Plenty of fun for families and kids is promised at this annual event which kicks off the season "for the museum village. Choirs and bands from Picker- ing's elementary schools will en- tertain Saturday. The village's steam barn will be up and running and visitors can walk through an authentic steam operation and talk to interpretive volunteers both Sat- urday and Sunday. Sunday's highlights include phrenologist Dr. Zonk demonstrat- ing his special talent. Music in the bandstand will continue with Annie and Moe and the Country Friends, and storyteller Catherine McLean will be on stage all after- noon to entertain the whole family. On Sunday afternoon, visitors will have the chance to discuss and purchase native, heritage and heir- loom variety plants. The museum village's new gar- dening group will talk about plants and provide information on the village's gardens. There'll also be a spruce beer brewing demonstra- tion. Lots of samples will be avail- able, including fresh baking, rhubarb cordial and maple sugar candy. Visitors to the blacksmith's shop can make a triangle dinner bell to take home. "I think I can sum this up all in one word - yes!" exclaimed Mr. Cliff as he accompanied the announcement with a thrust of his fist into the air. '"This is truly a wonderful day for the Ajax and Pickering Health Centre" The funding includes $12.27 million to double the size of the hospital's emer- gency department and improve facilities there and in the diagnostic imaging de- partment. There's another $839,554 to establish a new rehabilitation unit. Both projects will require communi- ty fund-raising to complete. Expansion of the emergency and diagnostic imag- ing departments -comprising phase one of the hospital's TaLility Renewal Pro- ject' - will cost $17.52 million. The: total cost of the new rehab unit will be about $1.5 million. "We've been waiting for this for years now;' noted Mr. Cliff. '"This means better health care for the resi- dents of this area" The improvements will allow the hospital to move closer toits goal of be- coming a 'full-service' hospital. APHC is currently in the process of planning phase two of its renewal project, which would see the expansion of outpatient care services and mental health services and the addition of a 30 -bed continuing care unit, all of which have been recom- mended by the provincial Health Ser- vices Restructuring Commission. The phase two plan will likely be submitted to the Health Ministry in June, with a re- sponse expected in the fall. APHC's current emergency depart- ment was built to accommodate approx- imately 20,000 visits a year and handles about 40,000. The expansion will allow it to handle about 60,000, and includes a doubling of the current space available, an enclosed ambulance entrance and im- proved patient treatment areas and wait- ing facilities. Mr. Cliff noted the rehab beds weren't supposed to come until 2003. but the ministry agreed to APHC's re- quest to fund them earlier due to the closing of Whitby's hospital. However, the other chal- lenger for the new riding of Pickering -Ajax -Uxbridge — Durham West Tory MPP Janet Ecker — says local cit- izens have been telling her they're satisfied with what her party has achieved in government and want it maintained. "We think it's important to stay on the right track, to have a strong economy, and keeping our team worsting in Durham Region. We do have a strong teats in Durham Region that worked the first time and can certainly work again. We're get- ting the government to pay at- tention to Durham Region and bringing Hwy. 407 to Durham Region. All of those are what it's meant to have strong repre- sentatives at Queen's Park. For the first part Durham Region was being partially ignored." Liberal candidate Mr. Di Giovanni is entering the elec- tion ring for the first time, but he is confident as he tries to spread the message about the Liberal platform. "Iite government has a habit to slam-bang and get on their way. They've shortened elec- tions and shortened the time to get the information out to the people. The real challenge is to get the information out to the people so that they can make an informed decision. We can't do that today or tomorrow. It's not a 24-hour campaign, but over the next month, we do want our message out there.' He wants local control over local issues like health care and education. "A lot of things are being im- posed on us from Toronto and I think that locally people should have more say on what we do and what happens" Mr. Di Giovanni feels, "It's really an issue -based election this time. There are hot buttons and the government is going to want to play them. Imagine, though, that you had to share your work space with four or five or more people. Imagine that you had to achieve