It just isn't put to- gether perfect," John Mustard, of the Centre of Forensic Sciences. explained Wednesday in answer to a question during re-examina- tion by prosecutor Ken Polley. The upward tilt to the outer door knob is a central element to the defence in the first-degree murder trial of Jesse Watkins, who is accused of strangling Ms. White with an electrical cord and staging it as a hanging suicide. J s - x Duffin Meadows Cemetery a part ofyour life YicKenng backs farm land deal BY MARIANNE TAKACS Staff Writer PICKERING — It wasn't ex- actly what residents or politicians wanted, but Town Council hit the bullet Tuesday night and endorsed a memorandum of understanding (%IOU) on the sale of provincial agricultural lands in north Pickering ;fiat gives Queen's Park a possible +;n out of the agreement in five : ars. the MOU, which would require ca,,ements to be placed on the land hetng sold that would only allow them to be used for agricultural pur- rones, also exempts lots of less than ! i� c acres and those for which the Province already has buyers. "We certainly have not gotten all that we aimed for;" arca resident "dummy Thompson told councillors. However, he said residents could only hope that whatever provincial government is in place five years from now will not want to make use of the 'sunset clause'. Mr. Thompson also urged the Town not to agree to the exemption to allow golf courses proposed by the Ontario Realty Corporation (ORC), the provincial agency han- dling the land sales. He maintained such an exemption would "make a mockery of the agricultural desig- nation. The Town, Region and ORC have all endorsed the MOU in prin- ciple. However, many details re- main to be worked out before an agreement can he signed. The pur- pose of the easements is to save as farm land most of the Province's 2,000 -hectare agricultural 'assem- bly' east of the York Region and Toronto borders, west of Duffin Creek and north of the Canadian Pacific Railway line above Finch Avenue, up to the Fifth Concession. Last fall, Durham Region ap- proved an Official Plan amendment requested by the ORC to allow some of the properties to be divided, on the condition agricultural ease- ments were placed on the lands. But the ORC appealed to the Ontario Municipal Board: The parties are at- tempting to settle before the OMB hearing May 10. School boards recently learned students wanting to transfer from one stream to an- other under the new high school system may have to take up to 30 hours of additional course work to move from a Grade 9 applied course into a Grade 10 academic course. And, pupils who want to switch streams once they're in Grade 10 will first be required to take a 5.5 -hour credit course in the subject area. "It's a last-minute change we're dealing with;" says Leo Plue, co-ordinator of sec- ondary school restructuring for the Durham District School Board. Under the Province's new secondary cur- riculum, high school students will have to se- lect a career path in Grade 9 based on either academic or applied courses. The Ministry of Education and Training reports academic courses will have a stronger focus on theory and abstract exam- ples, while applied courses will focus more Rebellion hanging probed Historical Society hosts debate on Peter Matthews One of Pickering's most interesting historical citizens will he the subject of discussion at the Tuesday, April 13 meeting of the Pickering Township His- torical Society. The meeting begins at 7:30 p.m. at the East Shore Community Centre on Liverpool Road just south of Bayly Street. Admission is free and all are wel- come to attend. Area resident Peter Matthews was hanged 162 years ago for his role in the Upper Canada Rebellion of 1837. New information brought forward over the past decade has provided a new per- spective on the rebellion and his part in it. A historical plaque has been erected in Brougham in Mr. Matthews memory and contact has been made with his di- rect descendants in Michigan. As well, his story has become an integral part of the annual Spirit Walk at Pickering Mu- seum Village. At the Tuesday meeting, being held the day after the 162nd anniversary of his execution, Pickering Museum Vil- lage staff will provide a presentation on Mr. Matthews and the era he lived in, based on current research. Those who attend will have the op- portunity to learn more about the forces that created modern Canada, and about the Pickering Township Historical