The Region of Durham put out a request for proposals (RFP) to design, build and operate an energy-from-waste plant last Fri- day. Of the five companies pre-qualified for the RFP process, four are proposing mass burn incinerators and one is proposing a mass burn and gasification combination. Greg Borchuk, energy-from-waste project manager for the Region, said in order to qualify, the companies had to have an exist- ing plant operating for at least a year and of similar size to what Durham and York regions are looking for. The proposals are due by Jan. 15. “We have an evaluation committee. We have to sit down and look at however many proposals we get and we will go through them and evaluate them ... and determine what we consider to be the best proposal and recommend that to council,” said Mr. Borchuk, adding the committee is made up of region staff from York and Durham and consultants. The ultimate decision is up to the two councils and they do not have to go with the staff recommendation. As to whether the RFP went out on sched- ule, Mr. Borchuk said it did. “From the technical and financial side, I think we’d always envisioned it would be sometime during the summer and it’s to- wards the end of the summer, but there’s an awful lot to it, so it does take time,” said Mr. Borchuk. Depending on how many proposals are ultimately received, it will take the commit- tee four-to-eight weeks to come up with a recommendation. The RFP is asking for a facility that can handle 140,000 tonnes of waste per year which can ultimately, with subsequent ex- pansions, handle 400,000 tonnes. It also must generate electricity and hot water for a district heating system. The RFP includes a slew of other require- ments, including operational limits for emis- sions and pollution controls and space to add new pollution-control technologies in the future. The RFP also asks vendors to present three architectural renderings of what the facility would look like. In the facil- ity’ budget, they’ll have $9 million for en- hanced architectural features. The Region’s request to vendors is detailed down to how many barbed wires, three, should be on top of the fence surrounding the facility. “You tell us how you’re going to do it; we assess which is the best proposal at the end of the day,” said Mr. Borchuk. The report, released by the C.D. Howe Institute Wednes- day, makes the claim with socio-economic elements factored in to provide a more balanced playing field. “They have two less (stu- dents per 100) than the provincial average achiev- ing the standard even with the adjustment,” said David Johnson, author of the report and professor of economics at Wilfrid Laurier Univer- sity. The standard is a level three or four in the Education Quality Accountability Office testing for reading, writing, and math. Luigia Ayotte, the Durham public board’s programs su- perintendent, is still trying to understand how the report was developed. “He hasn’t defined exactly what he’s done in the report,” Ms. Ayotte said. “We don’t know what his criteria was.” The report, ‘Heads of the Class: A Comparison of On- tario School Boards by Stu- dent Achievement’, uses data from Grade 3 and Grade 6 standardized testing in read- ing, writing, and math, as well as Census 2001 information on the socio-economic fac- tors in a child’s neighbour- hood, based on their postal code. Mr. Johnson used a method to adjust the scores to eliminate those factors. His method allowed a pre- diction for success based on data. Students at a school with socio-economic factors such as single parents, adults with lower education, kids that moved a lot, are predict- ed to do worse. “It turns out that is simply not true,” Mr. Johnson said. “They don’t all do worse, some do better.” The Durham Catholic Dis- trict School Board showed 1.1 per cent less students meet- ing the average, but because there were only 73 schools as- sessed in the board, it’s hard to tell if it’s below average, he said, comparing the pro- cess to a coin toss. The more times you flip a coin, the bet- ter you’ll know if it’s coming up on one side more often, Mr. Johnson said. He’s more sure of the Durham public board’s results because 185 schools were assessed, pro- viding more observations and certainty. The Ottawa-Carleton pub- lic board was ranked the lowest, with 8.2 students per 100 students meeting the average, according to the method, based on 182 school assessments. “It’s old data,” Ms. Ayotte said. “His socio- economic data is old.” Mr. Johnson’s Education Quality Accountability Office information is old too, she said. In four-to-eight months, Mr. Johnson will add the infor- mation from the 2006 census, but it’s not that important, he said. The standardized test- ing results come from three consecutive years, moving from 2005/2006 backwards to 2003/2004, which bring them close to the 2001 information. “I would be willing to bet a whole bunch of money those results don’t change that much,” he said. It’s not a very convincing argument to say it would change with the new census data, he said. “All you have to do is drive across Durham to see the de- mographics have changed,” Ms. Ayotte said, but added that’s not an excuse and the board welcomes all students. The board knows