The Durham Region Health Department has declared that as of May 14, there are no ac- tive cases of Severe Acute Res- piratory Syndrome (SARS) in Durham. In total, the Region dis- charged 1,381 individuals from quarantine through the ordeal, says Dr. Donna Reynolds, Durham's associate medical of- ficer of health. The all-clear message is con- sistent with information com- ing out of other Greater Toron- to Area municipalities which are also finding they are now SARS-free, she says. Responding to the economic impacts of severe acute respira- tory syndrome (SARS), City of- ficials are giving businesses the option of staying open during holiday Mondays this summer and fall. Local councillors are expect- ed to pass a bylaw Tuesday night (May 20) providing an ex- emption to the Retail Business Holidays Act. The bylaw will be retroactive to Victoria Day (Monday) and include the Civic holiday (Aug. 4), Labour Day (Sept. 1) and Thanksgiving (Oct. 13). "It was brought to our atten- tion by the business communi- ty," said Mayor Wayne Arthurs. "This addresses a short-term need in continuing to stimulate our local economy." "I think it's a good idea," said Brian Cordick, manager of op- erational systems for Whitby Transit. "It makes sense, because all the systems feed into the GO system." Nine municipal transit au- thorities, including Ajax-Pick- ering, Whitby and Oshawa, are expected to join the system that would also include GO Transit. With the cards, a passenger would pay one fare and be able to travel anywhere in the GTA, provided the transit authority is part of the integrated system. Ted Galinis, general manager of the Ajax Pickering Transit Authority (APTA), said, having the "totally interchangeable" card would allow a user to "go from Oakville to Oshawa using the same card." APTA officials have been part of the working committee studying a transit pass, Mr. Galinis added. "I think (the cards) would have a positive effect," Mr. Gali- nis stated. "Would it increase ridership? I'm not sure. Would it be more convenient? Ab- solutely. They're very, very con- venient." The "challenge of the cards" is how the fares would be distrib- uted to the communities, he noted. For instance, he said if someone started a trip on the GO system and then trans- ferred to an Ajax-Pickering bus, how would the fare be allocat- ed? "All the money goes into one pot and a computer pays it out," Mr. Galinis said, adding divid- ing the fares would be one of the challenges that has to be ad- dressed. Earlier this week the World Health Organiza- tion removed Toronto from its list of areas with recent local trans- mission of SARS, as the city has gone 20 days since the last locally-ac- quired case was isolat- ed. Twenty days is be- lieved to be the maxi- mum incubation period for SARS. During the outbreak, a number of community agencies assisted the health department. Red Cross and OVERT volunteers helped dis- tribute masks and other supplies to indi- viduals under quaran- tine. Other regional de- partments also provid- ed support services to the health department. Inquest jury decides against recommendations Little else could have been done in man's death while in Ajax hospital: coroner BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG ---- Little else could have been done to prevent the death of a double-murder sus- pect while in police custody two years ago, a Coroner's inquest determined this week. A two-day inquiry into the death of Montgomery Harmon, accused of killing his wife and daughter, wrapped up Thursday with no recommendations from the five-member jury. "It wasn't unexpected," said Dr. William Lucas, regional super- vising coroner for central On- tario. Under the Coroner's Act, an in- quest is mandatory when a per- son dies in police custody. Rec- ommendations are more com- monly made in "discretionary" inquiries, said Dr. Lucas. "An inquest will look at issues such as whether or not he was receiving the proper care," he added. "If the jury didn't see any- thing wrong with the way he was cared for, they won't make rec- ommendations." This week's inquest confirmed the 52-year-old died of natural causes March 28, 2001 at Rouge Valley Ajax and Pickering hospi- tal after developing a blood clot, said Dr. Lucas. Two days earlier, his wife, Mar- cia, 42, and six-year-old daughter Danielle were found murdered in their Lydia Crescent home. Mr. Harmon was found in the house, unconscious from an apparent suicide attempt by drug over- dose and was taken to Ajax hos- pital for treatment. During the inquiry, the jury heard Mr. Harmon began to re- cover in hospital two days later. He was taken off heart monitors and oxygen and was encouraged to walk, said John Scott, Crown attorney for Durham Region and counsel to inquest coroner Dr. Richard Swain. He was charged with second-degree murder shortly before his death. Just before 11 a.m., Mr. Scott said Mr. Harmon asked his po- lice guard if he could use the washroom, where he collapsed. "We would