PICKERING - A Pickering
man face, several weapons and
assault charges after four people
were stabbed during a fight at a
Pickering pub early Saturday.
Durham Regional Police said
the bloody altercation occurred
around 2:30 a.m. at Celebrity's
at 1527 Bayly St.
Sergeant Jim Grimley said
one of the victims, a 20 -year-old
man, suffered five knife wounds
to the legs, groin and shins.
Another 20 -year-old man suf-
fered a wound to the left thigh
and a 16-ycar-old girl was cut on
the hand and arm.
A 21 -year-old man described
as the 'organizer' of the dance
was also stabbed in the shoulder.
Police gave no motive for the
attacks.
None of the victims, who are
all Pickering residents, suffered
life-threatening injuries.
They were treated at Ajax -
Pickering Health Centre and re-
leased.
Police, meanwhile, seized a
bloodied buck knife and arrested
a suspect following a brief foot
chase.
Cosmo Jacobson, 23, of
Sanok Drive, Pickering, has
been charged with four counts
each of aggravated assault and
assault with a weapon.
He also faces one count of
possession of a dangerous
weapon.
Mr. Jacobson was held pend-
ing a bail hearing.

er dollars and they take up resi-
dence in the US. We should look at
programs to reverse this, to keep
them here and to attract those oth-
ers back"

PICKERING — More contro-
versy has erupted over Pickering's
millennium celebrations.
Ward 3 Regional Councillor
Rick Johnson has written a letter to
Ward 2 Regional Councillor Doug
Dickerson stating he is "disillu-
sioned" with Coun. Dickerson's
performance as chairman of the
Town's millennium organizing
committee and is withdrawing his
support for him as chairman. Coun.
Johnson has sent copies to the
mayor and other councillors.
The letter accuses Coun. Dick-
erson of "private meetings, non-no-
lification to your council on public
events and the lack of sharing of in-
formation on decision-making is-
sues". It also notes planning for the
millennium celebrations "should
be a public process not a dictator-
ship with trade-offs and broken
promises.

PICKERING - Ontario Power
Generation (OPG) is hoping new
exhibits, new hours and a new ap-
proach will draw a new crowd to
the Information Centre at the Pick-
ering nuclear station, which recent-
ly reopened after being shut down
for renovations two years ago.
From shortly after the nuclear
plant was opened in 1972, says sta-
tion spokesman Pat O'Brien, the
Information Centre was part of the
Metro Toronto tourism circuit and
drew droves of visitors, mostly
coming on buses as a part of orga-
nized excursions.

But hosting tourists was expen-
sive and a few years ago Ontario
Hydro (now OPG) concluded it
was more important to attract local
people and not out-of-towners. Mr.
O'Brien notes many area residents
have not even been to the Pickering
plant and don't really know much
about it.
"It's an education opportunity.
We believe that when people have
a better understanding of how
processes work there's a better ac-
ceptance of them."
OPG is now focussing its efforts
on bringing in visitors from the
local community and offering out-
reach programs to arca schools.
"We're looking at 12,000 to
15.000 (visitors) a year and we're
going to be more aggressive in
inviting regional groups as op-
posed to letting them just come "
The corporation has completely
revamped the information centre,
which Mr. O'Brien notes was "ex-
tremely" old.
"The displays were old. We
wanted to completely redo it based
on today's issues and concerns. So
we literally gutted it:'
In addition to making improve-
ments to the centre itself, OPG is
also offering the auditorium and
committee room for community
use free of charge when they're not
in use by OPG. As well, a space is
being provided to display the work
of local artists.

So far about S 150,000 has been
spent on new exhibits, and the goal
was to make everything user-
friendly. They include:
- 15 computer kiosks for computer
games related to energy and the en-
vironment;
- a built -to -scale, cut -away mock-
up of one of the newer 'B' reactors

- a display showing how the plant's
vacuum building works;
- a display on tritium in drinking
water,
- Internet access and assistance for
students doing school research;
- a large aquarium with marine
species found in Lake Ontario.

