However. Stephen Frederick. president of Voters Organized to Cancel the Airport Lands (VOCAL), says his organization is worried other parties involved in the issue are dragging their feet and it won't be resolved by the June 30 deadline set by Transport Canada. "While there's been some progress we'd like to see it move faster:' says Mr. Frederick. The obstacle overcome is the need for a legal avenue to protect the federal lands for future air- port use without designating them as such. Aff - a NEWS ADVI13"MR SUNDAY EWXK Usy 2,1999 PAGE 3 AOP Accused killer, `made it look like a suicide': Crown BY STEPHEN SHAW Staff Writer Prosecutor Ken Polley stood before 12 jurors Friday and urged them to "look through the eyes of a killer" and convict Jesse Watkins of murdering his ex-girlfriend. Their decision comes down to one basic decision. '"Iiie choice you have to make is did Laurie White commit suicide or did Jesse Watkins murder her, 'cause there are no other suspects," Mr. Polley said simply. Mr. Watkins has pleaded not guilty to second-degree murder in Ms. White's Oct. 8, 1996 death. The 20 -year-old dental assistant was found on the floor of her bedroom in her parents' Pickering home, an electrical cord wrapped tightly around her neck in an allegedly staged suicide. The Crown says Mr. Watkins strangled Ms. White and made it look like she hanged herself by running the 2.4 -metre cord across the top of the bedroom door. The position of the de- fence is Ms. White took her own life, however, "this is not the kind of girl who would commit suicide," Mr. Polley said in his closing address. "'The only person who says Laurie ever spoke of suicide is (Mr. Watkins);' he said. Mr. Polley portrayed Mr. Watkins as a jealous, posses- sive and obsessive boyfriend who refused rejection when Ms. White tried to end their year-long relationship. "He tries everything he can to hold on to Laurie White;' said Mr. Polley. JESSE WATKINS Murder trial wraps up He said Mr. Watkins iso- lated Ms. White from friends, threatened old boyfriends, blackmailed her with a video- tape of them having sex and paged her more than 70 times in the last week of her life. "That is nothing more than constant stalking, just like Laurie complained about (to friends)," Mr. Policy said. On the day of Ms. White's death, Mr. Watkins testified he went to her house to pick up some sweaters and they got into a fight about his cheating on her, he said he used a washroom and never went into her bedroom. "I'm going to suggest... he went into Laurie's bedroom and strangled her and made it look like a suicide," said Mr. Polley. Court heard Mr. Watkins left and went to a friend's house, and his demeanor was normal during the visit. "Maybe it was an act. This is a man who just killed his girlfriend... He's had the wherewithal to put together some kind of scheme to make it look like a suicide, and it almost worked;' said Mr. Polley. Mr. Polley suggested Mr. Watkins's apparent grief and devastation in the days follow- ing Ms. White's death was nothing more than remorse for murdering his ex-girlfriend. "You have to look at it through the eyes of a killer," Mr. Polley told the jury of eight women and four men. Mr. Polley said Mr. Watkins foreshadowed Ms. White's death, telling her often "if I can't have you no- body can," according to friends. Mr. Polley urged jurors to accept the testimony of Joe Brown, an admitted drug traf- ficker, liar and thief, who said Mr. Watkins, an old friend, confessed to the killing. Those are the types of words stu- dents in the Ajax -Pickering area are being asked to spell these days as they participate in the Spelling Bee of Canada's 1 1 th annual contest. The youngsters have been prepar- ing for the competition since Febru- ary when the coaching sessions began. And, they've cast a spell over judges with their mastery of the Eng- lish language during quarter- and semi-final rounds held throughout March and April at St. Mary Catholic Secondary School in Pickering. "They worked very hard to get to this point and they all do well: says Marlene Hawtin. Spelling Bee of Canada co-ordinator for the Ajax - Pickering area. "We are proud of all of them" The three best in primary, junior. intermediate and senior levels will go on to compete in the regional finals Sunday, May 30 at I p.m. at Queen's Park in Toronto. TrG1 Mm&, QPF 0 Fortner psychiatric hoC!" spital worker faces sex charges Police allege abuse of boys occurred over 14 -year period BY STEPHEN SHAW Staff Writer A man who worked as a child care worker at the Whitby Psychi- atric Hospital has been charged with sexually or indecently as- saulting six boys in his care. The alleged abuse took place from 1972 to 1986 while the sus- pect worked in the Child Crisis Adolescent Unit at what is now the Whitby Mental Health Cen- tre. Durham Regional Police said an investigation was conducted by detectives in 1986 when five pa- tients, boys between the ages of 13 and 16, reported sex attacks. It's believed that during that time the staff member fled to the United States, and a Canada -wide warrant was subsequently issued for his arrest, police said. He remained a fugitive until last week, when he was arrested by RCMP officers in Aylesford, N.S. SGT. JIM GRIMLEY Man arrested in Nova Scotia "He was living on a farm, work- ing as a labourer;" said Sergeant Jim Grimley. He added the suspect's wanted status