Peeved over Pickering preserve City considers response to ministerial order over land use BByy LLeesslleeyy BBoovviiee Staff Writer PPIICCKKEERRIINNGG —— City officials aren’t sure yet how they’ll re- spond to a minister’s zoning order that they say will dictate the development of north Pick- ering. “Research is needed,” said Mayor Wayne Arthurs. “By next Monday, we should have some preliminary ideas.” Ontario Municipal Affairs and Housing Minister David Young issued the order Monday, which makes the Duffin-Rouge Agricultural Preserve off-limits to developers and sets in mo- tion a provincial development plan for Seaton. Pickering has vowed to move forward with a growth manage- ment study, which includes the preserve and Seaton. The Province is in the middle of swapping lands it owns in Seaton with privately owned lands in Richmond Hill and Uxbridge. “The minister’s zoning order doesn’t take the lands out of the growth management study,” ex- plained Bryan Kozman, project director of the Province’s North Pickering Land Exchange Team overseeing the swap. “But if there is a conflict be- tween any directions coming out of the study and the minis- ter’s order, the order would overturn it.” While ministerial zoning or- ders are rare, the Province has used them in the past “in the in- terest of good planning”, said Mr. Kozman. They’ve been used to ward off “predatory” big box stores, which threaten small shops in rural communities, against the introduction of slot machines in some areas of On- tario, and more recently to reach a settlement between de- velopers and the Province last year in Richmond Hill, he said. “The Province doesn’t take lightly the use of (minister’s or- ders),” said Mr. Kozman. “It re- spects the autonomy of the local planning. But it had before it what it perceived as a threat to good planning.” The Ontario Planning and Development Act requires the Province to follow a process in developing a plan for Seaton, which includes input from the Tree-cutting case hits the courts Monday PPIICCKKEERRIINNGG ——Allegations of ille- gal tree cutting on the Duffin- Rouge Agricultural Preserve get their first hearing in court Mon- day. City of Pickering officials have charged local farmers Ryan, Chris and Richard Burkholder, along with Rosebank Farms Inc., with 332 counts each of violating Durham Region’s tree bylaw. Both parties are scheduled to appear Monday, April 28 at 9 a.m. in the Provincial Offences Court, 701 Rossland Rd. in Whit- by. With the help of the Ministry of Natural Resources, Picker- ing’s bylaw department deter- mined more than 1,000 trees were cut in the area of Rosebank Road and 4th Concession in late March. The 332 charges represent the number of trees cut that violate the bylaw. Durham elementary teachers to refuse participation in Grade 3, 6 tests BByy MMiikkee RRuuttaa Staff Writer DDUURRHHAAMM ——Durham’s elemen- tary teachers have moved to Stage 4 of their work-to-rule ac- tion and it could mean the post- ponement of next month’s provincial tests. Rachel Gencey, local president of the Elementary Teachers’ Federation of Ontario, said Fri- day it is the final stage before a full walkout by Durham’s 2,400 elementary teachers. “I don’t think we have any more hammers in our tool kit,” she said. The union meets with Durham District School Board represen- tatives May 8 and will have a Ministry of Labour-appointed conciliator at the meeting. If talks break down, Ms. Gencey said union representatives will meet to set a strike date. Effective immediately, she said teachers will not take part in any aspect of Education Quality and Accountability Office testing. Grade 3 and 6 students are to write the reading, writing and math assessments next month. Teachers had previously said they would do none of the ad- ministrative work required for the test, but that it would go on as planned. However, now they will not administer the test to students in classes, and if princi- pals decide to go ahead with the test anyway, Ms. Gencey said teachers will not supervise stu- dents writing it. As well, beginning this Tues- day, teachers will limit the amount of time they spend su- pervising students, including hall and yard duty, to 60 minutes per week. Ms. Gencey said the issue of supervisory time is on the bar- gaining table. Luigia Ayotte, the board’s pro- grams superintendent, said Thursday “not carrying out the test is not an option because it is legislated”. There are many fun games that introduce the basics of counting, comparing sets, classifying, etc. Here are some concrete ideas for you to use when helping your child: 1. Whenever possible, practice counting with your child--the number of peanuts, candies, etc. being eaten for snack, the number of beads that there are on a necklace, the number of books there are on a shelf, and so on. This can be capped off by participating in your child’s activity--go ahead and enjoy the snack, too! 2. Provide your child with cotton balls and plastic cups. Get him/her to place a selected number of balls in each cup, drawing the number with a marker. Repeat this activity with different numbers, allowing your child to examine the relationship between the numbers and the quantity drawn. 