The Panthers claimed the best - of -seven OHA Ontario Provincial Junior 'A' East Conference crown by sweeping the Lindsay Muskies four games to none. It's the first time in 13 years the Panthers have laid claim to a championship of any kind. The Pickering juniors last won a title in 1986 when they played in the for- mer Metro Junior Hockey League. The conference title represents the achievement of a goal set in train- ing camp this season. Panthers' head coach Rod McGillis didn't think his charges could knock off the Muskies in the minimum number of games at the outset of the series. "I'm really impressed that we handled it so well to win four (close) games in a row. That's the sign of a true championship team. Before the series, I didn't think we could win four games in a row, but we did it." The Panthers practise Monday in preparation for their OHA On- tario Provincial Junior 'M semi- final series. The series, against an apponent not determined at our deadline Friday, will begin later this week. At press time, the Couchiching Terriers were leading the Collingwood Blues three games to one in the Central Con- ference final and the Bramalea Blues were ahead of defending league champion Milton Mer- chants two games to one in the West Conference final. Mr. Martin, 55, security super- isor for the Pickering Nuclear Generating Station, died on Thursday evening when the car r.^ southbound on Brock Road collided with a CN train that was crossing Brock near McPherson Court. Mr. Martin was taken to Ajax and Pickering Health Centre where he was pro- nounced dead, said Durham Re- gional Police. Ian Thomson, director of pub- lic affairs and community rela- tions for CN says, "the accident occurred in a well -lighted area. The vehicle ran into the side of a flat car." Constable Ray Wiggers, who investigated the incident, says the white, 1996 Chevy Lumina hit the train on a sideline track used for short distances. The committee Wednesday ap- proved paying January's bill covering the Region's costs for GO Transit, so- cial housing and land ambulance ser- vice despite councillors' charges that the provincial government isn't oper- ating in the business -like fashion it claims to be. The total includes about $4.18 million for GO buses and trains, sub- sidized shelter and road ambulances and $423,000 for services provided by the Ontario Provincial Assessment Corporation. Uxbridge Mayor Gerri Lynn O'- Connor ripped into Queen's Park for its less -than -detailed invoice. "There has to be some accountability by the Province. -To send a bill out like that is just insane. We wouldn't send out a bill like that in our municipalities. "To get three figures on a piece of paper and we're suppose to pay it, how is this accountable to our tax- payers.,'. Finance committee chairman and Oshawa Councillor Brian Nicholson agreed. "It boggles the mind for a government that says it operates like a business to act this way. "If they can't supply true num- bers, then these aren't staff numbers, they're political numbers," Coun. Nicholson charged. Finance commissioner Jim Clapp warned council members against ex- pecting detailed invoices. "Personal- ly, I don't think you'll ever see a truly accurate back-up:' Mr. Clapp explained the figures in the latest bill from the Province are "basically the same amounts as in '98. It's based on an estimate made back in mid-1998." He reminded politicians that Durham staff reviewed the down- loading legislation last year to deter- mine if the Region could withhold payment of amounts it didn't believe were accurate. NEWS ADVERTISER SUNDAY EDITION, March 21, 1999 PAGE S A/P Funding announcement could be the right prescription for hospital Aingax an lc er* Health Centre may get $1 million more BY MARIANNE TAKACS Staff Writer About $1 million in new annu- al operating funding for the Ajax and Pickering Health Centre (APHC) may come out of a series of announcements made this past week by provincial Health this Elizabeth Witmer. On Thursday, the minister an- nounced a $68 -million or one -per cent increase in annual base bud- get allocations to hospitals across the province, with APHC to re- ceive $251,793. APHC's amalga- mation partner in the Rouge Val- ley Health System (RVHS) - the Centenary Health Centre in Scar- borough - is to receive $821.812. As well, a further $20 million will be added to the operating budgets of hospitals in the fast- growing regions of Ontario, a cat- egory which includes APHC. According to Jim Armstrong, executive director of the GTA/905 Health Care Alliance representing hospitals in the area, a committee of hospital and min- istry representatives will deter - mine over the next few weeks how that $20 million in 'growth funding' will be distributed. "It's likely we'll see alloca- tions similar to the past;' says Mr. Armstrong, who's a member of that committee. Last year, APHC received a growth allocation of $798,600. Mr. Armstrong says the alliance has "been