financial details
lacking in Metrolinx
$50-billion proposal
By Keith Gilligan
kgilligan@durhamregion.com
DURHAM — The grand plans
have been drawn up, but some
of the all-important financial
details are missing.
Metrolinx has a $50-billion,
25-year plan to improve trans-
portation from Clarington to
Hamilton.
However, Christine Drimmie,
a policy analyst with Durham
Region, said there’s a “lack of
detail” in terms of how the proj-
ects will be funded.
As well, over the entire 25
years, “from Durham’s perspec-
tive, there are significant gaps
in the RTP (Regional Trans-
portation Plan),” she said to a
meeting of Regional councillors
on Tuesday.
Regional Chairman Roger
Anderson agreed that Durham
isn’t as well served with the
plan.
“It’s evident, at least to me,
the consultants they hired were
all from west of Yonge Street.
If they were from east of Yonge
Street, at least they’d know
where Durham is,” he said.
Durham’s comments have to
be sent to Metrolinx by Nov. 14,
with the Metrolinx board to ap-
prove a final report on Nov. 28.
The draft RTP calls for a trans-
portation system that’s “seam-
less, efficient, convenient, equi-
table and user-centred.”
Among the aims of the plan
are to offer different travel op-
tions, reduce the demands on
transportation systems, meet
the needs of travellers first and
build communities that make
travel easier.
There are eight top priorities,
called Big Moves, that include
a fast and frequent rapid tran-

sit network, an extensive walking
and cycling network, with bike-
sharing programs, an integrat-
ed fare system, a ‘higher-order’
connection system with Pearson
Airport, and a system to provide
stable and predictable funding.
Projects in Durham include an
express train service to Oshawa
and bus and light-rapid trans-
portation along Hwy. 2 from Os-
hawa to the Scarborough Town
Centre.
Projects Durham wants in-
cluded, but have been left out,
include extending Hwy. 407 east
of Brock Road, extending Hwy.
404, widening Hwy. 7, complet-
ing the Steeles-Taunton connec-
tion in Toronto, better service to
and from UOIT, and infrastruc-
ture improvements to support
Seaton, a Pickering airport and
new nuclear build at Darlington.
Ajax Mayor Steve Parish cau-
tioned about how the Region
should respond.
“We should do everything we
can to have a good relationship
with Metrolinx.
“An adversarial role won’t
serve us well,” he said.
Oshawa Councillor Nester Pid-
werbecki disagreed.
“Over the years I’ve been in-
volved at the Region, there have
been all kinds of deals with the
provincial and federal govern-
ments.
“We’ve always said look east.
They’re looking at us very qui-
etly,” he said.
“I don’t know if we can sit back
and be nice and say don’t forget
us. It hasn’t worked in the past.
I’m not opposed to raising the
heat.”
The committee’s request for
Durham’s requested projects
will got o a full council meeting
next week and then be sent on to
Metrolinx.

