Dirt f lies over proposed new rules Residents want tighter controls for off-roading; riders defend rights BY LESLEY BOVIE Staff Writer PICKERING ––When and where you can rev up your off-road vehicle is coming under review. Sparked by noise and dust complaints and a fatal ATV accident in August, a proposed new City bylaw is expected to spell out circumstances in which dirt bikes, snowmobiles, and ATVs will be permitted in Pickering, and include fines for violation. That could mean big changes for Gordon Hull, who has a dirt bike trail running through his property on Side- line 6, between Concession 8 and 9. It’s the same track where family friend Andrew Mason, age eight, died last summer in an ATV accident. “I thought of mowing the track down after that,” ad- mitted Mr. Hull. “But the family said Andrew would have wanted us to still ride.” His 22-year-old son built the track with his friends, renting a bulldozer by pooling their money, Mr. Hull said. The track is free and meant as an outlet for his son, who spends the rest of his week working at a motorcy- cle shop, and just wants to ride with a few of his friends on the odd Sunday. “It keeps the kids out of trouble. Where else can we let them ride?” he said. “It is on my property.” But the new bylaw can’t come fast enough for Kari Eskelinen and his neighbours, who say they’ve spent the last three years trying to live with the noise and dust coming from the track. “On a Sunday it’s like standing at the end of a run- way. If I wanted to live like that I would have moved near Pearson (airport),” Mr. Eskelinen said. Phase-in proposed on highway extension BY JACQUIE McINNES Staff Writer DURHAM –– A Hwy. 407 ex- tension through Durham could be here sooner than expected but it may not go right across the region. An environmental assessment for construction of the highway from Brock Road in Pickering where it now concludes, to Hwy. 35/115 at the east end of Claring- ton is currently under way. The highway would include two links to Hwy. 401, one in Whitby and the other in Courtice (in Claring- ton). The expectation was the highway would be completed within a decade. But recently, representatives from the Ministry of Transporta- tion have been visiting local may- See EXTENSION page 2 See MINISTRY page 4 ors for private meetings to discuss potential scenarios for phasing-in the construction of the highway, says Durham Chairman Roger An- derson. Politi- cians are being asked to consider a phase-one end- ing at a proposed Whitby link in the area of (Lak- eridge Road) or at the proposed Courtice link. The phase-in would fast-track the first part of the project while possibly delaying the remainder, the chairman said. A phase-in could work but the Region and its municipalities must ensure it eventually runs at least to the Cour- tice link, says Mr. Anderson. “To extend it just to the first link in Whitby is just not an ac- ceptable solution in my mind,” the chairman told the regional works committee Wednesday. “It doesn’t alleviate the needs of the Region nor does it alleviate the needs of our biggest corpora- tion, General Mo- tors. Either we reaffirm our posi- tion that we want it all the way to the 35/115 or we agree to a phase- in but there is no way a phase-in can be any less than to the Cour- tice link.” Durham MPP John O’Toole says with the “pressing demand from the Region to get it in sooner than later the way to do it is to build it to Lakeridge Road and start immediately as soon as the EA is done.” By doing this, the highway could reach Whit- by in “three to five years instead of 10.” The next phase, he says, could then be to the Courtice link within “five to a maximum of 15 years.” The remainder of the plan to build Hwy. 407 to Hwy. 35/115 could then be built within 20 years, the MPP says. Fifteen years to reach Courtice would be “unacceptable,” says Clarington Mayor John Mutton who says the highway is needed there in five years. Whitby Mayor Marcel Brunelle and Scugog Mayor Doug Moffatt both say they have great concerns with ending the highway at Whit- by due to the certainty it would create serious traffic congestion running both south and north as motorists try to link up with other routes. Mr. Anderson is suggesting a joint regional works and planning committee meeting be held early in the new year to craft a regional position to be forwarded to the municipalities. Mayor Mutton says he would like to see the area municipalities form a position to be endorsed by regional council. Mr. Yeo, the Durham District School Board’s director of educa- tion, is retiring in two months. At a September meeting, the board’s special education advisory commit- tee (SEAC) recommended the scholarship to recognize his six years of service to the board. The $2,000 scholarship will be awarded annually to up to two board students who are identified as learning disabled, continuing their education after high school, active in school life, provide service to their school or community, and have shown personal growth throughout their high school career. The money will come out of the education director’s budget. Brock-Uxbridge Trustee Nancy Loraine, who sat on a committee that worked out the scholarship de- tails, said it was decided to award the scholarship to as many as two students in