Durham council will consider its 1999 budget and the 1.5 -per cent property tax increase it would bring when Region politicians meet again next Wednesday. This Wednesday, council's finance committee approved a $219 -million budget to cover the costs of tradition- al and new services provided by the Region, including policing, road and sewer work, running homes for the aged and social housing, providing social assistance, operating land am- bulances and paying Durham's share for GT Transit (formerly GO Transit). The $16 increase is based on a home assessed at $150,000. Other than Durham Regional Po- lice, whose budget is increasing by about $9.8 million over 1998 to $69 million, all other Region departments and responsibilities - both the historic and downloaded services - will cost individual taxpayers less. Region finance committee chair- man and Oshawa Councillor Brian Nicholson said in an interview the budget and its 1.5 -per cent tax in- crease "won't please everybody, but the majority (of councillors) will sup- port it" He expects colleagues to try to find more savings when the budget goes before council Wednesday. "I've never seen a budget go through with- out somebody cherry picking some- thing. I'm guilty of that myself." The historic Region departments like works, planning, health and so- cial services will cost $75.1 million this year. Downloaded services such as social housing, GT Transit, land ambulance and property assessment will carry a price tag of $79.3 million. Expenditures by the historic Re- gion departments are actually rising by $2.5 million, but growth in Durham will more than offset the in- crease. When budget deliberations began, Durham council had asked all Region departments to hold the line on spend- ing and set a guideline of no increased costs associated with downloaded ser- vices. Committee members Wednesday were able to alter the budget to lower the tax increase from 3.4 per cent to 1.5 per cent. Politicians decided to pay $2 million for Year -2000 comput- er compliance out of a reserve account rather than with property taxes. And, they removed from the spending blue- print $1.9 million set aside to serve as a financial risk margin or buffer against unforeseen expenses. Coun. Nicholson said Region offi- cials' ability to wrestle the tax in- crease down to less than $20 was quite an achievement because the bud- get includes almost $10 million more for police. "We were looking at a double-digit increase (by percentage). This is a helluva lot better;" he said in an inter- view. But, Coun. Herb Wank appeared before council recently on behalf* of the Roschank Ratepayers Asso- ciation to urge the Town to re- duce the two 'large' vehicle parking limit which had been recommended by staff. He noted alder neighhourhoods like Roschank, where large lots would permit commercial vehi- cle parking under the new reg- ulations, are particularly wor- ried about the new rules. "If we're going to come to a compromise, we're suggesting one large vehicle." said Mr. Wank. Under the new regulations approved by council, vehicles parked in front of -a home or on a side of it exposed to the street (such as on a corner lot) may he no higher than 2.6 metres and no longer than 6.7 metres. In the rear and side yards, vehi- cles up to 3.5 metres high and eight metres long may be parked. Coun. Ryan referred to an "orgy" in reference to the millennium celebration plans being led by fellow councillor Doug Dickerson and charged the money raised to celebrate Pickering's place in the next 1,000 years is being spent on "trinkets and trash and fun and games". For his part. Coun. Dickerson fired a shot at his colleague. maintaining, "It's a time for celebration, not recrimina- tion;' and pointed out the money for these celebrations is "private funds" donated to the cause. That's a point that is well taken, but the real issue which lies behind this de- bate is in a resolution passed unani- mously last December by Pickering council in preparation for the millenni- um celebrations. The motion states, in part, that "pri- ority be given to various projects in the Town of Pickering that will enhance the quality of life for all present and fu- ture children and seniors; and that the focus of our Pickering 2000 Millenni- um Celebration be on meeting the needs of children and seniors in our community" So, while it is important and benefi- cial for Pickering — as it seeks status as Canada's 'Millennium Citv' — to celebrate the arrival of 2(XX), it is also a matter of policy that the town focus its efforts on enhancing the quality of life for children and seniors. Little we've seen so far in relation to the celebratory plans deal specifically and tangibly with the public commit- ment of the Town of Pickering in that regard. It's great that Pickering plans a $30,000 fireworks display. children certainly would appreciate the specta- cle. But would it "enhance the quality of life" for these kids? No. And neither is it likely, for instance, seniors will benefit in any noticeable way from a massive indoor party planned at the Metro Fast Trade Ccn- trc. Again, it is important the Town of Pickering and its citizens mark the mil- lennium with special celebrations, even if they tend to be slightly excessive. But if Pickering is to keep its lofty commitment to children and seniors who live here in the community, lasting programs, specific services, or other projects must be included with equal priority on the wish list. Although I do not question the legitimacy of the legislation that dictates the widespread publication of public officials' names and their salaries, 1 do however take excep- tion when this data is combined The puck stops here, if I get real lucky Hasek, Joseph and Belfour have nothing to fear Friday, May 28. Red ink circles this date on my desk calendar and as each day passes I come closer to that day, which could mark the greatest humiliation of my life. Before you jump to any conclu- sions, yes, I have reached puberty. The fateful event I'm referring to is a charity hockey game. Consider that I skate about