Dean Kory
says system failed
By Crystal Crimi
ccrimi@durhamregion.com
DURHAM — Using his daughter as bait,
Dean Kory walked away from Ritson Road
Public School with a kindergarten student,
no questions asked.
No one from the school asked for his iden-
tification, name or relationship to the child,
even though the boy he walked away with
has a strict do-not-release policy in place,
Mr. Kory said. He knew the boy would rec-
ognize his daughter, and wanted to test the
school’s security system to see if that would
be enough for them to release the boy to
him.
“He could have been gone, that’s my fear,”
said the boy’s mother, Sarah Jeffrey (not her
real name).
While Mr. Kory went to pick up the wom-
an’s son, Danny (not his real name), Ms.
Jeffrey waited in Mr. Kory’s car around the
corner.
“She (the school official) opened the gate
and let him out, hand in hand with (Mr.
Kory’s) daughter,” Ms. Jeffrey said.
Ms. Jeffrey began questioning the school’s
dismissal practices when her current boy-
friend picked Danny up from school without
being asked for ID. Although her boyfriend
is on the list of authorized people to pick up
Danny, the teacher asked Danny if that was
his dad and he said ‘yes’ – even though her
boyfriend is not his father, she said.
Danny’s biological father isn’t allowed
to pick him up and Ms. Jeffrey said she
has court documents she’s shared with the
school regarding her situation. Ms. Jeffrey
was in an abusive relationship with his fa-
ther, she said.
“The school has an awareness of my past
and why my son is at that school,” Ms. Jeffrey
said. She also attends school with him every
Wednesday through a parent program.
The school board can’t discuss the spe-
cifics of any case involving a student in
the school, making this situation difficult to
comment upon, said Andrea Pidwerbecki,
the Durham District School Board’s com-
munications manager.
“In the presence of an authorized, caring
adult, the student can be released, and I’m
not aware of a situation where that’s not our
practice,” she said.
At the beginning of the school year, care-
givers filled out forms that include informa-
tion on dismissal and release, which should
be updated throughout the year, she said.
Regarding dismissal practises, kindergar-
ten kids are escorted into a fenced area by
their teachers and sometimes other school
staff as well, with a clipboard. If a known,
identified and authorized adult is present
and can be seen, the child can be released,
Ms. Pidwerbecki said.
“If it is not a person they are familiar with,
they would ask for ID,” she said.
For example, if a mom was picking up
a child for six months, then one day dad
showed up instead, they would ask for his
ID and then check the list to see if he’s au-
thorized, Ms. Pidwerbecki said.
Ms. Jeffrey, Mr. Kory, and the two children
only recently met when Mr. Kory was visiting
Ms. Jeffrey’s neighbour. They have no con-
nection other than that.
During the visit with Ms. Jeffrey’s neigh-
bour, Mr. Kory and Ms. Jeffrey began talking
about school security and came up with the
plan to test the system.
“I have an extensive criminal history,” Mr.
Kory said, noting the gang-tag tattoos on his
hands. “I wasn’t questioned; I wasn’t IDd.”
Danny didn’t know Mr. Kory’s name and
school officials never asked Mr. Kory for it,
he said. After the test, Ms. Jeffrey took Danny
to the principal’s office. The school is adding
a picture of Ms. Jeffrey and her boyfriend to
the checklist now, but should have done that
in the first place, she said. They also told her
she can attend school with Danny if she feels
she has to, she said.
Following the test, Mr. Kory and Ms. Jef-
frey also called the police, the Children’s Aid
Society, and her MPP, all of whom referred
her to the school board.
“What we want to do is address how this
already happened,” Mr. Kory said. He wants
it corrected before his three-year-old daugh-
ter starts school there.
“If it’s not, I’ll do exactly what (Ms. Jef-
frey’s) doing; I’ll attend the school every
day,” Mr. Kory said.
“I want to know children, not only mine...
are going to be safe,” Ms. Jeffrey said. “They
need to have a better action plan to protect
these children from being abducted.”
She wants security practises to be in-
creased and identification to always be
checked. Ms. Jeffrey also wants the mistake
admitted publicly.
If a parent has a concern about the safety
practices in place, they should first talk to
the teacher, then to the vice-principal and
principal to discuss the issues and possible
solutions, Ms. Pidwerbecki said. If they have
and still aren’t comfortable, they can call the
school’s area team at the board to work with
the parent and school for a solution.

Town to spend on
debt, infrastructure
AJAX — The Town’s coffers are
bulging with more than $1.3 mil-
lion.
Ajax has received its second-
quarter (covering July to Septem-
ber) share of $1,314,263 from the
OLG Slots at Ajax Downs.
Under an agreement with On-
tario Lottery and Gaming Cor-
poration (OLG), the Town, as a
host municipality, receives five
per cent of the gross slot ma-
chine revenues. Since the facility
opened in late February of 2006,
the Town has received more than
$12.3 million.
Over the next three years, the
Town plans to use half of the slots
revenue on debt reduction, re-
ducing the amount of money it
needs to borrow by $5.7 million.
That reduction in turn will save
$2.6 million in interest charges
and eliminate a tax rate increase
of 1.5 per cent.
The other 50 per cent will be
used to pay for road and trail proj-
ects that would have to be paid
with increased property taxes.
The money collected so far has
been “used for important proj-
ects and services, including infra-
structure improvements around
Town, waterfront development
and grants to community groups,”
said Mayor Steve Parish.
The Town set up the Ajax Com-
munity Fund with the Commu-
nity Foundation of Durham Re-
gion, putting in two instalments
of $100,000, with the money to
help charities in Ajax.