Another $100,000 to $150,000
is expected to be spent on videos
for the auditorium and additional
exhibits to be in place sometime in
the fall. One will have prominent
experts from the community such
as the Durham medical officer of
health answering frequently -asked
questions about the Pickering plant
and nuclear power.
As well, a library is being estab-
lished with reports and studies re-
lated to the station and nuclear
power. Many of the documents to
be included were previously only
available at the old Ontario Hydro
public library in downtown Toron-
to.
The centre is now open week-
days from 9 a.m. to 4:30 p.m. in-
stead of 4 p.m. as before. But OPG
is also looking at opening it some
evenings during the week and on
weekends during the summer.
Free, in -plant tours for adults
and Information Centre and station
site tours for all ages are available
for groups of 10 to 12, though an
effort will be made to accommo-
date individuals and smaller groups
as well, says Mr. O'Brien.

Event makes kids aware of drug abuse dangers
Durham residents are invited
to attend an open house Wednes-
day from 6 to 9 p.m. at the Rac-
ing Against Drugs event being
held this week at Harman Park
-Arena in Oshawa.
Sponsored by the Substance
Abuse Council for Youth in
,Durham Region, the event is de-
signed to promote drug aware-
ness among Grade 6 students
from the Durham District School
Board and the Durham Catholic
District School Board.
The program, which attracted
more than 6,000 students last
year, features numerous interac-
tive pit stops throughout the
arena where police, community
members and health profession-
als share information in a racing
environment.
Pit stops allow youngsters to
compete on professionally built
slot car tracks, test skills on a
drag track simulator and view
high-performance race cars and
police vehicles.
Open house activities include
free hot air balloon rides, a per-
formance by the Ontario Provin-
cial Police Bear Hug Band at 6
p.m., a performance by the choir
from Dr. S. J. Phillips Public
School in Oshawa at 6:30 p.m.
and a presentation by the student
jump rope team from Mother
Teresa Catholic School in Ajax at
7 p.m. School board officials and
community leaders are also par-
ticipating in a corporate chal-
lenge at 8 p.m.

Proposed Changes to Benep"t'Shareholders
of the Daimler Chrysler Company
Proposed changes in the way Canadian shareholders are taxed as a result of a
foreign merger will benefit taxpayers who own shares in the new Daimler
Chrysler company.
Department of Finance Minister Paul Martin announced proposed changes to
the tax treatment on April 15. These changes will interest Canadian investors
who have been required to report substantial capital gains as the result of the
1998 merger between Chrysler and Daimler-Benz.
H&R Block Account Manager in Oshawa, Nancy Miller says, "Revenue
Canada has not yet made an official announcement. However, we're advising
our clients to file their tax returns based on the proposed changes. If our clients
have already filed, we're asking them to come back into the office. We'll help
them with a request for adjustment"
Under the proposed rules, shareholders who exchange their shares in one of the
original corporations for shares in the newly merged corporation will be
deemed to have disposed of their old shares for proceeds equal to their
Adjusted Cost Base. The new shares will be deemed to have been acquired for
the same amount. As a result, any capital gain will be deferred until such time
as the newly -acquired shares are actually disposed of. These are the same rules
as currently apply to share exchanges resulting from most mergers of taxable
Canadian corporations.
The new rules will automatically apply to share exchanges that occur in 1998
and subsequent years unless the taxpayer elects not to have them apply. They
will also apply to share exchanges that occurred in 1996 or 1997 if the taxpayer
so elects by notifying Revenue Canada in writing.

