Tritium testing study raises questions BY MARIANNE TAKACS Staff Writer A study evaluating testing re- sults for radioactive tritium in local drinking water has raised some question about whether the water's being monitored accu- rately. The scientist heading the study told the Durham Nuclear Health Committee (DNHC) Fri- day he has found a statistically significant difference between the levels of tritium measured in samples of water tested by On- tario Power Generation, the provincial Ministry of Labour and an independent lab. However, Dr. Robert Drimmic of the University of Waterloo's Environmental Isotope Laborato- ry suggested the differences arc only a problem if the goal is to have a very precise reading of tri- tium levels, which are measured in becquerels per litre (Bq/L). Tritium is released into Lake Ontario from the Pickering nu- clear station, at levels below the legal maximum, as a normal part of its operations. The indepen- dent testing by the University of Waterloo lab was arranged by the DNHC in response to a request from the Town of Pickering. Durham Regional Police said the woman was awakened by voices in her parents' Whites Road residence at about 11:30 a.m. Saturday. When she went downstairs, she was confronted by one of three armed thugs. "A gun was held to her head while the other two suspects searched the residence" and as- saulted the woman's brother, said Sergeant Jim Grimley. He said the invaders fired a single gunshot during the inci- dent and left the residence after 30 to 40 minutes. The woman found her brother bleeding from facial wounds and took him to Scarborough Cente- nary Hospital. She later reported the incident to police. Sgt. Grimley said the woman's brother has refused to co-operate with investigators and police have few leads. Catholic boards join forces to save money The Durham -Catholic District .School Board is looking to re- duce costs and generate revenue through a business services part- nership with five other Catholic school boards in the Greater Toronto Area. The Catholic School Boards Services Association (CSBSA), including the separate boards in Durham, Dtiflerin-Peel, Halton. The year-long monitoring pro- gram started at the beginning of April 1998 and involved the weekly collection of samples of dfinking water from the Region's Ajax water plant (which also serves Pickering). These were split three ways and sent to laboratories at OPG, the Labour Ministry and the universi- ty for testing. The OPG and Waterloo readings were often within one becquerel of each other, but the Waterloo re- sults were also frequently two or three becquerels higher, and 5.5 becquerels higher on one occa- sion. The Ministry of Labour lab could not provide specific read- ings under 7 Bq/L, and its read- ings were often two to five bec- querels below Waterloo's, and on skincare services L from Spa wl & Sauna Moret'.! one occasion 10 becquerels lower. The DNHC also received a re- port on the study from Durham Region manager of environmen- tal health Tony Wong which con- cluded the statistical difference between the numbers was not sig- nificant. Mr. Wong said he had "used a different analytical tool" for his report. Dr. Robert Kyle, the commit- tee chairman and Durham's med- ical officer of health, said it would be ultimately be up to Re- gional Council to decide whether any action should be taken as a result of the study. "The question in my mind is if (current tritium testing) is not meeting a particular need, does it need to be rejigged somehow so it is meeting the need?" said Dr. Kyle. Irene Kock of Durham Nuclear Awareness, who was also at Fri- day's meeting, said the Waterloo study is important to evaluate the accuracy of the testing of local drinking water being done. "The concern I have is it's being construed in some cases as showing the safety of the drink- ing water," added Ms. Kock. She noted DNA continues to support the 1994 recommendation of the provincially -appointed Advisory Committee on Environmental Standards calling for a lowering of the drinking water limit for tri- tium to 20 Bq/L. Driver Patrick Macleod, 49, needed 59 stitches to close sev- eral deep knife wounds to his arm and chest. Durham Regional Police said the attack occurred at 4:10 a.m. Saturday when the Rapid Taxi minivan driver picked up two men on Noake Crescent in Ajax. Ten seconds into the ride, one of the men pulled out a large handgun and pressed it into the victim's abdomen. Almost instinctively, Mr. Macleod floored the accelerator and made a sharp turn, surpris- ing the bandits and sending one flying out of the van's open door. -I just reacted. The first cor- ner 1 took and the guy went fly- ing. It was a 90 -degree corner. I think they wanted to make a quick getaway, that's why they opened the door:' a still shaken Mr. Macleod said vesterday. Since March, Regional staff have been compiling a 52 -page report on the use of consultants' fees at the request of Oshawa Mayor Nancy Diamond. According to the finance commis- sioner, his