Overcrowding in public high schools not just a Pickering problem
Whitby the public board's 'first priority' in relieving problems, trustees hear
BY SUSAN O'NEYLL
Sta-(f Writer
Reducing crowding in Whitby's sec-
ondary schools is the Durham public
board's "tint priority" when it comes to
meeting accommodation needs in the re-
gion. trustees heard Monday.
Durham District School Board
trustees voted to firm an ad-hoc com-
mittee to review the accommodation
needs of the three high schools in Whit-
by after parents and students expressed
concerns at a recent budget meeting.
"Ibis is a request from our commu-
nity that we're trying to fulfill:' said
Whitby Trustee Elizabeth Roy, who
noted she and her colleagues also recog-
nize there are accommodation issues in
Uxbridge and Pickering.
Uxbridge and Brock Trustee Nancy
Loraine expressed concern that the puh-
he would think special consideration
was being given to accommodation is-
sues in one part of the region.
But, superintendent of business Ron
Trbovich said, "The first pnonty was al-
ways to tackle the issues in Whitby
"We're trying to determine a better
sense of the need:' he added. "it is the
prionty, the next major priority. Com-
paratively speaking it always out -ranked
the others"
"The initial thing we need is an addi-
tion to (Whitby's) Sinclair (Secondary
School) as soon as possible:' said Pick-
ering Trustee Ruth Ann Schedlich.
As of September, Sinclair students
will have eight classrooms in the adjoin-
ing education centre as the board at-
tempt~ to address the school crowding.
In a presentation to the board's fi-
nance committee last month. Sinclair
Durham schools selected
to test new report card
Two high schools in Durham could
test the waters of the Province's new
standardized report card for secondary
school students being launched this
fall, reports a public board official.
Durham District School Board su-
perintendent of technical and informa-
tion services Laura Elliott told trustees
Monday the board is hoping to have
two high schools included in a Min-
istry of Education and Training pilot
project designed "to build capacity for
assessment, evaluation and reporting
using achievement levels on the report
card in secondary schools"
Ms. Elliott reports while a couple of
board schools have expressed interest
in the pilot project, their participation
is not yet definite.
She explains the government's new
report card, finalized in March, will be
used in all Ontario schools to mark
Grade 9 students beginning this Sep-
tember and will be phased in over the
next four years along with the new
high school curriculum.
But, unlike the Province's new ele-
mentary report cards, the new high
school evaluation forms for the 1999-
2000 school year will not include an
achievement chart outlining the four
levels of assessment that are equated
with percentage grade ranges.
However, Ms. Elliott notes schools
that participate in the ministry's pilot
project would use a different draft of
the new repots card that does include
an achievement chart to provide teach-
ers an opportunity to "assess to the
new levels".
She adds it's expected the ministry
will include achievement charts on all
report cards the following school year.
Ms Elliott notes school boards are
still waning for the government to re-
lease the final version of the ministry's
Guide to the Provincial Report Card.
Grades 9-12 and reports high school
teachers will take part in training scs-
stons this fall.
Trustees vote for prayer
time in 7-3 decision
students told trustees there are approxi-
mately 1.9(10 pupils at the school, which
was built to accommodate approximate-
ly I AtX).
1 realize we are in the confines of a
three-year accommodation plan, but as a
kraal trustee in Whitby I've heard the
outcry. There's a big worry about ac-
commodation in Whitby," said board
Chairman Doug Ross. "We need to try
and see if there's a way we can solve the
problem. The last accommodation plan
didn't address the need for space in
Whitby."
However, Mr. Trtwvich noted the
original accommodation plan, which
called for the closure of Central Colle-
giate Institute in Oshawa, would have
generated roughly $15 million in fund-
ing to go toward new secondary so hool
space. "lite revised plan did not address
Whitby"
Meanwhile, Oshawa Trustee Susan
Shetler asked that the motion to form a
committee be withdrawn. "It sets a
precedent if we make it a board ad -hot:
committee.
"It sets a bad precedent when we
know there are other communities in
dire need"
But. Trustee Schedlich said, "We
have a serious problem here we have a
need to do something now.
"We can't afford a new secondary
school as long as Central stays open and
that is a fact whether people like it or
not. The number -one priority here is
Whitby," she said.
Trustee Schedlich noted the board is
building a new high school in north Ajax
and has approved an addition for Pine
Ridge Secondary School in Pickering.