came to light during an un- related police investigation into a man with whom he was living. He has since been flown back to Durham Region to face allegations of sexual fondling and, in one case anal intercourse, involving his for- mer Whitby patients. Sgt. Grimley said the boys were receiving treatment or counselling for various reasons. One told po- lice of being sedated before being sexually violated. Douglas Bickford Brooks, 59, a former Whitby resident, faces two counts of indecent assault on a male, three counts of sexual as- sault and one count of assault. Mr. Brooks was employed at the hospital from September 1965 to June 1986. He was to appear yesterday in Oshawa provincial court. To that end, VOCAL has drawn up a discussion paper with proposals for addressing what it believes are the major issues in question: protecting the lands for airport use; coming up with a process for the future that would give all levels of government and the public a say in whether an air- port is ultimately built, probably decades from now; establishing what land uses will be allowed on the air- port site in the interim, with a view to restoring an agricultural economy in the area and creating employment; and establishing what economic and environmental standards would have to be met before an airport could be built. "It's our attempt to move the process along rather than hemming and hawing over technicalities:" says Mr. Frederick of the position paper. "Let's get to the meat. It's been 27 years. The Progessive Conservatives re- leased Son of Common Sense Revolu- tion on Thursday and if you like fewer taxes and a tough tack on crime and criminals it will suit you. The Tories' 52 -page 'Blueprint' - that's the cute tag they've come up with for this year's platform - comes closely on the heels of the 24 -page Liberal '20- 20 plan.' The biggest single clearcut difference between the two platforms is: the Tories are promising a 20 per cent tax cut to provincial income taxes and the Liberals are only pledging not to increase taxes to meet their promises of better health care and more effective education. That 20 per cent cut over five years is as good a guarantee as you're likely to find because the Tories came through with their 30 per cent cut as promised in the 1995 election campaign_ In addition, the PCs have promised to cut property taxes by 20 per cent. a shrewd move coming after the nightmare of new as- sessment. The Tory promise will return some $400 million to property owners; the Liberals are pledging to return $200 million to residential ratepayers by up- loading certain services. The Tories also promise to create 825,000 jobs in the next five years to add to the 540,000 they've created since 1995 (they promised 725.000 in five years, so they're 185,000 short with a year to go). The Liberals have promised to strengthen the economy but offer no job targets in their plan. Both parties guarantee they'll spend more on health and education, the two hot topic buttons that consistently rate nearest and dearest to the hearts of vot- ers. The other major difference, besides tax cuts, is in the two parties' approach to crime_ The Tory platform includes a broad range of 'get tough' measures: everything from making wealthy crimi- nals pay the cost of their incarceration, to a sex offenders' registry, to getting tough with squeegee kids' panhandlers for price we pay and welfare cheats. He lives, breathes and Blake Purdy News Editor sleeps sports. Might be able to tell you how many points NHL under -achiever Zarley Zalapski amassed during the regular season. Al plays Pro -Line. He has a big stereo with 17 or. so speakers. I suspect AI has a hairy back. But, AI Riven is also a real ladies' man. He listens to women drone on about their children. AI Moves his kids- dearly idsdearly and isn't afraid to say so. He's cuter than a button, with his infectious laugh and the way he blushes at any- thing risque. Al's sweet and never has a bad word to say about anyone. Women like him. Did I mention that AI likes to shop? No, he loves to shop. Women love Al. He reminds me every Friday during spring and summer just how much he loves to shop. "Blake, I'm going to be in your neighbourhood on the week- end" Oh no, I think to myself, don't stop at my house; I don't want my lady meeting a really nice man, a real ladies' man. "Yep" Al continues as he reads the classified ads, "there are some big yard sales in your neck of the woods on Saturday." Al also reminds me every Monday just how much he loves to shop. "Guess what I bought at the garage sales, Blake" "What, Al?" "I got my little guy a set of golf clubs, barely used. I found a really cute bedroom suite for my girl. I know some teachers at this moment are reaching for their pens to tell me how much they disagree. What I am hoping is that a few fel- low taxpayers will pick up their pens right now and say "Yes, Mike is right, this time!" It's about time we have some accountability in the education system, which accounts for the largest part of our tax bill. According to Statistics Canada, Ontario teachers are the highest t paid in .Canada. Should we not ex- pect the best for this? How do we know we have the best without test- ing? He was ei- ther a hero or a heretic, depend- ing on whom you believe. Those who knew Peter Matthews aren't around anymore to pass judgment on whether he deserved to he