assured" the growth grants to be allocated will be- come part of each hospital's an- nual base budget. Together, the new base budget and growth money could result in an annual budget increase for APHC in the area of $1 million. Also announced this past week were province -wide expen- diture increases of $130 million for nursing care and $17 million for MRI (magnetic resonance imaging) services. All the new funding is wel- comed by RVHS spokesman Maria Milanetti. "Any amount of money we can get added to the base budget is fantastic;' says Ms. Milanetti. "Every little bit helps. We appre- ciate the support from the govern- ment. It's a step in the right direc- tion" She notes RVHS is "hope- ful the government will continue to bolster hospital budgets" Even though neither the APHC or Centenary sites current- ly have MRI machines, Ms. Mi- lanetti says the increase in MRI funding is good news for them too. "it will cost less to operate these MRIs as a result and that money won't have to come out of operating budgets. That's what's been happening up to now, so that will be helpful to all hospitals - those purchasing MRI services and those offering MRI services.- Precisely ervices"Precisely how the new nursing money is to be distributed among hospitals has not yet been an- nounced. The $130 million being provided is expected to allow hospitals across Ontario to hire more than 3,300 new full- and part-time permanent nurses. Each hospital will have to submit a 'nursing plan' in order to be eligi- ble for the new funding. The requirements for that plan include: consultation of nursing staff in its development; address- ing of priority needs for more nurses in areas such as critical care and emergency; creation of increased opportunities for per- manent nursing positions; and a plan to enhance the role of nurses in hospital decision-making. This past week's announce- ments, especially the growth funding, are also welcomed by the GTA/905 Health Care Al- liance. "It basically covers half of the growth pressure we are facing this year," says Mr. Armstrong. He adds the alliance is now look- ing for further announcements from the Province on how it will implement the restructuring mea- sures for the GTA/905 area rec- ommended by the provincial Health Services Restructuring Commission. Hollywood -based film studios, drawn by a 60 -cent dollar, convenient location to Toronto and a wide array of scenery and period architectural styles, do big business in Durham. Last year alone. scenes for 42 major motion pic- tures were shot in Durham accounting for many millions of dollars in revenue. But a heavy federal tax system is scar- ing away potential business. While National Hockey League teams lobby the Peds to cut their taxes, the Region faces a different problem. Big stars like John Travolta are turning thumbs -down to filming projects in Durham (and in all of Canada) because thev face income taxes for the time they spend here filming and then arc taxed again on their income in their country of origin, the United States. Two taxes are obviously not better than one. No doubt the feds want their piece of the action. But they'll get plenty in the increased revenues - and therefore higher taxes - paid by Durham husi- nesses which benefit from local film- ing. The economic spin-offs roll on and on like the credits at the end of a two- hour feature. Set -builders, carpenters. electricians, plumbers, caterers, hotels, motels. limousine services, transport companies, chefs, florists, lumber busi- nesscs all make a killing when a major motion picture comes to the region. With the 'average' Hollywood picture's budget now set at $53 -million US, the benefit to the region of attracting a handful of productions each year is staggering. Even more, if Durham can continue to become a well-known, highly rec- ommended place to shoot movies, more productions will come to the area. That will mean employment opportuni- ties, business expansions and more rcy- enue and publicity for the region. All arc fantastic side-effects of a concerted effort. The Region and the Province, through lobbying by powerful cabinet voices like Minister of Labour Jim Fla- herty and Minister of Community and Social Services Janet Ecker, must make every effort to convince the feds to re- duce or eliminate punishing taxes which drive away stars and the films on which they have clout. By turning a blind eyc to a tax grab at the outset, the feds may find they get a tax windfall after the final cut, when productions continue to return to Durham. We must take advantage of favourable currency conditions to keep Hollywood coming back. No doubt Durham has what it takes and the region just oughtta be in pictures. Today, that owner, Philadelphia Flyers' head coach Roger Neilson, sits on the sidelines, serving a National Hockey League suspension, watching his team on a downward spiral, wondering if he'll get the axe himself. McGillis broke into the coaching