PICKERING — The cavalry
has come galloping over the hill in
the nick of time to save Pickering
residents from another increase in
Town taxes.
And it appears the people riding
the lead horses were Durham West
MPP and Minister of Community
and Social Services Janet Ecker and
Regional Councilkw% Doug Dicker-
son and Maurice Brenner.
Town councillors were told at
their budget meeting Wednesday

The provincial money includes
$324.829 to cover the cost of re-
building public infrastructure dam-
aged by the July 1998 flooding in
parts of town. Pickering had already
been told once by the Province it
would not get any money to help
cover the flood damage. There's
also a $300,000 unconditional grant
that's supposed to help offset
$75().0(X) worth of payments -in -lieu
of taxes (PILs) the Town is losing in
the wake of an assessment appeal
won by Ontario Power Generation.

PICKERING —The Town and
Ontario Power Generation have
signed an agreement which will ex-
tend the Town's lease on 120 acres
of lakeshore-arca land near the
Pickering nuclear station for anoth-
er 10 years.
The lease provides for continued
public access to Alex Robertson
Park, Kinsmen Park and a beach
area owned by OPG (formerly On-
tario Hydro). A similar lease
arrangement which expired last fall
had been in effect for the past 25
years-

Arthurs in a media release announc-
ing the agreement. "These proper-

Waterfront Trail a reality."

The jury in the murder trial of
Jesse Watkins was urged yesterday
to conclude suicide is the "most
reasonable" explanation for Laurie
White's tragic death.
"Laurie White met her death at
her own hands. The loss of her life,
that of an attractive young woman,
is a tragedy, of course. But do not
let the tragedy of her death become
the tragedy of Jesse's life;' Mr.
Lockyer said during the defence's
closing address in the 10 -week trial.
"I suggest your only reasonable
verdict in this case is that you find
Jesse Watkins not guilty of murder."
Ms. White, 20, was found on the
floor of her bedroom in her parent's
Pickering home with an electrical
cord wrapped tightly around her
neck Oct. 9. 1996.
The death was originally treated
as suicide, but following an ex-
humation of her body and a second
post mortem in April 1997, police
charged Mr. Watkins, her ex-
boyfriend, with first-degree murder.
The charge was dropped to sec-
ond-degree during the trial.
The prosecution's theory is Mr.
Watkins, 26, strangled Ms. White
and ran the cord from her neck up
across the top of the bedroom door,
lifting her lifeless body by pulling
the cord down the outside until it
snapped.
The Crown is relying on the ev-
idence of Ms. White's friends and
co-workers, who described Mr.
Watkins as an obsessive ex-
boyfriend, who essentially stalked
Ms. White in the weeks leading up
to her death, as well as the findings
of forensic engineer John Mustard
and forensic pathologist David Chi-
asson, the latter concluding Ms.
White died of ligature strangula-
tion.
The defence called its own engi-
neering and pathology experts to
refute the Crown's evidence. Dur-
ing his address, Mr. Lockyer said

