Time for decision is now Pickering doesn’t want Region headquarters issue deferred BY LESLEY BOVIE Staff Writer PICKERING —There isn’t much support in Pick- ering for putting off a decision on a new Durham Re- gion headquarters until after the next municipal elec- tion. “We’re elected to make decisions. I see no benefit in putting this off until after the election,” said Ward 2 Re- gional Councillor Mark Holland. “An issue like this can be heavily politicized to obscure the real issue.” Coun. Holland said he understands building a new regional headquarters in Whitby would be a “big blow” to downtown Oshawa, which currently houses many of the offices leased by the Region. But the Greater Oshawa Chamber of Commerce is “over-politicizing” the debate by calling on the Region to defer the matter until after the 2003 municipal elec- tion in November, he said. “This is such a huge project: it should not be fast tracked,” said chamber general manager and chief ex- ecutive officer Bob Malcolmson in a recent letter to Pickering council. The responses from the chamber’s letter writing campaign “clearly indicate the taxpayers need to be heavily engaged in the process and be aware of all the facts”, his letter said. Coun. Holland said he’s not yet aware of all the facts himself. Regional councillors are awaiting a report due out next week, which will offer costing scenarios for a number of different designs for a new headquarters, he said. Up until this point, there have been little specifics other than the new building could cost between $50 and $70 million, be 250,000 to 350,000 square feet in size, and possibly house a 40,000-square-foot police head- quarters as well. Planning already on ice for next Winterfest PICKERING — Another Winterfest has come and gone in Pickering and organizers are al- ready looking to the next one. “We’re really pushing for an outdoor ice rink,” said Ward 2 Re- gional Councillor Mark Holland, who heads up the organizing committee. Esplanade Park would be the ideal spot for a rink, he added. Organizers also hope to incorpo- rate more music events in the next Winterfest, and even create a mas- cot for the annual celebration. Winterfest, which ran for most of December, wrapped up with a New Year’s Eve swim and skate. About 4,000 people attended those festivities, while a record number turned up for the opening fireworks display Dec. 6, Coun. Holland said. Local police reported a small number of minor colli- sions across the region Fri- day but said for the most part motorists came prepared for the morning commute. “There was a good warn- ing for this one,” said Sergeant Paul Malik, Durham Regional Police spokesman. By noon Friday, 12 minor collisions had been reported to Durham police, most of which occurred in the re- gion’s southern parts from Pickering to Oshawa, he said. Another 15 minor fend- er-benders took place on Hwy. 401 in Durham during roughly the same period but Constable Dominic Wong, of the Ontario Provincial Po- lice’s Whitby Detachment, said he expected to see much worse. “I think they did a good job clearing the roads off this morning,” he said Friday. “When I went to work at around 6 a.m., two of the three lanes were pretty clear (on Hwy. 401).” “It was a matter of public- ity. We knew this weather was coming and there was less volume on the road be- cause of the holiday.” Most of the collisions were as a result of drivers losing control on the 401’s slushy roads Friday, Const. Wong said. For Durham police, many of the accidents were mo- torists not allowing proper stopping distance, added Sgt. Malik. Durham police received the call at 5:45 p.m. that a boy was walking around the food court at the mall carrying a machete. Po- lice, who attended the scene and arrested the suspect without inci- dent, said the boy had two knives in his possession. The Scarborough teen, who can’t be named under the Young Offenders Act, is charged with weapons dangerous and two counts of concealed dangerous weapon. Holland said regional staff has told him there could be “real sav- ings” in leasing costs over the long term. But he wants to see the numbers for himself first before making a deci- sion. “It comes down to what is clearly in the best interest of the taxpayer,” Coun. Holland said. Putting off the decision until next year is “a non-event” as far as Mayor Wayne Arthurs is concerned. “I’m not a proponent of a new re- gional headquarters,” he said. “I have to really be convinced it makes real finan- cial sense for me to change my mind.” The new building shouldn’t be built in Whitby around the existing head- quarters, the mayor said, but along the Hwy. 407-Durham 23 alignment if it is going to service the region’s long-term needs. “If we’re going to look way out to the future on this that’s