Prayer policy
is short-sighted
Student trustee makes most sense
We are confused about what the Durham District School
Board intends to accomplish by re -introducing morning
prayer to our %drools.
Trustee Susan Sheller suggests prayer is required in the af-
termath of school shootings in the U.S. and Alberta.
Yes• school violence bac become an all -too -common prob-
lem. But it is one rooted in intolerance for the differences be-
tween one person and another whether those differences be of
colour, creed, sexuality or nationality. We fail to see how im-
posing prayer on our student body will bridge these differ-
ences. In fact, it may only widen the chasm and place some
students in further jeopardy.
The flaw in the theory that prayer will heal all wounds is
that not all of us pray. Not all of us embrace religion in our
own lives. Imagine what will happen in our school corridors
when parents exercise the right to have their children removed
from the classroom during morning prayers. The board will in
fact be creating one more %cenano where students are singled
out as 'different' from other students. This is a scene we ex-
pect will be played out each and every day of the school year
in every school in the board.
In introducing the motion to have time set aside each
morning to address students' spiritual needs. Trustee Jane
Weist reveals her own agenda as well as her ignorance of the
taxpayers she serves when she say's 'Everyone has a God and
the word God is not offensive.' Not everyone believes in a
supreme being. To impose daily %cnpture passages or prayers
on students for whom practising religion is not their choice
has the potential to widen the gap between our young people.
Trustee Wend own beliefs make her incapable of rcM-
senting all the taxpayers of the Durham Board. '1 think Chris-
tians have been a sleeping giant' she says, and she would like
to ensure children 'ria getting a Christian perspective at home
will get it in school.'
We arc offended. By her own words Trustee Weist sug-
gests tt><ne cluldren not believing in Christianity are mmichoty
underpnvileged or dnadvantagod. tion-Chnstian taxpayers
could he forgiven for seriously questioning Trustee Weist's
ability to represent their mtercsts at the board.
There are other ways to help steer children to become rc-
sponsibk. canng people in the community. A time of refla-
tion each morning could be used to ranforce positive moral
values without the use of prayer. Daily review of a code of
conduct or a mission %tatement would seem to he appropriate
without being potentially offensive to some students.
The rnost sensible comment our the issue comes from stu-
dent trustee Gavin Stanley who says, "A lack of religious in-
fluence sloes not mean a lack of morals... values are instilled
without scripture passage% or prayer -

It's party time!
Celebrate at Pickering's
Frenchman's Bay Festival
Dig out those noisemakers and dust off the party hats.
It's time to celebrate the impending official arrival of
summer.
And what a party it will be.
Pickering's ever -popular Frenchman's Bay Festival is
being held this weekend at the foot of Liverpool Road.
Actually, because it's well known that you can't wait for
a good party, the fun begins Thursday with midway rides
and games that will continue throughout Sunday.
And that's just the beginning of the fun of the French-
man's Bay Festival. It really gets going Friday at 8 p.m.
with a concert at the Waterfront Bistro Beer Garden.
The fun continues throughout the weekend and in-
cludes a pancake breakfast and petting zoo, a magic
show and Shakespeare Shorts, a lip sync contest and live
bands, a rubber ducky race and real live jungle cats.
There'll be clowns and a craft sale, a bartenders' race
and a hand showcase. dragon boats and drummers, face
painting and fire prevention tips.
And. more. much more.
It all adds up to a good time with good fun and good
friends. All crammed into four days.
You might want to take a nap from today till Thurs-
day. Then, get out and party hearty. Celebrate summer,
celebrate Pickering, celebrate the jewel that is our water-
front. See you there.

