The Pickering-Ajax-Uxbridge MPP was one of four provincial politicians who travelled to Ger- many, Scotland and Ireland in the fall to study the electoral systems of those countries in order to give the Citizens Assembly on Electoral Reform more information as it ex- amines Ontario’s system. “I learned a ton out of it and I hope we provide some good ad- vice in the process,” Mr. Arthurs said recently. Those countries all use some form of proportional representa- tion. One of the things Mr. Arthurs took away from each place was the importance of local represen- tation. “That people do have an affinity for identifying with local represen- tatives, irrespective of the system they get elected,” he said. Another group of MPPs trav- elled to British Columbia. It held a referendum last year on adopting a system of PR. Mr. Arthurs said the citizens’ as- sembly, which is still in the pro- cess of being put together, could recommend a system for Ontario modelled on one of the systems studied, a variation of one of those systems or the status quo. Councillors were discussing the EA at the Feb. 6 council meeting as part of their input on the EA report released by ORC’s consul- tants at the beginning of January. People had until Feb. 9 to ask the minister of the environment for a bump up. The City had its own consultant -- Dillon Consulting Limited -- do a peer review of ORC’s report. Concerns identified through the peer review relate to alternatives to the land exchange and alternative methods of carrying out the land exchange. Coun. Brenner said there were also flaws with how the First Nations consultation went and because the Province has already decided some of the land would be devel- oped (the Ministry of Municipal Affairs has done a development plan for the area and designated where development should go). “In this case what the Province has done is had a predetermined process as they’d already determined what lands would be exchanged after the EA process,” he said. Ward 3 City Councillor David Pickles agreed the EA process was flawed because the two different undertakings -- of dispos- ing of land in one area and acquiring land in a separate area -- were tied together. The minister has 45 days after receiving a request for a bump up to either grant the request, deny it or send it to mediation. If Ontario changes from the current first- past-the-post system to a form of PR, it would mean a big change from what voters in Ontario are used to. “PR tends to create coalition govern- ments almost exclusively, rarely majority governments like we have,” he said. Proponents of PR say it would be more representative of the way people actually vote and could help increase the level of representation of women and visible mi- norities. The system adopted by Scotland address- es creating a gender balance by facilitating ways for mothers and family caregivers to participate effectively, such as by having on-site day care and a clear schedule for the legislature. “They facilitate an environment where it is a balanced model,” Mr. Arthurs said. Another candidate joins Pickering race A ‘predetermined’ process By Erin Hatfield Staff Writer DURHAM — Durham Emergency Medical Services is getting some unexpected new equipment. Both the Region of Dur- ham’s health and social ser- vices and the finance and administration committees have approved the purchase of some unbudgeted capital medical equipment, $489,960 worth that will be covered by the Ministry of Health. The financing will be provided by the Region with a 100-per cent reimbursement through the Health Ministry’s 2005-06 special grant fund. The grant is intended to improve patient care by up- grading and enhancing med- ical diagnostic and treatment equipment. “We have a plan to replace all equipment based on age and usage,” said Rick Arm- strong, director of the Re- gion’s EMS. The items were allotted to be in the Region’s 2007 bud- get, but when the opportu- nity arose to have the MOH foot the bill, the purchase date was moved up. The equipment includes 10 mobile transporters, need- ed to replace aged stretchers. Portable equipment bags, 132 in total, will replace those that have deteriorated be- cause they are a high-traffic item. Two new ambulances will enhance reliability and decrease maintenance costs, replacing older models. The ambulances, unequipped at purchase, each cost $104,065. Durham EMS is also buy- ing 36 ventilators to replace most of the primary ventila- tor units currently in use, and 40 stairchairs, replacing the basic stairchair models in all ambulances. There are several free services available for youth in the Ajax and Pickering area including the Job Connect and Youth Careers 2000 programs, as well as the Youth Foyer for youth who are looking for full-time employ- ment. As a part of those programs, youth work one-on-one with a qualified job skills specialists on things such as creating an appeal- ing