Bus service a
plus in community
To the editor:
I have been reading your stories about
the bus issues on Audley Road in Ajax. As
a fellow bus rider, I completely support
keeping this service!
The buses cannot possibly make so
much noise that the average person would
be that irritated.
Would the people who have been com-
plaining about the noise actually be bus
consumers?
Would they care about the environment
and getting more people to take the bus?
Someone who doesn’t need to take a 15-
minute walk with two little children in the
middle of an ice storm would rather have
quiet than convenience.
If we are caring about our community,
children, seniors, disabled, and our air we
should be supporting the buses and all
they offer!

W e are selling our home and it’s
a very new experience. Having
moved into this old girl from a
rental situation, we’ve never had to go
through the selling procedure and all of
the madness that entails. But we’re learn-
ing fast.
Selling a home is not for the faint of
heart. And the pain begins the minute you
walk an agent through your place. Within
seconds, what you thought of as your Taj
Mahal, your castle, your cozy little home
on the prairie, becomes a rotting, rank,
money pit that even a blind, homeless per-
son would take a pass on.
The beauty of our homes, the comfort of
them, in fact what makes a house a home,
is that they’re the one place we can really,
safely be ourselves. We have all of our stuff
there, right out in the open. Our homes are
also very accurate indices of our habits,
tastes and yes, hygiene. And this is all quite
fine as long as no one else is looking.
The minute you throw that “For Sale”
sign up, though, you put your home and,
by definition, your family, under a very
revealing microscope that, thanks to MLS,
millions of people can peep through daily.
And so, a real estate agent’s first, most
important and most painful job, is to take
the “you” out of your home. “You,” essen-
tially, end up stashed in closets, under
beds and in dark corners of the basement.
Some poor slobs have so much “you” in
their homes that they end up putting most
of themselves in a rental storage unit.
What is left is a nice, clean, uncluttered
house that is no more a home than a silk
flower is a rose. It’s necessary, but very,
very saddening. And of course, it’s at this
point that your home wakes up to the fact
that you are, in fact, leaving it. And that is
the saddest thing of all. As we scurry about
the place, vacuuming, dusting and pick-
ing things up, we can almost hear the old
darling’s plaintive mumbling. . . .
“Well, what’s all the hubbub?”
“Heyyy . . . where’s all your stuff? Where
are all the children’s things? How come
the boys’ rooms are so neat? Oh my land
-- you’re selling me!”
But it gets worse. You subject your home
to further hurt and even humiliation every
time you bring strangers through it. You
get that phone call from the agent who
wants a showing and suddenly it’s like your
house is some doddering old, ugly aunt
you’ve got to hurriedly dress up and pass
off as sane. You dash about like a panicked
idiot. You throw a dress you hope is not
too stained on her, slap some lipstick on
her puss and pinch her cheeks to give her
a false glow that you hope will last until the
strangers are done. And while they’re here
you pray to God the old fool doesn’t moan,
groan or drool and kibosh the whole deal.
Sadly, you can almost come to hate your
house. Because once you take your love
out of it your home is just a building.
And no building is ever perfect. Luckily,
that love has to go somewhere and usually
it’s a new dwelling. A place to get excited
about, to plan over, to dream on. A house
that was recently dumped by somebody
who was tired of it and is eager to please.
That’s the beauty of houses. They’re like
dogs in that they just want to be loved.