Soci- ety. The meeting will be followed by a social time and light refreshments. For more information call Tom Mohr at 839-1221. on practical applications and concrete exam- ples. Mr. Plue explains the additional work won't be mandatory for students switching streams between Grades 9 and 10 but says school principals will be required to recom- mend pupils complete the extra course mate- rial before doing so. He notes the idea is to "make up some of the gaps in content" be- tween the two levels, but maintains students "can still be successful in the next grade level without taking the extra course work:" However, board officials say because they don't know how many students will switch streams after completing Grade 9, or how the applied and academic courses in a subject will differ, it's too soon to know how the boards will address the issue, which will likely affect math, science and English courses. "We will look at a number of approaches to assist students," says Mr. Plue. For exam- ple, the additional material could be com- pleted during exam days or worked on inde- pendently by pupils. Mr. Plue adds the board will provide sup- port for teachers in preparing materials by outlining the differences between the two levels in each subject when course profiles are released this spring. Pat Jermey, Durham district president of the Ontario Secondary School Teachers' Federation, says, "I have a feeling most teachers will be pleased with the return in Grade 9 to (students taking courses suited to their) levels of ability." But, she worries students may not be able to easily move from one stream to another because the curriculum change is being "im- plemented poorly. "We really fear what this pace of change will have done to the kids that we try to serve;" says Ms. Jermey. The Region has many events planned throughout the year. But I don't want to talk about them. Instead, today I will take a look back 25 years and see what was hap- pening in the world as Durham Region was coming into being. The year was 1974 and... well... we were all a lot younger then. Let's get the sad news out of the way first. There were a number of major disasters in 1974. An earthquake killed over 5,000 people in Pakistan, floods in Brazil and Bangladesh claimed 3,500 lives, another 945 peo- ple were killed by tornadoes in the United States and hurricanes were re- sponsible for another 2,200 deaths in the Phillipines, Honduras, Australia and South Korea. Assassinations made headlines in 1974 when the wife of South Korean president Chung Hee Park was killed John Duarte Staff Editor by a sniper's bullet meant for her hus- band on Aug. 15. Kidnappings also grabbed their share of the news. Most notable was the abduction of Patricia Hearst, daughter of publishing tycoon Randolph Hearst, on Feb. 4. In 1974, oil and gasoline prices were going through the roof but more ironic was the talk around the globe of the possible impeachment of a U.S. president. Back then, it was Richard Nixon on the hot seat. Nixon's presi- dential position in the oval office was, undressed by missing moments of tape and stained by the Watergate cover-up. Twenty-five years later there's Bill Clinton, whose stolen moments in the oval office were uncovered by tape (girl talk on the phone between Moni- ca and Linda) and a few stains on a blue dress. In the entertainment business, Bachman Turner Overdrive had the best-selling album in Canada and won the Juno Award for best group. Best male artist was Gordon Lightfoot and best female artist was Anne Murray. At the movies, 'The godfather Part II' won best picture at the Oscars and netted Francis Ford Coppola a best di- rector statuette, Art Carney was best actor and Ellen Burstyn was top ac- tress. On TV, we were watching All In The Family,' 'Benny Hill,' 'Cannon,' 'Columbo; 'Dean Martin,' 'Hawaii Five -0,' 'Ironside,' 'Kojak,' 'Mary Tyler Moore; 'M*A*S*H,' 'Sonny and Cher,' 'Star Trek' and 'The Wal - tons.' While the present "blending" of hospital-bascd, private and Min- istry -run operations have served their purpose, to be replaced by a uniform Durham Ambulance Ser- vice by January 1, 2000, para- medics currently in these services will be in position to upgrade their skills to offer more than defibrilla- tion and symptom relief on a broader basis. This is particularly important in highly -populated areas in the region like Whitby, which soon won't have a hospital, or rural areas where transport time is an issue. The