department alone spent 170 hours to gather information to complete the report. The result? Fees for consultants make up about 1.2 per cent of the Re- gion's budget. Last year the Region spent $7.4 million on consultant-, out of a total annual budget of about $600 mil- lion. About three-quarters of that amount comes from wort: on capital projects. As finance commissioner Jim Clapp told the councillors, "This is pret- ty small potatoes, one per cent " It should also be noted the Region's portion of the consulting fees is also part of the cost. Some private partners also paid for consultant% on proje-ts they were involved in. Those who support the use of consul- tant% argue it's cheaper to hire them than to use expensive staff time to prepare re- ports. That may well be true, but is it re- ally necessary to waste staff time to see how much is spent on consultants'' As we debate the merits of regional government and its future in the wake of the creation of the Greater Toronto Scr- vices Board, it makes sense and saves dollars, if we can find a more efficient, less costly way of doing business. In a time when we as taxpayers are being asked to tighten the belt and the Province is being blamed for funding shortages local government_% must also act in a fiscally responsible manner. It might not seem like a big deal compared to the Region's gross budget of $600 million. but when all this infor- mation is available in the first place through budget documents, we'd rather councillors look into the item than foist- ing off the work on staff. When the finance committee pre- pares the Region's annual budget shouldn't clear information about what consultants do and how much they cost be part of the final budget document" If not, the finance committee has not been doing a thorough enough job and is wasting money and time by going back to prepare yet another report which will sit on a shelf once it's been glanced at. It wasn't that long ago more than $220,001 was dished out in severance pay to Durham Region councillors who were defeated in the last municipal cdec- tion late in 1997 and to politicians who retired before voters went to the polls. Those golden handshakes, combined with the wages and expenses of politi- cians and appointees to committees, cont taxpayers $1,1 13,196.70 in 1998. This strategy is doomed to fail. Like old cars these aging reactors will only break down more and more with time. The provincial election is now over and for another four years we have Mike Harris and the Progressive Con- servative party back in power. I had a feeling they were going to win again, but I was amazed at the amount of peo- ple who voted for them. It was a tough call for me when I stepped over to the child -size desk and sat behind the cardboard box used to prevent any prying eyes from taking a glance at my ballot and seeing I put my X in every circle. I knew I definitely didn't want to vote for Mr. Harris again; the Liberals did not seem much better, and the New Democrats were never a consideration. I am fed up with politicians' empty promises at election time. They will say anything to get elected. Mr. Hams was blabbing about all his tax cuts making for a better Ontario and all the things he and his parry have done in the last four years. I got a $6 decrease on my bi-weekly paycheque for provincial taxes. Am I suppose to be grateful for that? Twelve bucks a month? I won't go too far with that amount of money. A few months later my property taxes went up $700 per year - an extra $60 a month That really justified my person- al tax cut! I now pay over $2,000 a year in taxa on a townhome in Ajax. That $60 per month could be a dinner out at a local restaurant, clothing purchase or some sort of recreational activity that I am no longer able to do. These in- creases filter down to local businesses because when our disposable income declines there is less to spend on any- thing that is not a complete necessity. It hurts everyone. People say we should be happy we live in such a great province and coun- try compared to c4hers around the world. It's becoming harder all the time to feel that way due to the pres- sures of heavy taxation, interest rates, lack of well -paying jobs and poor gov- ernment. Now they have another four years. Maybe it's time to consider moving. high cost. Instead of accepting of- fers of replacement power from cleaner natural gas and renewable energy plants, Ontario Hydro chose to try to fix these old, dan- gerous reactors at a cont of more than $2 billion. Ironically, re -start of thc%c reactors also means much more coal burning, causing air pollution that kills thousands of people per year in Ontario. Not only arc coal plants used as a re- placement when reactors don't work, but nuclear plants need coal plants to meet daily and seasonal peaks in demand. Re -start of the eight Pickering 'A' and Bruce 'A' reactors also means more radioac- tive waste and a greater risk of a meltdown. The first step toward a cleaner, cheaper and safer energy future