Members of council were not aware he attended the event until it was pub- lished in a Toronto newspaper two weeks ago. “(There was) no reason to make anyone aware at the time, it was just yet another event, another opportu- nity,” he said. “I was just continuing to do my job as the mayor, which was to continue to put forward the City’s posi- tion on an issue at every opportunity made available.” The issue in question was the Prov- ince’s refusal to consider the City’s growth management study as it un- dertook a development plan for Seaton and the Duffins Rouge Agricultural Preserve under the Ontario Planning and Development Act. The Province said no urban development would take place in the preserve while the City’s plan called for development in both provincially-owned Seaton and the southern portion of the preserve. Amendments to eligible expenses would not increase stipend By Mike Ruta Staff Writer DURHAM — The former chairman of Durham’s public school board says she will not support a plan to expand how trustees can spend their salaries if it includes babysitting or day care. An ad hoc committee of the Dur- ham District School Board, chaired by Pickering Trustee Sherry Croteau, rec- ommends that trustees be allowed to claim “childminding expenses.” Other proposed additions include laptop computers and communication de- vices such as Blackberries and Palm Pilots. In addition to childminding, under the heading personal develop- ment are listed “e ducational op- portunities that relate specifi- cally to the role of trustee” and “d evelopment conference ex- penses,” both of which would have to be pre- approved in ad- vance through the board chairperson. “There is no new money in the ex- pense budget, not a dollar, not one single dollar,” Trustee Croteau clarified in an interview. She says the policy as it stands is very general, and as a result the board chairperson is often called upon to make a judgement call on expense claims. The proposed amendments would specifically set out what could be claimed, says Trustee Croteau. Whitby Trustee Elizabeth Roy said the list of eligible expenses would grow if the policy is approved. “I take issue with childminding ex- penses,” she said. “I don’t think we should be putting on the taxpayer to pay for my children.” Trustee Roy said she is against the idea even though two of her three chil- dren would qualify. “You get a job, you get day care,” she said in an interview. “You don’t ask your company to pay for it.” Trustee Roy suggested that if the amended policy passes, trustees would use the whole amount they are permit- ted to spend, asking, “How far are we going to go?” Trustees can claim up to $5,000 in expenses per year, while the board chairperson and vice-chairperson can claim $10,000 and $9,000, respective- ly. Trustee Croteau noted that the rec- ommendations are a notice of motion that trustees would debate and likely vote upon at the April 18 board meet- ing. An Ontario College of Teachers’ disci- plinary panel on Monday issued the de- cision regarding educator David Bruce Field. However in an agreed statement of facts, the OCT panel and Mr. Field determined that his patting of female students’ buttocks at Claremont Public School during the 1987-88 school year was intended “to be a gesture of en- couragement and/or warmth towards his students and the touching was not intended to harm or cause discomfort, nor was the touching for sexual fulfill- ment or personal gratification.” The decision ends an almost-17-year process that began when Mr. Field was charged with sexual assault and sexual interference involving three of his Grade 1/2 students at the north Pickering school. “He’s free to return to work,” says Lois Browne, an OCT spokeswoman. “And in fact, I believe he has been an (OCT member) in good standing all along. But with this in front of him, the school board I guess decided not to bring him back.” Mr. Field taught at the Renfrew County District School Board from 1991 to 2002, when he again was charged in relation to Claremont Public School students. Eventually, the charges were either dis- missed, stayed or withdrawn. The new assets are justified by Durham’s increasing pop- ulation and growing number of ambulance calls, the bud- get said. Call volumes have increased 66 per cent since 1999 and are expected to keep climbing. In 2004, ambulanc- es responded to 60,000 calls; in 2005, that’s expected to hit 68,000. And the cost for EMS ser- vices, such as police, continues to rise. One paramedic costs $53.75 an hour. One ambu- lance costs $96.84 an hour. An average call costs $341. In response, the department is hiring 12 new full-time para- medics and converting a fire hall in Courtice to an ambu- lance