PICKERING — Town parks
will close at midnight in spring and
summer and police and bylaw offi-
cers will be able to hand out tickets
for violations such as letting dogs
run loose under a new Pickering
parks bylaw.
The new regulations were
passed by Pickering council's ex-
ecutive committee Monday and
will go to council this coming
Monday for final approval, after
which they would go into effect
immediately. However, the Town
will have to receive formal permis-
sion from the Province, which may
take several months, before police
and bylaw officers can be granted
the authority to hand out tickets in
parks.
The main purpose of revamping
the existing parks bylaw, according
to a staff report to council, is to
deal with youths partying in parks

cer or a bylaw officer can write
tickets on the spot and that has
been something that has been total-
ly lacking in the past;' said Ward 2
Regional Councillor Doug Dicker-
son in urging his colleagues to sup-
port the new regulations. He noted
the night closings will "get at those
who are using the parks for their

Holland said some neighbour-
hoods have been "terrorized" by
the night revellers. He suggested
the changes will help officers stop
small problems in parks before
they grow out of control.
"That has a very measurable ef-
fect on the overall rate of crime and
the damage done to the communi-
ty;' said Coun. Holland.

PICKERING — Redevelop-
ment plans for the Metro East Trade
Centre are expected to move for-
ward now that an agreement on
what will be allowed on the site has
been reached by the owner, the
Town, the Region and other inter-
ested parties.
The owner of the MEPC, Gentry
Canada Investments Inc., is propos-
ing to add `big box' retail outlets
and some smaller stores on the site.
After deferring a rezoning appli-
cation for the site for several weeks
pending the outcome of the negoti-
ations, council voted Monday to en-
dorse the rezoning in principle. The
matter is scheduled to go before an
Ontario Municipal Board pre -hear-
ing May 18 and it's expected it may
be settled then, eliminating the need
for the hearing scheduled to begin
June 22.
Pickering planning director Neil
Carroll told councillors the recent
agreement alleviates the Town's
concerns about the potential for the
uses proposed at the MEPC to con-
flict with current ietail uses at Pick-
ering Town Centre. The intent, he
explained, is not to establish anoth-
er shopping mall at the METC site.
"They'll actually work in harmo-
ny with the Pickering Town Centre
rather than against it," explained
Mr. Carroll.
Parties involved in the OMB
hearing include the PTC and major
food store chains.
Gentra wants to establish a cen-
tre for large format retailing on the
METC site, including a food store,
retail warehouses, and other, small-
er "ancillary" retail outlets in addi-
tion to the trade centre uses current-
ly permitted. About 9,000 square
metres of the 27,000 -square -metre
existing building would continue to
be used for a trade centre. With the
rest of the existing building and a
possible expansion of about 13,000
square metres, a total of 31,000
square metres would be available

was very difficult to charge
anybody and all police could
do most of the time was
warn bylaw violators.
"It really, really tied their
hands;" Mr. Buntsma said in
an interview. Charges
under the bylaw had to be
prepared and submitted to a
justice of the peace before
being served on the offender,
which was a time-consum-
ing and expensive process.
"Enforcement was just
too costly;" noted Mr. Bunts -
ma.
Under the new system,
tickets for parks bylaw viola-
tions will be similar to park-
ing tickets in that officers
will be able to hand them out
on the spot and offenders
will be able to simply pay
them or go to court.
The new bylaw covers
some areas that weren't pre-
viously regulated, such as
park hours of operation.
Under the new rules, parks
will be closed from midnight
to 7 a.m. from April I to
Sept. 30; and from 10:30
p.m. to 7 a.m. from Oct. I to
March 31. No vehicle will be
allowed to remain on park
property during hours when
it's closed.

Landlords pleading for tax relief
from Durham council's finance commit-
tee have been told to be patient.
The owners of hundreds of apartment
buildings in Durham want their tax ratio
set at the same level as houses to offset a
current inequity which sees multi -resi-
dential buildings with seven or more
units taxed at a level almost three times
that of a single dwelling.
Ray Ross of RDR Investments told
the committee on Wednesday the situa-
tion is "unfair and inequitable. We've
determined a two-tier tax system is un-
fair from the feedback we've received".
Judging from "feedback from my
tenants, they're upset at the seeming dis-
crimination;' Mr. Ross said. "Tenants in
these buildings pay the taxes at 2.79 per
cent more. They pay taxes in the form of
rent"

Management agreed. "I feel I represent
people who are being unfairly treated"
When the Province introduced Cur-
rent Value Assessment, it set the tax ratio
for multi -residential buildings at 2.71
times that of a house, so an apartment
unit is taxed at almost three times a
house. And, when Bill 79 was approved
late last year, the assessment -related tax
increase for multi -residential units was
capped at 10 per cent for 1998 and five
per cert for both 1999 and 2000.

