Teachers ready to escalate campaign Strike likely, union leader says BByy MMiikkee RRuuttaa Staff Writer DDUURRHHAAMM ——A full-blown strike by 2,400 public elementary teachers appears likely, says a local union leader. Te achers plan to escalate their work-to-rule action in local schools in about two weeks, and no further contract talks are scheduled between teachers and Durham District School Board representatives. “Unless the board comes up with a better offer in the near fu- ture, we’re definitely heading down that road,” Rachel Gencey, Durham president of the Ele- mentary Teachers’ Federation of Ontario (ETFO), said in an in- terview of a full strike. In fact, the union has sched- uled a Wednesday strike regis- tration meeting. “It means in order to get paid during a full-scale strike and re- ceive benefits, our members ac- tually have to register,” she said. And on Feb. 26, Ms. Gencey said, Stage 3 of the current labour action begins: a complete withdrawal of teachers from all extracurricular activities if they don’t have a settlement. Sally McIlveen, the board’s employee relations superinten- dent, in an interview after the two sides last met last month, said the union bargaining team was told the board’s most recent contract offer would not change until the union starts negotiat- ing. The board has offered teach- ers a three per cent salary in- crease in the first year, with the second year to be negotiated later, 10 more minutes of prepa- ration time and to cover 85 per cent of benefit costs, up from the current 80 per cent. It’s frustrating for us; we have nowhere to go.” The Whitby trustee said he un- derstands the union wants the best deal possible for its mem- bers, “but at the same time they have to understand we don’t have an unlimited amount of money”. Trustee Ross said he doesn’t think, “parents in Durham would stand for the kids losing extracurriculars again.” In December, 91.5 per cent of voting members gave ETFO a strike mandate. On Jan. 22, teachers began Stage 1 of work-to-rule action, a move that meant they would no longer attend staff meetings, up- date or complete new individual education plans for students, among other things. Find Out What Your Home is Worth On-Line visit www.OnLineHomeMarketAnalysis.com Re/Max Quality One Ltd., Realtor Cyanide sought to ‘kill a skunk’, court told BByy SStteepphheenn SShhaaww Staff Writer DDUURRHHAAMM ––––We eks prior to his wife’s Mother’s Day death by poisoning, Ganesh Raghu- nauth asked a former co- worker to supply him with cyanide, claiming he had a skunk to kill, court has heard. “He said there’s this skunk at the front of his yard and (asked) if I could give him some cyanide to kill it,” Jag- mohan Dhanpal said in testi- mony Thursday at the first- degree murder trial of Mr. Raghunauth, 31, of Pickering. “Did you ever kill a skunk with cyanide?” prosecutor Cindy Johnston asked the Crown witness. “No, I never killed a skunk,” he said. “I told him to get pest control. He said to me, ‘OK I’ll do that.’” A 12-member jury heard Mr. Dhanpal worked as an inde- pendent jewellery-maker for A & A Jewellers in Scarborough, a manufacturing plant where Ganesh and his wife He- moutie Raghunauth had also both worked at one time. The jeweller worked out of a base- ment workshop at his home, where he stored tools of the trade and a plating solution that included a cyanide mix. Cyanide is also used in the gold bombing process, and was stored in large containers in a secure area of the plant at A & A Jewellers, court has heard. Mr. Dhanpal said the Raghunauths were from his native Guyana and that he had made a bracelet for their son after he was born. Mr. Raghunauth and his wife later left A & A Jewellers. Sometime later, approximate- ly one or two months before Mrs. Raguhunauth died, Mr. Dhanpaul testified, he re- ceived the phone call at his home from the defendant. Initially, Mr. Raghunauth raised the topic of cyanide by inquiring about equipment needed to start his own jew- ellery-making business, the witness said. “Do I need cyanide to do the jewellery?” Mr. Raghunauth allegedly asked. Mr. Dhanpal said he told him he didn’t need cyanide to make jewellery. When that part of the con- versation ended, Mr. Raghu- nauth then mentioned the skunk and asked about get- ting some cyanide, the jury heard. “I said I don’t have cyanide and even if I have it I’m not allowed to give it,” Mr. Dhanpal said. “Mr. Dhanpal, sir, did you ever provide Mr. Raghunauth with cyanide?” asked Ms. Johnston. “No,” he answered. Mrs. Raghunauth, 28, died May 14, 2000 in her Beaton Way residence. Toxicology tests revealed she had 64 times the lethal limit of cyanide in her blood, and large amounts of the sedative Temazepam, court has heard. Mr. Dhanpal said he didn’t tell homicide detectives about the conversation when first interviewed about his rela- tionship with the accused, saying he didn’t realize its sig- nificance and didn’t want to get involved. Drunk driver jailed three years Crash killed veteran Durham policeman BByy SStteepphheenn SShhaaww Staff Writer DDUURRHHAAMM ––––An Oshawa courtroom flooded with tears as the drunk driver who killed Durham Regional Po- lice Association President Terry Ryan