3. Write a number on a piece of paper. Give your child dried beans. Ask him/her to place the number of beans, corresponding to the number you have written down, on the sheet of paper. Your child will really enjoy this activity when asked to glue the beans on to the sheet of paper and to decorate the sheet with sparkles or decorations! 4. Whenever feasible, get your child to organize his/her possessions in some logical way: e.g. divide books into topic areas (animal books, food books, books about friendship, etc.) As a byproduct, you will get your child to clean up a messy room!! 5. As a classification activity, have your child arrange objects by height, shape, or by some other dimension: e.g. organize crayons in terms of height, from the shortest to the tallest. 6. Classification activities can also be based on household routines: e.g. you can ask your child to organize in some specific way the substances or materials you are using as you prepare dinner (by color, by shape, by function, etc.). m this way, turn dinner preparation into a fun and interactive activity! 7. Stress the relation between number symbols and concrete objects whenever possible: e.g. counting buttons on a shirt, plates on a table, and so on. 8. Show your child that the same objects can also be classified according to pattern: e.g. the buttons according to colour, the plates according to size, and so on. 9. As another counting activity, ask your child to put the number of items, in a situation, in a one-to-one correspondence: e.g. the number of tea cups vs. The number of people at a tea party. You can then ask your child to determine if there are more or less tea cups than required. Make sure you (provide real tea and cookies so you can both enjoy the event! 10. You can also ask your child to determine if there is a one-to-one correspondence between the number of envelopes and birthday party invitations that you will be mailing out, asking your child to determine if there are more or fewer envelopes than invitations. Learning should always be a fun activity in your house. Don’t force concepts--allow your child to acquire them naturally through experience. The ministry hasn’t finalized its consultation strat- egy, said Mr. Kozman, but he anticipates a number of open houses and meetings to hear out the plan. “We want to be as inclusive as possible. We’ll look at all those things,” he added. Pickering council isn’t com- forted “in the slightest” by the pledge, said Mayor Arthurs. Open houses and public meet- ings aren’t an acceptable sub- stitute for local planning con- trol. “It’s an affront to the democ- ratic process,” he said. “It ef- fectively says this elected council is not responsible and can’t authorize planning for the 90,000 people in this munic- ipality.” The City received official no- tice of the minister’s order from the Province Tuesday af- ternoon. It gives the ministry “com- plete planning control” of all the lands within Pickering’s growth management study area, Mayor Arthurs said. “If the Province of Ontario can do this in Pickering. It can do it anywhere,” he added. ✦ Pickering from page 1 notify the municipality before any cutting takes place but to respect certain species and sizes of trees. The cutting sparked an out- cry from neighbours and local environmental groups, and even a rally, in which protesters were charged with trespassing. City officials have vowed to seek the maximum penalty but it’s still unclear what that might be. The Region’s tree bylaw sets out fines of up to $5,000 per charge and even pos- sible imprisonment for up to three months for a violation. Pickering’s clerk’s department maintains the new Municipal Act allows municipalities to im- pose fines of up to $10,000 per charge. But the Region’s planners say Durham has yet to apply to the Province to update the tree legislation under the new act. The stiffer fines are not auto- matic. The Education Quality and Accountability Office (EQAO), which administers the assess- ment of reading and writing skills, released the provincial re- sults Thursday. Individual board and school results will follow in the coming weeks. In the first Ontario secondary school literacy test, conducted in Fe bruary 2002, 75 per cent of stu- dents were successful. Students must pass either the test or the new Grade 12 literacy course, to debut this fall, in order to gradu- ate from high school. Ardeth