station, which will give “24-hour, 365-day coverage,” said Richard Armstrong, direc- tor of EMS. The final phase of the new ambulance station in Pickering will be complete this year, at a total cost of more than $2.5 mil- lion. A new station in south Os- hawa should also be complete this year, at a $400,000 price tag in 2005. The two existing stations have been called substandard by Mr. Armstrong, who said he hopes staff can move in early 2006. Despite the new building construction, $38,500 in up- grades — such as a new heater in south Oshawa — have to be made to existing facilities to keep up with occupational health and safety standards, Mr. Armstrong said. Six new ambulances are slated to be purchased, at a $555,500 cost. Two rapid-re- sponse and one management vehicle will also be added, at $150,000. Other purchases include 20 defibrillators ($600,000), global positioning systems for all vehi- cles ($200,000, minus $100,000 from the Province), computer replacements and upgrades ($60,000). Staff wages and benefits will cost $16.8 million in 2005. The EMS gross budget is $25.3 million, but is brought down by special-event revenue and subsidies from the Prov- ince. Nearly 3,000 employees and trades are installing 2.9 million individual parts, have laid 200 km of new electrical cable and 26 km of new pipe, and gener- ated more than one million pages of installation records. It has been one of the largest – and most complex – construction projects in the province. Mayor Ryan said he attended the event in the hopes of speaking, yet again, with Premier Dalton McGuinty about Pickering’s position. “I spoke very briefly with Minister Sorbara and with the premier — it wasn’t the first time I had broached this topic with them, I take every op- portunity possible to put forward our position — and reiterated, hopefully in a more effective way than the times before, our position,” he said. He said he was essentially told, “we’ll take it under advisement,” which he had heard before. Mayor Ryan was asked if he would change his actions if he could go back. “I would do exactly the same thing that I have,” he said. “The only thing that has changed in the last week and a half is party politics at Queen’s Park that someone locally is trying to take advantage of.” This issue arose when Woodbridge- based developer Silvio De Gasperis made public a letter he wrote to Mr. McGuinty outlining promises made to him at the May 14 dinner. Mr. De Gasperis, who owns 2,500 acres in the preserve, said Mr. Mc- Guinty promised him the decision as to whether or not the preserve would be included in the greenbelt would be left up to Burlington Mayor Rob Ma- cIssac (chairman of the greenbelt task force). Mr. De Gasperis said that was not what ended up happening and so went public about the dinner and the promises. Mayor Ryan said he was not privy to the discussion at the dinner between Mr. De Gasperis and Mr. McGuinty, but the City had been kept up-to-date on his dealings with the provincial government. “Mr. De Gasperis over the course of the summer has repeatedly stated he had specific conversations with vari- ous people within the McGuinty gov- ernment and felt he had been given some positive direction... He’s been making us aware of that,” Mayor Ryan said. He could not be reached for comment Tuesday. The statement of facts notes that Mr. Field, apart from the school year in ques- tion, “has never been the subject of an oral or written complaint and/or dis- ciplined for inappropriate touching or sexual misconduct.” Mr. Field and the OCT agreed that his penalty is to include taking a course “in appropriate boundaries for physical contact with primary aged children.” Stephanie Giesebrecht, the Renfrew board’s executive assistant in the educa- tion director’s office, confirmed Mr. Field is a board employee, but “he doesn’t have an assignment in a school.” She could not say if he would be teaching for the board again. Mr. Field was found guilty of three sex- ual assault counts in 1989, but a new trial was ordered after Mr. Field appealed the conviction, which was overturned. The charges against him were withdrawn in 1991, and he returned to the Durham board as an occasional teacher. That fall he was hired by the Renfrew board. In 2002, Mr. Field was charged with sexual assault and sexual interference involving nine students from the same Claremont Public School class. Charges relating to six of the students were dismissed the following year, while charges involving three other students were stayed. PICKERING — The Bay Ridges Branch of the Royal Canadian Legion is celebrating Easter in Pickering with a parade March 26. This is the second year the legion has held the event. “We are excited about this