in a head-on colli- sion was handed a three-year prison sentence Friday. Scott Webb, 36, was also prohibited from driving a motor vehicle for five years after he pleaded guilty to im- paired driving causing death. “I can’t do anything about your sadness, about your loss. Nothing I can do or say here by way of penalty is going to make it easier,” Judge Bruce Payne told Mr. Ryan’s widow, Carol, and two sons, Jamie and Kevin. A solemn Judge Payne said he was “moved to tears” while listening to the emotional vic- tim impact statements read by the family of the popular 28-year veteran constable. “We have a real face on this tragedy,” said the judge, who added his father was a police- man. The judge called it a tragic irony that a police officer whose life was dedicated to public protection –– he was once a former breathalyzer technician who hadn’t had a drink in 25 years –– should be killed by an impaired driver. Mr. Ryan, the 55-year-old police union leader, was killed while heading home from a social function in Pick- ering at 10:40 p.m. May 30, 2002. Mr. Webb was southbound on Regional Road 23 in north Whitby, on his way from a charity golf tournament at Royal Ashburn Golf Club, when he drifted over the cen- tre line and struck Mr. Ryan’s northbound Toyota Camry, said prosecutor Glenn Broth- erston, who read out an agreed statement of facts. Court was told Mr. Webb, injured and trapped in his ve- hicle, told emergency person- nel: “I’m sorry, I’ll get what I deserve. How is the other g uy? You guys are helping me after what I’ve done?” Mr. Ryan suffered major in- ternal injuries, including a severed spinal cord, and died during surgery. Mr. Webb had a blood-alco- hol level two-and-a-half times the legal limit, Mr. Brother- ston said, noting the exact reading was 199 mgs of alco- hol per 100 mls of blood. Carol Ryan told court her life is filled with sadness, soli- tude and anger since her hus- band’s death. “Terry was my special friend, my confidant and my lover. He gave me a reason to be, he was my life. Without him... I feel so alone,” she said. “I miss him being in my bed with me. I miss him holding me. The loneliness is unbear- able... A great part of me has died with Terry,” she sobbed. Jamie Ryan said he misses his father’s guidance and support most of all and told the court his death has “crushed my spirits. Mr. Webb, a Georgetown fa- ther of two, had no prior criminal or driving record. He broke down during the hear- ing and apologized to the Ryan family. Clarington Mayor John Mut- ton and Durham Regional Chair- man Roger Anderson left for St. Petersburg, Russia on Saturday, Feb. 15 to attend negotiation meetings with the international partners involved in the project. The formal negotiations will take place Feb. 18-19. Members of ITER Canada and Canadian fed- eral government negotiators will also attend. Amongst the discus- sions will be a comparison of the technical and socio-economic merits of each site proposed for the research facility. Under con- sideration are sites in Clarington on Lake Ontario beside the Dar- lington Generating Station as well as sites in France, Spain and Japan. The United States and China have recently joined the project partners, which also include Japan, the European Union and the Russian Federation. Clarington Mayor John Mut- ton says the final results of a site- assessment report on the four competing sites will be released at this session. “I would like to see them con- firm Canada as the best techni- cal site,” he says. As well, the mayor is looking forward to in- troducing the Canadian bid to the new project partners and says he wants to assure them all levels of government here are committed to fusion research. Dr. Murray Stewart, president of ITER Canada, says he does not expect Canada will present its anticipated new bid offer at this session. The federal govern- ment announced in December it is reviewing the bid with consid- eration to increasing Canada’s contribution to the project fol- lowing a review of the other site offers. He points out the loca- tion of ITER is not based on a tender process and with so many partners in the mix with various interests in different components of the projects, there will likely be “a lot of horse trading” taking place. Dear citizens, campaign a success Letters result in more tax supporters for Catholic school system DDUURRHHAAMM ——A letter campaign by the Durham Catholic District School Board has resulted in 324 ratepayers agreeing to direct their taxes to support Catholic schools. Gerry O’Neill, the board’s con- troller of planning and admissions, in a report on Monday’s meeting agenda, stated 5,772 letters were sent out to Roman Catholic public school support- ers who have no elementary- school-age chil- dren. “The purpose of this mail-out was to raise the ratepayer awareness of their ability to support the Catholic schools through their property tax designa- tion,” he said. The letters were sent out at a cost of $8,300, and Mr. O’Neill described the 5.6 per cent, positive re- sponse rate as “fairly good”. He stated the letters were mailed last July, and it was judged a good time to do so since 2003 is a munic- ipal election year. A Catholic