resume, improving self-confi- dence, exploring career choices, learning to plan an organized job search, increased access to em- ployment opportunities and job placements, as well as how to have successful interviews. The services are offered to youth 16 to 30 years old. With the recent increase in youth violence, the YMCA wants youth to be aware social pro- grams are available to help them achieve their goals. It reports getting a job is a challenge faced by many young people as it can be harder for youth to convince employers to hire them for various reasons. Some of the barriers the YMCA lists for why it is harder to find employment is the a of expe- rience, incomplete education, inability to describe strengths, literacy concerns, or a criminal record. The benefits of having a job are more than just financial, youth can gain new skills, self-confi- dence, independence and matu- rity, the YMCA reports. Mr. Meagher explained a certain number of shelters are provided by advertising companies, while the Re- gion budgets to put some in them- selves. There are currently more than 300 shelters on the DRT routes, not includ- ing GO Transit shelters along Hwy. 2. The Volunteer Resource Centre for Durham, which has served thousands across this region over the years, closed its doors because it ran out of funding. Despite looking high and low for money, the centre was unable to secure the cash necessary to continue. And that’s not good for the many people who have been looked after through its good work. The centre was able to find volunteer placements for 1,000 students from 34 secondary schools. Those young people were connected with agencies that could use them. The students were able to get valuable hours to make up the 40 volunteer hours they require in order to get their second- ary school diplomas. And those who could make use of the students were easily able to get them through the volunteer resource centre. Now, that’s over. Some 1,400 volunteers in all were connected with agencies by the centre. But volunteers -- especially students looking for opportunities -- are now left to their own devices. That will only cause difficulties for everybody. The centre’s organizers did all they could to find funding. They went to the Region of Durham, tried various munici- palities, went to service clubs and made grant applications, but just couldn’t find the money needed to keep going. This was clearly a useful service for our region and it is one that deserves the chance to continue to operate in the future. The women who ran the centre are still hoping money will turn up and are asking anyone who would like to make a donation to call Nancy Burke at 905-436-2035 or e-mail nburke@volunteerdurham.org. Assessment of children was done in 1970s To the editor: Re: School board screens kindergarten, Jan. 13. The Durham District School Board is to be commended for becoming involved in the assessment of children entering school. It may be of interest to your readers that the Durham Re- gional Public Health Department, in 1970, under the leader- ship of then medical officer of health, Dr. C.C. Stewart, initi- ated an Early Childhood Screening Program, one of the first to be set up in the country, for assessment of children aged 2-5. In the following seven years, clinics were held throughout the Region and approximately 10,000 children were assessed by public health nurses and a physician, looking at develop- ment in the areas of fine and gross motor skills, language and speech, as well as testing vision and hearing. Unfortunately the program was halted in 1979-80 for lack of funds. Gillian E. But on summer afternoons when they were at work, he would drive his four- wheeler across the highway and through the field that bordered my house. My father had forbidden ATV treks; “I was a kid once and I know how kids act when they get showing off,” he said. But the buzz of the motorized bike coming across the field would drown out my father’s wise words. AT Ving is one of the country’s fastest growing sports with reason. It’s fun, gen- erates tourism and it’s useful at the farm or cottage. But they can be dangerous, even deadly. Region of Durham prevention staff have prepared a resolution, which was ac- cepted by the Health and Social Services Committee, and it will go to council for consideration. The resolution came out of a coalition of interested parties formed in late 2003. It urges the government of Ontario to strike a multi-stakeholder ATV task force to promote ATV safety and injury preven- tion, particularly in children. In 2004, the Canadian Pediatric So- ciety recommended children under 16 not operate ATVs because they lack the knowledge, physical size, strength, cogni- tive and motor skills to operate them. Let me attest to that and add that of all the startling statistics we hear about ATV injuries and deaths, they don’t include the close calls kids never tell their parents about. It