Rocco Romagnuolo told court his fa- ther, Tony Romagnuolo, and York Re- gional Police Constable Randy Martin were "tied up, locked together" in a struggle outside the family's 17 Sideroad residence in Sunderland. "My father was on his knees... I seen his head under (Martin's) left arm... Martin was on one knee," he said. "I seen his right arm and right hand, he was holding his gun up to my father's body, on the left side. I seen Martin shoot my father three times. (He) put his gun to his body and I heard three shots," the 19 -year-old man testified as his mother, Linda, sat in the front row of the packed Whitby courtroom, wiping tears from her eyes. The dramatic testimony was heard at the trial of three York and Durham re- gion police officers charged in the Dec. 28, 1998 clash in which Tony Romagn- uolo, 44, was shot dead and Rocco, at the time 17, shot and wounded. Immediately after the fatal shots were fired, Rocco testified he rushed over to Const. Martin. "I was trying to push him off my father," he said. He said he was grabbed from behind by Durham Constable Al Robins, hurled to the ground and shot in the abdomen. "Officer Robins grabbed the back of my shirt and just threw me... I started to get up and then I was shot: " Rocco said he felt a "sharp, pinch pain" in his side but didn't realized he had been shot until he saw his blood. "I said, `You shot me' and (Robins) said, `That's right." Prosecutor John Corelli asked Rocco if he had "made any physical gesture to- ward Officer Robins," tried to punch or kick him. Rocco replied he did not. York Const. Martin is charged with second-degree murder in the death of Mr. Romagnuolo, while Durham Const. Robins is charged with aggravated as- sault and discharge of a firearm with in- tent to wound Rocco. York Const. Mike Hoskin, the officer involved in the origi- nal struggle with Rocco's older brother, Enzo, which eventually led to the shoot- ings, is also charged with assault with a weapon and careless discharge of a firearm. All three officers have pleaded not guilty. No matter how hard you look, it's obvious one major issue is barely on the agenda dur- ing this federal election. Child poverty sits at 1.3 million children under the age of 18 across Canada. And the federal leaders, caught up in name-calling, tax -cut bragging and health-care fearmon- gering are spending almost no time talking about this very serious issue. k Tim Kelly Copy Editor Blame it on a red-hot economy, low levels of inflation and unemployment and a flush federal government with a multi -billion -dol- lar surplus. It could be that child poverty, un- like tax cuts or health care (which affects all Canadians) just isn't a sexy vote -getting issue. You can bet all the parties, through polling and focus groups, found it didn't rate highly as a vote -getting issue. And its conse- quences aren't felt by society for years. But child poverty hurts us all. It leads to crime, jail time, ill health and young adults who have little hope for the future. As one Durham child poverty advocate says, the so- lution is a `pay me now or pay me later' sce- nario. Canadian politicians have a lot of explain- ing to do to our poorest, youngest citizens. Eleven years ago, every MP vowed to work to end child poverty in this country by the year 2000: At that time there were 900,000 poor children, about 1 in 7 across the country. Today, there are 1.3 million poor youngsters, about 1 in 5. And really, the problem is being ignored in this election. Despite being called the best country in the world in which to live by the United Na- tions, of 23 of the most prosperous countries Unicef ranks Canada 17th - behind Poland - for its child -poverty rate. 19 L"_m The only national leader who has made an issue of child poverty is Alexa McDonough of the NDP. She has badgered Prime Minis- ter Jean Chretien to use some of the massive surplus to help end child poverty by doubling child tax credits, creating a national day care program and starting up a national affordable housing strategy. That program gets Durham support from Oshawa NDP candidate Bruce Rogers. Car- rying on in the tradition of former Oshawa MP and NDP leader Ed Broadbent, who au- thored the resolution to end child poverty, Mr. Rogers says "there's a shocking level of child poverty in Ontario. I'm finding voters in Oshawa are quite vocal about it. "We need to re -introduce dollars into transfer payments from Ottawa to the provinces. We would excuse anyone from paying tax whose income was at the $15,000 level," he says. A look at the platforms of the three other major parties is depressing if child poverty is at the top of your to-do list. The Liberal slim -downed red book, dubbed `Opportunity for All' talks mainly about tax cuts, health care, crime prevention and environmental protection. There's talk of a $2.2 billion five-year investment for early childhood development but that seems to have little to do with ending child poverty now. Liberal MP Dan McTeague, who repre- sents