The Ontario English- Catholic Teachers' Association (OECTA) is laking its fight to win back the right 0 for separate school boards to levy taxes to Canada's highest court after the Ontario Court of Appeal recent- ly overturned a decision that de- clared parts of the government's Ed- ucation Quality Improvement Act unconstitutional. "It frustrates me that we have to do this;' says OECTA Durham ele- mentary president Mike O'Connor. Mr. O'Connor reports the deci- sion to appeal was made by the union's executive members last week. In the initial court ruling, handed down July 22, Mr. Justice Peter Cumming of Ontario Court, general division, struck down parts of Bill 160, saying it violated the en- trenched rights of separate school boards to levy taxes. However, in last month's Appeal Court ruling, which Mr. O'Connor says was a "surprise" to the union, the court up- held the Province's funding formula which removed local taxation pow- ers from school boards, placing the responsibility for education financ- ing in the hands of the Province. IsM It Pickeringmbas ed church group'wants to talk ethics with you BY MARIANNE TAKACS Staff Writer PICKERING — If you want to examine ethical is- sues, what better place to turn to than a church'' That's just the thinking behind the Ethics Group, a consulting firm launched by Dunbarton -Fairport United Church's Rei. Glenn Brown and some of his parishioners. It is "a church -run business" offering services to business and government at market rates, according to Rev. Brown, but making money is not the principal goal. "In all honesty, we look upon it as evangelism;' he explains. The group first got togeth- er, according to the reverend, after a sermon he gave that sparked parishioners to think about how businesses could be encouraged to behave more ethically. "']hese are the people who picked up on this and said 'let's see if we can do it'. There arc eight of us in the group who have actually been putting this together." Re%. "Morally and ethically we must respond to these students," she says, noting "the budget process has just been initiated... our problem is we have no local funding to supplement (special edu- cation programs)" She says the board has "always overspent (in the .area of special education) 'to meet the needs for our students. We're a growing board. We're going to need more money ... it's very seri- ous." Donna Herold, a mem- ber of the board's special education advisory com- mittee, reports SEAC mem- bers voted in favour of sending a letter to the pre- mier and the education minister earlier this week to outline the board's needs. "It's maddening to see the government spending money on other things like advertising and testing teachers," she says, calling the lack of funding for spe- cial education programs "heartbreaking." While such an idea might have seemed out- landish a decade ago, busi- ness ethics is a hot field these days and many companies are developing corporate codes of ethics. The group of parishioners — who include a business growth consultant, an educa- tor, an analyst for a large in- vestment firm, two human re- sources directors, an engi- neer, a systems analyst and a banker - looked at what was being done in the field by the consulting sector and came up with its own program- It's based on a simple core ethic: 'Be as concerned about oth- ers as you are for yourself' "This is a well-known re- ligious principle," notes Rev. Brown. An information meeting is being held Wednesday, May 19 at 6:30 p.m. Anyone interested in the program either as a volunteer or as a newcom- er can call Mr. Mustafa at 686-2661 for more information and the location Nuclear leak contained PICKERING — A station alert was called at the Pickering nuclear plant Monday afternoon following the acci- dental release of a small amount of ra- dioactivity inside the plant. The contamination occurred around 1:30 p.m. during routine testing of the Unit 5 reactor, which has been shut down for maintenance since early March. The leak was inside the station but outside the unit's containment area. As part of the standard procedure during the alert, nearby Alex Robertson and Kinsmen parks were closed. Plant director of operations and maintenance Pierre Tremblay said there watt no release of radioactivity from the station building to the outside. He de- .cnbed the alert as a "conservative" re- sponse to the situation. "Our concern was for the employees. As a precautionary measure we declared a station emergency. The issue was one of getting our people together quickly, to know where they are, to ensure they also don't wander into the area:' The release occurred during pressure testing of the Unit 5 reactor. All plant re- actor containment areas are usually kept at negative pressure to prevent possible radioactive kaki into the outside atmos- phere. Mr. Tremblay said that during pressurization of the unit, done to "make sure the integrity of the building is solid", a smoke alarm went off, which is not unusual during pressure testing. However, the camera in place to provide a view of the area where the alarm went off was not working, and it was decided to stop the test and dc -pressurize. It was during the de -pressurization that a rubber gasket on one of the lines sucking air out of the unit "basically tore and ruptured", cxplained Mr. Tremblay. Three people were in the area at the time of the leak, but only one was slight- ly contaminated, with some radioactivi- ty being found on his boot. The alert was called off around 4:30. Station staff are continuing to investi- gate the incident. There are similar rub- bcr gaskets in other parts of the plant, and the investigation will include deter- mining whether they pose any problems. Do Durham's planners employ any sustainability criteria in decid- ing the maximum number of golf courses the region should support'? Or is there a maximum? Do they not consider the enormous quantity of resources, such as water, that are wasted in the development and maintenance of courses'? Any in- crease in golf courses must mean a loss of agricultural, natural land, or other uses, but planners don't seem to realize this as they forecast 10 more courses in the next decade. As we cat up more of our farmland to satisfy the appetite for short- term profits we increase our depen- dence on other countries' land for our food, which means they have less land to feed their own. Planners and political leaders must be accountable to future gen- erations, and act to preserve price- less nature and food lands. No more highways or fairways!
