Good news, bad news for Pickering
Mild weather,
new problems ?

'PICKERING — Several
days of warmer weather have
brought some relief to belea-
guered staff at the Town works
department, who had been strug-
gling to clear the roads of snow
from a string of winter storms
that started early in the new year.
But, the balmy temperatures
threaten to bring on a whole new
set of problems.
"We've had to change our
plans from snow conditions and
cold to melting conditions." says
Town public works director
Richard Holborn.
One concern is a quick drop in
temperature now might turn
pools of water on some area
roads into skating rinks.
On Monday, the department
had large excavators and loaders
out finding the areas where melt-
ing snow was leading to ponding
of water, removing the snow and
clearing catch basins to allow the
water to drain away.
The good news is the warm
weather is makim, it easier to
clear all the snow that's accumu-

lated from the storms of the pre-
vious two weeks.
"The melting certainly helps
because there's less to load
away," says Mr. Holborn.
"Our main concern is to keep
the flooding under control."
However, he still expects the
clean-up from the snowstorms to
take about one month, because
snow is still piled up four to five
feet from curbs, and there are
plenty of 'cones' of snow at the
ends of cul-de-sacs to get rid of.
Borderline freezing tempera-
tures expected the rest of this
week may create additional prob-
lems, says Mr. Holborn.
"If you get freezing rain or a
flash freeze, all the roads get icy
all at one time and you can't be
everywhere all at the same time;'
he says.
To help deal with the current
situation. Pickering is requesting
able residents to shovel the snow
away from curbside catch basins
(storm sewer grates) in front of
their homes.
That should help prevent
flooding by allowing water from

Durham Region's finances rated A 1
Durham Region has retained its
triple-A credit rating so it can con-
tinue to borrow money at lower
cost.
The Canadian Bond Rating
Service confirmed the highest rat-
ing possible, Durham Council was
told Wednesday.

Durham's financial health is
strengthened by its low debt lev-
els, the report noted.
The triple-A credit rating gave
Durham Chairman Roger Ander-
son something to crow about.
"'That's more than they can say
about the Province or the City of
Toronto" which have lower rat-
ings.
Durham finance commissioner
Jim Clapp noted the rating is "sup-
ported by strong economic and fi-
nancial fundamentals including a
commitment to internal funding of
capital projects and a history of
prudent fiscal management."

As someone who's been in-
volved in miner hocke\ ti)r the past
28 years, Len Quigley has seen all
aspects of the spun — the g(xxl. the

But, he's emphatic that today's
minor hocke\ is less violent than it
once was.
"I think (violence) is on the de-
cline;' says Quigley, who has been
involved with the Pickering Hocke-,
Association (PHA) for 28 \cars, the
past 14 as president. A*vc seen
more (violence) in past years than
now. I think the referees keep con-
trol of the games a little better now.

He believes a greater emphasis
on the education of coaches, players
and game officials by the PHA and
the Ontano H(xxkev Association has
been responsible for the decline in
violence on the ice.
Quigley notes more organiza-
tions are screening their coaches.

"We're not taking dad and giving
him a job to help out. The creden-
tials have to be there and they have
to have a g(x)f track record in
coaching;' says Quigley• who be-
lieves better coaches are a key, to
eliminating overly physical play.
To foster better coaching, the
PHA has invested in the Mitron
System this year. The -series of
books provides bench bosses proper
Coaching techniques and imparts a
coaching philosophy based on fair
play and respect for opponents.
Quigley, like most people in
minor hockey, is most concerned
about hitting from behind. Hockey
Development Centre statistics indi-
cate that, of 1,639 injuries recorded
in Ontario minor and tier II junior
hockey in 1995-96, 129 were direct-
ly attributable to checking from be-
hind.
Tom Graham's involvement in
minor hockey dates back 29 years
and he shares Quigley's sentiment.
"I don't see a lot of violence in
thmor hockey," says Graham, Os-
hawa Minor Hockey Association
president, adding fighting is almost
a iron -issue at the kids' level.

The OMHA is currently investi-
gating putting STOP (Safety To-
ward Other Players) reminders on
the back of each player's jersey next
season. Quigley has a mixed opin-
ion as he believes that by the time a
player sees a stop sign on the back
of a jersey, it's already too late.
He thinks two- or three -game
suspensions would do a better job of
curbing checking from behind than
the major penalties now doled out.

our most Canadian of sports.

sociation. The OHA oversees tier II
junior hockey in the province, in-
cluding the Ontario Provincial Ju-
nior 'A' Hockey League, which is
home to the Ajax Axemen, Picker-
ing Panthers, Bowmanville Eagles
and Oshawa Legionaires junior
squads.
"Generally speaking, the game is
much cleaner now than it was in the
past," notes Ladds. "When I started
with the association back in 1975,
given what existed in the game then
and what it is today is like night and
day. In those days, incidents of
bench -clearing brawls and fighting
were much higher than they are
today.
'"There has-been public pressure
on the hockey establishment to
make sure the game got cleaned
up," says Ladds. "No one single
item has taken violence out of hock-
ey, but all of them (rule changes,
more suspensions and better educa-
tion) have contributed to the big pic-
ture like a large wheel:'
Dave Branch, commissioner of
the Ontario Hockey League, be-
lieves "tremendous strides have
been made in terms of removing
fighting," from hockey and he be-
lieves there's a "natural evolution"
towards the elimination of fighting.