ranks at the tier II junior level as an as- sistant coach from 1994 to 1996 with the Muskies, who were playing in the OHA Provincial Junior 'A' Hockey League before the Panthers joined the loop. In those two seasons, the Muskies did more winning than losing and seemed to be moving in the right direction. Then, Mr. Neilson bought the �w Al Rivett Sports Editor Muskies following the 1996 season. He subsequently dismissed the entire Lindsay coaching staff, inserting his own men behind the bench and leaving Mr. McGillis out in the cold. "I had two very successful years there," Mr. McGillis recalls. "It's where I got my feet wet in tier II junior hockey. But he wanted to bring in his own people." After being let go by Lindsay, Mr. McGillis was brought in to the Pan- thers' fold as an assistant to former head coach John Blackburn three years ago. When Mr. Blackburn left for work-related reasons two years ago, Mr. McGillis assumed the head coach- ing duties with Pickering. The Panthers had a less -than -spec- tacular season a year ago when they collected just 16 wins during the regu- lar -season. This season, coach McGillis has masterfully guided the Panthers to true powerhouse status, finishing atop the 13 -team conference standings, then posting an impressive 11-2 playoff record en route to the con- ference championship. As the old maxim goes "every dog has his day". And, coach McGillis had his on Thursday, three years removed from the Lindsay organization which cast him aside. And, his charges not only won the conference title over his former team, but they did it in a sweep. "It was very sweet for me personal- ly," says the coach. Meanwhile, coach Neilson's Flyers are currently winless in 11 games. And, he was recently given the boot from an NHL contest for throwing a stick near an official. Yes, I am a dog owner who walks at these locations - and picks up after my dog - and I am disgust- ed at all the dog feces that covers the ground. Is it too much to ask that you carry bags with you and pick up after your pet'? It is an eye- sore and not very hygienic to those people who bring their children to the park, and for those of us who come for a leisurely walk and try not to step in it. How long do you think the con- servation authority will put up with this before it bans all dogs from en- tering the park'? Those owners who disregard the bylaw are ruining the parks for the rest of us who do abide by the bylaw. Come on people, let's keep them clean for everyone to enjoy. The AECB's recently -released assessment of Hydro's environ- mental review states the short- comings of the study and of the nuclear plant's environmental monitoring programs will have to be addressed as a condition of the station's next licence. The review was conducted last year as a condition of the one-year operating permit Hydro received from the AECB in March, 1998, and also in re- sponse to community pressure for an environmental study of the plant. `The most important thing to us is that we get on with it and move forward.' — JUDY RYAN, PICKERING NUCLEAR GENERATING STATION AECB staff concluded Hydro's report on its review re- sults "does not contain a clearly - structured assessment of the bio- physical effects of PNGS, nor does it clearly identify perfor- mance criteria in terms of protec- tion of the environment from po- tentially adverse effects. Relevant, realistic assessment endpoints and valued ecosystem components from the ecosystems potentially at risk were not iden- tified. There is no clear interpreta- tion of potential effects on the environment nor of the nature and significance of identified ef- fects. In addition, because the data summarized in Volume One has not been used in a systematic as- sessment of potential biophysical effects, conclusions on environ- mental performance and poten- tial biophysical effects are diffi- cult to make." AECB staff note in their as- sessment that the information re- quested by the AECB board as a condition of licensing last year represented the elements of a standard Ecological Risk Assess- ment, which could have been used as a framework for an effec- tive study. "Our point of view is there were methods available which would have made for a better as- sessment," says Patsy Thompson, head of the environmental as- sessment section at the AECB. Ms. Thompson agrees the AECB's findings and recommen- dations are similar to those ar- rived at by Prof. Nick Eyles, the independent expert appointed by Hydro to review its study. She notes that in order to keep their own work independent she and others in her department, while assessing Hydro's work, avoided reading Prof. Eyles' re- ports or documents from the Community Working Group (CWG) of citizens consulted by Hydro for the review. She only read Prof. Eyles' report after- wards. Prof. Eyles says he's "very pleased" the AECB has essential- ly agreed with his criticisms of NICK EYLES 'I was very reassured by the AECB