AJAX — Ontario Premier Mike
Harris was greeted by approxi-
mately 200 protesters here Friday
as he made a campaign stop at An-
nandale Golf and Curling Club in
%fax to rally supporters.
However, the pickets were kept
.ell away from the Mr. Harris —
thanks to a large contingent of
Durham Regional Police. OPP and
private security personnel.
The protesters, many of them
teachers, carried placards and
shouted slogans opposing Mr. Har-
ris and the Tories.
Stella Dorsman, of the Durham
chapter of the elementary teachers'
union, said police weren't letting
protesters into the parking lot.
,'hey said it's a private func-
tion. They asked if we were there to
protest and if we were, they asked
us to park on the road;' Ms. Dors-
man said. "We're here to do just
this. We hadn't intended to go in-
side.'
Joanne Dies of Ajax said she
was there as a private citizen "pro-
tecting the public education sys-
tem. I think their overall intent is to
privatize the public education sys-
tem. The whole system is in tur-

home in 1997 and cashing in a
$300,000 insurance policy.
Durham Regional Police filed
charges against the couple, now
living in the U.S., following a
lengthy investigation into a fire
which destroyed the 7,000 -
square -foot home at 1460 High -
bush Trail on Oct. 16, 1997.
The cause was initially be-
lieved to have been a pot which
had been left on the stove and the
couple collected $300,000 from
insurers, police said. Investiga-
tors eventually determined the
blaze was deliberately set.
"There were suspicions right
from the start," Sergeant Keith
Kritzer of the Ajax -Pickering
Community Office said. Police
and fire marshal officials contin-
ued to examine the gutted home
and a piece of flooring from the
residence was seized for forensic
analysis.
The tests, which took six
months to complete, turned up
traces of petroleum-based distil-
lates, indicating an accelerant
had been used to start the fire,
said Sgt. Kritzer.
The officer wouldn't comment
on a motive, but said the house
was listed for sale when it burned
down. The couple lived at the res-
idence for about seven years, he
said.
John and Grazyna Krzynowek,
40 and 34, face charges of arson
for a fraudulent purpose, mis-
chief endangering life, arson
damage to own property and pos-
session of incendiary material,
police said.
Sgt. Kritzer said several at-
tempts have been made by police
to arrange the couple's return to
Canada through their lawyer, but
so far they have refused. It's be-
lieved they are currently living
somewhere in Florida.

Last week, protesters created a
stir when they jostled the premier
and his wife as they tried to enter a
campaign stop.
Pickering -Ajax -Uxbridge PC
.andidate Janet Ecker said of the
security, "we want to make sure
everyone is safe. Safety is a para-
mount concern. And, I'm including
everybody. I'm respecting the fact
they're doing what they're doing."
Ms. Ecker added, "It's the same
people we fought in 1995. They
fought every change and reform the
last four years. And, they're stand-
ing out their again."
There to cheer on Mr. Harris
were several teenagers, including
Josh Hindman, Sabine Bowerman
and Diana Borremans of Bow-
manville.
Josh, wearing a T-shirt stating 'I
Like Mike', said, "We support the
PC youth. I believe in a lot of
things Mike Harris does:'
Sabine added, "I think he'd be
the best leader for us"
And, Diana stated, "I'm here be-
cause we need quality education
and jobs when we get out of
school."

Durham Regional Police Chief
Kevin McAlpine has shot down
the concept of amalgamating po-
lice forces in the Greater Toronto
Area into one crime -fighting
agency.
"I don't personally believe
bigger is necessarily better. This
issue has been talked about in po-
lice circles probably for as long
as regional police service has ex-
isted, but I don't see any fiscal or
operational benefits," said the
chief, responding to a published
report suggesting the idea may be
considered if Premier Mike Har-
ris's Conservative government is
elected to another term.
Craig Bromell, president of
the powerful 7,000 -member
Toronto Police Association, said
amalgamation of police services
"should be looked at by the
Province. I think there would be a
great cost -savings if it's done.
"The only guarantee I would
want is that front-line officers
and civilian jobs wouldn't be
lost;" said Mr. Bromell, who
added such a merger would in-
evitably lead to cuts in police
brass and a reduction in the num-
ber of civilian police boards.
Although there is no mention
of plans to amalgamate police
forces in the party's official elec-
tion platform, there is speculation
the issue may be considered by
the Tories if they win a second
term.
Toronto may not necessarily
be the first to be considered for
amalgamation. Durham and York
forces have a combined manpow-

