TAKACS Staff Writer PICKERING - Town council has granted a controversial water- front -area rezoning that was op- posed by some nearby residents. Councillors voted Monday to approve the rezoning for 535 Rodd Ave., on the south side, in the area between the mouth of the Rouge River and the Petticoat Creek Con- servation Area. It was requested by the property owner, and required as a condition of a land severance ap- proved by the Durham Region land division committee which would divide the lot into two and allow the construction of another home on the new parcel. The lot to be divided sits just north of another property directly on the lakeshorc, 5.31 Rodd Ave., which has been purchased by the Toronto and Region Conservation Authority ('IBCA) from the owner of 535. Residents who opposed the Motorcyclist dies as bike hits van :PICKERING - A motorcy- clist was killed here Friday after- noon when his bike hit a parked van. - . The collision occurred around 3 p.m. on Brock Road just north of Finch Avenue. The motorcyclist was declared dead on arrival at Ajax -Pickering Health Centre where he was taken by ambulance. Durham Regional Police had no further details at press time. rezoning maintained that by ap- proving it the Town would be en- dorsing the land severance and the construction of another house on the property that will further ob- struct the view of the lake from Pickcring's waterfront trail and block access to the TRCA-owned property to the south. They also questioned the TRCA's entire land acquisition and sales policy in the area. "This is not an insignificant lot;" said area resident Greg Masson, who noted taxpayers had paid a lot of money for the TRCA's lakefront property to the south. Grade 8 grads get head start More than 300 Grade 8 gradu- ates will start heading back to school next week to brush up on their math and English skills before beginning high school this fall. The region's two .school boards are offering summer school pro- grams for Grade 8 pupils this year to ensure students are prepm d for the new high school curriculum being introduced in Grade 9 class- rooms in September. Approximately 200 Durham District School Board students will take part in math and English class- es throughout the summer, while close to 140 pupils will participate in courses offered by the Durham Catholic District School Board. Gerry Blake, the separate board's superintendent of programs, notes participation in the summer school program is voluntary. Mr. Blake also reports the sum- mer courses are only offered to pupils whose grades were below 70 per cent on their June report cards. At the separate board, summer programs are running in four loca- tions moss the region Monday to Thursday from 8:45 a.m. to 12:30 p.m. July 5 through 29. The public board is running two sessions of summer school pro- grams at eight locations throughout Durham, with the first running from July 6 to 29 and the second from Aug. 3 to 26. "PACT will be pushing for a federal panel with full public participation," says Dave Steele, chairman of Picker- ing -Ajax Citizens Together (PACT) for the Environment. "That's the only as- sessment that's worth anything. We're going to be lobbying. We're going to be writing to whoever we have to'write to." Mr. Steele adds PACT will also get a petition circulating for citizens to sign, if that will help, and will try to persuade Pickering council to demand the top level of review as well. He notes politi- cal and public pressure will be impor- tant to get the full environmental assess- ment residents said they wanted in a 1997 referendum. Irene Kock of Durham Nuclear Awareness says the group will also write to the AECB and lobby where necessary. "Ideally, we should be having the full panel review," she says, explaining that under the Canadian Environmental Assessment Act (CEAA) such a review would involve a panel appointed by the federal government holding open hear- ings on the restart, with full public par- ticipation. At the very least, maintains Ms. Kock, the AECB should order the next level of review, a 'comprehensive study' which would require Ontario Power Generation (OPG) to prepare a report outlining the need for the restart and alternatives to it, to be reviewed by the AECB and released for public dis- cussion and comment. Both Ms. Kock and Mr. Steele say the lowest level of assessment, a `screening', would be inadequate be- cause it would involve only a "paper process" with federal departments being invited to comment on the restart and no requirement for public participation. The AECB has written a letter to Pickering station chief Bob Strickert ex- plaining an application by OPG for the plant operating licence amendment needed for the restart will trigger the re- quirement for an environmental assess- ment under the CERA. The letter from AECB director of power reactor opera- tions Robert Leblanc states the board will make a decision on the type of as- sessment required once it has received the application or a "project descrip- tion" for the restart. Mr. Leblanc also writes, however, that "We anticipate that your application will lead to the de- termination that a screening assessment is required." Mike Williams, OPG general man- ager of safety