consultant's report vigor- ously supports the notion that the service he dispatched and managed by the municipality, much like Toronto. But the Province seems reluctant to give up dispatch. In fact, the Province is still leaning in the direction of sending Oshawa's dispatchers, currently employees of the Province, to the Lindsay Communication Centre later this summer. This would be akin to having Toronto Ambulance dis- patched by Buffalo with no ac- countability for the region's re- sources and difficulty in managing staff. It's vital the residents of Durham Region contact their local MPP and, in particular, Roon Kasperavicius, Co-ordinator Cen- tral Communications Centres of the Ministry of Health's Emer- gency Service Branch. Let them know that the residents will accept ownership of a high-performance pre -hospital care system and the cost associated, but we demand ac- countability. The magnificent seven were pre- sented Durham Regional Police Civilian Awards given annually to people who have "demonstrated ei- ther bravery or community spirit", Staff Sergeant Roy Gcxxl told those assembled at the Region headquar- ters in Whitby. Kevin Duhancy, 19, was hon- oured fir helping pull a snowmobil- er out of Frenchman's Bay in Pick- ering on Feb. 26 of this year. Thc Pickering teen was on the beach with friends when he heard the Scarborough man's snowmobile go through the ice. "By exercising extreme caution and careful judgment, he was able to find his way out on to the bay and pull the victim to safety with a branch. When the youngster jumped into the deep end of the pool, his 'water wing' flotation devices slipped off his arms. "His hands were straight up:' Kevin recounted. Kelly Se-dore-Ihtlor, of Brechin near Orillia, and Bruce Pearse of Sunderland were honoured for their efforts in helping a two-year-old boy badly injured in a traffic acci- dent on Feb. 12, 1998. The boy was riding in a car on Hwy. 12 with his grandmother dur- ing a severe snowstorm. Mr. Pearse was working from his home office in Sunderland when -1 heard a bang and I looked outside. I saw one car in front of the house-- and ouseand one further north. The first car was fine. The second vehicle, the lady was very distraught" as she'd been cut and her car badly dam- aged. When Mr. Pearse got to the two- year-old in a car seat, "Mere were no vital signs (and) it was windy and cold. I wondered if I should move him. There was a lot of gas and fumes. I elected to move him out and I started CPR. "A lot of vehicles went by and didn't stop:' Mr. Pearse recalled. "I was relieved when Kelly stopped" while on her way home from work" A former paramedic with the Apsley ambulance service. Mrs. Se- dore-Dctlor will never forget the day. -It was really icy, windy and cold. The road iced over. I was com- ing over the top of a hill and there was a vehicle on the side of the road. I came up and Mr. Pearse had the: boy on the hcxxl of the car, giv- ing him CPR. l climbed up, laying on the broken windshield. " I opened his windpipe. I gave him spinal support and kept him warm" until an ambulance arrived. The boy, who suffered a de- pressed skull fracture, is now three and doing fine. Neel Perry of Ncstleton was heading home from work on Dec. 3 of last year when he came upon a van which was on fire and billowing smoke on the border of Uxbridge and Scugog Township. He pulled up beside the: vehicle and got the driver to pull over. " I noticed his son was in a wheelchair:' Mr. Perry said. When the driver pushed a hution to lower the wheelchair lift, oxygen entering the van fuelled the flames. he recounted. Mr. Perry entered the van to carry the 29 -year-old quadriplegic to safety. -1 didn't even think of being scared... Mr. Perry's "keen observations and quick action without regard to his personal safely averted a cata- strophe:' Staff Sgt. Go od said. Nuclear plant comes up slightly short on production goals But, Pickering station gets good reviews in most areas of `report card' PICKERING — The Picker- ing nuclear station has failed to meet three of the 14 performance indicator targets set for it for Feb- ruary by Ontario Hydro. The power plant bettered the targets in nine other categories and met them in two, according to 'the latest monthly 'report card' released by the provincial Crown corporation to make itself ac- countable to the public. Since renamed Ontario Power Generation, the corporation notes in its February report for the Pickering facility that