That's the conclusion gleaned by a report that suggests the federal govern- ment may lower the top tax margin for middle-income earners from 26 to 23 per cent of income. It would further re- duce the level at which the 26 per cent and 29 per cent rates kick in. now at an- nual incomes of $29.590 and $59.180 respectively. High marginal tax rates are nothing new in Canada. In fact, among G7 coun- tries and especially as measured against our chief trading partner. the United States. Canada has far higher federal in- come tax rates. Whereas the top federal tax rate starts at $65_(XX) in Canada tak- ing in a wide range of earners, in the United States the top rate doesn't hit until an income of $250.0(X) or more. Middle class means two different things in Canada and the United States: hem. middle class includes low and moderate earners while in the US, low six -figure incomes still qualify as 'middle.' Combine high federal taxes with in- creasing user fees locally and new as- sessment% which have caused a property tax rise for many and the tax bite get% deeper and deeper. Add in consumption taxes on gas, fuel and sin taxes on alco- hol and tobacco AND the 15 per cent GST/PST and it's easy to sec how taxes can chew up at least Sri per cent of gross earnings. It's just too much. While the provincial government has managed to drop the provincial income tax rate by 30 per cent over the past four years, the feds have been slow to re- spond. The Harris government went ahead with the cut — a kev 1995 elec- tion promise — in spite of facing a mas- sive deficit upon it% taking office. The cut went ahead anyway and the deficit is almost gone. and now the feds, who have run a surplus for the past year, are due to offer a meaningful cut. The newest recommendations come 10 months before the next federal bud- get will be brought down and allow Fi- nance Munster Paul Martin plenty of time to consider cuts. While it may have been prudent for the feds to hold off on cut% over the last few years, at least until they had stayed the deficit monster, that beast has been slaughtered. The multi - hundred -billion dollar del* is a problem, but consistent economic growth and higher tax revenues brought about by lower unemployment will naturally re- duce it over the next dccade. Despite the unanimous House of Commons 1989 vote to abolish child poverty by 2000, its incidence in 1997 had increased 99 per cent. Ontario, often considered Canada's richest province, now boasts the highest rate of child poverty in the country. Here, in Durham Region, one child in seven is in the poverty zone. Poor youths are stigmatized by their peers. School days often begin without breakfast and. with little guarantee of lunch of dinner. Without appropriate nutrition, childrtm are impeded in their aWlity to learn and are prone to poor health, mental illness and involvement in crime. More than 50 per cent of individu- als relying on social assistance in Durham are children. Due to the easing of rent controls and the provincial cut- backs of social assistance, those re- ceiving help are moving three times a year. Child Poverty in Canada, an or- ganization for the protection of the poor, reports that inadequate housing is the greatest negative effect on our young citizens. Changing residence is an assault on both school work and emotional security. .Inadequate day-care funding is compounding the problem. Assistance must come from the Province but the will is not there. Opinions of child poverty are often predicated on the assumptions of parental irresponsibility. Many parents, however, have themselves been caught in the trap of poor education and earn- ing ability as a result of their own backgrounds. We must assume some responsibility for helping them and their children - our most precious com- modity, our stake in the future. No longer can they be innocent Iambs led seemingly to the slaughter. The Durhharn Child Poverty Task Force and the Social Development Council of Ajax -Pickering must be saluted for their innovative work fight- ing child poverty. Each is trying to broaden community involvement in the battle. The Durham District School Board is participating with a nutrition program in local schools.The Social Development Council has been en- trusted with two $20,000 grants from the Canadian Living Foundation for its work against child poverty. Those efforts mast be praised. Each one of us can and mast become in- volved in some way. Our children will be the beneficiaries. But none can re- cover unless emergency treatment is given. Make an insightful diagnosis. The correct prescription must be fol- lowed - and soon. I have lived in Pickering for more than 22 years. When I was fairly new to the area I had the public relations person from the Pickering nuclear plant (I believe i it was Bruce Thompson) come to speak to my Beta Sigma Phi sorority group. He left me totally reassured about the advantages and safety of nuclear power. ; I have been very slow to change my opinion or to criticize the actions of the authorities at the plant. However, revelations in re- cent years and the secrecy sur- rounding events at the plant have opened my eyes. To think that ex- emption from the Freedom of In- formation Act is in place here truly makes me suspect every as- pect of the operation. Having stated my previous re- assurance about the safety of nu- clear power, I was always con- cerned about the future of the spent fuel. Mr. Thompson reas- sured us at the time that within 20 years (about the time that the pools at Pickering would be get- ting full) a solution would be found. Twenty years have come and gone and no country in the world has found a solution for this problem. I request that there be no nu- clear bailout Money should be put into intensive green energy al- ternative solutions. Coal genera- tion is as bad as nuclear in terms of its destructive abilities and is not an alternative. Most importantly of all, lift the exemption from the Freedom of Information Act. How much more is there or will there be to hide? He left me totally reassured about the advantages and safety of nuclear power. ; I have been very slow to change my opinion or to criticize the actions of the authorities at the plant. However, revelations in re- cent years and the secrecy sur- rounding events at the plant have opened my eyes. To think that ex- emption from the Freedom of In- formation Act is in place here truly makes me suspect every as- pect of the operation. Having stated my previous re- assurance about the safety of nu- clear power, I was always con- cerned about the future of the spent fuel. Mr. Thompson reas- sured us at the time that within 20 years (about the time that the pools at Pickering would be get- ting full) a solution would be found. Twenty years have come and gone and no country in the world has found a solution for this problem. I request that there be no nu- clear bailout Money should be put into intensive green energy al- ternative solutions. Coal genera- tion is as bad as nuclear in terms of its destructive abilities and is not an alternative. Most importantly of all, lift the exemption from the Freedom of Information Act. How much more is there or will there be to hide? It's called Intercede Diversion Program, and its goal is to break the cycle of crime that young people get pulled into. And it works. A pilot project that led to Intercede (an alternative to the court system) shows fewer than nine per cent of participants have gone on to re -offend - much lower than statistics coming out of the court process. It also saves taxpayers a substan- tial amount of money. The average cost of putting a young person through Intercede is $500, as com- pared to $2,500 to send them through court. The problem? The program is struggling financially to keep its head above water, and staff are overworked, often without pay. So, last week. Intercede staff held a meeting to explain the pro- gram, and to ask for input from var- ious sectors of the community on how to save it. Executive director of Intercede, Carol Brown, explained the pro- gram has been running on "less than a shoestring budget" She said some staff people are working full- time but "we can only pay them for a couple of days. We end up losing really good people who hate to leave." He wondered if the Province wasn't solely committed to 'boot camps' for youth. "Whose responsibility is it to fund it? If the Province isn't com- mitted to it, how can municipal governments possibly be a leader in supporting it'? The Province has to say that this kind of program has a role to play;' said Mayor Parish. Oshawa MPP Jerry Oeullette, responded: "We don't just write a blank cheque for everyone with a good idea. There are a lot of good ideas out there " Oshawa MP Ivan Grose, said some funds could come as a result of new legislation introduced by Justice Minister Anne McLellan earlier this month, dealing with youth crime. 'There is (federal) money avail- able, but it has to go through the Province," said Mr. Grose, and ad- dressing Ms. Brown: "You've got this thing off the ground... you've seen that it works. We've just got to keep this thing going" Ms. Brown then pointed out that Intercede wasn't just looking for flat-out funding. it could use many other kinds of contributions, includ- ing office space, printing services, computers, volunteers, filing cabi- nets, office furniture, even mem- bers of the community who might i want to take on a youth for skills - training on a short-term basis.