and licensing for the restart project, says his expectation is only a screening will be needed, and that OPG is prepared to meet all the reg- ulatory requirements stipulated by the AECB. OPG will submit a project de- scription to the AECB within a few weeks and wants to know what form of assessment will be required as soon as possible, before the OPG board decides in August at the earliest on whether to restart Pickering 'A'. "We want to be able to go in to the board of directors and say 'here are all the requirements from start to finish'." According to Brad Parker, director of project assessment at the Canadian En- vironmental Assessment Agency, the federal Environment Assessment Act stipulates a panel review is to be initiat- ed when a project is likely to have sig- nificant adverse environmental effects or involve significant public concern. The list of situations for which a com- prehensive study is stipulated includes construction or decommissioning of a nuclear facility, but does not deal with the issue of refurbishing a nuclear plant. "Surprisingly enough, it's a fairly grey zone in this situation," says Mr. Parker. Pickering Ward I Regional Council- lor Maurice Brenner says it's his under- standing there will be "a full-blown en- vironmental assessment at the federal level", with community involvement. "What the AECB is now doing is they're actually listening to the Town in terms of the impact of this decision in our community." Both Ms. Kock and Mr. Steele note they're disappointed OPG said nothing about the requirement for a federal as- sessment - which the corporation has known about since mid-May - at the re- cent meeting of the community adviso- ry council OPG has established to pro- vide resident input on the Pickering plant. "'they didn't tell the public about it, as usual," says Mr. Steele. Mr. Williams explains he "never got a chance" to mention it at the CAC meeting because a presentation on the restart was taken off the agenda by the council itself to make room for other discussions. PICKERING — Pickering Public Library chief executive officer Sandy Cameron is re- signing his position to take on a new job as CEO at the Regina Public Library in September. Mr. Cameron has held the top post at the library here since 1988. Pickering Public Library Board members "greatly regret Mr. Cameron's departure but wish him the very best", states a release announcing his depar- ture. The town's library service has grown and matured: In- creases in activity levels ap- proaching 300 per cent in the past decade have placed the Pickering library among the busiest in the province, and it is now recognized as one of the leading Ontario library ser- vices, having won two provin- cial awards of excellence in the past five years. "Mr. Cameron's leadership and vision are responsible in no small part for that excellent rep- utation," notes the release. Last February, Mr. Cameron was named Librarian of the Year by the Ontario Library As- sociation. Linda Linton, who's current- ly responsible for public ser- vices at the library, will take over as acting CEO beginning July 12. "The board has every confi- dence that she will provide the leadership and continuity the system needs while the search for a new CEO is under way," states the release. DURHAM NEWS ADVERTISER JULY 4 1 9 9 9 1 9 7 4 w 1 EDITORIAL Make summer accident -free Use common sense when enjoying pleasures of the season Now that school', out, summer is in full swing and families will be relaxing around the backyard pool or heading to the cottage on weekends. Neighbour- hood parks and streets will be- filled with children on bicycles. inline skates and skateboards. It's a time when the living is supposed to be easy, but it's also the time of year when tragedy often strikes. Each summer claims its share of vic- tims in highway 'accidents' and drown- ings. While an accident is defined as something that occurs by chance, many summer tragedies are preventable if precautions arc taken. Now is a good time to review safety rules with your family to ensure your summer isn't marred by grief. W'hilc it's the law that children must wear helmets while riding their bikes, a helmet that isn't fitted properly or wurn too far back on the head doesn't offer adequate protection. Helmets should cover the top of the forehead and should not slide forward or backward. The hel- met and straps should be snug. Ensure children know the rules of the road and arc cautious around drive- ways and when crossing the street. Remember to supervise children in the backyard swimming pool and at the beach or lake. When not in use, swim- ming pools should be gated artci locked. Each year, boating accidents claim lives. Many adults die due to a combi- nation of not wearing life jackets and consuming alcohol; remember boating and drinking don't mix. Penalties for boating and drinking are now the same as drinking and driving. This year, children under the age of 16 are no longer allowed to operate per- sonal watercraft. And. parents are re- minded that toddlers can drown in a few inches of water in a matter of seconds; around the water, don't take your eyes off the little ones. Remember to protect yourself and your children from the sun, as cases of skin