is frightening to consider the close calls at the hand of an ATV in my younger years. Once while crossing the highway, me on the back of the machine, we hit uneven ground and I flew clear off. On another sunny day, riding around the woods we tried to climb a hill that was far too steep and the heavy vehicle toppled backward. My driver was able to jump out of the way and I was lucky to walk away. It wasn’t that ATVs weren’t fun; they were incredibly fun and exhilarating. The most common findings for Fibromyalgia (FM) are chronic pain, fatigue, pain to touch, sleep disorders and inability to handle stress. There is much similarity to Chronic Fatigue Syndrome (CFS), which as the name suggests has a greater degree of fatigue. The diagnostic criterion for FM is when 11 or more areas are found to be greatly tender to touch. It is unclear how these disorders begin and exactly what is the cause. There are no specific drugs that target the cause of this disease. An area in the brain called the limbic system regulates among other things body rhythms such as sleep/ wake cycle and tolerance to stress and pain. When this system does not function properly, the result is the plethora of symptoms found with what is termed FM or CFS. What can help? Nerves that lead to organs and muscles exit the spinal column between each vertebra. When vertebrae are misaligned they can put pressure on these nerves and cause interference to the nervous system: this is called a subluxation. This interference can also lead to imbalance in the central nervous system (the brain) through a process called deafferentation. About a year ago, her son Brendan Egan, now 10, came home with a less-than-stel- lar Grade 4 report. Instead of getting upset, his parents got him help. “He’s gone from struggling a bit in Grade 4 to doing re- ally well in Grade 5,” said Ms. Mills. The help they got Brendan was from Oxford Learning, where he now goes twice a week for an hour. Ms. Mills said Brendan currently has a series of strat- egies in place and logical steps to follow, which helps with his confidence in class. “It provides them with some structure for one thing,” she said. “I think kids need to have some sort of structure.” With local report cards coming out soon, Tom Hawks, director of Oxford Learning Pickering, has some tips for parents to decipher report cards and transform them into student success plans. Durham District School Board report cards for se- mestered secondary schools are being released from now until Feb. 16, and elementary students get theirs in March, as do Durham Catholic Dis- trict School Board students. “The message to parents would be take a breath,” said Mr. Hawks. When parents see a report card they’re not pleased with, they may be shocked and re- spond negatively instead of focusing on the positive, he said. Parents should instead use the report as a spring board to go forward and try to inspire beneficial actions and movements. To day, a ‘B’ grade is con- sidered average, said Mr. Hawks. He added parents should be really concerned with a D because “D is for difficult. “If you’re not meeting the standard this year, you’re not going to be really ready for next year.” Some advice for parents is to compare their child’s mark with the class average and expectation. Along with look- ing at the marks of core sub- jects, also pay close attention to learning skills, he said. Mr. Hawk said the learn- ing skills will explain why a student hasn’t done well and can help parents see how they can help. In the com- ment section of the report card, highlight some sugges- tions to use in developing the student success plan, he said. Students and parents can work together to under- stand report cards, discuss how they can be improved and set goals to work on to- gether. Mr. Hawks suggested planning for three goals at a time to avoid making the stu- dent feel overwhelmed and setting strategies for how to achieve them. Plans should be achiev- able, believable and measur- able, he added. The plan should be written and placed where the stu- dent will see it often and be reminded of their goals. Originally titled “Negro History Week” and celebrated during the second week of February, the celebration soon turned into a month-long event. Dr. Woodson himself is a fi gure of prominence in black American history. Born to former slaves in the hills of Kentucky, Dr. Woodson eventually earned a Ph.D. from Harvard University, despite not having begun high school until he was 20 years old. Dr. Woodson started Black History Month after discovering that the history of blacks in America had failed to make its way into American history books. He originally chose the second week of February because that week marks the birthdays of Frederick Douglass and President Abraham Lincoln. Interestingly enough, February has become a month that has featured many landmark events in black history, including the formation of the