it has work to do and if the report can help it in planning that work, they’ll consider it, Ms. Ayotte said. “Right now, the report itself is missing a lot of informa- tion,” she said. When they find out how Mr. Johnson came up with the data, they’ll decide if it has any value to the board, but right now, they’re not seeing it, she said. “These numbers to me are not reflective of anything,” she said. It’s the second-last Friday in August, and like many families in Durham Region, the Freemans are heading out of town for La- bour Day weekend, making this one of the last chances to hit the mall before classes start. Ms. Freeman’s daughters, 14-year-old Lindsay and 11-year-old Kristen, are armed with lists of stores to visit and must-have items, which include ballet flat shoes, “vin- tage looking” T-shirts, hooded sweatshirts, jeans and leggings. The budget: $300 per daughter. “It’s a lot,” Ms. Freeman said. “But as they get older they’re more concerned with the brands and especially with Lindsay starting high school this year.” The trio is all smiles through the first store, but the “battle of wills” begins in American Eagle Outfitters, when the soon-to-be high schooler falls in love with an army-style jacket carrying an $80 price tag. “You can’t even wear this in the winter,” her mother says doubtfully, feeling the thin material. “This is going to be a quarter of your money gone on a coat you can only wear for a couple months.” In the end, it stays on the rack. “You do feel guilty but we can only spend so much,” Ms. Freeman said. “Especially with gas and food and everything getting more expensive, we have to draw the line and stick with it.” When asked how much they’re spending on back-to-school duds, many parents at the mall are in a similar range, with an aver- age of $200 per child for elementary school students and $300 to $400 each for those headed to high school. The approach to shopping ranges widely. Some parents insist on accompanying the kids -- even those in their late teens -- while others hand over a set amount of cash and let the chips fall where they may. “My mom gives me the money, but I have to spend it on certain things,” said 15-year- old Amy Rzeszot, who has just been dropped off at the mall doors with her friends, her mom’s credit card and a licence to spend up to $350. “I have to at least get shoes and a backpack and two pairs of jeans. I couldn’t just go and buy a $200 hoodie with this.” Parents of younger children say it’s getting harder to be frugal because their offspring are becoming brand-aware and fashion- conscious at younger ages. “I used to pick up a bunch of tops and jeans from places like Wal-Mart and Zellers and spend maybe $200 on back-to-school, but she doesn’t want to wear those things anymore,” says Whitby mom Catherine May- hew, with 10-year-old Sarah in tow. “She wants the expensive brands, but I’m not prepared to spend $40 or $50 on a shirt for her.” Sarah clarifies that it’s more the stores than the brands, noting she wants to check out Boathouse, Jean Machine and American Eagle Outfitters on this trip. That’s how Ajax homeowner Victoria Derusha answered the phone the day after her basement was flooded for the third time in eight years. While a little humour goes a long way in a tough situation, underneath the light words was a chasm of frustration. Ms. Derusha’s home was among 107 that were flooded during a storm on Aug. 11. Most of them are on three streets, Lawrie Road in Ajax and Annes Street and Walton Boulevard in Whitby. Some homes were also flooded in Oshawa, but the damage wasn’t concentrated in one area. As Durham’s sewer system was over- whelmed and pumping stations failed to keep up, there was little residents could do as they watched the water flow into their homes from floor drains, toilets, bathtubs and showers, but try to save prized posses- sions. Whitby’s Bil Lytwyn described run- ning up the stairs with his crying daugh- ter’s doll house as opposed to electronics. Some reported fighting the battle with pumps or bailing the water themselves. The Middleton family, also on Lawrie, battled until 3 a.m. and still weren’t able to save a single room. The next day it was back-breaking labour. Ripping up carpets, trashing furniture anything the contaminated sewer water touched. Walls have to be ripped open to prevent mould from blooming. The end result was tens of thousands of dollars worth of damage to many homes. For the Middletons, the cost of recovery will be out of pocket since they lost their insurance after the last flood. After this one, many others may be in the same boat. And as for selling their homes, it’ll be next to impossible as flood history has to be disclosed to potential buyers. But let’s be clear, the flooding in these homes is not an act of nature, it’s a design failure. And it’s not even necessarily in the neighbourhoods that are most affected. The Region says storm water is flowing into the sewer system, overwhelming it during torrential rains. The plan is to con- duct field investigations to try to find where that’s happening. One option for the homeowners is the installation of backflow valves, which close a home’s sewer connection during storms. The problem with the valves is that they have