Finance Minister Emie Eves delivered a budget with tax cuts for individuals, homeowners and businesses and the highest level of health care funding in the province's history. Health care spending will increase to $22.7 billion over the next five years, a 20 -per -cent jump. 'Today I am pleased to an- nounce an additional 30 tax cuts:' Mr. Eves said in the Legis- lature. That means the Conservative goverment has brought in 99 tax cuts since it was first elected, he said. The combined savings of this announcement and previous cuts will see that family saving $2.1(15 a vear, hr added. The index measures radiation doses due to emissions for the most ' exposed people living near one of the nuclear plants, according to a media release from the AECB. They would typically apply to individuals living • just outside the station boundary who are at their homes 24 hours a day. and produce. Doses are calculated using actual data from routine analy- sis of air, water, fish and vegetation samples, as well as station emission data. Between OLt. I and Dec. 31 of 1998. the dose from the Pickering station was 3.6 microsieverts, and 0.9 microsieverts from the Darlington plant. For all of 1998, the dose was 15.7 microsieverts from Pickering and 4.1 microsieverts from Darling- ton. By comparison, a single chest X- ray delivers a radiation dose of about 70 microsieverts. Radiation doses decrease signifi- cantly as distance from the station in- creases. More than 90 per cent of the radiation doses received from the sta- tions was due to air emissions. Pickering approves waterfront trail plan DICKERING from page AI to the three-year project in 1999 would come out of the portion of the parks budget allotted for construction of the waterfront trail in west Picker- ing in 1999. The area councillors made it clear they wouldn't support the millennium project if it meant wiping out the west trail plan. Councillors hammered out the deal that will see an extra $850,000 spent on the west trail at a special meeting before Monday's regular council ses- sion. According to Coun. Holland, the extra money will come from parkland reserves, or development charges where possible, and includes the $300,000 originally budgeted for the west trail this year, an additional :300.000 and $250,000 in funds from the Town's waterfront trail budget. Pickering's $1.2 -million share of the Millennium Trail project will also come from parkland reserves and de- velopment charges. Coun. Holland says he and his col- leagues were able to make an 1 I th- hour decision to spend generously on the waterfront because everyone has finally agreed on what should be done at the lakeshore, where there were "conflicting goals' before. Spending on health care. said to be the top concern of vot- ers, will soar to its highest level in provincial history. The OHA board of governors voted last week to realign the league to four conferences instead of three, as was the case in the 1998-99 season. The Panthers and Axemen will be part of a new I I -team South Confer- ence, which will also include the Os- hawa Legionaires, Bowmanville Ea- gles. Wexford Raiders. Markham Waxers, North York Rangers, Calcdon Canadians, Vaughan Vipers. The Wanderers men's first team laid a 41-0 whipping on the visiting Markham squad. Based on this situation. British playwright Joyce Rayburn wrote Out on a Limb, a hilarious comedy now being staged at Heron - gate Barn Theatre. The attractive set is no- table for how much is in- cluded in it — the living room of one house, the ex- terior of the next home. complete with garage and car, and the walkway be- tween. The lovely bright cos- tumcs add to the visual ap- peal of this play. The show stars Daryl Marks in the extremely ac- trvc and central role of Graham. Terry Leach, one of the roost talented comedic ac- tresses ever to appear at Herungate, is a laugh -riot as Tessa. Bonnie Morrison plays next-door neighbour Ellie with a cheerful insouciance that is quite delicious. Bill Granger uses his wealth of theatrical experi- ence to great effect in the role of Bradley, another neighbour. Paul Francies has spe- cial talents for voice and accent which make his role as Clifford, the gentleman caller, delightfully funny. A lot of the humour in this play is in the physical action. -arid Marks. Leach and Granger are especially adept at this. Compared to some comedies in which the plot twists become downright confusing at times, this play has a refreshingly straightforward plot. 1 highly recommend this show. But higher -than -normal ultraviolet (UV) radiation can be dangerous to your health. "People should avoid the sun during peak hours and wear pro- tective clothing;' suggests Dr. Donna Reynolds, associate ical officer of health for the Durham Re- gion Health Department. Federal scientists warn the average thickness of the ozone layer this spring -and summer will be one to five per cent less than normal, according to a forecast released last month by Envi- ronment Canada. This years predicted loss is typical of ozone values in the 1990s, but is worse than last year when there was 0.1 per cent depletion, says the federal ageri "Children should also be careful around parks and schools where many shady areas have been taken away," adds Dr. Reynolds who says "there should be a balance between caution in the sun and being physically active. -So if you do go out in the sun play- ing ball or soccer. wear protective clothing and sun screen.