NAACP and the assassination of Malcolm X by three members of the Nation of Islam. Many other events were organized such as lectures, symposiums, and exhibitions in order to have a better understanding of the African experience throughout the year and give a more objective balance in world history. With such a daunting approach, it took many years to see any semblance of positive change. On a sweltering afternoon in August 1963, Dr. Martin Luther King the Civil rights leader gave his famous speech, “I have dream.” “I have a dream that one day blacks and whites, Jews and gentiles will come together in the spirit of brotherhood.” His legacy was freedom and justice for all. Over the years African Americans and Canadians and other people of African descent have overcame obstacles, barriers and prejudices. Today we feel justly proud of our many accomplishments. This is evident in every aspect of society. Politics, business, sports and movies are just some of the many areas that we have excelled. Today, this national and international observance has been expanded to encompass the entire month of February. To maintain it, you need to care for it properly. Here are some tips on how to keep your jewelry looking like new. Diamonds are popular, and even though they are one of the hardest materi- als around, they still need regular maintenance. In order for a diamond to shine, the maximum amount of light possible needs to enter the stone and be refl ected. Residue from lotions, soaps and powders and natural skin oils can dull the surface of a diamond and reduce its brilliance. To keep your diamonds shiny and looking their best, clean them regularly with a commercial cleaner, a mix of am- monia and water, or a mild detergent. Just dip the piece in the solution and use a soft brush to get rid of any dirt in the setting. Don’t wear your diamonds when doing rough work. You could chip them. Don’t expose your diamonds to chlorine or house- hold cleaners. Th e products could damage the setting. Don’t mix your diamonds with other jewelry. Th e diamonds could scratch it. Store your diamonds in a box with divided compart- ments or a fabric-lined jewelry box. Have them cleaned and checked once a year by a professional. Whether a grade or a fi nish covered with a shiny coat of rhodium, silver can tarnish. To prevent this from hap- pening, clean your silver jewelry regularly and store it in a cloth pouch or a plastic bag. You may use a silver clean cloth available at most jewellry stores or a fl annel or cotton t-shirt and some lukewarm, soapy water. Don’t use tissue, which can scratch silver, and make sure you dry your silver completely before storing it. Silver is very pliable, so when polishing it, rub against it. Don’t pull. If you see any tarnish, use a mild tarnish remover made specifi cally for silver. Don’t expose your silver to chlorine or soak it un- less you are using tarnish remover. Gold is designed to last a long time, but like all other jewellry, it requires proper care. Clean your gold jewellry regularly with an ultrasonic cleaner. Rinse, dry and polish it with a soft cloth. Store your gold in a soft cloth away from dust, makeup, moisture and perspiration, and inspect it often for damage. Take it to a jeweller for repair. Don’t expose your gold to chlorine. It can weaken the structure. More delicate than other gemstones, pearls require special care. Don’t clean them with an ultrasonic cleaner. Instead, wipe them off with a soft, damp cloth and wash them occasionally in mild soap. Store pearls in a soft pouch away from other jewellry. Body oils can damage silk or nylon thread easily, so if you have any pearl necklaces, have them restrung once a year with a knot between each pearl so if the string breaks, your pearls won’t get lost. If you do not feel comfortable cleaning your jewellry yourself, take it to a jeweller and have it done by a professional. Remem- ber, fi ne jewelry is an investment. You want it to last a while, so take care of it properly. With the right care, your diamond wed- ding ring or strand of pearls could become a family heirloom. Finding just the right fl orist takes some time and eff ort. Here are some tips. Yo u should start looking for a fl orist approximately a year be- fore the wedding, especially if the date of your wedding happens to fall during the busy season from May until August or around holidays like Mother’s Day or Valentine’s Day. Check with the site where you are having the reception to see if they have any recom- mendations. Ask friends and family. Compose a list of fi ve fl orists. Arrange to meet with all of them and bring the groom along. When you arrive at each fl orist’s shop, take a look around. Are the employees friendly? Is the shop clean? Are the fl owers fresh? Bring a fabric sample of your dress and the bridesmaid’s dresses, photos of the ceremony and reception areas, and a list of your fa- vorite fl owers and any fl