The EIC recently conducted a survey of school boards across Ontario asking for input on the last municipal election process. And Durham District School Board Scugog trustee Bobbie Drew reports the EIC didn't ac- cept a request from the board to re-examine the $5.(X)) cap on trustees' honorariums as part of that review. The public board passed a mo- tion in February asking the EIC to recommend the government align trustees' pay with the stipends paid to other local elected offi- cials. "Some of the things we had suggested weren't on the list of things they were looking at;' says Ms. Drew. who reports reviewing trustees' pay was not part of the EIC's survey. Ms. Drew reports the commission did recommend trustees be allowed to issue tax re- ceipts for campaign donations in the next election, a move local trustees also suggested due to the costs involved in running in an election. "Other elected officials are able to issue tax receipts:' Ms. Drew says. She also says there was no mention about the redistribution of trustees in the EIC's report to the Province. "I feel that's very important. The one -size -fits -all formula doesn't always work. And it cer- tainly doesn't work in Durham;' she says. "According to the formu- la we have I I trustees. but that means we have to have one trustee to serve the townships of Uxbridge and Brock. The organizations are jointly sending out a tabloid -style leaflet to eyery liousehold in Ajax and Pick- ering entitled `Shut them down for good', which explains why the two groups believe the reactors here and four similar ones at the Bruce nu- clear plant should not be restarted. Citizens can expect to find tho pub- lication in their mailboxes this week. According to Greenpeace Cana- da interim executive director John Doherty, the Ajax -Pickering cam- paign is part of the organization's ongoing effort to focus attention on -green energy„ issues. There's no safe and secure method of dealing with nuclear waste" The two organizations maintain the huge amounts being spent to maintain the nuclear industry in Canada is money being taken away from the development of en- ergy alternatives such as nat- ural gaff co -generation and wind and turbine power. The Ajax -Pickering cam- paign is being mounted now, says Mr. Doherty, because this is a "key" period — it's anticipated a provincial elec- tion will be held in June, a decision is expected in June on whether to restart the 'A' reactors at Pickering. and major changes are taking place at Ontario Power Gen- eration (OPG. the Crown - owned electricity generation company which replaced On- tario Hydro as of April 1). "I don't know if that's the legacy we want to leave behind:' The campaign is being supported locally by Durham Nuclear Awareness, which is a member organization of Nuclear Awareness Project (NAP). "1k'e see a real need to make this an issue during the provincial election because the decisions being made are under provincial jurisdic- tion;' says DNA spokesper- son Irene Kock. "Also, we see a real need to move for- ward after the decision by the Atomic Energy Control Board (to relicense the Pick- ering plant for two years), which is very disappointing" Ms. Kock estimates the mailing is costing Green- peace about $10,000. According to Ms. Kock, DNA and NAP would like voters here to ask questions about nuclear power and the restarting of the 'A' reactors at Pickering and to "make sure the candidates are clear about their views-". Shc notes Greenpeace and NAP will also be makings an effort to get the nuclear issue on the agenda for the leaders of the provincial parties as well. The Greenpeace/NAP leaflet will also be made available to other groups in Ontario to distribute in their own areas. OPG spokesman Terry Young says issues such as the cost of running the 'A' reac- tors and progress in improve- ments at the Pickering plant are all factor_; tlx: utility will take into consideration when deciding whether to restart them. Mr. Mustard, of the Centre of Foren- sic Sciences, said Wednesday abrasions on the white, hollow -core door support the Crown's theory Ms. White was mur- dered. '"The observations I made all strong- ly point to her being hoisted up from the outside;' he said. "None of them point to her hanging herself from the inside" Ms. White, a 20 -year-old dental as- sistant, was found on the floor of her bedroom in her parents' Pickering home on Oct. 8, 1996. Police originally treated the death as suicide, but after Ms. White's body was exhumed and a second autopsy per- formed, they concluded she was stran- gled. Jesse Watkins, 26, Ms. White's ex- boyfriend, has pleaded not guilty to a charge of first-degree murder. Prosecutors contend an obsessive Mr. Watkins stalked and killed Ms. While, while