A group of teenage boys, in-
cluding a 14 -year-old driver,
were nabbed Thursday night
after a stolen car being followed

end street.

vices for most of the 4.6 million
people in the region, Mr. Bromell
said.
The Halton police force,
which polices the western part of
the GTA should also be consid-
ered in any amalgamation, said
Mr. Bromell. The Halton force
has about 550 employees.
Police force amalgamation
would eliminate cross-border ju-
risdictional problems and pro-
duce savings in both equipment
purchases and the salaries paid to
top police brass, he said. "There
is nothing wrong with doing a
study to see if it's something that
can work:' said Mr. Bromell.
Chief McAlpine said there is
room for greater service sharing
between GTA police agencies.
Amalgamation, however, may
mean Durham Region residents
would have to pay more for
policing to subsidize higher costs
in Toronto and may lead to a
lower quality of local service.
Mr. Bromell suggested the
Greater Toronto Services Board.

Durham residents urged
to get active this summer
The Durham Region Health De-
partment is encouraging people to
'spring into Summer Active.'
Until Tuesday, June 15, people are
being asked to take part in Partici-
pACTION's 1999 Summer Active
Personal Challenge. The campaign is
hoping to get as many people as pos-
sible to be physically active for at
least 30 minutes a day for four days a
week, two weeks in a row.
"Preventing heart disease, stroke
and osteoporosis while improving
posture, balance and strength are
some of the major benefits of mild to
moderate levels of physical activity,"
said Dr. Donna Reynolds, associate
medical officer of health.

Fighting fire with
central dispatch
One big department may work best
in keeping home fires from burning
As fire departments across Durham
came together last week to battle a
grass fire, the question of regional ser-
vice came to the fore.
It's an issue that's been bandied
about before, but the recent demands
on municipal fire departments bodes
well for the Region to revisit this issue.
When train sparks resulted in the
May 5 grass fire from Pickering to Os-
hawa, emergency crews from across
Durham were called into action. In
Ajax, for example, all available man-
power was used to battle the blaze.
Ajax firefighters were assisted by their
Pickering counterparts, who were just
as busy battling their own blaze that
they eventually needed help from
Uxbridge crews. Firefighters did yeo-
man's work to battle the blaze, but the
total effort could have been strength-
ened if co-ordinated through a single
dispatch.
"It's obvious not all fire departments
knew what was going on;' said
Durham Region Chairman Roger An-
dcrson.
Under a regional department, a sin-
gle dispatch centre could keep track of
all pumper trucks and ensure efficient
use of personnel. If all of one munici-
pality's fire trucks were in use, a central
dispatch could send out additional
trucks to the area for standby.
There's no disputing local firefight-
ers do an excellent job, but regional ef-
ficiencies could strengthen their posi-
tion and give them better resources.
Municipalities already have mutual
aid agreements in place, but that does-
n't necessarily result in the most effi-
cient response to an emergency where
saving seconds can mean saving lives.
Chairman Anderson believes a re-
gional fire department will save tax-
payers money. — the economies of scale
will prove more than cost-effective:'
Taxpayers are certainly not opposed
to tax savings, but money is not always
the prime issue. When it comes to
emergency services, local residents
want fast, reliable response.
If one municipality provides better
fire protection than other communities,
why can't its model be used as a blue-
print for a regional service? Regardless
of the outcome, the Region must take a
closer look at this issue which is cur-
rently before the regional governance
committee.

To the editor:
I find Robert Millar's tont as
expressed in his letter to the editor
in the April 18 News Advertiser
headlined 'Nuclear facts' ex-
tremely alarming. Is he yet anoth-

about the challenges their children face
at school and hearing their concerns
about the proposed changes to special -
education programs raises questions
about whether the provincial govern-
ment's funding model is really putting
students first in Ontario.
Approximately 200 citizens gath-
ered at an Ajax school recently for a
public forum about the planned
changes to special -education programs
in public elementary schools through-
out Durham.
As countless parents told tales
about their children's struggles to learn
and expressed worries that students
will fall through the cracks should
extra supports disappear, it became
clear the Province's funding model is
more about dollars and cents than
common sense.
The region's two school boards are
facing significant funding shortfalls for
their special -education programs and
parents of special -needs children are
understandably concerned about the
coming school year and whether their
youngsters will continue to receive the
level of help they need.