year’s pa- rade,” said Myrna Picotte, a member of Branch 606’s Ladies’ Auxiliary. Several family friendly activities are planned, starting with the parade at 10 a.m., which is followed by a free lunch and children’s activities at the legion. “We’re asking all families to come out and bring the kids and enjoy a fun day,” Ms. Picotte said. “Kids, you can have a great opportunity to meet the Easter bunny and then hunt for eggs.” Children are also invited to decorate their bike, wagon or doll carriage and join in the parade; there are going to be prizes. The parade is to feature floats, clowns and various bands, including a pipe and cadet band. A special addition this year are veterans from Sunnybrook Hospital who will be part of the parade. “We’re so glad to be having the Sun- nybrook vets,” Ms. Picotte said, adding information is going to be given out on the year of the veteran. Legion members have been planning the event, which has grown from last year, for six months. The news that Mayor Ryan had attend- ed an intimate $10,000 a plate dinner at the home of Edward Sorbara, brother of Ontario Finance Minister Greg Sorbara, broke just as he was scheduled to leave on a holiday in the Caribbean with his wife. He never told council he had attended the dinner and didn’t have an opportu- nity to answer questions before leaving on vacation. “I don’t tell council about all the work I do on a day-to-day basis,” he said at Monday’s council meeting. “I would tell council if there was a decision or a com- mitment made.” Mayor Ryan said he went in an effort to speak with Premier Dalton McGuinty about planning in Seaton and the Duf- fins Rouge Agricultural Preserve in Pick- ering. He was invited by the fundraising arm of the Liberal party and did not have to pay the $10,000. “I chose to be there because I take every opportunity I can to put forward the policies and agendas of the City of Pickering and I did that,” he said. “My intent was to have the government of the day give full consideration to the City’s growth management study.” Two weeks ago, Ward 2 City Council- lor Doug Dickerson wrote a letter to Mr. McGuinty asking for the dinner guest list to be disclosed, as well as any discussion about land in Pickering. A special council meeting was held March 11 (the mayor did not attend) where council discussed the issue and a motion was passed asking for similar disclosure. Coun. Dickerson had a list of ques- tions ready Monday. He wondered why Mayor Ryan didn’t let council know he attended the dinner when Coun. Dickerson first brought up the issue March 7. “Of all the hundreds of Liberal candi- dates in 1999 and the 2003 election, was it just the luck of the draw that the name Dave Ryan came out?” Coun. Dickerson asked. Mayor Ryan addressed some of the questions and concerns. “I could speculate (I was invited) be- cause I have good contacts; that I have been working hard for the City of Picker- ing,” he said. “I could speculate that there is division in the party about the way the Province has treated Pickering and they wanted us to have a fair chance.” Other councillors spoke and ex- pressed concern with the dinner, but not with Mayor Ryan’s attendance. “I have absolutely no problem with our mayor meeting with the premier or a minister because that is your job,” said Ward 1 City Councillor Kevin Ashe. “It is not a problem that our mayor is there but that it was a $10,000 entry to dinner to talk about public policy, I think that is the crisis and the scandal here.” He urged Mayor Ryan to use his con- tacts to get the premier to respond to the City’s request. Officers were called to the Picker- ing Recreation Complex around 4 p.m. for a report of a suspicious male, after children reported seeing a man with a video camera. Police say several children, all under 12, were in a family change room when they noticed a video camera being pointed at them from under a stall door. The children screamed and a man left the change room in a rush, po- lice said. None of the children was harmed during the incident, police said. The suspect is described as a white man in his mid 30s with a slim build. He wore an earring and is clean- shaven with a pale complexion and brown eyes. The suspect was wearing black swim trunks, police said. The glory of spring means goodbye to the backyard rink I t’s Easter, a time when we celebrate resurrection, re- newal, a return to life after the dormancy of winter. But I find I am fixated on death, the death of my shinny rink, to be specific. Before you label me a her- etic or blasphemer, know that I am not speaking lightly of this; I have seen miracles occur on this ice. Real miracles. I have seen neighbours and friends come together selfless- ly and with