where it should be,” he said. “If you consider it’s going to take two or three years to build and finance it, the 407 has much more po- tential to be a business corridor in the future.” Pickering was fortunate when it built its civic complex and central library in 1990, Mayor Arthurs said. It was a time of growth and most of its was financed with lot levies, he said. “People in our community don’t di- rectly identify with the Region. They identify more with Pickering,” he added. Both Pickering council and the Ajax Pickering Board of Trade have yet to take an official position on a new re- gional headquarters. Board of trade president Nigel Allen said, however, it’s an issue the business organization plans to track over the coming year through its government re- lations committee. WANDA JASKOLSKA* 905-728-1600 Spirit Inc. $ 2 1 4 , 7 0 0 Curtain goes up on municipal election run BY LESLEY BOVIE Staff Writer PICKERING — There’s still plen- ty to do to keep Wayne Arthurs busy. “Most municipalities don’t have an opportunity to deal with a Seaton or a federal airport,” said the Pickering mayor. “If we were just fixing potholes then it might be time to look around and see what other challenges there are.” In “another week or so” Mayor Arthurs said he will officially announce his intention to run in the municipal election Monday, Nov. 10. He is seek- ing his eighth term on council and his sixth as mayor. Having celebrated 20 years in mu- nicipal office Dec. 1, Mayor Arthurs admitted he does get weary from time to time of certain issues. But, from a general sense, he still finds Pickering’s political scene fascinating. “There are lots of things going on in the City right now,” he said. Issues like the development of Seaton and the federal airport debate, which have been long-standing con- cerns for Pickering, now have some “degree of imminence”, Mayor Arthurs said. At the same time, the City is push- ing forward with a growth management study, a culture and recreation master plan, and a five-year downtown strate- gy, he said. With major changes ex- pected for the Metro East Trade Centre in the next year, this all makes for ex- citing times, said the mayor. While a number of people have called to ask about the election process, City clerk Bruce Taylor said the first official day of declaring one’s candida- cy passed quietly in Pickering Thurs- day. Ward 3 Regional Councillor Rick Johnson was the first out of the gate, filing his official intent Friday morn- ing. “Looking back over the years, I don’t think anyone has registered on the first day,” Mr. Taylor said. “We might have one every 10 years. Most (candidates) wait until late spring or summer.” Mr. Taylor said he expects about 28 municipal candidates in Pickering, when hopefuls for school board trustee are factored in. That’s been about the stan- dard in his 26 years with the clerk’s department. Of Pickering’s 92,000 resi- dents, about 65,000 will be eligi- ble to vote in November. Voter turnout, which has been as high as 43 per cent some years, dipped in 2000 to 30 per cent, which Mr. Taylor attributes to a calm campaign year. “We had a relatively unknown candidate against the mayor and don’t forget (Ward 1 Regional Councillor) Maurice Brenner and (Ward 2 Regional Council- lor) Mark Holland were both ac- claimed. So that was boring,” he said. The only interesting race was in Ward 2 at the local level, where all the candidates were “fresh”, he said. Bill McLean took that seat. New for this election, candi- dates must register by Sept. 26 instead of the last Friday before Thanksgiving to allow munici- palities who vote by mail an ade- quate campaign period. About half of the City’s can- didates usually squeak in around the deadline, said Mr. Taylor. To be eligible, candidates must be over the age of 18, and a Canadian citizen living or own- ing land in Pickering. The fee to file a nomination is $100 for prospective councillors and school board trustees. Mayoral candidates pay $200. That’s what Mordechai Rozanski says in his review of education fund- ing, released last month. In the report, he states that reforms to Ontario’s ed- ucation system in recent years have presented “a strong challenge” to edu- cation stakeholders. However, while the Province has expected more of students, teachers, and school boards, it hasn’t been pro- viding the support necessary to achieve its objectives. In fact, Mr. Rozanski says it has been using a funding formula that uses benchmarks based on 1998 prices to help deter- mine what school boards costs are, re- sulting in a $1 billion-plus shortfall. If you’ve been listening to educa- tion funding announcements for the past few years, and believing them, this would come as a surprise. The most common phrase has been the word ‘more:’$190 