your goals working in a place that was so full of other employees you didn't have room to reach for a pencil let alone marshall your tlkxrghts. In your profession or trade, that wouldn't make for a productive work- force. orkforce. It would, in any case, be unac- ceptable. So, why is it different for students at St. Mary Catholic Secondary School in Pickering? Overcrowding at the Pickering school has neared crisis proportions, ac- cording to some school board officials, and is surely affecting the quality of learning for students crammed into the building. To alleviate the problem, Pickering Trustee Jim McCafferty is proposing that the separate school board in Durham study the feasibility of adding a third floor to the school, building a two- storey addition where portables are cur- rently located, or replacing the portables with a so-called 'port-a-pak' which, es- sentially, is a mobile school facility. Any of these suggestions must be looked at swiftly to help mitigate the problems that occur with overcrowding at the school. A previous report to Catholic trustees offered up Band-aid solutions such as increasing the number of lunch periods or decentralizing the cafeteria so stu- dents can eat in regular classrooms. These ideas may work temporarily but fall far short of being a solution. It's important to note that a joint sep- arate and public high school approved for north Ajax will reduce some of the pressure on St. Mary, but growth in Pickering will continue as the new school is built. That means the students drawn from St. Mary will be replaced by others - and possibly more - moving to the community and entering high school. Students deserve an environment where they can karn effectively, achieve their academic goals and secure a brighter future for themselves. We must all work to ensure they have those opportunities. LETTERS TO THE EDITOR Mike Harris responsible for shape we're in To the editor: Ontario is in terrible shape and it's all Mike Harris's fault. My first beef is with workfare. How dare the Tories expect me to It's our party; let's not cry over it Kiss and make up before millennium celebrations I suppose it would have been out of character for Pickering to get through its millennium festivities without a major spat between Town councillors. And it's a nasty fight that broke out over how Pickering should spend the $450,000 raised for the millennium celebrations by Ward 2 Regional Councillor Doug Dickerson and his Millennium Committee. Ward I local Councillor Dave Ryan accused Coun. Dickerson of staging an expensive "orgy" of fun and games and ignoring a December resolution by council to have the celebrations focus on seniors and children. Ward 3 Re- gional Councillor Rick Johnson charged Coun. Dickerson was acting like a "king" and running the commit- tee and celebrations with minimal input from councillors and the commu- nity. Coun. Dickerson has denied the allegations and said all he and the com- mittee have been trying to do is their best to achieve a first-rate celebration with something for everyone. Well, the July 1 kick-off for Picker- ing's millennium festivities is less than Marianne Takacs Stag'' Writer everybody to kiss and make up. Sure, it's nice to know Pickering politicians are keeping an eye on each other, and controversy always makes for lively front-page news, but most residents would agree this is hardly the way to celebrate. It does seem council's December resolution has been forgotten. But sev- eral politicians have noted it was made clear at a millennium launch attended by all councillors in November that the sponsors' money would be spent on high-profile, party -type events like the big New Year's five bash being planned. The question is why didn't anybody bring that up when council- lors were voting on the December res - to better fit reality instead of creating a false expectation. The issue of Coun. Dickerson's 'king' role is a bit stickier to sort out without some kind of detailed review of how committee decisions have been made. But council did grant him the authority he's been using, and if he hasn't been using it the way they ex- pected it's probably because those ex- pectations weren't made clear enough when the authority was granted. Though the quarrelling has cast a shadow over the celebration plans it's not too late for everyone to put down their weapons and work out their dif- ferences over the millennium decision- making process, and do their best to get some serious millennium projects for seniors and kids going without reneging on what was promised to sponsors. "No, no, you sick little bastard, you did it! How could you do that''" Ms. White's dad Brent cried out to Jesse Andrew Watkins as the verdict was delivered. "He killed her." Mr. Watkins, 26, looked