PICKERING — Everybody's
jumping into the pool, cranking up
their air conditioners and using
near -record amounts of electricity
as residents cope with another heat
wave in what's becoming a very
sultry summer.
On Monday, Pickering Hydro
was expecting to provide 150 mil-
lion volt amps (MVA) of electrici-
ty to its customers, exceeding a
record of 145 MVA reached during
another heat wave only a few
weeks earlier.
The local utility is managing to
meet the record levels of demand
without -any major problems, re-
ports Ed Johnston, Pickering
Hydro's manager of distribution
and technical services.
"We just had to do some switch-
ing on some of our feeders that
were heavily loaded;' says Mr.
Johnson, explaining that action in

in order to avoid an overload in any
one area which could lead to a
power failure.
He expects Pickering Hydro
will not have any problems provid-
ing electricity to its 27,000 cus-
tomers, including households and
businesses, no matter how long the
heat wave lasts.
"We have enough capacity for
that;' says Mr. Johnson, adding the
utility is actually pleased with the
heavy demand. "It's just wonder-
ful. It just keeps the dollars rolling
in for us."
He says one reason Pickering
Hydro is able to cope with the cur-
rent situation is because it has been
busy in recent years installing new
feeders and increasing capacity to
meet customer demand.

local pools. It was particularly
busy Sunday in the pool at the
Petticoat Creek Conservation

Pickering. But the crowding
didn't reach the level where
staff have to stop letting people
in, as happened several times
last summer, reports pool and
park assistant superintendent
Mike Gillespie. The pool area is
big enough for 3,000 people,
while the pool itself can handle
1,300.
"There's lots and lots of
space;' says Mr. Gillespie. "It
sounds like it's going to be a bit
of a heat wave for the rest of the
week and we're definitely ready
for it:

proved to be an attractive desti-
nation during this tropical spell.
"We were busy on the week-
end;' reports rec complex pro-
gram superintendent Liz Bowes.
"We had well over 100 each af-

Dr. David Hancock, associate
chief of the emergency depart-
ment at the Ajax and Pickering
Health Centre.
"But if you have to do any
physical activity, remember
your need for fluid and salt will
increase:' warns Dr. Hancock.
"in this heat the body's demand
for fluid increases. So it is im-
portant to drink lots of fluid. It's
also important to remember that
as you lose fluid you also lose
salt. So increase your salt intake
too:
Fortunatcly. the weekend's
heat did not bring any more peo-
ple into the emergency depart-
ment at the local hospital. How-
ever. it's expected there may be
cases of heat stroke or exhaus-
tion as the week and the swelter-
ing temperatures wear on.
Often, explains the doctor, peo-
ple get too busy doing things
such as working in the garden or
golfing and forget to drink. If
they wait too long it will be too
late and they will get sick.
Symptoms to watch for in-
clude feeling flushed or hot.
weakness, dizziness and some-
times nausea. Anybody who suf-
fers these symptoms should be
taken to the hospital's emer-
gency department, says hospital
spokesman Katie Cronin -Wood.

Appeal court rules teachers'
spouses can be trustees
But, Province may appeal to Supreme Court of Canada

Educators and school board
officials here are applauding
an Appeal Court ruling that
struck down a section of Bill
160 prohibiting spouses of
teachers and other school
board employees from becom-
ing trustees.
But, the Ontario Court of
Appeal's June 30 decision de-
claring that section of the
Province's legislation uncon-
stitutional is still being re-
viewed by the Province, which
could take the issue to Cana-
da's highest court, according
to a Ministry of Education of-
ficial.
"The decision by the court
is still under our review," says
ministry spokesman Dave
Ross.
But. "No decision has been
made on whether we'll appeal
the ruling to the Supreme
Court of Canada"
Last week's Appeal Court
ruling overturned a controver-
sial section of Bill 160 that es-
tablished qualifications for the
eligibility of board members
and denied spouses of school
board employees the right to
be elected trustees.
"The court clearly recog-
nized that this law violated the
Canadian Charter of Rights
and Freedoms by dim-riminat-
ing against the spouses of
school board employees," On-
tario Secondary School Teach-
ers' Federation (OSSTF)
provincial president Earl Man-
ners says in a news release.
"OSSTF has consistently and
repeatedly emphasized the un-
democratic nature of this leg-
islation."
The controversial section of
the Province's Education
Quality Improvement Act,
which was introduced by the
government in 1997, was chal-
lenged by OSSTF, the Ontario
Public School Boards' Associ-
ation (OPSBA) and the Toron-
to and Wellington County
school boards, among others.
And, Mr. Manners is urging
the Province to repeal the sec-
tion of the legislation and con-
sult with teachers and school
boards about trustee status and
election.
"OSSTF looks forward to
discussing this matter with the

The Appeal Court decision
overturned a 1997 lower court
ruling that upheld the ban pro-
hibiting spouses of school
board employees from serving
as trustees on the grounds that
it eliminated possible conflicts
of interest.
However, Durham Region
school board officials report
there were never any problems
when board employees' spous-

n't have a problem with that"
Trustee Martin reports prior
to Bill 160 several trustees
were spouses of board em-
ployees, including Stan Kar-
wowski, Tom Oldman, Paul
Woodcroft and Todd Mc-
Carthy.
And, she notes current
board members, including
Pickering trustee Fran Pereira
and Oshawa representative Joe
Corey, have children who are
teachers within the system.
"They always declare a
conflict and leave the meeting
(if the board is voting on an
issue related to teachers'
salaries or benefits)," she says.
At the Durham District
School Board, communica-
tions manager Mary Brown re-
calls several years ago there
were local trustees who had
relatives employed by the
board.
"They would just excuse
themselves from votes" where
there was a potential conflict
of interest.