Stasz, EQAO’s chief assessment officer, said it’s no surprise the results are similar to the first test, and that it’s a bit early to look for a pattern. “This is only the second year, the third year is when you start to have a trend,” she said. Next year’s results will be in- teresting, added Ms. Stasz, since there will be that much more awareness of the test and teach- ers will have had the benefit of a resource guide to assist them in preparing students. Of students who wrote the test for the first time, 38,569 failed the writing portion, the reading component or both. The failure rate represents a 21 per cent in- crease than in the first assess- ment,. Eighty-five per cent of acade- mic stream students (those in- tending to pursue post-sec- ondary education) passed the assessment, slightly lower than the 87 per cent pass rate in the first test. However just 38 per cent of ap- plied stream students were suc- cessful, compared to 44 per cent in February 2002. Students who missed it or were not successful on one or both components of the Febru- ary 2002 test wrote it for a sec- ond time — and most continue to struggle. Thirty-three per cent of those who had to pass both components did so, however the same percentage passed reading or writing only, and one in three students passed neither. Half of the students who had to pass the reading portion did so, while 87 per cent who needed to pass the writing portion were successful. “It confirms what we see in the rest of the report, that reading is in need of attention,” said Ms. Stasz. She said EQAO remains con- cerned about the students who were unsuccessful on their sec- ond try. However the office is tracking that first cohort of stu- dents through to graduation, and eight in 10 have now suc- cessfully completed the test. Next year, when the Ontario secondary school literacy course is introduced, she said Grade 12s students would have two chances to meet the require- ment if they have not already done so. Luigia Ayotte, programs su- perintendent at the Durham District School Board, said the board plans to release school-by- school results April 30. About a quarter of Durham females smoke daily, compared with an Ontario average of 18 per cent, according to the recent- ly released provincial report 'snapshot on cancer 2003'. And smoking has consequences; lung cancer rates for women here are 11 per cent higher than the Ontario average. Although not exactly a leader in anti-smoking measures, Durham has still taken concrete steps to address smoking, a habit that puts enormous strain on the health-care system and kills thousands of Canadians annually. Next year, a smoking ban will come into effect in all public places and the health department works hard to offer smoking cessation programs, including some specifically for women. No one's denying cigarettes are a powerful addiction to overcome, but smokers who want kick the habit can find help through their doctor and the health department. But much more needs to be done by governments at all lev- els if future generations are to be free of this scourge on the health-care system. Instead of putting higher and higher taxes on cigarettes that are ultimately paid by the consumer, govern- ment needs to offer real solutions to tobacco farmers and ciga- rette manufacturers to help them find another line of work. Despite the staggering costs in health care that smoking causes, the reality is the tobacco industry generates tax income for the government, provides jobs and helps stoke the economy. If it didn't, the government could simply have declared tobacco illegal a long time ago. According to the Canadian Cancer Society, Ottawa began paying tobacco farmers in the late 1980s to help them get out of the business, and continued the payments until the mid-1990s, turning over a total of $100 million. Obviously, the program did- n't work, as there are still farmers growing tobacco. The cancer society says Canadian tobacco farms and exports of tobacco are highly subsidized by cigarette manufacturers, to the tune of $650 million over the last decade. Although the so- ciety says it's not clear why manufacturers are willing to pay more for Canadian tobacco instead of buying the product from other countries, the subsidy means Canadian tobacco hits the world market at less than the cost of production. And these subsidies are only possible, according to the society, because of a government decision to have a marketing board for tobacco. Public education to stop smoking before it starts, medical aids to help quit and bylaws that prevent us from lighting up in public are all well and good, but as long as there are cigarettes, there will be people who smoke them. Municipal, provincial and federal governments need to work together to address the eco- nomic solutions that