relieved as the foreman read the decision at 4:10 p.m., after four days of jury de- liberations which began Monday. The verdict exonerated the furni- ture store delivery man of an accu- sation he strangled his former girl- friend and staged the death as a hanging suicide. Prosecutor Frank Giordano said an appeal will be considered. Visibly shaken by the outbursts, Mr. Watkins was whisked from Whitby courtroom by police as the wails of Ms. White's family and friends grew louder. Mr. Justice Bruce Glass called a brief recess to restore calm in the court but tears continued to flow for several minutes before the room was cleared. The judge then ordered Mr. Watkins released from custody. "My son was innocent from day one ... This has destroyed my whole family:' David Watkins said as Jesse: got into a relative's van and was dri- ven away to freedom. Two years ago today, Jesse Watkins was arrested for first-de- gree murder, which was reduced to second-degree during the trial when the Superior Court judge ruled the. Crown failed to prove premedita- tion. He was previously denied bail and incarcerated at Whitby Jail, until yesterday. Prosecutors portrayed Mr. Watkins as a jealous, possessive and obsessive boyfriend who started stalking Ms. White when she broke up with him in August, 1996. They said Mr. Watkins strangled Ms. White with an electrical cord and their staged the death as a suicide. Court heard the 20 -year-old den- tal assistant was found by her moth- er on the floor of her bedroom with the cord wrapped tightly around her neck on Oct. 8, 1996. A chair was knocked over beside her body. Ttx case boiled down to one de- cision - murder or suicide - as jurors were asked to weigh the testimony of expert witnesses who provided opposite opinion.%. Dr. David Chiasson, Ontario's chief forensic pathologist, who per- formed a second autopsy in April, 1997, concluded Ms. White was murdered. However, he said his opinion was based largely on the findings of forensic engineer John Mustard, who was admonished dur- ing the trial by Mr. Justice Glass for giving misleading evidence. Dr. James Ferris, a leading pathologist, testified for the defence that based on autopsy reports and photographs, the death was a hang- ing suicide. "It doesn't fit that she was saw- gled, killed and then suspended... There is virtually no deep bruising in the (neck) arca of the ligature... The absence of deep injuries rrprc- sents insufficient force to render her unconscious." he said. Mr. Watkins was represented by prominent defence lawyer James Lockyer. "When 1 looked at the case I felt he was innocent and thought it was a case worth fighting for. I'm elated for Jesse and I feel very badly for the White family. He didn't kill Laurie White. It's a shame they will never believe his innocence:' Mr. Watkins wouldn't talk to re- porters, but his lawyer said he was in tears following the verdict. "Like all of us, he was affected by the re- action (in the courtroom):' The past two years in jail have been hard on Mr. Watkins. Now "he's going to try to pick up where he left off as best he can:' Mr. Lock- yer said. For the White family, that may he an impossible task. After waiting ; I months for an answer to their laughter's death, Brent and Shirley White and their daughter Lisa, 26. .•..,Ikcd out of the courthouse in .ir. We may never have them" Suspicion surrounded Ms. White's death from the start as friends and family were convinced of fowl play. Despite puzzling cir- cumstances, there was no sign of forced entry and no sign of a strug- gle to suggest it was murder. Investigators made several return trips to the Whites' Marrnet Cres- cent home trying to reconstruct the apparent suicide and "satisfy them- selves as to how it tori: place:' said Durham Regional Police homicide Detective Stc%e Ming, who took charge of the investigation in March, 1997. But since the death wasn't con- sidered suspicious, the home wasn't secured as a crime serene, and there were no efforts to collect evidence, such as dusting for fingerprints. -In the minds of the investiga- tors, there was no crime scene... Did we lose: evidence which might have been helpful'' Perhaps. There wasn't a real extensive examination of the scene:' Det. filing conceded. The Whites refused to accept their daughter's death was by her own design. "In our hearts, we knew she wouldn't commit suicide. We had questions and (police) couldn't give us answers:' said Mrs. White. During the 10 -week trial, court was told she wasn't known to dis- cutis suicide, which she once told a friend she viewed as "cowardly". It was also noted that on the day Of Ms. White's death she had made plans to see a movie with a former boyfriend. "What wasn't evident was a rea- son for her suicide. It just didn't make any sense. The family did push (for further police invcstiga- tion):' said Det. Illing. Ms. White's family challenged investigators to answer their ques- tions, essentially to prove Laurie's death was a suicide. Slowly, the investigation carried on and Ms. White's bedroom door was seized by police. However, it wasn't submitted to the Centre of Forensic Sciences until December, 1996. a delay Det. filing struggled to explain. "The investigation ... was not treated with any urgency be- cause it wa% still considered a sui- cide. It didn't have any priority. The: intent was to close: the investigation as thorough as possible" A call in mid-February. 