have to look at various types of hard- ware," he stated. The provincial govern- ment is hoping to have the cards ready to go by late 2004. "That may be optimistic. Hopefully, it can be done, but that's a push," Mr. Galinis said. It will be difficult to meet the timetable of next year to have the new sys- tem ready, as old equip- ment has to be removed, new systems installed and then tested. "It's a very labour inten- sive test," he said. "There's lots to be done," agreed Mr. Cordick, adding, "It looks promis- ing." For more in- formation or to preregister, call either Julian Luke or Sandra Riches at 905- 440-4502. ‘The Road Ahead’ won’t be smooth Platform leaves a lot to be desired When they rolled into power on the Common Sense Rev- olution in June 1995, the provincial Tories were elected to fundamentally change the way Ontario had operat- ed. Obsessed with cutting taxes, eliminating red tape, creating jobs and reducing the dependence on social services, the To- ries, backed by a strong economy, were largely successful in their aims. Voters agreed and rewarded the Conservatives with a second mandate four years ago. But times and leaders have changed, and it appears winning a third straight majority will be a monumental task for a party that finds itself 19 points behind the Liberals today. Under Mike Harris, the Tories had a clearly defined image with the public. Mr. Harris was viewed as a right-winger intent on bolstering free enterprise, loathe to pump money into gov- ernment programs and focussed on tax cuts. His successor, Ernie Eves, is a much more centrist politician who has not been able to connect with the public in the same manner. Vo t ers have seen several notable flip-flops from Mr. Eves over the past year, most obviously the confusing hydro privatization decision. Partly due to an economy affected by worldwide ter- rorism fears, Mr. Eves has not had the option his predecessor had of pushing more tax cuts. ‘The Road Ahead’ continues a troubling Tory theme of re- cent months which paints the government as being more auto- cratic than democratic. Start with the wrong-headed decision to deliver the budget at a private business in March. Next, the Speaker weighed in with his own opposition to the move spark- ing a debate in the legislature which culminated Monday with John O’Toole’s ‘fingergate’ - all in all, a political spin doctor’s worst nightmare. Now the revelation the Province signed a secret order-in- council to provide itself with $36 billion to pay the bills for six months and not recall the legislature until the fall. The optics are bad, adding fuel to the fire that, as the Speaker says, the To- ries are showing contempt for the legislature. Now comes word the Tories will ban teacher strikes and work-to-rule actions. The promise will resonate with many par- ents across Ontario and reports suggest it will boost the party in the polls. However, it is a fundamentally undemocratic way to deal with the long-standing issue of teacher contracts and working conditions and suggests that, after eight years and three Tory education ministers, the government has given up on the problem. What the Province should do is continue to work to build a bridge between the Ministry of Education and teachers’ unions and find common ground so the system will work. A ban waves a red flag in front of teachers, inviting illegal strikes and far more strife. The Province appears to have shut the door on finding solutions. The Tories must reconnect with the people and show they are interested in democratic princi- ples because the record lately suggests otherwise. As we em- bark on a provincial election campaign, it’s clear ‘The Road Ahead’ will be no dance down the yellow brick road. ITER benefits outweigh costs TToo tthhee eeddiittoorr:: Re: 'ITER project just too costly for Durham and Canada,' letter to the edi- tor, May 2. T.H. Clarkson suggested a bid of $1.6 billion for the International Thermonu- clear Experimental Reactor (ITER) is too expensive. Mr. Clarkson's off-hand- ed remark overlooks the $11 to $12 bil- lion projected return to Canada and particularly Durham and the GTA through funding by the many nations of the world, including the U.S., Japan, France, Switzerland and others. The project, if Canada is successful as the host bidder, would bring several hundreds of the world's top physicists to this region for a considerable time. Imagine the impact on our scientific community (University of Ontario In- stitute of Technology, University of To ronto, York, Trent and all other Canadian universities). A commitment of $1.6 billion is a lot of money, but not within the context of our future energy requirements and eventual revenues generated. Not only are there significant benefits to our re- g ion, but successful completion of the project will make new energy produc- tion practical in many parts of the world. Plus, there are the spinoff bene- f its such major projects always en- hance. Canada had the foresight to embrace nuclear power with its Candu System; ITER is the next step. A/P PAGE 6 NEWS ADVERTISER, SUNDAY EDITION, May 18, 2003 www.durhamregion.com A few pointers for using the finger The ‘one-finger salute.’ ‘Flip- ping the Bird.’ ‘Show them they’re No. 1.’ All eu- phemisms for giving the ‘finger.’ Whatever you call it, the gesture is rude, if not obscene and unfortu- nately a common occurrence in today’s society. I’d wager 90 per cent or more of the people reading this column have thrown their finger up in the air in anger themselves at one time or another. But have you put much thought into what you’re doing? Just like a weapon, the finger has its place and you have to know when and where you can use it. Here’s a primer for anyone ques- tioning when to pull the non-verbal ‘F’ word out, whether it be for fun or for those angry moments when words just won’t do. DO: give your computer the fin- ger. W hen your PC crashes while you’re finishing that report (and you didn’t save it). That plastic box deserves to know how angry you are. A bonus: giving the finger is a lot cheaper than buying a new one when you want to put a foot through your hard drive. DON’T: give the finger to anyone at anytime when small children are around. Kids can mimic any ges- ture they see. You certainly don’t want little Jimmy running around giving his friends and teachers the finger do you? DO: give the finger to the guy who just made a joke at your ex- pense, at a party or at the cottage, making you look like a fool. But take note: it must be done carefully. Tilt your head to the side, sneer and then it’s OK. You’ve made your witty response like no other could and you’ve gotten even. Everyone’s a winner. DON’T: and this one’s obvious, give the finger to your parents or in- laws. Even a tilt and a sneer won’t soften that shocker. Now, that’s free advice there folks and I’m sure the difference between the dos and don’ts isn’t lost on any of you. This seminar wouldn’t be complete however, if we didn’t touch on our infamous member of provincial parliament, as much as he and most of his constituents would like to forget this week’s inci- dent in the House of Commons. If only he had had these dos and don’ts to follow before his gaffe on Monday. But now John O’Toole has to ride this one out and so do we all here in Durham Riding. What Mr. O’Toole did I’m sure he regrets, but it was simply an honest and angry reac- tion. One, most of us have imitated at some time. Yet, we’re not MPPs. Knowing Mr. O’Toole, from inter- views and conversations going back to the day he was chosen as the PC representative for his riding, I have found him to be a dedicated, honest and hard-working politician. Un- fortunately, he is going to be re- membered for this gesture more than for any of his good work over the last 10 years. And no amount of hard work will change that fact. Dubbed 'The Road Ahead,' the 60- page election plan was released Fri- day by Premier Ernie Eves. Municipal and regional govern- ments will face tight restrictions if they plan any new taxes or increases to existing taxes. New taxes can only be generated from sales of gasoline, rental of hotel/motel rooms and use of parking space, also subject to referendum. New tax revenue would have to be di- rected to specific projects like arenas, road repaving or new programs. The referendum plan for municipal taxes was a dud with local politicians. Regional Chairman Roger Ander- son says the suggestion municipal governments will have to go to the taxpayer for every tax increase is "un- believable. "It's silly, silly season at its finest. Are they going to pay for us to hold a referendum every year? That's what it's going to cost them," says the chairman. He points out the average $73 increase to property taxpayers in the 2003 regional budget is largely at- tributable to annual staff wage in- creases and increased costs of down- loaded services from the Province. "When the (provincial) solicitor general comes out with more training program requirements for police are we going to have to go out and have a referendum to cover the cost or are we going to have to cut police offi- cers?" he asks. He points out the Province sets, and sometimes raises, standards of service for many munic- ipal services and sets the amount each GTA region pays for pooled so- cial service expenditures. "This is a great story for the public - your taxes are not going to go up - but they didn't tell them they're no longer going to get a whole bunch of services." Oshawa Tory MPP Jerry Ouellette said the policy is designed to make citizens the decision makers on their own tax rates and that is real democ- racy. Concerns that people will be un- likely to vote to accept a tax increase are unfounded, says Durham Tory MPP John O'Toole. It's a matter of putting the "proper question" to the people, he says. "I think people would vote for more (tax) if it was for the right reasons," he says.Other highlights of 'The Road Ahead' include: • Homeowners will get a $500 an- nual rebate on the interest they pay on their mortgages;.' • A ban on teacher strikes, work-to- rule campaigns by teachers and job action by school support staff, except during the summer months; • A move to prevent welfare recipi- ents from sponsoring new immi- grants to Canada. "Obviously, we don't agree," said Rachel Gencey, president of the Durham Elementary Teachers' Federation of Ontario, which reached a deal with its board this week after a four month work-to- rule campaign. She was responding to the release of the Tory election platform. "The issue of right to strike I think is a dangerous right to take away from teachers while still al- lowing others to hold it. Education is not an essential service," she added. Sally McIlveen, superintendent of employee relations for the Durham District School Board, called it "too simple a response. "Although no one really likes par- ticular sanctions right now they are part of a union's legal rights. I don't think it's something that should be done without proper study." Banning strikes and lockouts are just part of "a comprehensive ap- proach", said Ajax-Pickering- Uxbridge MPP Janet Ecker, who was education minister for a period of three years that included a num- ber of actions by teachers. The plan also sets out higher literacy re- quirements and school report cards, coupled with the promise of multi-year funding. "(The ban) comes from the fun- damental premise of the first right we must be concerned about is stu- dents' rights," she said. Wayne Arthurs, the Pickering- Ajax-Uxbridge riding's Liberal can- didate for the next election, said he felt education is an important ser- vice but certainly not essential in terms of public safety. "Coming from 15 years of negoti- ating public-sector contracts, I've always found you gain much more negotiating than you will being faced with arbitration," he added. At the May 12 Durham District School Board standing committee meeting, Mississaugas of Scugog Island education director Ed Beaver pre- sented the board a cheque for $1,250. The donation recog- nizes the work of the board's award-winning Students Together Against Racism (STAR) program. "The students who at- tend the STAR camp are probably the brightest and most exceptional stu- dents I have had the op- portunity to be with," Mr. Beaver told trustees. Lewis Williams, the board's ethnocultural and race relations officer, said in an interview the money would be used to create posters to hang in local el- ementary and secondary schools. The posters will highlight the importance of respecting differences and peaceful conflict res- olution. "We know that when we can create an environ- ment in schools that sup- ports equity... it moves us in the right direction," he said. STAR camp is held over five days each fall. Durham students and staff spend the time on activities that increase their awareness of ethno- cultural equity issues. The Pickering mayor was commenting at a press con- ference Wednesday on the "unprecedented" actions of the government April 21, to enact zoning and ministerial orders that mean 19,000 acres of land in the city is off-limits to developers -- and outside the City's planning control. The area includes the Duffin- Rouge Agricultural Preserve and the Seaton lands. Mayor Arthurs provided letters he said showed his at- tempts to get the Province to engage the City in discussions and planning for the large area and suggested they have been shut out. Of particular note was a map he said a con- sultant provided to the City, showing large parcels of land the Province proposed to swap with developers who own property in Uxbridge and Richmond Hill. Titled 'North Pickering Land Exchange,' it was printed in February and marked as a document from the Municipal Affairs and Housing Ministry. "They've been busy plan- ning, carving up the city, preparing to swap it, and have not in any significant way talked to your mayor or your city council. And they accuse us of not keeping a deal," he said. That 1999 deal, involving the City, Province and Durham Region and signed by Mayor Arthurs, stated the Duffin-Rouge lands would be preserved "in perpetuity" as agricultural. Jim Robb, of the Rouge- Duffin Greenspace Coalition, said Pickering has legitimate concerns over the Province's actions. "Having said that, they have shown bad faith by reneging on the deal," he said. "The Province had no choice but to step in." Mr. Robb questioned why, after many years of studies that support preserving the Duffin lands, the City would spend "half-a-million dollars that is going to fund a study when the land is already pro- tected". Mayor Arthurs said in an interview the City's growth management study encom- passes but goes beyond the lands in question. "We want to plan for this community not in the isola- tion of this one parcel; we want to look at it all," he said. As for previous studies, Mayor Arthurs said the City's current planning process does not discount