ratepayer has the abil- ity to vote for Catholic trustees dur- ing elections. Mr. O’Neill noted in an interview the tax dollars from the new Catholic ratepayers would not come directly to the board. Howev- er the goal is “to keep the number of Catholic ratepayers high” to pre- serve the system. “I’m very glad to see that we had some success with that,” comment- ed Pickering Trustee Fran Pereira at the meeting. “I think it’s important that we continue to do this,” added north Durham Trustee Fred Jones. He said the letters, which began “Dear Homeowner(s),” should have been personally addressed if doing so was not too expensive. Mr. O’Neill replied it was seen as too time-consuming and expensive, but added the envelopes which con- tained the letters were personal- ized. Rouge Valley and Lakeridge Health signed an agreement Friday that will develop a cardiac system for the approximately 500,000 people living in their coverage areas. Anne Wright, chair- man of the Lakeridge Health board of direc- tors, said at the signing ceremony advanced cardiac services in Durham and east To ronto are below the provincial average. “Our plan will be es- sential to help correct the considerable dis- parity between our cur- rent service and those required to meet our patients’ needs,” Ms. Wright told the audi- ence of about 75 at Rouge Valley Ajax and Pickering hospital. With the agreement, someone needing ad- vanced cardiac care, such as an angiogram or angioplasty surgery, could have the proce- dure closer to home. Randy Stinchcombe, an Oshawa resident who had angioplasty surgery about one month ago, said being close to home made it easier for him and his family. He had the surgery at the Cente- nary site of Rouge Val- ley and avoided down- town Toronto, “which would be a nightmare to me. “My wife isn’t capable of driving, so she would have to take the GO train and subway or a taxi to visit.” Since his procedure, he feels “super. I’m a young man; I’m 50 years old. “I have a new lease on life. I’m anxious to get back to doing the physi- cal things in life.” Ajax resident Mike Cannon had an angio- plasty procedure in De- cember. He’s now tak- ing part in a rehabilita- tion program at Cente- nary. “I’ve been feeling great ever since,” Mr. Cannon added. “If I had to go to the west end or downtown (for rehab), I wouldn’t go. Because it’s closer to home, you’re more likely to uti- lize it.” Dr. Renato Alessan- drini, a cardiologist and physician leader at Lak- eridge, said the endeav- our is “a significant step forward for both our hospital corporations.” He added the two can share resources to bet- ter serve those in need. “Our goal is to pro- vide the best possible care for all our resi- dents,” he said. Dr. Joe Ricci, a cardi- ologist and medical di- rector of cardiac care at Rouge Valley, said hav- ing regional care is “bet- ter than the patchwork system we had before”. JJOOEE RRIICCCCII ‘Better than the patch- work system we had be- fore.’ Ontario-wide talks loom down the road Provincial bargaining for teachers and perhaps other school board employee groups is becoming more and more likely with each labour dispute that springs up in the province. In fact, when the Progressive Conservatives call an election this year, I wouldn't be surprised if part of their platform is to remove col- lective bargaining from the local level of responsibility. They could frame it in the, 'we want to ensure there is always stability in the classroom for students' context. As you know, several elementary teacher groups, including those in Durham, are currently working-to- rule. Teachers are not attending staff meetings, arriving for school 15 minutes before school starts and staying no longer than 15 min- utes after the last bell, and protest- ing in other ways by refusing to perform clerical and administra- tive duties. The Durham teachers say they are the lowest paid of their kind in the GTA, and are accusing the Durham District School Board of hoarding reserve money instead of giving them a good raise. They also want the board to pay a greater share of their benefits (currently the board pays 80 per cent). On the other hand, the board says it has offered teachers a three per cent raise (what the Province provided for in December), to pay 85 per cent of benefits, and to in- crease teachers' preparation time. Board superintendent Sally McIl- veen says the teachers aren't bar- gaining, just sticking to a lengthy wish list and not budging. The talks are going terribly and a full-blown strike is a distinct possi- bility. In the past, boards could raise taxes to hire more education- al assistants or give teachers a raise. Now the boards receive vir- tually every dollar directly from the Province, which in almost eight years has massively reformed and centralized the education system. Provincial bargaining appears to be the next logical step. Interestingly, in the first draft of its submission to the Education Equality Task Force, the public board recommended regional bar- gaining zones, where two or more boards would jointly negotiate with employees. That first draft was contested at the board table, and the proposal did not make it into the board's submission. A colleague