executed. But, there are plenty of ghosts of the Pickering man's wife who will vouch for his good inten- tions. Mr. Matthews was hanged for treason April 12, 1838 for his leadership role in the Upper Canada Rebellion of I8�7. The people of Upper Canada, which is now Ontario, rose up against the Family Compact of upper -crust Brits who dictated their wishes to the government of the day. To commemorate the 161 st an- niversary of Mr. Matthews' hang- ing, several Pickering Museum Village employees, including four women who call themselves the Hannahs (after his wife), dressed in 19th -century finery to visit his final resting place. They travelled to the Toronto Necropolis where he was en- tombed 56 years after his execu- tion to not only pay their respects but to make people aware of his hero status. "As usual, (the anniversary of Mr. Matthews' death) went un- recognized:' says Mary Delaney, a member of the Hannahs along with Barbara Pleva. Katrina Pyke and Angela Stcyn. The four spend some of their spare time researching the rebel- lion and Mr. Matthews' role in it in an effort to have him and his life recognized. "There's still nothing here in Pickering that recognizes that he was a hero:" says Ms. Delaney. "We want recognition of the fact that he was hanged...and one of the first settlers of Pickering." The Hannahs would like to at least see a street or school named in Mr. Matthews' honour as they believe he was a hero whose ef- fort helped establish the type of government we now have in Canada. "There was no democracy and these people wanted a say in their own destiny:" notes Ms. Pleva. "They simply felt they needed to have a say" She points out that after Mr. Matthews' execution, his son fled to Michigan, where descendants still reside today. "The Matthews family is more celebrated in the States than they are here;" says Ms. Pleva. The Hannahs want that to change. "We are passionate about it," says Ms. Delaney. Kids learn to have fun without drugs ' Young students taught to put the brakes on dope, booze BY SUSAN O'NEILL Staff Writer More than 6,0(0 students from across the region are getting an "ex- cellent reality check" while learn- ing about the dangers of drugs and alcohol at the second annual Racing Against Drugs event in Oshawa this week. Grade 6 students from public and separate schools throughout Durham are visiting Harman Park Arena to race slot cars and learn about the dangers of substance abuse during the five-day event which wraps up Friday. Sponsored by the Substance Abuse Council for Youth in Durham Region, the event is de- signed to promote drug awareness and features numerous interactive pit stops where police, community members and health professionals share information about making healthy lifestyle choices in a racing environment. "It's an excellent reality check," said Jeff McLean, one of three para- medics with Oshawa Ambulance who talked with students about the effects of alcohol and other drugs on Wednesday. She noted the program is geared toward Grade 6 students because that's the age children often begin making decisions regarding alcohol and drug use. "It's a really good program:' said Cadarackque Public School student Shantd Beckford. "It teach- es you a lot about life and it helps you to make wise decisions in the future" "I think it's very effective," said Veronica Thomas, a parent volun- teer who accompanied students from St. Monica Catholic School in Pickering to the event. He said Ontario has a dispro- portionate number of young people who have been in workplace acci- dents "because of a lack of infor- mation" The call centre has been operat- ing at the location since the middle of March and employs between 50 and 60 people, says Jan Baker, manager of the ministry informa- tion centre with the Ministry of Fi- nance. Mr. Flaherty says the new call centre was located in Oshawa be- cause the Ministry of Finance al- ready operated a call centre from the building, making a second one less expensive to set up. It has built a school for 1,200 students and a small hospital of 22 beds in the district of Cochabamba and also runs a spon- sorship program.The society joined a missionary effort with St. Joseph Moscati Toronto Doctors Guild to send medical professionals to the hospital each year on a voluntary basis. I have to explain to young patients they have genital warts. Having a wart on your finger is one thing. But when a wart ap- pears in the genital area it becomes a highly charged emotional event. What should you know about these warts and how can you prevent them? How many people have genital warts is hard to know. Some authorities claim thev affect about one per cent of the population. Others contend one per cent is just the tip of the iceberg. Studies show, however, that about 15 per cent of the population is infected with what's called the 'Human Papilloma Virus (HPV).' It's this virus that causes genital warts. Some readers of this col- umn may wonder if they harbour such growths. But you can still carry HPV without a wart being no- ticeable at any particular moment. Genital warts are not painful. Nor are they gener- ally life-threatening. And judging from the current mores this isn't often the case. But protection against condyloma accuminatum is limited. For instance, we know condoms. properly used, can normally guard against sexual- ly transmitted diseases such as gonorrhea