1997 changed that mind -set. Mr. 'Mus- tard, the engineer at the Centre of Forensic Sciences who examined the bedroom door and the cord. es- sentially told investigators, "We: were dealing with a homicide:' said Det. filing. By then, a troubling portrait of the relationship between Ms. White and Mr. Watkins had emerged in in- ter\iewswith people who knew her. The Crown called numerous wit- nesses who said Mr. Watkins repeat- edly called and stalked Ms. White when she tried to end their relation- ship after learning he- had cheated. The Crown's car: consisted en- tirely of circumstantial evidence with the exception of one witness. Joe Brown. a childhood friend of Mr. Watkins, who clairned the latter contessed. But, the jury clearh dc- cided it could not rely on a witness who was made out during cross-ex- amination to be an admitted drug trafficker, thief and frequent liar. But jurors were not allowed to hear the testimony of a precious girlfriend who recounted a similar experience following her break-up with Mr. Watkins. Mr. Justice Glass ruled inadmissible her preliminary hearing evidence that an angry Mr. Watkins once bound her wrists with a telephone cord, which he then tied to a door. Durham. By Design. Regional council approved a rec- ommendation Wednesday while agreeing a public meeting should be held on the matter. Communal sewage systems are used in rural housing projects instead of septic systems. The Region has a policy of only allowing communal systems on a limited basis to correct health or en- vironmental problems. But, developers have approached the Region requesting communal sys- tems for rural developments such as a residential project next to a golf course. If Durham puts in a communal sewage system, the Region is respon- sible for all costs to install and oper- ate it. A developer installing a commu- nal system would have to sign a re- sponsibility agreement with the Re- gion, covering circumstances under which Durham may have to take over the system. "Both situations have potential for significant negative implications on the Region financially and other- wise;" a staff report noted. A study on communal systems conducted by Durham found that pri- vate, individual septic systems are the most cost-effective and efficient method of sewage handling for small developments in rural areas. Staff Writer The disabled are vowing to bring their concerns to the forefront in the June 3 provincial election, after the Progressive Conservative govern- ment failed to enact a disabled rights law in this mandate. "We're very disappointed in the (Premier Mike) Harris government;" concedes Don Carr, 37, of Pickering, who became disabled as the result of a car accident three years ago. The father of four criticizes Bill 83, the proposed Ontarians with Dis- abilities Act first introduced last fall, as a "fluff bill. It was just guidelines and had no teeth in it. It talked about `working towards' things, but had no mandate and no time frame." The Ontarians with Disabilities Act Committee wanted the bill strengthened and passed before the election called for June 3. Still, the committee sees the Throne Speech delivered on April 22 as a victory. The ODA was referred to in that speech for the first time since the Progressive Conservatives were elected in 1995. "This is a major breakthrough," committee chairman David Lepofsky told committee members. And there are "other signs that our strategy of making the voices of people with disabilities heard in the election is paying off;' Mr. Lepofsky wrote to committee members. Following the speech, for in- stance. Isabel Bassett, Minister of Citizenship. Janet Ecker, Durham West MPP and Minister of Commu- nity and Social Services, and Eliza- beth Witmer, Minister of Health, vis- ited with committee members watch- ing the televised speech in a room at Queen's Park in Toronto. Represen- tatives from the New Democratic Party and the Liberal Party also vis- ited. Yet there's a long way to go, Mr. Carr admits, pointing to the Ameri- can Disabilities Act as "10 times bet- ter" than the ODA "even started out to do ... Rights for the disabled are just