PICKERING — A final deci-
sion on the transfer of power lines
from Kingston Road to a hydro
corridor in the Maple Ridge neigh-
bourhood has been delayed another
two weeks by the Pickering Hydro
Commission.
Commission members indicated
at their meeting Wednesday they
will not likely agree to have Picker-
ing Hydro pay the additional $1
million it would cost to bury the
lines in the corridor as desired by
residents, instead of running them
along new poles between the exist-
ing hydro towers.
However, the two-week exten-
sion was granted in order to give
the residents and the Town time to
to to persuade Ontario Hydro Ser-
vices Company, which owns the
corridor, and perhaps Ontario
Power Generation, which owns the
Pickering nuclear station, to help
pay the hunal cost.

Pickering mayor and commis-
sion member Wayne Arthurs said
he was willing to team up with the
residents to try and get the extra
money and would try to set up
meetings with OHSC and OPG as
soon as possible.
But as far as spending on the
project by Pickering Hydro is con-
cerned, he said, "I'm not convinced
the incremental $1 -million cost at
this stage is a cost that is warrant-
ed.-

. Helicopter to be shared by York, Durham forces
Deal signed for neepolice chopper
National Helicopters, a Klein -
burg -based firm, has been award-
ed a six-month contract to pro-
vide services for a York/Durham
police air support unit.
The pilot project, a joint pro-
gram involving two regional po-
lice departments, was made offi-
cial Thursday with the signing of
a memorandum of agreement,
said Durham Police Services
Board Chairman Bob Boychyn.
The York and Durham police
departments have joined forces to
launch the unit and will split 790
hours of air time.
The unit takes flight June 15
in York Region and the depart-
ments will then alternate weeks
of deployment.
The police services each con-
tributed $100,000 to pay for the
project, while The Ministry of
Solicitor General is picking up
the remaining $250,000 of the
cost.

The chopper will be equipped
with a high-tech tracking system
to assist locating suspected crim-

;nals and missing persons on land
and water, a video surveillance
,;� stem, public address system
and search light.
In addition to pursuits, it is ex-
pected the air support unit be
used to assist in tracking fleeing
criminals on foot, general patrol
of high crime areas, missing per-
son searches, identifying mari-
juana plant fields and co-ordinat-
ing traffic problems.
National Helicopters will pro-
vide a chopper and pilot while
specially -trained police officers
will be assigned by their depart-
ments to ride in the helicopter,
act as observers and co-ordinate
police ground resources.
Two Durham officers were re-
cently dispatched to Calgary to
receive special air training, Mr.
Boychyn said.
The feasibility of the program
will be reviewed at the end of the
six months.

Aid for special -needs kids, extra-curriculars sought
Public school board pushed to reinstate after-school activities, fund special education

Concerns about cuts in special educa-
tion in elementary schools and the lack of
extra -curricular activities in high schools
were the focus of discussion during a pub-
lic board budget meeting in Ajax Wednes-
day.
The Durham District School Board's
education finance committee heard deputa-
tions from several parents during the meet-
ing at Pickering High School.
And, trustees and board officials as-
sured citizens they're working to "perfect"
a new special education model to meet stu-
dents' needs and to reinstate extracurricu-
lar activities this fall.
The current proposal to reduce the num-
ber of special education teachers who work
with learning disabled students from ap-
proximately 250 to 133 "is not going to he
the final answer," board superintendent of
business Ron Trbovich told the crowd of
approximately 50 people. "Clearly we
need some support in the interval as we
move toward a new model.
"We need some extra support. We've re-
quested that from the Province and,
frankly, we're hopeful"
Whitby parent Kathy Galluzzo told
trustees, "We need to understand the child
who struggles to learn. Perhaps they have
something to teach us"
She told board officials, "You and I hold
the key to their destiny. Do not take the
tools these children need to learn. Illitera-
cy is not an option... Learning -disabled
children are a worthy investment"
"We do hear you loud and clear," Os-
hawa Trustee Susan Shetler told parents.
"This is an issue that's important"
"All the trustees are firmly on your
side," Ajax Trustee Brian Clarke added.
"You have a lot of support."