million more fund- ing for education in the 2000/2001 school year; $360 million more the following year; $350 million more for the coming school year. And the latter doesn’t include the $610 million an- nounced this month. Add those up and you get $1.5 billion. And,along with the claims of more money came statements that the gov- ernment was listening to what educa- tion stakeholders were recommend- ing, that it was adjusting funding. The Province was providing more money, more than ever before, as it likes to state. But the government ig- nored the big asterisk beside those claims, namely, that more not only wasn’t enough, it wasn’t even ade- quate. It provided trickles, when a flow was required. Let’s face it, the creation of Mr. Rozanski’s Education Equality Task Force was a big stall tactic on the gov- ernment’s part. The Province knew it was underfunding education. What’s amazing is that it was able to get away with it for so long. The he said/she said argument in education has seen school boards, teachers and others saying, ‘there’s not enough money,’ and the Province responding, ‘education spending is up.’ Finally, with school boards at the financial breaking point, rebellious trustees re- fusing to pass budgets, teachers threatening unrest, and virtually every education stakeholder saying the same thing — that the system needed cash — came the predictable an- nouncements two weeks before Christmas. The government no longer had any place to hide. It’s shameful what the government has done since it took over education funding. I know smoking is not good for your health but everybody has some bad habit. But if you are telling the smokers to take it outside, shouldn’t there be a perimeter as to how far away from a door they should be? I thought it was 19 feet. When you go to a lot of malls they (smok- ers) are standing right at the door. I still have to go through their smoke. If you are a non-smoker, don’t go to bars or restaurants, although my husband and I found the ventilation very good. Yes, my husband and I smoked, but because of the dirty looks we received, we quit. I wish these non-smoking activists would put as much effort behind the prob- lem of drunk driving and homelessness. W.H. It was a happy new year for at least three mayoralty candi- dates in Oshawa on Thursday as incumbent four-termer Nancy Diamond put her name on the ballot for a fifth shot at the job. She’s being challenged by at least two contenders as Michael Clarke, husband of Councillor Cathy Clarke, and Regional Councillor John Gray take a crack at being the boss of the biggest municipality, by population, in Durham Region. Incumbent mayors John Mutton (Clarington) and Steve Parish (Ajax) are also officially signed up to run in their respec- tive municipalities, while fellow incumbents Wayne Arthurs (Pickering) and Marcel Brunelle (Whitby) have indicated they will register shortly. All was quiet on the northern front where nobody, as yet, had registered to run in Uxbridge or Scugog. Of course, the municipal election could be overshadowed this year, as it was last time around in 2000 when there was a fall federal race. Only Premier Ernie Eves really knows and it will be his decision alone when to call a provincial election. The To- ries, under then-premier Mike Harris, were re-elected in June 1999, so Mr. Eves could wait the maximum five years for an election and hold off until 2004. In that case, however, he might run up against a snap federal election call by a new prime min- ister, eager to capitalize on replacing outgoing PM Jean Chre- tien. Recent political history has been unkind to those parties that wait five years before going to the polls. In 1979 Pierre Trudeau suffered his only defeat in five elections when he was upset by the Tories under Joe Clark. In 1993, the Tories, with a fresh new leader in Kim Campbell, were reduced to two seats after Brian Mulroney’s belated retirement forced an election at the last pos- sible moment. Everybody remembers the beating Bob Rae’s NDP took in 1995 after a roller-coaster five-year term in office. Voters look at a five-year wait as a sign of desperation and clinging to power by the government and tend to vote against such a move. That’s why it’s likely there will be a provincial election this spring or fall. The key issue, for the sake of democracy, will be voter turnout. The last decade has seen a disturbing trend of lower and lower numbers at the polls. Politicians must offer ideas and in- novation that attract voter interest and citizens must demand an- swers to questions and accountability from their representatives. That’s how democracy works best for all of us. Your dream house and the kind of car you’ve always envisioned yourself driving come with hefty price tags. But