cancer are on the rise. A had sun- burn in childhood doubles the risk of developing skin cancer later in life. And when your family is on the highway en route to the cottage or an- other summertime destination, remem- ber Durham region statistics show most traffic collisions occur in bright, sunny weather when driving conditions are ideal. Motorists tend to let caution drop when driving conditions are good, so practise defensive driving by expecting the other guy to make mistakes. Have a safe, enjoyable summer. What is so offensive about a generic prayer in the schools? Maclean's magazine and Gallup polls consistently show that more than 80 per cent of Canadians be- lieve in God. Ontario public educa- tion was founded upon Judeo- Christian principles. It was not long ago that Grade 1 pupils mem- orized the Ten Commandments. In the last 20 years atheists have forced any reference to God out of the schools despite the beliefs of the vast majority of Canadians. While there is no easy sclution to the school shootings in Lialeton and Taber, parents across North America and their elected repre- sentatives believe prayers in schoolw' would be a good step forward. Having run God out of the schools over the last 20 years, it ap- pears He is now making a come- back. The majority of parents I know are saying "Amen". The Rev. A report from the works de- partment to Durham Regional council Wednesday noted resi- dents in the north Pickering ham- let of Whitevale are concerned .about possible impacts highway construction could have on their wells. ,Also, the Region would have to pick up the tab to upgrade Brock Road to handle increased traffic when the highway is built, the report stated. _ Durham directed regional staff to have the consortium responsi- ble for the highway address resi- dents' concerns. The consortium bought the right to own and operate the high- way for 99 years and will build the eastern extension into Durham. "The highway will provide much-needed transportation sys- tem capacity at the congested west Durham boundary, and is likely to serve as a stimulus to further economic development," the staff report stated. "Construction of the highway continues the implementation of the planned (Greater Toronto Area) freeway network, and is needed to support planned growth and development in the Region." Whitevale residents are con- cerned construction work could affect their wells. A letter from Whitevale and District Ratepayers Association executive member Sylvia Cowls to the Regional Health Depart- ment noted construction "may change the quality and or the quantity of our wells, especially the shallow ones. "We need and want the wells tested before construction begins, so we can prove the cause of any change." She asked for the department's support in getting the provincial government to test the wells. The 407 now ends near Hwy. 48 in Markham. While planned to stretch across Durham to Hwys. 35-115, the first phase of the easterly extension is to Brock Road in Pickering. The staff report noted there will be "increased traffic de- mands on Brock" once the 407 reaches there. "'Iris will likely necessitate improvements to Brock Road, which would be at the expense of Durham Region." Also, a bypass around the hamlet of Brougham would have to be built, also at the Region's expense. Durham Region should ap- proach the consortium to see if it will help pay for some of these projects. Another concern for the Re- gion is the timing of construction of the highway between Brock Road and Hwys. 35-115. Among the reasons for the holdup is the location of freeway links between the 407 and Hwy. 401. One such link is planned for western Whitby, but the munici- pality opposes the location and is fighting to have it moved. Durham wants the consortium to start construction east of Brock Road as soon as possible. "Durham has long supported the extension of Hwy. 407 through the Region and would like to see its construction as soon as possible," the staff report said. "It could be a matter of days or an- other month or more;' reports Marion Tyler of St. Paul's -on -the -Hill Angli- can Church and one of eight members of a group from that church seeking to sponsor a refugee family. A family from the church has agreed to provide accommodation to a family in the basement of their home, which has been turned into a makeshift three-bedroom apartment. Members of the sponsor group have been advised to give refugees privacy by a representative of the Canadian Centre for Victims of Torture. The Dunbarton High School OAC graduate will attend Florida International University in Miami on an athletic scholarship to play as a centre midfielder with the varsity women's soccer team. The squad plays at the National Collegiate Ath- letic Association Division 1 level, competing in an independent con- ference in south Florida against such teams as Stetson University, Howard University and Old Domin- ion University. She's getting more excited as the calendar approaches Aug. 9, the date she'll arrive at the university to begin training for the long season ahead. "I just want to get down there and start training and see what it's all about;' says Middlebrook, who's playing this summer with the Rich- mond Hill