "If it was just a philosophical (reading) it would be fine ... but I don't know if they could actually keep religion out of it." School. prayers change.with.society As -the face of religion has changed in Ontario, so to has the legislation governing the use of prayer in our public schools. Not long ago, public school stu- dents recited the Lord's Prayer in the classroom on a daily basis. But, that practice carne to an end in the late 1980s when the On- tario Court of Appeal struck down subsection 28(1) of regulation 262 of the Education Act. In 1988 the court ruled public schools would no longer be allowed to open or close the schoolday with religious exercises that gave "primacy" to a particular faith. And, in response to the ruling, the Ministry of Education issued a policy memorandum regarding opening and closing exercises in public elementary and secondary schools in January of 1989. That policy states, "Ibe purpos- es of opening or closing exercises are patriotic and educational. Such exercises are intended to nurture allegiance to Canada and to con- tribute to the social, moral and spiritual development of the pupils. "Contributing to the social, moral and spiritual development of pupils includes reinforcing the positive societal values that, in general, Canadians hold and re- gard as essential to the well-being of our society. These values tran- scend cultures and faiths, reinforce democratic rights and responsibili- ties, and are based on a fundamen- tal belief in the worth of all per- sons„ On the topic of readings being included in opening or closing ex- ercises, the government's policy clearly states that those readings "must fulfill educational purposes. Since the social, moral and spiritu- al development of Canadians has roots in many religious and philo- sophical traditions, readings must be drawn from a variety of spiritu- al and secular sources representa- tive of our multicultural society. Prayers, including the. Lord's Prayer, may be included, but only as readings. . *' lire collective recitation of a specific reading from a particular religious tradition can no longer be permitted, as such a practice is not in accordance with the Canadian Charter of Rights and Freedoms." The policy also notes- that schools may include a period of si- lence for personal reflection or in- dividual silent prayer. We're a mixed bag of religions Durham residents put their faith in many gods Although the majority of Canadi- ans are either members of the Catholic or Protestant faiths, the country's reli- gious makeup has become increasing- ly diverse in the last few decades, ac- cording to Statistics Canada. The government organization, which gathers information about Canadians through a national census every five years, also collects popula- tion by religion data through census questionnaires. Information on the re- ligious makeup of the country, which was last collected in 1991, is included in the national census every 10 years. And, in comparing figures from 1991 to those 10 years prior, it's clear the religious makeup of Canada's pop- ulation is becoming more multicultur- al. While the Catholic faith, followed by the Protestant faith, continued to make up the greatest proportion of Canadians in 1991, that 10 -year span also saw an increase in those who are Islamic, Buddhist, Hindu and Sikh. The country's population grew to 26,994,045 in 1991 from 24,083,495 in 1981 with 45.7 per cent of the pop- ulation described as Catholic; 36.2 per cent as Protestant, and 12.5 per cent, or 3.3 million people, with no reli- gious affiliation. Members of the Is- lamic, Buddhist, Hindu and Sikh com- munities, which accounted for only 1.2 per cent of the population in 1981. more than doubled to 2.6 per cent in 1991. The face of religion in Durham has also changed over the years. In 1971, the area now known as the Oshawa Census Metropolitan Area, which included Oshawa, Whitby and Newcastle at that time, was predomi- nantly Catholic and Protestant. And although the same is true today, other religions are gaining numbers here. According to Statistics Canada, the Oshawa CMA had a population of 118,885 in 1971 with 36,385 members of the United Church; 32,006 Catholic; 17,885 Anglican; 6,812 Presbyterian; 5,235 Baptist; 2,380 Lutheran; 1,995 Greek Orthodox; 1,820 Ukrainian Catholic; 1,775 Pen- tecostal; 1,235 members of the Salva- tion Army; 435 members of the Jew- ish faith; and 60 Mennonites. Another 5,600 people fell into the "other' cat- egory and 4,955 had no religious affil- iation. By 1991, the population in the area had grown to 238,025 with 67,270 Roman Catholic; 51,355 United; 33,285 with no religious affiliation; 28,885 Anglican; 17,955 other Protes- mt; 8,690 Presbyterian; 6,730 Bap- tist; 5,620 Pentecostal; 3,140 Luther- an; 3,135 Eastern Orthodox, 1,925 Salvation Army; 1,425 Ukrainian Catholic; 1,360 Islam; 1,285 Jeho- vah's Witness; 1,070 Hindu; 700 Lat- ter-day Saints; 455 Jewish; 315 Bud- dhist; 280 Sikh; and 80 Mennonite. News that Constable Patrick Ferdi- nand had been shot in the face by a break and enter suspect on Hwy. 401 near Avenue Road in Toronto Wednes- day morning rocked Cannington where the Ferdinand family have resided for the last two years. "He's a very nice man;' said a visibly shaken Sharlene Clarkin, upon hearing of the shooting. "He's picked up both our sons to take them to school. He's very good with the kids" Const. Ferdinand, 44, was upgraded to serious condition after a single bullet entered his cheek and shattered his mouth, lodging bullet fragments in his face. Police expect he'll require a num- ber of surgeries and will have a pro- longed recovery. The nine-year veteran was investigat- ing a morning break-in at a North York neighbourhood just west of Yonge Street and