in Whitby Jail riot
Sixteen inmates, one guard face 76 charges

A lengthy investigation by
Durham Regional Police into a riot at
the Whitby Jail earlier this year has
resulted in 76 criminal charges
against 16 inmates and one guard.
A group of 19 inmates took con-
trol of the provincial institution's sec-
ond floor during the Feb. 4 uprising.
They armed themselves with
make -shift weapons and went on a
six -hour rampage, setting fires,
smashing windows and destroying
plumbing fixtures.
The six -hour siege ended peace-
fully when Ministry of Corrections'
anti -riot squads stormed the jail.
Sergeant Jim Grimley said yester-
day the final cost of damage was
pegged at $87,500.
A controversial ban on cigarettes
was believed to have sparked the riot
- a banner demanding `Smokes' was
hung from a window by the inmates -
but police flushed out another reason
for the riot during their probe.
`"There is apparently an unwritten
rule in the jail that no one flushes a
toilet before 7:30 a.m., because of the
noise;' he explained.
"It would appear that morning,
one of the inmates broke this 'rule'
and was assaulted by a cell mate"
Sgt. Grimley said the victim of the
assault was removed from his cell
and a guard began writing up a report
of she incident, raising the ire of in-
mates. _
Chaos then broke out when an in-
mate hurled a hot beverage at correc-
tions officer Rob Phinney.
The 11 -year guard suffered a
scalding injury to the right eye in the
incident.
Sixteen of the inmates involved
have been charged with participating
in a riot, mischief over $5,000 and
two counts of conspiracy to, commit
an indictable offence.
Five of those are charged with ad-
ditional offences such as breaching
prison security, threatening, assault
and weapons dangerous.
The 19 inmates were in custody on
an assortment of charges ranging
from assault, robbery, weapons of-
fences, kidnapping and murder.
All were transferred to other facil-
ities in the province, though three
have since been released from cus-
tody.
Meanwhile, a guard has been ac-
cused by two inmates of striking
them with a broom handle as the riot
began.
"It's alleged he was on the outside
of the range and used the broom han-
dle to poke at them through the bars;"
said Sgt. Grimley.
The corrections officer, Troy
Britain, 29, of Clarington, is charged
with assault with a weapon and
weapons dangerous.
The inmates who were charged but
no longer remain in custody are Ed-
ward Walter Bradbury, 35, of Scar-
borough, Kenneth Patrick Bradburn,
52, of Markham, and Christopher
George Brown, 24, of West Beach
Road, Bowmanville.
The others are Robert Patrick Ap-
pleton, 29, Patrick Carl Buchanan,
28, Anthony Lemuel Hines, 20, Wao
Wen Liang, 26, David Jaynes McII-
moyle, 37, Eric John Thompson, 39,
Donald Leslie Alton, 47, Reuben
James Turner, 29, Scott Edgar
Williams, 20, Richard Michael
Smallwood, 23, Vance Beattie Wil-
son, 24, Paul Everett Lindsey, 25,
Bradley Christopher Cox, 20.
"Because the matter is before the
courts, I am not able to comment,"
said Ross Virgo, spokesman for On-
tario Correctional Services.
"Operations at the jail are stable,"
he added.

The jury was also urged not to
place great weight on the testimony
of Dr. Chiasson, the chief patholo-
gist for Ontario, since he said his
conclusion was based largely on the
findings of Mr. Mustard, said the
lawyer.
Dr. Rex Ferris, a leading pathol-
ogist, testified on behalf of the de-
fence that, based on examination of
medical reports and photographs,
Ms. White's death was more con-
sistent with "a self-inflicted hang-
ing in which the ligature broke;'
said Mr. LockyeT.
"Dr. Ferris's evidence is the
most reasonable, understandable
and most comprehensible explana-
tion for the injuries Laurie in-
curred;' he told the jury.
Mr. Lockyer said the relation-
ship between Mr. Watkins and Ms.
White was typical of "two young
immature people talking about
marriage and babies... living in a
myopic universe, an insular uni-
verse where everyone seems to
know everyone else...
"Was this a physically abusive
relationship, I would urge you
members of the jury to find deci-
sively it was not... It was however a
relationship that had some hurdles
to cross;' said Mr. Lockyer, refer-
ring to the fact Ms. White's family
and friends disliked Mr. Watkins
and Mr. Watkins cheated on Ms.
White by sleeping with a stripper.
Mr. Watkins was "indeed pos-
sessive" and jealous of Ms. White,
however, "the relationship between
Jesse and Laurie was a two-way af-
fair;' said Mr. Lockyer.
"There was good and bad com-
ing from both directions... (but)
there was nothing... that would re-
motely suggest Jesse would sud-
denly, in a fit of pique, kill Laurie"
Mr. Lockyer said Mr. Watkins's
testimony that the couple would
threaten each other about commit-
ting suicide is "highly believable"
and reflective of their relationship.