case “two equally out- standing students” were in the run- ning. If two students win, they would receive $1,000 each. She noted some of the board’s student awards were established two decades ago and may need a cash infusion. “Twenty years ago, $1,000 would have been significantly more money (than it is today),” said Tr ustee Loraine. She said trustees at budget time might want to revisit the scholarship amounts, even forming a committee to set up awards that better reflect the higher cost of post-secondary education. Pickering Trustee Paul Crawford agreed it was probably a good idea, noting, “$1,000 - what does it get you now?” Trustees unanimously approved the new scholarship. In the spring, high schools will be asked for nom- inations, to be received in May and considered by a selection commit- tee made up of two trustees, the SEAC chairman or a designate and the board’s special education super- intendent. The winner or winners will re- ceive the award at a June board meeting. Scugog Trustee Martin Dem- mers said he supported the award, but he was “a little concerned about taking the award money out of the director’s budget.” “Do we not hamper the director and the director’s effectiveness by taking out the award money?” he asked. Operations superintendent Craig Burch, the board’s incoming direc- tor of education, joked that he hopes trustees at budget time “increase the director’s budget by at least $2,000.” Trustee Loraine said the commit- tee was well aware the money was coming from the director’s budget. She said it was “fitting” since the award honours the director and the other board scholarships named for directors are funded from the same source. But with 15 or 20 bikes riding up and down nearby roads every Sunday, he said it’s not only noisy but a nui- sance after a while. “I think there should be lim- its. If it was only (Mr. Hull’s) kids or if it was only a few hours on a Saturday that would be fine,” said Mr. Eskelinen. “Satur- day isn’t a big deal because we’re all out there cutting grass.” But he said a lot of his neigh- bours are seniors and spend Sun- day relaxing. “These people bought up here for peace and quiet,” he added. “It’s like living beside a giant bumblebees’nest.” While concerned about An- drew’s death, Ward 3 City Coun- cillor David Pickles said the new bylaw isn’t meant to centre out Mr. Hull’s property specifically, but regulate all off-roading activ- ities throughout Pickering. “A lot of people use them re- sponsibly and they are not a problem,” he said. “But there are a lot of situations in north Pick- ering where the use of these ve- hicles is unreasonable.” The City’s current bylaw re- stricts the use of off-roading ve- hicles on property without the owner’s permission. Nor is it legal to off-road south of Con- cession 3 in Pickering. But when it comes to noise and dust, the City hasn’t had “an appropriate tool” to regulate the activity, said Coun. Pickles. The number of clandestine labs uncovered in 2002 in the region is now 101, Durham Regional Police said. In a series of raids, members of the force’s drug squad executed search warrants at residences on Hilling Drive, Wilce Drive and Willer Avenue in Ajax, as well as on Fairport Road in Pickering. On Hilling Drive, police bagged 161 plants and seized $18,500 cash. On Wilce Drive, 172 marijuana plants were found. At the largest operation of the four, on Fairport Road, officers found three children, boys ages eight and 10 and a nine-year-old girl in the residence. They were turned over to Children’s Aid Society. Meanwhile, 548 plants worth $548,000 were hauled from the home. Another 219 plants were confiscat- ed on Willer Avenue. Illegal underground hydro bypass- es powered all of the labs, police said. Minh Hau Nguyen, 41, and Duc Binh Pham, 48, both of Hilling Drive, Kim Thuy Phu, 22, and another resi- dent of Wilce Drive, are charged with production of marijuana, possession for the purpose of trafficking and pos- session of crime proceeds and theft of hydro. A 24-year-old Pickering mother of the three children is also charged. PICKERING — Neighbours are playing Santa Claus for a Pickering family recently burned out of their home. A Family Fun Fair takes place Fri- day, Dec. 6 from 4 to 10 p.m. at the West Shore Community Centre, 1101 Bayly St. It raises money for Richard and Josephine Kirkland and their two- and-a-half-year-old son R.J., who lost their condominium unit to a fire Oct. 7. Everyone is welcome to take part in the evening, which includes a potluck supper from 6 to 8 p.m., said organizer Kathrina Mansfield, the Kirkland’s next-door neighbour. Admission is free but donations will be taken throughout the evening. Participants can also take part in games and raffles, the proceeds of which will go toward the family, she said. There will also be a fire safety clinic, in which Victory Fire Equip- ment will donate a fire extinguisher, as well as demonstrate how to use it. A disc jockey provides live enter- tainment. Ms. Mansfield said the community has already started to show some sup- port for the Kirklands. The City has donated the use of the West Shore Community Centre and a local hotel has offered the family a night’s stay in Pickering for the fair. The Kirklands are currently stay- ing with relatives in Toronto