Final chapter
for Brock
West landfill
PICKERING — Work is ex-
pected to begin this spring on a pro-
ject that should close a somewhat
troublesome chapter in Pickering's
history.
Town Council has approved a
landscape plan for the closed Brock
West dump on the Third Conces-
sion just west of Brock Road. It is
likely to cost the City of Toronto,
which owns the site, about
$700,000 to complete.
Completion of the landscape
work will satisfy one of the require-
ments of an out-of-court settlement
trached between Toronto and Pick-
ering in April 1996 after the Town
sued the City to force the closure of
Or landfill.
The project will begin with
plantings on the southeast and south
slopes of the site to ensure restora-
tion at those locations most visible
to Pickering's urban arra.
The landscape plan is intended
to 'naturalize' the site and does not
provide for any active uses there
such as sports. However, it is dc -
signed to acc;onaradate future im-
provements, such as the addition of
jogginglwalking trails, bike trails,
mountain bike arras and a toboggan
run.
It also allows for the construc-
tion of a viewing gazebo on the
upper elevations of the site, should
the Town wish to install one in the
future.

Durham delays budget
Numbers may force regional tax hike

A delay in getting information
on downloaded services from the
Province means Durham Region
has to postpone its budget until late
April, and property owners will
probably have to dig deeper when
the tax bill does show up.
Most of the 1999 budget still has
to be hammered out and Regional
council has set a target of no tax in-
crease, but the numbers coming in
indicate taxes will be going up. The
preliminary budget for the Durham
Regional Police is $69.6 million
and that works out to a five -per cent
increase.

As elementary schools gear up
for the final term educators are en-
couraging parents to use the up-
coming report cards to set goals
with their children for the remain-
der of the school year.
Students in public and separate
schools will be taking home their
second -term evaluation forms in
the coming weeks and Cloyce
Weaver, curriculum officer for the
Durham District School Board,
says there arc several key areas
parents should be paying close at-
tention to, specifically the section
on the report card that addresses
the child's promotion status.

21. The originally date for
the budget was March 31,
but Mr. Clapp noted in Janu-
ary meeting that date would
be difficult to meet.
He also warned commit-
tee members there's a "con-
cern whether the Province
downloads some of their ad-
ministrative costs. The num-
bers in the '98 budget don't
include administrative costs
for downloading.

Murder accused points finger at friend
`I didn't want to rat out someone ... On the streets you just don't do that'

Accused killer Jimmy Solomos took the
witness stand at his murder trial and broke
the cardinal "rule" among criminals, im-
plicating a friend in the fatal stabbing of
Raphael (Rae) Lazenby outside a Picker-
ing strip club last year.
"I didn't want to rat out someone... On
the streets, you just don't do that. You
don't know what will happen to you. It's a
rule," Mr. Solomos testified yesterday.
The 24 -year-old Scarborough man, on
trial for second-degree murder in the death
of Mr. Lazenby, pointed a finger at pal
Daniel Robinson, saying there are certain
exceptions to the "rat" rule.
"Like now. He already took a life —
I'm not going to let him take mine;' said
Mr. Solomos when asked why he was now
accusing Mr. Robinson of the killing.
"Are you worried about what you're
doing today?" asked defence lawyer Ann
Bergenstein.
"Of course, I'm worried"
Court has heard Mr. Lazenby, 22, of
Ajax, was stabbed nine times during a
tight with Mr. Robinson, 21, which began
with a verbal exchange in the lobby of the
Palace East at closing time.
"Did you ever have possession of a
knife that night?" Ms. Bergenstein asked
Mr. Solomos.