As many parents have said, these
children are among the most vuhma-
ble in society. But with the extra help
they currently receive, they have a
great shot at succeeding in school.
However, if that support disappears,
one has to wonder how many students
will pay the price.
The government funding allocated
to school boards here falls short of
what's needed to maintain special -edu-
cation programs as they stand.
As a result, the Durham District
School Board is planning to alter the
delivery of its programs for students
with mild and moderate learning dis-
abilities. The proposed new model will
see a vast reduction in the number of
qualified special -education teachers
working with students.
And, at the Durham Catholic Dis-
trict School Board, officials warn that
even with an increase in the special -ed-
ucation per -pupil allocation, the fund-
ing they'll receive for next year is less
than what the board spent on special
education last year.
Meanwhile, as the region's school
boards are trying to deal with these
challenges, the Ontario English
Catholic Teachers' Association is
preparing to take its battle over Bill
160 to the Supreme Court in an attempt
to win back separate school boards'
power to levy taxes at the local level.
Perhaps if that power had never
been removed then Durham's school
boards wouldn't be facing the prob-
lems that currently plague them, and
parents of special -needs students
wouldn't be worrying the programs
their children need so desperately
might disappear.

I would remind Mr. Millar that I
anyone who is employed by any
of the successor companies to On-
tario Hydro is part of a Crown cor-
poration. That's right folks! The
taxpayers own Ontario Hydro.
It is not the responsibility of
residents, regardless of their
knowledge or lack of expertise, to j
approach Hydro on the issue of
power production. However it is
the responsibility of this public
corporation to be totally account-
able to Ontario residents. I see
very little of this. We are now sad-
dled with an enormous debt. We
view a utility which has success-
fully bamboozled provincial gov-
ernments into believing that if the
atomic end of things is moth-
balled, we'll all freeze in the dark.
Makers of the CANDU system
produced their own paean by
boasting to the world that its oper-
ation was the best. If that is true
then why has Hydro called in
American expertise? Why has
Hydro found itself in a frenzied
situation desperately attempting
to catch up with specific stan-
dards?
Hydro enjoyed a monopoly on
electric power production. That's
soon to change. But it still is ex-
empted from liability as well as
the Freedom of Information Act.
Some environmentalists have
been arrested trying to stop this
apparent menace. My town faces a
shortfall in the PILs (payments in
lieu of taxes) previously made to

Campaign stops focus on business Notebook

Mike Harris wasn't about to
tip his hat or rock the boat when
he rolled into Durham on a pro-
business campaign platform Fri-
day.
Premier Harris stuck to empha-
sizing the 69 tax cuts made by his
government over the past few
years and said little one way or
the other on local issues. The
Durham courthouse is likely com-
ing but when and where he wasn't
about to say. An amalgamation for
Durham Region? Well, maybe.
And, he wasn't about to pick a
fight with the union because, he
said, the unionized workers at
GM like the Tories' tax cuts.
The premier was on an after-
noon stopover at Horn Plastics
Inc. in a south Whitby industrial
park as part of a tour through
Durham. It began in Peterborough
and headed southwest with stops
at three growing businesses.
While at Horn Plastics, he took
time out to answer questions from
the crowd of local and Toronto-
based media who attended the
event.
The fact all three stops on the
day's itinerary were at non-union
shops didn't go unnoticed. When
asked why his stop didn't include
a union shop, the premier replied
that of workers polled at the Gen-
eral Motors gates, "all 10 people
said we like Mike Harris.
"I can understand that. We've
given them a bigger raise than
they've gotten through negotia-
tions with our tax cuts plus the
growth in the auto industry has
given them job security"
Since the NDP announced a
courthouse was slated for down-
town Oshawa in 1995, local
politicians and the business com-
munity have been awaiting a fur-
ther announcement which has not
been forthcoming. In fact, the
possibility the courthouse may go
elsewhere has been raised. When
asked about the status of the cour-
thouse, and when and where it

may be built, the premier seemed
uncertain of its status and unwill-
ing to commit himself to the pro-
ject.
"(Durham Centre MPP) Jim
(Flaherty) might know exactly
when and where. I'm not quite
sure," he said. "We've done more
for courthouse replacement across
the province than was done for at
least 10 years before us," he
added, calling on Mr. Flaherty to
field the question.
"I believe there is a proposal,
or several propossis that are on
the table and I believe we're look-
ing for the best, most appropriate
solution," Mr. Flaherty said, not-
ing Rob Sampson. Minister of
Privatization was working on "a
process" which may include pri-
vate partnership for a consolidat-
ed Durham Courthouse. That
process is "ongoing;' the MPP
said.
"So we're not ready to an-
nounce that yet'?" the premier
asked Mr. Flaherty, who replied,
"No, not yet"
For municipal politicians sit-
ting on the edge of their elected
seats waiting to see if they'll still
have a job in the next few years,
there was little to base career de-
cisions on. Mr. Harris did not con-
clusively say, one way or the
other, whether Durham would fol-
low in Toronto's amalgamated
footsteps. "By and large we've
sought local solutions. We are
after savings in administration;'
he said noting there have been a
number of amalgamations of ser-
vices and cost-sharing projects.