the riding of Pickering -Ajax -Uxbridge, says "the eradication of child poverty is vital. "Some of the programs we have brought in are starting to have an impact." But there are few specifics and Prime Minister Chre- Ed Broadbent's call for an end to child poverty in Canada by 2000 appears to have fallen on deaf ears. The Canadian Alliance, in its policy dec- laration released last February, doesn't even mention poverty. It's heavily weighted to pushing business interests, debt reduction and balanced budgets. That's the take on the issue presented by Alliance leader Stockwell Day and the Al- liance candidate in Whitby -Ajax, Shaun Gillespie. "Our fair tax plan will take 1.4 million adults off the tax rolls and will provide tax re- lief. We'll also increase child tax credits to a maximum of $3,000 per child, a big boost from the current maximum," says Mr. Gille- spie. He adds Liberal waste of public -funds and the removal of billions of dollars from feder- al -provincial transfers have reduced money which could be available to help fight child poverty. "The bottom line is the federal gov- ernment must be financially responsible" The Progressive Conservatives under Joe Clark have measures, whin mirror those of the Liberals and the Alliance but nothing, which directly takes aim at child poverty. The PC platform would raise the basic personal exemption to $12,000 by 2005, knocking 2.3 million low-income Canadians off the tax rolls. It would also offer an annu- al $200 per -child tax cut for families. That's about it. Durham Riding Progressive Conservative candidate Sam Cureatz says he sees poverty rear its ugly head in his role as a criminal lawyer. "I'm very sympathetic to the problem and I think we have to get behind solutions to solve it. We have to have facilities in place. "The Province administers most of the programs which could have an affect on child poverty. My solution is to consult with the experts, analyze the problem.." It should be said debt reduction and bal- See POVERTY page 10 which the Durham Child Poverty Task Force joined forces. When the economy was weak- ened by recession, government earnings de- clined as the deficit grew. Social initiatives were cut and in 1995 the federal government reduced transfer payments to the provinces by $7 billion. Though the provinces had less money, they also had more choice in how to spend it. Initiatives the task force has identified as necessary to eliminating child poverty in- clude, "affordable housing, an end to the practice of clawing back the national child (tax credit) benefit from people on social as- sistance, a national child care policy put in place and the targeting of good and secure jobs." Mr. Broadbent agrees. "Whether it's housing, income support or child care, these must be brought forward" to end child poverty, he says. Campaign 2000 uses Statistics Canada's low-income cutoffs as its definition of pover- ty: those families paying more than 55 per cent of their income on food, shelter and housing. "It's the people living in poverty when surrounded by a large majority doing well that feel their own poverty, who have the most difficulty," said Mr. Broadbent last fall "It's difficult for kids to play in hockey leagues and go skiing and do all the things a&able around Durham Region. They feel even more excluded and therefore we can see in Durham Region, if not next door, some kid down the street or on the next block who is really suffering. We shouldn't be tol- erating this." Mr. Richardson was honoured at the club's annual past -president's dinner held last month Por at the Royal Ashburn Golf and Country Club. "John has done very well. He's a very good d Rotarian," said Glenn Van Camp, of the selec- tion committee. In his five years with the Rotary Club, Mr. Richardson has published the service club's news bulletin, was president in 1998 and 1999 and served as vice-president previous to that. He has served on various committees, helped organize Rotary's involvement in the Port Perry Santa Claus Parade and is usually the force behind the club's printed materials, whether it's raffle tickets for one event or press release material for another. He is also a member in good standing, with a good attendance record at meetings, and is known to be usually in the background doing something for the club's major events. We miss you more than words can say As a loving Mother you were the best. You nurtured us through life Always there with great advice. Never refusing to tend a hand Countless times you made the sacrifice. Now Mother dear you earned your rest One day we will meet again Until then we send our flove And the ache in our heart will remain. Lovingly Renteinbered Bruce & Barb and Family HORNER, Gordon Walker June 8,1928 - November 27,1999 God saw you getting tired When a cure was not to be, So He closed his arms around you And whispered "Come to Me". You didn't deserve what you went through, So he gave you rest. God's garden must be beautiful, He only takes the best.