the defence theory is that she took her own life. The Crown says Mr. Watkins stran- gled Ms. White and tried to make it look like suicide, running the 2.4 -metre cord from her neck up across the top of the door and pulling it from the other side, until her weight caused it to snap. Dr. Jarmela Fiser, a pathologist at Os- hawa General Hospital, said there were no signs Ms. White had struggled. She said Ms. White's neck had none of the criss-cross marks that could be expected from strangulation by a cord. Mr. Mustard said his conclusion was based on several observations, including dents on the top of the door deeper to- wards the outside facing, consistent with a pulled cord gouging the wood, and the cord having snapped on the outside of the door, where the tension was greatest. His theory came under attack Thurs- day by defence lawyer James Lockyer. Mr. Lockyer suggested during cross- examination the paint smear could have been caused by Ms. White placing the cord over the top the door, closing the door and then pulling down on the noose, prior to it being wrapped around her neck. To prove this, the lawyer used a clean cord and a replica of the bedroom door. producing a transfer of white paint onto the cord as the jury looked on. "Had you thought of that scenario originally?" asked Mr. Lockyer. "I always concluded a load was on the inside because of my other observa- tions;' he replied. Solicitor General Bob Runciman on Friday unveiled proposed amendments to the Police Services Act, restrictions which recognize "the need for clear and consistent procedures" governing police pursuits.The regulations set out the following "three-part test" which must be met before a pursuit can he launched: An officer must have reason to believe a criminal offence has been or is about to be committed; there are no alternatives to initiating a pursuit, such as using a tire deflation device; and the immediate need to catch a dri- ver "outweighs the risk to public safe- ty that may result from the pursuit:' One of the key components of the guidelines include new limits to police chases of Highway Traffic Act offend- ers. Under the proposed amendments, pursuits for non -criminal offences must be terminated once the suspect vehicle has been identified. A chase cannot be initiated or continued if the identity of the driver is known. The regulations. which prohibit of- ficers from discharging a firearm in an attempt to stop a vehicle, will now give police the authority to 'bump' a fleeing suspect off the road in order to end a chase. Intentional contact, ho%%ever, will only he permitted when an officer has "reasonable grounds" to believe there is imminent danger of loss of life or se- rious bodily harm. The regulations also require the following: - That an officer must constantly as- sess the risk to public safety during a chase and terminate if the threat to the community exceeds the need to stop the vehicle. - That police departments have written procedures on alternatives to pursuits, including the use of spike belts and a police helicopter. - All police officers, dispatchers and communications supervisors re- ceive pursuit training accredited by the Ministry of the Solicitor General. - The factors to be considered when assessing the need to apprehend the driver include the nature and serious- ness of the offence; information known of the suspect, such as whether he is armed or has been involved in a violent crime; the nature of the trav- elled area, such as whether the chase is along a highway or residential road; manner in which the fleeing vehicle is being operated. It is the first time in Ontario pur- suits will be regulated by legislation, meaning officers could face charges under the Police Services Act if they violate the guidelines. Police reaction was mixed. Sergeant Jim Grimley, Durham Re- gional Police spokesman, noted that in the past public safety has always been "top priority" concerning police pur- suits. Durham budget committee council- lors spent most of Thursday hashing out the budgets for departments the Region has traditionally been responsible for. Aside from police, all other departments — works, planning, finance, health and social services, conservation authorities — came in below 1998 figures. The police want to hire 33 officers and 15 civilian staff this year, to go along with the 30 officers hired last year. If approved by Regional Council, the police budget would increase to $69.7 million this year, up from the $59.3 mil- lion of 1998. Police Services Board Chairman and Oshawa Councillor Bob Boychyn said, '"Ihe board's position at this point is the requirement of the police services are being met with this budget. "I don't see any significant areas we can