Under Bill C-440, any indi- vidual who operates a motor ve- hicle to evade a peace officer would be guilty of an indictable offence under the Criminal Code and could be jailed for up to two years. In addition, anyone who tried to evade police in a vehicle and injured another person in the process could go to prison for a maximum of 10 years. Any dri- ver causing death while evading police could be imprisoned for life. "Canadians are witnessing a number of tragic injury and deaths to innocent bystanders and police officers as a result of individuals using a motor vehi- cle to escape from the police," isays Mr. McTeague. He notes there is no special provision in the Criminal Code that deals with using a car to evade police or causing injury or death to others in the process. "I am delighted that Bill C- 440 has been selected for sec- ond reading and I look forward to the debate on this legisla- tion," states the MP. "1 am also pleased that the bill has already received the en- dorsement of the Canadian Au- tomobile Association and the Canadian Police Association." But at least one councillor maintains the decision to permit such housing in Pickering has been made too hastily. The application from Clare- mont Estates Ontario Inc. ap- proved by Council last week will see the development of five resi- dential lots along Sideline 20 south of Central Street, and en- able the development of six to 10 additional residential lots on a new street extending from Acorn Lane through future land sever- ance applications. It will also permit the cstab- lishment of a 'second accessory dwelling', also known as a gar- den suite, on the lots, which are a minimum of 0.3 hectares or about three-quarters of -an acre. '� �•�1 ;� �: r. tj /,r� t�' Tax laws threaten Durham film industry Cn But, weak loonie and region's diverse scenery keep area attractive The lights and cameras of Hollywood have brought plenty of action to Durham Region, but changes to Cana- dian income tax laws threaten to cut the number of produc- tions here. Last year alone, scenes for 42 movies were shot in the region, bringing millions of dollars in direct economic de- velopment to Durham. In fact, Durham is such a popular place to shoot it's getting a had name with some industry folks. Clarington Councillor John Mutton told the Re- gion's finance committee Wednesday that California- based film industry represen- tatives are angry at the amount of work shot in Cana- da. "Hollywood is upset we're taking away their money." And, Durham economic development commissioner Pat Olive warned that Cana- dian tax rules arc discourag- ing movie stars from coming up here to film. "They're double taxed" by Revenue Canada and the In- temal Revenue Service, Mr. Olive pointed out. As a result, "Canada loses quite a few" of the major shoots and "that's where the big money is". Oshawa Councillor John Gray asked staff to prepare a report on how Canadian tax laws are impacting Durham. "It's very appropriate to take a stand. We know (the movie business is) good for the area. We can send (the re- port) to other municipalities and the federal government;' he said. Coun. Mutton noted the diversity of the region, with urban and rural settings that are easily accessible, makes it a good place to shoot. Oshawa Councillor and fi- nance committee chairman Brian Nicholson suggested it might be beneficial to stream- line the permits acquisition process that film companies must endure before they can start shooting here. "One- stop shopping as opposed to everyone running around;' would be helpful, he noted. He noted the Region has done a lot in the recent past to make the film industry feel welcome here. For example, over the past three years, Durham has compiled a re- source guide for people in the movie business, listing where goods and services can be bought locally. Mr. Olive re- ported the guide is very pop- ular with people in the indus- try and requests for copies are received regularly from pro- duction companies in Canada and the United States. He said that, although the Region hasn't conducted an analysis of the impact of the film industry on Durham's economy, "We know it's sig- nificant. We're looking at a good amount. Mr. Olive also reported that four major studios have expressed an interest in the former Lantic Sugar Refinery (Farewell Studios) in south- east Oshawa. An Ontario government plan to hire more than 10,000 nurses is expected to be good news for local hos- pitals. "We would expect that some of the money for nurs- ing improvements would come to hospitals;" says Maria Milanetti, spokesper- son for the Rouge Valley Health System, which is comprised of the Ajax -Pick- ering Health Centre and the Centenary Health Centre in Scarborough. Ms. Milanetti says it's also expected RVHS will re- ceive a share of the addi- tional funding being made available for hiring nurses. However, no word has yet been received from the Province about just what that share might be. "Any new money into the system is very much appre- ciated:" she notes. '-Me quality of our product of pa- tient care that we deliver at the hospital is certainly aided by the addition of nurses" Health Minister Eliza- beth Witmer confirmed over the weekend the government will spend 5375 million to hire more than 10,000 nurs- es. Details on how the money is to be distributed are expected to be made dur- ing a week-long series of an- nouncements, which kicked off Monday in Toronto. The health minister announced S 10 million to fund 106 new nurse practitioners in under - serviced areas. She also in- troduced a 510 -million an- nual skills updating fund. On Tuesday, she an- nounced 545 million in an- nual funding for additional community care nurses, and homemaking, personal sup- port and therapy services. It's expected to result in over 650 full and part-time nurs- ing positions in Ontario for registered nurses and regis- tered practical nurses, and to allow more people to receive JOAN GATES 'Take care of your own hack yard.' nursing services at home. The new funding for nursing follows the advice of a provincial