to be maintained and if they’re incor- rectly installed, they can crack a home’s foundation. For this reason, the Region will not recommend them. Another reason that it may simply shift the problem to another street. If the pumping stations can’t keep up with the flow, there’s nowhere else for the water to go. If there’s anything that can be done, it must be done and quickly. When resi- dents are battered by disaster like this over and over and over again, there’s no other choice, especially if we’re going to con- tinue to have more frequent severe storm events. In the upcoming council session, staff will be presenting an information report to the works committee about the flood- ing. Councillors need to go beyond listen- ing to the report and ask for quick action. Whether it’s money, manpower or both, the Region has to invest whatever it takes to find a solution for these people. Surely the residents deserve more than the paltry $400 they now receive from the Region when the sewers flood their homes. Reka Szekely’s column appears every fourth Friday. Flooded homes require action W hile a panel of judges has ruled the Central East Local Health Integration Network (CE LHIN) acted lawfully in not consulting the public before approving changes to the Ajax- Pickering hospital, as a public institu- tion it, and especially the hospital board, should have done so. The changes included the controversial movement of 20 mental health beds from the Ajax-Pickering to the Centenary hos- pital, which together make up the Rouge Valley Health System (RVHS). The Ontario Public Service Employees Union (OPSEU) took the CE LHIN to court over the mat- ter, and the panel of three judges of the Divisional Court of the Ontario Supreme Court of Justice dismissed OPSEU’s appli- cation for a judicial review. “The LHIN did not require approval of the specific measures proposed by RVHS, as that was an internal hospital deci- sion,” the ruling stated. “What (the) LHIN decided was to fund RVHS on the basis of its representations in the respect of fiscal improvements aimed at eliminating the budget deficit.” The last line is interesting in basically stating the decision was made to save money. Was it then just a happy coin- cidence that the removal of the mental health beds from Ajax to Scarborough would also mean better service for the patients and residents of Ajax-Pickering, as former hospital board chairman Tom Atkins and Rik Ganderton, Rouge Valley president and CEO, stated after the public furor? Was it one, the other or both? The first line, it could be argued, con- firms suspicions that the LHINs were created as a buffer to further distance the public from the provincial ministry of health and local health-care decision- making. Regardless, the issue is that the general public was kept out of the loop and there was no public consultation whatsoever until media pressure forced it. The hospital board had the opportunity, well before the decision was approved, to explain to the community what was hap- pening, when and why. When this occurs after the fact, the average citizen is rightly suspicious, even angry. As we said in a previous editorial, con- sultation does not necessarily mean the public will determine what occurs at the hospital and, specifically in this case, how the budget deficit should be addressed. Joe and Jane public are simply not quali- fied to offer that kind of input. However consultation would have allowed Mr. Ganderton to make the case for the beds move before the media cover- age of the public’s outrage. He did this as damage control in a letter to the editor, stating that “lost is the fact the new model (for mental health care) will improve mental health care by” etc. It was his and the board’s job to ensure this message was not lost, even if mem- bers of the public didn’t believe him. Reka Szekely Ban bottled water To the editor: The bottled water crisis is not just about economic waste in terms of the petro- leum-based plastic bottles, it’s about the water itself. In Canada we have been blessed with an abundance of water -- not only in our lakes and streams, but flowing free and clean from our taps. As a result we have become world leaders in waste. While much of the world lives in drought, while mothers line for hours every day to buy a bag of water and chil- dren die in the thousands every day for want of a drink, we wash our cars and flush our waste with better water than those children and mothers will ever see. Agencies in Canada raise money to help drought-stricken villages in Africa dig wells while we buy flats of cheap bottled water at the grocery store and flush our beautiful tap water down the toilet -- lit- erally. And what’s worse is that a genera- tion of children is growing up thinking this is normal. It’s not. Canada leads the world in water waste. To find out from our local newspaper this week that our area leads Canada is shameful. And we dare to call ourselves green. Ban bottled water? Yes. There’s not much infor- mation to be had on exactly how those negotiations are going. “What’s happening is we’re at the table right now, negotiating a collec- tive agreement and there’s a media blackout,” said David Cox, spokesman for the Ontario Public Service Employee