Goguen, a dancer, in the lobby of the
Dillingham Road club when Mr. Lazenby
came to her defence.
"He (Mr. Lazenby) said 'Why don't you
leave the lady alone,"' recalled Mr. Solo -
mos, adding Mr. Robinson told Mr. Lazen-
by to "mind your own business"
Mr. Solomos said he witnessed another
friend, Paul Mohammed, walk up to Mr.
Robinson and say "I have a knife" mo-
ments before Mr. Robinson and Mr.
Lazenby stepped into the parking lot.
Once outside, Mr. Solomos observed
Mr. Mohammed "reach into his back pock-
et and hand Daniel the knife...
"Rae grabs (Mr. Robinson) by his jack-
et and gave him two or three head butts,
then they swing around... I swung at Rae. I
guess it was just a reflex because he was
close to me," Mr. Solomos testified.
He said the punch missed and his hand
struck the wall, cutting the top of his index
finger.
Mr. Solomos testified he was "looking
for face shots" as the fight continued when
he realized Mr. Lazenby had been stabbed.
He said he did not witness the actual knif-
ing.
"I didn't think he (Mr. Robinson) would
actually use it (the knife);" Mr. Solomos
said.
"I seen Rae keel over and grab onto
Daniel's pants... I looked over at him and
seen blood. I'll never forget this for the
rest of my life... He lookcd down and said
'You f stabbed rne."'
Mr. Robinson and Mr. Solomos both
ran off from the parking lot, along with
Mr. Mohammed and another friend, Shean
Glave, court has heard.
"It (running) was a reflex. I seen the
blood and I was scared. I knew Daniel had
stabbed him... We were running pretty fast
and Paul said to Daniel 'Give me the
knife'... Daniel gave Paul the knife"
Mr. Solomos turned and saw Mr. Mo-
hammed "cleaning the knife," court heard.
Mr. Solomos said he told police he
wanted to take a lie detector test to prove
his innocence, but one wasn't adminis-
tered.
"I told them to check my DNA," added
Mr. Solomos.
Court heard Mr. Solomos has a lengthy
criminal record which includes eight con-
victions for robbery and others for break
and enter, theft and possession of property
obtained by crime.

Although the Ontario Summer
Games just to Durham Region are
more than a year away, training
for athletic excellence never real-
ly ceases.
So, while participants of the
games won't he determined until
qualifying takes place, some local
youths are already busy breaking
a sweat and dreaming of back-
yard glory in preparation of the
Aug. 11, 2000, arrival date.
Port Perry's Keely Smitb is
one such determined and hopeful
person.
A member of the Durham
Rowing Club for just three years
now, Ms. Smith picked up and en-
joyed the sport immediately and
has already competed at high-
level events, including the On-
tario Games in Guelph in the
summer of 1998.
Ms. Smith, 18, is a native of
England and an OAC student at
Port Perry High School.
She is also a 110 -pound bun-
dle of energy who is perfect as a
coxswain.
"You've got four or eight peo-
pie relying on you;' she says in
explaining her duties. "You have
to be able to see what's going on
for everybody else."

The coxswain sits at the front
of the boat, facing the opposite
direction of the rest of the crew,
and shouts orders.
Aside from needing to be
small in stature, leadership skills
are a must.
But, while her strong suit may
always be as a. coxswain, Ms.
Smith recently bought her own
boat and is now training hard to
be a rower herself.
In either capacity, she has
what it takes to excel and would
like nothing more than to again
represent the North-Central Re-
gion when the rowing events
come to Lake Scugog a year -and -
a -half from now.
Like many of her Durham
Rowing Club teammates, Ms.
Smith is determined and willing
.to pay the price-
Although the outdoor season
doesn't get under way until late
April, Ms. Smith and company

"Everyone's there because we
r love the sport," she explains. "We
have that in common."
It's a labour of love in fact.

the sheets.
f When the season is in full
swing, a typical weekday for Ms.
Smith sees her up at 5 a.m., at the
boat house before 6 a.m., on the
water for close to two hours, back
home for 8 a.m., off to school,
practising after school and work-
ing out in the cardio or weight
room in the evenings.
For weekend competitions, it
is not uncommon for Ms. Smith
to be up at 4 am. and serving as
coxswain for three or four differ-
ent races per day.
"It's not physically tiring so
much as mentally tiring," she ex-
plains. "By the end of the day I
just collapse.-
Ms.