, The lack of extra -curricular activities in
high schools this past year was also a hot
topic Wednesday night.
"I didn't get it in high school," said Jim
Wilkinson, school council chairman at
Lincoln Alexander Public School in Ajax,
recalling it wasn't until a voileyball coach
noticed his talent and he became involved
in sports that he really started to learn at
high school.
"I learned so much more outside of the
classroom;" he said.
"I'm frustrated that with the leadership
this board has been recognized for... that
my kids are being deprived of this kind of
special education.
"Before- and after-school education is a
central part of the learning experience;" he
said.
"We can touch so many more kids"
Pickering Trustee Ruth Ann Schedlich,
who introduced a motion at Monday's
meeting of trustees calling for a staff re-
port on the board's efforts to reinstate
extra -curricular activities this fall, said the
board is "taking action.
"Everyone around this table believes in
extra -curricular activities," she said. "It
will happen for sure next (school) year"
even if the board has to bring in volunteers
to run clubs and sports teams.
Meanwhile, Mr. Trbovich noted the
board will release the third draft of the
budget Thursday, May 27 at a 7:30 p.m.

raising campaign chairman.
Denise Cramer. a "soft spo-
ken and sincere lady", last year
helped employees at Bayly
Communications. Chrysler. Or
thologic. Pitney Bowes and
Volkswagen launch their most
successful employee campaigns
ever, the United A'ay reports in a
news release. This year, his.
Cramer will take on an even big-
ger role as campaign chairman.
She is "honoured" to take on
the role. 'As both a volunteer
and a client of the (Canadian Na-
tional Institute for the Blind), I
have had a first-hand opportuni-
ty to experience the value that
United Way adds to our commu-
nity." Ms. Cramer explains.

nosed as visually impaired.
Ms. Cramer and her husband
are also active members of the
Pickering Lions Club. Ms.
Cramer's guide dog came from
Canine Vision• which is part of
the Lions Foundation of Canada.

dor, oppose the plan because it
would mean the installation of
another line and pales; would
necessitate the removal of bush-
es and trees in the corridor used
by the public for recreation. and

tion the appropriateness of run-
ning the new line beside playing
fields in the area.

resident Bill Alexander.
Mr. Quigley noted it didn't
seem fair for Pickering to spend
money to beautify areas like the
waterfront and Kingston Road
and then he unwilling to spend
on keeping Maple Ridge attrac-
tive.
-We have to sit here and
wonder what the heck did we do
to be left out of the equation."
The residents have also
maintained that if removing the
lines from Kingston Road
would really bring so much new
commercial development to the
area the new development will
cover the cost of burying the
wires.

Families need to know that
health care will be available
when and where they need it.
The Harris government has in-
creased health care spending to
the highest level in Ontario's
history — $18.9 billion. We ac-
knowledge that the demand for
health care services will contin-
ue to rise.
We will increase funding by
another 20 per cent which is $4
billion over the next five years
to increase spending to $22.7
billion. In Durham Region,
health spending has increased
by over $159.6 million since
1995.
In order to encourage more
doctors to locate where they are
needed we will offer free tuition
to medical students if they are
willing to relocate and practise
in under -serviced areas.
In addition, we have in-

leased April 30, will help identi-
fy priorities for this new fund-
ing. We will continue to expand
these services with our plan to
increase health funding by 20

vices and their attack on helping

the government is saying, "You
guys are useless! We already have
enough people.' That is not true!
There aren't enough hospitals!

There aren't enough nurses!

Students looking for a summer
job can go easy on their feet by
taking a walk to the Human Re-
sources Centre for Students in-
stead of aimlessly pounding the
pavement.
The student centre of Bow-
manville, Pickering, and Oshawa
reopened Monday, May 3.
Janet Rivers, supervisor of the
centre, said it helps students to
use the materials they have avail-
able to them.
"We have tried to consolidate
all the resources they may need in
one part or location," she said. "It
saves them from a lot of door to
door and hitting the street so to
speak"

She said the 'Hire a Student'
program has commonly helped
students get jobs in landscaping
and gardening centres, retail, and
even in the industrial area when
they need help.
Students, however, are only
given job postings, tips, and guid-
ance at the Human Resource Cen-
tre for Students and are not
matched with a job.
"What we do is try to provide
them with the resources to find
the jobs themselves;' she said.
"Then they self -apply. We just try
to give them all the -information
they need to help them find a
job."
The centre is geared toward
students who attended school
full-time during the past year and
will continue with school in the
fan. Students are provided with
resources like job postings and
are given information about re-
sume writing, interview tips,
wage rates, employment stan-
dards, and human rights. Students
also receive free access to photo-
copiers, fax machines and com-
puters.
"I think we're going to have a
very successful year," said Ms.
Rivers.
We have already done a lot of
employer visits and they seem to
be pretty open to the idea of hir-
ing a student. We tell them about
the federal and provincial grants
that are available and generally
they are pretty receptive. Stu-

good at picking up new things,"
she said.