Union (OPSEU). The union represents 6,500 employees at 24 col- leges, including Durham College, throughout the province. They perform a variety of jobs ranging from adminis- trative, such as doling out student loans, to IT work to cleaning the campuses. Their current contract runs out on Aug. 31. Mr. Cox would not say what’s on the table right now, but said one of the issues voted on in July was wages. The colleges are of- fering a three per cent in- crease. “The other employees of the college were getting at least four per cent and they were looking for some fair- ness on that score,” he said. The union said it will remain at the bargaining table. “(We’ll bargain) all days until the 31st. We’re just continuing until hopeful- ly we get a deal,” said Mr. Cox. Amy England, president of the student association (SA) for Durham College, UOIT and Trent in Oshawa, said the SA has sent letters to students letting them know about the potential strike. They’ve also been handing out information flyers. “We’ve been handing them out at all our orien- tation events and we have copies at the office, every time a student drops by we let them know about the potential work stoppage,” she said. In preparation, the SA has stocked up the food centre and is advising stu- dents to pay their tuition and get their student IDs before the strike deadline. As well, Ms. England said the SA will be sending out a strike etiquette e-mail. “Just reminding these are the support staff we deal with on a daily basis, to be courteous, polite, to be pa- tient.” Classes start on Sept. 2. Mr. Vaughan points out that according to Ontario law, every floor must have a smoke alarm and there must be one outside all sleeping areas. It’s up to the land- lord to provide tenants with working smoke alarms. Although Ajax isn’t home to much in the way of student accommodations, many res- idents are leaving home for the first time. When it comes to renting an apartment or room in a converted house, Mr. Vaughan said it’s impor- tant to ask if it was converted under a building permit. The Ajax fire depart- ment also recommends that new tenants look for exits and make sure they’re not blocked. “You want to make sure you have two ways out of every room within the ac- commodation,” said Mr. Vaughan, adding one exit may be a window as long as it’s large enough and not too high off the floor. Stairways and hallways should not be used for storage and should be unobstructed as well. One area where students new to living on their own should pay special attention is the kitchen. “The leading cause of fires in the province is unattended cooking,” said Mr. Vaughan. “I know students get busy, and then they’re busy doing homework or whatever ... but stay in the kitchen while you’re cooking.” In fact, Nanci Wilson, fire prevention officer for Os- hawa Fire Services, said the one or two small incidents coming out of student hous- es last year involved kitchen fires. “Also be very careful with candles, that’s one of the leading causes of fires we have that people just aren’t aware of,” said Ms. Wilson. “They don’t realize they’re little fires with the potential to get bigger.” Other things students should be aware of are space heaters. It’s easy to kick off the covers on to one and they should make sure elec- tronic equipment is plugged into power bars with circuit breakers. Ms. Wilson said there have been cases where stu- dents have made bad deci- sions when it comes to fire safety. “We did have a situa- tion where to circumvent the noise bylaws they were put- ting up mattresses against the doors and windows, it was incredibly dangerous to us.” The Oshawa fire depart- ment participates in the Alarm for Life program where firefighters go door to door to ensure homes throughout the city have working smok- ing alarms. The firefighters also talk to residents about carbon monoxide detectors and other safety precautions such as having an escape plan. As well, the new student housing bylaw surround- ing the Oshawa college and university campus requires an inspection by the fire de- partment. Reverend Shengguang Shi set out from Thornhill’s Cham Shan Buddhist Temple in May and has been walking toward the future site of the Wutai Shan Buddhist Garden in Peterborough in a pilgrimage for peace. “The main objective is to pray for world peace,” said Tom Cheung, one of the pil- grimage co-ordinators. “But also to pray for early completion of the new temple sites in Peterborough and for everybody to achieve enlightenment.” Along the route Rev. Shi walks three steps and then pauses to bow and perform a prayer. Mr. Cheung said the pilgrimage is already halfway completed, but could take anywhere from six months to one year, depending on weather and health issues. While common in China, Mr. Cheung be- lieves this is the first pilgrimage of its kind in Canada. “The pilgrimage is a way to clear your mind and concentrate on what you’re doing,” Mr. Cheung said. “This is the first one in Canada, so we hope that it will encourage others to embark on their own pilgrimage.” Part of the route takes Rev. Shi down Dur- ham Hwy. 57 through Clarington and Black- stock. Jason King, who lives along Hwy. 57, was intrigued when he found a letter in his mailbox detailing