until they can move back into their home. “This way, they won’t have to drive back to Toronto that night,” Ms. Mansfield said. “It might also be crowded where they are staying. On Wednesday afternoon, two male home-invasion suspects who had assaulted a Pickering woman fled the home and police set up a perime- ter to try and capture them. One was reportedly armed with a rifle. St. Anthony Daniel Catholic and Valley Farm public schools are very close to the area. Police, however, in- formed neither of the two school prin- cipals of the manhunt. At St. Anthony Daniel, principal Mary Adelle Patterson heard from parents that something was up. She called police, was told what was going on and staff locked all the doors and kept students inside. Apparently, that occurred soon after the manhunt began. But, Valley Farm principal Silvia Peterson was left out of the loop and wasn’t aware of the situation even two hours later. Pickering schools superintendent Mark Joel said there was no call from police, speculating that perhaps po- lice had a specific search area and there was no danger to anyone at Val- ley Farm. Mr. Joel was half right, according to police spokesman Dave Selby. He said search perimeters are normally a few kilometres around the epicentre of the trouble. That would easily take in the schools. He said, however, the officer in charge of the operation makes the call on whether or not to alert the public, including schools. In this case, as a result of information police had at the time, Mr. Selby said there was not a great concern for pub- lic safety. He wouldn’t elaborate. Mr. Selby noted police made a dif- ferent decision two months ago. If you remember, on Sept. 27 there was an unprecedented lockdown of every public and Catholic school in Whitby when accused murderer Cosmo Jacobson escaped from police custody. The public board was notified within a half hour of Mr. Jacobson’s escape. But, it was almost an hour be- fore the Catholic board heard from police, and education director Grant Andrews said the board “would ap- preciate immediate notification”. Police spokesman Sergeant Paul Malik at the time acknowledged an “error or a mistake” had been made in not informing the Catholic board sooner. He also said the notification of schools and other parties would be part of the police review of the inci- dent. Police should tell school board of- ficials as soon as possible when a po- tential danger is identified so they can make an informed judgement on what measures, if any, to take. In all likelihood, a fleeing suspect would steer clear of a school. But if he was armed, desperate and saw po- lice closing in, a school could be an attractive place to make a last stand, with hundreds of young hostages. For years, as growth has exploded across south Durham, government programs, many of them provided by the Province, have simply failed to keep up. Whether it be underfunding of such necessary social services as the Children’s Aid Society or our public school system to a crying need for hospital expan- sion, Durham simply has failed to receive its proper share of the funding pie. Now, desperate to develop the vital highway links required to keep the lines of commerce and traffic flowing smoothly to- ward southern Ontario and United States markets, the Province dithers. It’s now been more than half a decade since the 407 opened for business and westward links have gone ahead regularly without trouble. On the other hand, the highway has inched eastward just over the Durham border but the need to get it from Pickering to Clarington seems, somehow, next to impossible. The Province tossed out extensive environmental work done years ago to pave the way for the 407 and restarted the whole process. Now, we’re being told simply getting the highway a few kilometres from Brock Road in Pickering to Lakeridge Road in Whitby could be ‘fast-tracked’ in three to five years. This is fast-tracking? The 401 is already clogged for many hours every day from Whitby through Toronto. The 407 option is needed now. Even if the 407 is linked to Whitby in five years, it could take as many as 15 to push it to Courtice Road in Clarington and 20 years to get it to Hwy. 35/115. That leaves General Motors, which needs a clear transportation route out of west Oshawa, stuck with the 401, as least as far as the proposed Lakeridge Road link to the 407. The whole point of the 35/115 link is to provide more than 100 kilometres of 407 bypass around the 401 so that transport trucks and citizens who prefer to avoid 401 congestion have an option. To understand how much things can change in 20 years, con- sider the 1981 census. Durham had just 283,639 citizens then. By 2001, our population was 506,901 and demographers sug- gest we could be close to 1 million in two decades. The Province must show foresight and get that 407 link to Whitby finished by 2005 and the Hwy 35/115 extension completed by 2010. It’s the least we should expect. Delays don’t serve needs of Durham It should not take 20 years to get 407 extension completed BY JANE McDONALD Staff Writer DURHAM ––One of the life-defin- ing moments of Kim Bouwmeester’s life was when she invited a stranger into her home for Christmas. The woman was the mother of two foster children Mrs. Bouwmeester was caring