owers you don’t want included. Be upfront about your budget and describe in detail everything about your wedding from your colours and style to the number of people in the wedding party. Ask to see a portfolio of the fl orist’s work. Find out if they rent any kind of accessories such as runners and cande- labras and get a cost estimate. Ask about delivery times, methods of payment and cancellation policies. Most fl orists require a 50 per cent deposit upfront and the remaining balance two weeks prior to the wedding. After meeting with each fl orist, make a list of pros and cons. Compare the lists and make a decision. Contact the fl orist you have chosen and ask them to draw up a contract. Don’t sign on the dot- ted line until you have read the contract and made sure that it lists everything the fl orist will be providing. Th e honeymoon. By setting up ev- erything in advance, you won’t fi nd yourself stuck out in the middle of nowhere in the most unromantic spot in the world. As with planning a wedding, there is a timeline for planning a honeymoon. It generally goes like this: Six to Eight Months in Advance • Determine the type of honeymoon you would like to have. • Begin investigating possible destinations. • Set a budget. Figure in diff erent expenses such as plane tickets, meals, car rental, taxes and gifts. • Find a travel agent who specializes in the type of honey- moon you want to take. • Check out your frequent fl yer miles. Fo ur to Six Months in Advance • Book your tickets. Ask about special honeymoon dis- counts or packages. Get confi rmation numbers. • Reserve your hotel room. A honeymoon timeline Pickering men making a name for themselves on the soccer pitch By Tim Munro Special to the News Advertiser PICKERING — Many parents would count themselves lucky to have one sports star in the family. JoAnne and Frank Jonke are hav- ing double the fun. The younger Frank Jonke, 21, and his 19-year-old brother John are both star players for the Uni- versity of Louisville’s men’s soccer team. Frank plays forward, while John plays back. From a young age, both of the Jonke brothers showed talent. “There was an article in the News Advertiser when Frank was six, jokingly saying he was going to be the Wayne Gretzky of soccer,” recalls JoAnne Jonke. “I remember Frank saying, ‘I can’t be Wayne Gretzky -– I play soccer’!” John would soon join his broth- er on the field, and quickly estab- lished himself as a talented player in his own right. The Pickering boys would even- tually play together on the St. Mary Catholic Secondary School team. Frank established himself as a top scorer at St. Mary, while John helped lead the team to a regional championship in 2004. Frank and John also both played for the under-19 Toronto Lynx, with John helping the team to a Heartland Division championship in 2004, and to the Dallas Cup finals in 2005. John has competed in Niger and Mexico with the Canadian Nation- al U20 team. During his first year of post-sec- ondary school at Notre Dame Col- lege, Frank was voted newcomer of the year by his teammates. He transferred to Louisville the next year. “Louisville is a lot bigger than Notre Dame,” says Frank. “There’s a lot more people –- it’s a very dif- ferent place.” With Frank and John now together at Louisville, the brothers share a close bond, hanging out together regularly. “My bro and I are always in the same place,” says John. “I find it very unique to have my brother here with me at this great school, and that’s another reason why I love being here at Louisville.” “We work together on every- thing,” adds Frank. “There’s no ri- valry.” Both Frank and John acknowl- edge the Louisville team takes a more serious and disciplined ap- proach to playing the game than they were used to. “It is very different from playing back home,” says John. “The game is much faster and way more phys- ical.” Frank says the six-days-a-week practices keep his mind on the game. “When (the coaches) want to focus on something, they focus,” he says. With their children playing to- gether at Louisville, JoAnne and Frank try to make it to every home game they can. “My husband will drive any- where to see them, to give them support,” says JoAnne. “They never get tired of seeing you there.” JoAnne remembers with pride the first time she and Frank saw their sons playing together at Lou- isville. “To see their first game was an honour both my husband Frank and I wouldn’t have missed for the world,” she says. “When they were introduced it was such a proud moment for us as parents. All the practices and games throughout the years were worth it just to see them together in the starting lineup.” While JoAnne often misses her sons, her husband admits, tongue in cheek, that it’s nice to know where his car is all the time, and that his radio stations will stay pro- grammed where he left them. Frank plans to attempt a career as a professional soccer player, most likely on a