all produc- tion performance indicators were worse than the target for February due to the forced outage of the Unit 5 reactor and the extension of the Unit 6 outage earlier in the year. February report card results were as follows, for the first two months of 1999, except for mea- surements that are quarterly, as indicated: • In an index reflecting nine in- dustry standard performance measures set by the World Asso- ciation of Nuclear Operators (for the fourth quarter of 1998) - 71.5 per cent, bettering Hydro's target of 64 per cent, but short of the in- dustry median of 85.2 per cent. • Public safety Level One and Two events reportable to the Atomic Energy Control Board (AECB) - zero, improving on the target of two. • 'Reactor trips' or the number of unplanned automatic reactor shutdowns per 7,000 hours - zero, better than the Hydro target of one and the industry median of 0.8. • The number of special safety systems which exceeded their yearly unavailability target - zero, bettering the goal of one. • Compliance with nuclear safety commitments to the AECB - 100 per cent, meeting the Hydro goal of 100 percent. • Net electrical production by the station - 2.2 terrawatt hours (one terrawatt equals one billion kilo- watts), failing to meet the target of 2.4 TWh. • Capability factor or amount of energy capable of being produced per month as a percentage of per- fect performance - 75.2 per cent, worse than the Hydro goal of 83.2 per cent and falling below the in- dustry median of 82.8 per cent. • Total outage days per reactor - eight, failing to meet the target of two. • Low and intermediate level solid radioactive waste produced - 210 cubic metres, improving on the Hydro target of 483 cubic me- tres. • Radiation dose to the public from the 'A' and 'B' stations to- gether - 1.6 millirem, bettering the goal of two mrem. • Major and moderate preventable spills - zero, meeting the Hydro goal of zero. • Total collective dose of radia- tion to all on-site personnel and visitors - 3.7 rem/unit, bettering the goal of 10.8 rem/unit. • Industrial Safety Accident Rate, the number of accidents per 200,000 work hours that result in lost work time, restricted -work injuries or fatalities - 0.24, im- proving on the Hydro target of 0.4 and bettering the industry me- dian of 0.4. • Accident severity rate or the number of days lost for injuries per 200,000 hours worked - 1. 1, surpassing the goal of five. Hydro states that performance listed worse than target is not an indication the reactors are unsafe. APRIL 9, 1999 Trees come down to make way for corn field A Scugog-area family has been given the go-ahead to cut down 16 hectares of trees so they can plant corn on their farm. Durham council Wednesday approved an exemption to the Re- gional Tree Conservation By -Law to let John Kersten and his son Tony remove the trees from a property east of Hwy. 7 and 12. between Reach Street and Scu- gog Line 6. Scugog Mayor Doug Moffatt said the land had been pasture, but over time, trees grew there. Now, the owners want to grow corn. The Kerstens had originally wanted to cut down 60 hectares of trees, but some of the area is en- vironmentally sensitive. The family owns and farms more than 150 hectares in Scu- gog and rents another 100 hectares in the Township. Durham Region pays more for family help office Durham Region will keep a family counselling office at 169 North St. in Port Perry open for another five years although the rent has increased. Regional council Wednesday approved a new lease that runs from July 1 of this year to June 30, 2004. The annual rent for the office of $6,621.38 includes all operat- ing costs, such as janitorial and realty taxes. However, if the realty taxes in- crease during the period of the lease, the Region would have to pay its share. The office of the social ser- vices department takes up about 250 square feet on the first floor of the building where it's been locat- ed since July 1, 1988. This is the second time the rent has increased since the office opened. Owners David Jerome Taylor and Sandra Irene Taylor, of Sanjer Investments, say they are raising the rent because of increased op- erating costs and higher realty taxes. Explore the sunny side of Halifax BY DIANE RELIFERN Special to the News Advertiser Spring had arrived early in Halifax, and fine weather had been around for weeks, so they said. But pelting rain greeted me at the airport, and gloomy clouds hung low over the harbour - a