time;' he noted.
Last year, when provincial
downloading and the redistribu-
tion of PILs between the munic-
ipality. region and sch(" boards
left Pickering with a serious bud-
get problem, the Province came
through with $950,(XX) in one-
time funding that allowed the
Town to limit its 1998 tax in-
crease to 2.9 per cent, instead of
7.7 per cent.
The budget to go to council
for final approval May 10 in-
cludes Town expenditures to-
talling about $40 million in
1999, with approximately $14.7
million to come from Town rev-
cnue and about $21.8 million
from property taxes. It's expect-
ed Pickering will harrow about
52.2 million to finance capital
projects. The due dates for this
year's tax payments from resi-
dents will be June 25 and Sept.
2x.
Mayor Wayne Arthurs noted
after the meeting stall'and coun-
cil had "done a commendable
job" in achieving the zero tax in-
crease. He said the expected
June provincial election likely
had a "very modest' role to play
in the last-minute funding that
arrived from Queen's Park.
"Whether it's an election gift
or not, we re grateful. It's money
that doesn't have to conk out of
the property taxpayers pocket"
The mayor claimed not to be
particularly worried about the
Town abandoning its pay-as-
you-go policy of recent years to
takim, on debt in 1998 and '99 to
pay for capital expenditures. He
noted the recession had forced
Pickering to dip into its capital
reserves and it was alreadv clear
four or five years ago the Town
would have to borrow near the
end of the decade.

plained it's likely growth in as-
sessment and tax revenue over
the next few years, particularly
from development of the East
Dufiins community, will likely
decrease financial pressure on
the Town. He also expects coun-
cil will not be approving any
major new capital initiatives in
the near future.
Adoption of the budget rec-
ommendations Wednesday was
almost derailed by confusion
over whether they included the

on the proposed Millennium
Trail waterfront project this year.
Since no one could come up
with a clear answer, councillors
decided to defer the parks por-
tion of the capital budget, have
staff investigate the matter, and
meet Monday evening to sort out
the financing issue before the
Millennium Trail project goes to
council for final approval.

Durham schools work hard in wake of Colorado, Alberta shootings

Ensuring students feel safe is a
priority in Durham as area educa-
tion officials try to address concerns
sparked by the recent school shoot-
ings in Littleton, Colorado and
Taber, Alberta.
The tragedies have sent shock -
waves through communities all
across North America.
And, the shock and grief felt by
residents in the two towns are
shared by students and teachers in
Durham as questions arise about
school safety and whether such an
incident could happen here.
"If you are a teenager and some-
thing happens to teenagers, it affects
you:' says Carol Dempsey, princi-
pal of Whitby's Henry Street High
School. -I think these kids would
identify with those kids and realize,
'There but for the grace of God go
1'. 1 think everybody is touched by
it. It compels an emotional re-
sponse..
At the Durham Catholic District
School Board, superintendent of
student services Teresa Freedman
says, "Our social workers and our
child and youth counsellors are very
in tune with the tragedy that oc-
curred in the United States"
She adds, "They're very aware
of how the media can affect our
young people, especially our ado-

administrators in the secondary
schools to determine whether there
are any students who may have

fluences and Peers) program, she
adds. But, while there arc guidance
counsellors in every high school,

and there are now fewer staff avail-
able to help troubled students, Ms.

not have sufficient personnel avail-
able to meet the needs in a timely
fashion:' she says.

High, says there's been a lot of class
discussion this week about the inci-
dents in Alberta Wednesdav and
Colorado last Tuesday. And, she's
heard from parents in the communi-
ty who are concerned about their
children's safety at school.
"I would hope our kids feel safe.
I want to feel safe:' she says.
Ms. Chornobay notes teaches
respond to students' concerns if a
pupil is being harassed and schools
have rules in place, such as a no -hat
policy, designed to identify out-
siders. But she also says support
services in guidance departments
have been "drastically cut" and
notes that reduction in staff doesn't
make it any easier for teachers to
identify at -risk kids.
"It frightens me to no end what
happened in the States. It can hap-
pen anywhere;' says Durham
Catholic District School Board
chairman Mary Ann Martin.
"Hopefully our system is a little bit
different because of our faith di-
mension.
She notes the board has a zero -
tolerance policy in effect when it
comes to violence in schools and
,ays there are a number of proactive
programs in place. "We have excel-
lent guidance counsellors (who)
work with kids:' she says. "We're
always looking at ways to improve
things, to make our kids safer."
Dr. Steve Graffi, a psychologist
with the Durham District School
Board, reports each area of the re-
gion has a team of social workers
and psychological services staff
who are able to assist teachers and
students when a tragic event or cri-
sis occurs in a school.
For example, if there is a death
of a student, the school's guidance
department offers counselling ser-
vices to pupils and board staff often
assist students and teachers if the
situation is distressing.
"We don't have a swat team ap-
proach as some school boards do.
We try to avoid that:' he says.
-Under most circumstances it's re-
ally important to keep life as normal
as possible.
"In a serious situation, like the
incident in the States, we would
probably respond more directly:"
Dr. Graffi says. "Hopefully we'll
never have one of those situations in
our area.
Meanwhile, according to the
findings of the Durham public
board's 1998 student attitude sur-
vey, 71 per cent of pupils believe
their school is a safe place to be.
But, only 34 per cent of students
said pupils show respect for their