team overseas, while John is focusing on the up- coming U20 World Cup in Canada in 2007. Instead of becoming competitive rivals, the brothers are a team in their own right, helping each other in the faster-paced and more physical game south of the border. DURHAM — Seeing as they trav- elled all the way to the nation’s capital for a hockey tournament, the Durham West Lightning ban- tam ‘B’ team figured it might as well win it. And, not only did they win the Nepean Girls’ Hockey Tournament, the Lightning did it in nail-biting fashion. Facing the Mississauga Chiefs in the final, the two teams finished regulation time knotted 1-1. A five- minute 4-on-4 overtime period and then a five minute 3-on-3 session didn’t solve matters, so it was off to a shootout. After five shooters, each team had scored once, with Layne Farrell netting the Durham West marker. This meant a sudden- death shootout and the eventually winner was scored by Rachel Bois. Amy Murphy was outstanding in net, stopping eight of nine shoot- ers. The girls came out flying in the tournament, shutting out the Ne- pean Wildcats 4-0 on Feb. 3. That was followed on Saturday with a 4-2 win over the Barrie Sharks, fol- lowed by a 4-0 victory over the South Dundas Hawks. The perfect round-robin record moved Durham West into a semifi- nal tilt with the Clarington Flames. The Lightning not only doused the Flames with stifling defence, but the offence was in high gear in a 6-1 win. Lindsay Arathoon and Murphy were stellar between the pipes throughout the tourney, while the defence of Bois, Caitlyn D’Souza, Jennifer Grant, Jennifer Grieves, Meagan Harrison and Brooke Perry kept their opponents’ at bay. Gordon Loudfoot, long time resident of Ajax, will be 80 years old on February 12, 2006. His family would like to extend a public tribute to a man that has led a very active and interested life. Gord was born and raised in North Battlefield, Saskatch- ewan, in 1926. His early life was spent riding horses, hunt- ing, fishing and helping on the family farm. His family later moved to the Whitby and, lat- er, Ajax area where he enlisted in the Argyle and Su- therland Light Infantry and help in the liberation of Holland in 1944-45. Upon return to Canada, Gord began an interested variety of jobs from working in General Motors, to helping to complete both Darlington and Pickering Nuclear Plants, to working as Ajax's Town Carpen- ter. Along the way, Gord has owned several of his own businesses, such as a T.V. aerial installation company, a pallet company and his own home reno- vation business. In 1954, Gord married Marguerite Raven and later raised two children, Michael and Sandra, in Ajax. Since then, their home in Ajax has been a hive of fun and life, raising their own children, and later, visiting and babysitting their seven grandchildren. Between trips to Florida, helping with house repairs at his children's homes, golfing with his bud- dies and hunting and fishing across much of Ontario, Gord has remained happy and healthy. So if you see Gord in your travels, wish him the best at his 80th milestone. Thanks for your help and love, Dad. Thermostat: A part in cooling system, (like a gate) that is a responsible for keeping the engine running at NTP. When starting a cold engine, the thermostat will be closed. Coolant circulation to the radiator is prohibited. As the engine heats up, temperature rises. As it reaches a preset value, the thermostat will start to open and let the coolant circulate to the radiator where it cools off, preventing overheating. Simple!!! A matter of fact is thermostats have a certain life time span. As they malfunction, they may open too soon and wider, resulting in a longer warm up time and not reaching NTP, or too late and narrow, resulting in overheating. In older carbureted vehicles, cold started engines needing more gas to perform, before reaching NTP is achieved by closing the air passage to the intake manifold by means of the choke. The thermostat was still needed to regulate NTP. If the choke sticks closed or partially closed, after the engine warms up, the engine will be sucking way more gas than it should. As a result, not all gas will be burned and combustion will be incomplete. Incomplete combustion produces lots of harmful emissions. Modern vehicles use electronic fuel in- jection to control emissions ad maximize power, through the use of computers (ECM) and differ- ent sensors and actuators. Depending on the in- formation the ECM receives, it processes certain orders to be executed by different actuators. One of the very important inputs to the ECM is the engine temperature. ECM sees a colder than NTP engine and will order a richer mixture, resulting in more gas consumption and higher emissions levels. We promise you the following: 1. Every time we repair your vehicle, we will test it out to make certain it is ok. 4. We’ll follow up a few days later to make sure you’re satisfi ed. 5.