Clapp sympathized with landlords
Wednesday. "Definitely the Province put
it in place" the two-tier system.
But, Mr. Clapp said, '"Iite ratios can't
be changed. The tax rate could be
changed. The only way to do it is to
throw money at it. We'd have to apply
funding year after year specifically to
multi -residential (properties). We can't
look at each (property) category alone.
We have to look at them collectively:'
Mr. Clapp noted helping apartment
building owners by cutting their taxes
would necessitate the shortfall be made
up by other property classes — residen-
tial, commercial, industrial, pipelines,
farmlands and managed forests.
A report will be presented to council
in the fall on changes to the assessment
system, Mr. Clapp added.
Mr. Ross pointed out provincial Fi-
nance Minister Ernie Eves is on record
as saying Bill 79 gives the regions au-
thority to make changes to lessen the tax
burden for landlords.
Mr. Hann agreed, noting a section of
Bill 79 allows the Region to "correct the
ratios-".
But, Durham Chairman Roger An-
derson said, "Bill 79 isn't the answer. It's
the problem. It's not the answer and any-
one who tells you it is, is wrong"
Mr. Hann told the finance commis-
sioner that landlords aren't interested in
making finance department staff mem-
bers' jobs more difficult by addressing
the situation. "I see the amount of work
your staff has to do. I'm sure they're
going squirrelly, like our staff. I'm real-
ly, really sorry to suggest they do more
work, but I honestly, fervently feel we
have to help those most unable to pay.
How do you right a wrong other than at
the moment you identify it and try to fix
it?"
Mr. Clapp countered, "Until we have
a solution to get out of Bill 79, we're
caught"

PICKERING —'Tile Pickering nu-
clear station has failed to meet four of
the 14 performance indicator targets set
for March by Ontario Power Generation
(formerly Ontario Hydro).
The latest monthly 'report card' re-
leased by the provincial Crown corpora-
tion to make itself accountable to the
public indicates OPG bettered the tar-
gets in eight other categories and met
them in two.
The corporation notes in its report for
the Pickering facility that all production
performance indicators were worse than
target for March due to the extension of
the Unit 6 outage earlier in the year.
March report card results were as fol-
lows, for the first three months of 1999,
except for measurements that are quar-
terly, as indicated:
• In an index reflecting nine industry
standard performance measures set by
the World Association of Nurclear Oper-
ators (for the fust qumter of 1999) - 74.7
per cent, bettering OPG's target of 69.6
per cent, but shat of the industry medi-
an of 84.4 per cent.
- Public safety Level One and Two
events reportable to the AECB -zero, im-
proving on OPG's target of four.
• 'Reactor trips' or the number of un-
planned automatic reactor shutdowns
per 7,000 hours - zero, better than the
OPG target of one and the industry me-
dian of 0.8.
• The number of special safety systems
which exceeded their yearly unavailabil-
ity target - zero, bettering the OPG goal
of one.
- Compliance with nuclear safety com-
mitments to the Atomic Energy Control
Board - 100 per cent, meeting the OPG
goal of 100 percent.
• Net electrical production by the station
- 3.3 terrawatt hours (one terrawatt
equals one billion kilowatts), failing to
meet the OPG target of 3.4 TWh.
- Capability factor or amount of energy
capable of being produced per month as
a percentage of perfect performance - 75
per cent, worse than the OPG goal of
76.8 per cent and falling below the in-
dustry median of 82.8 per cent.
- Total outage days per reactor - 14.5,
failing to meet the OPG target of 10.
- Low and intermediate level solid ra-
dioactive waste produced - 418 cubic
metres, improving on the OPG target of
725 cubic metres.
• Radiation dose to the public from both
the 'A and 'B' stations together, for the
fourth quarter of 1998 (new measure-
ments not yet available) - 1.6 millirem,
bettering the OPG goal of two mnem.
• Major and moderate preventable spills
- zero, meeting the OPG goal of zero.
• Total collective dose of radiation to all
on-site personnel and visitors - 12
rem/unit, bettering the OPG goal of 16.2

- Industrial Safety Accident Rate, the
number of accidents per 200,000 work
hours that result in lost work time, re-
stricted -work injuries or fatalities - 0.35,
improving on the OPG target of 0.4 and
bettering the industry median of 0.4.
- Accident severity rate or the number of
days lost for injuries per 200,000 hours
worked - 969, failing to meet the OPG
goal of five.
Hydro's report notes the death of a
worker in a car accident in March had a
substantial effect on this indicator. A de-
tailed investigation has been initiated to
identify contributing factors and develop
controls to ensure the risk of a recur-
rence is minimized.
OPG states performance listed worse
than target is not an indication the reac-
tors are unsafe.