Just recently Charles Shahan. the owner of the Pickering Dairy Queen began talks with
McDonalds in Pickering for his DQ Staff to come to McDonalds for breakfast as part of a
contest for their top 20 DQ employees.
The Pickering Dairy Queen also partners with Moviplex 9 in giving out movie passes to their
DQ staff when they do an outstanding job or serve a customer particularly well. DQ is also
beginning a program with Phaser Zone to give out passes to the DQ staff for the new Laser
Tag. as incentives.
Most mana-ers' meetings at DQ take place at the new Man_iano's Italian Restaurant.
Meetings are also held at the Golden Griddle. '.Mandarin. Mediterranean Grill and the Lone

"I'm just glad to be in the loop," Shaban said. "I love the Dairy Queen Ultimate
Burger," Shaban said. "But my wife and I often take our managers to Licks for their
great Homeburger. We have a great chicken strip basket at Dairy Queen but I love KFC too"
Variety is the spice of life.
Living in the area, it used to be that he and his wife. Sherrv, a co-owner of the DQ with her
husband, would get tired of the small number of eating places in Pickering and head to
Scarborough or downtown Toronto and spend their money. Now it's totally different he says.
Pickering has two first class movie theatres in Moviplex 9 and the state of the art Famous
Players theatre in the Pickering Town Centre. Even though both these theatres show first run
movies, there is even more value once the movies finish their prime run at Famous Players
because they can be seen for half price at Moviplex 9. The winners are the people of
Pickering. Pickering hosts all kinds of excellent restaurants and all the best food
establishments with more coming. "Great food and entertainment establishments are in
abundance in Pickering," Shaban says. "And that's good for the people who live here.
"We are all just trying to make a living," Shaban says, "and there is nothing wrong with
supporting each other and still being friendly competitors. There's enough for everyone."

Awareness Week. This year, the Composting
Council of Canada has teamed up with the
United States to spread the Composting
Message. The 1999 theme 'It's your
turn—COMPOST" is a strong message for
everyone to begin composting in the workplace
as well as at home.
We should be converting vegetable
trimmings, garden wastes and other organics
into finished compost - not throwing them
away. For the homeowner, backyard
composting is easy. Simply layer
fruit/vegetablc scraps with dry yard waste and
let nature take its course. Sawdust and cooled
wood ashes from untreated wood, floor
sweepings, plants and wilted flowers, hair
clippings and pet fur, dryer lint, cotton, string,

If it's spring, there must be a carnival nearby

AJAX — The aromas of grilled onions,
sticky candy floss and hot fries laden with
grease fill the nostrils.
Dance music fuelled by a throbbing
beat has an energizing effect on many of
the people in the parking lot at Harwood
Place Mall in Ajax. It also covers the con-
stant hum of the tilt -a -whirl, ferric wheel
and other trademark carnival rides.
The blinking lights from the games of
chance usually draw, potential players likc
a magnet.
A clean-shaven man with a dark tan and
muscular build is running a fish pond
game. But few people are taking the bait.
It's a slow night.
For 39 -year-old Bob Brady, that's reali-
ty when life is a carnival. The Ajax stop is
his first gig of the carnival season for the
Kitchener man who travels six months a
year with Conklin.
Mr. Brady's been a carny for a quarter
century. after getting his start at age 14. He
began in the Oshawa and Peterborough
areas, later travelling as far away as the
Bahamas.
-I like being outside and I can bring my
family to work.- says the married father of -
a seven-year-old girl. "I can have my
daughter spend the day with me" She's
only too happy to take advantage of the
rides and visit with her summer friends -
the children of managers and vendors who
return each season.
As he's working the fish pend, Mr.
Brady's customers are primarily young
children determined to make a catch. And
when a child snags the grand prize, the
youngster often chooses a whistle over the
huge stuffed animal to which they're enti-
tled.
"Winning that prize all by themselves
— it's still an innocent, new experience,"
says Mr. Brady.
It's one of the few things that haven't
changed about the carnival business, he
laments. Cotton candy is no longer a deli-
cacy exclusive to the carnival. A teenage
boy doesn't often make an effort to win a
stuffed animal for his girlfriend anymore.
And, fewer people than before run away to
join the circus.
Mr. Brady still enjoys his job and makes
a decent living at it. But it's in Mother Na-
ture's hands. Last year's dry summer made
it a profitable one. However, when he's ob-
ligated to keep the show running during a
rain storm, it can be a little depressing, he
notes.
The carnival season typically lasts from
May to October. When Mr. Brady isn't
working a carnival site, he's usually dri-
ving transport trucks to a new location in
Canada or heading south to state fairs.
This carnival sees him in Ajax until
Sunday before he takes off for Niagara
Falls.