for and having their mother with them that day was perhaps the greatest gift the entire Bouwmeester household could have re- ceived. “That was one of our favourite expe- riences,” says the veteran Cannington foster parent. “The mom couldn’t be to- gether with her kids so we had her come here for Christmas. It was wonderful for the whole family and was a special event.” Mrs. Bouwmeester and her husband Alen have been foster parents for 10 years. With a 19-year-old son and 13- year-old daughter of their own, they’ve opened their home over the years to at least 30 children in care and provided temporary relief care for up to 100. “Some we’ve had over again,” she says of the newborns to 19-year-olds she and her husband have cared for. Mrs. Bouwmeester has lent her ex- pertise to a recent Children’s Aid Soci- ety initiative to recruit more people like her and her husband. Organized by seven Central Ontario CASs, the ‘Homes for Kids Foster Care Program’ is working to increase the number of foster homes available in Durham as well as throughout the central area of the province. Currently, there are about 5,000 foster children being cared for be- tween the seven CASs and participating agencies. Tom Bryce is project manager for the new program. He says it’s not so much a waiting-list problem for children to get into foster care but the new approach will try to match the appropriate child with the foster home that’s right for him or her. “So the waiting issue is one where there is always a need for matches,” he says. “We can get a glut of kids. Typi- cally that happens.” Mr. Bryce explains agencies won’t get just one call but 10 at once. On other days there might not be any calls. The new program is also about breaking down jurisdictional boundaries and bureaucracy. Although CAS agen- cies are forbidden by law to recruit fos- ter families living outside the agency’s location, Mr. Bryce says there is no rea- son a potential foster parent from one area can’t train in another if that training is standardized. Because foster homes are needed for newborn babies to teenagers, it is impor- tant for the babies to be able to bond with their natural parents. An older child might be doing well in his or her school. But if a child has special needs and a foster home in another town or city can provide for those needs, the child might be better off moving to another jurisdic- tion. “We look at age, gender, culture, lan- guage,” says Mr. Bryce. “Then we look at where the (foster) family is that can meet most of those needs. We try to be local or nearest ... Local is one of the first rules of thumb.” People like Kim Bouwmeester and her husband Alen are included in the new program that stresses recognition and validation of successful foster par- ents. “Foster parents are our best recruiters in the community,” says Mr. Bryce. “They bring it home to us that it takes a village to raise a child. Fostering is the ultimate community service.” The Minister of Community and So- cial Services is providing $150,000 an- nually over two years to the Homes for Kids program. With more than 800 chil- dren in care in October, foster care su- pervisor Annette Fegan at Durham Chil- dren’s Aid Society, hopes the program will help provide for the diverse needs of the children the local agency sees: be- havioural, cultural, medical and reli- gious. “And we need both full- and part- time foster parents because our foster parents need a break,” she says. The Durham CAS is in the process of hiring a foster parent to help recruit new foster parents. Ms. Fegan says as time goes on, more staff will be hired. But for now information nights will be held for current staff. As for new foster parents, the CAS is looking for stable people over 21 years of age with no criminal charges pending or criminal back- ground, no verified or suspected child abuse, and no significant involvement with children’s aid as a client (parent). “We do not screen people out that are working full-time,” she says. “General- ly, they should be a resident of Durham and have legal citizenship status.” The CAS does not discriminate in regards to sexual orientation. “One of the goals of the new pro- gram is to have a foster parent assist an applicant so it won’t be so long to get through the process,” adds Ms. Fegan. One of these trainers will be Mrs. Bouwmeester, who still hears from some of the foster children she and her husband have helped raise. “Some of them have babies of their own now,” she says. “I just hope we put a dint in the cycle so they know how im- portant it is to get help when you need it.” As for her own children, Mrs. Bouwmeester says they are “the most accepting and non-judgmental people I know. They are sharing and giving peo- ple. In September 2003, the University of Ontario Institute of Technology will offer a laptop-based business and information technology degree. The Honours Bachelor of Com- merce program teaches students to apply the latest technology in busi- ness solutions. "We will graduate a new gener- ation of technologically savvy busi- ness leaders,” says Dr. Bernadette Schell, Dean of the School of Busi- ness and Information Technology. “Our program places strong em- phasis on how technology can en- hance business opportunities in areas such as human resource