Provincewide testing or
Provincewide training?
Consistency lies in better preparation,
not government policing
The theory is if we're going to sub-
ject Ontario's students to yearly testing,
we should hold teachers to the same test.
It's tough to resist the temptation to
jump on the 'what's good for the goose
is good for the gander' bandwagon, but
there's a better way to monitor the teach-
ing profession.
In unveiling his new Charter of Edu-
cation Rights and Responsibilities, Pre-
mier Mike Harris is calling for
provincewide tests for students in all
grades and recertification tests for all
teachers. Teachers who fail the tests, like
their students, could find themselves in
summer school or in remedial courses.
If the goal is to evaluate a teacher's
in -class performance, a written test will
be ineffective in judging student -teacher
rapport and technique.
Conflicts over approaches to teaching
and conduct not resolved at the school or
board level should be addressed by a
higher authority. As the College of Physi-
cians and Surgeons docs for doctors, so
could a College of Teachers do for its
members. That is, monitor conduct and
ensure professional standards are met.
Most importantly, such a college
should be a place for the public to turn
for answers on teacher qualifications,
performance, ability and accountability.
It should be the court of last resort.
Regular testing implies there is some
doubt all teachers are upgrading their
skills on their own and as such they need
to be policed. Batted on that assumption,
the goal of teacher testing appears to be
to guarantee every teacher is current on
curriculum and teaching techniques.
Instead of sporadic testing aimed at
weeding out the bad seed, a more proac-
tive course of action is to institute struc-
tured, provincewide training which
would cover the coming year's curricu-
lum and technical upgrading.
We suggest four weeks of skills and
curriculum upgrading, with some built-
in preparation time, be held prior to the
start of each school year.
Teachers have complained bitterly.
and not without merit, they have insuffi-
cient time to prepare for the school year
with an ever-changing curriculum.
Teachers, like the rest of us, have to stay
abreast of the latest advances in technol-
ogy. Provincewide training would en-
sure all teachers have access to the infor-
mation they need and that they arc fully
prepared fox the year ahead.
Teachers' unions will claim their
members require two months each sum-
mer to recover from the stress of class-
room life. We say provincewide training
will better prepare teachers for the school
year and in fact will reduce that stress.
Unions will also say teachers spend
so much time after hours preparing
classes and monitoring extra-c:urriculart
they are 'owed' the time off. Given this
year's drastic reduction in extracurricu-
lar activities, that doesn't hold water.
More preparation means better teach-
ers and a better education system.

To the editor:
Like a majority of Canadians I
was disturbed and saddened to
learn of the tragic events of the re-
cent shooting in Ottawa. My
deepest sympathy goes out to the
families of the victims.
However we roust ask our-
selves why, after it had been es-
tablished that the gunman had a
history of mental illness and vio-
lence, wasn't a background check
performed, which logically would
have included a search to see if he
possessed any firearms'? A data-
base on Firearms Acquisition
Certificate (FAC) holders is avail-
able, and has been since 1978. If
this procedure was not performed,

While standing under the Eiffel
Tower I realized just how proud I am
to be a Canadian. Wearing the Maple
Leaf when travelling abroad helps me
express this feeling.
In France centuries of culture and
lifestyle define a proud history that
they embrace so lovingly. Switzerland
had its order and efficiency. India has
a society so unlike ours it's hard to
comprehend. Our American neigh-
bours proudly cling to their patriotism.
It's interesting to experience foreign
culture but without a doubt being
Canadian is the greatest of honours.
I watched people from all over the
planet scour this famous landmark. I
was more impressed by the ambiance
of the park. The grass, flowers, trees
and the river Seine were far more

beautiful. It's nice to have a quiet and
familiar moment when you're 5,000
kilometers from home.
The cliches about Canadians touch
on a small part of our culture. I often
hear how polite, quiet and reserved we
are. Of course there's also our mosaic
culture and great hockey players. Be-
tween St. John's and Victoria you can
find huge cultural and physical diver-
sity. What do we all have in common?
In my opinion it's our cooperation
with nature. We live in harmony with
our environment and that has shaped
us in a unique way. There is a special
form of respect that our natural sur-
roundings demand from us. Respect
for the smallest creature, tallest tree or
pristine lake transcends into our daily
lives and shapes how we see and treat
each other. This is what makes us
Canadians. We've got it all, oceans,
mountains and open space for every-
one.
All the sights along the Champs El-
ysees were enticing too, but soon I'll
be home. I looked forward to that.
Canada is so young, big and unpopu-
lated that we need to spread the word
on our identity. I want my children to
embrace Canadianism, foster it and
pass it down. We have a common
thread, natural respect. With time we
can weave it into a blanket that covers
this nation. I'm so very proud to live
on the most beautiful piece of real es-
tate on the planet. To be Canadian is to
respect and embrace all of nature's
bounty, coast to coast and that's
enough identity for me.