could make the production of cigarettes as unattractive as the social image of smoking has become. Pickering's voice was heard – riding results were a surprise TToo tthhee eeddiittoorr:: On two occasions recently, questions have been asked in the paper about Pickering's participation in the Federal Electoral Boundaries Commission process. This is understandable as my deputation to the commission and Pickering's resolutions on the matter were minor news items at the time. To be clear, I did take a day off and sat through the public hearings to be the last speaker as acting mayor for the City of Pickering. I gave a 15-minute presentation and was then asked ques- tions for about an hour. I made it very clear -- as did other Durham represen- tatives -- that Durham should have five ridings. Elected representatives from across the region met, came up with a plan and adopted a common recommenda- tion. Both Pickering and the Region of Durham passed motions supporting that recommendation and then advo- cated the proposal at the only public meeting held on the matter. Never in all of these processes did anyone imagine Pickering would be cut in half with a huge portion going to Scarborough. We knew about the pro- posal to cut Clarington -- and were able to f ight it -- we were given no such warning about the potential of being joined with Toronto. We did all we could and are doing all we can now to object to the report and get a riding that makes sense and is fair for Picker- ing. Saying goodbye to a lot of good people It's been nearly 10 years since I said hello. Life, such as it is, has brought me here now to say goodbye. I'm leaving to join our company's sister division in Toronto and look forward to new opportunities and challenges. But my experience working in the communities of Ajax and Pickering makes my departure bittersweet. There's a talented and dedicated news team at the News Advertiser that works hard each day to record important events, provide slices of life in Ajax and Pickering, and pro- vide value to our readers and ad- vertisers. I'll miss them more than they know. There's an entertaining and oc- casionally brilliant group of politi- cians leading our communities in Ajax and Pickering whom I'll also miss. Collectively, they've made the journey consistently interesting and professionally challenging. De- spite that, I'm happy with the knowledge I'll still be able to moni- tor their decisions as a citizen first and a journalist second. I've made many friends during my stay at the News Advertiser, too numerous to mention, and I've al- ways been impressed with the qual- ity of leadership in our local com- panies, our local neighbourhoods and, to a slightly lesser extent, our local government offices. I've covered grisly crimes, unfor- tunate accidents, and political tom- foolery. But I've also had the dis- tinction of meeting some wonder- fully engaged and engaging local residents who've added value to my life. Be they artists, community ac- tivists, civil servants or community volunteers, they all have served to remind me of why I chose to make a living in this line of work. There are some things and cer- tain people I won't miss, but many more I will miss terribly. I'll miss our annual Spelling Bee simply because of the children, who bring so much to our annual event. I'll miss Pickering-Ajax-Uxbridge MPP Janet Ecker, who has been wonderfully accessible and wholly Conservative. I'll miss my corner coffee shop proprietor, who always welcomes me with genuine warmth and a hot cup of caffeine. I'll miss Pat O'Brien at Ontario Power Gen- eration, whose quiet leadership and involvement in the community often goes unnoticed. I'll miss the glaring contradictions between what too many public school teach- ers say and what they actually do. I'm still living in Pickering, a won- derful city, and want to help my children grow to become adults with some of the same qualities I've found in people who also choose to live and work here. With its opening at the end of May, the Salvation Army Hope Community Centre brings not only a new facility, but also a vari- ety of new programs. It’s opening at 35 Kings Cres. in Ajax. Over the past four months, volunteers worked evenings and weekends to renovate the former Salva- tion Army Church. Now, the building serves as everything from a drop-in centre for youths to a learn- ing centre for seniors. “We’re serving the com- plex needs of our culture,” said Brian Linkletter, pas- tor at Hope Community Church in Pickering. The facility is equipped with a foosball and pool table. There are also com- puters, which will soon need updating, said Lin- kletter. “It’s a place for (the youths) to just hang out,” he said. While the centre offers a variety of programs, Mr. Linkletter said further pos- sibilities are virtually end- less. “Rather than having pro- grams that are set up, we’re saying ‘tell us what you need and what we can do’,” he said. The facility’s staff, in- cluding a financial officer and counsellor, is directly involved with the pro- grams. ‘Moms and tots’, a divorce recovery group for children and adults, grief counselling, financial ad- vice and Internet help for seniors are just a few of the organized activities. Parents have so much on their agendas these days that they often give in to the taste battle and kids get what pleases them. A diet high in refined foods provides no fiber and too much sugar. This is what begins the vicious circle. 