nursing task force which last month rec- ommended the workforce be restored to the 1997 national average of 7.6 nurses for every 1,000 people or one nurse for every 132 people, by the end of the year. To do this, 7,700 regis- tered nurses and 2,541 regis- tered practical nurses, half full-time and half part-time, will have to be hired. Ontario has experienced the sharpest decrease of all provinces in the number of nurses between 1992 and 1997, according to the Canadian Institute for Health Information. There were 86,413 employed reg- istered nurses in 1992, com- pared to 78,067 in 1997, for a decline of nearly 10 per cent. There are now fewer nurses per resident in On- tario than any other province or territory. There was one registered nurse for every 123 people in Ontario in 1992, compared to one for every 145 people in 1997. According to Ms. Milan- etti, the number of nurses at the Ajax -Pickering and Cen- tenary Health Centres has declined over the last few years of operating budget iTf]01 11 4 cuts imposed by Queen's Park. No figures, though, wCre provided by the hospi- tal. "This is wonderful news for our profession;" says Micki Walters, director of health and human studies at Durham College. "Hopeful- ly so many of our (nursing) graduates won't have to go south of the border." Ms. Walters says a num- ber of nursing graduates over the last several years have been forced to move to the United States to look for work in their field or take on two part-time nursing jobs. "I think this will mean a great deal for nursing;" she says. The data was requested last year by a Region committee struck to deter- mine which level of local government would best provide municipal services. But, it must be noted, Pickering wasn't singled out as the only laggard for not providing the necessary information. Oshawa and Whitby have also failed to forward data the committee needs to probe the governance and service de- livery issue. And it's hardly top-secret informa- tion that's been requested, points out Durham Regional Councillor Jim Mc- Master. "How much is your budget, how many kilometres of roads do you have, what's your resurfacing program, how many trucks do you run, how do you operate your roads program?" queried Coun. McMaster, following some de- bate about the issue at Regional coun- cil. So, W4 the delay? Pickering, Oshawa and Whitby leaders can surely see the benefits of such a study, let alone the greater po- tential for taxpayers in streamlining operations among municipalities where they can be delivered more effi- ciently and eliminating the duplica- tions of services where they overlap. And considering the fact that some of the same information is on the table in a study of shared services between Ajax and Pickering. it is less likely that the Town can claim it doesn't have the data available. Pickering has led the charge locally to find savings in a joint study with Ajax. why isn't it also leading the charge to find similar benefits or, a larger regional scale? Pickering should join the fray with its fellow municipalities in Durham, provide the information necessary to the Region governance committee studying ways to take decisive action on behalf of constituents and look for solutions for the greater public good. A gentle reminder: If Durham and its municipalities don't appear to be taking action, they may find a made - at -Queen's -Park solution foisted upon them. In that case, the old saw about the devil you know versus the devil you don't may find ironic meaning right here at home. Take the lead. Collect the data. Find solutions. The experts at Durham Region were out quickly in response to my request for answers. I had a leak in my water supply deep underground and, yes, it was entirely my responsi- bility to fix it. That helped pay for the excavator, the plumber, the landscaping company, the caterer, the pizza guy, the sand sprinkler, the flower girl and, well, you get the picture. All was well until Dec. 31, 1998 when my wife noticed a hissing sound coming from the basement. I conducted a completely uninformed check and reached a totally unedu- cated conclusion: We had another leak. My fears were confirmed shortly thereafter when my oldest son came upstairs one weekday morning, his socks soaking wet and a puzzled look on his face. Yes indeed, friends and neighbours, there was a leak. So, there we were, in the dead of winter, without any water. The night- mare lasted nearly two weeks until an entirely new water service was in- stalled from the curb shutoff valve up to the house. We got our water back, but my entire front yard looks like an Iraqi radar installation after a NATO fly -by. At this point, though, I don't care how it looks. I've got brand new cop- per plumbing, so burnishgd, so round and so full of H2O. So, if the experts from Durham Region happen to see something shiny and new should they happen to dig in front of my house, they'll know I was ready for them. I wonder if they know anything about aging gas furnaces. U, is that it was an unreasonable limitation of the Charter of Rights freedom of expression provision, 1 wrote a let- ter to the Minister of Justice, re- questing an immediate referral of the decision to the Appellate Court, a general review of the procedures by which Section 96 justices are appointed and legislation to pre- empt future judicial fishing expedi- tions at the expense of good law. (A copy of this letter is available through my office.) Subsequently, I made this letter available to the press. Regrettably, the News Advertiser omitted re- porting it to our community at large, even though the letter was reported widely throughout Cana - At the same time, my fellow Liberal MP Albina Guarnieri and 1 circulated a petition calling on the Prime Minister to correct any fail- ing in the child pornography law and, if necessary, use of the notwithstanding clause. Oddly enough, some three weeks after the odious ruling, the Reform Party had yet to offer a view on this grave matter. Only when there was an opportunity to exploit two Liberal MPs' initia- tives, by using the exact