LETTERS TO THE EDITOR
Health cuts hard
on mom, baby
To the editor:
On March 25. 1 rushed my
daughter to Ajax -Pickering hospi-
tal. She was 29 weeks pregnant and
her ammcxic fluid began to leak out.
This can cause premature labour
and the baby might not survive. The
nurses were great and did all they
could for her, but she had to wait till
monung until the doctor got then-.
It was decided because the hos-
pital doesn't have the facilities tv
kok after a baby that young she
would he sent to Toronto. But, be-
cause of Mike Harris's cutbacks,
there weren't any beds available in
Toronto, not even m the other half
of the Rouge Valley Health System
- Centenary Hawlwtal.
Lata that day she was flown by
helicopter to Kingston Hospital at a
cost orf $2.000 and a chance the
baby could have been bort[ en route.
Then, she was flown by plane to
Toronto Island airport, again at a
high cost and at gnat risk to the
baby's hfe. They finally eroded up at
Mount Sinai by ambulance.
Meant Sinai nurse% were pretty
good with what they had to work
with. My vegetarian daughter had a
hard time getting vegetables fit it)
eat from the kitchen. Throughout
her may, her family and friends had
to take her food because she was
starving. When you arc in the h)% -
pita) for a month not knowing when
your baby is going to be born, you
can not be out getting diapers and
other personal supplies you will
need for your baby. How do you
pay for the extras, such as TV,
Phone. transportation for the dad,
etc.? A month in the hospital is a
long time. but once the baby is born
you must come up with these things
as long as you or your baby remains
in the hospital. Again, cutbacks arc
to blame.
She remained in Mount Sinai for
a month and could only move about
m a wheelchair. 1 do not smoke, but
I have sympathy for people whor do,
to a point. I realize that sortie do not
have the willpower to quit and I
know that my daughter really teed.
especially for her baby. Tbcy do not
have a smoking mom there, and as
wKwh as 1 Lke the a> c" of han-
ning smoking in hcspuah it is rnx
an ideal situation for smokcr%. They
have to go outside and in my
daughter's case this was dangerous
for her and her baby. Kingston had
a stroll nice lounge for smokers but
Toronto doesn't have nom for such
comforts. After my beauuful grand-
daughter was bom they had to re-
train there for a week -and -a -half
because of axnphicaucns and then
the baby was transferred to Ajax
when my daughter came home.
This was a hortible experience
for us all that could have been made
a lex easier without the cutbacks
made by Mike Harris. There is a let
of places cutbacks can be made
without doing it to our health sys-
tem.

Today, in my ignorance of

Mr. McGuinty also struck a
chord when he said Mr. Harris, "no

This summed up nearly the Pro-

Mr. McGuinty mocked Mr. Har-

Mr. McGuinty also character-
ized the Tories as "the M&Ms of
Ontario politics - on the outside
they're sweet, but inside they're

Mr. Harris also was sweet on

But his humour mostly appeared
contrived. It took a while before he

Mr. Harris also gibed "they were

Mr. McGuinty was not offend-
ed, saying he feels like Gary Coop-
er in 'High Noon; standing against
evil, but complaints poured in that
Mr. Hampton slighted sufferers
from mental illness and he had to
apologize and his campaign turned
down.
One problem politicians face is
almost any joke they make these
days may be seized on as offending
somebody on grounds including
race, age, sex, colour, religion, mar-
ital status, occupation, income and
sexual orientation.
When one of his MPPs defected
earlier to run for another party, Mr.
McGuinty said he was like sus-
pended Olympic runner Ben John-
son. whose last race was against a
car and two horses, because he
would "run anytime, anywhere,
against anything, for anybody,"
which seemed rather apt.
But Mr. McGuinty was accused
by others including Mr. Hampton
of discriminating against a black
and kicking a man when he was
down and politicians can hardly be
blamed if they play everything
straight and safe.

;I .,.Gone cycling...
Durham residents hit the road for fun and fitness
BY BRIAN MCNAIR
Stuff Writer
There are few more exhila-
rating moments in life than the
first time the training wheels
come off and, after a few anx-
ious seconds, the bike actually
continues on its merry way.
From that modest begin-
ning, an experience some of us
never forget, there are thou-
sands of routes people can
take in the sport of cycling.
This is the beauty of it all.
Cycling can be enjoyed in-
dividually or in a group, on a
quiet back road or in a forest,
on a daily or casual basis,
recreationally or competitive-
ly, on the old 10 -speed in the
garage or on a new-fangled
bike that costs nearly as much
as your car.
In short, it's something
anyone can do. And, it's some-
thing those in Durham Region
have identified as their most
popular sporting activity.
"People want to get out-
side. they want to get in shape
and meet new people. It's
great for all those things:' says
Adam Ruppel of Uxbridge.
who started Chico Racing with
his brother. Scan, in 1994.
"Plus it's got its exciting mo-
men!s"
Whether you're just getting
back into the sport since those
early learning days or eager to
take your riding to a new level.
you can't go wrong by vcniur-
ing into a bicycle specialty
shop.
Stores such as Pedal Perfor-
mance in Pickering, Northern
Cycle in Ajax. Impala Cycles

the mountain bike phenome-
non took hold of Ontario in the
late -1980s, stores have been
heavily stocked in that regard.
Most shops these days carry
about 75 per cent mountain
bikes, which are geared to-
ward off-road riding.
"Mountain bike is the
biggest thing." says Ontario
Cycling Association office co-
ordinator Tobi Williams. "It's
on the rise. It's everywhere:'
"Mountain bikes have been
the thing for years now,"
agrees Ron Boehm, who quit
his job as a real estate agent to
open Northern Cycle six years
ago.
"If you're going to buy one
bike, you're going to get a
mountain bike"
A basic entry level bike
will cost just under $300 if
purchased at a specialty shop,
which will customize the bike
to an individual's needs. As
the bikes become lighter,
stronger, and loaded with Net-
ter components, the price rises
accordingly, to as much as
$5.000.
"Part of it is the cool factor,
the brag factor:' Boehm says
of those who continually up-
grade.
The serious riders these
days own both a mountain
hike and a road bike, but those
with budgets and wishing to
do both off-road and on -road
riding normally own just a
mountain bike.
For those wishing to up-
grade and save a little money.