with planning, hard work and a good credit rating, you too can live the dream. Putting all your ducks in a row such as landing a se- cure job with a regular paycheque, spending responsibly and creating a retirement savings plan is a beginning. Es- tablishing and keeping a good credit rating is mandatory. It starts early. Paying off that student loan and the cred- it-card balance from purchasing your first stereo system would be wise. On the other hand, having too many credit cards and paying bills after they are due cannot only result in a rude wake-up call where dreams are concerned, but can become a nightmare. You can run but you cannot hide. Nobody knows that better than Martha Godman. A collections agency employee for 20 years, the Oshawa woman has written a book, ‘Confessions of a Former Bill Collector,’about the trouble some people get themselves into. “Don’t get into the credit-card trap, thinking you have free money to spend,” she advises. “If you don’t pay it (the balance) off by the due date you’ll pay interest. If you get behind on your bills your credit will ultimately suffer.” When applying for a mortgage or expensive car loan, bankers insist on knowing all about the way a borrower has handled his or her money. Financial institutions lend large sums of money to people who have paid their bills on time. They do this by checking the potential client’s credit history. Although the ubiquitous credit card can be relatively easily to get, the process necessary to qualify for a large loan can be a bit more onerous. Forms must be filled out in detail giving written permission for a lender to be given a copy of an individual’s credit report. There are two such credit-reporting agencies in Canada: Equifax Canada Inc. and Trans Union of Canada Inc. The information kept on file at these agencies includes full name and age of the individual, where he or she lives, his or her age, employer, social insurance number, spouse’s name, how long an account has been held by the individual and payment history, i.e. - number of late pay- ments. Also on record are public records such as bank- ruptcy, collections, judgments and criminal convictions. Sandra Sherk, executive director of Credit Counselling Service of Durham Region encourages people to find out what their credit rating is especially “If you’re running into problems, if payments haven’t been credited or names have been mixed up if you have a very common name.” For most people a check every couple of years is all that is necessary, By writing to Equifax or Trans Union, an individual can receive a copy of their credit file. The rating goes from 1-9 and, according to Ms. Sherk, “You want to be a 1.” Although she usually only hears about a client’s finan- cial woes when their credit rating is heading toward a 9, Alison Petrie also recommends people check their credit rating on a fairly regular basis. “I tell people to contact Equifax and check their own credit rating,” says the trustee in bankruptcy. “They can do it on line if they have a credit card for about $14. They can go on line and give their number and instantly have their credit rating. It used to take four weeks.” It’s not only important to check your credit rating be- fore borrowing money. Sometimes, payments are not doc- umented properly. “You also need to be aware when you get a copy of your file if there are mistakes,” says Ms. Sherk. “A form comes with it and people need to deal with it because that’s the information being reported to your creditors.” It’s important to check for late payments and accounts no longer in use that should have been closed as well as for incorrect information. “Send a copy of a receipt, for example, to prove you paid,” advises Ms. Sherk. As for putting things right with your credit rating, it’s a matter of paying bills on time, reducing the amount of money owed to creditors and quickly sort out any out- standing bills. Building your credit Credit information can remain on file for six to seven years. It’s not a bad idea, therefore, to check your rating and to make sure there are no errors. Individuals can receive a free copy of their credit re- port by writing to credit reporting agencies and giving them the following information: * full name * social insurance number (optional) * current address and previous addresses within the last five years * phone number * date of birth * signature * copies of two pieces of government-issued identification with signature and address. With the new year comes changes in the amount of de- ductions that will come off your paycheque. EI premiums are dropping 10 cents to $2.10 per $100 of earnings. The annual maximum contribution for an employee is $819 and $1,147 for an employ- er. The reduction works out to a $39 savings over 2002 