she said.
Already, it has quite a few em-
ployers in its system looking to
hire a student when the centre
opens for the summer.
"They're still going to have to
do some of the work," she said.
"We give them the information
they need and they might even be
overwhelmed at first about the
complexity of a job search, but
hopefully we'll help them get
past that"
Ms. Rivers said the centre is
also still looking for employers
wanting to participate by hiring a
student.
It is beneficial to the employer
because they receive free adver-
tising of the position, a collection
of resumes, interview space if
needed and information on wage
rates, employment standards and
human rights.
The centres are open daily
from 8:30 a.m. until 4:15 p.m.

School board won't cut
The public board won't scrimp
on grass cutting at schools this
spring and summer despite the
fact it has a tight budget, a board
official reports.
The Durham District School
Board's plant services depart-
ment, which is responsible for the
maintenance of schools through-
out Durham, allots a certain
amount of money for snow plow -
back grass cutting
ing and grass cutting each year.
And, Mary Brown, communi-
cations manager for the board, re-
ports, "With the problems we had
in January ... that bit deeply into
the budget for this year."
With the heavy snowfall that
hit southern Ontario early in the
year, the board had to bring in
heavy equipment to remove the
white stuff from school grounds,
which ate up a large portion of
the $500,000 budget, she reports.
However, superintendent of
plant services Jack Massie says
the board will maintain its regular
schedule for grass cutting at
schools and won't cut back on
yard maintenance.
He says school yards are cut
on a 10 -day cycle while students
are in class but that schedule is

Dealing with `dry eye syndrome'
"Thank you for curing
my eyes, doctor." This was
a patient's surprise remark
to me several years ago.
Doctors always enjoy hear-
ing that a patient has been
cured. But there was a
problem in this particular
case. Normally I know how
I've cured them, but in this
case, I hadn't a clue. In
fact, to make matters worse
I hadn't even prescribed
anything for her eyes.
What had happened?
The woman, in her 60s, had
consulted me for annoying
menopausal symptoms.
Hot flushes, increased irri-
tability and a desire to kick
the cat or whatever else
was handy.
She was obviously
menopausal and needed
hormone therapy, namely
estrogen.
Heart attack and
stroke: It's
a woman's
problem too
Women may want equal-
ity, but some of the ways
they are equal to men aren't
so empowering.
The Heart and Stroke
Foundation used its annual
HeartSmart Symposium to
get the word out that despite
what women may have al-
ways believed, they are at
equal risk of heart disease
and stroke to men.
The Heart and Stroke
Foundation of Canada held
the symposium May 16 at
the Heydenshore Pavilion in
Whitby.
It included a presentation
by Dr. Theo Monchesky on
the differences in the way
cardiovascular disease pre-
sents itself in men and
women, a fashion show and
a clothes auction.
"A symposium like this
is important because what
the HSF has found since
they started putting money
into gender -specific re-
search, meaning for women,
is that many women don't
even know they're at risk,"
said Lisa McCoy, area man-
ager for the Durham East
Heart and Stroke Founda-
tion.
In a recent national heart
and stroke poll, only 24 per
cent of Canadian women
felt heart disease and stroke
was a serious health concern
for women although 39,000
women die of heart disease
or stroke annually, which
makes the two the No. 1
killer of women in Canada.
"I think for many years
the information that has
gone out has been on men
and the research being done
was on men and so women
thought it must be some-
thing that affects only men,"
said Ms. McCoy. "But the
truth is heart disease and
stroke is the No. 1 killer of
both men and women, al-
though with the education
we hope the numbers are
going to go down a bit.
That's why a symposium
like this is important"
Heart disease and stroke
has always been a health
risk for women, said Ms.
McCoy, but women weren't
told about it.
"The problem has been
that women have not real-
ized they were at risk," she
said.
The Heart and Stroke
Foundation is the primary
source of funding for fe-
male -sensitive research in
Ontario and currently funds
22 research projects worth
$3 million.

