PICKERING - The Atomic En-
ergy Control Board is sticking to its
guns in requiring a federal environ-
mental assessment of the Pickering
'A' nuclear station before it can be
restarted.
Ontario Power Generation got
the news from the AECB in a letter
Friday.
The nuclear plant operator had
tried to persuade the AECB no such
assessment is necessary and even
provided the regulatory agency an
outside legal opinion supporting
that view.
But local ertvironmental groups
and politicians have lobbied for the
assessment, and say they will con-
tinue to pressure the AECB for the
most thorough review possible and
not just a 'screening', the lowest
level of probe.

Citizens Together for the Environ-
ment greeted the news of the
AECB's decision as "wonderful".
His group also wants a full public
hearing so citizens' groups and
other interested parties can have
their voices heard and hire experts
to help them examine restart issues.
"You need the experts to be able
to look at the life of Pickering 'A',
what it should be, when they're
going to decommission it, whether
it's viable to start it up again;' says
Mr. Steele, who charges OPG has
proved it can't be trusted to exam-
ine these issues on its own.
" I'm happy that the AECB has
agreed to an environmental assess-
ment;' says Pickering Ward 1 Re-
gional Councillor Maurice Brenner.

PICKERING - A Pickering
neurologist accused of sexually as-
saulting a 13 -year-old boy in a de-
partment store washroom at the Os-
hawa Centre will "vigorously"
challenge the charges, his lawyer
says.
Detectives from the Durham
Regional Police sexual assault
squad arrested Dr. Douglas F.
Waller, of Rougemount Drive,
Pickering, at his King Street East
medical office in Oshawa a few
hours after the alleged noon -hour
attack on Friday.
The Whitby boy told police he
was in the men's washroom at The
Bay around 12:15 p.m. when a man
came up from behind and ordered
him into a stall, where he was then
allegedly sexually assaulted.

sessment Act (CEAA). In a
June 18 letter to the AECB.
OPG nuclear division head
Carl Andognini countered no
such assessment is needed
because the restart would not
require a licence amendment.
OPG had also maintained the
AECB was setting a prece-
dent under which an assess-
ment could be asked for after
every maintenance and repair
shutdown and cause delays
for all its nuclear operations.
Friday's letter reiterated
the AECB's position that a li-
cence amendment and a
screening assessment will be
required.
"We consider that the re-
sumption of operation of
Pickering NGS -A after a pro-
longed shutdown period im-
posed by a condition of the
current operating licence
would constitute a 'project'
(for which an assessment is
needed) for the purposes of
the CEAA." writes AECB
acting director general Mike
Taylor. He adds the scope
and other details of the
screening assessment will be
determined by the AECB
once it has received a restart
application or project de-
scription from OPG.
Brian McTavish, senior
vice-president for support
services for OPG's nuclear
division, says the corporation
will not fight the assessment
requirement any further and
meet whatever terms for it
the AECB sets.
"Clearly, we want to
achieve a high standard of
environmental performance
at Pickering;' he notes.
Mr. McTavish says OPG
is already drafting a response
to the regulator which will
provide the project descrip-
tion needed to get the envi-
ronmental review under way.
He doesn't expect the assess-
ment to delay the return of
Pickering 'A' to service.
The OPG board will con-
sider at its mid-August meet-
ing, at the earliest. whether
the plant should be restarted.
Then, it would take about
one year before the first 'A'
reactor could tv brought
back on-line.

Revised Education Development Charges
TAKE NOTICE that on August 9, 1999 the Durham District School Board and the
Durham Catholic District School Board will hold together a public meeting pursuant to
Section 257.63 of the Education Act, to consider proposed new education development
charges in Durham Region (excluding Clarington).
The purpose of this meeting is to ensure that sufficient information is made available to
enable the public to understand generally the education development charge proposals
and to solicit public input. Any person who attends the meeting may make a
representation to the Boards in respect of the proposed education development charges.
The education development charge background study, required under Section 257.61
of the Act (including the proposed by-law) and setting out each Board's education
development charge proposals, is available on or after July 22, 1999, at the Durham
District School Board Education Centre, 400 Taunton Road East, Whitby or at
Monsignor Paul Dwyer Catholic H.S., 700 Stevenson Road North, Oshawa.
All interested persons are invited to attend the public meeting.
Written submissions, which are received by 12 o'clock noon August 3, 1999, will be
distributed to trustees prior to the meeting. The Durham District School Board and the
Durham Catholic District School Board will consider their respective by-laws
imposing development charges at meetings of the Boards to be held together on August
25, 1999 at 7:00 pm at 400 Taunton Road East, Whitby LIR 2K6. Should the by-laws
pass on that date, the new education development charge rate may commence on
September 1, 1999. All submissions received in writing and those expressed at the
public meeting will be considered prior to the enactment of the new by-law.