achieving its only goal - a re-
sounding victory (101 Liberal
seats) here in Ontario. The re-
quirement for all law-abiding
Canadians to register their
firearms is touted as the answer to
society's problems. How registra-
tion would have prevented the
events in Ottawa, when previous-
ly existing and current laws were
not implemented or followed, is
yet to be explained.
Reason and logic obviously
were not considered as being a
foundation of this legislation as
this would have meant enforcing
and applying existing laws, ad-
ministering severe punishment
and implementing features in
those laws that have been up to
now regularly ignored - such as
mandatory background checks.
Law-abiding, responsible
firearms owners who were and al-
ways have been the most vocal
and supportive voice of reason
and fairness and who only asked
that the full extent of the then -
current laws be applied as they
were meant to be were ignored
outright and called fanatics.
Those of you who believe our
Liberal government has taken
your concerns for public safety
seriously and put into place a law
that will make Canada a safer
place should seriously question
them as to how and why such a
tragedy like this could happen
when they have had the laws and
resources in place that if followed
could have prevented this tragedy.

Provincewide testing or
Provincewide training?
Consistency lies in better preparation,
not government policing
The theory is if we're going to sub-
ject Ontario's students to yearly testing,
we should hold teachers to the same test.
It's tough to resist the temptation to
jump on the 'what's good for the goose
is good for the gander' bandwagon, but
there's a better way to monitor the teach-
ing profession.
In unveiling his new Charter of Edu-
cation Rights and Responsibilities, Pre-
mier Mike Harris is calling for
provincewide tests for students in all
grades and recertification tests for all
teachers. Teachers who fail the tests, like
their students, could find themselves in
summer school or in remedial courses.
If the goal is to evaluate a teacher's
in -class performance, a written test will
be ineffective in judging student -teacher
rapport and technique.
Conflicts over approaches to teaching
and conduct not resolved at the school or
board level should be addressed by a
higher authority. As the College of Physi-
cians and Surgeons docs for doctors, so
could a College of Teachers do for its
members. That is, monitor conduct and
ensure professional standards are met.
Most importantly, such a college
should be a place for the public to turn
for answers on teacher qualifications,
performance, ability and accountability.
It should be the court of last resort.
Regular testing implies there is some
doubt all teachers are upgrading their
skills on their own and as such they need
to be policed. Batted on that assumption,
the goal of teacher testing appears to be
to guarantee every teacher is current on
curriculum and teaching techniques.
Instead of sporadic testing aimed at
weeding out the bad seed, a more proac-
tive course of action is to institute struc-
tured, provincewide training which
would cover the coming year's curricu-
lum and technical upgrading.
We suggest four weeks of skills and
curriculum upgrading, with some built-
in preparation time, be held prior to the
start of each school year.
Teachers have complained bitterly.
and not without merit, they have insuffi-
cient time to prepare for the school year
with an ever-changing curriculum.
Teachers, like the rest of us, have to stay
abreast of the latest advances in technol-
ogy. Provincewide training would en-
sure all teachers have access to the infor-
mation they need and that they arc fully
prepared fox the year ahead.
Teachers' unions will claim their
members require two months each sum-
mer to recover from the stress of class-
room life. We say provincewide training
will better prepare teachers for the school
year and in fact will reduce that stress.
Unions will also say teachers spend
so much time after hours preparing
classes and monitoring extra-c:urriculart
they are 'owed' the time off. Given this
year's drastic reduction in extracurricu-
lar activities, that doesn't hold water.
More preparation means better teach-
ers and a better education system.

citizens they

To the editor:
Like a majority of Canadians I
was disturbed and saddened to
learn of the tragic events of the re-
cent shooting in Ottawa. My
deepest sympathy goes out to the
families of the victims.
However we roust ask our-
selves why, after it had been es-
tablished that the gunman had a
history of mental illness and vio-
lence, wasn't a background check
performed, which logically would
have included a search to see if he
possessed any firearms'? A data-
base on Firearms Acquisition
Certificate (FAC) holders is avail-
able, and has been since 1978. If
this procedure was not performed,

TAKE: NOTICE that the Council of the Corporation of
the Town of Pickering passed Zoning By-law
!Numbers 5476/99. 5.377/99 and 5479/99 on April 6.
1999 respecting off-street parking on residential lots in
the urban area of the Town of Pickering.
The purpose of the Zoning By-laws is to revise off-
street parking provisions. Up to four vehicles no
greater that 2.6 metres in height and 6.7 metres in
length can park on a residential lot. Of the four

