Regional health offi- cials and health and social services committee mem- bers were taking part in the last of eight public meetings discussing the possibilities of a bylaw and the shape it might take. Mr. Corbitt said it would be a shame to lose all that the legion does in raising money for the community and local charities. “I just want you to see what the community would lose if Branch 606 closed,” he said. “There’s a lot we do for the community and if a smoking bylaw comes in, our branch would have to close.” But, Dr. Robert Kyle commissioner and medical of- ficer of health in Durham, said right now the region’s City teen charged in stabbing PICKERING ––A 15-year-old boy has been charged with aggra- vated assault after another teen was stabbed in the thigh at Major Oaks Park. Durham Regional Police said the victim, who is also 15, was walking with friends about 11 p.m. Tuesday when he was confronted by his assailant, whom he knew, and was knifed in the left thigh. He suffered a one-centimetre wound and received stitches at Ajax and Pickering Health Centre, police said. The 15-year-old suspect was later arrested at home and charged with aggravated assault, possession of a weapon and assault with a weapon. Police said the youths were in- volved in an ongoing dispute and a previous altercation occurred on June 21. DR. ROBERT KYLE Different bylaws in Durham’s eight communities. eight municipalities have eight different bylaws rang- ing from little, if any, to moderate smoking restric- tions. He said the department is holding the public meetings to discuss just what people want across Durham and is inviting citizens to take part in a Web site survey (www.region.durham.on.ca) and send their comments into the Region. All will be taken into consideration when and if the bylaw is formed. Dr. Kyle said smoking in restaurants and bars is defi- nitely a public health issue because second-hand smoke has been proven to be a se- rious health hazard. Tim Stoltey operating partner of Melanie Pringle’s, a Pickering restaurant and bar, said if the Region goes ahead with a bylaw the most important thing is that “a level playing field” is created. “It must be sweeping across Durham Region,” he said. “It also has to be en- forced. The larger restau- rants and the chain estab- lishments will comply, but some smaller places may just thumb their nose at it. I don’t want all my business walking down the street to Joe Blow’s because he’s thumbing his nose at it.” “It is going to hurt peo- ple, it is going to take sales and it is going to take jobs,” added Mario Kraft, repre- senting East Side Mario’s restaurant at the Pickering Town Centre. “You’re kid- ding yourself if you think it isn’t.” Pickering Regional Councillor Maurice Bren- ner, who also sits on the Re- gion’s health and social ser- vices committee, said he would be in favour of spe- cial status to protect busi- nesses like the legion and would certainly support a level playing field across Durham. “We’re not doing this to put anybody out of busi- ness,” he said, adding the need exists to develop cate- gories for different types of restaurants, bars, bingo halls, and establishments like the legion. Support for a regionwide ban on smoking came from several residents. “Stop the subterfuge. Stop the deception... let’s end the deception there is no difference between smoking and non-smoking sections in restaurants... We need zero tolerance,” said 28-year Pickering resident Bill Lewis. “There is no safe level of exposure... (This bylaw) is key to a new generation of non-smokers,” added Sheri Cotton, who was represent- ing the council for smoke- free Durham and handed over 887 signed postcards the group had collected in support of a regionwide 100-per cent ban. DURHAM ––Construc- tion got under way this week on the long-awaited Durham Regional Cancer Centre. The work is to focus ini- tially on the eastern portion of the Lakeridge Health Oshawa site, along Sim- coe Street, be- tween Hospital Court and Park- wood Court. Excavation for the centre will begin imme- diately, with paving repairs being made July 6 and 7. The demoli- tion of C Wing, the original building on the eastern site, is scheduled for mid-summer. Lakeridge Health Oshawa says it will keep the public in- formed about the progress of the site, and dust and traffic levels will be monitored. Effective Aug. 1, a new superin- tendent joins the board’s administra- tive council of senior staff members, while three existing superintendents take on new assignments. Mark Joel, the board’s staff devel- opment co-ordinator, becomes the new Pickering schools superinten- dent, replacing Luigia Ayotte, who moves to the Oshawa schools portfo- lio. Former Oshawa schools head, Sally McIllveen, becomes employee services superintendent, replacing Craig Burch, who takes on the opera- tions portfolio. When Durham Region Com- munity Care was formed in 1977, it put an ad in area news- papers that read, “Would you like to help your neighbours in need to continue to live at home?” The response was over- whelming. Twenty-five years later, the organization that provides the popular Meals on Wheels pro- gram and other home care ser- vices is stronger than ever. It celebrated