.competing at the Canada Summer
Games this year, studying kinesi-
ology and continuing with rowing
at the University of Western On-
tario next year and, one day per-
haps, taking part in the Olympics.
Regardless of how it all plays
out, Ms. Smith hasn't at all re-
gretted the day she first picked up
an oar.
"It's helped me a lot at
school," she says. "I'm not so shy
as I used to be. It's really made
me a better person."
Shelley -Ann Brown of Picker-
ing hopes she is on the fast track
to the games.
An 18-vear-old OAC student
at Dunbarton High School, Ms.
Brown has an excellent chance of
stepping on the track at Oshawa's
Civic Complex for the 100 -metre
dash and 100 -metre hurdles two
summers hence.
It's hard to doubt Ms. Brown's
mental and physical toughness
when considering her perfor-
mance at the Ontario Federation
of Schools Athletic Association
(OFSAA) track and field champi-
onships last year.

Despite breaking her elbow
after tripping over an official, Ms.
Brown anchored Dunbwton's 4 x
week and works out for two to
three hours each time.
All the hard work will un-
doubtedly reap benefits, among
them, she hopes, participation in
the next Ontario Summer Games.
"I'm looking forward to it es-
pecially because it's in our own
backyard," she says.
Ms. Brown represented Cana-
da last summer, as a member of
the junior national team that com-
peted against Caribbean nations
in the Cayman Islands. She came
back with gold medals in the 100 -
metre dash and relay and a silver
in hurdles.
She will probably earn a
scholarship in the United States
next year and hopes to don the
Canadian colours again someday,
be it at the Olympics or else-
where.

moved to Pickering at eight and
started in track and field in Grade

Hundreds of acres of Durham farm-
land will continue to receive sludge
from Atlantic Packaging following a
two-year approval from the Ministry of
Environment (MOE).
After several extensions, the ministry
issued a Certificate of Approval (COA)
for the company's soil enrichment pro-
gram late last week. Included in the ap-
proval is a requirement that Atlantic
Packaging pay for and conduct a study,
under the eye of a steering committee, to
show the benefits of the program.
"'lite COA requires them to commit
to prepare the terms of reference within
one month of the issuance," says MOE
spokesman Karen Vaux. She says the re-
sults of the study will be reviewed at the
end of the two-year period and if no
benefit can be proven another approval
will not be given.
Under the Atlantic Packaging pro-
gram, sludge, a wet grey mixture made
up of 25 per cent paper fibres which are
too small to be recycled, 25 per cent
clay and 50 per cent water, is spread on
agricultural land. Approximately 700
tonnes of sludge a day is produced at the
company's Whitby and Scarborough
plants.
Over 8,000 acres at 115 different
sites receive the sludge at a rate of 30
wet tonnes per hectare. The material is
transported and spread by Courtice Auto
Wreckers, through a contract with the
company.

Packaging's general manager, says
"we've already sat down with the MOE,
OMAFRA (Ontario Ministry of Agri-
culture. Food and Rural Affairs) and
BUC (Biosolids Utilization Committee)
to discuss some issues"
The company has done previous
studies on the soil enrichment program,
which failed to conclusively show any
benefits, he says. Mr. Biernacki says this
is because there wasn't enough material
applied to the subject sites. To address
this, he says the study required as a con-
dition of the COA, will see 227 wet
tonnes spread on the study areas.
"There was no detrimental effects (in
the previous studies), but there wasn't
enough to show any benefits;' he says.
But despite the requirement for the
study, Don Whitcombe, chairman of the
Brock Land Stewards, says it's not
enough.
The group, which has opposed the
project citing unproven benefits and
possible detrimental health effects, says
"(the MOE) basically haven't controlled
them at all. They've left them wide open
to spread at will"
The group is also concerned with the
changes in some of the chemicals which
will not be tested for in the next round of
studies, including aluminum.

