A Pickering priest on his way
home from overseeing prayers at a
Scarborough funeral home was
struck and killed during a police
pursuit of a stolen vehicle Sunday
night.
Father lice Miovski, 50, was
about five minutes away from
home and was walking back to his
car after using a pay phone to call
for help for a flat tire, said a fel-
low priest from St. Clement-of-
Ohrid in Toronto.
"This is a very big loss for the
church and the community. He
was a good priest and very loved.
We were like right and left hands
helping each other;' said a dis-
traught Father Jovan Boseovski,
who was a full-time priest with Fa-
ther Miovski at the Macedonian
Orthodox church in Toronto.
The provincial Special Investi-
gations Unit is probing the pursuit
which started just before 9 p.m. A
police officer from 42 Division in
Scarborough spotted a stolen vehi-
cle being driven erratically at a
high rate of speed east of Morn-
ingside Avenue on Kingston Road,
police said. A short distance later,
the suspect's vehicle crashed into a
hydro pole. Police could not com-
ment on particulars of the case and
the SIU was not able to say how
Father Miovski was killed.
Gail Scala, a spokesperson for
the SIU, would only say that the
police vehicle did not strike the
victim.
"We are calling it a pursuit"
she said. "We are trying to follow
the sequence of events. To the best
of our knowledge the victim was
on the side of the road or on the
sidewalk at the time"
Officers say the driver of the
vehicle fled on foot and was ap-
prehended a short distance away.
Five SIU investigators, includ-
ing two forensic identification in-
vestigators, were dispatched to the
scene.
Originally from Macedonia,
Father Miovski was a long-time
Scarborough resident who moved
to Pickering about a year ago. He
leaves his wife Gica, daughter
Ancta and son Zoran, 21, of Pick-
cring.

Trillium Foundation provides funding to community groups
Local community groups are
invited to apply for approximately
$5.1 million in grants being pro-
vided by the Ontario Trillium
Foundation to charitable and non-
profit community organizations in
Durham Region and Northumber-
land, Peterborough, Victoria and
Haliburton Counties.
The foundation is responsible
for the allocation of $100 million
annually to charities and non-prof-
it organizations across Ontario. It
has existed for 16 years but has
been given an expanded role in the
wake of the cancellation of the
provincial government's plan to
establish casinos across Ontario to
help fund local charities.
For the purposes of allocating
the grant money, Durham has been
placed together in one district
along with Northumberland, Pe-
terborough, victoria and Halibur-
ton. The district's S5.1 -million
share of the available funding was
calculated according to a formula
based on population.
lkwnty-four local volunteers,
including five from Durham Re-
gion, have been appointed to a
grant review team that will decide
how to allocate the money in the
local district, and one more may
still be appointed.
The district organization is di-
vided into five subcommittees rep-
resenting each member area,
which decide on grants unser
$25,000. Groups
eligible to receive funding include
arts, sports and recreation, her-
itage, social services and environ-
mental organizations. Criteria for
eligible projects include: making a
contribution to community vitali-
ty; increasing access to all aspects
of community life; leading to safer
communities; preventing commu-
nity problems; and creating eco-
nomic opportunities.

Pickering want licence at nuclear plant
Local contingent to appear before regulatory agency in Ottawa Thursday
PICKERING — Prominent members
of three local community groups and a rep-
resentative of the Pickering/Ontario Hydro
Liaison Committee have thrown their sup-
port behind the Town's request to the
Atomic Energy Control Board to limit the
next licence for the Pickering nuclear sta-
tion to one year.
The current licence expires at the end of
.M arch.
Pickering -Ajax Citizens Together
(PACT) for the Environment chairman
Dave Steele, Pickering East Shore Com-
munity Association president Paul Kel-
land, Liverpool West Community Associa-
tion director Martin Herzog and Evans
Enyolu of PACT and the liaison committee
are also all members of the Community
Working Group of citizens appointed by
Ontario Hydro to provide public input on
its environmental review of the local nu-
clear plant.
The four have written a joint submis-
sion to the AECB, which considers the
Pickering power plant licence at a hearing
in Ottawa Thursday, calling on the regula-
tor to grant only a one-year permit and to
impose a number of conditions on it, in-
cluding:
- A full environmental review of the plant

Advisory Group re: Social Housing

Regions. Consequently, the Regional Municipality of Durham is establishing
an administrative model in preparation for the responsibility of administering
social housing in Durham.
An Advisory Committee is being formed to enable participation by
knowledgeable and informed social housing providers, residents and support
services agencies who would be interested in providing input and feedback
to the development of a suitable social housing administrative model and
other related issues.
We are inviting written applications from residents of social housing projects
interested in volunteering to be part of this committee. TWo people will be
chosen, by lottery, from the qualified applicants. We require that applicants
be a tenanthnember in good standing, be endorsed by the tenant association
or board, and commit to ongoing monthly meetings for the balance of 1999.