comments.' the Hydro review, and notes there needs to be a role for citi- zens in the action plan the regu- lator is requiring. "I was very reassured by the AECB comments and it's essen- tial that there be some continua- tion of the process where the public are involved," he says. "Otherwise it's a waste of time." CWG member Dave Steele, who's also chairman of Picker- ing -Ajax Citizens Together (PACT) for the Environment, de- scribes the AECB's conclusions as -a "big victory" after "four months of frustration" for group members. "I'm very pleased they basi- cally are saying what Prof. Eyles said in his report. "The bottom line is the AECB has come down in the direction some of the working group were going in," she says. Judy Ryan, manager for envi- ronment, safety and health at the Pickering -plant, says the regula- tor's findings were "not a sur- prise" because a lot of the defi- ciencies identified were already noted in Hydro's own report. She says Hydro has tried throughout the review process to meet the needs of both the AECB and the community and will continue to do so. ."The most important thing to us is that we get on with it and move forward," adds Ms. Ryan. Hydro and AECB staff have already met to discuss how the problems identified will be ad- dressed and Hydro is to have an action plan submitted to the AECB. "Men and women often differ in the type and need for support to become smoke-free," says public health nurse Shawn Woods. Nearly one in three women in Durham smoke and because they are more likely to be at home where children may be exposed to second-hand smoke, they should be concerned, the health depart- ment believes. "In recent years, more women have died from lung cancer due to smoking than from breast cancer," says associate medial officer of health for Durham Dr. Donna Reynolds. "Women who quit smoking have the added reward of lessen- ing their children's exposure to second-hand smoke," she adds. Staff Writer The needs of the disabled must be an issue in the next provincial election, maintain parents critical of the support their loved ones are receiving under current government. "We hope to make disabil- ities an election issue;' says Sue Brady McMahon of Ajax. Her daughter Lisa Brady has Prader -Willi Syndrome, a life-threatening syndrome characterized by an insatiable appetite and potential for physically -aggressive behav- iour if not supported. Ms. Brady McMahon is among a group of concerned parents who recently joined forces with the Canadian Union of Public Employees (CUPS) to form the Alliance for People with Developmen- tal Disabilities. Together, they are taking aim at the Ministry of Com- munity and Social Services' program Making Services Work for People. The al- liance wants the government to withdraw that program, maintain existing services and reinstate funding. Ontario CUPE president Sid Ryan claims front-line workers will be overworked as a result of changes being implemented under the pro- gram, while people with de- velopmental disabilities and their families will suffer be- cause services will be less ac- cessible. But Making Services Work for People aims to co- ordinate access to service for families so they don't face lengthy waiting lists in their bid for support, Minister of Community and Social Ser- vices Janet Ecker has said in response to the criticisms. She says the process "is designed to answer the con- cerns that families had point- ed out about the current sys- tem to support people with disabilities:' Still, Ms. Brady McMa- hon is hoping the develop- mentally disabled and their families will help to make disabled issues an election issue for candidates. "Individuals with disabili- ties, their parents and friends need to rally together to voice their concerns about the lack of supports and services and how the negative impacts of Making Services Work for People affects their lives now and in the future;' says Ms. Brady McMahon. Hosted by the Whitby -Ajax Progres- .sive Conservative Riding Association, the 'event will he held at the Courthouse Chamber Lounge on Adelaide Street in downtown Toronto. Recognizing the venue is outside the group's boundaries, Bruce Kelly of the association says it's not unusual for areas represented by cabinet ministers to host events outside the riding. In the next election, Durham Centre MPP Jim Flaherty, who is also the Minis- ter of Labour, will run for re-election in the Whitby -Ajax riding. The Durham Centre riding will no longer exist under re -drawn provincial riding boundaries which will now correspond exactly to cur- rent federal riding boundaries. The num- ber of seats will drop to 103 from the cur- rent 130. "When you're a minister of whatever, your riding gets expanded because you represent the whole province;' says Mr. Kelly, adding the association also hosts local fund-raisers. This is the second year for the Toronto event. Mr. Flaherty agrees saying "it often happens that cabinet