for an employee and $55 for an em- ployer. “This reduction will mean savings of $890 million for workers and businesses this year,” John Manley, federal fi- nance minister and deputy prime minister, said in a press release. It’s the ninth consecutive year EI premiums have gone down. In 1994, the premiums were $3.07 per $100 of earn- ings. The maximum insurable earnings remain at $39,000 for 2003. But, CPP contributions are going up $128.60 for employ- ees and employers, to a maxi- mum of $1,801.80, and up $257.20 for someone self-em- ployed, to a maximum of $3,603.60. The increases work out to 4.95 per cent for employ- ees over 2002 and 4.7 per cent for employers. For those self- employed, the rate rises 9.9 per cent. The maximum pensionable earnings rise to $39,900, up from $39,100 last year. Those making more than $39,900 in 2003 aren’t required or allowed to make additional CPP contri- butions. I was a junk food enthusiast. Pop, chips and chocolate. I loved to bake for my husband and my kids (and of course myself). I could drink up to 24 cola drinks in a week! I was always having second helpings of the food I cooked. I remember that I was never satisfied until the huge bag of potato chips was empty. I ate when I was bored. I ate when I was nervous. I ate for no reason at all! I know that there are lots of people out there who are trapped in similar behaviour cycles. I was praying for an answer I had struggled with my weight for years. I had embarked on many diets. Most diets “worked” for awhile but inevitably my old eating patterns and my appetite for junk food would resurface and I would put that weight back on again. I was at a desperate stage. I was reduced to sending for those “miracle pills” that “melt fat away while you sleep” but in my heart I was praying for an answer that would work and work permanently. In our home there are lots of stairs. About a year ago I began to notice that the stairs were becoming a burden to me. I was short of breath and I felt tightness across my chest. I knew intuitively that weight was now becoming a health issue. I resolved to do something about this. I was skeptical I saw the Positive Changes Hypnosis Advertisements in the paper. Help needed for enviro week BY JANE McDONALD Staff Writer DURHAM –– There is no particu- lar way Danny McCuaig rings in the new year. Maybe it’s having a birthday two weeks before Christmas that makes a third celebration in such a short times- pan seem a bit over the top. After all, he’s rung in 103 new years since he was born Dec. 11, 1899. But in all likeli- hood, the centenarian’s penchant for kicking up his heels at any given mo- ment regardless of the date has more to do with it. “Do you want to see me dance?” he asks with a twinkle in his eye. Eventual- ly, with a bit of coaxing and speaking to him in a louder voice, he sets in to talk about his life, so far. “No, I have no special plans,” he in- sists. “Everything is the same one day to the next.” He looks around and catches glances from two of his Marnwood Lifecare Centre co-residents and smiles. “I have a bunch of nice friends... and the dancing depends on who is around.” Mr. McCuaig was born as the Klondike Gold Rush was winding down. Wilbur and Orville Wright were still flying kites in their quest for human flight while Queen Victoria sat on the British throne and Wilfrid Laurier was prime minister of Canada. How he came to live in Bowmanville is “a long story,” he says. He was born to a farming family in Alexandria, Ont., as the 19th century came to a close. He worked for 27 years at International Nickel (INCO) in Sudbury, he doesn’t believe in fighting and his wife was a “wonderful cook.” When she died four years ago, he moved from Sudbury to Marnwood because one of his sons lives here. “I’m a very fussy guy,” he says about the kind of food he likes. “If it don’t look good to me, I run away.” When asked how he stays in such good shape without an ounce of fat on him,he admits to a bit of “exercise outside,” adding he likes to watch hockey (on television) and enjoys playing with chil- dren. “I am what I am,” he says without apology. “We came up the hard way. My older brother was 14 and me, I was 12 when our mother died. We had no money and not the best of clothes but we did the best we could. Some of those rich farmers worked us real hard. You had to work at everything you could think of: construction, boiler mender, electrician. You had to learn to get a lit- tle job.” He doesn’t hesitate when asked if he has any advice for young people. “Yes, I’ll give them one right off the bat,” he says. “Don’t smoke or drink and be nice to everybody. But oh, what might have been if that had been the case. The Durham wrestler with the Ajax-based Team Impact Wrestling Club was an alternate on