The Province already spends more
than $2 billion each year to help
people who, for whatever reason,
are homeless or at risk of becom-
ing homeless. With the endorse-
ment of the Ontario Federation of
Community Mental Health and
Addiction Programs, the Mike
Harris government recently an-
nounced an additional $45 million
over the next three years to devel-
op housing spaces and supports
specifically for people with mental
illnesses.
This is in addition to the $60
million announced last year for
improvements to community-
based mental health services. Only

The Mike Harris government has
taken the Province out of the pub-
lic housing construction business.
The private sector is better suited
to providing housing to the com-
munity. The economic initiatives
of the Mike Harris government
have resulted in more employ-
ment, less welfare and more
money in the hands of working
families. Now, more than ever,
Ontarians arc better able to afford
their own home. We intend to con-
tinue by cutting the provincial por-
tion of residential property taxes
by 20 per cent. By this initiative
and a further tax rate cut of 20 per

The provincial government abdi-
cated its proper role in housing
and downloaded supported hous-
ing onto the Region of Durham.
This adds to the cost that we all
have to bear through our property
tax dollars and to the homeless-
ness and squalor that we sec on
our streets. Municipalities don't
have the ability to provide financ-
ing and direction for the many
housing projects that dot our com-
munity. There is now no leader-
ship provided by the Province and
the Region has never before had to
offer it. Abused women and their
children must now wait for years
before decent housing is available.
The New Democratic Party is
committed to restoring real rent
control and to building affordable
housing for those in dire need. No
affordable housing has been built
in our area over the last four years.
As a result, young families arc
competing for fewer and fewer
spaces at prices that arc beyond
their means. Decent housing
should be one a continuum that in-
cludes apartments and townhouses
that families and singles can live
adequately in. Basic housing
should be available for all families
and at all stages in their lives!

Elementary pupils at public
schools across Durham are having
fun brushing up on their reading
skills through a "cool" pilot pro-
ject that pairs primary students
with older pupils.
The paired reading program,
being offered for the first time this
year at a number of the region's
public schools, partners Grade 3
pupils with intermediate student
coaches who read with them on a
daily basis.
"They all work at their own
pace and they have a great time,"
says Lori Cook, a parent volunteer
who oversees the program at E. B.
Phin Public School in Pickering.
"The kids really enjoy it. It's real-
ly worthwhile."
Students spend approximately
30 minutes each afternoon work-
ing in pairs. During the first half
of each daily session the younger
pupils have an opportunity to read
to their coaches and in the second
half, the students practise making
words.
"It's a cool program and they'll
all definitely he better readers as a
result," says Grade 7 student Amy
Holmes, who got involved be-
cause she "thought it was a fun op-
portunity to get to know younger
kids in the school and to help them
become better readers."
Grant Coward, the academic
resource teacher at the Altona
!toad school, notes the program
not only helps the younger stu-
dents practise reading, but also
gives the older pupils a leadership
rule.
"We've just seen such remark-
able growth (in the students)," he
says. Mr. Coward notes the seven -
week program, which concludes at
the school this week, "boosts the
fundamental skills that will be im-
portant for the Grade 3 assess-
ment."
At Glengrove Public School in
Pickering, principal Neil Simpson
reports the pained reading program
has been expanded to include stu-
dents in Grades 2 through 7 after
the success of the program with
Grade 3 pupils.
"The feedback I got from
teachers was that the kids came
back to class more self -confident, -
he says.
Mr. Simpson notes the pilot
project "takes the buddy concept
and gives it structure. It allows
kids the one-on-one (contact) to
have the chance for that oral read-
ing practice."
He adds the piogiam also pro-
vides students an opportunity to
practise skills they'll need for next
month's Grade 3 and 6 assess-
ments.