writer, saves some of his best lines for his col-
umns.
Youth’s difficult path made easier thanks to forum
O ften times the best way to get your
message across is to show your lis-
teners, not just tell them.
That was central to the theme of the
Durham 2008 Youth Justice Forum, held
recently to highlight the trials and tribula-
tions youth face in today’s world.
One of the highlights of the day involved
a presentation by an Anderson CVI drama
class, whose members acted out various
scenes, including a gay student being bul-
lied and a young couple debating about
whether to have sex. While the acting was
going on, some in the class held signs that
said “We are watching” and there was
a variety of ads showing on the screen
behind them.
It sounds as though it was the perfect
blend of live action and visual media stim-
ulation to get the message across to youth.
Lots of show and little tell, in other words.
The forum took aim at how commercials,
TV shows, magazines and a wide variety
of media -- much of it Internet-content
driven -- can have an impact on how teen-
agers see sexuality, violence and drug use.
Needless to say, crime can be a side effect
of some of these activities.
The message to youth is to be aware.
The education event featured other local
agencies who work with youth and the
law, including the John Howard Society,
the Durham Community Legal Clinic,
Pinewood Addiction Centre, UOIT and the
local school boards.
Six guest speakers provided some telling
to go along with the showing. UOIT profes-
sor Dr. Judith Grant was on hand to discuss
how self-esteem, the media and criminal-
ity are entwined. Mary-Clare McKinnon,
supervisor of criminal duty counsel with
Legal Aid Ontario, took students through
the perspective of a young person during a
typical day in a criminal court.
Paul Dobbs, manager of community
education for the John Howard Society
of Durham Region, drew a link between
crime and the media. He spoke about
the glorification of gang violence in mov-
ies and on TV, and said youth need to be
equipped to deal with the pressures they
feel to belong when out in the community.
The forum is a good step in the battle to
keep our young people self-aware and the
participants deserve credit for bringing to
light an ongoing issue.

Experts say glorification
of gangs, sex, violence
can lead teens to wrong
side of the law
By Jillian Follert
jfollert@durhamregion.com
DURHAM — Fifteen-year-old Logan Kitch-
ener likes to watch shows like Gossip Girl and
90201, but she acknowledges the characters
on screen are far from realistic.
“A lot of shows like that portray men and
women certain ways; then you feel like you
have to be like that too,” the Grade 10 Ander-
son CVI student says. “It affects how you see
yourself.” Logan recently took the stage with
her drama class to show attendees at Dur-
ham’s 2008 Youth Justice Forum how commer-
cials, TV shows, magazines and other media
impact the way teens view sexuality, violence
and drug use.
Holding signs that read “We are watching,”
the class acted out a variety of scenes -- includ-
ing a gay student being bullied and a young
couple debating whether to have sex -- as pro-
vocative ads flashed on a screen behind them.
The Youth Justice Forum is an annual edu-
cation event organized by local agencies that
deal with youth or the law, including the John
Howard Society, Durham Community Legal
Clinic, Murray McKinnon Foundation, Pine-
wood Addiction Centre, Legal Aid Ontario,
UOIT and the local school boards.
The aim is to help parents, educators and ser-
vice providers learn more about how youth in-
tersect with the law. This year’s theme was “Self
Esteem, Media and the Link to Criminality.”
“There is a link between crime and the
media,” said Paul Dobbs, manager of commu-
nity education for the John Howard Society of
Durham Region.
“We see it in the youth that come through
our doors. The glorification of gangs is a big
thing. Kids watch movies and TV shows and
they show gang members standing up for
each other. They want that sense of belonging,
to be part of a group that has a name in the
community and inspires fear.” Mr. Dobbs said
the forum helps those who work with kids un-
derstand what they’re up against on the streets
and in their high school hallways, and adapt
services to better reach them.
In addition to the drama class presentation,
this year’s Youth Justice Forum featured six
guest speakers, including UOIT professor Dr.
Judith Grant, who addressed the links between
self-esteem, media and criminality; and Mary-
Clare McKinnon, supervisor of criminal duty
counsel with Legal Aid Ontario, who walked
through a youth perspective on a day in crimi-
nal court.