man- agement, accounting, finance, op- erations and marketing.” At Ontario’s first laptop-based university, each student will use a current model of the IBM ThinkPad and benefit from fully networked classrooms and learning spaces. Rehab centre looks to wilds of Pickering for new home BY LESLEY BOVIE Staff Writer PICKERING — A Wood- bridge-based wildlife centre has set its sights on north Pickering. Wildcare Wildlife Rehabilitation Centre wants to move to Durham Region and feels north Pickering is the ideal spot. “It would be a central location for us,” said rehabilitation supervi- sor Krista Pedersen. “We could serve eastern Toronto, Pickering, the Rouge Valley, Markham and the rest of Durham from there.” The centre wants to relocate to Durham Region because there is a need for the service in the region, Ms. Pedersen said. Wildlife takes in 2,000 animals each year and at the same time, tries to help homeowners cohabitate with any critters. That could be something as simple as a raccoon under a deck, said Ms. Ped- ersen. It also runs outdoor education programs for students, emphasizing the importance of wildlife and its protection. But, the problem is finding avail- able land. The centre is putting out a call for relocation team members to help identify possible land dona- tions, lease arrangements and to help raise funds. It holds an information session Tuesday, Nov. 26 at 7:30 p.m. in the committee room at Pickering City Hall. Wildlife has leased land at the Kortright Outdoor Education Centre from Toronto Region Conservation for the past 15 years. But, a similar but much larger outpost is being built on the property next year, which will make Wildlife’s role “re- dundant”, said Ms. Pedersen. “We were asked to be involved in a merger with them but there were some major philosophical differ- ences that couldn’t be resolved,” she said. “We don’t want Wildlife to dis- appear so we’re relocating.” Made up of six employees and a veterinarian, Wildlife relies on the help of 60 or more volunteers and private donations. It is currently run out of three school portables, but there are plans to build a 12,000- square-foot environmentally friend- ly facility once Wildlife moves. One option that has already been explored is relocating to the surplus federal airport lands, which have been designated as green space. Ms. Pedersen said Wildlife has ap- proached the Ministry of Trans- port’s land use committee, and the feedback has been good. But it’s a long approval process, which could take at least a few years, she said. The centre has also looked to local conservation authorities, but Ms. Pedersen added those groups are getting out of the business of being landlords. City Hall is at One The Es- planade. Kelly MacPhaden, 29, took part in a Prokart Indoor Raceways series event earlier this month. Racing in her first season against 26 more experience kart racers, the Ajax resident drove to a second-place finish in the first race and produced a qualifying time for the second event that came within a hundredth of a sec- ond of the top driver. She experienced mechanical problems during the second event, but was able to hold off most of the drivers and completed the race in third. “I felt confident that I was going to win the second race. The track conditions were excellent and I had a good racing line. When I saw the green flag go down, I accelerated and noticed a problem with the steering as I ap- proached the first corner. I watched the third-place contender go past me in the first corner. It was all I could do to maintain con- trol of the kart and to keep the rest of the heat from passing me.” She qualified seventh for the fi- nals against the series’ top racers and finished fourth. MacPhaden said her recent re- sults will go a long way toward her goal of earning the overall points championship in the kart- ing series. Racing karts, she explained, is a stepping stone to racing on a more competitive plane. A gradu- ate of the Bridgestone Firestone Racing Academy in October, she has had some experience in racing a Formula 2000 race car and has tested a Formula Vee 1600 car. MacPhaden is currently preparing her racing team for the upcoming season in the Formula Vee 1600 series. She hopes her racing and sponsorship efforts will land her in the Canadian For- mula Ford circuit in the future. Jennifer D’Alessandro and Emily Nicholls, both 10, of Ajax, skated onto the ice between the first and second periods of the To ronto Maple Leafs’ game against the Boston Bruins. Both had the opportunity to shoot pucks into the net and raise money for the Durham West Girls’ Hockey Association (DWGHA). Jennifer netted eight goals and received $400 for the organiza- tion, while Emily potted six goals and was rewarded $300 courtesy of the Leafs. A Maple Leafs’ promotion to raise the profile of girls’ hockey, they were chosen by the Leafs to take part, said Kristine D’Alessan- dro, Jennifer’s mom. They were also filmed on the ice at the Pick- ering Recreation Complex Mon- day night by a television crew from the Leafs’ TV digital chan- nel. Kristine D’Alessandro said it was a special night for the girls who play in the DWGHA’s atom house league. “They were thrilled and excit- ed. It was the chance of a lifetime for them to be down there,” she said.
