struction of two new ele-
mentary schools In Picker

The Durham District
School Board approved

whools in Pickering and
Oshawa Monday as the
hoard prepares to begin
construction on facilities
included in the first phase
of its three-year accummo-
dauon plan.

open at the end of January.

thing about snowfalls is the potential
they offer for a big payoff in litiga-
tion. Those individuals — the rational
people among us — we will call them

They, who are insane, absolute
looney tunes, they see blizzards as
providers of conditions that are 'ideal
for skiing', 'perfect weather for to-
bogganing'.

We view Old Man Winter's every
blow as a major heart attack risk or at
the very least the precursor of a seri-
ous bout with hacking, wheezing
pneumonia.
They bundle up the whole family
— in sensible layers, of course —
head out in 'the great outdoors', smil-
ing from cheek to rosy cheek, to clear
out the elderly neighbour's driveway
before tackling their own. Three feet
of snow is "just a little dusting ... Oh
no, we couldn't accept money:'
We bundle up in flannel long
johns, beaver -lined mukluks, down -
filled mittens, full-length Michelin
Man coats and mink bank -robber bal-
aclavas to retrieve the newspaper from
the porch. Sometimes we venture as
far as the foot of the driveway to tan-
gle tuques with Plow Boy.
The rest of the time, we stay in-
doors, cursing our decision to buy a
house on the wrong side of the street
— the side with the sidewalk. We
wonder about the whereabouts of the
next-door teen whose basketball
keeps us awake at nights in less in-
clement weather — thump! thump!
thump! swish! We wait for a different
sound now — the peal of the doorbell
as that juvenile delinquent comes
bearing a shovel to dig us out. We
have our wallet handy, but there's no
sign of Junior Jump Shot.
He's probably one of them — out
schussing down the ski slopes,
moguling on some mountain, smiling
from cheek to rosy cheek.
We know what they're like, espe-
cially me. There's one of them in my
household — my hockey -playing,
fresh air -sucking, sleigh -loving wife.
She loves 'the great outdoors'. "I'll be
out in a second to help you shovel,
honey. Bundle up, ya little monkey."

pain) even after moderate exercise
(including walking quickly or lift-

glycerine, which relieves the chest
pain but causes headaches.
I remove what snow I can with a
snow blower which I purchased
some time ago, but 1 am unable to
move very deep snow or shovel the
heavy snow left across my drive by
the snow plows.
As health and age are not direct-
ly related. I find it difficult to un-
derstand why age is the only crite-
ria for assistance in snow removal.
At the same municipal officials are
telling residents it is their responsi-
bility to clear sidewalks, health of-
ficials are advising against shovel-
ing as people can have a heart at-
tack when there is a medical histo-
ry involved.

because it's all on contract.

Ms. Brown notes the budget for
snow removal wasn't increased
this year even though "it was twht

And. she adds, the hoard is

move snow out of school parking
lots which is "much more expen-
sive" than snow plowing. "There i,
a higher rate per hour for some of
the heavy equipment like the
front-end loaders used to remove
the snow.' she saj s.

and Pickering have found that the

are problems in Pickering where

"Sonic of these cul-de-sacs can't
handle more snow:' he explained.
So far this winter season, since
mid-November, Town road crews
have logged about 5,600 kilometres
of salting and sanding work, when
you consider each of Pickering's
400 kilometres of roads need to be
done in two passes — one in each
direction. They've also done about
5,600 km of plowing, according to
Mr. Holhorn.
Also since November but before
the snowfall expected yesterday,
Town roads have been sanded or
salted I I times, at a cost of atxut
$90,000 in materials.
They've been plowed seven
limes, including more than one
plowing after the bigger storms.
Mr. Holborn noted public works
crews have also been busy helping
Town parks staff clear sidewalks,
particularly on bridges over Hwy.
401 at Liverpool Road, Whites
Road and Rougemount Drive. After
the first major snowfall of the year
the weekend of Jan. 2-3, the. snow
reached the tops of the railings on
the bridges and pedestrians had to
walk on the road.
That storm cost the Town
$15,000 in overtime for its snow
crews, who are full-time Town em-
ployees who work on things such as
road repair and debris collection
when they're not doing winter con-
trol.
"By now we're probably
halfway through our overtime bud-
get (for 1999):" said Mr. Holborn.
Pickering usually budgets about
$60,(00 to cover snow -clearing
overtime costs, but he suggested
that amount might have to be ad-
justed this year. Approximately
$260,000 is normally allotted for
salt and sand.
While the public works depart-
ment is doing its best to cut costs,
said the director, when it snows the
streets have to be cleaned and the
money to do it has to be spent.
What he does have some control
over is making sure the department
is as prepared as possible, with its
vehicles in good working order,
plenty of salt and sand on hand, and
crews available to handle whatever
falls.
"Juggling the staff around is dif-
ficult;" he admitted. "You always
have to make sure you have fresh
troops that can come in for a 12 -
hour day if need be"
The department is e%en prepared
for the calls that will come in Crum
often -irate residents during and
after a storm, wanting their road
cleared or angry because a Town
truck has blocked their driveway
with a furrow of plowed snow. Staif
answering the phones have been
trained to he understanding and
tactful, and have dealt with well
over 1,000 calls since the new year.
According to Mr. Holborn, atx)ut 95
Per cent of the calls are complaints.

of them have been hung up on, all
have been veiled at"
But the folks handling the
phones are apparently better off
than these driving the plows.