as well as Dionne; no, not Marcel, but Celine Dion. Actually, I'm sure the French Canadian diva's a lot better skater than I am. Remembering my exploits on the ice, a short-lived three years of minor hockey in Lindsay, still brings a chill to my heart. It's pretty traumatic for a seven-year-old to have to endure the boos and the cries of, "You stink, get off the ice." Finally there came a time when I had enough of my parents' heckling and I gave up the game. So now, 27 years later, I've been asked to lace up the skates once again. The art of looking like you know what you're doing when you clearly don't requires years of practice. For one thing, I can't perform the standard stop. Instead I offer a `Tiny Tim meets Foster Brooks' method. If that doesn't work there's always the boards to break my pace. So what do you do with the poor- est skater on the team? Put him in the position that generally requires a strong skater — goaltender. Taking up this offer seemed like a good idea at the time, but that's start- ing to change. Visions of snapping out the glove hand to snare a puck headed for the top corner have been replaced with images of tripping over my own feet, allowing a trickling puck to gen- tly slide into the back of the net. As I attempt to track down a lefty's catch- ing glove and blocker, I'm wondering if I can try a Garth Stow approach and get big old, extra, extra large equipment and just stand there and fill the net. By this time the Oshawa Generals might be out of the playoffs and per- haps netminder Ty Garner can offer words of wisdom. If they move on against Belleville maybe I can call on Bowmanville Eagles' Raj Banghoo to serve as my Doppelganger. The only positive thing about the game is we are taking on a team from the Ajax -Pickering Health Centre, so when I take a puck off the cranium I'll get immediate medical attention. As a society, we seem to have evolved to a point where it is popu- lar to demean our public sector. Our public service is a% committed to our communities as the private sec- cox. In fact, perhaps more so, since it is not driven by a profit motive. I challenge all of us to identify any remaining excesses that exist in the public sector, which were the re- grettable hallmark of previous days. + Historically, Canadians have de- } cided that those services they deem to be universally accessible to all should be provided by a public ser- vice. TAKACS Staff Writer They're Durham's dynamic duo of anti-nuclear activism, and wouldn't you know it, they met at a nuclear disarmament demonstra- tion. Irene Kock and Dave Martin, the husband -and -wife team famil- iar to local residents as the dual voices of the citizens' lobby group Durham Nuclear Awareness, first encountered each other in 1983 in Toronto in front of the American embassy on University Avenue. He was making a speech during a pro -nuclear disarmament rally she was attending. She and many of the other demonstrators went to his place for a party after the rally. "I don't think he noticed me for many months after I first met him;' recalls Ms. Kock. A think over a period of a year we gradu- ally got to know each other. We just drifted together. We're very like-minded and compatible. We became a good team and have worked closely every since " One reason the courtship was so long was probably because they were tx>th so involved in various causes back then. Ms. Kock, who's 38. first helped set up a nu- clear disarmament group while a student at the University of Guelph and became more actively involved in the disarmament, anti- nuclear and environmental move- ments after moving to Toronto in 1981. Mr. Martin was active in the anti-nuclear movement from his time as a student at the University of Toronto, as well as becoming a member of citizens' groups work- ing on recycling, municipal waste, wilderness preservation and disar- mament issues. "We used to joke about having one or two nights a week when we didn't have to go to a meeting:' re- calls Mr. Martin. That's one part of their rela- tionship that probably hasn't changed much, except they now work together during the day out of their house in Uxbridge. You'll find them several nights a month at various public meetings across the region — council meetings, municipal committee meetings, community group meetings — discussing events at the Pickering or Darlington nuclear stations, lobbying politicians on nuclear fire safety and emergency plan- ning, pushing for environmental upgrades at Durham's nuclear plants, or explaining DNA's con- cerns about the nuclear industry. But you'll rarely see them togeth- er. .We actually have a good sepa- ration of the responsibilities we have and the issues we work on," explains Ms. Kock. "We rarely .ever work on the same issues" It's a pattern they have fol- lowed from the start. Ms. Kock has always been among the ad- ministrators, fund-raisers and re- searchers in the organizations she ly after the nuclear accident at Chernobyl, and hatched a sub- group — Durham Nuclear Aware- ness, the same year. NAP is now based in Uxbridge and has about 500 'supporters', according to Ms. Kock and Mr. Martin, about 250 of' them members and the rest donors. "Many of them are people who we've known for 20 years in the movement," says Mr. Martin. "They're the people we worked with, demonstrated with, and got arrested with:" While they're known locally mostly for their involvement with NAP and DNA, the couple have also done research, administrative and organizational work on a con- tract basis for a number of organi- zations such as the Ontario Envi- ronment Network. Greenpeace, Campaign for Nuclear Phaseout and Green Energy Coalition, as well as some small foundations devoted to environmental issues. "It is our living;' says Mr. Mar- tin, "but it's certainly not a living which any sane person would want to have. To put it in perspective, Irene and I arc two people living on much less than a single normal wage. It wasn't until she had obtained her Bachelor of Sci- ence Degree in biology and was working for the Parks department in Toronto that she was