for Ontario is to phase out coal generation and keep the eight old- est reactors shut down for good. We can easily replace nuclear and coal with renewable energy, con- servation measures and high -effi- ciency natural gas plants. URHAM N E W S A D V E R T I S E R J U N E 8 1 9 9 9 ' •74=,-=, 0 ••• EDITORIAL Report on consultants a waste of time and money Work should be done when Region prepares its budget Durham taxpayers will be having a hard time paying their property tax hills knowing the Region is wasting money on frivolous demands. Since March, Regional staff have been compiling a 52 -page report on the use of consultants' fees at the request of Oshawa Mayor Nancy Diamond. According to the finance commis- sioner, his department alone spent 170 hours to gather information to complete the report. The result? Fees for consultants make up about 1.2 per cent of the Re- gion's budget. Last year the Region spent $7.4 million on consultant-, out of a total annual budget of about $600 mil- lion. About three-quarters of that amount comes from wort: on capital projects. As finance commissioner Jim Clapp told the councillors, "This is pret- ty small potatoes, one per cent " It should also be noted the Region's portion of the consulting fees is also part of the cost. Some private partners also paid for consultant% on proje-ts they were involved in. Those who support the use of consul- tant% argue it's cheaper to hire them than to use expensive staff time to prepare re- ports. That may well be true, but is it re- ally necessary to waste staff time to see how much is spent on consultants'' As we debate the merits of regional government and its future in the wake of the creation of the Greater Toronto Scr- vices Board, it makes sense and saves dollars, if we can find a more efficient, less costly way of doing business. In a time when we as taxpayers are being asked to tighten the belt and the Province is being blamed for funding shortages local government_% must also act in a fiscally responsible manner. It might not seem like a big deal compared to the Region's gross budget of $600 million. but when all this infor- mation is available in the first place through budget documents, we'd rather councillors look into the item than foist- ing off the work on staff. When the finance committee pre- pares the Region's annual budget shouldn't clear information about what consultants do and how much they cost be part of the final budget document" If not, the finance committee has not been doing a thorough enough job and is wasting money and time by going back to prepare yet another report which will sit on a shelf once it's been glanced at. It wasn't that long ago more than $220,001 was dished out in severance pay to Durham Region councillors who were defeated in the last municipal cdec- tion late in 1997 and to politicians who retired before voters went to the polls. Those golden handshakes, combined with the wages and expenses of politi- cians and appointees to committees, cont taxpayers $1,1 13,196.70 in 1998. This strategy is doomed to fail. Like old cars these aging reactors will only break down more and more with time. The provincial election is now over and for another four years we have Mike Harris and the Progressive Con- servative party back in power. I had a feeling they were going to win again, but I was amazed at the amount of peo- ple who voted for them. It was a tough call for me when I stepped over to the child -size desk and sat behind the cardboard box used to prevent any prying eyes from taking a glance at my ballot and seeing I put my X in every circle. I knew I definitely didn't want to vote for Mr. Harris again; the Liberals did not seem much better, and the New Democrats were never a consideration. I am fed up with politicians' empty promises at election time. They will say anything to get elected. Mr. Hams was blabbing about all his tax cuts making for a better Ontario and all the things he and his parry have done in the last four years. I got a $6 decrease on my bi-weekly paycheque for provincial taxes. Am I suppose to be grateful for that? Twelve bucks a month? I won't go too far with that amount of money. A few months later my property taxes went up $700 per year - an extra $60 a month That really justified my person- al tax cut! I now pay over $2,000 a year in taxa on a townhome in Ajax. That $60 per month could be a dinner out at a local restaurant, clothing purchase or some sort of recreational activity that I am no longer able to do. These in- creases filter down to local businesses because when our disposable income declines there is less to spend on any- thing that is not a complete necessity. It hurts everyone. People say we should be happy we live in such a great province and coun- try compared to c4hers around the world. It's becoming harder all the time to feel that way due to the pres- sures of heavy taxation, interest rates, lack of well -paying jobs and poor gov- ernment. Now they have another four years. Maybe it's time