`We're funding
.them a lot better
now': McMaster
Durham Region is no longer held
up at amber lights waiting for green to
pay for more traffic signals.
Since 1996. when two Regional
councillors asked Durham works de-
partment staff to find different ways
to pay for more traffic signals, extra
money has been spent installing the
lights.
A report before Durham council
last week noted "a stable level of ex-
penditures" is allocated in the Re-
gion's annual budgets to pay for traf-
fic lights.
Ajax Councillor Jim McMaster
and Oshawa Councillor Brian Nichol-
son asked works staff in April of 1996
to investigate options to pay for more
signals. At the time, the Region had a
list of more than 20 intersections that
met provincial warrants for lights, but
the signals weren't installed mostly
because of a lack of money.
But. says Coun. McMaster. "We're
funding them a lot better now. The
issue hasn't gone away, but it's not as
critical now."
This year. Durham has set aside
$855.000 in the budget so about 10
light, can be installed.
Region staff report more money
has been allocated for traffic signals
from development charges, a reserve
account and property taxes.
Cour. McMaster recalled when he
was first elected to Regional council
in 1995. "It seemed to me to be a
problem with how we funded traffic
lights.
'Three or four years ago, there was
a real shortage, intersections scream-
ing for lights. Now, we're dealing
with them and it's a non-event. For
the most part, we've caught up with
it."

Tough environmental
assessment needed
Ontario Power Generation may have just proven Pick-
ering residents were right when they called in 1997 for a
full environmental assessment of the nuclear plant in our
midst.
The successor company to Ontario Hydro has given in-
dication that it's not very forthcoming with information
about the Pickering station - information that is of utmost
concern to townsfolk living in the shadow of the power
plant. After all, residents here voted 87 per cent in favour
of a full-blown review of the nuclear station in a referen-
dum during the municipal election two years ago.
OPG has known since mid -Ma} that the Atomic Energy
Control Board would require a federal assessment of the
nuclear plant's 'A' side before allowing the restart of the
four reactors shut down by Ontario Hydro in December of
1997.
But the corporation said nothing about the requirement
for a federal review at the recent meeting of the communi-
ty advisory council OPG has established to provide resi-
dent input on the Pickering plant. The corporation official
in charge of the restart project uses the rather flimsy excuse
that he "never got a chance" to mention it at the advisory

Music Camp
3; puts a little
soul in their
education
"it is true that the heart of a
It school may well be its academic
It focus and opportunity, but the soul
of a school is rooted in its arts pro-
grams and extra -curricular activi-
i ties."
— Mark Malee, music camp
co-ordinator/director Durham
District School Board
BY JOHN DUARTF-
Staff Editor
The Durham school board has
long recognized the importance of
the arts as part of the curriculum. So
much so that in the late 19gos and
under the guidance of Herb Knox,
the then Durham Board of Educa-
tion established the Durham Music
Camp in collaboration with Camp
White Pine in Haliburton.
"I didn't know much about run-
ning a camp:" says Knox. "But we
felt there was a need and we started
the music camp as a arm of the ex-
isting an camp"
In that first year. 33 Durham stu-
dents who excelled in the musical
arts took part in the two-week pro-
gram which allowed them the oppor-
tunity to experience of an outdoor
music program promoting high stan-
i dards and to do so with similarly -
minded young people from across
the region.
The benefits were tremendous
i from the outset says Mark Magee.
the Durham District School Board's
i
I music camp co-ordinator and dircc-
tor.
. 'Students are completely im-
mersed in a musical enrichment pro-
tram.-
ro-
gram- he says. '-It allows them the
opportunity to be surrounded by
I what i believe is the soul of educa-
L- tion."
The Durham Music Camp was al-
most an immediate success. Within
10 years. it grew to over 130 stu-
dents.
Approximately 230 attended the
camp last year. This year, the num-
ber of students at Camp White Pine
neared 270.
But, in fact, the Durham Music
Camp reaches many more kids.
'-Students go back to their own
classes (after attending the music
camp) and share their expertise with
other students:' says Magee.
The impact of the camp is also
long reaching, adds Durham Music
Camp's director.
--It's just wonderful to watch the
kids grow up:' he says. "The reward
is hearing how well the hands play
week after week.-
Although
eek"Although Knox agrees the suc-
cess of the Durham Music Camp can
be attributed to the talent and enthu-
=siasm of music students in Durham
.,Region, he says the camp's staff' and
arts teachers in general deserve a lot
I of praise.
t "1be music teachers in this area
arc as good as any across the coup -
try:' says Knox.
"Our (camp) staff is just excel-
lent. They are all around good musi-
cians and great teachers"
Both Magee and Knox commend
Camp White Pine for encouraging
tand welcoming that growth.
"Camp White Pine has been very
co-operative," says Knox. "We
needed extra facilities. They built
them:'
They have been great:' agrees
Magee.
"We needed an auditorium and
1 they gave us one. It's called the
Pinetages "
Next year at the beginning of
June another group of music stu-
dents, from Grade 7 through OAC,
will attend the Durham Music
Camp. Magee says there is still
plenty of room to grow.
..We arc ecstatic about the growth
we
seen," Magee says.
"We are very comfortable with
the number we are working with and
have not yet reached the cut-off
point:'
The Durham Music Camp direc-
tor says he's encouraged by the "re-
naissance of the arts in general" and
he'd like to see other parts of the
performing arts take advantage of
the Durham Music Camp.
"Musical theatre has grown in a
big way:' he says.
"That is an arca we haven't yet