ministers will have fund-raisers in Toronto because we serve und-raiser in our cabinet responsibilities provincewide. " While cabinet members do it, other MPPs, who are not ministers, also host fund-raisers outside of their ridings, he says. The event, which is being held on Wednesday. March 24 from 5:30 p.m. to 7:30 p.m., will also mean Mr. Flaherty's fellow cabinet members can attend giving local residents at the event a chance to meet other ministers, says Mr. Kelly. "We try to get as many as we can in Whitby;" he says, explaining because of scheduling it's sometimes difficult to get many to attend local events. "Because it's a 5:30 p.m. to 7:30 p.m. event, they can attend before they go home. At last year's event approximately 500 people attended, over 100 of whom were from Whitby. Mr. Kelly says he expects a similar turnout this year. Tickets for the event are $200. And when you repeatedly fail she wonders, "Did my son learn anything in medical school and all those yeah of post -graduate train- ing''' Several years ago my stock was pretty low with my elderly mother. She had struck her leg on a car door six months earlier which caused a leg ulcer. Several doctors couldn't cure it. Neither could I. That's when I wished I'd taken my father's ad- vice and become an engineer. But then I got lucky. I met Dr. Roger Altounyan, of Manchester, England, a researcher and former pilot in the Royal Air Force. Dr. Altounyan had battled asth- ma since childhood. Then, as a physician, he offered himself as a human volunteer. For nine years he provoked his own asthmatic attacks and tested hundreds of drugs to ease his breathing. In this case you should start taking Opticrom three weeks earlier and continue taking it during the al- lergy season. This will offer maxi- mum protection from symptoms. But if you're already suffering from itchy eyes, sodium cromogly- cate will result in some relief after 10 minutes and a clearing of symp- toms within 10 days. Opticrom can be used by both adults and children. For adults and children over five years of age the usual dose is two drops into each eye four times a day. The most frequent reaction to Opticrom is temporary stinging or burning when drops are placed in the eyes. But see your doctor if the condition worsens or if there's no relief within three days. Common sense provides some general rules to relieve symptoms of allergic conjunctivitis. Avoid rub- bing your eyes as this fans the fire. Rubbing results in the release of more histamines. Cool, wet compresses along with artificial tear such as Cellufresh M.D. have a soothing effect. Oral antihistamines can be of help, but they may also decrease the produc- tion of tear. The Youth Criminal Justice Act, which will replace the Young Offend- ers Act, will get tougher on violent and repeat offenders. Under the proposed changes, 14 - and 15 -years -olds accused of murder, attempted murder, manslaughter and aggravated assault will now he tried in adult court. A new category will be in- cluded in this list to cover repeat seri- ous violent offenses. Canadians "want government to help prevent youth crime in the first place and make sure there are mean- ingful consequences," stated Ms. McLellan in a written release on the announcement. But some Durham legal profession- als say changing the Young Offenders Act (YOA), which applies to youths aged 13- to 17 -years -old, doesn't pre- vent crime. "Amending the Young Offenders Act is not a societal cure-all. There are issues that are deeper and broader in our community that lead to crime," says Assistant Crown attorney Bryan Davies. "We're having a milder flu season than normal," reported Dr. Donna Reynolds of the Durham Region Health Department. Before you interject that can't be right because everybody you know, including yourself, has or had respira- tory flu, Dr. Reynolds is quick to point out the region is experiencing some complications. "The difficulty is there are a num- ber of different viruses circulating out there," she said. These include both influenza A and influenza B and other bugs that aren't the flu but feel like it, she said. Normally, the A strain arrives in December and January, fading from the scene after that and allowing the B strain to dominate in February and March, she said. But the mild Decem- ber weather kept the A virus away until well after the new year and we're stuck with both A and B at the same time. "Right now we're seeing in Durham both influenza A and in- fluenza B which is not typical. The rest of the province and the rest of Canada seem to have only influenza A." Other viruses out there include regular colds and parainfluenza, a virus that looks like the flu but isn't, she said. There's no way to tell what you've got unless your doctor does tests. "We don't recommend everyone be tested," she said. "That's really not going to change the clinical out- come. Despite the type of virus, the treat- ment is usually the same, she said.