"Fighting is down and the NHL has
played a strong leadership role in
that area and they have such a large
impact on all kids"
But fighting isn't the only violent
activity on the ice, agrees Branch,
who says the recent Canada -Czech
game at the Would Junior Hockey
Championship didn't include any
fights "but the stick work and the
kicking, really, really causes you to
have serious concems "
Ted Baker, the referee -in -chief
of the Ontario Hockey League

Kugel banned -for -life incident,
Baker indicates the OHL has a re-
sponsibility to ensure it's consistent
in its decision-making.
"You certainly can't overreact to
situations, but the fact it continued
to be played out in the media means
we have to be that much more con-
sistent and diligent in the discipline
we assess:' says Baker.
Among the rule changes to curb
hockey violence has been the fight -
and -you're -out rule which has
"helped tremendously" in [educing
brawling in tier U junior hockey,
says Ladds.
As well, meting out stiff suspen-
sions for players who join in fights
already under way has controlled
fisticuffs, says Ladds, although he
has no recent statistics to back up
his assertion.
Baker notes fighting in the OHL
this season has hovered near last
year'. average of 1.9 fights per
game and says hench-clearing
brawls which were not uncommon
in the league in the 197(% and into
the. 1981% have been "virtually elim-
inated from the game thanks to the
sanctions levied against the play-
ers
Most importantly, adds Ladds, is
the education of the plavers and
coaches of the league's suspension
policy. Prior to the beginning of the
season, a list of the various infrac-
tions and the penalties they cant' is
posted in large print in each of the
dressing rooms of all the teams gov-
emed by the league.
"Advance notice and education
have been the best prohibitives of
hockey violence;' he says. 1 think
our message is out there and every-
one understands it. But, there are
going to be individuals who go
against the grain and we have to
monitor them and do our best to
curb them"
Coaches of teams with unusually
high penalty minutes during the
course of a season could be brought
to a league disciplinary hearing at
the end of the campaign. Ladds says
the rule could potentially result in a
coach being suspended or removed
from his position. But, the rule has
only been in effect for the past year.
The OHA and, specifically, the
Ontario Provincial Junior 'A' Hock-
ey League, haven't been immune
from violence on ice. In December
of 1997, prior to a contest between
the Ajax Axemen and the Cobourg
Cougars, a pre -game brawl erupted
at the Cobourg Memonal Arena.
The fight sent Ajax forward Markus
Quinn to hospital with a severe
brain injury, ending a promising ca-
reer that would have led to a U.S.
scholarship the following season.
Ladds says the Ajax-Cobourg
debacle was the worst case of hock-
ey violence during his tenure as
OHA president. "I can't remember
a player being hurt to that degree as
a result of a fight"
In the aftermath of the incident,
the OHA implemented a new rule
under which linesmen are assigned
to be on the ice during the teams'
warm-up to prevent such a debacle
from occurring in the future.

While Branch feels violence in
hockey is "way down" over the past
20 years, he believes hockey offi-
cials mu -4 continue to address other
areas of the game, even those rooted
in clean play.
"We need to get a better sense to
improve the number of serious in-
juries in the game, particularly the
number of head injuries. There are a
lot of unanswered questions," says
Branch, who has also • coached
mirror hockey for about 25 years.
Branch is a firm believer coach-

PICKERING —A 16 -year-old girl
has been charged with stabbing her
mother in the back during a domestic al-
tercation in Pickering.
Durham Regional Police were called
to the Ajax and Pickering Health Centre
just before 4 p.m. Sunday after the vic-
tim, a 45 -year-old woman, arrived with
a minor knife wound to the back and a
number of abrasions.
She required a couple of stitches, po-
lice said.
The teenage daughter has been
charged with assault with a weapon and
possession of a dangerous weapon, and
was to appear yesterday in Oshawa
provincial court.
No further details were available.

to shovel a path to them if possi-
ble.
That will make the hydrants
easier to reach in case of fire,
when every second can count to
save a life.
Pickering is also reminding
homeowners that clearing the
snow from sidewalks in front of or
beside their homes is their respon-
sibility, and the sidewalks must be
cleared within 12 hours after a
snowfall.
As well, Pickering residents are
reminded not to park on the street
during snow clearing operations,
which is prohibited under a Town
bylaw.
The works department has had
to tow away well over 30 cars
since the beginning of the year to
clear the way for plows.