Demand answers from candidates
looking for your vote on June 3
When a provincial leader comes to
a town near you, you might expect,
but aren't likely to get, answers to the
specific local questions you may
have.
If all politics are local, ultimately
what happens in your neighbourhood
or your downtown or on your streets
matters most to you. And that's where
your local candidate comes in. An
election campaign is the only time
you have to 'comparison' shop be-
tween the parties which badly want
your vote.
When Mike Harris, or for that mat-
ter Dalton McGuinty or Howard
Hampton, makes an appearance in
Durham Region and is asked specific
Durham -based questions, it's not sur-
prising the answers are vague.
Provincial leaders have 103 seats to
worry about and platforms that run
the gamut from tax cuts, to health
care, to education, to the debt and
deficit, to job creation to federal -
provincial relations. While the four
seats in Durham are important of
course - all five currently happen to
be held by the Tories - leaders have to
answer questions that affect more
than 10 million people on a vast array
of topics.
That is not, however, the case with
local candidates. Their focus, espe-
cially during a campaign, is squarely
on the issues and problems in their
own ridings. What they propose to do
about unemployment, welfare, job
creation, housing and any other num-
ber of provincial responsibilities
should be answered.
We're not suggesting individual
candidates can 'deliver' on every
promise they make. Once elected, es-
pecially if they're not on the govern-
ment side, their power to bring good-
ies to their riding is limited. Howev-
er, they can act and should act as ad-
vocates for their constituents. It's up
to the voter to get to know and under-
stand the candidates he has to choose
from.
The circumspect answers from
leaders puts the onus squarely back
on local candidates to put forward
their platforms and to discuss how
their party policies would impact lo-
cally. If you want to find out what
prospective MPPs will do for you,
make sure you ask and demand an-
swers from candidates when they
come to your door, when you meet
them on the street or when you get a
chance to attend an all -candidates
meeting.

I haven't seen the latest Dr. Doolit-
tle movie with Eddie Murphy. But I
did read the book when I was a kid and
I saw the earlier version starring Rex
Harrison.
Man has always been fascinated
with the idea of animals talking. This
goes as far back as the Garden of Eden
when a certain unpopular snake tempt-
ed Eve. About 500 BC, Aesop, through
his famous Fables, had various animals
saying all kinds of things. Later in fairy
tales we have frogs talking to princess-
-es and cats conversing with kings. And
in our own time there are the animated
cartoons of Walt Disney and others,
which include a clear -speaking mouse,
a duck that is hard to understand and a
cute little pig that stutters.
All of which brings me to the point
of Jackie, our constantly hungry gold-
en retriever. Now Jackie is a smart dog.
I'm positive she understands much of
what my wife and I say. For instance,

we like to take her for a walk each
morning, but only if weather permits.
After getting up, either my wife or I
will ask the other, "Well, are we going
for a walk this morning?' Immediately
after we utter the word "walk", Jackie
gets all excited and starts racing
around the room like mad. If we don't
go, Jackie is naturally disappointed. In
order to spare her feelings we now use
a -different tactic. We spell the word
walk, as in, "Should we go for a w -a -I -
k?" No response from Jackie in this
case, since she hasn't learnod to spell.
Nevertheless, I often wonder what
Jackie would say if she could talk. I
imagine it would go something like
this:
"You lucky people. You get to eat
all you want any time you want. And
your choice of food is fantastic. Me?
All I get is a lousy bowl of dry dog
food once a day. No steaks or chops or
cake. Oh, I know, my doctor says I'm
healthy and is satisfied with my diet.
And I'm grateful that you occasionally
cheat a little by giving me the odd
morsel of human food from your plate.
But do I have to stand there and beg for
it? I'd love to have a bowl full of T-
bone
bone steaks or one of those big roasts
you cook on Sunday for the family din-
ner. Or maybe a whole ice cream cone
for a change instead of just the last inch
of it after you have eaten the rest."
Ah well, it really is a dog's life.

derful this highway will be.
They neglect to say anything
about the increase in traffic,
smog or development, or most j
importantly the loss of our Al
agricultural lands. This highway
is cutting through the Duffin
Rouge Agricultural Preserve. i
This is the best soil to grow
food, and there's very little of it
left in Canada.
With increased population,
there will be an even greater de-
mand for prime food land. This
highway is creating urban
sprawl that will soon turn our
food land to concrete.
I applaud Pickering Council-
lor Rick Johnson for his con-
cerns; it's good to sec not all
politicians are unconscious con-
cerning their environment.
I urge each and every person
in Ajax and Pickering to call
your MPP and other politicians
and let them know you want
food land preserved for your
children, and a healthy environ-
ment to live in. Taking care of
the environment is everyone's
responsibility.