officer -in -charge under-
taking, and agreed to ap-
pear at a bail hearing in
Oshawa court Saturday
morning.
During the hearing,
Justice of the Peace Bren-
na Brown released the
doctor with several con-
ditions.
Among the terms. Dr.
Waller is banned from en-
tering the Oshawa Centre
shopping mall and from
being in the company of
any person under 16, un-
less in the company of an
adult over 21 years of age.
The justice cautioned
the fatigued -looking doc-
tor to stay clear of any
parks, playgrounds or
place where children
gather, so not to violate
the terms of his release.

gist, N. Waller has been li-
censed to practise in On-
tario since 1971, according
to the Ontario College of
Physicians and Surgeons.
A statement issued
Monday by the Lakeridge
Health Oshawa, where
the accused has privi-
leges, stated: "Dr. Waller
has advised that he will
voluntarily restrict his
practice to adults until this
situation is clarified"
It's not the first sex-re-
lated arrest involving an
alleged incident in The
Bay washroom at the Os-
hawa Centre. In the mid-
1980s, an undercover po-
lice investigation resulted
in dozens of men being
arrested for committing
sexual acts, which were
caught on surveillance
cameras. And earlier this
year, two consenting adult
males were caught by
store security performing
a sexual act together
while in separate stalls.

Lake Ontario: It's time
to do some cleaning up
We all share the blame for its deterioration
The deterioration of Lake Ontario
waters and surrounding lakes is a crime
in which we all share the blame.
With increased regularity, swimming
is banned at local beaches. Already this
year some beaches have had over four
times the "safe limit" of E. coli, a fright-
ening situation. Parents are forced to
wait and see the results of health depart-
ment tests before they can head to the
beach and allow their children to swim.
Go hack less than 100 years ago and
look at old ptxxographs of the Lake On-
tario beach front or talk to elder residents
of this area and they will point to the
beaches as a major congregation area.
These days are gone but David
Crombie's Waterfront Regeneration
Trust has become the catalyst for all
with vested interests to come together
and work towards a common goal. Mr.
Crombie's vision of lakefront regenera-
tion was initially scoffed at. As in other
problems, sometimes you have to hit
rock bottom before you start to make
progress.
It's not only industry who carries the
blame for the current condition of Lake
Ontario and neighbouring lakes and
streams. The blame, and therefore the
solution, lies with all sectors: industry.
the Province, municipalities and local
residents.
There are old sewer systems that re-
lease directly into the lakes which mu-
nicipalities must work to replace.
Residents can also do their part by
cutting back, or eliminating, fertilizers
and pesticides for their lawns, by ceas-
ing to dump chemicals down their drains
and by buying environmentally friendly
soaps for use in and around the home.
The Province itself is not doing
enough to ensure watershed health ac-
cording to the Environment Commis-
sion of Ontario. Currently there is no
ground water management for the Oak
Ridges Morraine.
Manv Durham communities have
worked to improve the waterfront es-
thetically. By encouraging more people
to enjoy the waterfronts there will be a
growing demand from those users to
clean up the water. The new regional
water treatment plant in Ajax is one step
to help clean up water going back into
Lake Ontario.
Changes won't happen overnight, but
we all must work to take control of the
problem before it takes control of us.
Thcre are solutions at hand but they
don't come cheap. Yet, when it comes to
our lakes and streams, the money is ir-
relevant.

Most who complain have been
speaking the language throughout their
lives and believe it to be the very easy
and sok option for new citizens. In-
stead of attempting to fertilize negativ-
ity, critics should join in eekbrating
Canada's international reputation for
being a lard where all cultures peace-
fully enrich one another.
English is an extraordinarily diffi-
cult language to master. Its complexi-
ties and i aro under-

to grasp it. Far too numerous to
menti m in their entirety, exceptions to

Plurals are confusing. We deem one
person gives, but a group can give.
Nouns are similarly affected. While
"s" is added to most, as in towns, pic-
tures, etc., man becomes men, goose -
geese, ad infinitum. The list seems
long and confusing.
Just add 'ed' to form the past tense.
Simple, isn't it? You may have walked
to the store. When our newcomers say
they 'eated' their meals or 'digged' the
garden, they are laughed at and feel hu-
miliated. While the past tense of read is
found through trial and error.
Those studying English for the first
time follow every avenue possible on

mart about a carnet! Nor is he above in
his manner of speaking — all some-
what puzzIM to those who must con-
sult a dictionary for explanation.
In spite of many obstacles, mast im-
migrants achieve fluency in English.
Instead of hearing ridicule and preju-
dice, each deserves our deepest admi-
ration.
Our new citizens have become part
of the respected Canadian mosaic. Be
proud. We are a country enriched like
no other.