the 2000 Canadian Olympic team that travelled to Sydney, Australia, earning the stand-by status after losing in the finals of the national championships. Of course the last-minute call never came, something he ex- pected and accepted, preferring instead to earn his way on to the team. Which is what is motivating the 25-year-old, as he continues to strive toward the pinnacle of international competition with an appearance at the Olympics. That process starts next year with the Canadian champi- onships, which will serve as an Olympic qualifier for Athens in 2004. “The guys in my weight class (68kg) I’ve wrestled before and there’s not one top guy who’s the favourite. There’s a realistic chance that anyone can win. “I’m training a lot harder and have competed against interna- tional wrestlers so that should help a lot.” The Henry Street High School graduate, who initially attended Courtice Secondary School be- fore transferring, looked back on the past year. Based on his im- pressive accomplishments, it’s easy to understand why he is op- timistic about the future. Francis finished second at the national championships in Guelph in May of 2002 in the 62kg Senior Open category, los- ing out to world champion Giuvi Sissaouri of Montreal in the gold medal match. While he expected a top three finish, he struggled through his matches after being forced to drop 27 pounds over three weeks to make the weight class. “That took a lot out of me,” he says, understandably. “Some of the guys I had beaten before, but it was tougher this time.” He followed up the silver medal by striking gold at the Pan-American Games in the Do- minican Republic in July. Francis is moving up to the 68kg class this year, opting to concentrate on wrestling with opponents, and not the weight limit. Durham West girls drop 1-0 decision in final of Kanata event DURHAM —It was déjà vu with a twist for the Durham West Lightning peewee girls’ tier II hockey team at the Kanata tourna- ment over the Christmas holidays. Unfortunately, the tournament didn’t end like it did a year ago for the peewees. The Lightning failed to become repeat champions, denied the title by a stubborn host Kanata Rangers club, 1-0 in the final. Last year at the same event, the Lightning de- feated Kanata in a hard-fought contest. Durham West skated and forechecked well in the final and carried the edge in play, outshoot- ing Kanata 17-6. Kanata scored the winner late in the first period. The peewees started the tourna- ment against Kanata, losing 2-0. The Lightning outshot the hosts 18-4. In Game 2, the Lightning shooters found the net in a 4-2 vic- tory over a strong Cornwall squad. Most of the scoring took place in the second period, with Durham West opening up a 3-1 lead before Cornwall closed the gap before the end of the frame. Trisha Egberts led the way with two goals. Kristen Orrett and Dar- ija Davidson had the other mark- ers. Adding assists were Stacey Damiani, Orrett and Laura Waters. Durham West emerged with a 2-1 victory over St. Constante, Que. in the third game. Orrett scored the winner midway through the third period on a passing play from Waters and Davidson. Stephanie Fraser opened the scor- ing in the first period. The lone goal for St. Constante came late in the second period. Lightning goalie Kim Roche made several big saves in the final frame. The Lightning posted a 1-1 draw against Rideau St. Lawrence, enough to put them in the final. Egberts scored, assisted by Fraser, early in the second period. Rideau St. Lawrence replied less than a minute later. Quality efforts came from for- wards Kathleen Crandles, Lynsey Nakamura, Gillian Morgan and Layne Farrell. Lee Ann Murphy, Cati Taylor and Kirsten MacDon- ald turned in solid defensive play. Gillian Clayton was missing from the lineup. Facing a strong opponent in the George Bell Titans in the final, the Ajacians fell 3-1 to end a strong tournament run. After a scoreless first period, the Knights got on the scoreboard five seconds into the middle frame on a goal by Jesse Wheeler, assisted by Adam Azzarello and Andrew McBride. The Titans, however, re- sponded with two quick goals to take a one-goal lead into the final stanza. Ajax had its chances to net the equalizer with co-captain Shane Weese, Corbin Stone and Jamie Helliwell having the best chances, but couldn’t get the puck past the George Bell goaltender. The Titans other marker came late in the third. Matt Clement was named player of the game for Ajax. The Knights faced the Leaside Flames in the semifinals, avenging an earlier loss. The score wasn’t re- ported. Defencemen William Thurston and Paul Purchmajer paced the Ajax attack, each collect- ing assists on the game-winning and go-ahead goals by Wheeler and Clement, who also netted an empty-net marker.