TAKE: NOTICE that the Council of the Corporation of
the Town of Pickering passed Zoning By-law
!Numbers 5476/99. 5.377/99 and 5479/99 on April 6.
1999 respecting off-street parking on residential lots in
the urban area of the Town of Pickering.
The purpose of the Zoning By-laws is to revise off-
street parking provisions. Up to four vehicles no
greater that 2.6 metres in height and 6.7 metres in
length can park on a residential lot. Of the four
vehicles, one vehicle no greater than 3.5 metres in
height and 9.0 metres in length can park in a side or
rear yard of a residential lot.
These Zoning By-laws amend the General Provisions
of All Residential Zones within Consolidated Zoning
By-laws 251 1, 2520 and 3036, and apply to all lands
south of the Third Concession Road in the Town of
Pickering.

or public body may appeal to the Ontario Municipal
Board in respect of the By-laws by filing with the
Clerk of the Corporation of the Town of Pickering not
later than May 10th, 1999 a notice of appeal setting

need are personal hygiene products, such as

More than 300 elementary
students from all over
Durham recently invaded
Central Collegiate in Oshawa
and took part in about 1,200
fights.
But this act was planned
and very organized, as the
Durham Elementary Athletic
Association (DEAA)
wrestling championships are
every year.
The 23rd annual DEAA
championships were held
over two days - 317 students
in grades 3 to 6 Tuesday,
April 20 and 175 students in
grades 7 to x Wednesday.

The organized confusion
was headed by two individu-
als who have dedicated most
of their lives to wrestling -
Bob Stuart and Andy Dy-
ment.
Such an event obviously
leads to headaches and sore
feet at the end of the day but
Stuart, a phys-ed teacher at
Oshawa's Central Park Pub-
lic School, believes it's all
worthwhile.
'17he nicest thing to see is
the progression:' Stuart says.
"Seeing their skill level rise.
Some compete international-
ly and a couple have gone to
Olympic trials. They all start-
ed out right here:"
Stuart, who has been
coaching the sport in Durham
since 1976, says kids and
wrestling are "the most nat-
ural thing in the world;'
adding, "we teach them the
proper way to wrestle and we
have a lot of fun with it"

gives them an opportunity to
make new friends from other

Plan to stay fit this summer by par-
ticipating in one of the best all-round
fitness activities there is - recreational
rowing.
Rowing is an all-round fitness activ-
ity. It uses all the major muscle groups,
encourages a great sense of rhythm,
timing and co-ordination, while at the
same time increasing aerobic fitness
level. Also make new friends and enjoy
the peace and tranquility of a leisurely
row on beautiful Lake Scugog.
The Durham Rowing Club is getting
geared up for another busy rowing sea-
son. The high school season is already
under way, with crews from five area
schools on the water every morning at
dawn. Many of these students will be
eligible to represent the region in the
rowing events for the Ontario Summer
Games to be held on Lake Scugog in
August. 2000.
For those with less competitive am-
bitions. the Club is again offering a
Learn to Row program, beginning June
1. This program is aimed at introduc-
ing people of all ages to the sport. It
teaches basic rowing technique, as well
as boat handling and maintenance. Ini-
tial training is on rowing ergometers
and a dock -side trainer. Participants
then take to the water in four and eight
person rowing shells. The program is
open to everyone 12 or older, who
knows how to swim and is prepared to
give it a try. Instruction is provided by
certified club coaches, assisted by com-
petitive club rowers. Training sessions
are Tuesday and Thursday evenings
from 6:30 p.m. to 9 p.m. and on Sunday
mornings from 9 a.m. till noon. Boats
are launched from the Durham Rowing
Club dock in front of the boa&z)use at
8 Old Rail Lane, Rotary Park, just
north of the public boat launch in Port
Perry.
The club is also hosting a Scugog
Invitational Regatta on Saturday, June
19. It is hoped that this will become an
annual event that will attract competi-
tive and recreational rowers from
across Ontario. This year, invitations
have been sent to 14 rowing clubs
stretching from Own Sound to
Kingston. Races will be over a 2000 -
metre course, with the finish line just
off Palmer Park and behind the ball di-
amonds. Competition will be in junior,
senior, open, recreational and masters
categories.
An information and registration
meeting for the rowing programs for
1999 is being held at the Scugog Public
Library in Port Perry, on Wednesday
evening, April 28, beginning at 7 pm.