BOWMANVILLE — The Soper Creek Railway Club held its annual model show at Bowmanville

Two Pickering residents
oppose traffic calming
on Fairport Road
By Kristen Calis
kcalis@durhamregion.com
PICKERING — Speeding is an issue on all
Pickering streets and making Fairport Road
an exception will only cost taxpayers, said a
resident at the Pickering Executive Commit-
tee meeting Wednesday.
“We must ensure our taxpayer dollars are
used well,” Charlotte Sheardown said. “Of
course, (speeding) is not good, but more
economical solutions must be used to curb
the bad driving habits of people.”
Fairport Road Citizens for Traffic Calm-
ing has been working hard to get assistance
from the City in order to manage the speed-
ing on Fairport Road.
Possible traffic calming devices the group
has suggested include: roundabouts; raised
medians; and, visual distractions, such as
street painting or signs.
But Ms. Sheardown and her daughter,
Heather Pattison, who live on a nearby
street, have concerns, and also listed a num-
ber from other residents.
“Why live in denial?” Ms. Sheardown said.
“Fairport Road is a main thoroughfare. It
always has been and should remain so.”
The committee has estimated the po-
tential cost for traffic calming at $250,000,
which Ms. Sheardown found astronomical,
not to mention added maintenance costs.
She said having a police officer monitoring
the road 365 days a year wouldn’t cost a frac-
tion of that.
Traffic calming committee member Gayle
Clow said that is the highest possible amount
and the group simply went with that since
underestimating would be unfair. She said
the committee has received mostly positive
feedback, and people are even asking for
help to take similar measures in their own
neighbourhoods.
Ms. Sheardown said the proposal will
cause problems for drivers who need to get
to south Pickering and Hwy. 401.
“This proposal will only add to the cur-
rent gridlock of Pickering’s road system,” she
said, adding even Council has admitted traf-
fic will increase as development in the north
continues.
She called the plan “self-serving” so Fairport
residents can have their own little neigh-
bourhood, since the street will only be used
by locals after the measures are put in.
Ms. Clow said that is not the group’s in-
tention. In fact, in the past, when a gated
community was proposed nearby, Fairport
residents opposed it.
Ms. Sheardown said she was insulted
when the committee said in its proposal
the only people against the proposal were
people who wished to speed on the street.
Ms. Clow said essentially that’s true since
the group’s only intention is to slow drivers
down on the street that has a speed limit of
40 kilometres per hour.
“That’s all we want is for people to slow
down,” she said.
Another issue Ms. Sheardown has is that
traffic calming could slow down emergency
vehicles. Ms. Clow said the group made sure
to choose measures with the least impact to
those vehicles, and there will be no speed
bumps.
Ward 2 Regional Councillor Bill McLean
suggested installing photo radar, something
he has pushed for in the past, and Ms. Shear-
down agreed.
The final report on the Fairport Road pro-
posal will come to Council in November.

DURHAM — The Durham Region Health
Department is encouraging residents to con-
tinue participating in its ongoing health in-
formation survey.
It also wants the community to be in-
formed that this survey is exempt from the
new National Do Not Call List.
The health information survey, Rapid Risk
Factor Surveillance System (RRFSS), was first
introduced in 2001.
RRFS is conducted on behalf of the health
department by the Institute for Social Re-
search at York University.
Every month, 150 randomly selected adults
are invited to take part in the telephone sur-
vey. The responses have provided insight
for the health department into the health
knowledge, behaviours, and attitudes of area
residents.
“For almost eight years, RRFSS has pro-
vided information that has helped the health
department to plan for health programs
and services that are targeted to meet local
needs,” explained Janet Phillips, an epide-
miologist with the health department, in a
press release. “Since our survey was first
introduced, over 10,500 area residents have
participated, providing important informa-
tion that the health department has used as
part of its ongoing program planning.”
Future individuals who may receive a call
are encouraged to help in planning for the
community by providing feedback on cur-
rent health issues.
Additional information on the National Do
Not Call List is available at www.Innte-dncl.