In addition to the study and restrict-
ing winter spreading, Atlantic Packag-
ing must reduce the length of time
sludge can be stored on farm fields by
two months, pay for the hiring of two
provincial officers to administer the pro-
gram, submit progress reports to the
ministry and must hold public meetings
to ensure public access to information
about the program.

Feds should put onus on offenders,
' not their parents
After months of hearings and debate
within the Liberal caucus and in Parlia-
ment, Justice Minister Anne McLellan
is set to deliver a new blueprint for deal-
ing with young offenders.
The new Youth Justice Criminal Act,
due to be introduced in the House of
Commons Thursday, will reportedly
offer a number of tough, radical changes
to the 15 -year-old Young Offenders Act.
Among the sensible ideas in the new
act will be the lowering of the age at
which an offender could face an adult
sentence for murder, attempted murder,
manslaughter or aggravated sexual as-
sault. The new age will be 14, lowered
from 16. As well, repeat offenders who
commit violent crimes could be tried in
adult court. Other measures which
would place :hc onus on the young of-
fender would see an increased role for
victims during sentencing. Victims, po-
lice and school officials will be able to
view records of youths whose names are
now protected by court order.
Where the act trips up is in its ex-
pected attack on the parents of young
offenders, in effect, painting them as the
real offenders and deserving of serious,
vindictive punishment.
In extreme cases, where a young of-
fender commits a serious offence after
being released into the care of his par-
ents, a parent could be sent to jail for up
to two years. Though it's rarely ever en-
forced, the current YOA allows for a
term of incarceration of a young offend-
er's parent of up to six months. The new
bill also would see legal bills of victims
paid for by the young offender's parent.
The thinking behind punishing par-
ents is wrongheaded. It moves away
from placing the responsibility for the
crime committed from the criminal, to
the criminal's caretaker. In most cases
where teens are repeat offenders the par-
enting role has already broken down.

by the parent. There are numerous abus-
es which could lead to a jail term for an
innocent person. In some cases, a vin-
dictive teen could deliberately commit a
crime with the intent that his parent
wind up in jail.
Making youths understand the nature
of their crimes and the consequences
they face is to be applauded. The gov-
ernment should stick to dealing with
young offenders and their victims and
leave parents out of the mix.

Parents' actions and words shape children's behaviour

joys skiing, gardening, decorating,
cooking and entertaining.
It seems that almost every news re-
port these days contains an item about
the behaviour and attitudes of kids.
Usually these reports involve crimes.
I always ask myself, "Where are the
parents of these kids?' Then 1 look
around, and I see the parents - working
hander at jobs, commuting longer dis-
tances to afford a nice home and cars. I
see you in the malls, video stores, su-
permarkets, looking tired, stressed out
and generally unhappy. Telling your
kids in exasperated tones to "be quiet",
"no you Can't have that", "get over
here", -we can't afford it," and some-
times hitting children or just ignoring
them. I see you at the hockey rinks,
soccer and baseball games yelling at
the officials that they don't know what
they're doing, and yelling at your kids
to work harder, then throwing up your
hands in disgust when they miss a shot.
You're rude to the cashiers, the ticket
.takers and each other.
Adults are supposed to set exam=
pies for our kids. How many of you
drive the proper speed limit? Look at
these examples of adult behaviour. A
young boy is driving with his grand-
parents, who ane explaining different