reduce the budget without under- mining the integrity of the service to the citizens of Durham:' he added. Clarington Councillor John Mutton said he consulted with individuals and groups in his community and found only one person was unwilling to pay more in taxes for increased policing. Regional Chairman Roger Anderson supported the budget, but added. "I ask the chief and the board to look at (the budget) again:' in a bid to find savings. Last year, the police budget had $950,000 for overtime and court time, but the department spent almost $1.8 million. Police Chief Kevin McAlpine said, "I'm here to confess the overtime was a bad estimate on my part. Last year was a difficult investigative year. We had peo- ple in Miami for a week and all over the place doing their work." The first draft of the police budget in- cluded requests for 50 more officers and the budget was about $72 million, the chief said. Speaking up, speaking out Tanya Gulliver has never been afraid of ruffling feathers. As an elementary school stu- dent in the small town of Bridgenorth, Ont., the now 30 - year -old was forced to take home economics with the girls while the boys took shop. The precocious young student organized a protest against what she saw as unfair seg- regation based on gender. Her ef- forts did not go unrewarded be- cause the following year, girls were given the opportunity to par- ticipate in both home economics as well as shop. Today, the Mississauga -born woman has broadened the scope of her activism and community in- volvement. Ms. Gulliver now works on a race relations project, Critical Path, which is run through the So- cial Development Council of Pick- ering -Ajax. Critical Path aims to involve the community in racial is- sues and to foster ways the com- munity can recognize the diversity of its residents. The Whitby resi- dent also currently works at a men's hostel in Oshawa as a re- source development co-ordinator, organizing volunteer and adminis- trative work. She routinely logs 50 to 60 hours per week juggling the two jobs. A watershed event in the self- proclaimed activist's life and ca- reer was the decision to reveal her homosexuality while serving as a school trustee. The decision to go public was in keeping with her strong social conscience. -I met a lot of gay students when I worked on the AIDS com- mittee who were struggling with whether to reveal their sexuality;' she says. "I just thought it would be important to say something, to set an example" Tanya Gulliver has been active since the age of 12 in helping to right perceived wrongs and spurring action in her communities. A former Durham public school board trustee who announced her homosexuality while in office, Ms. Gulliver is currently working on a project on behalf of the Social Development Council of Pick- ering -Ajax. Ms. Gulliver then channelled her activist energies into raising awareness of gay and lesbian is- sues. She worked extensively on Concerned Citizens for Progres- sive Sexual Education, the Lesbian Gay Bisexual Youth of Durham as well as the International Network for Lesbian and Gay Officials. "It wasn't easy, though;' she says, speaking of her decision to disclose her sexuality. "I got let- ters, hate mail, conversion pam- phlets and even people phoning me with Bible verses" Although she has no regrets, i Ms. Gulliver, who was married to a man once for a year and a half and now lives with her partner Barb. cautions that it is not always practical for young people to open- ly reveal their homosexuality. "If you're living with your par- ents and you depend on them to live, you should consider if the timing is appropriate;" she says. Educated at York University's Glendon College, Ms. Gulliver ran for school trustee with Durham's public school board immediately after graduating in 199 L "I didn't think I would get it right away;' she says. "It was a de- manding job, but fun too." Ms. Gulliver says she wants to stay in the social services area of work, but could also see herself getting into politics. A good firing form. Durham Hospice hopes fund-raiser blooms The Durham Hospice is looking for community support in its third annual corm sale happening throughout this month. Autumn crocuses is the common name for this plant that is the flower of Hospice Ontario and Hospice Canada, a registered charity that provides non- medical support for local residents. Hospice Durham executive director Cheryl MacLeod said the corm was chosen because it is appropriate to their cause. "They're appropriate for us because they grow up green in the spring, then die, and then bloom in the fall;' she said. The flowers are grown in Ontario and come in mauve, pink, and purple, although the Hospice cannot guarantee colour. The