here pointed out several negatives from the Province's point of view, adding they would almost have to make teaching an essential service as well to avoid the prospect of On- tario-wide strikes. I don't know if provincial bar- gaining is a good idea or not. I know teachers' groups are against it. But the Province has tossed around the idea, and with every labour action, I'm getting the feel- ing provincial bargaining is, if not around the corner, at least down the road. Curbside organic waste and expanded blue box collection is already under way in a section of Clarington and will continue throughout that municipality and the rest of Scugog, Brock and Uxbridge later this month when compost bins are deliv- ered. Excited officials, including Durham Chairman Roger An- derson, regional works chairman and Pickering Councillor Rick Johnson and mayors from the four participating munici- palities are eager to get the program going. It's easy to see why. With incredible pressures on our garbage collection, includ- ing the closure of the Keele Valley landfill site, the need to pro- duce far less refuse is critical. Coun. Johnson has indicated the curbside compost program and expanded recycling could eventually divert at least 60 per cent and up to 70 per cent of waste from landfill. That's a relief for all Durham citizens. With Clarington and the three northern municipalities on the go, the goal is to now have a further impact and get Ajax, Pickering, Oshawa and Whitby fully on board. The expanded blue box collection could be introduced this May to these mu- nicipalities and the target is to have them composting by March 30, 2004. For that to happen, there will need to be a fa- cility constructed to handle the many tonnes of compost the eight municipalities will annually produce. There are currently two proposals by private industry to build such facilities for Durham Region. Once a decision is made by the Region next month on which proposal to accept, construction could begin on a facility. The improved blue box program brings milk containers, drink boxes, twist-off top plastic containers, aerosol cans and empty paint cans into the mix, removing them from landfill and putting them back into circulation eventually. Coun. Johnson sees the process as, "A very, very good day for all the people who fought landfill all these years. Sixty to 70 per cent of our waste will be diverted and they (landfill sites) will just take our residual waste." If all goes smoothly, Durham's environmentally-friendly plans will make our Region a protector rather than a polluter of the environment. It's the right thing to do to provide a pos- itive future for the citizens of the region. Vandals would be better off doing some good TToo tthhee eeddiittoorr:: Pickering has potato punks. While food bank cupboards are bare, and people are hungry in the streets, it seems punks are choosing potatoes as their weapon of choice. One recent evening at about 8:15, we heard quite a loud noise at the side of our house. Our house is vinyl sided, not brick, therefore, anything hitting the vinyl makes a noise. We went outside with a f lashlight and lo and behold there was a hole in our siding, high up just below the window. Looking at the ground searching for a rock or something that might have done the damage, we discovered a large, fresh broken potato. It appears someone dri- ving by, or perhaps walking, decided to hurl the potato at our house -- fortu- nately just missing the washroom win- dow. The vinyl, brittle from the cold, broke on impact. I'm upset this happened and even more upset that punks have nothing better to do on cold nights than hurl potatoes at our home. Since they know who they are, why don't they take their potatoes to a food bank and do some- thing worthwhile with their money and time as opposed to causing homeown- ers grief and panic. The temperatures have been crisp, the snow superb, and if you continue to do your pre-season exercises, you will maintain your lower body strength and aerobic capacity. This should allow you to remain injury free for the rest of the season. However, in spite of all our best efforts, foot pain can arise. Skiing and snowboarding are sports that involve precise control. The most important part of the body for this point of control is your foot and how it responds within your boot. If the foot is stable within the boot, only slight leg movements are needed which will result in more accurate edging and control. However, feet that roll in or “hyper- pronate” will require greater leg motion to force the ski or snowboard to react and engage the turn. This lack of foot stability and increased leg movement, is comparable to a car that needs a tune-up, the car will take you where you want to go but at a greater energy cost. This can, in turn result in: 1) Poor edge control. 2) Failure to improve, even with lessons. 3) A feeling that you need to over tighten your boots for better control. 4) Cold feet, possibly from over tightening as you artificially try to stabilize the foot. 5) Hot spots or pressure points as the foot flattens and splays. 6) Fatigue, muscles are over used when the foot is not stable. 7) Aching and cramping of muscles from feet that over-pronate. 