the milestone recent- ly by honouring its founding members. “The most rewarding and meaningful thing for me on this 25th anniversary is to realize there are more than 8,000 clients supported by 2,200 vol- unteers,” said Pastor Bob Zim- merman, who was one of 11 members on the original steer- ing committee of the Social Planning Advisory Group of Durham Region. “What an honour to have been part of the beginning years.” The founders were presented with a Native memento that rep- resents friendship. They are: Dr. Gillian Gilchrist, Barbara Carnegie, David Williams, Eliz- abeth Fulford, Mary Ellen Polak, Ruth LaTulipe, Fred Fountain, Joan Higginson and Alan Cavell. The original re- gional co-ordinator was Richard Johnston. Durham Region Community Care started up with its Home Support Program in 1977, which had already begun in Ajax, Pickering and Brock Township. In 1978, it began providing services to residents with mental health difficulties through COPE mental health program. The respite program began in 1987, offering relief to adults caring for family mem- bers in their homes. The adult day-program services followed in the 1990s. Today, Community Care is in need of volunteers to support its continued growing number of clients. People who can offer a few hours to deliver meals and drive residents to appointments are encouraged to call their local Community Care office, which is listed in the white pages of the phone book. Corporation spokesman George Armstrong said Veridian chose to con- tinue charging customers its old rates until a new full billing period begins post market opening, rather than charge market rates after May 1. That means many of Veridian’s customers in Picker- ing, Ajax, Uxbridge, and Clarington won’t see any savings on their recent bill. And, they are paying more for elec- tricity than the market price. “So far that’s true,” said Mr. Arm- strong, manager of regulatory affairs at Veridian. “We decided to wait for a full billing period post-market opening.” He said residential customers on a 60-day billing cycle won’t see the new market rates on their bill until July. A spokesman for the Independent Electricity Market Operator (IMO) said the price during the first few weeks of electricity’s new open market have been quite reasonable. “For May and June, since the market opened, it’s been around 3.1 cents a kilowatt hour,” said Ted Gruetzner, IMO spokesman. “So far prices have been fairly low.” Meanwhile, Mr. Armstrong said the rates Veridian customers are paying is tough to pin down. “It’s hard to say,” he said, explaining the specific cost of electricity is part of a bundled amount on the bill, not a specific line item. But, he did say the “average bench- mark” price was in the range of 4.3 cents and added any overcharging Veridian does now could be paid back to customers later. “We track variances... we track the difference between what the market price is and what customers are paying,” he said, adding the figures outlining those differences are sent off to the On- tario Energy Board (OEB) for approval and then the money is presumably paid back to customers “at some point”. But, Mr. Armstrong added Veridian has been tracking other variances as well, including the first four months of this year and all of last year when he said the corporation was undercharging customers. “We don’t want customers thinking there’s a credit coming,” he said, explaining Veridian will have to wait for word from the OEB on whether all of the variances will be put together or separate debits and credits will be placed on accounts. Either way, he said, it looks like any additional charges now will balance out with lower charges from some other time. My mother returned from a recent holiday complaining about the sad state of the Canadian dollar. That got me thinking about the ‘dollarization’ issue. Let’s suppose, as we celebrate Canada Day, we decide to adopt a uniform North American currency. Do we really think Washington would let it be anything other than the American dollar using a different name? Could we really believe eco- nomic policy would be set by any group other than the power people in Washington? Could we really be- lieve Ottawa would suddenly be- come more influential in matters such as softwood lumber tariffs and the distribution of PEI potatoes? Should we forget that, while the U.S. suffered through its recent recession, the recession in Canada was almost theoretical? After listening to my mum, I flipped through a few American cat- alogues. The prices sure looked good — until I did the currency conver- sion. Out of sheer curiosity, I asked a friend in New York State to check a few prices. I asked her to go to a fair- ly ‘average’ store — neither ‘up- scale’ nor ‘discount’. For her, one dozen large eggs costs $1.29 US, or $1.99 in Canada. A pound of Maxwell House coffee is $2.49 (US) or $ 3.85 (Can). A loaf of Wonder Bread is $1.69 (US), or $ 2.61 (Can). After receiving her bit of research, I went to my usual grocery store and bought the same items, to see what my relative buying power might be. In Canadian dollars, they were $1.99, $2.79, and $1.29, re- spectively. For her, a pound of Land o Lakes butter was $3.29 (US), or $5.09 (Can). My store didn’t have Land o Lakes, but $5.09 sounds a bit high to me. It isn’t just a matter of what things cost in the grocery store. We keep hearing newscasters tell us Canada now has the strongest econ- omy in the G-8. Could it be that our dollar is right where it should be? If we look strictly at standard of living, Canadians have little to com- plain about. We have a standard of living that allows many Canadians to travel abroad, and then complain about the loonie. I have yet to hear anyone who winters in Florida ask whether doing so is truly of benefit to the Canadian economy. Spend your money elsewhere, and then complain about the Canadian dollar. Criticisms of our Canadian dollar are just loonie when it’s matched against American currency Poverty issue off Ecker’s ‘radar’ To the editor: Child poverty in Canada? The phrase would seem to be out of context and contra- dictory. An affluent country, rated by the United Nations for six consecutive years as one of the best places in the world to live, excludes a segment of its population from the riches for which it’s been known. Abject poverty and homelessness are much more profound than the mere lack of money. The powerlessness, sense of depri- vation, social isolation, and humiliation of the growing numbers of poor underscores the much-debated issue of the distribution of wealth. Poor families deserve to live in greater dignity than this. Finance Minister Janet Ecker’s provin- cial budget did not address the persistence of child and family poverty in Ontario. The appalling poverty and homelessness re- mains off her radar. Despite economic growth, the number of poor children in On- tario remains at near-recession levels. In 1989 about one in 10 children in Ontario was poor; by 1999 one in six children was poor. Ontario’s growth and prosperity is not benefiting all families. The focus of Ms. Ecker’s budget on the theme of growth and prosperity utterly failed to acknowledge the continuing strug- gles of poor children and families in On- tario. The supposed new face of the provin- cial government is no more aware of the needs of vulnerable children and families than the previous one. The promise made that tax cuts and eco- nomic growth would solve poverty was not kept. A strategy for dealing with this broken promise was sorely lacking in the finance minister’s speech. This budget wilfully neglects children and families living in poverty. Tomorrow is as good a day as any to reflect on what we’ve all been through over the past 10 months. Used to our role as peacekeepers and mediators on the global stage, there was little room for diplomacy after thousands of civilians were murdered when four planes went down in New York City, Washington, D.C., and Pennsylvania. More than two dozen Canadians died that awful day, and North America, for the first time, was forced to face the devasta- tion of a direct, highly organized and massively destructive ter- rorist attack. How did Canadians and Canada react in the hours and days of crisis following this unreal event? The short answer is we did ourselves proud. We warmly em- braced our allies in their time of need. We raised millions of dol- lars in charity drives to help 9/11 victims. On the day of the dis- aster itself, we opened our homes to stranded travellers who could not land at closed U.S. airports and provided old-fashioned Canadian hospitality to those who required it. Many of our firefighters and emergency personnel hustled straight to New York City to offer any help they could. Whatever the damaged areas needed, be it blood, blankets or blessings, Canadians were there to provide succour. We stood next to U.S. leaders who asked for our co-operation in securing a North American border to prevent the entry of ter- rorists. We took a long, hard look at our own immigration and securi- ty policies and considered safeguards to prevent future terrorist acts from starting, or finishing on Canadian soil. When the United States asked for our help in attacking terror- ist bases in Afghanistan, we were ready and willing to send what- ever troops and equipment we could spare. Tragically, four of our best were killed in a so-called ‘friendly fire’mistake caused when a U.S. fighter pilot dropped a bomb on our troops who were en- gaged in a training exercise. An inquiry recently found it was pilot error. That doesn’t lessen the impact of these troops killed in action. They gave their lives to try to protect the freedoms we cherish. As we celebrate our 135th birthday Monday, it’s worth look- ing back with pride over this past year. Canada has been among the leaders in the protection of freedoms we hold dear. No surprise, through two World Wars and countless other con- flicts during the last century, we’ve been there. We will continue to be. Being a student is one of the tough- est roles in life.” He noted the stakes are high, the hours are long and they’re broke during the endeavour. One year ago the ministry an- nounced a five-year schedule to introduce student tests in Grade 4, 5, 7, 8, 9, 10 and 11. It was to begin in the 2002-03 school year with science and technology tests for Grade 4 and 7 students and social studies tests for every Grade 5 and 8 