wording of my letter and the notwithstanding petition in an opposition day mo- tion in the House of Commons, did the Reform Party show its true mo- tives. h is one thing to pirate someone else's ideas; it is quite another to make political hay or try to scare cheap political points on an issue that is clearly above partisanship. Roland Rutland is a tireless promoter of racial harmony throughout Durham. "People have to understand, racism is not just an issue for ethnocultural groups," says the 49 -year-old Ajax father of three. "It's a societal issue." Mr. Rutland volunteers as chairman of the Town of Ajax Race Relations Advisory Com- mittee, and also as vice-president of the Multicultural Council of Oshawa -Durham. He has also donated his time to both the Town of Pickering race relations committee and to the Social Development Council of Ajax -Pickering, serving as chairman for the latter's race re- lations and equity committee. Mr. Rutland, who is of Anglo- Indian heritage, was instrumen- tal in launching the two -and -a - half -year-old Ajax race commit- tee which promotes the Town's race relations policies, one of which is diversity training for municipal employees. "The festival takes a lot of planning. A report to Regional Council Wednesday noted the amount of money Durham receives per child is among the lowest in On- tario. Fair Share for Durham's Kids first raised the issue of under- funding in the Region in 1995. Durham receives $187 per child, which is the third lowest in Ontario. The provincial average is $292.40. Peterborough gets $232.15 per child, while Toronto gets $355.52. The amount Toronto re- ceives has dropped from the previous total of $424 per child. Underfunding has become more acute as the amount the Province gives Durham has re- mained stable, but the popula- tion has grown. Neighbouring residents who attend- ed the council meeting last week when the decision on the subdivision was made said they were most concerned about the additional traffic the new homes would bring to Toynevale. "You're asking us to allow more ve- hicles on to a street that also has an ex- isting problem;' said Mina Walker of Toynevale Road. She noted residents were also un- happy at the prospect of two-storey homes being built opposite their bun- galows on Toynevale. A report from Town staff on the subdivision proposal states the devel- opment is not expected to have a sig - nificant impact on the existing traffic situation in the area. Council's approval for the project includes conditions stipulating that only bungalows he built opposite the existing bungalows on Toynevale; a chain link fence be put up along the west boundary of the development; and measures be taken to minimize the im- pact of construction on area residents. In a yearly rite of spring for the sorority, members will be at several lo- cations throughout Ajax and Pickering selling bunches of daffodils Thursday to Saturday, March 25 to March 27. They were poised last night to savour the OHA Ontario Provincial Junior 'A' East Conference championship with a win over the Lindsay Muskies in Lindsay after our press deadline. A loss would send the best -of -seven series back to the Pickering Recreation Complex for game five on Sun- day at 7:30 p.m. The Panthers took a firm grip on the se- ries by taking a three games to none lead Wednesday night with a 4-2 victory in Lindsay. A second -period marker by George Trifon, converting a two -on -none break with Jeff Milroy, held up as the game winner. With just more than a minute to go in the third. Jason Lange chased down a puck in the Lindsay zone and scored his second goal of the game into an empty net to seal the pivotal win. The victory was the Panthers' 10th of the post -season and the game was the fourth in five nights for Pickering and Lindsay. Prior to Wednesday's contest, Panthers' head coach Rod McGillis talked with his players in hopes of avoiding history from repeating itself. Wouldn't life be so much simpler with a flat basement ceiling! Unfortunately there are a number -of obstructions we must contend with when finishing our basements, ducts, beams and pipes to name a few. The best way to deal with these protusions is to box them in. When boxing -in remember this rule, treat the sides as walls and the bottom as ceiling. Essentially, this means either using drywall for both sides and the bottom or paneling the sides of the box and installing ceiling tile on the bottom. Never put ceiling tile on the sides or paneling on the bottom. Your method of boxing will differ depending on your choice of materials. For drywall, use a 1 5/8" metal track cut to form a U -shape with a 2" shoe on both ends (see illustration). This shoe is screwed to the underside of the joists giving you a frame to which you attach your drywall. For openings wider than 24" a I x2 wood stiffener must be installed inside the track. Using a drywall screw, attach the wood to the track for added stability. Install your track at 16" on centre along the length of the duct. When measuring your track be sure to add the width and height of the duct. If you want to install drywall on the sides of your box with suspended ceiling tile on the bottom you will have to build a "ladder" using 2x2s. Measure the height of your duct and build the ladder with 2x2s along each side at 16" on centre. These ladders should extend to the bottom of the duct. Attach a third ladder along the bottom of the duct consisting of I x3s, this adds stability to the box. When you cut your drywall be sure to extend it 3" below the ladder so the ceiling tiles will fit or, if flexible lay -in panels are being used, 2" are needed. Install J -trim on the bottom of the drywall, paint the J -trim and screw the wall angle to the back of the J -trim with 7/16" Tec (Kelly) screws. This is where your ceiling tile will rest. There are other combinations of materials and methods of boxing -in available. And, I have one more piece of advice to impart: if there is a series of small ducts on your ceiling, do not box them' in individually. Lower the ceiling in the entire area.
