The arrest, following a thodical" two-hour search of a Barnes Drive residence, occurred three days after the shooting death of Breanna Davy and criti- cal wounding of her 27 -year-old father Warren Blackstock. Heavily armed officers of the Durham Regional Police Tactical Support Unit took 21 -year-old Craig Curtis Patrick into custody without resistance at 3:20 P.M. The dramatic events began in the quiet Ajax neighbourhood around 1 p.m. when Durham Re- gion uniform, tactical and canine unit officers went to the hou.c at the request of Toronto honu�- ide detectives. As officers cordoned off the street and formed a perimeter surrounding the residence. Dc- tective Sergeant Ron Rollauer, a police negotiator, initiated con- tact by telephone with a woman inside. The woman, in the house with a one -year-old baby boy, soon exited the residence with the child. "We were advised at the time no one else was in the residence and she gave us permission to search inside;' said Sergeant Jim Grimley, police spokesman. "It was a very cautious search of the house:' he said, adding members of the TSU. armed with submachine guns among other weapons, "knew who they were looking for and that there was a possibility the suspect was armed. Greater Oshawa Chamber of Commerce executive di- rector Bob Malcolmson told Regional council on Wednes- day, "We arc concemed that the Region is heading down a path that is not beneficial to the communities that make up the Region. "This is a new tax and our chamber is dead set against tax increases;' Mr. Malcolm - son added. He said the proposed $3.67 -per -square -foot devel- opment charge would be higher than those imposed by York, Peel or Halton regions. Mr. Malcolmson called the fee a "job killer. Why would any business set up shop in Durham and pay higher development charges or for that matter stay in Durham. when they could lo- cated in a region like Peel or Halton which is closer to the U.S. market, has a 40X1• -series road infrastructure, an inter- national airport and a transit system that we do not have"" The meeting on Wednes- day was held to collect input from the public prior to Proposal for commercial enterprise to DIANE HAMKF_ Strong chords at meeting. However, Clarington Mayor Diane Hamre noted in her community, a business wanting to open hasn't been able to because the munici- pality doesn't have the money to put in water and sewer services. "We can't get taxes if we can't get them there in the first place;' Mayor Hamre said. Kelvin Whalen, chairman of the Durham chapter of the Urban Development Institute, said the organisation wants the new residential charge phased in over a year rather than increasing it all at once. The year-long campaign was launched by Durham Regional Police in response to last )car's sharp increase in the number of traffic deaths on local roads and highways. A target traffic offence is se- lected each month and a one- week enforcement blitz is con- ducted across the region. In January. for example, po- lice targeted red light -runners. nabbing 61 violators in a four- day period. Another 47 High- way Traffic Act offences were laid. In February, police issued 123 tickets for stop sign of- fences and slapped seven dri- vers with tickets for school bus violations, states a report pre- pared by police. In addition, 193 other High- way Traffic Act and Criminal Code charges were laid during February. In March, radar traps snared 533 speeding motorists, while another 282 HTA charges were laid, says the report. Scat -belt violators were targeted in April, with 65 offence notices issued by police. "The goal of the campaign is twofold;" explains Inspector Dan Matthews. "It's to increase the level of enforcement of traf- fic violations leading to person- al injury accidents and to try and educate the public in an ef- fort to, hopefully, reduce the number of accidents" He said speeding and inter- section -related infractions are his greatest concern on Durham Region roadways. A two-month breakdown of personal injury accident statis- tics found 51 per cent of 235 collisions which occurred in April and %lay occurred at in- tersections. The survey, prepared by Traffic Management Unit Con- stable John Givelas, and sub- mitted to the Durham Police Services Board, showed 53 ac- cidents were the result of failing to yield, 40 due to careless dri- ving or speeding, 30 a result of following too closely, 25 a re- sult of disobeying a stop sign or traffic signal, and 21 because of an improper turn. A variety of other causes resulted in the other 66 collisions, says the re- port. The majority of motorists in- volved in injury accidents - 43 per cent - were between the ages of 16-34, and 88 per cent of the collisions occurred be- tween the hours of 7 a.m. and p.m. The city of Oshawa was the community with the highest number of injury accidents dur- ing the two-month study period, 84, while the northern munici- palities of Brock, Scugog and Uxbridge had the fewest, with 22. In Whitby there were 49, in Clarington, 23, and in the police district patrolling Ajax -Picker- ing there were 57.