north of Highway 401 after the homeowner said he saw a burgundy van leaving his driveway. Tlx officer was seen by a cab driver pursuing the van, which turned on to Av- enue Road and then sped into the east- bound collector lane of the 401 with Const. Ferdinand - his cruiser lights flashing - in pursuit. It's unclear what happened next - if the van was pulled to the shoulder of the highway or continued to race along the highway - but by the time cab driver Mohammad Nematian-Zaroor caught up with the cruiser, at least one bullet had hit the officer. "When I got closer to the police cruiser, it was going very slowly from the shoulder into the middle of the road;" he said. "He had a hole in his cheek and the blood was falling out. I was scared to death he wouldn't make it" Mr. Nematian-Zaroor and another driver worked together to box in the cruiser and slow it to a stop. Const. Fer- dinand, who was slumped over in the passenger's side of the car, held his radio and had managed to signal his own am- bulance before losing consciousness. While the officer was taken to Sun- nybrook Health Science Centre, Metro and York police combed Hwy. 401 and a four-square kilometre residential area between Bayview Avenue and Yonge Street looking for clues in the 11:30 a.m. shooting. While roadblocks were set up at every street and access to the North York neighbourhood, police also con- centrated their efforts outside of Toron- to, arranging for York Region's police helicopter to fly in Const. Ferdinand's wife. Michelle. While several residents said they were curious about a few helicopters flying overhead and a police cruiser searching local streets, most were unaware the unidenti- fied shot police officer mentioned on news reports that afternoon was actually one of their neighbours. Ms. Clarkin, who lives just down the street from the Ferdinands' Laidlaw Street home described them as "a nice family". They have resided in Canning - ton for only a few short years with their three small children, Luke, 6, Connor, 2, and four -month-old Chloe, she said. As the person in charge of the station, I'm particu- larly proud of two things. One is how dedicated and determined my colleagues are to maintaining a safe and environmentally -responsible operation. The second is that our station can produce about 20 percent of the province's power supply - without emitting acid or greenhouse gases. While I'm proud of our station, I know you have real questions. Here are two of the ones you ask most often. Ql What happens to radioactive waste produced at Pickering? Al The bundles of uranium fuel that power our station are radioactive when they're removed from the reactors. As a result, they have to be stored and shielded with care. Since water is a highly effective barrier to radiation, we place the used fuel bundles, which are each about the size of three cans of coffee end-to-end, in a specially designed pool inside the station. After ten years, when they have lost about 99 percent of their radioactivity, the bundles are moved to thick concrete and steel containers on the site. The containers are constantly and closely monitored, not only by us, but by the Atomic Energy Control Board as well. The bundles can be stored here for fifty years or more - long enough for the development and implementation of a safe, long- term disposal plan. Nonetheless, the station is designed to withstand all kinds of unlikely events, including an earthquake. Pickering B was designed to the latest seismic standards and we recently completed a study of the ability of Pickering A to withstand an earthquake. As a result, some of the key equipment and systems in the Pickering A plant will be upgraded and strengthened to improve resistance to earth- quake damage. Even in the unlikely event of a severe earth- quake, there would be no damage that would interfere with the safe operation of any of the Pickering reactors and the systems that control them. Healthy people may consider smog - filled or humid air a nuisance and curtail their usual activities for a day or two until the air clears. And while some health officials be- lieve even healthy people are at risk of developing long-term health problems s from repeated exposure to smog, people with asthma see the effects immediately. "People are asked to stay indoors be- cause. high humidity and smog can be ir- ritants to the airways;' said Fran Hall, a registered respiratory therapist. She and colleague Suzanne McVittie are asthma educators with the regional k Asthma Care Clinic, run out of Lak- eridge Health Oshawa. Thcir mission is to help children and adults with asthma and their families learn to manage the ' condition and lead busy, active lives no matter what the weather. In the summer, that means dealing ' with bad air days, whether it be from smog, humidity or allergens such as grass or pollen from trees. "People who come to the centre learn to recognize: their triggers;' Ms. Hall said. While spending time inside is one way to combat smog or humidity, people must also know their asthma, what sets it off and what symptoms of an asthmatic episode are, she said. Armed with this information, they can try to prevent an episode, she said. It might mean stepping up medica- tion or even starting it, she said, adding the centre works in conjunction with people's doctors. For those allergic to grass, it means getting someone else to mow the lawn and staying inside while the job is done. Proper understanding and manage- ment of asthma means people with asth- ma can lead healthy lifestyles all year round, Ms. Hall said. "With good control of asthma, a per- son can take part in sports and exercise. They will be able to sleep through the night without any symptoms, such as coughing, wheezing and shortness or