Following are some tips for talking with children about difficult topics, from Children Now and the Kaiser Family Foundation. e Start early — Discussing sex, violence and drugs with youngsters will no more "put ideas" into their heads than discussing traffic safety will make them want to jump in front of a speeding car. In fact, by opening a dialogue with children early and talking often, parents have the oppor- tunity to answer their children's ques- tions first with accurate information that's in sync with their family values. • Initiate conversations with your child. Television and other media can be great tools for this. Watching a program about teen-age violence can be a great opportunity to open a dialogue. When the show is over, ask your child what he or she thought of the program. Just one or two questions may be enough to start a discussion. • Create an open environment. It is important to create an environ- ment where your children feel like they can come to you with questions about anything at anytime, without fear of being punished. • Listen to your child. Listening carefully to your child can help you to better understand what he or she real- ly wants to know, and how much he or she already understands. This will make it easier to adjust your explana- tions to your child's level of compre- hension. If you have more than one child — and your children are widely spaced — talk with them separately. Children at different ages usually are at different developmental levels. Listening also helps to build self- esteem by letting children know that they are important and are being taken seriously. • Be honest. Honesty builds trust into your relationship. Remember, if children don't get a straight answer from you, they may attempt to fill in the blacks them- selves, which can lead to continuing misunderstanding and potentially dangerous consequences. e Be patient. Children have a tendency to ask questions over and over again, which can test any par- ent's nerves. This is perfectly normal — the child simply is trying to absorb all they want to know. Paul Cloutier, head of Durham's in- come support division, reports 16,288 Durham residents were in receipt of Ontario Works in October, down from 16,987 people in September. The number of welfare recipients here has dropped 19.8 per cent since October 1999, when there were 20,308 recipients. But, of the more than 16,000 people who are still receiving welfare assistance in Durham, 53.4 per cent, or 8,698 were children, Mr. Cloutier noted. Across Ontario, the Ministry of Community and Social Services reports 12 people an hour are moving off the welfare rolls. Minister John Baird re- cently announced the number of wel- fare recipients in Ontario dropped by 16,173 people in October, the 33rd con- secutive month of decline. "Between December 1989 and June 1995, an average of 15 people went on welfare every hour, 24 hours a day, seven days a week," stated a ministry news release. "Between July 1995... and today, an average of 12 people an hour have moved off the welfare sys- tem, many into paid employment." School boards are always concerned the general public does not understand the purpose of the assessments, conducted in May by the Education Quality & Accountability Office, and that school -by -school comparisons will be the focus. "It makes me quite nervous to look at individual school data and draw conclusions from that," said Gerry Blake, superin- tendent of elementary programs. The proper way to look at the results, he said, is to compare a school's scores with the board and provincial averages. The EQAO has stated they "oppose school ranking and sim- plistic comparisons" of results, and recommends ratepayers "pay attention to all of the fac- tors inside and outside the I chool that affect students' achievement." Board officials also empha- sized students do not write a standardized test, but are as- sessed based on provincial ex- pectations. And the provincial standard which determines a school's score, Level 3, trans- lates to a grade of about 75 per cent. The board released two sets of results— Method 1 and 2. Method 1 includes all students in the grades, while Method 2 scores comprise only students who participated and whose as- sessments were marked. In both cases, the results show the board's average is at the provincial average or close to it. In Method 1 Grade 3 scores, students matched the provincial average of 49 per cent in reading, 52 percent in writing and were three points below the provincial average of 58 per cent in math. Grade 6 students were one point above the Ontario av- erage of 51 per cent in reading and 49 per cent in writing and, with a 51 per cent score in math, were one point below the provincial average. Method 2 board average scores, with the provincial aver- ages in parentheses, were for 52 per cent in reading (53) for Grade 3 students, 56 per cent in writing (55) and 58 per cent in math (61). In Grade 6, the board average reading scores were 55 per cent in reading (54), 53 per GERRY BLAKE `It makes me quite nervous.' cent in writing (51) and 55 per cent in math, matching the provincial average. The board had already com- mented, when overall results were released, that they are "very pleased" with the reading scores, since they represent "substantial improvement" com- pared to last year's results. And while writing and math scores were generally not as high as last year, they were either at or close to the provincial average. However, Oshawa Trustee Fred Jones said there's room for improvement. "Overall, we're looking at 50 per cent of the students in Grade 3 and 6 not meeting the provin- cial standard," said Trustee Jones. "Surely we cannot be sat- isfied with that." - Officials noted because a stu- dent did not meet the standard does not mean .they would not have passed a test based on the material. "Not everyone can be a Wayne Gretzky or a Michael Jordan," said Mr. Blake. Mary Gervais, consultant for elementary education, in an in- terview suggested it's important to clarify what Levels 1 to 4 mean. While the provincial standard is Level 3 or higher, that does not mean students who do not achieve the standard are failing Grade 3 or 6. In fact, only stu- dents below Level 1 are not where they should be in terms of their particular grade. But when she went to Calvary Baptist Church Monday to vote in the municipal election, Ms. Johnston was prevented from voting for separate school trustees because she is not a Roman Catholic. "I'm being penalized for something my parents did 30 years ago: baptizing me Presby- terian," Ms. Johnston said in an interview this week. Ms. Johnston ended up not voting for trustees, though she was aware of the Catholic board candidates and knew who she wanted to see in office. In the 1997 election, she voted at the same polling station and was per- mitted to vote for Catholic trustees. This time around, the polling clerk told her it wasn't allowed, and Ms. Johnston said another voter at the church was in the same situation. Oshawa clerk Brian Suter said there was no way to confirm Ms. Johnston was able to vote for Catholic trustees in 1997. "They denied me my right to vote for two people," she said. "My question is, how many peo- ple in Oshawa are in the same boat?" Ms. Johnston said she intend- ed to vote for candidate Jim Woodward, who missed a trustee spot by 500 votes.