joy to put together something they believe will make their town a nicer place. I have seen sullen, misan- thropic teenagers transformed into funny, interesting, kind people on this ice. I have seen worry-laden, grim adults resurrected as laughing, playful, rosy-cheeked idiots. I have seen confidence, cour- age and self-esteem bloom on this ice. Likewise have I seen the mighty and the proud laid low on its surface, courtesy of a well-placed trip or hip check. And I have personally learned so much from this rink. I have learned that 150 feet of hose is not enough for a 200- foot rink. I have learned that you need to turn the water off before you unscrew the nozzle. I have learned that he who floods against the wind is soon turned into a Popsicle. I have learned that the num- ber of children around to help shovel is inversely proportion- al to the amount of snow that must be cleared. I have learned that when my wife says she’s going to “flood my rink” for me, I can get just as excited as if it actually were a sexual metaphor. I have learned that sunrise and sunset are not only the best times to flood a rink but that the winter sky at those times of day will take your breath away and fill your soul to overflowing. And I have learned that that snotty-nosed kid who is fol- lowing you around the ice talk- ing your ear off while you are trying to flood, will, if you lis- ten long enough and carefully enough, tell you wonderful, important secrets about life and why we are all here. He will remind you of the child you once were and he will bless you with perspective, and probably a cold. All of this and more from a 40-by-80-foot sheet of ice. Pretty good bang for your buck. Is it any wonder then, that I am having a hard time watching it die? I know that it will, God and climate willing, enjoy it’s own chilly resurrection come next winter, but that seems a long way off right now. And I wonder what I am going to do in the meantime. Where I am going to go for my inspiration? How am I to get my sun- set and sunrise hits of spiri- tual revelation, my lessons on child-like perspective? And most important of all, I wonder what the hell am I going to do with a hundred and fifty feet of hose? Neil Crone, comic-actor- writer, saves some of his best lines for his columns. Lowering voting age does little to address democratic deficit To the editor: Ajax-Pickering MP Mark Holland’s campaign to reduce the voting age from 18 to 16 may result in encouraging more young people to vote, but it will do little to address the general dissatisfaction that people feel about elec- tions. Vo ter turnout is declining because people aren’t con- vinced that it’s worth taking the time to vote. Why bother voting if the party or candidate you support has no chance of winning? There are millions of citi- zens who take the time to vote but who are not represented in parliament. In elections be- tween 1980 and 2003, 51 per cent of Ontario voters cast so- called ‘wasted votes’ — their votes counted for nothing be- cause they voted for a losing candidate. Our voting system produces phony majority governments — awarding a majority of seats to a party with less than majority support. The Ontario Liberals, for example, form the government with 70 per cent of seats, but with only 47 per cent of votes. The good news is that some- thing is being done to fix the problem. Five provinces are considering replacing their voting systems with propor- tional representation, a meth- od for distributing seats in proportion to vote share. For example, if a party receives 25 per cent of votes, it should end up with about 25 per cent of available seats. Soon the Ontario govern- ment will establish a Citizen’s Assembly on Electoral Reform to make recommendations on our voting system, which will become subject to a referen- dum vote before the next elec- tion. Cara MacDonald Pickering Ad ver tisement debases nursing profession To the editor: While shopping at a local mall recently, I was confront- ed with a life-sized cutout of a ‘nurse’ — wearing a white mini-dress, stiletto boots and anachronistic nursing cap. As a registered nurse, I was ex- tremely disappointed to see my profession portrayed in such a demeaning way to pro- mote Virgin Mobile phones. I am outraged by this company’s advertising and disturbed that stores are dis- playing this image which is so degrading to women, not to mention insulting and de- moralizing to nurses. Regis- tered nurses are educated, committed professionals who make the difference in life and death. Trivializing nurses and women in general as sex ob- jects is simply unacceptable. I urge the public to tell the company, retailers, and the mall that this kind of adver- tising is unacceptable, and