The notion that child pcxn can offer
some kind of relief to pedophiles is
wrong-headed as well. In case after case
where pedophiles have been con icted,

files. If the judge is right, why then arc
pedophiles taking action on their fan-
tasies instead of staying home and get-
ting the relief they need'?
The ruling has angered and upset
child -rights advocates from coast -lo -
coast. It must be appealed and over-
turned — for the sake of the children.
Fight growth that

I bought my first house in Pick-
ering in 198i and have watched
the town grow and change since.
While most of the changes are
positive, some I am disturbed by.
I recently drove past what used
to be a forest on the northeast cor-
ner of Whites Road and Finch Av-
enue. Most of the trees have been
leveled. While other communities
may choose to develop land in this
manner it leaves them resembling

Public_ Education. It's been the topic
of much discussion and discourse dur-
ing the last two years. All media have
moved the topic to the front of the
class.
Public education has come under a
relentless attack. The system has been
attacked, student achievement has
been ridiculed, teachers have been
chastised, school support staff have
been devalued and students have less
space than monkeys in a zoo. If you
were to believe all the rhetoric that op-
ponents suggest about public educa-
tion, then quite clearly the system has
failed, the teachers are slovenly and the
students are low achievers who lack
focus and direction.
But is this true?
Consider for a moment that public
schools do not select their students,
they set no admission criteria, they do
not discriminate. Public schools sim-
ply accept children, regardless of their
cultural background or their parents'
wealth. Essentially, if you can procre-
ate, then that offspring can obtain a
public education.
What's the point?
In an ideal world all children at -

tending school would be well rested
and nourished, they would be motivat-
ed and well behaved. Their homes
would contain computers and libraries.
The parents would be supportive of
both their children and the school.
They would send their children off to
school with love and encouragement.
These parents would also be good mo-
tivators and problem solvers who
would instill all the most desirable
virtues in their children.
All the children coming to school
would speak English, behave as they
should and be well adjusted. Their par-
ents would have exemplary parenting
skills. They would work closely with
the school and never support narrow
special-interest agendas. These same
parents would be wonderful role mod-
els for their children - kind, fair, neigh-
bourly and generally good citizens.
The point: Public education em-
braces all children who seek an educa-
tion and welcomes the parent.% of all
these children. If you consider the
magnitude of this challenge, can you
honestly say the public school system
deserves the negative label it has been
given? The obvious answer is no.
Public education is not without
flaws. It is, however, the hallmark of
any free and democratic society. One
of the distinguishing features of a pros-
perous and engaged society is the sta-
tus of its public education system. All
citizens deserve and must have equal
access to knowledge.
Public education that is supported
and not attacked, is nurtured, not de-
prived, is encouraged, not maligned
and is valued, not denigrated should be
the goal of all people and all govern-
ments. Those who advocate private
and charter schools with their narrow
and selective admission criteria over
public schools, which welcome all, are
merely selecting short-term and self-
serving goals over the long-term pros-
perity and success of our democratic
society. If public education can with-
stand the present onslaught, then we as
a society will flourish and prosper. If it
does not, a few will prosper for a short
time and then go the way of the di-
nosaur.

alize that progress is necessary

struction of this forest is unneces-
sary.
I feel there is a better way to 1
develop land, which gives more
consideration to consumer appeal,
aesthetics, land value and wildlife.
I cannot count the number of times
1 have heard people tell me how
hard it is to find a nice home on a
treed lot. In Burlington, a lovely
community very similar to Picker-
ing, developers there have provid-
ed just that. In several subdivi-
sions, homes have been built with-
in the trees, with clearance only
where necessary. Although this is
more difficult and costly to the de-
veloper• people are willing to pay
more for these homes. Not only
are these homes in high demand,
but the subdivision has a com-
pletely different character. A
change in the manner of develop- j
ment doesn't necessarily mean
less profit.
It also saddens me to think of
all the animals displaced by this
development at this time of year.
These creatures have prepared for
winter and the survivors will have
a difficult time establishing -them-
selves elsewhere. People do care
for local wildlife as is shown by
the wildlife sanctuary created by a
local resident. Is there not a better
way to deal with this dilemma of
developer vs. critter?
If each of us were to convey to
our local councillors the fact that
we care about how Pickering is de-
veloped and how that development
affects the local environment, per-
haps then some changes to plan-
ning could be incorporated The

In accordance with the Town's new Waste Management By-law a combined
maximum of six (6) receptacles or items of garbage will he permitted for
collection each week effective January 18. 1999. An approved receptacle
for this purpose must either he a heavy-duty plastic bag or a reusable can
that has two suitable handles and is not greater than eighty (80) centimetres
in height by fifty (50) centimetres in width or diameter. In all cases, each
receptacle shall not exceed twenty-three (23) kilograms with contents. All
loose collectible garbage must be combined within an approved receptacle.
It should also be noted that with the passing of the new by-law the source
separation of recyclable items and yard waste matenals is now compulsory.
Any garbage found containing either of these solid waste materials will he
tagged and left behind for compliance by the respective homeowner.
Please help the Town of Pickering reduce the amount of waste it
generates by supporting the implementation of this new by-law.

