Ontario Power Generation's board of directors had been ex- pected to make a decision on whether to restart the 'A' reactors at their June 22 meeting. Howev- er, members of the Town's Picker- ing/Ontano Power Generation Li- aison Committee were told Wednesday night the OPG board won't be considering the matter until August at the earliest. "That's a little bit of a moving target;' the committee was told by John Froats, the Pickering plant's director of site support. "We're re- fining our financial estimates. But, local education officials report Durham's two school boards are in "good shape" thanks to leadership pro- grams that train teachers for administra- tive positions. According to the college, the self-regulating body that governs the teaching profession, 44 per cent of edu- cators who are qualified for administra- tive positions will retire by 2003. "I think there is already a crunch but it is going to worsen over the next few years," reports college spokesman Denys Giguere. The college estimates Ontario needs approximately 1,000 new principal - qualified teachers a year to replace those leaving the education system. Colin Edgecombe, principal at St. Bernadette Catholic School in Ajax and chairman of the Catholic Principals and Vicc-Principals Association in Durham, says the predicted retirement of 44 per cent of teachers who are qualified for administrative positions by the year 2003 is "scary because you're losing a lot of experience'. But, Mr. Edgccombc reports an "in- ternship program" designed to train Durham Catholic District School Baud teachers for administrative positions has helped to put "our board in really good shape" He notes the two-year mentor - ship program, which is offered in addi- tion to the mandatory qualification courses the college offers. familiarizes teachers with the responsibilities and duties of vice -principals. The Durham District School Board also has an "extensive" leadership -train- ing program in place, says Mark Joel, chairman of the Durham Elementary School Administrators. But, he says, school boards need to make vice -principals' positions "more attractive". "That flexibility is allowed," he says. Under the board motion passed Monday, "The expectation would he that (the resource booklet) be used on a daily basis. - During the debate Monday. Os- hawa trustee Jane Weist referred to a document entitled 'Readings and Prayers for use in Toronto Schools'. "They're (praying) in Toronto and we should he praying here" However, that document was pub- lished in 1985 prior to the 1988 On- tario Court of Appeal ruling that struck down subsection 28 of Regu- lation 262 of the Education Act. The court ruled that regulation infringed on the freedom of conscience and re- ligion guaranteed under the Canadi- an Charter of Rights and Freedoms. And, Toronto District School Board (TDSB) officials report that document, which included readings and prayers from 12 different reli- gions, is no longer used in the city's schools. "From what we know the practice has ceased," says TDSB committee reporter Pauline Duquette Newman, who was involved in translating part of the document into French. 105 Bary St, W. Janice Lithgow, the executive assistant for student and com- munity services with the TDSB. reports, "We have not done any- thing new on prayers and read- ings as the (newly -formed) TDSB yet.- The et"The new district board which was created under Bill 104 is an amalgamation of seven school boards and Ms. Lithgow ex- plains "wc don't have anything fresh yet" on the use of inspira- tional readings in schools throughout the city. She adds that until a new board -wide policy is developed, each former board within the TDSB will continue to use past practices. Ministry of Education and Training spokesman Dave Ross reports a 1980 Folic} memoran- dum states school boards can in - elude readings or prayers in opening exercises, but those readings "must be drawn from a variety of spiritual or secular sources. "Each board would make their own local decisions regard- ing opening exercises;" he adds. Meanwhile, Mr. Yeo notes the board's process in putting to- gether a resource will "involve many people included in differ- ent religions and beliefs" be- cause the document "does need to reflect the multicultural stu- dent body. - He notes the committee set up by trustees Monday will like- ly "develop something and send it out (to the community) for re- sponse" Doug Wilson, the Durham board's superintendent of opera- tions, reports a "wide cross-sec- tion of people" will be involved in creating the document. "We're starting our research now. We would like to have some kind of progress report for November." A committee including Ajax trustee Brian Clarke and Oshawa trustees Jane Weist and Susan Shetler will work in conjunction with the board's ethnocultural advisory committee and commu- nity members to develop the re- source guide. Student leaders from pub- lic high schools across the re- gion held the first meeting of the Durham District School Board's newly -formed stu- dent senate Wednesday in the hope of increasing communi- cation between pupils and trustees. The idea of creating a stu- dent advisory body, which was approved by the board April 19, was first pitched to trustees in early April by Deb Thompson. prime minister of the student council at Os- hawa's R.S. The OAC student, who chaired the group's first meeting. hopes the senate will "further the ties between Area doctor charged for `double -billing' Physician worked out of Ajax medical clinic, says OPP An Ajax physician has been charged with fraud for allegedly 'double -billing' OHIP to the tune of $155,000. The charge was laid fol- lowing an extensive inves- tigation by a newly -formed OPP squad assigned to crack down on Ontario health services fraud. Detective Staff Sergeant Keith Messham, of the Criminal Investigation Bu- reau's Ministry of Health Unit, said billings were made to the Ontario Health Insurance Plan by a general practitioner working out of an Ajax medical clinic be- tween September 1997 and January 1999. The charge alleges "the clinic would bill on his be- half, and he would then separately bill for the same patient," said Staff Sgt. Messham. The clinic, which was not named, wasn't aware of the suspected scam, said the officer. Charged with fraud over 55.t)OO is Dr. Donald Mac- Diarmid, 37, of Quebec Av- enue, Toronto. He is scheduled to ap- pear in the Ontario Court of Justice. Oshawa on June 21. Mike Williams, general man- ager of safety and licensing for the Pickering A' restart project, explained in an interview the de- cision to delay consideration of the restart was made by Pickering plant management. He explained one of the major difficulties being encoun- tered is trying to integrate the project schedule with hiring and training of staff. As well, poten- tial contractors have been slow in submitting bids on portions of the restart work that would be done, by outside companies. "Right now we're really work- ing on our own internal esti- mates," said Mr. Williams. He said "no firm date" has been set for the OPG board to re- ceive and consider the restart pro- posal from Pickering. Plans to get the first reactor back on line next summer have also been affected. "I think it's fair to conclude that's probably slipped a few months too," said Mr. Williams, adding staff' are looking at what the "achievable schedules" are. Mr. Froats said the options to be presented to the board will in- clude the costs and considera- tions associated with beginning the restart within a series of time frames. He explained factors in- volved in the restart issue include whether sustained improvement in performance has been demon- strated with the Pickering 'B' re- actors; future supply and demand for electricity; and the relative costs of generation options, in- cluding nuclear. Mr. Froats noted risk assess- ments also need to be prepared dealing with questions such as possible changes in supply and demand, possible price fluctua- tions, and possible unanticipated costs which may arise during the upgrading and restart process for Pickering 'A'. Mr. Williams has told the liai- son committee plans for putting the 'A' plant back into operation include major safety and environ- mental upgrades to the facility which are expected to cost rough- ly $800 million. the board of education and its students." She adds the senate will "bt: really beneficial" to the incoming student trustees — Tracy Russell from Ajax High School and Sundeep Scdhi from Anderson Colle- giate and Vocational Institute in Whitby -because it will provide them "a broader per- spective' from pupils across Durham.