1. Constipation or sluggish digestion occurs 2. Nutrients don’t get absorbed 3. Immune system plummets 4. Bacterial infections manifest 5. Antibiotics are prescribed 6. Good & bad bacteria are wiped out 7. Bad bacteria multiply 8. New infection sets in and more antibiotics are required. Using budgeting examples, volunteer instructors arrived in Grade 8 classrooms April 7 to 11 to teach students that staying in school for a com- plete education leads to life- long success. St. Jude Catholic School in Ajax took part in the pro- gram. Students played ‘The Game of Life’, which they could only win by continuing their studies and finishing high school. Later in the day, they learned how to choose a career and budget for their in- come. “Many of the students were surprised at how much a car costs,” said Grade 8 teacher Sonia Wylie. “It helped them realize the cost of living.” They also learned the dos and don’ts of an interview, and how to fill out an application form. “The program gives them a dose of reality in terms they can understand,” said Brad Savage, resource development co-ordinator for Junior Achievement. Employees from Bell, Gen- eral Motors, Royal Bank, TD Canada Trust, Durham Re- g ion and more volunteered their time to deliver the mes- sage. “(The volunteers) give (the students) a great role model,” said Mr. Savage. This was the program’s sec- ond year in the region, and first in Port Hope and Cobourg. It was run through the assistance of the Durham District School Board, Durham Catholic District School Board, Kawartha Pine Ridge District School Board, and the Peterborough, Victo- ria, Northumberland and Clarington Catholic District School Board. The result, a 12-5 loss at the Village Arena in Ajax, was much less important for the Rock's management and coaches than the chance to evaluate the players still vying for one of only a few remaining roster spots on the newest Ontario Lacrosse Association senior 'B' squad. While the Rock expected to be blown out by the Mer- chants, they held their own with a mixed bag of players, only a handful of whom had been signed for the coming season. "I thought we played pretty well, considering Brooklin had its full roster. That was their final roster last night," said Rock co-owner Rob Roche. The exhibition contest, noted Roche, was an impor- tant test for the approximate- ly 10 "bubble players" on the f loor Thursday night. The game situation made it crys- tal clear which players would stick with the club with less than a week to go before the season opener Saturday, May 3 in Pickering against the Owen Sound Woodsmen. "The coaching staff wanted to have a good look at the guys in a game situation," ex- plained Roche. "We wanted to have a last look at the guys to see if we're making the right decisions or not." "It was a good test for us," added general manager and co-owner Paul St. John. The Rock dressed 23 play- ers with only five currently signed for the season. Ten other players signed for the season looked on from the stands. Following the game, the Rock signed three more play- ers: goaltender Jay Preece who was a standout in the ex- hibition game; Brad Cann who played his way into a ros- ter spot with two goals and two assists; and Shaun Sum- merfield, who also had an im- pressive outing. They'll be added to the list of other signed players, in- cluding Andrew Hill, Ian Harloff, Paul O'Grady, Dan St. Aubin, John Derochie, Rob Milnes, Jeff Farmer and goal- tender Mike 'Bud' Wye. Most of these players, said Roche, come from the junior ranks, with several having played at the senior level last year. The game, noted Roche, was arranged "out of the blue" at the insistence of the Mer- chants. "There's definitely a rivalry brewing. They had two of their tough guys on the floor for the final five minutes look- ing to stir it up," said Roche. "We'll be coming out to Brook- lin May 10 (their first regular season meeting). Basically, we had a second-string lineup. We were looking at players still trying to make our team. If they think they're going to rake us over and try to intimi- date us (May 10), I think they should be in for a big sur- prise."