Opening the door
to quality trustees
Teachers' spouses may have built-in
expertise on education matters
The Ontario Court of Appeals deci-
sion to strike down a section of Bill 160
which prohibits spouses of teachers and
other school board employees from
seeking election as trustees helps clear
the air and open the door to quality can-
didates.
And. not surprisingly, the decision is
being welcomed in Durham Region.
The ruling released last week over-
turns the ban established in 1997 as part
of contro,ersial education reforms pro-
posed and passed by the Mike Harris
government.
The aim of the ban came with good
intentions; the government thought it ap-
propriate and reasonable to eliminate
even unintentional conflicts of interest
when trustees were voting on matter,, of
education.
But the larger issue, and one of the
many, raised by teachers' unions in ap-
pealing the ban, is that it discriminates
against a specific group of people — the
husbands and wives of educators.
Few would argue the liberties we
enjoy under the Charter of Rights and
Freedoms should be so easily removed.
For that reason, it was a just fight teach-
ers' unions fought on behalf of their
members and the public at large.
Indeed, officials at both school
boards in Durham say they have seen
hard-working trustees function effec-
tively and without undue influence
while family members were employed
at the same board.
Historically, each board says, trustees
in positions of considering matters that
could affect relatives employed in
schools were quick to declare a conflict
and remove themselves from the debate
and any decision-making. That shows
integrity and a clear understanding of the
potential for people to draw erroneous
conclusions.
On a purely practical level, it's im-
portant to recognize that people with a
direct connection to education in the
community in which they live can bring
important skills and knowledge to the
school board.
What must he done, assuming the
provincial government doesn't decide to
appeal this decision to the Supreme
Court of Canada, is create even tougher
conflict-of-interest legislation governing
the conduct of trustees. Tough legisla-
tion, with clear guidelines and penalties,
would suffice in the effort to eliminate
problems.

pointed out yesterday. "Ihere are a lot of
good people out there who can bring
their knowledge to the board table."

A mistake in the June 16 News
Advertiser on the 'Mars Chroni-
cles' brief gave readers the impres-
sion that the red planet Mars
moves closer to a star each
evening. While that was true up
until a week prior to the item, Mars
has moved farther away from the
bright blue star Spica each evening
and this movement should easily
be visible as readers look at this in-
teresting pair of lights every few
nights during the coming weeks.
This interesting sight results
from Earth overtaking Mars. As
Earth now pulls ahead of Mars in
its orbit, another noticeable result
will be Mars getting gradually
dimmer as the distance between
Mars and Earth increases.

Regional councillors' convention policy decision
given summer recess
Adoption of a policy almost
doubling what Durham coun-
cillors can spend each year at-
tending conferences and con-
ventions has been put on hold
until September.
Regional council decided
Wednesday to refer back to the
finance committee a proposal
that would set aside $70,000 in
the annual budget for confer-
ences and conventions, up
from the current $36.(xX).
The finance committee ap-
proved a policy June 23 limit-
ing each Regional councillor
to $2,5(x) for no more than two
conferences a year.
Councillors' convention ex-
penses are currently limited by
the amount of money in the
budget.
For example, the 1998 bud-
get allocated $36,000 for con-
ferences and $29,100 was
spent by the 20 of 28 council-
lors who attended conven-
tions.
A councillor who wants to
exceed the limit must get Re-
gional council approval under
both the current policy and the
proposed rules.
Some beaches open, some closed
Beaches in Ajax, Whitby and
Oshawa remain closed due to
pollution.
The regional public health
department advises the follow-
ing beaches are closed due to
the presence of E. coli bacteria:
Rotary Park and Pickering
Beach in Ajax, Whitby beach,
Lakeview Park cast and west in
Oshawa, and Beaverton south in
Brock.
The remaining 10 beaches in
Pickering, Clarington, Scugog,
Uxbridge and Brock are still
open for swimming.
Beaches are closed when the
fecal coliform content in the
water exceeds 100 per 100 mil-
lilitres of water. Potential health
problems from E. coli include
eye, ear, nose and throat infec-
tions, rashes, upset stomach and
diarrhea.
The readings for the beaches
are: Frenchman's Bay east,
Pickering, 75, Frenchman's Bay
west, 28. Rotary Park, Ajax,
157, Pickering Bcach, Ajax,
215, Whitby, 102. Lakeview
east, 448. Lakeview west, 164,
Bowmanville Beach cast, Clar-
ington, 33, Bowmanville Beach
west, 15, Newcastle Beach cen-
tral, Clarington, 33, Kinsmen
Beach, Scugog, 94, Lakeside
Beach, Scugog, 16, Thorah
Centennial, Brock, 78, Beaver-
ton Beach north, Brock, 58,

and Elgin Pond, Uxbridge, 15.
Water samples are collected
at the beginning of each week
and results are released W the

can affect readings, including
water fowl, algae, lake levels,
hot weather, rain and wind.

her husband John, and brother-in-law of George and
his wife Faye and Gary and his wife Millie. Remem-
bered fondly by aunts, uncles, nieces, nephews and all
his many friends. Frank retired from General Mo-
tors, Oshawa with 29 years of dedicated service as
an area manager of Tnm/Hardware Plant One. As a
second career, he was very proud to be an active
member of the Durham Region Real Estate Board..