- she says. -one program, known as slip, slap, slop comes from Australia and helps people to remember to slip on a shirt. Fortunately, the ozone layer of the atmosphere absorbs almost all of the short -wavelength ultraviolet radiation, and much of the long -wave- length ultraviolet radiation. The ruling Progressive Conservative gov- ernment has certainly left its mark on law en- forcement in Ontario with several controver- sial legislative amendments to the Police Services Act during nearly four years in power. In the wake of several tragedies involving the deaths of innocent motorists, sparking public demand for change, the issue of high- speed pursuits is a hot potato which the Province has jug- gled for a year before finally announcing a series of new police chase rules. Until now, police have followed provincial guide- lines. As of fan. 1, 2000, when the new rcgu- lations become law, police will be bound by legislated restrictions outlining when and where a pursuit can be initiated. Still, not everyone's happy. Critics say the rules don't go far enough, that chases in resi- dential neighbourhoods should be banned, while police leaders say they went too far. The regulations set out a "three-part test" police must carry out before Launching a pur- suit: An officer must have reason to believe a criminal offence has been or is about to be committed: there are no alternatives to initiat- ing a pursuit, such as using a tire deflation device: and the immediate need to catch a dri- ver "outweighs the risk to public safety that may result from the pursuit." Pursuits involving non -criminal offences must be terminated once the suspect vehicle has been identified and officers will now have the authority to 'bump' a fl-cing suspect off the road in order to end a chase. Durham Regional Police Chief Kevin McAlpine says the regulations aren't a "colossal change" from existing guidelines being followed, and in fact are less defined. "I don't see the decision-making process as being hugely different. In terms of reducing the number of chases, that's been dome years ago. We no longer chase drivers for things like (minor traffic violations)," he says. "The principle that they needed to be in regulation form rather than just guidelines means they may be more consistent across the province. But our own directives were more detailed in terms of factoring in things like road conditions, traffic volume and speed," he says. Terry Ryan, president of the Durham Re- gional Police Association, echoes the fears of many officers in Ontario, predicting more motorists will now flee from police. Durham Region's own Air Support Unit, a six-month joint pilot project with York Re- gion, gets off the ground in June. York and Durham have each committed 5100,000 with the province picking up $250,000 of the cost. In another development, police services across the province arc scrambling to mat a January 2001 deadline to comply with new adequacy standards regulations. The standards follow the recommenda- tions contained in the Who Does What report, released in 1997, which calls for greater mu- nicipal control of policing services. The amendments to the Police Services Act require municipalities to adopt consistent standards to provide "adequate and effective" police service. The regulation requires municipalities meet prescribed standards addressing five core areas: crime prevention, law enforce- ment, victims' assistance, public order main- tenance, and emergency response. "It's become like a template. It really en- shrines the concepts of what level of service must be provided. Things are made very clear to municipalities they must provide these five things in an effective manner." says Chief McAlpine, calling the move "a positive step forward" for policing in Ontario. "The trick is to standardize the delivery of police services so that every citizen in On- tario can expect the same level of service, wherever they live." Bob Boychyn, chairman of the Durham Police Services Board, says the end result will be greater political accountability to the community. In Durham Region, the program means much-needed boost of 42 front-line officers this year. It has been said Durham Regional Police is chronically underfunded. "It's an initiative 1 applaud, but it's only a start. 1 hope," said Mr. Ryan, association president. "It's an excellent program but it should be expanded. Where is phase two"" he wonders. Mr. Boychyn said the need for additional manpower is a top priority. "We have been working until now with a 1990 complement of officers while the population has increased significantly. Yet we're still expected to deliv- er the same service." Of all the changes made by the Mike Har- ris government in the past four years, those which have had the most impact on policing, says Chief McAlpine, on the surface have very little to do with law enforcement. He lists changes in health care and cuts to social services as primary concerns to police. "When community agencies have resources reduced, we feel the impact in terms of de- mand.