Coping with epilepsy
New diet, modifications work wonders for Durham girl

The year is 1990 and the
snapshot was taken just
minutes before she, as a
two-year-old, took her first
seizure.
From that day forward,
life has been very different
for the 1 I-vear-old, but with
the help of a remarkable diet
and a lot of love, the
Durham Region girl is gain-
ing control over her epilep-
sy.
"I think when you have a
child with special needs of
any kind. you want to edu-
cate everyone:' says Mrs.
Gray-Trudelle, who is ac-
tive in the Durham chapter
of Epilepsy Canada.
In honour of March as
Epilepsy Awareness Month,
the former surgical and neu-
rological nurse says she
wants a new face put on the
disorder in time; for the new
millennium and believes
much of the misinformation
surrounding epilepsy needs
to be cleared up.
One of the most com-
mon neurological disorders,
epilepsy occurs in about
300,000 Canadians, with
one person in every 2,0(x)
being diagnosed each year.
Most often epilepsy devel-
ops in childhood as 55 per
cent of patients are diag-
nosed before the age of 10.
Epilepsy is a physical
condition caused by sudden,
brief changes in how the
brain works. When brain
nerve cells are not working
properly, a person's con-
sciousness, movements or
actions may be changed for
a short time. These physical
changes are called epileptic
seizures.
"No one knows what the
future holds when it comes
to epilepsy:' Mrs. Gray-
Trudelle says. "It can he
caused by systemic illness,
high fever or head trauma
but in the majority of cases,
causes are unknown:'
The Gray-Trudelle fami-
ly turned to the Ketogenic
diet, a remedy which was
formulated in the 1920%, to
case Rachel's seizure activi-
ty and reduce her drug load.
Mrs. Gray-Trudelle says she
initially heard of the diet in
nursing school but feels the
topic has been brushed over
in favour of anti -epileptic
drug therapy.
Mrs. Gray-Trudelle says
Rachel's meals are calculat-
ed to the gram in terms of
fat, protein and carbohy-
drate content. For example,
each meal must contain
roughly a total of 40 grams
of fat, 7 grams of protein
and only 3 grams of carbo-
hydrates.
Thus scales and calcula-
tors have become just as
crucial as pots and pans in
the Trudelle household as
well as Ketogenic cook-
books outlining acceptable
meals for Rachel.
Since starting the diet
over a year ago, Rachel's
epilepsy has been reduced
by six seizure types. She is
also down 600 milligrams
in medication each day,
making her more alert and
happier, says Mrs. Gray-
Trudel le.
Essentially. Rachel has
gone from having a seizure
"anytime. anywhere" to
having eight seizures in
February and four more so
far this month, she points
out.