Pickering Panthers rebound to edge Eagles

PICKERING — The Pickering Boyer
Pontiac Panthers scratched and clawed their
way to an overtime victory over the Bow-
manville Eagles Sunday in a game that had
few dull moments.
The Panthers earned a 6-5 overtime win at
the Garnet B. Rickard Sports Complex in a
spirited effort Sunday night against the surg-
ing Bowmanville Eagles, winners of their
last six games in a row at home. The game -
winning marker came off the stick of George
Trifon into an empty net with 19 seconds re-
maining in the extra frame. Guaranteed a
point for an overtime loss, the Eagles decid-
ed put the sixth attacker on the ice to go for
broke as a win would have enhanced their
playoff hopes.
The win was the second of two OHA On-
tario Provincial Junior 'A' Hockey League
weekend victories for the Panthers. At the
Pickering Recreation Complex Friday night,
the Pickering juniors scored five unanswered
third -period goals to hand the visiting Os-
hawa Legionaires an 8-3 loss.
The victories put the Panthers (27-12 for
54 points) to first place to the league',, 13 -
team East Conference Pickering is one point
ahead of the second-pla:c Ircnion Ctin,- and
three in front of the
Muskie>.
In Sunday's game, the Panthers owned a
2-1 lead over Bowmanville through the
opening 20 minutes. Bowmanville knotted
the score before the second intermission. The
lead changed several times during a well -
played final frame. but Joel Johnston's goal
with just more than four minutes to go in the
period tied the contest and sent it into over-
time.
The Eagles had a chance to clinch the vic-
tory in overtime as a penalty shot was award-
ed to Eagles' Jason Churly with 47 seconds
remaining in the five-minute period. Howev-
er, Panthers' goaltender Joel Cameron turned
aside Churly's backhand shot.
The difference in Sundav's contest, notes
Panthers' head coach Rod McGillis, was the
goaltending of Eagles' starter Adam Munro,
an underage draft pick of the Ontario Hock-
ey Leagues Eric Otters. Munro was particu-
larly outstanding in the second period when
he stoned Pickering shooters, who outshot
Bowmanville by a lopsided 20-6 count in the
frame.
"He played very well and he certainly
gave Bowmanville a chance to win, ' says
McGillis.
But. while the Panthers were pushed to
the limit by the scrappy Eagles team, the

says McGillis. "It was an entertaining game,

for us to give up five goals, but it was nice to

Also scoring for the Panthers against
Bowmanville were Marcel Rodman with
two, Doug Carr and tanner Wcstfall with
one apiece. Assisting were Bill Duncan and
Toza Crnilovic each with two, Oliver Lopez,
Neil Raymond. Trifon and Rodman with one
apiece.
In Friday's game against Oshawa, the
score wasn't entirely indicative of the play as
the Panthers and Legionaires were knotted at
3-3 after 40 minutes of play. The Panthers,
however, took control of the contest in the
final frame. Luc Chiasson's goal, his second
of the night, at the six -minute mark on a hard
slapshot from the slot proved to be a game
winner.
The Chiasson-Trifon-Jeff Milroy forward
line was the deadliest offensive combination
for the Panthers against Oshawa. Along with
Chiasson's two goals and one assist, Trifon
collected a hat trick to go with two assists
and Milroy counted three assists.
Goaltender Cameron had a solid outing in
net, facing 31 shots in the contest and keep-
ing the Panthers in the contest for the first
two periods before they came out firing on
all cylinders in the final frame.
Also scoring for Pickering against Os-
hawa were Crnilovic, Rodman and T.J.
Kemp. Also assisting were Bill Duncan,
Jason Lange, Mike Hanna and Kevin Van-
dergeest.
The Panthers play a home -and -home se-
ries against the Port Hope Buzzards this
weekend, hosting the Buzzards at the Picker-
ing Recreation Complex on Friday night at
7:30 p.m., then travelling to Port Hope's Jack
Burger Recreation Complex for a Saturday
night tilt. The Panthers play at home on Sun-
day night in a re -scheduled game against the
Ajax Axemen. Game time is 8:30 p.m.