highway signs. When his grandmother
explains the speed limit is 90 kilome-
tres an hour, he asks, ''ben why is
grandpa doing 120?' At an inwrsec-
tion, adults dash across the street
against 'Don't Walk' signs. A mom
and dad with their two sons stop at the
corner and wait for the light to change.
Several adults in business attire cross at
the light. The youngest boy asks his
mom, "How carne we are waiting
when everyone else is going?" Then
there are the gestures you make at each
other, the rudeness, not waiting in line
for your turn to merge, honking angri-
ly. I can only imagine your behaviour
at home with your kids if you're acting
like this in public.
Who are the kids' role models
today? Whom do they look up to?
Mostly sports figures and rock stars.
They dress like them, want to have the
stuff they endorse. Then kids are ex-
posed to media reports about battles
pitting governments against parents,
English versus French speaking Cana-
dians, unions vs. business, pro -lifers
against abortion supporters. The list
goes on. Do you get angry about some
of these things? You can bet your kids
get angry and stressed because of this
stuff, too. They are taught to react to
situations by the environment they
grow up in and by the behaviour of the
adults around them. Childress are mir-
ror images of that environment and
their behaviour will reflect what is
going on around them.
There has been much discussion on
making theYoung Offenders Act much
tougher and trying kids under 18 as
adults. Why? Where are the parents?
Who is responsible for this child and
his thoughts, emotions and feelings?
They see adults breaking the law every
day; how will they have respect for the
law? How will they have respect at all?
Children are not born into this
world with poor attitudes, lack of intel-
ligence, behaviour problems. These are
learned responses. They have been
taught these things. It's time for adults
to take stock of ourselves. How do our
actions and words affect the kids who
are watching us? If you think what you
do or say won't matter, then you need
to educate yourself. We need to start
taking cane of our kids.

minority" cultures means that we
have to give up our Christian prac-
tices. I note too, from the same arti-
cle, that Scugog trustee Bobbie
Drew states, "We have to recognize
their (non-Christian) rights as
well I don't have a problem al-
lowing other cultures to practice i
their customs, but my Oxford Dic-
tionary definition of "tolerance"
contains not the slightest intimation
that an existing culture has to whit-
tle away its established culture and
practices to be tolerant. Surely
those citizens - "the silent majority"
- who wish to maintain their exist-
ing values and traditions have
rights as well!
Canada is still, at least nominal-
ly, Christian. Our founding Fathers
of Confederation were men of
Christian beliefs and adopted the
Biblical phrase (Psalm 72:8): "He
shall have Dominion from Sea to
Sea", which is inscribed on the por-
tals of our Parliament Building.
Further, the law of this country
grew out of British law, which to a
large extent was patterned after,
and influenced by, old Testament
law. These Judaeo-Christian values
are woven into the very fabric of
our nation! One can be excused for
wondering if it is just a coincidence
that the historically Christian foun-
dations of this nation - human
shortcomings acknowledged - have
played a role in making Canada
such a desirable place to live?

Atoms in Ontario semi-finals
PICKERING —The Pickering Pan-
thers Dalt's Honda-Scotiabank atom 'A'
rep hockey team has advanced to the
final four in its quest for an Ontario
championship.
The Pickering atoms began play
against Owen Sound in the OMHA
semi-final series.
The Panthers swept Port Perry in a
best -of -five series to make the final four
in the province. The playoffs started with
a group of 50 teams vying for the On-
tario title.
In game three of the series, the Pan-
thers held off a late surge by Pon Perry
for a 5-3 victory to complete the sweep.
After playing to a 1-I draw through the
opening period, the Pickering atoms
took control of the contest, connecting
for four goals in the middle frame. Two
early third -period goals by Port Perry
closed the gap, but Pickering held on for
the victory.
Leading the Panthers was Brian
Austin, who scored four consecutive
goals. Jeremy Whelan had the other
Pickering marker. Assisting were Jason
Krasnowski with three and Chris Rotolo
with two.