Raiders women's soccer team which competes in a regional league. Although she had toured Florida International University around Christmas and enjoyed both the campus and the weather, it was a teammate who now attends the Florida school who helped her de- cide to play there. "I know someone who's already playing there;" says Middlebrook, who turned down scholarship offers from the University of Maryland and the University of Cincinnati for the chance to play at the Miami school. "Emily Drogo, who I play with on our club team, the Rich- mond Hill Raiders, has been down there for a year." Middlebrook likes her chances of cracking the university's starting line-up. "I'm expecting to get a shot to make the starting line-up. But, the coach says it will totally depend on how hard I work during the summer months to build up stamina. I don't think it will be an easy task, but I'm hoping that all my hard work will pay off." And then worry it's associated with heart disease'? During a normal life- time the heart beats 2.5 bil- lion times. But sometimes the heart rate slows, races, becomes irregular or has episodes of palpitations. What causes these changes? And when should you consult your doctor? The majority of people are rarely aware of the beating of their heart. But suddenly a rhythm distur- bance occurs and all else is put aside. You listen in- tensely to the beat of your own heart. Studies show that con- cern about palpitations is one of the prime reasons for consulting the doctor. Or for a speedy visit to the emergency department. Most people describe palpitations as 'skipped heartbeats.' Or they have the feeling of an 'extra beat.' Other patients tell of the sensation that their heart stops, starts up, pounds, jumps or races. Still others say their heart beat is irreg- ular, rapid or that there is a fluttering sensation in the chest. What are palpitations? The heart, for normal func- tioning, is dependent on electrical impulses. Each beat if stimulated electri- cally in the upper chamber of the heart known as the atrium. This signal then travels through a part of the heart known as the atrial - ventricular node (AV node). It then enters the lower half of the heart, the two ventricles, which then pump blood to the lungs and the rest of the body. But sometimes these electrical impulses get short-circuited and bypass normal pathways. This causes either an irregular rhythm or a rapid heart rate. 'Sinus tachycardia' is the term applied to the most common cause of a rapid heart rate. Patients may be aware of a fast heart rate or force- ful throbbing in the chest. Sinus tachycardia does not start and stop suddenly. Rather, it comes on gradu- ally and tapers off once the cause of the tachycardia is removed. 'Paroxysmal tachycar- dia,' on the other hand, starts like a 100 -metre racer and falters just as quickly. A variety of drugs can cause the heart to race. Drugs to treat asthma that cause dilation of the airway and nasal decongestants can trigger a racing beat. Tobacco, cocaine, caffeine in coffee and tea have been associated with rapid heart beat. But are palpitations or tachycardia a sign of heart disease? These symptoms do not in themselves indi- cate that heart disease is present. Nor are they always re- lated to a particular type of rhythm disturbance, In a small number of pa- tients an irregular heart rate may indicate an underlying cardiac problem. And it may increase the risk of coronary attack or stroke. So what should you do if you become aware of an abnormal heart rate? Take note of whether the heart- beat is fast, slow or irregu- lar. And whether the onset was sudden or slow, of short or long duration, and whether it was associated with physical activity. This information can provide di- agnostic help to your doc- tor. If you heart skips a beat now and then it's usually not an emergency. But be sure to mention this to your doctor during a routine checkup. But when an irregular heart rate is combined with frequent episodes of palpi- tations, rapid heart rate, fluttering in the chest, dizziness and shortness of breath, don't hesitate to seek medical attention. It's also prudent to seek immediate attention if you have already been diag- nosed with a heart prob- lem, suffer from hyperten- sion, diabetes, high choles- terol or have a family histo- ry of coronary disease or stroke. To pinpoint the diagno- sis doctors request an eic - trocardiogram. It may also be necessary for the patient to wear a 24- hour cardiac monitoring device called a Holter mon- itor to determine the cause of the cardiac irregularity. How palpitations and ir- regular rhythms are treated depends on the cause, Sometimes all that is nec- essary is to reassure the pa- tient there's no serious heart trouble present. Other patients may need drugs called beta-blockers, digoxin or calcium channel blockers to help regulate the heart's rhythm. And if you're still smoking, drink- ing 10 cups of coffee a day and overweight these habits have to be eliminat- ed. A healthy lifestyle will often ensure that the 'beat' goes on and on 2.5 billion times. Gaps between teeth, crowd- ing, protruding front teeth and teeth in abnormal positions are problems that may be corrected in the adult by orthodontic treatment.