pupil in Ontario. Unlike Education Quality and Accountability Office (EQAO) tests designed to measure student achievement at the provincial level, the next round of tests is to determine how well individual students are learning. The EQAO will develop the tests, which teachers can use in their regular assessment of students. They will count for 20 per cent of a student’s mark each term. High school students will take the tests at the end of their courses. Bruce Skeaff, senior ministry spokesman, confirmed in an in- terview Thursday there would be no new tests next year. “We’re just making sure they’re going to work correctly, so it’s just a postponement,” he said. Mr. Skeaff did not know when the tests would be intro- duced and clarified only the tests to have taken place next year have been delayed. He said the delay is not a bud- get decision and did not know how much money the ministry would save in putting off the testing. Last June, former edu- cation minister Janet Ecker said once completely phased in, for the 2006-07 school year, the ministry would be spend- ing about $16 mil- lion a year on the new tests, in addi- tion to the roughly $40 million al- ready spent on EQAO assess- ments. “It’s not a cost issue,” said Mr. Skeaff. “I don’t think anybody’s worked that out because that’s not the point.” Gerry Blake, the Durham Catholic District School Board’s programs superin- tendent, said he was pleased with the news. “We’re encour- aged that they’re going to take some more time to review the pro- posal,” he said. Mr. Blake said he believes the delay reflects Ed- ucation Minister Elizabeth Wit- mer’s desire to as- sess the impact of changes made to the education system in recent years before going forward with new initiatives. “I think the minister, at least the evidence seems to suggest, is taking time to pause,” he said. Mr. Blake said it’s also en- couraging that Ms. Witmer is en- gaging in “a lot of co-operative dialogue” with education stake- holders. Members of the Ajax Warriors and Village Soc- cer Club Ajax formalized their amalgamation last Sunday night when they voted to merge the two clubs, which have a long history of providing soccer for youth in the town. Fifty-six members from the Ajax club and 19 from the Village club attended a ratification meeting at the Ajax Community Centre. The motion carried 55-1 for the Warriors and 13-6 by the Village. The merger takes effect Oct. 1, in time for the start of the indoor season. For Worrell Smith, vice- president of the Warriors, the long hours needed to put together the details for the merger have been worth it, since the amalgamated clubs will bring increased opportunities for the more than 3,400 local soccer players. “It’s exciting. We’ve been working on this for a number of years and we’ve been working non-stop since January. We wanted to make sure everybody feels good about it and is comfortable with it,” said Smith, adding the new club is busily setting up an exec- utive and a board of direc- tors, which will reflect members from both organi- zations. And, when the merger takes effect, the club will bear a new name — the Ajax Soccer Club. In the lead-up to the merger vote, Smith said the two clubs had some minor details to iron out, includ- ing investigating any out- standing liabilities each club might have had. Handing over the finan- cial reports from each club clarified the situation to everyone’s satisfaction. Smith said the merger will mean less duplication of efforts for volunteers in the two organizations and the spike in membership will ultimately help the new club lobby for more fields. “We felt that with the size of the town we needed to speak with one voice for soccer. Baseball and hock- ey speak with the politi- cians and town staff with one voice. If you look at the number of baseball dia- monds versus what we have for soccer, we’re sort of a distant cousin in their eyes,” he said. Meanwhile, Village soc- cer president Robert Stew- art concurred the new club will be better able to serve its players and parents. “There will certainly be less duplication of services with a larger, merged club. The Village soccer club would never be able to offer skills development clinics that you can with a larger club. Even the par- ents who help out and who coach can take part in coaching clinics. Everyone will be able to benefit from this,” said Stewart, presi- dent for the past two years. Stewart admitted there was a concern about the smaller Village club being swallowed up by a bigger club, but he believes the Village members will be fairly represented on the new executive. “I don’t think that’s the case. I think we’ve worked side by side on this and the manner in which the club is run should be good for everyone involved,” he said. The Warriors was estab- lished in 1971 and over the years has provided compet- itive and house league in- door and outdoor programs for boys and girls ages four to adult. The Village club began in 1972 and at the time catered to youths living in Pickering Village. As it grew, the club started at- tracting players from other parts of Ajax and Picker- ing. The new club will con- tinue to offer house league and competitive indoor and outdoor programs.