Panthers earned a 5-2 victory. Rotolo
and Scott Waters each scored a pair of
goals. Whelan added a single. Drawing
assists were Bryan Cruse, Derek Twilt,
Austin, Ryan Jackson, Kevin Hussey,
team captain Trevor Walsh and Kras-
nowski.
Pickering opened the series by
pounding Pon Peny 5-0. Walsh netted a
hat trick, Whelan and Waters connected
for one goal apiece. Assisting were Kras-
nowski, Walsh and Waters. Goalies Ryan
Boucher and Matt McCallum earned the
shutout.
The goaltending tandem of Boucher
and McCallum has been outstanding in
the playoffs, with a combined 1.60
goals -against average.
Other team members who played a
big role in the atoms' success to date are
Kory Young, Nick Hobson, Sean Quin-
lan, Callum Woods and Kevin Hucaluk.

PICKERING —The Pickering Boyer Ponti-
ac Panthers squandered a chance to take a stran-
glehold in its junior 'A' hockey playoff series
with the Oshawa Legionaires this weekend.
After taking the first two games at the Picker-
ing Recreation Complex on Thursday and Friday
nights, the Panthers fell short of the mark after
giving up two third -period leads in a 6-5 over-
time loss to the Legionaires at the Oshawa Civic
Auditorium Saturday night.
The fourth game in the best -of -seven OHA
Ontario Provincial Junior 'A' Hockey League
East Conference semi-final series goes in Os-
hawa tonight, Tuesday, March 9, at 7:30 p.m. The
fifth contest is also in Oshawa on Thursday at
7:30 p.m.
Pickering leads the playoff series two games
to one. Pickering won the first two games, open-
ing the series with a 5-4 win on Thursday and
taking game two 6-2 on Friday.
The Panthers held 4-3 and 5-4 leads in the
final frame of Saturday night's contest, with Os-
hawa able to come back with the equalizer on
each occasion. The Legionaires notched their
final goal at the 15:12 mark of the frame to send
the game into overtime. In extra time, Tom Kir-
ton scored just 1:35 into the stanza to give Os-
hawa the win.
It was the Panthers' inability to go for the
jugular in game three that was most disappoint-
ing for Panthers' head coach Rod McGillis.
"It's always tough to lose in overtime. They
played more desperate hockey than we did. We
didn't deserve to win that game. We've had our
fair share of breaks in overtime this year, so it
was our turn to have one of them go against us,"
says McGillis. "You have to give Oshawa full
credit for the win. They put six goals behind us.
We failed to maintain a lead and we failed to do
the things that we needed to do to win. We got
what we deserved:'
A breakdown in defensive zone coverage,
which led to the Oshawa's overtime marker after
a lackadaisical clearing attempt by Pickering for-
wards, is among the items that will have to be ad-
dressed prior to tonight's contest, says McGillis.
As well, the club will have to step up its intensi-
ty in the contest.
"We have to play with more enthusiasm, dis-
cipline, effort and grit if we want to win this se-
ries. We have to learn from our mistakes and
transfer that into a positive performance in game
four...
McGillis looks to tonight's game four in the
series as crucial to the Panthers.
"It's a pivotal game. Either we're going to be
tied up or we're going to be up 3-1. That's the re-
ality of it, so it's as big a game as it comes"
In Sunday's game, the Panthers got goals from
Luc Chiasson, Jeff Milroy, Marcel Rodman, Bill
Duncan and Toza Crnilovic. Drawing assists
were Oliver Lopez, Joel Johnston and Mike
Hanna each with two, Milroy, Chiasson, Ggorge
Trifon and Steve Farquharson, all with one.
The Panthers had little trouble putting away
the visiting Legionaires at the complex Friday
night. Pickering scored three times in the first
and third periods to sew up the victory.
Trifon, Milroy, Hanna, Chiasson, Brett
Macrury and Joel Johnston scored for the Pan-
thers Friday night. Adding assists were Rodman
with two, Lopez, Farquharson, Crnilovic, Jason
Lange, Sean McMorrow and Duncan all with
one.
Pickering goaltender Joel Cameron started
both Friday and Saturday nights.