But during the office
visit while sitting across
from me she was continual-
ly rubbing her eyes. She
eventually asked me if I
could also prescribe some-
thing to stop the eye irrita-
tion. I advised her to see an
opthamologist. But she
replied, "I've already seen
three without any help."
Nor could I suggest a solu-
tion when I looked at her
eyes.
So it was a trifle embar-
rassing to take credit for
something I hadn't done.
But at least she left the of-
fice that day thinking I was
a genius.
It was only after she had
gone that 1 realized what
had happened. I've known
for years that estrogen has
a major effect on some tis-
sues in the body, particular-
ly the vagina.
Estrogen cream, for in-
stance can change a sore,
ulcerated menopausal vagi-
na into a healthy one in a
matter of days. I've often
said that if estrogen had the
same affect on every tissue
of the body we would never
grow old.
What I didn't know at
the time was that estrogen
can also help cure the 'dry
eye syndrome.' And I've
seen estrogen help many
patients since that time.
Today an increasing
number of North Ameri-
cans are bothered by dry,
itchy eyes. But the 'dry eye
syndrome' is not a specific
disease.
Rather, it's a general
term indicating only that
the eye lacks moisture.
Its symptoms vary from
mild discomfort to acute
pain. The majority of pa-
tients complain of a sensa-
tion similar to having
something in the eye. Or
they may notice redness of
the eye, difficulty blinking
and sensitivity to light.
Many thoughts bring
tears to our eyes like hop-
ping a pungent onion, see-
ing our children graduate
or a sad movie, but some
people do not produce
enough tears to keep their
eyes moist and free from ir-
ritation.
A number of conditions
can cause dry eyes. As we
age the eye normally be-
comes drier.

lost up to 50 per cent of
their normal tear -producing
ability.
The eye can also be-
come dehydrated when ex-
posed to too much wind.
Airplane travel may pose a
problem as the air on long
flights can be quite dry.
The eye can develop aller-
gic reactions to a variety of
substances.
Urban life is tough on
the eye. Increasing smog in
many areas of the country
and cigarette smoke are not
kind to sensitive eyes.
Check the medicine cab-
inet if you find yourself
frequently rubbing your
eyes. It contains a number
of possible culprits.
For instance, an increas-
ing number of people are
using beta-blockers to treat
cardiovascular problems.
Other drugs such as
those used to treat peptic
ulcer, antidepressants, anti-
histamines, anticholinergic
and diuretic drugs can
cause that itchy, burning,
gritty feeling in the eyes.
Too much caffeine has
also been associated with
dry eyes.
And alcohol due to its
diuretic effect on kidneys
can be a factor in the
parched eye syndrome.
There are several ways
to ease this problem with-
out resorting to onions. Ar-
tificial tears such as 'Cel-
lufresh M.D.' is one of the
best treatments for dry
eyes.
Cellufresh M.D. provid-
ed long-lasting relief and
contains essential ingredi-
ents for eyes. And if your
dry eyes are due to age it's
necessary to continue using
artificial tears.
There are several other
practical ways to ease the
discomfort. A hot, dry, at-
mosphere is hard on skin
and it's equally tough on
the eyes.
The use of a humidifier
at the maximum vapour
level helps to keep mois-
ture on the surface of the
eye.
Today some dry eyes are
related to the huge number
of hours spent at the com-
puter.
It's a good idea to take
'blink breaks.' This helps to
ease eye strain and keeps
eyes lubricated.
A faulty lifestyle often
causes tired gritty eyes.
You can't stay up half the
night and not expect to rub
your eyes in the morning.
Here the only prescription
is Ccllufresh M.D. or a
change in living habits.

bridge funding
Councillors back position of
other municipalities
Durham council has en-
dorsed positions taken by
other Ontario municipalities
— one to lobby senior levels
of government for money for
bridge work.
The Township of Centre
Wellington wants all Ontario
municipalities to petition the
provincial and federal gov-
ernments to set up another
infrastructure program, with
most of the money to be
spent on building or repair-
ing bridges.
The motion from Centre
Wellington noted the com-
munity has a number of
bridges and "it is financially
impossible for the munici-
pality to replace, repair,
maintain and upgrade these
bridge structures to (the) re-
quired provincial standard"
It further noted the feder-
al and provincial govern-
ments collect money through
licence fees, fuel and tire
taxes, which are to be used to
maintain roads, bridges and
the like.
Durham council also en-
dorsed the position of Elgin
County on the right of farm-
ers to use drainage ditches
for their intended use.
The Elgin motion stated
strict enforcement of
drainage ditches and water-
ways by the federal Fisheries
Act and provincial conserva-
tion authorities could stop
farmers from using the ditch-
es.

