Five constables and a staff sergeant make up the contingent, their overflowing desks filling most of the space. A row of metal lockers dine one wall, several bulletin boards an- other. A schedule of upcoming court dates and a running tally of cases are neatly inscribed on the latter. They're the Durham Regional Police Traffic Management Unit and, improbably, from this unas- suming room located in the com- munity police station on Ross - land Road in Whitby, the squad is responsible for dealing with all serious vehicular accidents that occur in the Region. "We're a specialized unit that investigates all fatalities, serious injuries and hit -and -runs," said Staff Sergeant Dave Kuchma, a 32 -year veteran of Durham Re- gional Police who took over the squad Sept. 11. So far this year, his unit has responded 49 times to scenes in- volving 24 fatal collisions, at which 26 people have died. "It's not commonly known, but every year there are many more road fatalities than there are homicides," said Sgt. Kuchma. A source of continuing con- cern, he said, is the high inci- dence of alcohol -and drugs -relat- ed collisions, which account for roughly one-third of the total cases. Speed and dangerous dri- ving and disobeying traffic signs make up the rest. Despite periodic and well- publicized police campaigns such as RIDE and Zero Tolerance, and efforts by concerned organiza- tions like MADD, Sgt. Kuchma expects the situation to worsen as Durham's population soars to 600,000 (from the current 520,000), expected within five years. "That would put some 25,000 more cars on the road every day and that's being conservative," said Sgt. Kuchma. "It's bound to impact negatively on the number of accidents." Already, his team is hard- pressed to keep up with the vol- ume of work. Whenever a call comes in they're required to at- tend the scene in pairs. Frequently, Sgt. Kuchma goes along to get a first-hand look. They take measurements and photos, videotape if necessary and eventually lay charges. "We desperately need more help, because I can only ask so much of my officers. The amount of overtime they work is unreal," said Sgt. Kuchma. They're also severely under- manned compared to similar units in the province. Kitchener - Waterloo Region, for instance, has a contingent of 15 officers. So far this year they have investi- gated only 10 fatalities. They're an elite group. Those applying to the unit are required to be a 1st Class constable and must have a minimum of five years on the force. In addition, once they're accepted, they're re- quired to attend regular seminars to upgrade their investigative skills. The unit's five officers = four male and one female — have an average dozen years on the force. They work two overlapping 10 - hour shifts: 7 a.m. to 5 p.m. and I p.m. to 11 p.m., though they're on call around the clock. When they're not on callouts, there are reports to write, witnesses to con- tact, statements to take, court to attend and working with the Crown to build cases. "It's an extremely tough job," said Constable John Dorsch, who with two years with the unit is the veteran of the squad. "Besides the long hours, there's a lot of stress involved. "One of our hardest tasks is to call people at two in the morning to tell them something serious has happened. "We're the ones who have to deal with the victim's family, to inform them they've lost a daughter or a son or a mother or a father..." Const. Dorsch said a great deal of time is spent prosecuting "It's the same procedure as a homicide and takes just as long," he said. "We treat it much the same way because a life has been taken away. The only difference is that a motor vehicle was used, usually because of stupidity on one's part." A lot of that mindlessness, Const. Dorsch said, is demon- strated between 2 and 4 in the morning, when bars close. "Many people, despite all the warnings and campaigns, just cannot get it into their heads that it's dangerous to drink and drive," he said. "Unfortunately, in the process they kill innocent people. Then we "put all the work into (prose- cuting) and see light sentences handed down. It's frustrating sometimes. What we often see applied is law instead of justice." Heating costs will create `crisis' for poor this winter Share the Warmth looking for partnership with Durham Region The rising costs of oil and gas will create a "crisis" this winter for low-income families, Durham Council heard Wednesday. Lenore MacAdam, operations manager of Share the Warmth, a charitable organization which helps low-income families with their utility costs, told councillors the organization is preparing for a difficult season. "The need will simply be greater this winter. We're facing something of a crisis because of the rising costs," she said. Ms. MacAdam explained as utility costs rise, the organization, which uses 100 per cent of public donations to help needy families with energy assistance, will be able to help fewer people this year. "If the prices go up we can help fewer people unless our donations go up by the same percentage," she said, explaining that's one Irea- son Share the Warmth, which also receives funding from Enbridge Consumers Gas and Union Gas, is looking to establish partnerships with municipalities. The car overturned and the driver was hanging upside down with her face submerged in water, he said. "At first all we saw was a cloud of dust," Mr. Dahn told reporters follow- ing the presentation in council cham- bers, adding "as soon as we saw the car was upside down our instincts kicked in and we jumped in the water without thinking." Our purported financial experts, are predicting that the U.S. must raise the prime rate 1% rather than the 1/4% that was previously expected. They further stated that Canada will raise 1/2% and then lower rates after that by 3/4%. This is probably the most ludicrous statement I have come across in years. Trojans' co-ed house league basket- ball will be played at Pickering High School, 180 Church St. N., Ajax, on Mondays, from Nov. 6 to March 5. Players aged eight to 13 years are el- igible to play. Games will go on Mondays from 6 to 7 p.m. for eight and nine year olds; 7 to 8 p.m. for 10 to 11 year olds and 8 to 9 p.m. for 12 and 13 year olds.