dismal intro- duction to a city known for its pleasant disposition. Bob, the taxi driver, dropped me at the CP Hotel Halifax, which at first glance, struck me as a typical, Imper- sonal business hotel. He drove off leaving me in the rain with an old cliche for comfort: "If you don't like the weather;' he chuckled, "wait five minutes; it'll change " Unamuscd and with sag- ging spirits, I rushed inside to escape the downpour. Imme- diately my ears tuned to cheerful sounds coming from a tinkling piano. A baby grand had a featured spot in the lobby and a little girl sat there tapping out a childish melody. Not just a typical business hotel after all, I thought, not- ing the 'Just for Kids' check- in counter. Halifax might just live up to its friendly reputa- tion. Those small welcoming gestures sum up my lasting impression of a short but sweet first visit to Halifax last spring. 1 quickly felt at home and on a first -name basis with this vibrant, clean, walkable (but hilly) city. The only companion I needed was 'The Greater Halifax Visitor Guide.' It in- cludes simple maps, accom- modation and attraction list- ings, and details of a variety of self -guided tours you can do on foot or by public trans- port in and around Halifax and its sister city Dartmouth, just a 15 -minute ferry ride across the harbour. As for the weather, the old cliche held true: At 11:45 1 could have sworn I'd have to abandon plans for a picnic on the wharf. At 12:15 I'd be spreading the table under sunny skies. I'd begin a day of sight- seeing with breakfast and a � 1• lig`. From here I'd make a choice to go for the high road or keep to the low road. This historic fort has displays and audio-visual presenta- tions (open May 15 to Oct. 15 ). Halifax has been an im- portant Atlantic port city since the British recognized the strategic potential of its exceptionally long harbour and established a settlement here in 1749. Alternatively, I'd avoid hilly climbs and wander along the waterfront. A shorn walk north along Lower Water Street brings you to the Maritime Museum of the At- lantic (open year round, S4.50). There's plenty here to J keep your interest for hours while learning all about two fateful events in Hahfax his- tory, which are featured in permanent displays: the hor- rific 1917 Halifax Explosion and Halifax's role when the 'Titanic' sank. Walking further north to Cable Wharf, I found arti- sans' studios, including Nova Scotian Crystal, Canada's only producer of mouth - blown, hand -cut crystal. Here I could sign up for a variety of boating excursions, har- hour tours, nature tours, deep-sea fishing, or a water taxi that lets you design your own harbour adventure. With Peterborough lead- ing the four -point series three points to one. Picker- ing needed to win gamc three on the road to stay in the hunt. But, the game ended in a 2-2 tic and a 10 - minute overtime frame failed to settle the issue. The strong Peterborough team came back in the third period of the first game to tie it at 4-4. The Panthers lost the second contest 4-1 in Peterborough. Pickering advanced to the semi-finals after win- ning a series over Belleville. After an opening game 4-0 loss, the Panthers never looked back. They took their next two contests by scores of 6-4 and 4-2. Once again, David Tomei and Wesley Pritchard were solid in net. Daniel Preb- ble, William Mitchell, Brent Shearer, Gus Matta- chioni. James McCardle, Chad Gaudet and Mark Gertsakis scored for Pick- ering in games two and three. Pickering played a hard- hitting and vastly improved Whitby Wildcats in their second series in the York- Simcoe playdowns. The series went to a fifth and deciding game with Pickering winning 6-3. The Panthers forced game five after winning game four 4- 2. Pickering went down to defeat in games two and three by 4-1 and 5-3 scores, respectively, after winning the series opener 3-1. Gert- sakis provided the Ione marker in game two while Jordon Pollari, Mattachioni and Chris Dixon scored in game three. Gertsakis, Shearer and McCardle tal- lied for the Panthers in game one. Pickering also got goals from Gaudet and Kyle Downing in the series. Tomei and Pritchard providing solid goaltending for the Panthers in the se- ries. Prebble, Jordon Guar- rasi. Mitchell, Kyle Van- derbosport and Dixon sup- plied solid defence. The Panthers opened the York-Simcoc league play- offs by losing a best -of - three series to Belleville in two straight games by scores of 5-3 and 1-0.