corms are $3 each or five for $12. Michele Cotton, volunteer and fund-raising co-ordinator with the Alzheimer Society of Durham Re- gion, said everybody has fun at the annual brunch. "It's a full brunch and then all the desserts are chocolate;" she said. "Everybody has a really good time there" For entertainment, a fashion show will take place during the brunch featuring Alzheimer volunteers and local media strutting merchandise from A&E Sports Co., Family Gath- ering, and Audrey Jane's and Sears Oshawa. She admits she's still working on getting media models. She said the idea for this fund- raiser originated with a past execu- tive director. The event usually has between 110-120 people attending, but last year attendance was close to 85. Ms. Cotton said the purpose of the event is almost as sweet and as rewarding as the dessert. "We're trying to raise awareness (for Alzheimers) and we're trying to raise funds for research;' Ms. Cotton said. There will be door and raffle prizes donated by local businesses such as a private wine -tasting for 10 at Ocala Wineries in Port Perry, a Ajax's Library Friends meet Tuesday AJAX — Friends of the Ajax Pub- lic Library will provide an update on their campaign to raise $1 million for a new main library during their annu- al general meeting. Increasingly, they are keeping people out of hospital, avoiding surgery, saving lives and improving quality of life;' said Judy Erola, PMAC president. "Our emphasis is on using them properly:" For its part, the PMAC launched it Knowledge is the Best Medicine program across Canada in 1994. The program is aimed at seniors, helping them understand more about their med- ications, and how to take them correctly. "Many seniors require a num- ber of different medications, which makes taking them proper- ly so important. That means tak- ing the right amount, at the right times, with the right food, and I watching out for potential prob- lems," said Mrs. Erola. According to a 1995 study, the cost of not taking medicines cor- rectly, or non-compliance, is frightening. "It's a serious prob- lem, costing the country between $7 and $9 billion per year;' said Dr. Robert Coambs, the Universi- ty of Toronto researcher who led the study. But there is hope. The study also found that patients who know more about their med- ications are more likely to take them properly. Dr. Coambs added that "clearly, knowledge is the answer." Some of the efforts to improve the use of prescription medicines involve the entire health care community. For the price you can't beat what miniature roses can offer. In your home give them a place where they will receive four to six hours of direct sun. Providing humidity is wise and you can do this by putting the pot on a tray of pebbles. The water in the tray should be just below the top of the peb- hics. Do not sit the pots directly in water. Miniature roses don't like drafts, hot or cold. Try to keep them evenly at room temperature. Keep miniatures moist, but not soggy. A light pruning will keep the plant bushy. Remove faded flowers to encourage more bloom. If you plan to keep your minis as indoor roses they do require a donmancy peri- od. In the fall, set the plant outside in a sheltered location for eight weeks of cool nights and keep them moist. After the rest period, prune the plant, back to do Veronica S1iva In The Garden about three inches. Repot with fresh soil and start all over again. Besides being a lovely indoor plant for this time of the year, when spring comes they will excel in the garden, on the deck or in window boxes. They may look fragile but surpris- ingly they are hardier and require less care than their larger relatives. Even so, they do need sun; five to eight hours of full sun is best. Good soil is another must. I like to use one part topsoil, two parts compost (your own or purchased) and two parts peat moss. If you are growing your mini roses in containers provide good drainage by using shards from clay pots or gravel. After planting, water the roses with a good transplant fertilizer ( 10-52-10 is the formulation you need). Anter that, mulch the root area. I like shredded cedar because it smells so good and it helps to retain moisture and reduce weeds. I really haven't found there to be too much of a disease problem, but any expert rose person (not me) will tell you to regularly spray for blackspot and mildew. I have been told a natural alterna- tive to synthetic chemical fungicides is one tablespoon of baking soda to one gallon of water. Because these miniature roses are such hardy creatures they usually over - winter very well. Mid -October is a good time to "hill" the plants with soil or more shredded cedar to give them some pro- tection over the winter.