breath," she said. The centre usually gets calls during smog alerts, as people look for short- K_ term help in coping. But long-term man- agement can be provided through ap- pointments at the centre. People must be referred by their doc- tors to the centre, which charges no fees or costs to clients. The two educators will also provide presentations to inter- ested groups on request. At first glance. British Colum- bia's Fraser River is muscular -an industrial waterway shouldering log booms, tugs and barges to the lumber mills lining its route through the Fraser Valley. But the Fraser is much more than that. It is a river with glinting shifts of mood and colour. It needles its way through forests and mountain canyons and then flows leisurely through the Valley's rich farm land. It is filled with the whispers of old Indian legends, and robust talcs of the Province's gold -rush era. The Fraser is also the skein which weaves through the lives of the 2.4 million people who live and work along its 1.368 kilome- tre route from the rugged moun- tains deep in the heart of British Columbia, to the Delta where it empties into the Gulf of Georgia. I am about to explore that his- tory as I board the Beta Star at the Ncw Westminster Quay at seven o'clock on a cool July morning. We are on our way to Harrison Lake, fifty-five miles up river. As we leave New Westminster, Star - line Tours' host and guide Ulrich Gaeda introduces himself and the crew. He then announces break- fast -chilled champagne and or- ange juice, a buffet of cold cuts and cheese, smoked salmon tips, croissants, bagels, doughnuts and trays of freshly cut fruit. There is a visible brightening among the passengers, many of whom have been up since five to catch this trip along British Co- lumbia's most diverse and majes- tic watercourse. The sky is a swathe of grey felt, but as we head up -river, a nimbus of light above the rim of the mountains offers the hope that the weather gods might smile on us after all. This year's freshet has swelled the waters to omi- nous levels and the river runs feature high and swift past our bows. Ulrich and skipper Bill Harvey regale us with anecdotes -some funny, others bizarre and a few cooked up on the spur of the mo- ment! They know their territory, however, and share snippets of history, river -lore, and Native tra- ditions. We cruise through old railway swing bridges and hear tales about their construction. And pass Fort Langley where British Columbia was born, on November 19, 1858. According to the Victoria Gazette, it rained all day. A hundred and forty-one years later, Canada Day, July 1 st, 1999 was just as soggy. Some things just never change! The river is a pastiche of im- pressions. This pan of the Fraser is tricky to navigate, but John has the uncanny ability to read the rippled surface of the river and can pick his way, delicate as a dancer, through the sand and gravel bars that wind spaghetti - like throughout this section. It's an easy ride this time, however, as the sandbanks are submerged far below the surface of the swollen waters. Gravel bars are spawning grounds for salmon, and during the salmon run, river traffic is halted along this stretch of the Fraser. This is also the home of the River's oldest and grandest piscine resident. Weighing be- tween 500 and 750 pounds, the mighty sturgeon's evolutionary history dates back 150 million years to the Cretaceous period. At the mouth of the Harrison River, the water turns emerald - green, and as we cruise onto the Lake, Ulrich tells us that the hot springs were discovered acciden- tally by miners whose boat cap- sized nearby. They were aston- ished (and, no doubt, delighted) to find that instead of freezing to death, they were in the midst of a gush of warm water. After a sumptuous lunch at the Harrison Hot Springs Hotel, we make our way back to New West- minster by coach. As we round a curve along the road, I catch a bird's eye view of the Fraser. In fact in a previous gar- den, if the plant couldn't provide me with cut flowers that would last in the vase. I wouldn't grow it. 1 have since softened my views and now grow lots of things that aren't so good in a vase. However, for those of you who are still prac- tical here are a few flower types that are easy to grow and also make excellent cut flowers: Asters (Callistephus chinensis) Vase life: 7 to 14 days. Annual or China asters flower in all colors but orange. Their blooms are up to four inches across and they have strong stems 20 to 36 -inches tall. The single -flowered types ('Single Marguerite', 'Single California Giant') look like multi- colored daisies. Others like Giant Princess' or 'I' nkdcrputi 7;,em- "' Veronica Sliva 'o I In The Garden ble pompons. Some look more like peonies ('Opus'). Asters will grow in light shade and poor soil. They flower from late July until hard frost. Most newer aster varieties are wilt -resis- tant, but you should change their location each year to prevent aster yellows, a disease that stunts the plants and turns the flowers an ugly green-vcllow color. Celosias are sometimes called cockscombs (because of their re- semblance to a cock's comb) are easy to grow and have the added advantage of looking good dried as well as fresh. l think that the tall celosias are the best choice for cut- ting because they are so dramatic looking. Cockscomb types (C. argentea cristata), like 'Chief Mix% have six-inch, cauliflower -shaped heads in reds and golds. 'Century Mix' (C. a. plumosa), available in red, yellow, rose, and cream has big, feathery, foot -long plumes. Wheat celosta (C. a. spicata) distinguishes itself by its long, narrow leaves and finger -length, wheat -like flower spikes in pink ('Flamingo Feather% 'Pink Candle') and white with red foliage ('Amazon').