the Durham Elementary Athletic Association (DEAA) cross-country finals at Lakeridge Ski Resort recently.
Top Annandale men’s curling rink disbands
Gord Norton team
members go to other
Durham-area rinks
By Jim Easson
Special to the News Advertiser
AJAX — One of the top teams
in Annandale’s competitive
men’s curling league is disband-
ing.
Gord Norton, whose team of
Warren Leslie, Mike Trudeau,
Alex Bianchi and Ron Alexander
has been a perennial challenger
in the Ontario Curling Associa-
tion playdowns, is history.
The team has won, for exam-
ple, the Last Chance Bonspiel in
the past two years.
Norton no longer wants to
enter the zones and the play-
ers are moving elsewhere to
stay competitive. Warren Les-
lie is joining an Uxbridge team
skipped by Greg Timbers with
Barry Acton and Kent Co-
chrane.
Meanwhile, Alex Bi-
anchi and Mike Trudeau
are joining an Oshawa
foursome skipped by
Brian Suddard with
John Brotherhood.
The zone playdown
for senior men goes
at Dalewood Golf and
Curling Club, near Port
Hope, on Nov. 28, and
the Tankard playdown is
slated for the Annandale Golf
and Curling Club on Dec. 5.
•••
The Annandale team that won
the TCA Junior Bonspiel and a
trip to Switzerland last Decem-
ber has changed slightly.
Jennifer McGhee coached
the rink of Lesley Pyne, Stacey
Hogan, Leahanne Legrow and
Jackie Clarke last season. The
lineup for this season is
Lesley Pyne, Stacey
Hogan, Suzanne Miller
and Katie Hickey.
The team en-
tered the fifth annual
City of Brampton Ki-
wanis Junior Cashspiel
last weekend. They won
their pool with a 4-1 re-
cord and made the Sun-
day playoff round (only
eight out of 24 teams
advanced). The team then
lost in an extra end on Sunday
morning and dropped to the
consolation round. They won the
next game against Katie Lindsay
from Oakville, but lost the final
game against Sara Westman to
finish sixth overall.
Michael Bryson had a junior
men’s team entered too, but it
did not place.
•••
Ontario champion Glenn
Howard, with Pickering resident
Richard Hart back at vice, and
the front end of Brent Laing and
Craig Savill, takes the team to
Portage, Man. from Oct. 24 to
27 for the 2008 Meyers Norris
Penny Prairie Classic.
The team has won it the past
two years and hopes to keep this
streak alive.
The total purse is $58,000, with
$18,000 slated for the winner.
For the curling clinic at Annan-
dale on Oct. 25, approximately
30 beginner curlers and 30 curl-
ers for the advanced clinic have
signed up.
Sign-up sheets are near the
office and on the various league
boards hoping to capture a few
more people this week.

We purchased a beautiful century home
in Whitby that we are currently renovating.
As with all the craftsmen who have worked
on our home, my husband and I had certain
criteria that needed to be met:
• PRICE (no surprises or hidden costs)
• QUALITY OF MATERIALS
• WORKMANSHIP (including standing
behind their product)
• FUNCTION AND DESIGN
• TIMELINESS
Gary exceeded all of our expectations.
Thank you Gary. Our kitchen is stunning.

Gary Cairns was recommended to us by
friends who knew we were looking to replace
our out-dated kitchen. Gary provided us the
expertise to take our project from the design
phase thru to the fi nish. We are delighted
with our kitchen.
Hugh & Carolyn Smith
When John and I decided to renovate our 1960s bungalow, we
wanted our kitchen to be the heart and soul of our home. We carefully
researched various kitchen designers, and discovered a beautiful
kitchen which was designed and installed by Gary Cairns.
We contacted Gary and he quickly designed a kitchen that brought
our vision to life. He incorporated all our needs into his fabulous
design. Gary provided us with great business choices in everything
from the faucets to the countertops. The installation matched
the design, the cost was exactly as quoted, top quality materials
were used, the workmanship was outstanding and the project was
completed on schedule. Gary and his assistant were a pleasure to
work with and their professionalism and meticulous workmanship
were evident to the very last detail.
Without reservation, we would recommend Gary to anyone. Our
beautiful kitchen and amazing island is now a gathering place for
family and friends.
If you are considering a kitchen renovation and your priorities are
quality workmanship, innovative design, honesty, superb products
and a project that is completed on time and budget, Gary Cairns
Kitchen & Bath should be your fi rst choice.
Thanks for a great job, our kitchen is amazing.