Mr. Harris told reporters he is
open to all Ontarians though he
will not address organized pro-
testers, a lesson he says he
learned from Alberta Premier
Ralph Klein.

As the Green Party's candidate
in Pickering -Ajax -Uxbridge,
Pickering resident Chris Penning-
ton wants to put environmental is-
sues on the provincial election
agenda. .
The main goal of the Green
Party is the preservation and
restoration of the natural environ-
ment, explains the 22 -year-old
tennis coach and York University
student. And, he says, Ontario
needs a sound, long-term environ-
mental policy to preserve the eco-
nomic resources and quality of
health and life we enjoy today.
"I just want to make sure those
things are going to be there for us
in the long run," says Mr. Pen-
nington.
Other key issues in this elec-
tion, according to the candidate,
will be health care and education.
"I'd personally like to see the
health-care system move in a bit
of a different direction." He be-
lieves there should be a greater
focus on preventive health and the
provincial health insurance plan
should cover alternative health
care and dental needs as well as
conventional medical care.
Mr. Pennington would also
like to see control of the school
system returned to local boards of
education so programs and cur-
riculum could be tailored to local
circumstances.
"I would like to see class sizes
stay as small as possible," he
adds. "I would like to see schools
as small as possible.'
Mr. Pennington says he sup-
ports Green Party policies such as
reduction of the work week to re-
duce unemployment.
He's also personally opposed
to the restart of the 'A' reactors at
the Pickering nuclear plant.

on health care, education and social

Durham health officials focus on rabies
The Durham Region Health De-
partment is hoping to raise awareness
about the potential dangers of contact
with wild and stray animals during
Rabies Awareness Week.
Rabies Awareness Week is May
17-21 to remind everyone to be care-
ful when outdoors. Every year, hun-
dreds of people are bitten or
scratched by potentially rabid ani-
mals.
"Teaching children how to avoid
situations that may put them at risk of
being bitten or scratched is key to
preventing transmission of rabies to
humans;" said Alex Connor, environ-
mental health manager with the
Durham Region Health Department.
In 1984, the Durham Region
Health Department and the area
school boards developed a program
to teach children rabies prevention.
The program works with teachers to
educate children on the five basic
rules of avoiding rabies. They are:
• Avoid wild animals, including bats
• Avoid sick and dead animals
• Report sick animals to parents

have a new and unique
piece of public art to
enjoy in their downtown
area.
It's the `Dreamscape'
sculpture unveiled last
week outside the Picker-
ing Town Centre, along
Glenanna Road. It was
created by local artist Ed-
ward Falkenberg and se-
lected last fall as the win-
ning entry in a privately -
funded competition in
which four international-
ly -famous sculptors re-
siding in Durham Region
were invited to partici-
pate.
The 17 -foot sculpture
is made of highly -pol-
ished stainless steel. Re-
flecting brilliantly under
the sun, it complements
the surrounding architec-
ture and landscaping,
making the chosen site a
unique meeting place. A
special celebration held
for the unveiling reflect-
ed the vision of the sculp-
tor, bringing together
fantasy, imagination and
fun.
The Pickering Town
Centre, owned by the On-
tario Pension Board, has
funded over $500,000 in
improvements to the Gle-
nanna Road streetscape.

Oshawa Waterfront Festival

The Waterfront Festival is schedualed to take place at
Oshawa's Lakeview Park June 11, 12 & 13. Friday
afternoon through to Sunday is the Arts and Crafts
Show, and refreshment tent licensed by L.L.B.O.
Throughout the festival the Midway Carnival Rides &
Games will be going on. Saturday and Sunday there

' Buyer beware: Pit bulls sometimes sold as rare breed

breed is actually the rare
Staffordshire Terrier.