Ontario received a barely passing grade on
big truck safety in a recent report, but not
everyone agrees it's justified.
CRASH (Canadians for Responsible and
Safe Highways) released its report earlier this
month and gave Ontario a grade of 55 out of
l(it) for several criteria:
• Ontario allows single semi -trailer trucks
to carry a heavier load which increases the
risk of a possible rollover;
• The Province implemented only four of
16 National Safety Code standards which is
the lowest of all the provinces;
• Ontario has the worst record for safety
defects among provinces even though the per-
centage of trucks with safety defects is getting
lower and safe operation is being enforced
more than in the past.
Some of the highlights were that Ontario's
big truck collision deaths per capita are below
:he national average, that the rate of big -truck
:ollision injuries per capita is at the national
average and that the number of truck -related
njuries is increasing only relative to all traffic
njuries.
David Bradley, president of the Ontario
(rucking Asso cialion, said the report is not
worth the paper it's printed on because
BRASH is trying to look out for the railroad
ndustry and not the truck industry.
"Basically we have to look at who these
)eople are;' he said.
"They say they are a grassroots truck safe -
,v group, but actually they are railway-sup-
iorted fundamentalists. They are not a crcdi-
Ic source. The reality is truck safety is im-
roving and statistics show truck drivers are
1c safest drivers and trucks are the safest ve-
icles."
Mr. Bradley said CRASH is a group that is
dually funded by the railway industry and is
of interested in looking out for truck safety
efore the interests of the railways. He said
'RASH is a carbon -copy of a railway -funded
.merican group that also tries to cast truckers
i a bad light.
"As our railways become more and more
merican-owned, they are resorting to Amer -
an tactics;' he said. He said the group is
rying to bash the trucking industry so the

He said trucks are not the problem as much
the safety of the public.
"Trucks don't get killed — people get
led and trucks don't get hurt — people get
rt," he said. "Truck safety is not about the
cks. It's about the people"
Oshawa MPP Jerry Ouellette said changes
have been made regarding truck legislation to
make them safer and that trucks are not as
dangerou% as they are often made out to be.
He said he has recently been to a road blitz
to see truck safety firsthand.
"I went and 276 trucks on average came in
one hour and went through the blitz;" he said.
"The way they (the inspections) work is they
(the inspectors) have a list of companies iden-
tified as high risk and some are written in the
books as low risk because they have had no
problems.
"There's only about six or seven inspectors
for all these trucks and it takes them approxi-
mately 10-12 minutes per truck. During the
time I was there, 12 were identified and pulled
aside and only between three to four were
pulled out of service."
He said trucks can be pulled off for some-
thing as minor as a broken licence plate or a
headlight that isn't functioning properly.
"Having three or four trucks pulled out of
service out of a total of 276 trucks is not that
had;" he said. "And of course it doesn't have
to be a major infraction that made it he put off
the road:'
There are other ways inspectors can go
about truck inspections, but he said the results
don't necessarily reflect appropriately.
"it depends on how this report was done:'
he said. "if they're not done a certain way
then they can be very deceiving."
CRASH did not go and carry out a safety
blitz for this report.
The report was prepared by comparing
truck safety compliance regulations, statistics,
and trends in big truck collision deaths and in-
juries.