should be removed. Government should get out of the marriage business alto- gether and issue civil union licenses to all couples: hetero- sexual, gay, lesbian, anyone. The church, and the church alone, would issue marriage licenses to heterosexual cou- ples only, by request, if the couple so desires. Everyone is equal, everyone is the same and the church is free to keep marriage under its domain. Everyone could have a civil union licence. Or so that seems to be the consensus following the party’s first convention since the Alliance and Progressive Conserva- tive parties merged just more than a year ago. Last weekend thou- sands converged on Montreal, where among other news, the party gave leader Stephen Harper an 84 per cent approval rating, took a position against same-sex marriage, stated it would not introduce abortion legislation, and confirmed its merger-day commitment to give all ridings across Canada equal say. All in all, party members are feeling good about their political future. That’s no different here in Durham. As they have across the country, for too long now voters in the region have had reason to wonder about the party (and its predecessors) and what it stood for. They’ve been afraid to fully jump in for fear the water was filled with evil as vocal critics of the new party contend. But the optimism is hard to ignore here this week. For instance, officials with the Oshawa-Whitby Riding note membership is at more than 700, while the good feelings are being reported in other ridings as well. “Certainly opponents cannot point to the Conservative Party as a party divided or with a hidden agenda,” said Ron Trbovich, Whitby-Oshawa’s senior vice-president for the board of directors’ executive committee. He added, “there’s nothing scary anymore or purportedly scary about the party.” To o much of last June’s election was about anything but issues. The Liberals campaigned that Canadians couldn’t trust the ‘scary’ Conservative Party, which in turn spent most of its time defending itself as not so bad. What we couldn’t focus on is where they stood on key issues, no doubt contributing to the minority government we have serving us today. Let’s hope the convention is the first step in a truly national de- bate about which party is best-suited to govern. It’s certainly a good start for the Conservatives, but there is more work to be done. The party has made a habit of having to defend itself too often these past few years against questionable comments and positions. The Liberal attacks weren’t all politicking. In addi- tion, it remains to be seen whether the Conservatives can find the necessary foothold in Quebec. But, all that aside, for the first time, the party has an opportunity to really attach definitive values to itself, to give itself a face. So, now it’s time for the Conservatives to start selling Canadians on why they’re an inclusive party that can represent more than a regional following. Five years ago, the married mother of one arrived at a crossroads. Overweight with 40 extra pounds on her petite 5- foot frame, her self-esteem at an all- time low, stressed from her busy career and smoking a pack of cigarettes a day, Sinclair admits her life was in crisis. “O n my 40th birthday I cried all day. I took a bottle of wine and a pack of ciga- rettes to bed and I cried because I felt so miserable and lost. My husband had to cancel my birthday party. I wouldn’t go. I refused. “I went through every drive-thru imaginable, I have a very stressful job, so I worked late and before I knew it I had gained 40 pounds and I felt I had no time to exercise. I was tired and I couldn’t get up in the mornings. I was really unhappy. One day I just said, ‘no, it’s my turn’ and I haven’t looked back.” The 45-year-old fleet manager for a major company has come full circle. Now the picture of health, transformed by a workout regimen and a more well- rounded diet, Sinclair started slowly, working out for a time on gym equip- ment set up in her basement as she was “too embarrassed to go to a gym look- ing the way I did”. She gradually worked her way up to joining a local gym. Her lifestyle shift has also steered her into the competitive realm that would have been unthinkable a short few years earlier, that of fitness modelling. “I feel incredible,” says Sinclair of her current physical state of affairs after a morning workout session at Impulse Fitness on Brock Road. “The way I look at it, back when I was miserable and overweight I could have stayed that way or I could turn it around. I feel like I’ve been given a gift.” Late this spring, Sinclair enters her fourth Fitness and Model Expo (FAME) competition at the Metro Toronto Con- vention Centre from June 10 to 