8) All this can lead to increased incidents of injuries. If a problem does occur in your feet, the first thing to address is boot fit or condition. If after you determine your instability is not a result of your boots, your foot biomechanics should be addressed. For more severe mechanical problems, where over the counter footbeds have not helped, custom made foot orthotics is recommended. The Province has an- nounced $650,000 in fund- ing for new buses and re- furbishments in 2003, news that comes just as the bus service prepares its annual budget. “It’s nice to know the money is there,” said gen- eral manager Ted Galinis. The announcement rep- resents the second alloca- tion under the Ontario transit renewal program, a 10-year $3.25-billion plan to reinvest in transit across the province by providing one-third of fleet replacement and refur- bishment needs. Ajax Pickering Transit Authority (APTA) is one of 47 municipalities shar- ing in $103.9 million in 2003. The funds will help APTA purchase three con- ventional buses and two specialized or accessible vehicles this year, said Mr. Galinis. It received $873,126 in late 2002 to help purchase six new vehicles and ex- tend the life of four buses in the current fleet. The Chargers threw every- thing they had at the favoured Monarchs in Game 2 of the Lake Ontario Secondary School Ath- letics (LOSSA) two-game, total- points quarter-final series. In fact, the contest ended in a 5-5 draw at Don Beer Arena Thursday afternoon. But, a tie turned the trick for the Mon- archs, as they wrapped up the series three points to one. St. Mary took Game 1 3-1 Tuesday afternoon. St. Mary, the top seed in the LOSSA playoffs, now faces the Dunbarton Spartans in the best-of-three semifinal. Dunbar- ton ousted Monsignor Paul Dwyer Saints from Oshawa 4-3 in Game 2 Thursday to sweep the quarter-final series four points to none. St. Mary coach Mike Dion ex- pects a competitive series against Dunbarton. The two teams have met three times this season — all one-goal games — with St. Mary winning a league and an exhibition game, while the Spartans posted a victory in a tournament. In an all-out effort to score the winner Thursday, the Chargers pulled goaltender Mickey Thistle with 1:44 remain- ing in the third period. Despite a couple of solid chances, time ran out on the Chargers’ opportuni- ty to send the game into a win- ner-take-all overtime frame. Dion said it was the resilience of his team, rebounding from one-goal deficits three times in the contest to post the draw, which was key to clinching the series. “Every time we were down by one, we responded. We have a never-say-die attitude and that’s what you have to do,” he said. The St. Mary coach gave full marks to the Chargers who gave his team a stiff test. “It could have easily gone the other way. We had a tough draw getting DO’C in the quarter-fi- nals, but it’s going to be a tough go all the way through.” Chargers’ coach Tom Desson says the playoff series with St. Mary picked up where it left off in the regular season. In their lone meeting, the Monarchs scraped by with a 3-2 victory. Thursday’s game was almost a mirror image of that matchup. “It was a fantastic game. The play went back and forth. The game we should have won was the first game. We held a 1-0 lead through most of it and then they had a couple of quick scores,” said Desson. “It’s always tough to lose a close series like this. It’s hard to lose when the game ends in a tie. Every game was close. A few bounces and it might have been different. We have a lot of senior guys leaving this year, so it was tough for them.” The game’s pivotal goal came with 4:48 remaining. A rising point shot by Monarchs’ Darryl Flowers cleared the out- stretched legs of defender Ryan Katsuyama, who went down for the block, and continued past netminder Thistle to tie it 5-5. It was Flowers’ second goal of the contest. The Monarchs led 3-2 after the opening 15 minutes, while DO’C scored the only goal of the second period. St. Mary took the lead 45 seconds into the final frame, but the Chargers knotted the score less than two minutes later. DO’C then took the 5-4 lead at the 10:55 mark. Also scoring for St. Mary were Kevin Krasnowski, also with two, and Paul Ruta with a sin- gle. Ruta also added two assists, along with singles to Brian Gon- salves. Derek Polowyk and Krasnowski. Adam Bell scored twice for the Chargers, with singles to Katsuyama, Jamie Dewhurst and Rob McGrath. Ned Aiken and Chris Walker recorded two assists apiece, while Anthony Ruggeiro, Katsuyama and Jay Crete had one each. In Game 1, Ruta, Jeremy Whelan and Krasnowski scored for St. Mary. Derek Kelloway had the lone goal for DO’C. In other action, Courtice Sec- ondary School eliminated the Ajax High Rams with a 5-2 vic- tory in Game 2 Thursday. Alexiou scored the back-breaker for the Buzzers, netting the winner after the teams were deadlocked at 3-3 going into the final frame. It was his third goal and fifth point of the series. The series opened with a 5-2 loss to St. Mike’s, one that Alexiou ripped the Panthers with a goal and two assists, followed by back-to- back 3-0 shutouts from St. Mike’s goalie Michael Ella.