This was augmented by valuable
lessons in moral behaviour. It was
pounded into our heads the impor-
tance of having respect for other
people and their property. Both
public and separate schools of the
time had prayer and morals train-
ing.
In those days it would have
been unheard of for students to
bung weapons to school — not
even knives, let alone guns. Any
disagreements in the school yard
not settled by words were quickly
dealt with by fists or hair pulling.
This was just as quickly stopped by
the teacher monitor who made the
combatants shake hands. I never
heard of a single case of any stu-
dent attacking a teacher. Nor did I
ever hear of an incidence of any
student taking drugs. With our
strong code of moral behaviour it
would have been completely alien
for us to attack someone verbally
or physically because he or she was
"different".

nearly all Christian. But even with
today's diversity of religious be-

would be welcomed by believers

Let us not knock prayer in the
classroom. Prayer has a value for

Store vendors do a brisk busi-
ness on the day of a big draw. The
anticipation on the faces of those
lining up to seek their respective
fortunes bring an excitement to
transactions once limited to quarts
of milk, loaves of bread or a pack of
cigarettes.
"Saturdays, Fridays and
Wednesday nights are the busiest,"
says Farhad Fahim, manager of
Mac's convenience store in the
Town Line Plaza, Oshawa. "Bingo
(lottery tickets) are the most popu-
lar. They go like crazy."
Mr. Fahim's store boasts many
signs and advertisements along its
plate glass front. It's open 24 hours,
has an automated bank machine and
competitive prices on cigarettes.
But in the middle of the panels of
glass a special sign cries out: -Win-
ning Ticket Sold Here - $5,0)0,000
- Lotto 649." Yes, it really did hap-
pen here, on Jan. 24, 1998.
Although he was not the manag-
er at the time the mega winning
ticket was sold here. Mr. Fahim says
the Oshawa store has become the
first one east of Toronto to receive a
certificate from the Lottery Corpo-
ration for doing such a high volume
business in selling lottery tickets.
Shoppers' Drug Mart on Queen
Street in Port Perry hasn't sold a
winning ticket for a big jackpot yet,
but the outlet nonetheless stocks a
huge variety of tickets to choose
from: Keno, Over/Under, Point
Spread, Pro Line, 649, Super 7, Pick
3 and Instant Millionaire are some
of the games offered. The Port Perry
store also helps its customers know
if they have a winner.
"A ettte little lady who had never
played before came in the other
day," says Megan Bapard, from

"We keep the tickets in the safe,"
continues Ms. Ballard. "'There is a
lot of security involved."
Honest Crooks Convenience
store on Church Street in Old Pick-
ering Village, Aiax, has sold two
$10,000 tickets and a couple worth
$5,000 recently.
"We sold a $150,000 lottery tick-
et a couple of years back and many
in the $100s," says Jessica Kim, 21,
cashier and daughter of the store
owner. She agrees with other stores
that the days leading up to the
weekend are busiest.
"It's not a lot of work." says Ms.
Kim. ' The hardest part is on the
busiest nights people will bring in
stacks of tickets and it takes a long
time to check them (for winning
numbers)." Ms. Kim admits she has
started to buy the odd lottery ticket
and dreams that "If I win big, I'll
give most probably to my parents,

lotteries, according to, the Ontario
Lottery Corporation.
"About half of all Ontario adults
play the lottery regularly," confirms
Ontario Lottery Corporation
spokesman Don Pister. "And eight
out of 10 have played at least once."

ner; " says Mr. Pister. "Anyone who
wins a prize of that amount must re-
port in person to our Toronto offices
at Young and Bloor streets. They
should have a couple pieces of iden-
tification, the ticket, and be willing
to spend a bit of time with us."
When very large sums of money
arc won, the provincial agency of-
fers advice. although a new million-
aire is not obliged to take it.
"As we get into the $5 -million
range, there's going to be a lot of
media interest," says Mr. Pister.
(And although) the media have
been "respectful of winners, people
have concerns, so we try to provide
support."
Mr. Pister says concerns of being
besieged by requests from family
members or dogged by high pres-
sure salespeople don't usually come
to pass. He remembers one man that
changed his home phone number
upon joining the wealthy set_
"But when he checked to see
how many people tried to contact
him after the win, he found there
had been no calls going to his old
number," says Mr. Pister. "Many,
many winners want to share or put
money aside for children's educa-
tion, or fix up their mother's

they should seek, but rather they
suggest winners "go to someone to
the field they have faith in."
The prizes themselves are tax
tree, he adds, but once the money is
invested, there are capital gains
questions to grapple with.
For the more fiscally timid
among us, $6.20 adds up to $322.40
over the course of a year in the
game of life. Not too shabby an
amount with which to top up the
RRSPs, buy a new suit or some nice;
gifts for the family at Christmas.