Dog lovers may be led
to believe they are buying a
rare breed of dog when
they may actually be buy-
ing something far more
common and far less valu-
able, warns The Animal
Guardian Society.
Lorie Ferguson is a di-
rector and intake co-ordi-
nator at The Animal
Guardian Society (TAGS),
a volunteer -based organiza-
tion that places homeless
dogs.
She said people are
often being told they are
getting an American
Staffordshire Terrier when
all they may actually be
getting is a run-of-the-mill
pit bull.
"It is a problem," she
says. "It is a misrepresenta-
tion of the breed and peo-
ple don't know the differ-
ence. It's easy to sell an
American Staffordshire
Terrier so people lie and

the pit bulls that are filling
up the pounds because both
have a wide face and a
locking jaw.
"People get things mis-
construed just a little be-
cause pit bull is only a
generic term;' she said. "Of
course when Staffordshire
Terriers are called pit bulls,
those who breed them are
bound to get upset, but peo-
ple do tend to refer to them
as pit bulls and people au-
tomatically think it's a pit
bull when they see it."
She adds there have un-
doubtedly been many cases
where people have paid
money for a dog they were
told was a Staffordshire
Terrier, even if it wasn't.
"People need to keep in
mind that no one can say
it's a purebred without
proper papers," said In-
spector VanSeters. "If
someone hears the word
'pit bull' it's harder to get
rid of the pups, but by call-
ing it a Staffordshire Terri-
er and putting a different
name to it, it really helps.
People are often afraid to
get a pit bull, but some-
times they don't make a
connection between the
two when they see the cute
pup (and are told it's a
Staffordshire Terrier). It's
funny because it's all in the
term pit bull"
She adds those looking
for a dog should be cau-
tious about owners who
claim the dog is purebred.
"What people need to be
aware of no matter what the
breed is that they're calling
a purebred is that they need
to have papers," she said.
"If I was going to pay a lot
of money for a Stafford-
shire Terrier and someone

She said that there are
only a few American
Staffordshire Terriers born
annually and they are sold
under a non -breeding con-
tract. All are either tattooed
or micro -chipped.
And for the people who
do buy either of these dogs,
she maintains they pose no
more threat than any other
breed.
"All dogs are good and
it's just about socializing
them," said Ms. Ferguson.

Lindsay Wells, 21, and younger
sister Laura, 19, earned accolades
for their outstanding play as mem-
bers of the starting six for the York
University Yeowomen volleyball
squad this year.
Lindsay, a third -year setter for
the Yeowomen this season, was
named to the all -Canadian all-star
team at the Canadian Inter -universi-
ty Athletics Union banquet in Ed-
monton in March. And, she was

Just as the season was a big suc-
cess for the Wells sisters individual-
ly, that was also the case for the
team. After winning 14 titles in 18
years, the York Yeowomen had a
tremendous season of I I wins and
one loss in regular -season play. But,
York was upset in the OUA final by
arch -rival University of Toronto, a
hitter pill to swallow, considering
York had defeated the U of T twice
in regular -season meetings.

Durham teachers learn
to curb teen violence
Educators to guide high school students
on conflict resolution
Teaching teachers how to educate
students in anger management and
conflict resolution is the focus of a
popular program just launched at the
high school level, reports a public
board official.
More than 30 Durham District
School Board high school teachers
took part in a two-day workshop at
Trillium Trails in Brooklin last week
as part of the Lions Quest Skills for
Action program, reports Linda Low-
ery, the board's substance abuse fa-
cilitator.
The Lions Quest program, which
focuses on life skills and violence
prevention, is one of more than 20
such initiatives in place at public
schools across the region.
Training in the program has been
offered to elementary school teachers
here for years, Ms. Lowery says.
The Skills for Growing program
for students in kindergarten to Grade
5 teaches pupils the importance of re-
specting others, while the Skills for
Adolescence program for youngsters
in Grades 6 to K deals with substance

pupils how to resist negative peer
pressure, how to work co-operatively
with others and how to resolve con-
flicts.
Ms. Lowery notes the training
workshop was "well-received" by
high school teachers last week.
"I already have a waiting list for
the next workshop;" she says.
Ms. Lowery reports the program
places a "strong emphasis on build-
ing partnerships with the communi-
ty"
Approximately 30 elementary
school teachers also participated in a
Lions Quest training session at the
public board's education centre Fri-
day and Saturday.
Ms. Lowery notes Lions Quest
programs have been sponsored by
Lions Clubs throughout the region
for many years.
The Pickering club recently pro-
vided the board $15.000 for the pro-
gram.