the pilgrimage that would pass by his home. “It just made me think a lot about the mental fortitude it takes to do what he’s doing,” Mr. King said of Rev. Shi, who Mr. King met after offering his driveway as a parking spot for the pilgrimage support team, which follows Rev. Shi every day in a van. “I liked how it made me change my view on life that much more. You could really feel the positive energy coming from him.” Although he’s not a Buddhist, Mr. King wanted to help because he found Rev. Shi and his pilgrimage inspiring. “It’s always inspiring to see someone with that kind of discipline, who knows what he wants out of life,” Mr. King said. “He’s just trying to make people consider world peace and that’s always a positive thing, to make people stop and consider what’s going on around them.” Photo by Jason King Two-year-old Jordan King had a visit with Reverend Shengguang Shi last week during a stop on his pilgrimage for peace. That’s when the music started getting into me,” says Neil Young of his time growing up in Pickering, as quoted in ‘Shakey’, a biography by Jimmy McDonough. Pickering, who knew? Usually, Winnipeg gets the credit. Many musicians who got the music into them here in Durham rapidly run away and declare themselves from elsewhere; Guelph, or Toronto or Kingston. With so little arts infrastructure or sup- port here in the region, one can’t blame artists really for making the move. We pro- duce the best but they go where they are wanted. It’s no surprise that the federal politi- cians, voted in by the good folk around here, are behind the recent cuts to arts funding. Harper and Co. should get no arguments from their constituents in these ridings but it’s a delicious irony that our municipal leaders are suddenly looking to artists as saviours of the downtowns, through places like the GM Centre in Oshawa. With no local pool to draw from, those booking shows will have to pay extra for travel costs, recuperated in higher ticket prices for the punter. Higher costs will also mean less adventurous bookings so expect the usual C-List Canadians to pass through. Anyway I digress again . . . some of the D-Rockers do want to come home and that’s what the Shwaltz at Memorial Park in Oshawa is all about. The free festival is on Sept. 13 from 11 a.m. to 11 p.m. And as we still have some talent and we will have some visiting, there will be a tribute to the biggest of the D-Rockers at the Atria (59 King St. E., Oshawa) on Sept. 11. Called Lets Roll!, it’s a big up to Neil Young and many members of the bands playing the festival will be out to cover their favourites from Ol’ Shakey himself. It’s been organized as an open mic event, hosted by Hokum Runners, who are there every Thursday. Thanks to them for allow- ing the Shwaltz to muscle in. Review ‘Soft Airplane’ Chad VanGaalen Flemish Eye Records Calgary’s wunderkind has, it seems, a boundless energy, curiosity and appetite for creation. He writes his own songs. He draws and designs his own covers and animated videos. He plays an orchestra of oddball instruments. He produces, most notably Women’s self-titled debut. His last record, ‘Skelliconnection’, was nominated for the annual Polaris Prize and it may be that this latest recording will make the list and ulti- mately win next year’s kick at that can. It’s not so much that Chad has so many interests and ideas but that he is able to realize them so effectively. He must never stop making but at some time he has to consume to nourish his own artworks. What he ingests is a mystery, some kind of magi- cal prairie Wheaties, maybe. He is as prolific and experimental and idiosyncratic as Neil Young. However, while Young has been very much of his time trying on new caps as they emerge into popular culture (in other words he didn’t write Landing On Water in 1966), Chad cleverly deconstructs all that came before to create something that hangs by itself with no con- nection (or perhaps a skelliconnection) to what is around him. Some of the songs on Soft Airplane are post-modern, warbling, morbid ballads, ‘Wil- low Tree’, ‘Molten Light’ and ‘Rabid Bits Of Time’, and in their Americana roots recall The Band. Others are along the lines of the folk- tronica of Champion or Shout Out Out Out such as ‘Phantom Anthills’, ‘TMNT Mask’ and ‘Frozen Energon’. All-star Tournament feeling some- what nervous. It was, after all, their first time playing together as a team this year. But, the players needn’t have been jittery, as they played with confidence and skill to capture the tourna- ment championship with a 1-0 victory over Cambridge. Emilie Arbour notched the game winner with seven minutes remaining in the final. Goalkeeper Sara Van Vugt earned her final of three shutouts for the tour- ney. The championship was bittersweet, however, for the Panthers as Jodie Mat- sushita suffered a knee in- jury and had to be taken to the hospital. Matsushita was awarded the player-of- the-game award for the final from the opposing coach. The Panthers advanced to the final after securing a 2- 0 victory over Unionville in the semifinal. In earlier games, the Ajacians got off to a rough start in the opening game, dropping a 2-0 decision to Whitby. In Game 2, the Panthers managed a 1-1 draw with Aurora.