able to de- vote much time to her anti-nuclear and environmental activities. Mr. Martin, who's 45, was born and raised in Toronto, though his mother's family was from Uxbridge and he spent many of his childhood summers there. He ad- mits he was a "non -conformist" even as a youngster, but he was a good student and went straight to the University of Toronto after high school. However, it took a bit of time before he got his honours BA, since he was a part-time stu- dent paying his own way through various jobs, including stints wait- ing at restaurants and bartending. "My career ended after we tried to organize a union and I was blacklisted from the whole busi- ness; he recalls. Another reason it took so long to get through university was be- cause he was involved in so many things, such as the student council and setting up the University of Toronto Anti -Nuclear Group in 1979. One of the first of about a half dozen times Mr. Martin has been arrested as a demonstrator was in 1981 when he was among 50 peo- ple from the university anti-nu- clear group and Greenpeace who tried to occupy the Darlington nu- clear station site to protest the plant's construction. That university organization grew and became Nuclear Aware- ness Project (NAP) in 1986, short - mics Mr. Martin. "But we're win- ning the war. Take a look at the polls. More people oppose nuclear power now than at any time in his- tory. Certainly that's the case in Durham Region. I have no doubt public opinion has turned against nuclear power in Durham Re- gion." Mr. Martin notes the work of groups like DNA, NAP and Greenpeace has derailed plans drawn up in the early 1980s for the construction of up to 15 new reac- tors at several Ontario locations, including four more at Darlington. "A lot of our victories, they're things that didn't happen instead of things that did happen" Even Pickering nuclear station spokesman Pat O'Brien agrees Ms. Kock and Mr. Martin have had a "valid role to play" in the nuclear debate, even though he and they are not likely to ever see eye to eye on the question of nu- clear power. "She's very committed and Dave's very committed," he adds. "Those are the kind of people I like because you know where they're coming from." Durham Catholic District School Board trustees approved floor plan revisions including increasing the size of employee workstations, the addition of three meeting rooms and upgrades to the boardroom. "An extensive amount of work has to be done to the interior of the building" said board director Grant Andrews. Trustees also approved up- grades to the heating, ventilation and air conditioning systems within the education centre earlier this year. Staff at the education centre, which was built in 1982, will be tem- porarily housed in the board's plantrnformation technology ser- vices bolding, the student services building and Monsignor Paul Dwyer Catholic High School while the ren- ovations are completed over the summer months. Before lightning strikes, be prepared. Some simple preparations can protect your home and family. • Have a reliable light source in case of a power outage. The airy 1- to 2 -inch blossoms look like little sun bonnets borne on multi - flowered stems. The colours are gorgeous, some bi-coloured, striped or mottled. Most have ruffled wavy petals. The scent of sweet peas is unmatched. They are native to Italy. Though most sweet peas climb 5- to 10 -feet high, attach- ing themselves to supports by means of tendrils, there are non -climbing varieties which produce colourful mounds of flowers about 8- to 12 - inches tall. Seeds should be soaked in tepid water for a few hours to soften the hard shell. The seeds, like those of other legumes, should be treated, or inoculated, with a specially pur- chased culture of nitrogen -fixing bac- teria. Inoculants are naturally occurring materials that contain soil bacteria. They help the sweet pea plants use ni- trogen, which is a nutrient essential to plant growth. This sounds very high tech, but all you have to do is shake the seeds around in a container with a bit of the culture until the seeds are coated. Several brands of the culture, such as Legume -Aid and Nitracin, are available at most garden centres. Sweet peas can he planted directly into the ground in a sunny location, as soon as the soil can he worked in the spring. The way the weather is going in Durham region, the more southern and protected gardens could he ready now. The temperature for germination must not fall below 13 degrees Cel- sius. Pinch out the growing tip of each seedling when the seedling is about four inches high, to encourage strong shoots. Mulch the soil around the plants to help keep the ground cool. If you are planting the climbing variety provide trelliswork, tall canes or netting to support the plants. Another neat idea I saw once was a half -barrel sporting a tomato cage and covered with sweet peas. It was stunning. Sweet peas are wonderful cut flowers, and the more you cut from the plant, the more it produces. Many wonderful cultivars have been produced over the years. Cultivars of the 'Bijou Group' are bushy and re- quire only limited support. The Cuthbertson Floribunda series grow up to six feet tall and have extra -long stems which produce six or seven blooms per stem. They have excellent tolerance to heat. The initiative is part of the Toronto Coastal Wetlands Rehabilitation Plan to rehabilitate the marshes so that it will support healthy, self-sustaining fish and wildlife populations while also improving existing public access. The ini- tiative will involve shoreline modifications and placement of fill and is being planned in accordance with the approved Class Environmental Assessment for Small Scale MNR Projects. This notice is intended to give you the oppor- tunity to provide input into the planning of this initiative. Where you feel, after consulting with MNR staff, that serious environmental concerns remain unresolved, it is your right to request that the project be subject to an indi- vidual environmental assessment under the Environmental errant Art.