Health care needs in Durham Region'
best served by cash
Cynics might suggest an infusion
of funding and an announcement of
the hiring of thousands of nurses
might by a provincial election ploy,
but don't tell that to the staff and pa-
tients of hospitals across the region.
The decision to funnel more than
$2 million to the Lakeridge Health
Corporation and $250.000 to Ajax
and Pickering Health Centre is much
needed considering the massive
growth level in Durham Region.
Durham's growth is more than double
that of Ontario, which itself is one of
the fastest growing provinces in
Canada.
Nearly half the funding will find
its way to Lakeridge Health Oshawa,
the crown jewel in the corporation's
five -site cluster.
With a massive expansion plan on
for the emergency wing and plans to
build a cancer care centre on site,
.Lakeridge Oshawa needs all the
money it can get.
Sites in Bowmam•ille, Port Perry.
Uxbridge and Whitby have not been
ignored either as they will also $et
between $100,000 and $150,000 each
to keep pace with anticipated growth.
"We hope it will leave us better
off," said Lakeridge Health chief ex-
ecutive officer Brian Lemon.
While money matters, it's the
human touch which makes a hospital
a caring place.
The decision to hire more than
12,000 nurses provincewide is critical
to maintaining the health care Ontari-
ans expect.
Mr. Lemon did not know how
many nurses Lakeridge Health will
receive, but the corporation is bound
to get its fair share. Ajax -Pickering is
also due to get some of the new nurs-
es.
..It looks promising. They're ad-
dressing all areas where additional
funding is needed:' said Mr. Lemon.
The ministry has actually exceed-
ed a nursing task force recommenda-
tion with the decision to hire 2.000
more nurses than the group originally
recommended. In addition, the
Province has asked local providers,
who know best how to use their re-
sources, to indicate where the addi-
tional nurses would be best em-
ployed.
There's an acknowledgment by the
ministry that concerns over health
care — according to polls over the
past few years, it's the issue Ontari-
ans care about the most — are being
addressed.
With more money promised by the
Peds for health care, getting treatment
in Durham should be better than ever.

As a resident of Pickering for the
past 22 -plus years, I am disappointed,
and know of many residents who
agree with me, in the apparent lack of
parking bylaw enforcement.
Overnight on Jan. 2-3, we had our
first major snowstorm of the year —
approximately 34 centimetres (l 8
inches for those who prefer the old
system). While Town of Pickering
works crews were pretty efficient in
clearing the roads, there was a fly in
the ointment, or to be more specific,
many overnight and over -weekend
parked cars. These parked vehicles are
a hazard throughout the year, a hazard
which is exacerbated during snow-
storms. One of these vehicles, which I
;passed daily, was still under a drift six
days later.

enforcement as the roads department
is in snow clearing. Every community
has notices posted limiting parking to
a maximum of two or three hours. But
if the parking bylaws had been en-
forced on a regular basis throughout
the year maybe the Pickering works
department would not have had to tow
away "well over 30 cars since the be-
ginning of the year to clear the way for
plows" as reported in the News Adver-
tiser on Jan. 19.
Unfortunately, like almost every
bylaw, the parking bylaws are rarely if
ever enforced. It seems they are only
vatives? Why the hang-up?
enforced in subdivisions, after a com-
plaint by a fellow resident, which can
cause bad feelings between neigh-
bours. Some offending motorists have
been told by bylaw enforcement offi-
cers, "Sorry, I have to tag your vehicle
for parking, but the guy next door
complained". The reason given for
lack of enforcement is that a vehicle
has to be marked and re -checked two
or three hours later before a parking
ticket is issued. I suggest that the Town
enact a bylaw prohibiting all street
parking between 3 am. and 5 a.m. to
facilitate enforcement as no time limit
is involved. As I write this, snow is
falling and I can still see cars parked
where they were during the last heavy
snowfall.
To accommodate stay -over friends
and family, temporary street parking
passes could be made available on
proof of out-of-town residency at say
$5 per night by local police for a peri-
od not to exceed 10 days in any one
month.
Registration of conservation
easements on these public lands
owned by we the people does not
infringe on property rights. Ease-
ments are not imposed on private
owners. Easements do not have to
be bought. Easements reinforce the
Official Plans of Durham and Pick-
ering. There's overwhelming public

appraise for farming purposes, co-
operate with the community, allow
Pickering and Durham to exercise
their downloaded planning authori-
ty and return these lands to previ-
ous owners and tenants forthwith.
A costly and frustrating appeal to
the Ontario Municipal Board is a
waste of public funds and a denial
of public opinion.

Advisory Group re: Social Housing
The Province of Ontario has devolved responsibility for social housing to the
Regions. Consequently, the Regional Municipality of Durham is establishing
an administrative model in preparation for the responsibility of administering
social housing in Durham.
An Advisory Committee is being formed to enable participation by
knowledgeable and informed social housing providers, residents and support
services agencies who would be interested in providing input and feedback
to the development of a suitable social housing administrative model and
other related issues.
We are inviting written applications from staff or board members from social
service support agencies interested in volunteering to be part of this
committee. One person will be chosen, by lottery, from the qualified
applicants. We require that applicants be endorsed by the agency board, and
commit to ongoing monthly meetings for the balance of 1999.