those findings. David Young, minister of municipal affairs and housing, was not available for com- ment, but in the Ontario leg- islature May 6, he said that in the 1999 agreement it was "made clear that this land would remain agricultural forevermore. "The people of Pickering were very clearly promised that the land in question would be protected -- not pro- tected for a month or two when it was politically conve- nient, but protected forever- more." Mayor Arthurs has said he thought the agreement was not permanent. He said his stance had nothing to do with his bid to become the Liberal MPP for the Pickering-Ajax- Uxbridge riding. Earlier this month, Picker- ing council responded to the minister's zoning order by ap- pealing to the Ontario om- budsman and the provincial legislature. It also requested that the Province supply all documents pertaining to provincial development inter- ests in Pickering. Local councillors are also investigating an Ontario Mu- nicipal Board appeal based on the order including the Duffin Heights Neighbour- hood, just south of Seaton. Pickering had plans to move forward this year with developing that neighbour- hood identified in its Official Plan. It is not part of the City's growth management study. Michelle Zambri, 17, led the Ajax contingent by winning the girls’ 15- and-over 50-metre backstroke in a junior national time of 32.34. Zambri also met the national standard in the 100m back, finishing second in 1:10.84. Katie Lawrie, 15, finished third in the girls’ 15-and-over 1,500 metre freestyle, in a junior national time of 18:50.58. A veteran of international compe- tition in field lacrosse, the Oshawa resident coveted the opportunity to play in an equivalent style tourna- ment in box lacrosse. While that op- portunity eluded him during his playing days, it didn’t prevent him from being one of the driving forces behind the first-ever World Indoor L acrosse Championship that opened Thursday in Oshawa. “There was always an incentive to play, but it just never came up,” he says of the frustration felt by the Canadian field lacrosse teams, who were usually upstaged by the Unit- ed States in gold medal games. However, Cockerton, who played in world field lacrosse events in 1978, 19 82 and 1980, was part of a gold medal winning team in his first at- tempt. “Every time the U.S. beat us in f ield lacrosse, we would always say to ourselves that we wanted to play them in box lacrosse,” says Cocker- ton. Canadian players are getting the opportunity to face the United States in the tournament that has attracted six entries, including Iro- quois Nation, Scotland, Czech Re- public and Australia. The two lacrosse powerhouses will meet May 21 in Kitchener, and are ex- pected to meet again in the gold medal match May 24 in Hamilton. The fact the international event kicked off in Oshawa with round- robin games yesterday and today is no fluke, says Cockerton, as orga- nizers anticipated the area, consid- ered a hotbed for the sport, would be both receptive and supportive. That intuition has proven accurate. “Our area has been excellent,” he says of the efforts of local organiza- tions, particularly Whitby minor, with the sale of tickets and pletho- ra of volunteers. “We decided two years ago that we would start in Oshawa, and it has been everything we envi- sioned.” Arenas in Mississauga, Kitchener and Hamilton will also host games during the May 15-24 event. While the exposure throughout southern Ontario will help grow the sport, changing locations has also provid- ed some minor problems. “Logistically, it has been a chal- lenge moving the tournament to four different venues,” admits Cockerton, who is also the execu- tive director of the Ontario Lacrosse Association. “But because it’s the first world indoor champi- onship, one of the best chances for it to be a success is to move it around to different areas and give everyone a chance to watch the games.” To date, 25,000 tickets have been sold, with Cockerton hoping to dou- ble that number with walk-up sales by the time the gold medal game is staged. To that extent, he notes that vis- iting teams have shown a commit- ment to the sport by travelling to compete despite the threat of SARS and poor economic climate in some countries. He singled out the Australians as an example, who have had to cover a $6,000 per play- er cost to attend. The least fans of the sport can do is show their support by attending games, he says. “These players deserve our sup- port. They have made a commit- ment to our country and our game. “It’s a great time for lacrosse be- cause the sport is growing provin- cially, nationally and international- ly.” The tournament presented an opportunity to introduce an educa- tional component, with 300-400 area students involved in a clinic and information session Thursday. The students followed the clinic by attending the game between Iro- quois and Scotland. Close to 1,000 students are expected to do the same in Kitchener May 21-22.