becoming an issue, like recy- cling did 10 years ago" Admittedly, it's "hard not to get angry and frustrated" over the lack of government initiative on the issue, says Mr. Carr, who suffered nerve damage and now gets around using a power scooter or wheelchair and is unable to work because of his in- juries. But he believes he has the energy to move forward. "A lot of people who've had disabilities all their lives give up on asking," Mr. Carr ex- plains. "They've heard 'No' so many times that they're willing to live with what they have. That's why there isn't a movement like there should be, because it's hard to deal with the aggravation and stress it puts on YOU." Mr. Carr is buoyed by successes he has gained personally and will be listening to what the political parties will be saying. "I haven't heard too strong a position by the NDP or Lib- erals ... Call for details 905-426-6242 Russia: Waiting to be discovered From Moscow to the island of Kizhi, history comes to life I was sure I could hear the rumble of tanks and the slapping of boots on the cobble- stone. I could see in my mind's eye the never- ending rows of men dressed in their too - new dark green uniforms supported by great military war machines aimed at the open skies. Standing in Moscow's Red Square on a warm, sunny morning brought back vivid images of Russian shows of military might. It was a moving moment, one of many experienced on a recent tour to Rus- sia. Russia, as we grew to appreciate, is an enormous country. In fact, it is the largest in the world with a population of an esti- mated 150 million_ No wonder they have such problems governing such a vast area populated by so many people. Our trip gave us a mere glimpse of what the country is all about as we travelled 2,000 kilometres from Moscow to St. Pe- tersburg in just over two weeks. It all began as I escorted a group of 43 eager souls on to the flight from Toronto to Moscow where we were met and transport- �1 Iii i www.bobstephen.eom ed to our waiting ship, the M.S. Litvinov, which became our floating hotel. Moscow, the capital city of more than eight million, seemed to welcome us with open arms. It presented itself as a city waiting to he discovered for its art trea- sures, its architecture and its infamous his- torical past. A half-day spent in the Krem- lin began our historical journey into Rus- sia's past. It is a 65 -acre walled citadel in the centre of the city housing some of the finest examples of Russian Orthodox cathedrals, along with the Armoury Muse- um's magnificent display of royal trea- sures comprising carriages, costumes, crowns and precious artifacts. Visitors can even view the Fabergd eggs presented by Alexander III and Nicholas Il to their wives. Leaving Moscow behind was difficult as there was much more to see and do. During the tour, our water highway was the Volga River, the Volga -Baltic Canal as well as several rivers and reservoirs. Along the way, we stopped to visit a number of towns and cities. Buses would arrive dockside and whisk us into town. A local guide would proudly show us its sites and landmarks and relate the many stories surrounding each place. St. Petersburg was the final destination on our Russian odyssey. This city of five million, built on 44 islands surrounded by 69 rivers and canals, provided the perfect final chapter for our waterway adventure. We spent time in the famous Hermitage Museum, one of the largest in the world with its three million artifacts. We visited the magnificent Catherine's Palace with its blue and yellow exterior protecting the interior's sumptuous decor of carved, gilded woodwork and intricate wood -inlay floors. The pervasive influence of Europe is found everywhere in this city. Irl the recent CANATEX 3 exercise, which tested the capacity for various levels of government to respond to a nuclear emergency in this area, local amateur radio clubs were at the ready. With the year 2000 slightly more than six months away, there is an extra necessity for ham op- erators to be prepared for any potential communica- tion failure which may cre- ate a need for their ser- vices. While there is an elite team of amateur radio op - orators in the wings to as- sist, there is also a need for the regular user to be avail- able if required, suggests Ian Morrison, president of the South Pickering Ama- teur Radio Club. "The Am- ateur Radio Emergency Service (ARES) is quite a professional group. "They demand you have certain skills to be in- volved. But there are a lot of members (of radio clubs) who are not those kind of people. They may be older, they may not be quite as fit. But, they have the skills to network." Those operators could play a vital role in the event of an emergency, says Mr. Morrison. "They wouldn't be the people of record.