Once you're ready to roll,
Durham Region has a wide
and excellent variety of off-
road trails and on -road routes
to consider.
Mountain bikers often head
to Durham Forest south of
Uxbridge, Dagmar and Skyloft
ski resorts near Claremont, the
Harmony Valley Conservation
Area in Oshawa, the Long
Sault Conservation Area in
Clarington or the Ganaraska
Forest in Northumberland
County.
Road riders can go just
about anywhere, but naturally
look for low -traffic areas. The
Waterfront Trail is good for
leisure riders and families
while the more serious hikers
rave about streets north of
Taunton Road in such areas as
,i V
Pon Perry, Uxbridge, Black-
stock and Caesarea.
Those looking for week-
long trips might find Donna
McNeil's map books helpful.
The Pioneer Cycle Guide out-
lines a 176 -kilometre route
from Haliburton to Newcastle
while the Lakeshore Cycle
Guide illustrates a 206 -km
route from Toronto to
Belleville.
Both can be purchased at
Northern Cycle and other bike
shops.
If you're looking for a little
friendly competition, check
out the OCA website
(www.ontariocycling.org) for
a schedule of events, including
an Enduro Cup race at Dagmar
June 6 and the 24 -Hour of
Summer Solace event at Ga-
naraska Forest June 19-20.
Again, hike shops will be
happy to help get you started.
The owners invariably come
from biking backgromds and
are in the business primarily
for the love of the sport.
"I just like being able to go
out by yourself or with a
friend:' says John Vieira of Bi-
cycles Plus, trying to express
the appeal of cycling. "It's just
the sense of freedom, being
out there in your own little
world."
'. WORDS FROM
THE WISE POW,

Politics, Points of View and Parodiest
Stmay,
omw wummill.. with Environment Canada's Toronto office, said
The storm that roared through Durham Region
Monday packed some high winds and driving rain,
to be certain. But it was nothing compared to
storms which lashed different areas of Durham at
the height of the summer of 1998.
Last July, as residents in west Durham pre-
pared for their weekend, a storm struck, causing
widespread damage - particularly in Pickering
where funnel clouds touched down - and flotxkd
basements and streets. The runoff damaged one
bridge and destroyed another in the town and ulti-
mately caused hundreds of thousands of dollars in
damage. Weather officials said the storm was of a
magnitude likely to occur only once every 25 years.
Then, later in the summer. Oshawa was struck
hard by a similar but more powerful thunder storm.
Rob Kuhn, a severe weather meteorologist
there were several reports of funnel clouds in the
Oshawa area.
That storm downed trees and power lines
across Durham, leaving several neighbourhoods in
some communities without electricity for hours.
Weather officials reported it carried gusts up to 102
kilometres an hour as well as a dazzling - and dam-
aging — lightning display. Torrential downpours
also caused some localized flooding.
The colourful and well-known gardens at Os-
hawa's historic Parkwooxd Estate sustained severe
damage in that storm, as did mature trees and
fences at the site. Trees said to be more than 100
years old were uprooted and damaged at Oshawa's
Lakeview Park. Even movie-goers were affected
by the storm: It knocked out power to the local cin-
emas, forcing them to close.
Umbrella, anyone'?

GM production back on line
Friday walkout stops assembly of 750 cars
Production at a General Motors
car plant in Oshawa returned to nor-
mal Monday following a walkout
Friday morning.
The company and the CAW Local
222 sat down and discussed the situ-
ation on the weekend and workers re-
turned to work Monday morning,
said General Motors spokesman
Tonv LaRocca.
"Unfortunately we lost a little
over a shift -and -a -half of produc-
tion.' he said, adding that amounts to
more than 750 cars.
About 1,200 workers at Plant 2,
which produces the Buick Regal and
Century, were sent home about 10:30
a.m. Friday and the afternoon shift
didn't come in to work later in the
day after 30 to 40 workers walked off
the job, he said.
The Oshawa autoworkers were
protesting discipline against a work-
er who'd made a health and safety
complaint in the plant, said Terry
Spence, secretary -treasurer for Local
222
"A door fell off and he (the work-
er) felt it was unsafe;' he said. "The
bottom line is it was resolved. Every-
thing's tine so far."