12. Ad- ministered by World Natural Sports, an organization that promotes drug-free events centered around fitness model- ling, figure and bodybuilding competi- tions, the Toronto show is firmly affixed on her radar as a watershed for how far she’s come in the past five years. She’s been working out six times a week in order to meet her goal of finish- ing in the top five. Unlike her previous three shows, the Toronto show features an over-35 division. “I want to be top five in June and I’m not stopping until I get it. It’s not about being first — it’s about just getting to that plateau.” She recalls her first show at the To- ronto Indy last July and being “abso- lutely petrified” while being the old- est competitor in the field, where she walked on stage to compete against women 20 years her junior. At the end of three rounds, which consisted of wearing sportswear, bikini and club clothes, she ended up second last out of 15 models. “My goal was not to be last,” says Sin- clair. “It took a lot of guts, but I loved it. I had a good time.” Far from being deflated by her first foray into fitness modelling, Sinclair’s competed at two other area shows since then, garnering seventh- and 14th-place finishes. For the Toronto show, she’s been training alongside another Pickering resident, Desta Gould, 47, who’ll make her debut in fitness modelling. “She’s great to train with,” says Sinclair. In addition to working out and com- peting, Sinclair also achieved her train- er’s certification and recently started her own company, Body Connection, with fellow personal trainer Marni Basic. The company’s designed to help other women meet their health and fit- ness goals. “We hope to give them the tools to be healthy and help with their self-es- teem,” says Sinclair. “We try to talk to them about being healthy and what’s realistic for their body type.” Body Connection provides nutrition- al consulting, one-on-one training, as well as group outings on weekends, where she takes small groups to local conservation areas for hiking and ex- ercises. Sinclair says she and the group “use what’s out there in nature” in terms of exercise apparatus. “I love what I do. It’s not about mak- ing money, it’s about helping other women find time for themselves and helping them to keep themselves happy and strong. “I see what it has done for me and if I can help one person, it’s been worth it.” A/P PA GE B1 ◆NEWS ADVERTISER ◆MARCH 23, 2005 Sports Briefs MARCH 23, 2005 [ Judo ]] Ajax judokas qualify for nationals after solid outing at provincial qualifier AJAX — Martial artists with the Ajax Budokan Judo Club threw down gold-medal performances at the Ontario Provincial Qualifying Tournament in Brampton on Saturday. The results were so good, says club coach Dr. Kevin Doherty, that about half of the Ontario contingent competing at the upcoming junior nationals in Fort Saskatchewan, Alberta in July, will be from the Ajax club. “We have a lot of good juniors this year,” says Dr. Doherty, referring to the large number who qualified for nation- als. In the juvenile boys’ division, win- ners from the Ajax club were: Derek Langlois (minus-42 kilogram), David Ancor (minus-45 kg), Matthew Konisze- wski (minus-55 kg), Desmond Berlingeri (minus-60 kg) and Martin Lee (plus-81 kg). Placing third were: MacKenzie Fourcaudot (minus-48 kg) and Conor Cave (minus-66 kg). In the juvenile girls’ category, Vanes- sa Berlingeri placed third in the minus- 52 kg. weight class. Richard Hart, the vice on Glenn How- ard’s Coldwater and District Curling Club rink that includes Brent Laing and Craig Savill, is currently ranked third on the Canadian Team Ranking System. That’s important because that will give the Howard foursome the last spot into the Tim Hortons Roar of the Rings Olym- pic Trials in Halifax from Dec. 3 to 11. Hart had previously won the silver medal for Canada with his former rink skipped by Mike Harris at the 1998 Win- ter Olympic Games in Nagano, Japan. The two teams (Randy Ferby, Kevin Martin) ahead of the Howard rink in the ranking are already qualified. The WCT PharmAssist Players’ Champion- ship final event is at Mile One Stadium in St. John’s, Newfoundland from March 23 to 27. An up-and-comer in the entertain- ment industry, the aspiring Ajax per- former has already accumulated quite an extensive portfolio at the tender age of 22. The actor, singer, dancer, and model has appeared in a num- ber of prominent television programs, commercials and theatre productions and has most recently moved to To- ronto to further his entertainment ca- reer. “I’ve performed in every type of me- dium there is,” said Smith. “My goal is to get my name out there so that I can receive the appreciation and respect my talent deserves.