to consider moving. high cost. Instead of accepting of- fers of replacement power from cleaner natural gas and renewable energy plants, Ontario Hydro chose to try to fix these old, dan- gerous reactors at a cont of more than $2 billion. Ironically, re -start of thc%c reactors also means much more coal burning, causing air pollution that kills thousands of people per year in Ontario. Not only arc coal plants used as a re- placement when reactors don't work, but nuclear plants need coal plants to meet daily and seasonal peaks in demand. Re -start of the eight Pickering 'A' and Bruce 'A' reactors also means more radioac- tive waste and a greater risk of a meltdown. The first step toward a cleaner, cheaper and safer energy future for Ontario is to phase out coal generation and keep the eight old- est reactors shut down for good. We can easily replace nuclear and coal with renewable energy, con- servation measures and high -effi- ciency natural gas plants. The 7 -year-old had to go 30 rounds to finally take the title of Ontario's top speller. Rebecca, who recently moved to Toronto from Whit- by, finished first in the prima- ry category, in which 6- and 7 -year-olds compete, at the 1 Ith annual Ontario Spelling Bee championship finals. But Alanna Ramoutar, who finished second, sure gave Rebecca a R -U -N for her M -O -N -E -Y, staying with her until the 29th round. That's when Alanna, from Pickering, misspelled rugged (as 'R -U -G -G -I -D' ), forcing Rebecca to come back and spell both words to win. Then the whole audience especially Rebecca's mom, Helmy, and father Dave — did just that. "Dave said he nearly aged 30 years;" Helmy Harrison said after her daughter's vic- tory. Her husband nodded: "There's a few more grey hairs." Rebecca seemed to take it all in stride — television and newspaper interviews after the win, congratulations from her family — and serenely sipped the juice provided by organizers to the parched competitors. But make no mistake about it: This is serious busi- ness. Nearly 100 kids — the oldest group, seniors, are 13- to- 15 -years -old — had been preparing and qualifying for last week's finals, which were held at Queen's Park. since January. In the hallways around the competition, parents and chil- dren busily practised their words as they waited for their rounds to begin. Whitby resident Jeremy Woodcock, 16, was the first - place winner in the senior category. He says the competition was pretty tense, but he loos- ened up as things went on. "I got nervous, but the fur- ther 1 went, the less nervous I was — especially when there were only three people left" He says, toward the end of the contest, he was up against another 'super speller' from Markham. "She'd get one right, then I'd get one right, then she would — and that just went on," he says, adding "but it probably seemed longer than it really was" The last three words Jere- my spelled out in order to win were: massif, concierge and strafe. Jeremy takes home some great prizes, including a com- puter, software, a dictionary and a gift package. The kids get a book of words to study before the competition, but when the competition reaches pres- sure -cooker tension — some - time around rounds five or six — they go to the tiebreaker words. And none of the com- petitors has seen those. In the primary category, there were fewer and fewer kids stepping up to the micro- phone to spell once the tiebreakers started. Words like "blight," "bar- ren," "attuned," "explana- tion," and "nature" caused trouble. One word — "kin- dle" — knocked out two competitors. Julie Spence -Byrne, the president and founder of the bee, said it began as an effort to bring children and parents together in a fun activity. "Today, what you're see- ing here are all the mommas and papas and grandpas — they're all here showing sup- port for the children;' Ms. Spence -Byrne said. "That's all we ask of the community. Come on down, give them a nice, warm smile, and encourage them" Aid sought to send needy kids to computer camp BY SUSAN OWEILL Staff Writer The Durham District School Board is appealing to local businesses and residents to help send under -privileged children to computer camps this summer. The board is running six week-long computer camps for students between the ages of nine and 13 throughout July and August thanks to a grant of approximately $130)0 from Industry Cana- da, reports camp co-ordinator Jenny Reynolds. But, organizers are hoping to raise funds to provide pupils transportation to the camps, to collect donations of ford for student lunches and to receive items that can be used as prizes for children, Ms. Reynolds says. And, she notes, while pupils arc only asked to pay $25 each to participate in the five-day camp, some children can't even afford that cost. So, the board is also seeking sponsors in the community to help provide an opportunity for students to attend. "It is most important that the students who go to this camp are the students who arc the most deserving;' Ms. Reynolds says.