and chlamydia. But condoms do not cover the anal area or lips of the vulva where condyloma often develop. That's why it's ex- tremely important to get early treatment to eradicate these le- sions. There are several ways to treat condyloma accuminatum. Some doctors use lasers or freeze the warts using liquid nitrogen (cryosurgery). Others apply chemicals such as tri- choloracetic acid directly to the wart. This usually has to be used several times if a number of condyloma are present. On occasion patients are seen with 100 condyloma scat- tered throughout the vaginal lining. In these instances a general anesthetic and electric coagu- lation are needed to destroy multiple lesions. Fortunately condyloma ac- cuminatum are normally easy to eradicate one way or anoth- er. What is less easy to remove is the worry, guilt and blame that often accompanies them. For instance, for those diag- nosed with genital warts the immediate reaction is to point a finger at their partners. They may be right that he or she has infected them with this disease. But this may not be the case. The accused partner may have contacted the HPV virus long before the current rela- tionship started. Unfortunately, once infect- ed with the human papilloma virus no antibiotic will eradi- cate it. If condyloma recur they can be removed. It is just a test. What you are about to read is just an exercise to eval- uate the provincial, regional and local re- sponse to a nuclear emergency, should it occur. It was 4 a.m., Tuesday, April 27 when a coolant leak of the Unit 2 reactor at the Darlington Nuclear Generating Station was detected. The shift supervisor on duty informed the Atomic Energy Control Board and Emergency Measures Ontario of what had occurred. An alert was triggered and senior man- agers of the station were in turn alerted to report to the control centre in the plant's technical support building. By 6 a.m., the Chief Administrative Of- ficer for Durham Region, Garry Cubitt, re- ceived the call at home informing him his presence was required at the Regional Op- erations Centre (ROC) at Regional head- quarters in Whitby where staff was already preparing for a day of strategic planning in response to whatever might evolve. At the same time, the works depot in Hampton was being turned into the com- mand centre for Clarington municipal staff and politicians. Before it was over, in the late afternoon of April 28, when the final stand -down was ordered from the provincial operation's centre in Toronto, all four nuclear reactors had been shut down, 2,200 nuclear staff had been assembled and accounted for, and a few hundred regional, municipal and key nuclear staff from across Durham had car- ried out their orders. More than 33,000 people were evacuat- ed from the area following telephone calls which were made at the rate of 6,000 an hour. In reality, no one was evacuated and the nuclear generators continued generating power as always. Welcome to CANATEX 3, a federally funded exercise to ensure systems arc in place in the event of a real nuclear emer- gency in any of Ontario's generating plants. Although Darlington, the chosen site for the test, was the only plant where staff actually had to go through the motions of the process, the results of the test will im- pact on procedures in generating stations throughout the province. "Part of this drill was testing our procedures. Ours are the same procedures as the other Ontario gen- erating stations so when you test here. it benefits those other stations as well." says Darlington Nuclear Station spohc�woman Donna Pawlowski. In addition to local government and Darlington staff, the participation of the local amateur radio organization, adminis- tration from four boards of education, Health Canada, the regional health depart- ment, local municipal fire and police ser- vices and seven provincial ministries were included in the exercise. Had this been a real emergency, the 33,000 evact ces would have been directed to reception areas as far away as Toronto and Peterborough. The public would have been notified through television and radio, a mobile hailing truck as well as by phone, of the event and given directions on how to proceed. The telephone calls to residents. which were made during the exercise, would not ha%c indicated this was just a drill but so�uld have instead directed them to check their television or radio for further instruc- tions. While none of these steps were taken for the mock emergency, the exercise al- lowed the staff to go through the motions of making phone calls and faxes to the ap- propriate authorities: always prefaced and concluded with the words 'This is a drill.' Had a real emergency occurred during the test, the words, 'No duff' would have indi- cated the instructions were for real. The test has been very helpful for the emergency teams who have undergone many similar, but smaller scale drills in the past, says Ms. Pawlowski. "It's been great because it identifies any - of the small problems which might occur such as incorrect fax or phone numbers;" she say s. It will likely be months before a full re- port of the exercise, detailing what went right and what went wrong, is complete. But, regardless of the outcome, it will be a valuable learning tool, says Mr. Cubitt. "It's not a test of people. It's a test of a plan. Ae want to test the procedures" And that, they did.