Andrea Allen: I've been a
Registered Massae Therapist for 4
years now. I graduated from the
Canadian College of Massage and
Hydrotherapy in 1995 with over 2200
hours in academic studies and over 150
hours of hands-on clinical experience,
including sporting and geriatric out-
reaches. After graduating 1 went on to
obtain my Certificate of Registration,
granting me the title of Registered
Massage Therapist. In my spare time I
like to stay active playing hockey and
softball.

The limited government fund-
ing for Durham Region children
services and reports of more gen-
erous funding for children in
other Ontario communities, has a
local child advocate calling for a
public forum on equity.
Pickering Councillor Maurice
Brenner has been working with
0;c Durham Child Poverty Task
Force and said the per capita
funding for children services in
Durham Region needs to be ad-
dressed in the current election and
corrected by the next provincial
government.
The Region recently filed for
more information from the
Province concerning the issue and
was able to c�mlirrn that although
Durham .%:u nirl c.: a• one

Ontario in 1995, the funding had
been further reduced by 1998.
The Region was receiving $187
per capita for children and adoles-
cents with special needs in 1995,
but that figure dropped slightly to
$186.65 by 1998.
In comparison, in 1998, fund-
ing figures were $477 per child in
North Bay. $356 in Metropolitan
Toronto. $331 in the Kingston
area and $322 in the Four counties
area of Peterborough.
"It (the slight decrease from
1995-1998) may not seem like a
lot, but when you look at the other
areas of Ontario, it is;" said Coun.
Brenner. "What the figures show
is the total disregard for the chil-
dren of Durham Region. Unfortu-
nately this has been going on for 3
to 1 %ears no%% and the only tiao.

issue at the next Durham Region-
al Health and Social Services
Committee meeting on May 18.
"It's non-political;" he said. "It
wouldn't matter if the Queen her-

for the children and child equity.
This has been going on for far too
long and we need to do something
about it"
Coun. Brenner said if the in-
equity in funding is not corrected
it will negatively impact the de-
velopment of Durham children.
He forsees a creation of social and
economic barriers for the next
generation.
He references his claim to the
released Goldenberg Re-

the Healthy Development of
Canada's Youngest Children' as
well as a fact sheet prepared by a
non-political group of agencies
looking out for children called the
'Fairness of Durham Campaign
'99.'
According to the fact sheet, in
1998 Durham Region also re-
ceived considerably less in
provincial spending through the
Ministry of Health (long-term
care. office of integrated services
for children).
Ottawa -Carlton received
$2,849 per child toward children's
treatment centres to support chil-
dren and youth with physical dis-
abilities, the London region re-
ceived $1.904, the Niagara area
got $1.846 and Peterborough re-
ceived $1.449.
Durham Region received $726
in comparison.

tional Synchronized Swimming
Championships at the Pan Am Pool
in Winnipeg recently.
Durham's 15 -to -18 age group
team finished eighth out of_(1 clubs
and first among Ontario teams.
Meanwhile, the duet of Jenny
Burgess and Shaina Dinsdafe fin-
ished eighth out of 20 teams. Mem-
bers of the 15-18 team were Jen-
nifer Bell, Kim Bonnar, Jenny

stage.
The National
Women's Hockey
League (NWHL)
has granted an ex-
pansion franchise
to the Durham
Lightning, who
will play their
home games on
Olympic -sized ice
at the Ajax Com-
munity Centre.
The Lightning,
a girls' hockey or-
ganization which
has grown to 600
players from 150
in just six years,
decided to make
the jump to
women's hockey
after being ap-
proached by
NWHL officials,
says Bill
Williamson, who
will serve as gen-
eral manager of
the Lightning and
is the past presi-
dent of the
Durham West
Girls Hockey As-
sociation.
"We gave it
considerable
thought and one
of the areas that
needed work in
our program is the
elite level;' says
Williamson. "We
thought this might
be in our best in
terests "
The Lightning
will truly be
Durham's team
says Williamson.

"We want to draw
everyone into
this."
The NWHL
bills itself as the
highest level of
women's hockey
in the country, if
not the world,
